Demystifying Open Access

The tenets of Open Access are to grant anyone, anywhere and anytime free access to the results of scientific research. HEP spearheaded the Open Access dissemination of scientific results with the mass mailing of preprints in the pre-WWW era and with the launch of the arXiv preprint system at the dawn of the '90s. The HEP community is now ready for a further push to Open Access while retaining all the advantages of the peer-review system and, at the same time, bring the spiralling cost of journal subscriptions under control. I will present a possible plan for the conversion to Open Access of HEP peer-reviewed journals, through a consortium of HEP funding agencies, laboratories and libraries: SCOAP3 (Sponsoring Consortium for Open Access Publishing in Particle Physics). SCOAP3 will engage with scientific publishers towards building a sustainable model for Open Access publishing, which is as transparent as possible for HEP authors. The current system in which journals income comes from subscription fees is replaced with a scheme where SCOAP3 compensates publishers for the costs incurred to organise the peer-review service and give Open Access to the final version of articles. SCOAP3 will be funded by all countries active in HEP under a 'fair share' scenario, according to their production of HEP articles. In this talk I will present a short overview of the history of Open Access in HEP, the details of the SCOAP3 model and the outlook for its implementation.

True open access to scientific publications not only gives readers the possibility to read articles without paying subscription, but also makes the material available for automated ingestion and harvesting by 3rd parties. Once articles and associated data become universally treatable as computable objects, openly available to 3rd party aggregators and value-added services, what new services can we expect, and how will they change the way that researchers interact with their scholarly communications infrastructure? I will discuss straightforward applications of existing ideas and services, including citation analysis, collaborative filtering, external database linkages, interoperability, and other forms of automated markup, and speculate on the sociology of the next generation of users.

Cough in chronic obstructive pulmonary disease: is it important and what are the effects of treatment? Peter MA Calverley 1,2 Over the last 40 years the assessment and treatment of chronic obstructive pulmonary disease has focused primarily on airflow obstruction with little significance given to the problem of cough. The reasons for this include a view that cough arises simply from the direct irritant and inflammatory effect of cigarette smoke or the presence of excess mucus in the airways. Doubt that cough is of any consequence to patients or responsive to current therapies has reinforced this opinion. At odds with this is the emerging evidence that cough impacts adversely on patients health status and forms an important component of recently validated quality of life instruments. This article presents the arguments why the assessment and treatment of cough should have a more prominent place in the clinical management of COPD.

Background: The potential causes for variation in virulence between distinct M. tuberculosis strains are still not fully known. However, differences in protein expression are probably an important factor. In this study we used a labelfree quantitative proteomic approach to estimate differences in protein abundance between two closely related M. tuberculosis strains; the virulent H37Rv strain and its attenuated counterpart H37Ra. Results: We were able to identify more than 1700 proteins from both strains. As expected, the majority of the identified proteins had similar relative abundance in the two strains. However, 29 membrane-associated proteins were observed with a 5 or more fold difference in their relative abundance in one strain compared to the other. Of note, 19 membrane- and lipo-proteins had higher abundance in H37Rv, while another 10 proteins had a higher abundance in H37Ra. Interestingly, the possible protein-export membrane protein SecF (Rv2586c), and three ABCtransporter proteins (Rv0933, Rv1273c and Rv1819c) were among the more abundant proteins in M. tuberculosis H37Rv. Conclusion: Our data suggests that the bacterial secretion system and the transmembrane transport system may be important determinants of the ability of distinct M. tuberculosis strains to cause disease. Policies supporting the rapid and open sharing of proteomic data are being implemented by the leading journals in the field. The proteomics community is taking steps to ensure that data are made publicly accessible and are of high quality, a challenging task that requires the development and deployment of methods for measuring and documenting data quality metrics. On September 18, 2010, the U.S. National Cancer Institute (NCI) convened the 'International Workshop on Proteomic Data Quality Metrics' in Sydney, Australia, to identify and address issues facing the development and use of such methods for open access proteomics data. The stakeholders at the workshop enumerated the key principles underlying a framework for data quality assessment in mass spectrometry data that will meet the needs of the search community, journals, funding agencies, and data repositories. Attendees discussed and agreed upon two primary needs for the wide use of quality metrics: (i)an evolving list of comprehensive quality metrics and (ii)standards accompanied by software analytics. Attendees stressed the importance of increased education and training programs to promote reliable protocols in proteomics. This workshop report explores the historic precedents, key discussions, and necessary next steps to enhance the quality of open access data. By agreement, this article is published simultaneously in Proteomics, Proteomics Clinical Applications, Journal of Proteome Research, and Molecular and Cellular Proteomics, as a public service to the research community.The peer review process was a coordinated effort conducted by a panel of referees selected by the journals.

