There are proposed models of contracts, technological equipment and gas networks and methods of their optimization. The flow in network undergoes restrictions of contracts and equipment to be operated. The values of sources and sinks are provided by contracts. The contract models represent (sub-) networks. The simplest contracts represent either nodes or edges. Equipment is modeled by edges. More sophisticated equipment is represented by sub-networks. Examples of such equipment are multi-poles and compressor stations with many entries and exits. The edges can be of different types corresponding to equipment and contracts. On such edges, there are given systems of equation and inequalities simulating the contracts and equipment. On this base, the methods proposed that allow: calculation and control of contract values for booking on future days and for accounting of sales and purchases; simulation and optimization of design and of operation of gas networks. Recurrence and explicit formulae for contractions (partial traces) of antisymmetric and symmetric products of identical trace class operators are derived. Contractions of product density operators of systems of identical fermions and bosons are proved to be asymptotically equivalent to, respectively, antisymmetric and symmetric products of density operators of a single particle, multiplied by a normalization integer. The asymptotic equivalence relation is defined in terms of the thermodynamic limit of expectation values of observables in the states represented by given density operators. For some weaker relation of asymptotic equivalence, concerning the thermodynamic limit of expectation values of product observables, normalized antisymmetric and symmetric products of density operators of a single particle are shown to be equivalent to tensor products of density operators of a single particle. This paper presents the results of a part of the author's thesis [W. This plan has been developed by Westinghouse Hanford Company (WHC), and its subcontractors ICF Kaiser Hanford (ICF KH) and BCS Richland, Inc. (BCSR), at the direction of the US Department of Energy (DOE), Richland Operations Office (RL). WHC and its subcontractors are hereafter referred to as the Maintenance and Operations (M and O) Contractor. The plan identifies actions involving the M and O Contractor that are critical to (1) prepare for a smooth transition to the Project Hanford Management Contractor (PHMC), and (2) support and assist the PHMC and RL in achieving transition as planned, with no or minimal impact to ongoing baseline activities. The plan is structured around two primary phases. The first is the pre-award phase, which started in mid-February 1996 and is currently scheduled to be completed on June 1, 1996, at which time the contract is currently planned to be awarded. The second is the follow-on four-month post-award phase from June 1, 1996, until October 1, 1996. Considering the magnitude and complexity of the scope of work being transitioned, completion in four months will require significant effort by all parties. To better ensure success, the M and O Contractor has developed a pre-award phase that is intended to maximize readiness for transition. Priority is given to preparation for facility assessments and processing of personnel, as these areas are determined to be on the critical path for transition. In addition, the M and O Contractor will put emphasis during the pre-award phase to close out open items prior to contract award, to include grievances, employee concerns, audit findings, compliance issues, etc.

TANK OPERATIONS CONTRACT CONSTRUCTION MANAGEMENT METHODOLOGY UTILIZING THE AGENCY METHOD OF CONSTRUCTION MANAGEMENT

Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business constructioin subcontractors while performing high hazard work in a safe and productive manner. Previous to the WRPS contract, construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper descirbes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method (John E Schaufelberger, Len Holm, "Management of Construction Projects, A Constructor's Perspective", University of Washington, Prentice Hall 2002). This method was implemented in the first quarter of Fiscal Year 2009 (FY2009), where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by URS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

Maximizing Operational Efficiencies in Waste Management on the Hanford Plateau Remediation Contract in a Down-turned Market - 13484

