    We propose a general method for the numerical evaluation of OPE coefficients in three dimensional Conformal Field Theories based on the study of the conformal perturbation of two point functions in the vicinity of the critical point. We test our proposal in the three dimensional Ising Model, looking at the magnetic perturbation of the $$, $$ and $$ correlators from which we extract the values of $C^{\\sigma}_{\\sigma\\epsilon}=1.07(3)$ and $C^{\\epsilon}_{\\epsilon\\epsilon}=1.45(30)$. Our estimate for $C^{\\sigma}_{\\sigma\\epsilon}$ agrees with those recently obtained using conformal bootstrap methods, while $C^{\\epsilon}_{\\epsilon\\epsilon}$, as far as we know, is new and could be used to further constrain conformal bootstrap analyses of the 3d Ising universality class.

    The standard cosmological model predicts the existence of a cosmic neutrino background with a present density of about 110 cm^{-3} per flavour, which affects big-bang nucleosynthesis, cosmic microwave background anisotropies, and the evolution of large scale structures. We report on a precision calculation of the cosmic neutrino background properties including the modification introduced by neutrino oscillations. The role of a possible neutrino-antineutrino asymmetry and the impact of non-standard neutrino-electron interactions on the relic neutrinos are also briefly discussed.

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

A sonication tip agitates a solution containing the soil sample in a beaker while a stepper motor rotates the sample. An aspirator tube, connected to a vacuum, draws the upper layer of solution from the beaker through a filter and into another beaker. This beaker can thereafter be removed for analysis of the solution. The standard laboratory module encloses an embedded controller providing process control, status feedback information and maintenance procedures for the equipment and operations within the standard laboratory module.

    The Standard Model of Particle Physics (SMPP) is an enormously successful description of high energy physics, driving ever more precise measurements to find "physics beyond the standard model", as well as providing motivation for developing more fundamental ideas that might explain the values of its parameters. Simultaneously, a description of the entire 3-dimensional structure of the present-day Universe is being built up painstakingly. Most of the structure is stochastic in nature, being merely the result of the particular realisation of the "initial conditions" within our observable Universe patch. However, governing this structure is the Standard Model of Cosmology (SMC), which appears to require only about a dozen parameters. Cosmologists are now determining the values of these quantities with increasing precision in order to search for "physics beyond the standard model", as well as trying to develop an understanding of the more fundamental ideas which might explain the values of its parameters. Although it is natural to see analogies between the two Standard Models, some intrinsic differences also exist, which are discussed here. Nevertheless, a truly fundamental theory will have to explain both the SMPP and SMC, and this must include an appreciation of which elements are deterministic and which are accidental. Considering different levels of stochasticity within cosmology may make it easier to accept that physical parameters in general might have a non-deterministic aspect.

DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. Authorization baseis documents for the facilities, primarily the Final Safety Analysis Reports, are being replaced with new ones in which accident scenarios are sorted into coarse bins of consequence and frequency, similar to the approach of DOE-STD-3011-94. Because this binning does not require high precision, a standardized approach for radiological dose evaluations is taken for all the facilities at the site. Depending on the value of the parameter of the map and the fractional order of the derivative in the original differential equation this nonlinear dynamical system demonstrates attractors (fixed points, stables periodic trajectories, slow converging and slow diverging trajectories, ballistic trajectories, and fractal-like structures) and/or chaotic trajectories.     A microfabricated ion frequency standard (i.e. an ion clock) is disclosed with a permanently-sealed vacuum package containing a source of ytterbium (Yb) ions and an octupole ion trap. The source of Yb ions is a micro-hotplate which generates Yb atoms which are then ionized by a ultraviolet light-emitting diode or a field-emission electron source. The octupole ion trap, which confines the Yb ions, is formed from suspended electrodes on a number of stacked-up substrates. A microwave source excites a ground-state transition frequency of the Yb ions, with a frequency-doubled vertical-external-cavity laser (VECSEL) then exciting the Yb ions up to an excited state to produce fluorescent light which is used to tune the microwave source to the ground-state transition frequency, with the microwave source providing a precise frequency output for the ion clock.

Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards.     Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

    The objective of this interagency program is to provide accurate neutron interaction verification and standardization data for the U.S. Department of Energy Division of Nuclear Physics programs which include astrophysics, radioactive beam studies, and heavy-ion reactions. The measurements made in this program are also useful to other programs that indirectly use the unique properties of the neutron for diagnostic and analytical purposes. These include homeland security, personnel health and safety, nuclear waste disposal, treaty verification, national defense, and nuclear based energy production. The work includes the verification of reference standard cross sections and related neutron data employing the unique facilities and capabilities at NIST and other laboratories as required; leadership and participation in international intercomparisons and collaborations; and the preservation of standard reference deposits. An essential element of the program is critical evaluation of neutron interaction data standards including international coordinations. Data testing of critical data for important applications is included. The program is jointly supported by the Department of Energy and the National Institute of Standards and Technology.

    The European Community (EC) recently commissioned a study of the impact of potential appliance standards on electricity consumption in the twelve EC nations. This study looks at refrigerators, freezers, dishwashers, clothes washers, and clothes dryers. The impact of minimum efficiency standards on electricity use over the time period from 1995--2010 is estimated. The results of this study were presented to the EC in September of 1991. Revisions were made to the draft report and final copies sent to all interested parties. The member nations of the EC will soon consider whether they wish to implement uniform energy efficiency standards that would take effect in 1995. The results of the study described above will be presented and the political considerations will be discussed. In addition, data describing the appliance market in Europe will be presented.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    The sound speeds of solar models that include element diffusion agree with helioseismological measurements to a rms discrepancy of better than 0.2% throughout almost the entire sun. Models that do not include diffusion, or in which the interior of the sun is assumed to be significantly mixed, are effectively ruled out by helioseismology. Standard solar models predict the measured properties of the sun more accurately than is required for applications involving solar neutrinos.

    The author briefly summarizes the prospects for extending the understanding of physics beyond the standard model within the next five years. He interprets ``beyond the standard model'' to mean the physics of electroweak symmetry breaking, including the standard model Higgs boson. The nature of this TeV-scale new physics is perhaps the most crucial question facing high-energy physics, but one should recall (neutrino oscillations) that there is ample evidence for interesting physics in the flavour section too. In the next five years, before the LHC starts operations, the facilities available will be LEP2, HERA and the Fermilab Tevatron. He devotes a bit more time to the Tevatron as it is a new initiative for United Kingdom institutions. The Tevatron schedule now calls for data taking in Run II, using two upgraded detectors, to begin on March 1, 2001, with 2 fb{sup {minus}1} accumulated in the first two years. A nine-month shutdown will follow, to allow new silicon detector layers to be installed, and then running will resume with a goal of accumulating 15 fb{sup {minus}1} (or more) by 2006.

    Intrinsic standards are widely used in the metrology community because they realize the best level uncertainty for many metrology parameters. For some intrinsic standards, recommended practices have been developed to assist metrologists in the selection of equipment and the development of appropriate procedures in order to realize the intrinsic standard. As with the addition of any new standard, the metrology laboratory should consider the pros and cons relative to their needs before purchasing the standard so that the laboratory obtains the maximum benefit from setting up and maintaining these standards. While the specific issues that need to be addressed depend upon the specific intrinsic standard and the level of realization, general issues that should be considered include ensuring that the intrinsic standard is compatible with the laboratory environment, that the standard is compatible with the current and future workload, and whether additional support standards will be required in order to properly maintain the intrinsic standard. When intrinsic standards are used to realize the best level of uncertainty for a specific metrology parameter, they usually require critical and important maintenance activities. These activities can including training of staff in the system operation, as well as safety procedures; performing periodic characterization measurements to ensure proper system operation; carrying out periodic intercomparisons with similar intrinsic standards so that proper operation is demonstrated; and maintaining control or trend charts of system performance. This paper has summarized many of these important issues and therefore should be beneficial to any laboratory that is considering the purchase of an intrinsic standard.

