    The power industry in many parts of the world is currently undergoing dramatic changes: deregulation, privatization, competition and 3rd party access are the keywords. The major trends are summarized at the beginning of the paper to provide the basis for the evolving consequences for the power generation industry. In the restructured environment of the Open Market power generation companies frequently are organizationally separated from transmission, distribution, and supply and now have to sell their product directly to customers. This necessitates the introduction of energy trading support functions for both bilateral trading and power exchange trading. On the other hand, there is a close relationship between energy trading and the technical process of energy production. The paper discusses design principles for software systems supporting maximum economic benefits. First practical application experience is also presented. The energy trading process requires the break up of proprietary databases and proprietary data structures as this process has a major need to communicate with external partners who normally use different systems. This directly leads to 3rd party products for the database, standardized data structures and standardized communication protocols. The Open Market environment calls for new and modified planning functions: in some cases measured value information necessary for updating load forecasts cannot be directly achieved. This leads to the need for an estimator of the actual load situation, a completely new function. Power scheduling has to take care of the generation company's balance but it need not always be forced to 0. Regulating services from the grid companies can be used instead. This gives the scheduling functions additional freedom for determining more economic overall solutions considering both purchase and services and sales of energy.

    This paper examines the evolution of the Spanish gasoline market from the abolition of the state oil monopoly (January 1993) to complete liberalization (October 1998). With the restructuring of the Spanish oil sector during the 1980s and early 1990s, a highly concentrated oligopoly emerged in the automotive fuels market. A system of price ceilings replaced the state administered prices in July 1990. Since then, new domestic and foreign operators have entered the market, particularly along the coast, near import terminals. Prices went up and then declined. These developments can be explained by an interplay of factors such as: the gradual decline in co-operation among the Spanish firms; the loss of market share of the largest of these, Repsol; the entry of independent operators and supermarkets; and the impact of the ceiling price system. By mid-1998 this system was abolished as the government considered it an impediment to further market liberalization. However, some crucial barriers to the entry of new suppliers remain.

    In the past, most efforts for reducing airborne radio nuclide releases and controlling radioactive wastes have been directed to the development of new and improved technologies. Little attention has been paid to the possible application to these problems of new, innovative policies. Yet, experience in other fields shows that such applications could be beneficial. A prime example is the {open_quotes}open-market trading rule,{close_quotes} now being widely used in the U.S. for the control of a range of environmental problems. Through this rule, nuclear facility operators would be permitted to control airborne emissions in a more cost-effective manner, and those responsible for decommissioning and decontaminating nuclear facilities no longer in operation could do so at far lower costs while generating significantly smaller volumes of radioactive wastes. Application of such a policy would also significantly reduce the demands on existing, and the need for research to develop new, improved, control technologies. 16 refs.

    In New York State, the default electricity pricing for large customers is Mandatory Hourly Pricing (MHP), which is charged based on zonal day-ahead market price for energy. With MHP, retail customers can adjust their building load to an economically optimal level according to hourly electricity prices. Yet, many customers seek alternative pricing options such as fixed rates through retail access for their electricity supply. Open Automated Demand Response (OpenADR) is an XML (eXtensible Markup Language) based information exchange model that communicates price and reliability information. It allows customers to evaluate hourly prices and provide demand response in an automated fashion to minimize electricity costs. This document shows how OpenADR can support MHP and facilitate price responsive demand for large commercial customers in New York City.

It operates on a microVAX (DEC) platforms with the user interface on an Apple Macintosh. The second program, OpenWorks, will combine petroleum applications with data over existing ''industry standards'' including X-Windows for graphics, TCP/IP for the networking protocols, and some relation model which fits over existing data bases.

    This publication contains the 1994 survey results of the ``Annual Fuel Oil and Kerosene Sales Report`` (Form EIA-821). This is the sixth year that the survey data have appeared in a separate publication. Prior to the 1989 report, the statistics appeared in the Petroleum Marketing Annual (PMA)for reference year 1988 and the Petroleum Marketing Monthly (PMM) for reference years 1984 through 1987. The 1994 edition marks the 11th annual presentation of the results of the ongoing ``Annual Fuel Oil and Kerosene Sales Report`` survey. Distillate and residual fuel oil sales continued to move in opposite directions during 1994. Distillate sales rose for the third year in a row, due to a growing economy. Residual fuel oil sales, on the other hand, declined for the sixth year in a row, due to competitive natural gas prices, and a warmer heating season than in 1993. Distillate fuel oil sales increased 4.4 percent while residual fuel oil sales declined 1.6 percent. Kerosene sales decreased 1.4 percent in 1994.

