    This paper presents a comprehensive statistical review of data obtained from a wide range of literature on the most widely used electrical appliances in the UK residential load sector. It focuses on individual appliances and begins by consideration of the electrical operations performed by the load. This approach allows for the loads to be categorised based on the electrical characteristics, and also provides information on the reactive power characteristics of the load, which is often neglected from standard consumption statistics. This data is particularly important for power system analysis. In addition to this, device ownership statistics and probability distribution functions of power demand are presented for the main residential loads. Although the data presented is primarily intended as a resource for the development of load profiles for power system analysis, it contains a large volume of information which provides a useful database for the wider research community.

    This memo explains what Berkeley Lab has learned about how the residential central air-conditioning (CAC) end use is represented in the National Energy Modeling System (NEMS). NEMS is an energy model maintained by the Energy Information Administration (EIA) that is routinely used in analysis of energy efficiency standards for residential appliances. As part of analyzing utility and environmental impacts related to the federal rulemaking for residential CAC, lower-than-expected peak utility results prompted Berkeley Lab to investigate the input load shapes that characterize the peaky CAC end use and the submodule that treats load demand response. Investigations enabled a through understanding of the methodology by which hourly load profiles are input to the model and how the model is structured to respond to peak demand. Notably, it was discovered that NEMS was using an October-peaking load shape to represent residential space cooling, which suppressed peak effects to levels lower than expected. An apparent scaling down of the annual load within the load-demand submodule was found, another significant suppressor of the peak impacts. EIA promptly responded to Berkeley Lab's discoveries by updating numerous load shapes for the AEO2002 version of NEMS; EIA is still studying the scaling issue. As a result of this work, it was concluded that Berkeley Lab's customary end-use decrement approach was the most defensible way for Berkeley Lab to perform the recent CAC utility impact analysis. This approach was applied in conjunction with the updated AEO2002 load shapes to perform last year's published rulemaking analysis. Berkeley Lab experimented with several alternative approaches, including modifying the CAC efficiency level, but determined that these did not sufficiently improve the robustness of the method or results to warrant their implementation. Work in this area will continue in preparation for upcoming rulemakings for the other peak coincident end uses, commercial air conditioning and distribution transformers.

    In support of the U.S. Department of Energy’s (DOE’s) Building America Program, Pacific Northwest National Laboratory (PNNL) conducted an investigation to inventory commercially available HVAC technologies that are being installed in low-load homes. The first step in this investigation was to conduct a review of published literature to identify low-load HVAC technologies available in the United States and abroad, and document the findings of existing case studies that have evaluated the performance of the identified technologies. This report presents the findings of the literature review, identifies gaps in the literature or technical understanding that must be addressed before low-load HVAC technologies can be fully evaluated, and introduces PNNL’s planned research and analysis for this project to address identified gaps and potential future work on residential low-load HVAC systems.

    This report presents a multi-disciplinary modeling approach to quickly quantify climate change impacts on energy consumption, peak load, and load composition of residential and commercial buildings. This research focuses on addressing the impact of temperature changes on the building cooling load in 10 major cities across the Western United States and Canada. Our results have shown that by the mid-century, building yearly energy consumption and peak load will increase in the Southwest. Moreover, the peak load months will spread out to not only the summer months but also spring and autumn months. The Pacific Northwest will experience more hot days in the summer months. The penetration of the air conditioning (a/c) system in this area is likely to increase significantly over the years. As a result, some locations in the Pacific Northwest may be shifted from winter peaking to summer peaking. Overall, the Western U.S. grid may see more simultaneous peaks across the North and South in summer months. Increased cooling load will result in a significant increase in the motor load, which consumes more reactive power and requires stronger voltage support from the grid. This study suggests an increasing need for the industry to implement new technology to increase the efficiency of temperature-sensitive loads and apply proper protection and control to prevent possible adverse impacts of a/c motor loads.