    A noncommutative version of the usual electro-weak theory is constructed. We discuss how to overcome the two major problems: 1) although we can have noncommutative U(n) (which we denote by $U_{\\star}(n)$) gauge theory we cannot have noncommutative SU(n) and 2) the charges in noncommutative QED are quantized to just $0, \\pm 1$. We show how the problem with charge quantization, as well as with the gauge group, can be resolved by taking $U_{\\star}(3)\\times U_{\\star}(2)\\times U_{\\star}(1)$ gauge group and reducing the extra U(1) factors in an appropriate way. Then we proceed with building the noncommutative version of the standard model by specifying the proper representations for the entire particle content of the theory, the gauge bosons, the fermions and Higgs. We also present the full action for the noncommutative Standard Model (NCSM). In addition, among several peculiar features of our model, we address the {\\it inherent} CP violation and new neutrino interactions.

    The workshop theme is `The Strategic Standardization Initiative - A Technology Exchange and Global Competitiveness Challenge for DOE.` The workshop goal is to inform the DOE technical standards community of strategic standardization activities taking place in the Department, other Government agencies, standards developing organizations, and industry. Individuals working on technical standards will be challenged to improve cooperation and communications with the involved organizations in response to the initiative. Workshop sessions include presentations by representatives from various Government agencies that focus on coordination among and participation of Government personnel in the voluntary standards process; reports by standards organizations, industry, and DOE representatives on current technology exchange programs; and how the road ahead appears for `information superhighway` standardization. Another session highlights successful standardization case studies selected from several sites across the DOE complex. The workshop concludes with a panel discussion on the goals and objectives of the DOE Technical Standards Program as envisioned by senior DOE management. The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Technical standards are used to transfer technology and standardize work processes to produce consistent, acceptable results. They provide a practical solution to the Department`s challenge to protect the environment and the health and safety of the public and workers during all facility operations. Through standards, the technologies of industries and governments worldwide are available to DOE. The DOE Technical Standards Program, a Department-wide effort that crosscuts all organizations and disciplines, links the Department to those technologies.

    After boiling summer brought brown-out to most part of the country in 2004, China announced a new set of minimum energy efficiency standards for room air conditioners in September 2004, with the first tier going into effect on March 1, 2005 and the reach standard taking effect on January 1, 2009. This represents a milestone in China's standard setting process since the reach standard levels are significantly more stringent than previous standards for other appliances. This paper first analyzes cost-effectiveness of China's new standards for room air conditioners, and then attempts to evaluate the impact of the new standards on energy savings, electric generation capacity, and CO2 emissions reductions.

    This workshop is focused on the benefits of the DOE technical standards program, which is focused toward the preferred use of non-Government standards for DOE activities and the development of DOE technical standards when non-Government standards are not available or are inappropriate. One goal of the program is to replace redundant site-specific standards with more universally accepted documents that have been scrutinized by experts. This replacement is discussed at the workshop along with the problems encountered and solutions found. The workshop provided an opportunity for geographically dispersed people to meet and advance their standards knowledge and efforts to support the program. Safety issues have been the driving force behind the program to date. Several companies offer products and services that support the development, processing, and retrieval of standards.     Recently, Bendersky \\emph{et al.} developed a method to complete the task of characterizing an arbitrary $\\chi$ matrix element in a scalable way, Phys. Rev. Lett. Vol. \\textbf{100}, 190403(2008), where an auxiliary system was needed. In present work, we shall show that the same task can also be completed within the scheme of standard quantum process tomography (SQPT) where there is no requirement for ancilla. Our method depends on two observations: With the elaborately chosen operators basis, the SQPT may have an economical form where a single run of experiment, in which we measure the expectation value of a chosen operator in the outport of the quantum channel with a known input, is sufficient to characterize a selected $\\chi$ matrix element; With the progress recently achieved in quantum entanglement detection, we also find that the number of the experimental settings to realize the experiment for the selected $\\chi$ matrix element does not exceed 2N for the N-qubits system. For practice, our scheme can be applied for the cases where the controlled two-body interaction is neither available nor desirable.