Abstract: Providing access to and utilization of medication assisted treatment (MAT) for the treatment of opioid abuse and dependence provides an important opportunity to improve public health. Access to health services comprising MAT in the community is fundamental to achieve broad service coverage. The type and placement of the health services comprising MAT and integration with primary medical care including human immunodeficiency virus (HIV) prevention, care and treatment services are optimal for addressing both substance abuse and co-occurring infectious diseases. As an HIV prevention intervention, integrated (same medical record for HIV services and MAT services) MAT with HIV prevention, care and treatment programs provides the best one stop shopping approach for health service utilization. Alternatively, MAT, medical and HIV services can be separately managed but co-located to allow convenient utilization of primary care, MAT and HIV services. A third approach is coordinated care and treatment, where primary care, MAT and HIV services are provided at distinct locations and case managers, peer facilitators, or others promote direct service utilization at the various locations. NATIONAL GEOTHERMAL DATA SYSTEM: AN EXEMPLAR OF OPEN ACCESS TO DATA  

SciTech Connect (OSTI)

The formal launch of National Geothermal Data System (NGDS www.geothermaldata.org) in 2014 will provide open access to technical geothermal-relevant data from all of the Department of Energy- sponsored geothermal development and research projects and geologic data from all 50 states. By making data easily discoverable and accessible this system will open new exploration opportunities and shorten project development. The prototype data system currently includes multiple data nodes, and nationwide data online and available to the public, indexed through a single catalog under construction at http://search.geothermaldata.org. Data from state geological surveys and partners includes more than 5 million records online, including 1.48 million well headers (oil and gas, water, geothermal), 732,000 well logs, and 314,000 borehole temperatures and is growing rapidly. There are over 250 Web services and another 138 WMS (Web Map Services) registered in the system as of August, 2013. Additional data record is being added by companion projects run by Boise State University, Southern Methodist University, and the USGS. The National Renewable Energy Laboratory is managing the Geothermal Data Repository, an NGDS node that will be a clearinghouse for data from hundreds of DOE-funded geothermal projects. NGDS is built on the US Geoscience Information Network (USGIN) data integration framework, which is a joint undertaking of the USGS and the Association of American State Geologists (AASG). NGDS is fully compliant with the White House Executive Order of May 2013, requiring all federal agencies to make their data holdings publicly accessible online in open source, interoperable formats with common core and extensible metadata. The National Geothermal Data System is being designed, built, deployed, and populated primarily with grants from the US Department of Energy, Geothermal Technologies Office. To keep this operational system sustainable after the original implementation will require four core elements: continued serving of data and applications by providers; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges currently under consideration.

Cough REVIEW Open Access Epidemiology of cough in relation to China

Cough is one of the most common complaints for which patients seek medical attention. Misdiagnosis and mistreatment of cough exist commonly in China. The prevalence of acute cough caused by upper airway infection fluctuates between 9 % and 64 % in the community, for chronic cough, the prevalence>10 % in most surveys, ranging from 7.2%-33%. The common causes of chronic cough are upper airway cough syndrome (previously called as post nasal drip syndrome [PNDS]), cough variant asthma (CVA), gastroesophageal reflux related cough (GERD) and eosinophilic bronchitis (EB). There is a regional discrepancy regarding the prevalence of common causes of cough and distribution of gender among China, UK, USA, the most common cause of chronic cough in China are CVA, followed by UACS, EB and atopic cough (AC), the male is almost equal to female in numbers in China. The risk factors for cough includes cold air, smoking, environmental pollutants, noxious substances and allergens, and unreasonable diet habits.