    Traditionally, security of the power supply was one of the major objectives of utility companies; this objective was optimized on the basis of mainly technical considerations. Economic aspects imposed at most some limits to investment planning. Under today's market conditions unbundling is the key. Identification and isolation of the individual activities and services of the all-encompassing utility task forces is needed, starting from generating power to supplying it to individual customers. In order to properly price each of these services which will include the security of the power supply, all inherent costs have to be taken into account. Confronting the end user of the service with individual components of the price will give him the possibility to make the right trade-off when choosing his desired level of security. Looking from different angles, the definition of the service ``Security of Power Supply'' may vary. For example, when speaking about security of production, either the security of the transmission or the security to guarantee the end user a supply with a defined quality may be meant. For a power utility on the way to the open market the shaping of the service ``Security of Power Supply'' is both a labor-intensive and a controversial job. It requires the exact definition of the services as well as the identification of all the associated costs. Besides the utility' s internal activities also a marketing job needs to be done: Customers have to be educated to the idea of having a choice of security levels - with different price tags--when buying power.

This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. The sales, revenue, and average revenue per kilowatthour data provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1993. Operating revenue includes energy charges, demand charges, consumer service charges, environmental surcharges, fuel adjustments, and other miscellaneous charges. The revenue does not include taxes, such as sales and excise taxes, that are assessed on the consumer and collected through the utility. Average revenue per kilowatthour is defined as the cost per unit of electricity sold and is calculated by dividing retail sales into the associated electric revenue. Because electric rates vary based on energy usage, average revenue per kilowatthour are affected by changes in the volume of sales. The sales of electricity, associated revenue, and average revenue per kilowatthour data provided in this report are presented at the national, Census division, State, and electric utility levels.

    The Open PV Project is a collaborative effort between government, industry, and the public that is compiling a comprehensive database of photovoltaic (PV) installation data for the United States. Data for the project are voluntarily contributed from a variety of sources including utilities, installers, and the general public. The data collected is actively maintained by the contributors and are always changing to provide an evolving, up-to-date snapshot of the US solar power market. The database allows searching by state or zipcode, size or date ranges, and organization name. The results include the cost of each solar install and an average of cost per power watt in that specific state. The Open PV Visualization Gallery features four interactive data maps that instantly reconfigure to display updated information as soon as an individual or organization uploads new data.

This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Office (VTO), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. The first section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. For example, Figures 12 through 14 discuss the connections between global oil prices and U.S. GDP, and Figures 21 and 22 show U.S. employment in the automotive sector. The following section examines Light-Duty Vehicle use, markets, manufacture, and supply chains. Figures 24 through 51 offer snapshots of major light-duty vehicle brands in the U.S. and Figures 56 through 64 examine the performance and efficiency characteristics of vehicles sold. The discussion of Medium and Heavy Trucks offers information on truck sales (Figures 73 through 75) and fuel use (Figures 78 through 81). The Technology section offers information on alternative fuel vehicles and infrastructure (Figures 84 through 95), and the Policy section concludes with information on recent, current, and near-future Federal policies like the Corporate Average Fuel Economy standard (Figures 106 through 110). This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Program (VTP), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations. The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. We present case studies of voluntary and mandatory partnerships covering green power program design and implementation in both regulated and restructured electricity markets. We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Partnerships leverage the sales and resource procurement experience of marketers and the utility?s reputation and access to customers.     For many years, the concept of the product life cycle has helped managers maximize their return on product sales. But according to the authors of this article, using a technology solely in product sales is no longer enough. Today, companies face high R and D costs, competitive pressures from low-cost producers, capacity limitations, antitrust laws, financial difficulties, and foreign trade barriers. This means that they must improve the rate of return on their technology investments by marketing their technology as completely as possible during all phases of its life cycle. The technology life cycle - derived from the product life cycle - pinpoints the changing decisions companies face in selling their know-how. The authors also discuss both the competitive dangers of transferring technology to low-cost foreign producers and the growing role of intermediaries in technology sales. They stress the importance of having a highly specialized staff to plan a company's technology marketing, a responsibility that should be assigned neither to the part-time attention of top management nor simply to marketers or strategic planners.

    Credit enhancements represent a variety of financial support structures that are designed to reduce risk to those holding the debt, including debt raised via a securitization process, and thus lower the required yield associated with the security. The purpose of all forms of credit enhancement is to increase the collateral against which notes are secured (Lin,1999). The following section evaluates is not guaranteed. Perceived risks of the solar asset class--including those related to technology, offtaker creditworthiness, and regulatory policy--can increase the required yield, increase probability of investor loss of interest and/or principal, or both. In many cases, this is a cyclical phenomenon: risk perception is fed by lack of historical knowledge, which is in turn fed by risk perception. Therefore, successful access to capital market investment in order to spur low-cost solar deployment depends on the success of this initial fledgling period.

This publication provides information about sales of electricity, its associated revenue, and the average revenue per kilowatthour sold to residential, commercial, industrial, and other consumers throughout the United States. The sales, revenue, and average revenue per kilowatthour provided in the Electric Sales and Revenue are based on annual data reported by electric utilities for the calendar year ending December 31, 1992. The electric revenue reported by each electric utility includes the applicable revenue from kilowatthours sold; revenue from income; unemployment and other State and local taxes; energy, demand, and consumer service charges; environmental surcharges; franchise fees; fuel adjustments; and other miscellaneous charges.     Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.
