    In April 1996, the Federal Regulatory Commission (PERC) approved Orders 888 and 889 and released a draft rule for public comment on capacity reservation tariffs (CRTs). Order No. 888 requires electric utilities to file transmission tariffs that would allow transmission access to third parties who want to conduct wholesale transactions, and Order No. 889 requires transmission-owning utilities to set up open access, same-time information systems (OASIS), using commercial software and Internet protocols. This paper discusses these Orders in detail, as well as some of the issues before FERC with implications for renewables, which include: transmission pricing; transmission terms and conditions; reassignment of transmission capacity; defining state and FERC jurisdiction over transmission and distribution; the pricing of ancillary services; and the adoption and implementation of independent system operators.

  4. The role of regional transmission associations in providing open transmission access and services

    The Federal Energy Regulatory Commission (FERC) expanded its authority under the Energy Policy Act of 1992 and issued a Policy Statement on July 30, 1993, for the formation of Regional Transmission Groups (RTGs). In this Policy Statement, FERC laid out a minimum of seven components of RTG Governing Agreements. The purpose of the policy is for an RTG to become an effective instrument in enhancing competition in generation markets, and providing transmission access to requesting entities. The key components of the RTGs are: Coordinated Transmission Planning, Access Rules, Pricing Principles, Dispute Resolution, and adequate consultation and coordination with state regulatory commissions and other stakeholders. Though it is the responsibility of each regulated utility to obtain approval on transmission projects from its respective state commission and siting authority, the RTGs would create a mechanism to keep all commissions and other stakeholders informed on the development and finalization of new transmission projects. This would be done by providing copies of planning studies performed in the technical and economical evaluation of these projects.

    A pragmatic framework is available for maintaining reliable system operations in the context of an unbundled open access environment, while fostering a competitive supply/demand market. The proposed framework shows how incentives will meld a decentralized, competitive profit-driven market and a centrally directed services market together into a reliable free market. The electric power industry is in the midst of developing responses to the Federal Energy Regulatory Commission`s mandate to provide open access transmission service. The benfits and consequences of alternative financial, regulatory, and operational designs for unbundling and restructuring are being actively debated within the industry. Each alternative must meet three goals: (1) provide open access to transmission facilities; (2) create competition among generation resources; and (3) preserve system reliability. The differences among the alternatives are in details of how to meet these goals. It is a question of where and how to draw the lines between the infrastructure and the ancillary services required to support that infrastructure. Of particular note is the debate between proponents of a Poolco and the proponents of Bilateral scheduling transactions. Both schemes incorporate the use of a third-party Independent System Operator (ISO). The ISO is required to maintain system security and reliability in a non-discriminatory fashion. Much of this debate has taken place on a philosophical level, more concerned with competitive paradigms and analogies to other industries than with an informed engineering discussion. The authors try to put some practical concerns into this discussion.

    True open access to scientific publications not only gives readers the possibility to read articles without paying subscription, but also makes the material available for automated ingestion and harvesting by 3rd parties. Once articles and associated data become universally treatable as computable objects, openly available to 3rd party aggregators and value-added services, what new services can we expect, and how will they change the way that researchers interact with their scholarly communications infrastructure? I will discuss straightforward applications of existing ideas and services, including citation analysis, collaborative filtering, external database linkages, interoperability, and other forms of automated markup, and speculate on the sociology of the next generation of users.

    The concentric wrench includes an outer tube having flats at one end and a gripping surface at an opposite end. An inner tube has interior flats at one end and a gripping surface at its opposite end. With the inner and outer tubes disposed about a pressure transmitting conduit, the tubes may be inserted into a blind access opening in the outer turbine casing to engage the flats of the tubes against hex nuts of an internal fitting. By relatively rotating the tubes using the externally exposed gripping surfaces, the threaded connection between the parts of the fitting bearing the respective hex nuts can be tightened or loosened.