    In order to meet whole-house energy savings targets beyond 50% in residential buildings, it will be essential that new technologies and systems approaches be developed to address miscellaneous electric loads (MELs). These MELs are comprised of the small and diverse collection of energy-consuming devices found in homes, including what are commonly known as plug loads (televisions, stereos, microwaves), along with all hard-wired loads that do not fit into other major end-use categories (doorbells, security systems, garage door openers). MELs present special challenges because their purchase and operation are largely under the control of the occupants. If no steps are taken to address MELs, they can constitute 40-50% of the remaining source energy use in homes that achieve 60-70% whole-house energy savings, and this percentage is likely to increase in the future as home electronics become even more sophisticated and their use becomes more widespread. Building America (BA), a U.S. Department of Energy research program that targets 50% energy savings by 2015 and 90% savings by 2025, has begun to identify and develop advanced solutions that can reduce MELs.

    Abstract In this paper, we present the results of an analytical cost-benefit study of residential smart appliances in support of a joint stakeholder petition to the EPA and DOE to provide a 5% credit to meet ENERGY STAR eligibility criteria for products that meet the definition of a smart appliance. The underlying hypothesis is that smart appliances can play a critical role in addressing some of the challenges associated with increased electricity demand, and increased penetration of renewable sources of power. Our analytical model utilizes current annual appliance electricity consumption data, and estimates what the wholesale grid operating cost savings would be if some percentage of appliance loads were shifted away from peak hours to run during off-peak hours, and appliance loads serve power system balancing needs such as spinning reserves that would otherwise have to be provided by generators. Historical wholesale market clearing prices (location marginal and spinning reserve) from major wholesale power markets in the United States are used to estimate savings. The savings are then compared with the five percent credit, to determine if the savings in grid operating costs (benefits) are at least as high as the credit (cost) if not higher.

    The Bonneville Power Administration (Bonneville) began the End-Use Load and Consumer Assessment Program (ELCAP) in 1983. Prior to beginning the ELCAP, there was an abundance of information regarding total power consumption for residential structures in the Pacific Northwest and limited information regarding power consumption by various end uses. The purpose of ELCAP is to collect actual end-use load data from both residential and commercial buildings in the region. This report presents the methodology used in several statistical modeling studies carried out on the ELCAP data between 1986 and 1989. These studies involve the thermal characterization of homes and comparisons of building techniques and conservation measures by residential and commercial consumers within the Bonneville service area of the Pacific Northwest. Each data gathering technique was successful in extracting a specific set of consumer-related energy use information. The analytical techniques used in these studies are compiled in this methodology report and are to be used in conjunction with Volume 2 -- Analysis. This should facilitate ease of reference use during future analyses. It is anticipated that the data gathered on participating consumers could potentially be used to aid in decisions regarding the management of the Northwest's electrical energy resources. 7 refs., 6 figs., 2 tabs.

    Policymakers are encouraging the development of standardized and consistent methods to quantify the electric load impacts of demand response programs. For load impacts, an essential part of the analysis is the estimation of the baseline load profile. In this paper, we present a statistical evaluation of the performance of several different models used to calculate baselines for commercial buildings participating in a demand response program in California. In our approach, we use the model to estimate baseline loads for a large set of proxy event days for which the actual load data are also available. Measures of the accuracy and bias of different models, the importance of weather effects, and the effect of applying morning adjustment factors (which use data from the day of the event to adjust the estimated baseline) are presented. Our results suggest that (1) the accuracy of baseline load models can be improved substantially by applying a morning adjustment, (2) the characterization of building loads by variability and weather sensitivity is a useful indicator of which types of baseline models will perform well, and (3) models that incorporate temperature either improve the accuracy of the model fit or do not change it.