Managing Information for Sparsely Distributed Articles and Readers: The Virtual Journals of the Joint Institute for Nuclear Astrophysics (JINA)

The research area of nuclear astrophysics is characterized by a need for information published in tens of journals in several fields and an extremely dilute distribution of researchers. For these reasons it is difficult for researchers, especially students, to be adequately informed of the relevant published research. For example, the commonly employed journal club is inefficient for a group consisting of a professor and his two students. In an attempt to address this problem, we have developed a virtual journal (VJ), a process for collecting and distributing a weekly compendium of articles of interest to researchers in nuclear astrophysics. Subscribers are notified of each VJ issue using an email-list server or an RSS feed. The VJ data base is searchable by topics assigned by the editors, or by keywords. There are two related VJs: the Virtual Journal of Nuclear Astrophysics (JINA VJ), and the SEGUE Virtual Journal (SEGUE VJ). The JINA VJ also serves as a source of new experimental and theoretical information for the JINA REACLIB reaction rate database. References to review articles and popular level articles provide an introduction to the literature for students. The article exhibits a thickness-direction conductivity typically greater than 50 S/cm, more typically greater than 100 S/cm, and most typically greater than 200 S/cm. The article, when used in a thin foil or sheet form, can be a useful component in a sheet molding compound plate used as a fuel cell separator or flow field plate. Modern Grid Initiative Distribution Taxonomy Final Report

This is the final report for the development of a toxonomy of prototypical electrical distribution feeders. Two of the primary goals of the Department of Energy's (DOE) Modern Grid Initiative (MGI) are 'to accelerate the modernization of our nation's electricity grid' and to 'support demonstrations of systems of key technologies that can serve as the foundation for an integrated, modern power grid'. A key component to the realization of these goals is the effective implementation of new, as well as existing, 'smart grid technologies'. Possibly the largest barrier that has been identified in the deployment of smart grid technologies is the inability to evaluate how their deployment will affect the electricity infrastructure, both locally and on a regional scale. The inability to evaluate the impacts of these technologies is primarily due to the lack of detailed electrical distribution feeder information. While detailed distribution feeder information does reside with the various distribution utilities, there is no central repository of information that can be openly accessed. The role of Pacific Northwest National Laboratory (PNNL) in the MGI for FY08 was to collect distribution feeder models, in the SynerGEE{reg_sign} format, from electric utilities around the nation so that they could be analyzed to identify regional differences in feeder design and operation. Based on this analysis PNNL developed a taxonomy of 24 prototypical feeder models in the GridLAB-D simulations environment that contain the fundamental characteristics of non-urban core, radial distribution feeders from the various regions of the U.S. Weighting factors for these feeders are also presented so that they can be used to generate a representative sample for various regions within the United States. The final product presented in this report is a toolset that enables the evaluation of new smart grid technologies, with the ability to aggregate their effects to regional and national levels. The distribution feeder models presented in this report are based on actual utility models but do not contain any proprietary or system specific information. As a result, the models discussed in this report can be openly distributed to industry, academia, or any interested entity, in order to facilitate the ability to evaluate smart grid technologies.