    Open-access databases with utility in fisheries science have grown exponentially in quantity and scope over the past decade, with profound impacts to our discipline. The management, distillation, and sharing of an exponentially growing stream of open-access data represents several fundamental challenges in fisheries science. Many of the currently available open-access resources may not be universally known among fisheries scientists. We therefore introduce many national- and global-scale open-access databases with applications in fisheries science and provide an example of how they can be harnessed to perform valuable analyses without additional field efforts. We also discuss how the development, maintenance, and utilization of open-access data are likely to pose technical, financial, and educational challenges to fisheries scientists. Such cultural implications that will coincide with the rapidly increasing availability of free data should compel the American Fisheries Society to actively address these problems now to help ease the forthcoming cultural transition.

    The formal launch of National Geothermal Data System (NGDS – www.geothermaldata.org) in 2014 will provide open access to technical geothermal-relevant data from all of the Department of Energy- sponsored geothermal development and research projects and geologic data from all 50 states. By making data easily discoverable and accessible this system will open new exploration opportunities and shorten project development. The prototype data system currently includes multiple data nodes, and nationwide data online and available to the public, indexed through a single catalog under construction at http://search.geothermaldata.org. Data from state geological surveys and partners includes more than 5 million records online, including 1.48 million well headers (oil and gas, water, geothermal), 732,000 well logs, and 314,000 borehole temperatures and is growing rapidly. There are over 250 Web services and another 138 WMS (Web Map Services) registered in the system as of August, 2013. Additional data record is being added by companion projects run by Boise State University, Southern Methodist University, and the USGS. The National Renewable Energy Laboratory is managing the Geothermal Data Repository, an NGDS node that will be a clearinghouse for data from hundreds of DOE-funded geothermal projects. NGDS is built on the US Geoscience Information Network (USGIN) data integration framework, which is a joint undertaking of the USGS and the Association of American State Geologists (AASG). NGDS is fully compliant with the White House Executive Order of May 2013, requiring all federal agencies to make their data holdings publicly accessible online in open source, interoperable formats with common core and extensible metadata. The National Geothermal Data System is being designed, built, deployed, and populated primarily with grants from the US Department of Energy, Geothermal Technologies Office.     The Earth System Grid Federation (ESGF) is a multi-agency, international collaboration that aims at developing the software infrastructure needed to facilitate and empower the study of climate change on a global scale. The ESGF s architecture employs a system of geographically distributed peer nodes, which are independently administered yet united by the adoption of common federation protocols and application programming interfaces (APIs). The cornerstones of its interoperability are the peer-to-peer messaging that is continuously exchanged among all nodes in the federation; a shared architecture and API for search and discovery; and a security infrastructure based on industry standards (OpenID, SSL, GSI and SAML). The ESGF software is developed collaboratively across institutional boundaries and made available to the community as open source. It has now been adopted by multiple Earth science projects and allows access to petabytes of geophysical data, including the entire model output used for the next international assessment report on climate change (IPCC-AR5) and a suite of satellite observations (obs4MIPs) and reanalysis data sets (ANA4MIPs).

    Western Area Power Administration (Western) is a power marketing agency of the US Department of Energy, with jurisdiction in 15 western states. The Salt Lake City Area (SLCA) of Western performs the agency`s mission in parts of Colorado, New Mexico, Texas, Utah, Arizona, Wyoming, and Nevada. As part of its mission, Western owns, operates, and maintains a system of transmission lines for transmitting bulk electrical energy from points of generation to and between delivery points. Part of that system in southwestern Colorado includes the Blue Mesa-Curecanti and Blue Mesa-Salida 115-kV transmission lines. Western proposes to conduct maintenance and improve its access roads for these two transmission lines. This paper discusses the impacts to the existing environment as well as the environmental consequences resulting from the maintenance and construction that is proposed.