    After a decade and a half of research motivated by the accelerating universe, theory and experiment have a reached a certain level of maturity. The development of theoretical models beyond \\Lambda, or smooth dark energy, often called modified gravity, has led to broader insights into a path forward, and a host of observational and experimental tests have been developed. In this review we present the current state of the field and describe a framework for anticipating developments in the next decade. We identify the guiding principles for rigorous and consistent modifications of the standard model, and discuss the prospects for empirical tests. We begin by reviewing attempts to consistently modify Einstein gravity in the infrared, focusing on the notion that additional degrees of freedom introduced by the modification must screen themselves from local tests of gravity. We categorize screening mechanisms into three broad classes: mechanisms which become active in regions of high Newtonian potential, those in which first derivatives become important, and those for which second derivatives are important. Examples of the first class, such as f(R) gravity, employ the familiar chameleon or symmetron mechanisms, whereas examples of the last class are galileon and massive gravity theories, employing the Vainshtein mechanism. In each case, we describe the theories as effective theories. We describe experimental tests, summarizing laboratory and solar system tests and describing in some detail astrophysical and cosmological tests. We discuss future tests which will be sensitive to different signatures of new physics in the gravitational sector. Parts that are more relevant to theorists vs. observers/experimentalists are clearly indicated, in the hope that this will serve as a useful reference for both audiences, as well as helping those interested in bridging the gap between them.

    The DOE Technical Standards Program has been structured to provide guidance and assistance for the development, adoption, and use of voluntary standards within the Department. OMB Circular A-119, ``Federal Participation in the Development and Use of Voluntary Standards`` establishes the policy to be followed in working with voluntary standards bodies, and in adopting and using voluntary standards whenever feasible. The DOE Technical Standards Program is consistent with this policy and is dedicated to the task of promoting its implementation. The theme of this year`s workshop is ``Standards Initiatives in Environmental Management fostering the development and use of industry standards for safe, environmentally responsible operations.`` The objective of the workshop is to increase the participant`s awareness of the standardization activities taking place nationally and internationally and the impact of these activities on their efforts, and to facilitate the exchange of experiences, processes, and tools for implementing the program. Workshop sessions will include presentations by industry and Government notables in the environment, safety, and health arena with ample opportunity for everyone to ask questions and share experiences. There will be a breakout session which will concentrate on resolution of issues arising from the implementation of the DOE Technical Standards Program and a plenary session to discuss the plans developed by the breakout groups. Many organizations provide services and products which support the development, processing, distribution, and retrieval of standards. Those organizations listed at the end of the agenda will have exhibits available for your perusal throughout the workshop. Last year`s workshop was very successful in stimulating an understanding of an interest in the standards program. This year, we hope to build on that success and provide an environment for the synergism of ideas to enhance the program and advance its implementation.

    I explore the effects of two simultaneous changes in minimum energy efficiency and ENERGY STAR standards for clothes washers. Adapting the Mussa and Rosen (1978) and Ronnen (1991) second-degree price discrimination model, I demonstrate that clothes washer prices and menus adjusted to the new standards in patterns consistent with a market in which firms had been price discriminating. In particular, I show evidence of discontinuous price drops at the time the standards were imposed, driven largely by mid-low efficiency segments of the market. The price discrimination model predicts this result. On the other hand, in a perfectly competition market, prices should increase for these market segments. Additionally, new models proliferated in the highest efficiency market segment following the standard changes. Finally, I show that firms appeared to use different adaptation strategies at the two instances of the standards changing.