Methods: Nineteen IPF patients, mean age 70.8 years 8.6, five female (26.3%) were studied. Subjects performed full pulmonary function testing, 24 hour ambulatory cough recordings, completed a cough related quality of life questionnaire (Leicester Cough Questionnaire) and subjectively scored cough severity with a visual analogue scale. Ambulatory cough recordings were manually counted and reported as number of coughs per hour. Results: The 24hr cough rates were high (median 9.4, range 1.5-39.4), with day time rates much higher than night time (median 14.6, range 1.9-56.6 compared to 1.9, range 0-19.2, p = 0.003). Strong correlations were found between objective cough frequency and both the VAS (day r = 0.80, p Cough rates in IPF were higher than healthy subjects (p cough (p = 0.33). Cough REVIEW Open Access Cough management: a practical approach

Cough is one of the most common symptoms for which patients seek medical attention from primary care physicians and pulmonologists. Cough is an important defensive reflex that enhances the clearance of secretions and particles from the airways and protects the lower airways from the aspiration of foreign materials. Therapeutic suppression of cough may be either disease-specific or symptom related. The potential benefits of an early treatment of cough could include the prevention of the vicious cycle of cough. There has been a long tradition in acute cough, which is frequently due to upper respiratory tract infections, to use symptom-related anti-tussives. Suppression of cough (during chronic cough) may be achieved by disease-specific therapies, but in many patients it is often necessary to use symptomatic anti-tussives, too. According to the current guidelines of the American College of Chest Physician on Cough Suppressants and Pharmacologic Protussive Therapy and additional clinical trials on the most frequent anti-tussive drugs, it should be possible to diagnose and treat cough successfully in a majority of cases. Among drugs used for the symptomatic treatment of cough, peripherally acting anti-tussives such as levodropropizine and moguisteine show the highest level of benefit and should be recommended especially in children. By improving our understanding of the specific effects of these anti-tussive agents, the therapeutic use of these drugs may be refined. The present review provides a summary of the most clinically relevant anti-tussive drugs in addition to their potential mechanism of action.

Preliminary design studies of the 95 kWe-class SOFC test article continue resulting in a stack architecture of that is 1/3 of 250 kWe-class SOFC advanced module. The 95 kWeclass test article is envisioned to house 20 bundles (eight cells per bundle) of Delta8 cells with an active length of 100 cm. Significant progress was made in the conceptual design of the internal recirculation loop. Flow analyses were initiated in order to optimize the bundle row length for the 250 kWeclass advanced module. A preferred stack configuration based on acceptable flow and thermal distributions was identified. Potential module design and analysis issues associated with pressurized operation were identified.

A neutron absorbing article, preferably in long, thin, flat form , suitable for but not necessarily limited to use in storage racks for spent nuclear fuel at locations between volumes of such stored fuel, to absorb neutrons from said spent fuel and prevent uncontrolled nuclear reaction of the spent fuel material, is composed of finely divided boron carbide particles and a solid, irreversibly cured phenolic polymer, forming a continuous matrix about the boron carbide particles, in such proportions that at least 6% of b10 from the boron carbide content is present therein. The described articles withstand thermal cycling from repeated spent fuel insertions and removals, withstand radiation from said spent nuclear fuel over long periods of time without losing desirable neutron absorbing and physical properties, are sufficiently chemically inert to water so as to retain neutron absorbing properties if brought into contact with it, are not galvanically corrodible and are sufficiently flexible so as to withstand operational basis earthquake and safe shutdown earthquake seismic events, without loss of neutron absorbing capability and other desirable properties, when installed in storage racks for spent nuclear fuel. The disclosure also relates to a plurality of such neutron absorbing articles in a storage rack for spent nuclear fuel and to a method for the manufacture of the articles.

An apparatus and method are disclosed for separating articles from a group of articles. The apparatus includes a container for containing one or more articles coupled to a suitable fluidizer for suspending articles within the container and transporting articles to an induction tube. A portal in the induction tube introduces articles singly into the induction tube. A vacuum pulls articles through the induction tube separating the articles from the group of articles in the container. The apparatus and method can be combined with one or more unit operations or modules, e.g., for inspecting articles, assessing quality of articles, or ascertaining material properties and/or parameters of articles, including layers thereof.