Recent changes in DOE priorities and funding have pressed DOE and its contractors to look for innovative methods to sustain critical operations at sites across the Complex. At the Hanford Site, DOE Richland Operations and its prime contractor, CH2M Hill Plateau Remediation Company (CHPRC), have completed in-depth assessments of the Plateau Remediation Contract (PRC) operations that compared available funding to mission and operational objectives in an effort to maintain requisite safety and compliance margins while realizing cost savings that meet funding profiles. These assessments included confirmation of current baseline activities, identification of potential efficiencies, barriers to implementation, and potential increased risks associated with implementation. Six operating PRC waste management facilities were evaluated against three possible end-states: complete facility closure, maintaining base operations, and performing minimum safe surveillance and maintenance activities. The costs to completely close evaluated facilities were determined to be prohibitively high and this end-state was quickly dropped from consideration. A summary of the analysis of remaining options by facility, efficiencies identified, impact to risk profiles, and expected cost savings is provided in Table I. The expected cost savings are a result of: - right-sizing and cross-training work crews to address maintenance activities across facilities; - combining and sequencing 'like-moded' operational processes; - cross-cutting emergency planning and preparedness staffing; - resource redistribution and optimization; - reducing areas requiring routine surveillance and inspection. For the efficiencies identified, there are corresponding increases in risk, including a loss of breadth and depth of available resources; lengthened response time to emergent issues; inability to invest in opportunities for improvement (OFIs); potential single-point failures or non-compliancies due to resource scarcity; limited cross-training capability; and reduced capability to respond to changes in DOE priorities. Finally, there are many challenges to achieving these cost savings. With a workforce nearing retirement effective succession planning becomes critical to success and requires establishing a balance between the cost of hiring and training and cost-saving activities. With six active waste management facilities spread across nearly 15 square miles, scheduling and deploying cross-trained surveillance and maintenance teams is a logistical challenge, particularly as the loss of funding has not diminished emphasis by regulatory agencies placed on the safe and compliant performance of DOE and its contractors. As reflected in Table I, efficiencies are currently being implemented on the Hanford Plateau Remediation Contract (PRC) that deliver cost savings that align with the current site budget while maintaining critical capabilities. It is currently estimated that these efficiencies will result in a cost savings of approximately $9 million for FY13 in base and minimum safe operations on the PRC - a cost reduction of more than 13 percent over FY12 and nearly 30 percent over FY09 levels. A radiological assessment of nuclear power and propulsion operations near Space Station Freedom. Contract report, January 1988-January 1990

Scenarios were identified which involve the use of nuclear power systems in the vicinity of Space Station Freedom (SSF) and their radiological impact on the SSF crew was quantified. Several of the developed scenarios relate to the use of SSF as an evolutionary transportation node for lunar and Mars missions. In particular, radiation doses delivered to SSF crew were calculated for both the launch and subsequent return of a Nuclear Electric Propulsion (NEP) cargo vehicle and a Nuclear Thermal Rocket (NTR) personnel vehicle to low earth orbit. The use of nuclear power on co-orbiting platforms and the storage and handling issues associated with radioisotope power systems were also explored as they relate to SSF. A central philosophy in these analyses was the utilization of a radiation dose budget, defined as the difference between recommended dose limits from all radiation sources and estimated doses received by crew members from natural space radiations. Consequently, for each scenario examined, the dose budget concept was used to identify and quantify constraints on operational parameters such as launch separation distances, returned vehicle parking distances, and reactor shutdown times prior to vehicle approach. The results indicate that realistic scenarios do not exist which would preclude the use of nuclear power sources in the vicinity of SSF. The radiation dose to the SSF crew can be maintained at safe levels solely by implementing proper and reasonable operating procedures.

Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper describes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method. This method was implemented in the first quarter of Fiscal Year (FY) 2009, where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by DRS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.

In June 1993, Secretary of Energy Hazel O`Leary formed a Contract Reform Team, chaired by Deputy Secretary Bill White, to evaluate the contracting practices of the Department of Energy and to formulate specific proposals for improving those practices. This report summarizes the results of the work of the Contract Reform Team. It recommends actions for implementation that will significantly improve the Department`s contracting practices and will enable the Department to help create a government that -- in the words of Vice President Gore -- {open_quotes}works better and costs less.{close_quotes} These actions and the deadlines for their implementation are listed. Among other things, they recommend replacing the Department`s standard Management and Operating Contract with a new Performance-Based Management Contract and strengthening the Department`s systems for selecting and managing contractors.

The role of curvature in relation with Lie algebra contractions of the pseudo-ortogonal algebras so(p,q) is fully described by considering some associated symmetrical homogeneous spaces of constant curvature within a Cayley-Klein framework. We show that a given Lie algebra contraction can be interpreted geometrically as the zero-curvature limit of some underlying homogeneous space with constant curvature. In particular, we study in detail the contraction process for the three classical Riemannian spaces (spherical, Euclidean, hyperbolic), three non-relativistic (Newtonian) spacetimes and three relativistic ((anti-)de Sitter and Minkowskian) spacetimes. Next, from a different perspective, we make use of quantum deformations of Lie algebras in order to construct a family of spaces of non-constant curvature that can be interpreted as deformations of the above nine spaces. In this framework, the quantum deformation parameter is identified as the parameter that controls the curvature of such "quantum" spaces.