    To date, the project has established ITS performance requirements for SSCs based on identification and categorization of event sequences that may result in a radiological release. These performance requirements are defined within the NSDB. Further, SSCs credited with performing safe functions are classified as ITS. In turn, perform confirmation for these SSCs is sought through the use of consensus code and standards. The purpose of this study is to identify applicable codes and standards for the WP Emplacement Gantry ITS SSCs. Further, this study will form the basis for selection and the extent of applicability of each code and standard. This study is based on the design development completed for LA only. Accordingly, identification of ITS SSCs beyond those defined within the NSDB are based on designs that may be subject to further development during detail design. Furthermore, several design alternatives may still be under consideration to satisfy certain safety functions, and that final selection will not be determined until further design development has occurred. Therefore, for completeness, throughout this study alternative designs currently under considered will be discussed. Further, the results of this study will be subject to evaluation as part of a follow-on GAP analysis study. Based on the results of this study the GAP analysis will evaluate each code and standard to ensure each ITS performance requirement is fully satisfied. When a performance requirement is not fully satisfied a ''gap'' is highlighted. Thereafter, the study will identify supplemental requirements to augment the code or standard to meet performance requirements. Further, the GAP analysis will identify non-standard areas of the design that will be subject to a Development Plan. Non-standard components and non-standard design configurations are defined as areas of the design that do not follow standard industry practices or codes and standards. Whereby, performance confirmation cannot be readily sought though use of consensus standards. The ITS codes and standards identified in this document were developed by the Yucca Mountain Project personnel from the Emplacement & Retrieval Project and are intended solely for the use of the Design and Engineering group in its work regarding the Emplacement and Retrieval system, specifically identification of Emplacement and Retrieval equipment codes and standards.

    The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

    The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

    Energy codes and standards play a vital role by setting minimum requirements for energy-efficient design and construction. They outline uniform requirements for new buildings as well as additions and renovations. The Difference Between Energy Codes, Energy Standards and the Model Energy Code Energy codes--specify how buildings must be constructed or perform, and are written in mandatory, enforceable language. States or local governments adopt and enforce energy codes for their jurisdictions. Energy standards--describe how buildings should be constructed to save energy cost-effectively. They are published by national organizations such as the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE). They are not mandatory, but serve as national recommendations, with some variation for regional climate. States and local governments frequently use energy standards as the technical basis for developing their energy codes. Some energy standards are written in mandatory, enforceable language, making it easy for jurisdictions to incorporate the provisions of the energy standards directly into their laws or regulations.

    The Radiological Standards and Calibrations Laboratory, a part of Pacific Northwest Laboratory (PNL), performs calibrations and upholds reference standards necessary to maintain traceability to national radiological standards. The facility supports U.S. Department of Energy (DOE) programs at the Hanford Site, programs sponsored by DOE Headquarters and other federal agencies, radiological protection programs at other DOE sites, and research programs sponsored through the commercial sector. The laboratory is located in the 318 Building of the Hanford Site`s 300 Area. The facility contains five major exposure rooms and several laboratories used for exposure work preparation, low-activity instrument calibrations, instrument performance evaluations, instrument maintenance, instrument design and fabrication work, and thermoluminescent and radiochromic dosimetry. The major exposure facilities are a low-scatter room used for neutron and photon exposures, a source well room used for high-volume instrument calibration work, an x-ray facility used for energy response studies, a high-exposure facility used for high-rate photon calibration work, and a beta standards laboratory used for beta energy response studies and beta reference calibrations. Calibrations are routinely performed for personnel dosimeters, health physics instrumentations, photon transfer standards and alpha, beta and gamma field sources used throughout the Hanford Site. This report describes the standards and calibrations laboratory. Photographs that accompany the text appear in the Appendix and are designated Figure A.1 through A.29.

The answer is that, like most everyone else, most of us here at PNNL drive to work every day, and like most people, we care about the cost of gasoline and the impact that burning imported oil has on the environment and on our foreign policy.     The X-ray Telescope on board the Hinode mission revealed the occurrence, in polar coronal holes, of much more numerous jets than previously indicated by the Yohkoh/Soft X-ray Telescope. These plasma ejections can be of two types, depending on whether they fit the standard reconnection scenario for coronal jets or if they include a blowout-like eruption. In this work, we analyze two jets, one standard and one blowout, that have been observed by the Hinode and STEREO experiments. We aim to infer differences in the physical parameters that correspond to the different morphologies of the events. To this end, we adopt spectroscopic techniques and determine the profiles of the plasma temperature, density, and outflow speed versus time and position along the jets. The blowout jet has a higher outflow speed, a marginally higher temperature, and is rooted in a stronger magnetic field region than the standard event. Our data provide evidence for recursively occurring reconnection episodes within both the standard and the blowout jet, pointing either to bursty reconnection or to reconnection occurring at different locations over the jet lifetimes. We make a crude estimate of the energy budget of the two jets and show how energy is partitioned among different forms. Also, we show that the magnetic energy that feeds the blowout jet is a factor of 10 higher than the magnetic energy that fuels the standard event.