Torsional texturing of superconducting oxide composite articles  

DOE Patents [OSTI]

A method of texturing a multifilamentary article having filaments comprising a desired oxide superconductor or its precursors by torsionally deforming the article is provided. The texturing is induced by applying a torsional strain which is at least about 0.3 and preferably at least about 0.6 at the surface of the article, but less than the strain which would cause failure of the composite. High performance multifilamentary superconducting composite articles having a plurality of low aspect ratio, twisted filaments with substantially uniform twist pitches in the range of about 1.00 inch to 0.01 inch (25 to 0.25 mm), each comprising a textured desired superconducting oxide material, may be obtained using this texturing method. If tighter twist pitches are desired, the article may be heat treated or annealed and the strain repeated as many times as necessary to obtain the desired twist pitch. It is preferred that the total strain applied per step should be sufficient to provide a twist pitch tighter than 5 times the diameter of the article, and twist pitches in the range of 1 to 5 times the diameter of the article are most preferred. The process may be used to make a high performance multifilamentary superconducting article, having a plurality of twisted filaments, wherein the degree of texturing varies substantially in proportion to the radial distance from the center of the article cross-section, and is substantially radially homogeneous at any given cross-section of the article. Round wires and other low aspect ratio multifilamentary articles are preferred forms. The invention is not dependent on the melting characteristics of the desired superconducting oxide. Desired oxide superconductors or precursors with micaceous or semi-micaceous structures are preferred. When used in connection with desired superconducting oxides which melt irreversibly, it provides multifilamentary articles that exhibit high DC performance characteristics and AC performance markedly superior to any currently available for these materials. In a preferred embodiment, the desired superconducting oxide material is BSCCO 2223.

Tracking Multiple Topics for Finding Interesting Articles

We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. Also by relating a topic's interestingness to an article's interestingness, iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm. We identify several operating parameters that work well for MTT. Using the same parameters, we show that MTT alone yields high quality results for recommending interesting articles from several corpora. The inclusion of MTT improves iScore's performance by 9% to 14% in recommending news articles from the Yahoo! News RSS feeds and the TREC11 adaptive filter article collection. And through a small user study, we show that iScore can still perform well when only provided with little user feedback.

Tracking Multiple Topics for Finding Interesting Articles

We introduce multiple topic tracking (MTT) for iScore to better recommend news articles for users with multiple interests and to address changes in user interests over time. As an extension of the basic Rocchio algorithm, traditional topic detection and tracking, and single-pass clustering, MTT maintains multiple interest profiles to identify interesting articles for a specific user given user-feedback. Focusing on only interesting topics enables iScore to discard useless profiles to address changes in user interests and to achieve a balance between resource consumption and classification accuracy. iScore is able to achieve higher quality results than traditional methods such as the Rocchio algorithm. We identify several operating parameters that work well for MTT. Using the same parameters, we show that MTT alone yields high quality results for recommending interesting articles from several corpora. The inclusion of MTT improves iScore's performance by 25% in recommending news articles from the Yahoo! News RSS feeds and the TREC11 adaptive filter article collection. And through a small user study, we show that iScore can still perform well when only provided with little user feedback.

In accordance with one aspect of the invention, a thermally settable slurry containing a relatively high concentration of the particles is introduced into an immiscible, heated fluid. The slurry sets or hardens into a shape determined by the physical characteristics of the fluid and the manner of introduction of the slurry into the fluid. For example, the slurry is pulse injected into the fluid to provide spherical articles. The hardened spheres may then be sintered to consolidate the particles and provide a high density product.

A microcellular low-density foam of poly(4-methyl-1-pentene) particularly useful for forming targets for inertial confinement fusion has been developed. Articles made from the foam have been machined to tolerances of 0.0001 inch, although the densities of the fragile foam are low (about 10 to about 100 mg/cc) and the cell sizes are small (about 10 to about 30 ..mu..m). Methods for forming the foam and articles are given. The yield strength of the foam of the invention is higher than was obtained in other structures of this same material.