    Most distributed self-generation operates base loaded and in parallel with the electric utility system (1) to minimize peak loads, (2) to improve reliability, (3) to eliminate the need for reserve margin (standby) and (4) may or may not sell back excess generation. This paper examines the economics of distributed microturbine generation operating isolated from the electric utility system and having enough reserve margin to either match or improve the existing reliability of service provided by central station generation and the T and D system. This analysis shows the isolated operation of microturbines with a reserve margin can provide the same or a higher level of reliability as the electric utility, yet the costs can be lower. Sensitivity analysis for different investment costs, O and M costs, fuel costs, reliability, load shapes (load factors), and alternative fuels were performed and the economic comparisons are made in terms of {cents}/kWh. This analysis shows a strong economic preference in applying microturbines to high load factor commercial loads. The cost of standby (from the utility) was found to be from .52 to 2.09{cents}/kWh greater than if the microturbine generation provided its own standby through a built in reserve margin.

    In this report, we present the results of an analytical cost/benefit study of residential smart appliances from a utility/grid perspective in support of a joint stakeholder petition to the ENERGY STAR program within the Environmental Protection Agency (EPA) and Department of Energy (DOE). The goal of the petition is in part to provide appliance manufacturers incentives to hasten the production of smart appliances. The underlying hypothesis is that smart appliances can play a critical role in addressing some of the societal challenges, such as anthropogenic global warming, associated with increased electricity demand, and facilitate increased penetration of renewable sources of power. The appliances we consider include refrigerator/freezers, clothes washers, clothes dryers, room air-conditioners, and dishwashers. The petition requests the recognition that providing an appliance with smart grid capability, i.e., products that meet the definition of a smart appliance, is at least equivalent to a corresponding five percent in operational machine efficiencies. It is then expected that given sufficient incentives and value propositions, and suitable automation capabilities built into smart appliances, residential consumers will be adopting these smart appliances and will be willing participants in addressing the aforementioned societal challenges by more effectively managing their home electricity consumption. The analytical model we utilize in our cost/benefit analysis consists of a set of user-definable assumptions such as the definition of on-peak (hours of day, days of week, months of year), the expected percentage of normal consumer electricity consumption (also referred to as appliance loads) that can shifted from peak hours to off-peak hours, the average power rating of each appliance, etc. Based on these assumptions, we then formulate what the wholesale grid operating-cost savings, or benefits, would be if the smart capabilities of appliances were invoked, and some percentage of appliance loads were shifted away from peak hours to run during off-peak hours, and appliance loads served power-system balancing needs such as spinning reserves that would otherwise have to be provided by generators. The rationale is that appliance loads can be curtailed for about ten minutes or less in response to a grid contingency without any diminution in the quality of service to the consumer. We then estimate the wholesale grid operating-cost savings based on historical wholesale-market clearing prices (location marginal and spinning reserve) from major wholesale power markets in the United States. The savings derived from the smart grid capabilities of an appliance are then compared to the savings derived from a five percent increase in traditional operational machine efficiencies, referred to as cost in this report, to determine whether the savings in grid operating costs (benefits) are at least as high as or higher than the operational machine efficiency credit (cost).

    This report summarizes the costs and space-conditioning load savings from improving new single-family building shells. It relies on survey data from the National Association of Home-builders (NAHB) to assess current insulation practices for these new buildings, and NAHB cost data (aggregated to the Federal region level) to estimate the costs of improving new single-family buildings beyond current practice. Space-conditioning load savings are estimated using a database of loads for prototype buildings developed at Lawrence Berkeley Laboratory, adjusted to reflect population-weighted average weather in each of the ten federal regions and for the nation as a whole.