Three explicit predictions of the model are that the partial decay rate $\\Gamma(H \\rightarrow \\gamma \\gamma)$ is 28.1\\% higher than predicted by the standard model, and the two partial decay widths $\\Gamma(H \\rightarrow \\bar{b}b)$ and $\\Gamma(H \\rightarrow \\bar{\\tau}\\tau)$ are both predicted to be greater than, or equal to, their standard model values.

The development, implementation, and advancement of meaningful codes and standards is critical to enable the effective deployment of clean and efficient fuel cell and hydrogen solutions in the energy technology marketplace. Metrics pertaining to the development and implementation of safety knowledge, codes, and standards are important to communicate progress and inform future R&D investments. This document describes the development and benchmarking of metrics specific to the development of hydrogen specific codes relevant for hydrogen refueling stations. These metrics will be most useful as the hydrogen fuel market transitions from pre-commercial to early-commercial phases.     We propose to extend our state-of-the-art, ab initio XAFS (X-ray absorption fine structure) codes, FEFF. Our current work has been highly successful in achieving accurate, user-friendly XAFS standards, exceeding the performance of both tabulated standards and other codes by a considerable margin. We now propose to add the capability to treat more complex materials. This includes multiple-scattering, polarization dependence, an approximate treatment of XANES (x-ray absorption near edge structure), and other improvements. We also plan to adapt FEFF to other spectroscopies, e.g. photoelectron diffraction (PD) and diffraction anomalous fine structure (DAFS).

    Synchronized phasor measurements have become a practical proposition only during the last few years. As such, their potential for use in power system applications has not yet been fully realized. The standard defines the following features of the PMU: format of the message which contains the phasor data, time-tag specification, data frame composition, and a check sum. The standard also includes a specification for the synchronizing pulses which may be produced by a GPS receiver, or by some other synchronizing source. Synchronized phasor measurement units may well be the universal power system transducer of the future. It will serve the needs of all monitoring and control functions in power system control centers, and in many of the back-up relaying functions.

    In the standard model, only one basic component remains to be found: the Higgs boson. The specifics of Higgs boson production and detection, with decay to t anti t and a particular t quark mass range in mind, have not been examined in detail. As such, the working group on Standard Electroweak Interactions and Higgs Bosons at this meeting decided to concentrate on Higgs boson production and detection at SSC energies in the particular case where the Higgs mass is in the range so as to make t anti t quark-antiquark pairs the dominant decay mode. The study of this case, that of the so-called intermediate mass Higgs, had already been launched in the Berkeley PSSC Workshop on Electroweak Symmetry Breaking, and was continued and extended here. The problems of t quark jet identification and detection efficiency and the manner of rejection of background (especially from b quark jets) with realistic detectors then occupied much of the attention of the group. The subject of making precise measurements of parameters in the standard model at SSC energies is briefly examined. Then we delve into the Higgs sector, with an introduction to the neutral Higgs of the standard model together with its production cross-sections in various processes and the corresponding potential backgrounds. A similar, though briefer, discussion for a charged Higgs boson (outside the Standard Model) follows. The heart of the work on identifying and reconstructing the t and then the Higgs boson in the face of backgrounds is discussed. The problems with semileptonic decays, low energy jet fragments, mass resolution, and b-t discrimination all come to the fore. We have tried to make a serious step here towards a realistic assessment of the problems entailed in pulling a signal out of the background, including a rough simulation of calorimeter-detector properties. 25 references.