Unifying Projected Entangled Pair States contractions

The approximate contraction of a Projected Entangled Pair States (PEPS) tensor network is a fundamental ingredient of any PEPS algorithm, required for the optimization of the tensors in ground state search or time evolution, as well as for the evaluation of expectation values. An exact contraction is in general impossible, and the choice of the approximating procedure determines the efficiency and accuracy of the algorithm. We analyze different previous proposals for this approximation, and show that they can be understood via the form of their environment, i.e. the operator that results from contracting part of the network. This provides physical insight into the limitation of various approaches, and allows us to introduce a new strategy, based on the idea of clusters, that unifies previous methods. The resulting contraction algorithm interpolates naturally between the cheapest and most imprecise and the most costly and most precise method. We benchmark the different algorithms with finite PEPS, and show how the cluster strategy can be used for both the tensor optimization and the calculation of expectation values. Additionally, we discuss its applicability to the parallelization of PEPS and to infinite systems (iPEPS).

Several types of contracts are used as utility energy service contracts (UESCs). Many agency sites procure electricity services under a contract with the local utility, and most of these contracts have provisions that can also cover energy efficiency projects. This report documents the results of LBL`s Self-Assessment required by Appendix F to Contract DE ACOO3765F00098. This self assessment covers the performance measures set forth in Appendix F except those requiring an external audit. The performance measures for LBL are in the areas of ES&H Finance, Human Services and Procurement and Property. LBL is a multi-program laboratory operated by the University of California (UC) for DOE. The mission of LBL includes performing research in energy, general, and life sciences. LBL facilities include the main site on 130 acres located in the cities of Berkeley and Oakland; laboratories and offices located in buildings on the UC Berkeley Campus; and three leased buildings in the cities of Berkeley and Emeryville. 1. Involvement of Line Management in the assessment process to provide awareness and ownership. 2. Using existing assessments, audits and appraisals in lieu of a new assessment wherever possible. 3. Conduct of the assessments by individuals with functional responsibility and knowledge of the areas being assessed. 4. Interaction with individuals performing assessments at other Laboratories to enhance our learning process. As anticipated, a number of findings will require corrective action. General corrective actions are identified for key findings in this report. In early May 1993, this Laboratory will begin the development of detailed formal corrective action plans which will be entered into a laboratory automated corrective action tracking system.

Contractions of Low-Dimensional Lie Algebras

Theoretical background of continuous contractions of finite-dimensional Lie algebras is rigorously formulated and developed. In particular, known necessary criteria of contractions are collected and new criteria are proposed. A number of requisite invariant and semi-invariant quantities are calculated for wide classes of Lie algebras including all low-dimensional Lie algebras. An algorithm that allows one to handle one-parametric contractions is presented and applied to low-dimensional Lie algebras. As a result, all one-parametric continuous contractions for the both complex and real Lie algebras of dimensions not greater than four are constructed with intensive usage of necessary criteria of contractions and with studying correspondence between real and complex cases. Levels and co-levels of low-dimensional Lie algebras are discussed in detail. Properties of multi-parametric and repeated contractions are also investigated.

Evidence of cost growth under cost-plus and fixed-price contracting

As defined by the US Department of Energy (DOE), privatization refers to a shifting of responsibilities for the completion of projects from a cost-plus Management and Operations (M and O) contract, to incentive-based contracts with the private sector. DOE`s new vision is to arrange cleanup work around incentives-based contracts, which are won via competitive bidding. Competition in awarding cleanup contracts can make use of market incentives to lower project costs and reduce slippage time. Fixed-price contracts encourage contractors to minimize schedule delays and cost overruns once the scope of a project has been negotiated. Conversely, cost-plus contracting offers weak incentives for contractors to select cost-minimizing production and management approaches. Because privatization explicitly allocates more risk to the contractor, it forces the government to better define its goals and methods. This study summarizes actual cost experiences with government contracts performed under cost-plus and fixed-price incentive structures at all levels of government. The first section provides some background on the problem of making contractor activity more cost-efficient. Following this are sections on the measurement of performance and the costs of projects, limitations on measurement, and findings of similar studies. The study concludes with appendices discussing the details of the performance measurement methodology and the project data sets used in the study.

This paper describes new results linking constrained optimization theory and nonlinear contraction analysis. Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. The paper formalizes the intuition that, just as convexity rather than linearity is the key property in optimization, contraction rather than linearity is the key dynamical property in this context.