    Electrical energy consumption of the residential sector is a crucial area of research that has in the past primarily focused on increasing the efficiency of household devices such as water heaters, dishwashers, air conditioners, and clothes washer and dryer units. However, the focus of this research is shifting as objectives such as developing the smart grid and ensuring that the power system remains reliable come to the fore, along with the increasing need to reduce energy use and costs. Load research has started to focus on mechanisms to support the power system through demand reduction and/or reliability services. The power system relies on matching generation and load, and day-ahead and real-time energy markets capture most of this need. However, a separate set of grid services exist to address the discrepancies in load and generation arising from contingencies and operational mismatches, and to ensure that the transmission system is available for delivery of power from generation to load. Currently, these grid services are mostly provided by generation resources. The addition of renewable resources with their inherent variability can complicate the issue of power system reliability and lead to the increased need for grid services. Using load as a resource, through demand response programs, can fill the additional need for flexible resources and even reduce costly energy peaks. Loads have been shown to have response that is equal to or better than generation in some cases. Furthermore, price-incentivized demand response programs have been shown to reduce the peak energy requirements, thereby affecting the wholesale market efficiency and overall energy prices. The residential sector is not only the largest consumer of electrical energy in the United States, but also has the highest potential to provide demand reduction and power system support, as technological advancements in load control, sensor technologies, and communication are made. The prevailing loads based on the largest electrical energy consumers in the residential sector are space heating and cooling, washer and dryer, water heating, lighting, computers and electronics, dishwasher and range, and refrigeration. As the largest loads, these loads provide the highest potential for delivering demand response and reliability services. Many residential loads have inherent flexibility that is related to the purpose of the load. Depending on the load type, electric power consumption levels can either be ramped, changed in a step-change fashion, or completely removed. Loads with only on-off capability (such as clothes washers and dryers) provide less flexibility than resources that can be ramped or step-changed. Add-on devices may be able to provide extra demand response capabilities. Still, operating residential loads effectively requires awareness of the delicate balance of occupants health and comfort and electrical energy consumption. This report is Phase I of a series of reports aimed at identifying gaps in automated home energy management systems for incorporation of building appliances, vehicles, and renewable adoption into a smart grid, specifically with the intent of examining demand response and load factor control for power system support. The objective is to capture existing gaps in load control, energy management systems, and sensor technology with consideration of PHEV and renewable technologies to establish areas of research for the Department of Energy. In this report, (1) data is collected and examined from state of the art homes to characterize the primary residential loads as well as PHEVs and photovoltaic for potential adoption into energy management control strategies; and (2) demand response rules and requirements across the various demand response programs are examined for potential participation of residential loads.     Engineering certification for the installation of solar photovoltaic (PV) modules on wood roofs is often denied because existing wood roofs do not meet structural design codes. This work is intended to show that many roofs are actually sufficiently strong given the conservatism in codes, documented allowable strengths, roof structure system effects, and beam composite action produced by joist-sheathing interaction. This report provides results from a testing program to provide actual load carrying capacity of residential rooftops. The results reveal that the actual load carrying capacity of structural members and systems tested are significantly stronger than allowable loads provided by the International Residential Code (IRC 2009) and the national structural code found in Minimum Design Loads for Buildings and Other Structures (ASCE 7-10). Engineering analysis of residential rooftops typically ignores the system affects and beam composite action in determining rooftop stresses given a potential PV installation. This extreme conservatism combined with conservatism in codes and published allowable stress values for roof building materials (NDS 2012) lead to the perception that well built homes may not have adequate load bearing capacity to enable a rooftop PV installation. However, based on the test results presented in this report of residential rooftop structural systems, the actual load bearing capacity is several times higher than published values (NDS 2012).

    The U.S. Geological Survey (USGS) resource assessment (Williams et al., 2008) outlined a mean 30 GWe of undiscovered hydrothermal resource in the western United States. One goal of the U.S. Department of Energy's (DOE) Geothermal Technology Office (GTO) is to accelerate the development of this undiscovered resource. DOE has focused efforts on helping industry identify hidden geothermal resources to increase geothermal capacity in the near term. Increased exploration activity will produce more prospects, more discoveries, and more readily developable resources. Detailed exploration case studies akin to those found in oil and gas (e.g. Beaumont and Foster, 1990-1992) will give developers central location for information gives models for identifying new geothermal areas, and guide efficient exploration and development of these areas. To support this effort, the National Renewable Energy Laboratory (NREL) has been working with GTO to develop a template for geothermal case studies on the Geothermal Gateway on OpenEI. In 2012, the template was developed and tested with two case studies: Raft River Geothermal Area (http://en.openei.org/wiki/Raft_River_Geothermal_Area) and Coso Geothermal Area (http://en.openei.org/wiki/Coso_Geothermal_Area). In 2013, ten additional case studies were completed, and Semantic MediaWiki features were developed to allow for more data and the direct citations of these data. These case studies are now in the process of external peer review. In 2014, NREL is working with universities and industry partners to populate additional case studies on OpenEI. The goal is to provide a large enough data set to start conducting analyses of exploration programs to identify correlations between successful exploration plans for areas with similar geologic occurrence models.