    Policies supporting the rapid and open sharing of proteomic data are being implemented by the leading journals in the field. The proteomics community is taking steps to ensure that data are made publicly accessible and are of high quality, a challenging task that requires the development and deployment of methods for measuring and documenting data quality metrics. On September 18, 2010, the U.S. National Cancer Institute (NCI) convened the 'International Workshop on Proteomic Data Quality Metrics' in Sydney, Australia, to identify and address issues facing the development and use of such methods for open access proteomics data. The stakeholders at the workshop enumerated the key principles underlying a framework for data quality assessment in mass spectrometry data that will meet the needs of the search community, journals, funding agencies, and data repositories. Attendees discussed and agreed upon two primary needs for the wide use of quality metrics: (i)an evolving list of comprehensive quality metrics and (ii)standards accompanied by software analytics. Attendees stressed the importance of increased education and training programs to promote reliable protocols in proteomics. This workshop report explores the historic precedents, key discussions, and necessary next steps to enhance the quality of open access data. By agreement, this article is published simultaneously in Proteomics, Proteomics Clinical Applications, Journal of Proteome Research, and Molecular and Cellular Proteomics, as a public service to the research community.The peer review process was a coordinated effort conducted by a panel of referees selected by the journals.

As the electric industry works to become a more efficient market, transmission stands as a key link between the competitive generation and the regulated distribution sectors. The scope of the report is to analyze the dominant reliability, investment, siting, and competition/open access trends that are occurring in the domestic electric transmission industry.     The capacity reservation open access transmission tariff proposed by the FERC is entirely compatible with a competitive bulk power market. Using a point-to-point reservation approach that does not depend on tracking actual flows, capacity rights trading could be coordinated through the system operator. The capacity reservations would be fully tradeable and would fully support the competitive market. Open access to the transmission grid is a necessary support of a competitive market in electricity generation and supply. A key ingredient of open access is a system of capacity allocations for use of the transmission grid. A unique characteristic of electricity transmission is seen in the difficulty of defining transmission rights and matching these rights in a meaningful way to the actual use of the system. The old procedures from the era of vertically integrated utilities will not suffice for the new world of unbundling and competition. Strong network interactions coupled with user flexibility and choice require a new system of transmission capacity definition, reservation and use. The Federal Energy Regulatory Commission has described a system of point-to-point transmission capacity reservations under the Capacity Reservation Open Access Transmission Tariffs (CRT) proposal. The issues addressed under the proposed CRT are important. In the long run, the CRT could be more important than Order 888, and it offers the key ingredients for the future of a competitive electricity market. However, the FERC faces a significant challenge in developing and explaining the CRT ideas. The CRT proposal has been widely read as a narrow, literal prescription requiring seemingly impossible explicit, decentralized trading of physical transmission rights whose ownership and configuration would have to be rearranged constantly to match the dynamic use of the electric system. Viewed from this narrow perspective, the CRT would present, a host of practical difficulties.

    Phase-change memory line cells, where the active material has a thickness of 15 nm, were prepared for transmission electron microscopy (TEM) observation such that they still could be switched and characterized electrically after the preparation. The result of these observations in comparison with detailed electrical characterization showed (i) normal behavior for relatively long amorphous marks, resulting in a hyperbolic dependence between SET resistance and SET current, indicating a switching mechanism based on initially long and thin nanoscale crystalline filaments which thicken gradually, and (ii) anomalous behavior, which holds for relatively short amorphous marks, where initially directly a massive crystalline filament is formed that consumes most of the width of the amorphous mark only leaving minor residual amorphous regions at its edges. The present results demonstrate that even in (purposely) thick TEM samples, the TEM sample preparation hampers the probability to observe normal behavior and it can be debated whether it is possible to produce electrically switchable TEM specimen in which the memory cells behave the same as in their original bulk embedded state.