Both ATLAS and CMS efforts are hence addressed to determine the best calibration candles and to design a realistic plan for the initial period of data taking.

    We review the use of laser cooling and trapping for Standard Model tests, focusing on trapping of radioactive isotopes. Experiments with neutral atoms trapped with modern laser cooling techniques are testing several basic predictions of electroweak unification. For nuclear $\\beta$ decay, demonstrated trap techniques include neutrino momentum measurements from beta-recoil coincidences, along with methods to produce highly polarized samples. These techniques have set the best general constraints on non-Standard Model scalar interactions in the first generation of particles. They also have the promise to test whether parity symmetry is maximally violated, to search for tensor interactions, and to search for new sources of time reversal violation. There are also possibilites for exotic particle searches. Measurements of the strength of the weak neutral current can be assisted by precision atomic experiments using traps of small numbers of radioactive atoms, and sensitivity to possible time-reversal violating electric dipole moments can be improved.

    Jefferson Lab has now demonstrated ablility to test the fundamental symmetries of nature, and thereby probe for new physics beyond the Standard Model. Here we review the tremendous advances in precision parity-violation measurements with CEBAF that enable searches for new physics. This has been demonstrated with a determination of the weak charge of the proton, which is found to be in agreement with the prediction of the standard electroweak theory, and at a precision that rules out relevant new physics to the TeV scale. We also review the planned future experiments which aim to further test the electroweak theory at Jefferson Lab, including a further improvement on the proton weak charge, an ultra-precise Mřller measurement, and a probe of the axial quark charges in PVDIS.

    Since early 1993 the natural gas industry has pursued the creation of industry-wide standards through two parallel paths. The Federal Energy Regulatory Commission (FERC) must be credited with getting the industry moving forward towards electronic information standardization. FERC`s Order 636 required interstate pipelines to set up electronic bulletin boards for trading released capacity. Their goal was to foster an efficient and competitive secondary market for pipeline capacity. The Natural gas Industry set up a Gas Industry Standards Board (GISB) to promote gas standards initially through improving and expanding electronic communication which would then assist the natural gas industry in improving customer service, enhancing the reliability of natural gas service, and increasing the efficiency of natural gas markets. This paper describes the role of the HPS standards process and indicates particular standards under development which will be of interest to the reader. In addition, the authors solicit readers to participate in the voluntary standards process by either joining active working groups (WG) or suggesting appropriate and relevant topics which should be placed into the standards process.

    This presentation provides an update to the author's standards report provided at the ICNC-2007 meeting. It includes a discussion about the difference between, and the value of participating in, the development of international 'consensus' standards as opposed to nonconsensus standards. Standards are developed for a myriad of reasons. Generally, standards represent an agreed upon, repeatable way of doing something as defined by an individual or group of people. They come in various types. Examples include personal, family, business, industrial, commercial, and regulatory such as military, community, state, federal, and international standards. Typically, national and international 'consensus' standards are developed by individuals and organizations of diverse backgrounds representing the subject matter users and developers of a service or product and other interested parties or organizations. Within the International Organization for Standardization (ISO), Technical Committee 85 (TC85) on nuclear energy, Subcommittee 5 (SC5) on nuclear fuel technology, there is a Working Group 8 (WG8) on standardization of calculations, procedures, and practices related to criticality safety. WG8 has developed, and is developing, ISO standards within the category of nuclear criticality safety of fissionable materials outside of reactors (i.e., nonreactor fissionable material nuclear fuel cycle facilities). Since the presentation of the ICNC-2007 report, WG8 has issued three new finalized international standards and is developing two more new standards. Nearly all elements of the published WG8 ISO standards have been incorporated into IAEA nonconsensus guides and standards. The progression of consensus standards development among international partners in a collegial environment establishes a synergy of different concepts that broadens the perspectives of the members. This breadth of perspectives benefits the working group members in their considerations of consensus standards developments in their own countries. A testament to the value of the international standards efforts is that nearly all elements of the published WG8 ISO standards have been incorporated into IAEA nonconsensus guides and standards and are mainly consistent with international ISO member domestic standards.