    Residential construction practices are progressing toward higher levels of energy efficiency. A proven strategy to save energy is to simultaneously increase building insulation levels and reduce outdoor air infiltration. Tight homes require intentional mechanical ventilation to ensure healthy indoor air. Overall, this strategy results in a shift in the mix of latent and sensible space conditioning loads, requiring proportionally more moisture to be removed compared to standard homes. There is currently not sufficient information available at a wide enough range of operating points to design dehumidification systems for high performance homes in hot-humid climates. The only industry information available on dehumidifier moisture removal and energy consumption are performance ratings conducted at a single test condition, which does not provide a full representation of dehumidifier operation under real-world conditions. Winkler et al. (2011) developed steady state performance maps to predict dehumidifier performance at a variety of indoor conditions. However, installed heating, ventilating, and air-conditioning (HVAC) equipment rarely operates at steady state. Part load performance testing of residential dehumidifiers is not mandated by current test standards. Therefore, we tested the part load performance of four residential dehumidifiers in the National Renewable Energy Laboratory's (NREL) Advanced HVAC Systems Laboratory . The part load efficiency of each dehumidifier was measured under 13 cycling scenarios, and combined with NREL field data to develop part load fraction (PLF) performance curves under realistic cycling scenarios.

    This paper presents a statistical method for modeling the behavior of household occupants to estimate residential energy consumption. Using data gathered by the U.S. Census Bureau in the American Time Use Survey (ATUS), actions carried out by survey respondents are categorized into ten distinct activities. These activities are defined to correspond to the major energy consuming loads commonly found within the residential sector. Next, time varying minute resolution Markov chain based statistical models of different occupant types are developed. Using these behavioral models, individual occupants are simulated to show how an occupant interacts with the major residential energy consuming loads throughout the day. From these simulations, the minimum number of occupants, and consequently the minimum number of multiple occupant households, needing to be simulated to produce a statistically accurate representation of aggregate residential behavior can be determined. Finally, future work will involve the use of these occupant models along side residential load models to produce a high-resolution energy consumption profile and estimate the potential for demand response from residential loads.

    In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    In the last quarter of a century, the western world has become increasingly aware of environmental threats to health and safety. During this period, people psychologically retreated away from outdoors hazards such as pesticides, smog, lead, oil spills, and dioxin to the seeming security of their homes. However, the indoor environment may not be healthier than the outdoor environment, as has become more apparent over the past few years with issues such as mold, formaldehyde, and sick-building syndrome. While the built human environment has changed substantially over the past 10,000 years, human biology has not; poor indoor air quality creates health risks and can be uncomfortable. The human race has found, over time, that it is essential to manage the indoor environments of their homes. ASHRAE has long been in the business of ventilation, but most of the focus of that effort has been in the area of commercial and institutional buildings. Residential ventilation was traditionally not a major concern because it was felt that, between operable windows and envelope leakage, people were getting enough outside air in their homes. In the quarter of a century since the first oil shock, houses have gotten much more energy efficient. At the same time, the kinds of materials and functions in houses changed in character in response to people's needs. People became more environmentally conscious and aware not only about the resources they were consuming but about the environment in which they lived. All of these factors contributed to an increasing level of public concern about residential indoor air quality and ventilation. Where once there was an easy feeling about the residential indoor environment, there is now a desire to define levels of acceptability and performance. Many institutions--both public and private--have interests in Indoor Air Quality (IAQ), but ASHRAE, as the professional society that has had ventilation as part of its mission for over 100 years, is the logical place to provide leadership. This leadership has been demonstrated most recently by the publication of the first nationally recognized standard on ventilation in homes, ASHRAE Standard 62.2-2003, which builds on work that has been part of ASHRAE for many years and will presumably continue. Homeowners and occupants, which includes virtually all of us, will benefit from the application of Standard 62.2 and use of the top ten list. This activity is exactly the kind of benefit to society that the founders of ASHRAE envisioned and is consistent with ASHRAE's mission and vision. ASHRAE members should be proud of their Society for taking leadership in residential ventilation.