    Primary biodiversity data constitute observations of particular species at given points in time and space. Open-access electronic databases provide unprecedented access to these data, but their usefulness in characterizing species distributions and patterns in biodiversity depend on how complete species inventories are at a given survey location and how uniformly distributed survey locations are along dimensions of time, space, and environment. Our aim was to compare completeness and coverage among three open-access databases representing ten taxonomic groups (amphibians, birds, freshwater bivalves, crayfish, freshwater fish, fungi, insects, mammals, plants, and reptiles) in the contiguous United States. We compiled occurrence records frommore » the Global Biodiversity Information Facility (GBIF), the North American Breeding Bird Survey (BBS), and federally administered fish surveys (FFS). In this study, we aggregated occurrence records by 0.1° × 0.1° grid cells and computed three completeness metrics to classify each grid cell as well-surveyed or not. Next, we compared frequency distributions of surveyed grid cells to background environmental conditions in a GIS and performed Kolmogorov–Smirnov tests to quantify coverage through time, along two spatial gradients, and along eight environmental gradients. The three databases contributed >13.6 million reliable occurrence records distributed among >190,000 grid cells. The percent of well-surveyed grid cells was substantially lower for GBIF (5.2%) than for systematic surveys (BBS and FFS; 82.5%). Still, the large number of GBIF occurrence records produced at least 250 well-surveyed grid cells for six of nine taxonomic groups. Coverages of systematic surveys were less biased across spatial and environmental dimensions but were more biased in temporal coverage compared to GBIF data. Liquid chromatography–mass spectrometry (LC–MS) has made it possible to gather data on thousands of cellular metabolites. However, matching metabolites to their spectral features continues to be a bottleneck, meaning that much of the collected information remains uninterpreted and that new metabolites are seldom discovered in untargeted studies. These challenges require new approaches that consider compounds beyond those available in curated biochemistry databases. Here we present Metabolic In silico Network Expansions (MINEs), an extension of known metabolite databases to include molecules that have not been observed, but are likelymore » to occur based on known metabolites and common biochemical reactions. We utilize an algorithm called the Biochemical Network Integrated Computational Explorer (BNICE) and expert-curated reaction rules based on the Enzyme Commission classification system to propose the novel chemical structures and reactions that comprise MINE databases. Starting from the Kyoto Encyclopedia of Genes and Genomes (KEGG) COMPOUND database, the MINE contains over 571,000 compounds, of which 93% are not present in the PubChem database. However, these MINE compounds have on average higher structural similarity to natural products than compounds from KEGG or PubChem. MINE databases were able to propose annotations for 98.6% of a set of 667 MassBank spectra, 14% more than KEGG alone and equivalent to PubChem while returning far fewer candidates per spectra than PubChem (46 vs. 1715 median candidates). Application of MINEs to LC–MS accurate mass data enabled the identity of an unknown peak to be confidently predicted.     FERC has suggested that a capacity reservation tariff system might replace the current pro forma tariffs of Order 888. Use of periodic multi-round auctions, in conjunction with transmission zones and inter-zonal transfer capabilities and an active secondary market, could assure fair and open access and minimize regulatory oversight. This article describes a system for trading in transmission capacity at market-based prices. The proposed system should offer unbundled transmission on a nondiscriminatory open-access basis, consistent with the Federal Energy Regulatory Commission`s Order No. 888. It is also intended to offer that service to all transmission users on the same basis as proposed in the Commission`s pending rulemaking proposal on capacity reservation tariffs (CRTs) in Docket No. RM96-11-000. There are seven primary criteria by which this proposal should be judged. (1) Does the transmission service offered comply with operational unbundling of transmission service and non-discriminatory open access to transmission service? (2) Does the system`s operation produce reliability levels as high as or higher than those that exist today?     States should participate in coordinated transmission planning through regional transmission groups, while reserving their right to pass upon transmission planning. This would smooth an otherwise difficult transition, as FERC and state regulators seek to facilitate a competitive bulk power market that ignores arbitrary jurisdiction lines. Since the Federal Energy Regulatory Commission issued its Policy Statement on Regional Transmission Groups, two RTG`s, the Western Regional Transmission Association and the Southwest Regional Transmission Association, have gained conditional approval from FERC. A third, the Northwest Regional Transmission Association, files its governing agreement with the Commission, seeking FERC`s approval. Price setting within RTGs and information exchanges involved in planning the grid raise questions of the legality of these collective actions under the antitrust laws. All three agreements allow for exchanges of commercial and planning information, but, conspicuously, do not set transmission prices. For the moment, therefore, antitrust liability for RTGs would arise out of the information exchanges involved in planning the grid. In addition, with FERC pushing for `restructuring` at the wholesale level through open access and the states becoming aggressive in trying to institute competition at the consumer level through retail wheeling, issues of federal-state jurisdiction in transmission have come to the fore.