Welcome to the US Department of Energy`s Forecast of Contracting and Subcontracting Opportunities. This forecast, which is published pursuant to Public Low 100--656, ``Business Opportunity Development Reform Act of 1988,`` is intended to inform small business concerns, including those owned and controlled by socially and economically disadvantaged individuals, and women-owned small business concerns, of the anticipated fiscal year 1995 contracting and subcontracting opportunities with the Department of Energy and its management and operating contractors and environmental restoration and waste management contractors. This document will provide the small business contractor with advance notice of the Department`s procurement plans as they pertain to small, small disadvantaged and women-owned small business concerns.Opportunities contained in the forecast support the mission of the Department, to serve as advocate for the notion`s energy production, regulation, demonstration, conservation, reserve maintenance, nuclear weapons and defense research, development and testing, when it is a national priority. The Department`s responsibilities include long-term, high-risk research and development of energy technology, the marketing of Federal power, and maintenance of a central energy data collection and analysis program. A key mission for the Department is to identify and reduce risks, as well as manage waste at more than 100 sites in 34 states and territories, where nuclear energy or weapons research and production resulted in radioactive, hazardous, and mixed waste contamination. Each fiscal year, the Department establishes contracting goals to increase contracts to small business concerns and meet our mission objectives.

OAK-B135 This is the final report of work performed by General Atomics on a Gas Turbine Modular Helium Reactor (GT-MHR) commercialization study under contract to the Department of Energy, Oakland Operations Office. The contract work scope covered a series of discrete tasks relating to commercialization of the GT-MHR. During the first year of performance, June 18, 2001--June 30, 2002, the contract covered six tasks, Tasks 1 through 6. Subsequently, four additional tasks were added, Tasks 7,8,10 and 11. With the exception of Task 1, each of the contract Tasks involved the development of one or more discrete deliverable products. Task 1 covered activities performed by General Atomics as part of a several year fuel irradiation testing activity being conducted in cooperation with the European Union. The irradiation testing will not be completed for three or more years into the future. Future work by General Atomics on this irradiation test activity will be covered by a new contract.

Nez Perce Tribal Hatchery (NPTH) Year-2002 annual report combines information from two contracts with a combined value of $3,036,014. Bonneville Power Administration identifies them as follows; (1) Part I--Operations and Maintenance--Project No. 1983-350-00, Contract No. 4504, and $2,682,635 which includes--Equipment costs of $1,807,105. (2) Part II--Planning and Design--Project No. 1983-35-04, Contract No. 4035, $352,379 for Clearwater Coho Restoration Master Plan development Based on NPPC authorization for construction and operation of NPTH, the annual contracts were negotiated for the amounts shown above under (1) and (2). This report addresses the {open_quotes}contracts portfolio{close_quotes} issue of natural gas contracts in support of the Domestic Natural Gas and Oil Initiative (DGOI) published by the U.S. Department of Energy in 1994. The analysis is a result of a collaborative effort with the Public Service Commission of the State of Maryland to consider {open_quotes}reforms that enhance the industry`s competitiveness{close_quotes}. The initial focus of our collaborative effort was on gas purchasing and contract portfolios; however, it became apparent that efficient contracting to purchase and use gas requires a broader consideration of regulatory reform. Efficient portfolios are obtained when the holder of the portfolio is affected by and is responsible for the performance of the portfolio. Natural gas distribution companies may prefer a diversity of contracts, but the efficient use of gas requires that the local distribution company be held accountable for its own purchases. Ultimate customers are affected by their own portfolios, which they manage efficiently by making their own choices. The objectives of the DGOI, particularly the efficient use of gas, can be achieved when customers have access to suppliers of gas and energy services under an improved regulatory framework. The evolution of the natural gas market during the last 15 years is described to account for the changing preferences toward gas contracts. Long-term contracts for natural gas were prevalent before the early 1980s, primarily because gas producers had few options other than to sell to a single pipeline company, and this pipeline company, in turn, was the only seller to a gas distribution company.

The Wallop Amendment portion of the Deficit Reduction Act of 1984 establishes a new rule that energy project developers involved in cogeneration and alternative energy projects need to understand in order to meet tax requirements. The new rule addresses questions about the distinction between a service contract and a lease of property for tax purposes by establishing four requirements an energy sales contract must meet to be classified as a service contract: The service recipient cannot operate the facility, bear a significant financial burden due to nonperformance, receive a significant financial benefit, or have an option or obligation to purchase at other than a fair market value. The Act will affect the structure of future alternative energy projects, but continues to offer tax benefits as long as conditions are met.

Cross-linked actomyosin bundles retract when severed in vivo by laser ablation, or when isolated from the cell and micromanipulated in vitro in the presence of ATP. We identify the time scale for contraction as a viscoelastic time tau, where the viscosity is due to (internal) protein friction. We obtain an estimate of the order of magnitude of the contraction time tau ~ 10-100 s, consistent with available experimental data for circumferential microfilament bundles and stress fibers. Our results are supported by an exactly solvable, hydrodynamic model of a retracting bundle as a cylinder of isotropic, active matter, from which the order of magnitude of the active stress is estimated.