    Research Into Action, Inc. and the Sacramento Municipal Utility District (SMUD) worked together to conduct research on the behaviors and energy use patterns of SMUD residential customers who voluntarily signed on to a Time-of-Use rate pilot launched under the PowerChoice label. The project was designed to consider the how and why of residential customers ability and willingness to engage in demand reduction behaviors, and to link social and behavioral factors to observed changes in demand. The research drew on a combination of load interval data and three successive surveys of participating households. Two experimental treatments were applied to test the effects of increased information on households ability to respond to the Time-of-Use rates. Survey results indicated that participants understood the purpose of the Time-of-Use rate and undertook substantial appropriate actions to shift load and conserve. Statistical tests revealed minor initial price effects and more marked, but still modest, adjustments to seasonal rate changes. Tests of the two information interventions indicated that neither made much difference to consumption patterns. Despite the lackluster statistical evidence for load shifting, the analysis points to key issues for critical analysis and development of residential Time-of-Use rates, especially pertinent as California sets the stage for demand response in more California residences.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    An increasing number of energy efficient appliances operate on direct current (DC) internally, offering the potential to use DC from renewable energy systems directly and avoiding the losses inherent in converting power to alternating current (AC) and back. This paper investigates that potential for net-metered residences with on-site photovoltaics (PV) by modeling the net power draw of the ‘direct-DC house’ with respect to today’s typical configuration, assuming identical DC-internal loads. Power draws were modeled for houses in 14 U.S. cities, using hourly, simulated PV-system output and residential loads. The latter were adjusted to reflect a 33% load reduction, representative of the most efficient DC-internal technology, based on an analysis of 32 electricity end-uses. The model tested the effect of climate, electric vehicle (EV) loads, electricity storage, and load shifting on electricity savings; a sensitivity analysis was conducted to determine how future changes in the efficiencies of power system components might affect savings potential. Based on this work, we estimate that net-metered PV residences could save 5% of their total electricity load for houses without storage and 14% for houses with storage. Based on residential PV penetration projections for year 2035 obtained from the National Energy Modeling System (2.7% for the reference case and 11.2% for the extended policy case), direct-DC could save the nation 10 trillion Btu (without storage) or 40 trillion Btu (with storage). Shifting the cooling load by two hours earlier in the day (pre-cooling) has negligible benefits for energy savings. Direct-DC provides no energy savings benefits for EV charging, to the extent that charging occurs at night. However, if charging occurred during the day, for example with employees charging while at work, the benefits would be large. Direct-DC energy savings are sensitive to power system and appliance conversion efficiencies but are not significantly influenced by climate. While direct-DC for residential applications will most likely arise as a spin-off of developments in the commercial sector—because of lower barriers to market entry and larger energy benefits resulting from the higher coincidence between load and insolation—this paper demonstrates that there are substantial benefits in the residential sector as well. Among residential applications, space cooling derives the largest energy savings from being delivered by a direct-DC system. It is the largest load for the average residence on a national basis and is particularly so in high-load regions. It is also the load with highest solar coincidence.

    The National Renewable Energy Laboratory (NREL) developed the Geothermal National Environmental Policy Act (NEPA) Database as a platform for government agencies and industry to access and maintain information related to geothermal NEPA documents. The data were collected to inform analyses of NEPA timelines, and the collected data were made publically available via this tool in case others might find the data useful. NREL staff and contractors collected documents from agency websites, during visits to the two busiest Bureau of Land Management (BLM) field offices for geothermal development, and through email and phone call requests from other BLM field offices. They then entered the information into the database, hosted by Open Energy Information (http://en.openei.org/wiki/RAPID/NEPA). The long-term success of the project will depend on the willingness of federal agencies, industry, and others to populate the database with NEPA and related documents, and to use the data for their own analyses. As the information and capabilities of the database expand, developers and agencies can save time on new NEPA reports by accessing a single location to research related activities, their potential impacts, and previously proposed and imposed mitigation measures. NREL used a wiki platform to allow industry and agencies to maintain the content in the future so that it continues to provide relevant and accurate information to users.