    Purpose: Current training and education delivery models have limitations which result in gaps in clinical proficiency with equipment, procedures, and techniques. Educational and training opportunities offered by vendors and professional societies are by their nature not available at point of need or for the life of clinical systems. The objective of this work is to leverage modern communications technology to provide peer-to-peer training and education for radiotherapy professionals, in the clinic and on demand, as they undertake their clinical duties. Methods: We have developed a free of charge web site ( https://i.treatsafely.org ) using the Google App Engine and datastore (NDB, GQL), Python with AJAX-RPC, and Javascript. The site is a radiotherapy-specific hosting service to which user-created videos illustrating clinical or physics processes and other relevant educational material can be uploaded. Efficient navigation to the material of interest is provided through several RT specific search tools and videos can be scored by users, thus providing comprehensive peer review of the site content. The site also supports multilingual narration\\translation of videos, a quiz function for competence assessment and a library function allowing groups or institutions to define their standard operating procedures based on the video content. Results: The website went live in August 2013 and currently has over 680 registered users from 55 countries; 27.2% from the United States, 9.8% from India, 8.3% from the United Kingdom, 7.3% from Brazil, and 47.5% from other countries. The users include physicists (57.4%), Oncologists (12.5%), therapists (8.2%) and dosimetrists (4.8%). There are 75 videos to date including English, Portuguese, Mandarin, and Thai. Conclusion: Based on the initial acceptance of the site, we conclude that this open access web-based peer-to-peer tool is fulfilling an important need in radiotherapy training and education.     State and federal regulators and utilities themselves are not yet of one mind on exactly what kind of separation should be required between owners of generation and their transmission facilities. There is a general consensus that open and equal access to the transmission system by buyers and sellers is an essential requirement for the development of a competitive electricity market. There is also a consensus that control of the transmission system by owners of generation assets provides a serious impediment to the development of such a market. The concern is that owners of generation assets may be able to influence generation prices by determining the way the transmission system is used, operated, maintained or expanded. Most parties involved in the restructuring process agree with the basic premise that there is a need to separate or `unbundle` transmission from generation assets. However, not all agree on the type of separation that is required. In the US, actual divestiture has not yet been required in any jurisdiction. Instead, any problems stemming from the joint ownership of transmission and generation assets have, to date, been dealt with through `functional` or `operational` unbundling. The Federal Energy Regulatory Commission has found, at least for now, that functional unbundling of utilities` generation and transmission assets is sufficient to ensure open, non-discriminatory access to the transmission system. On the other hand, the California Public Utilities Commission has opted for operational unbundling through the formation of an Independent System Operator (ISO) which has the operational control of the transmission system. Critics of functional unbundling say that it requires ongoing regulatory oversight in terms of affiliate transactions, pricing etc. Critics of operational unbundling argue that current ISO proposals are inadequate with regard to the level of independence of the ISO and the scope of the functions given to it.

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    A power transmission having three planetary assemblies, each having its own carrier and its own planet, sun, and ring gears. A speed-varying module is connected in driving relation to the input shaft and in driving relationship to the three sun gears, all of which are connected together. The speed-varying means may comprise a pair of hydraulic units hydraulically interconnected so that one serves as a pump while the other serves as a motor and vice versa, one of the units having a variable stroke and being connected in driving relation to the input shaft, the other unit, which may have a fixed stroke, being connected in driving relation to the sun gears. The input shaft also drives the carrier of the third planetary assembly. A brake grounds the first carrier in the first range and in reverse and causes drive to be delivered to the output through the first ring gear in a hydrostatic mode. The carrier of the third planetary assembly drives the ring gear of the second planetary assembly, and a first clutching means connects the second carrier with the output in a second range, the brake for grounding the first carrier then being released. A second clutching means enables the third ring gear to drive the output shaft in a third range.