    Demand response and dynamic pricing programs are expected to play increasing roles in the modern Smart Grid environment. While direct load control of end-use loads has existed for decades, price driven response programs are only beginning to be explored at the distribution level. These programs utilize a price signal as a means to control demand. Active markets allow customers to respond to fluctuations in wholesale electrical costs, but may not allow the utility to control demand. Transactive markets, utilizing distributed controllers and a centralized auction can be used to create an interactive system which can limit demand at key times on a distribution system, decreasing congestion. With the current proliferation of computing and communication resources, the ability now exists to create transactive demand response programs at the residential level. With the combination of automated bidding and response strategies coupled with education programs and customer response, emerging demand response programs have the ability to reduce utility demand and congestion in a more controlled manner. This paper will explore the effects of a residential double-auction market, utilizing transactive controllers, on the operation of an electric power distribution system.

    It is now widely accepted that the standard method for daylighting evaluation- the daylight factor- is due for replacement with metrics founded on absolute values for luminous quantities predicted over the course of a full year using sun and sky conditions derived from standardised climate files. The move to more realistic measures of daylighting introduces significant levels of additional complexity in both the simulation of the luminous quantities and the reduction of the simulation data to readily intelligible metrics. The simulation component, at least for buildings with standard glazing materials, is reasonably well understood. There is no consensus however on the composition of the metrics, and their formulation is an ongoing area of active research. Additionally, non-domestic and residential buildings present very different evaluation scenarios and it is not yet clear if a single metric would be applicable to both. This study uses a domestic dwelling as the setting to investigate and explore the applicability of daylighting metrics for residential buildings. In addition to daylighting provision for task and disclosing the potential for reducing electric lighting usage, we also investigate the formulation of metrics for non-visual effects such as entrainment of the circadian system.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    Accurate and meaningful energy savings calculations are essential for the evaluation of residential energy efficiency programs sponsored by the U.S. Department of Energy (DOE), such as the Building America Program (a public-private partnership designed to achieve significant energy savings in the residential building sector). The authors investigated the feasibility of applying existing performance analysis methodologies such as the Home Energy Rating System (HERS) and the International Energy Conservation Code (IECC) to the high performance houses constructed under Building America, which sometimes achieve whole-house energy savings in the 50-70% range. However, because Building America addresses all major end-use loads and because the technologies applied to Building America houses often exceed what is envisioned by energy codes and home-rating programs, the methodologies used in HERS and IECC have limited suitability, and a different approach was needed. The authors have researched these issues extensively over the past several years and developed a set of guidelines that draws upon work done by DOE's Energy Information Administration, the California Energy Commission, the International Code Council, RESNET, and other organizations that have developed similar methodologies to meet their needs. However, the final guidelines are tailored to provide accurate techniques for quantifying energy savings achieved by Building America to help policymakers assess the effectiveness of the program.

    One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

    Phase change materials (PCM) represent a potential technology to reduce peak loads and HVAC energy consumption in residential buildings. This paper summarizes NREL efforts to obtain accurate energy simulations when PCMs are modeled in residential buildings: the overall methodology to verify and validate Conduction Finite Difference (CondFD) and PCM algorithms in EnergyPlus is presented in this study. It also shows preliminary results of three residential building enclosure technologies containing PCM: PCM-enhanced insulation, PCM impregnated drywall and thin PCM layers. The results are compared based on predicted peak reduction and energy savings using two algorithms in EnergyPlus: the PCM and Conduction Finite Difference (CondFD) algorithms.