    We present results concerning the nature of the cosmological big bounce(BB) transition within the loop geometry underlying loop quantum cosmology (LQC). Our canonical quantization method is an alternative to the standard LQC. An evolution parameter we use has clear interpretation both at classical and quantum levels. The physical volume operator has discrete spectrum which is bounded from below. The minimum gap in the spectrum defines a quantum of the volume. The spectra of operators are parametrized by a free parameter to be determined.

    We present a fully automated framework as part of the Sherpa event generator for the computation of tree-level cross sections in beyond Standard Model scenarios, making use of model information given in the Universal FeynRules Output format. Elementary vertices are implemented into C++ code automatically and provided to the matrix-element generator Comix at runtime. Widths and branching ratios for unstable particles are computed from the same building blocks. The corresponding decays are simulated with spin correlations. Parton showers, QED radiation and hadronization are added by Sherpa, providing a full simulation of arbitrary BSM processes at the hadron level.

    This Department of Energy (DOE) technical standard (referred to as the Standard) provides guidance for integrating and enhancing worker, public, and environmental protection during facility disposition activities. It provides environment, safety, and health (ES and H) guidance to supplement the project management requirements and associated guidelines contained within DOE O 430.1A, Life-Cycle Asset Management (LCAM), and amplified within the corresponding implementation guides. In addition, the Standard is designed to support an Integrated Safety Management System (ISMS), consistent with the guiding principles and core functions contained in DOE P 450.4, Safety Management System Policy, and discussed in DOE G 450.4-1, Integrated Safety Management System Guide. The ISMS guiding principles represent the fundamental policies that guide the safe accomplishment of work and include: (1) line management responsibility for safety; (2) clear roles and responsibilities; (3) competence commensurate with responsibilities; (4) balanced priorities; (5) identification of safety standards and requirements; (6) hazard controls tailored to work being performed; and (7) operations authorization. This Standard specifically addresses the implementation of the above ISMS principles four through seven, as applied to facility disposition activities.

    If in the Randall and Sundrum RS1 model the inverse of the compactification radius, the AdS curvature scale, and the five and four-dimensional Planck scales are equal in size, as is natural, then the warp factor at the location of the low energy brane is of value 1/pi. So that all scales derive from locations in the space, we identify the extra dimension with the infinite covering space of the S1/Z2 orbifold. The extra dimension is then essentially a series of connected line intervals, punctuated by branes. Scales on successive branes in the extra dimension descend from Planck scale in a geometric sequence of common ratio 1/pi. Evidence is provided for such a sequence within the spectrum of particle masses, and of a second geometric sequence, of common ratio 2/pi, which suggests that the AdS spacetime is six-dimensional and doubly warped. The scales of the Standard Model lie at coincident levels within the two sequences. A third sequence, of common ratio 1/e, provides a symmetrical framework for the Standard Model and points to a warped product spacetime.

    The State Clean Energy Policies Analysis (SCEPA) project is supported by the Weatherization and Intergovernmental Program within the Department of Energy's Office of Energy Efficiency and Renewable Energy. This project seeks to quantify the impacts of existing state policies, and to identify crucial policy attributes and their potential applicability to other states. The goal is to assist states in determining which clean energy policies or policy portfolios will best accomplish their environmental, economic, and security goals. For example, renewable fuel standards (RFS) policies are a mechanism for developing a market for renewable fuels in the transportation sector. This flexible market-based policy, when properly executed, can correct for market failures and promote growth of the renewable fuels industry better than a more command-oriented approach. The policy attempts to correct market failures such as embedded fossil fuel infrastructure and culture, risk associated with developing renewable fuels, consumer information gaps, and lack of quantification of the non-economic costs and benefits of both renewable and fossil-based fuels. This report focuses on renewable fuel standards policies, which are being analyzed as part of this project.

    The growing investment by governments and electric utilities in energy efficiency programs highlights the need for simple tools to help assess and explain the size of the potential resource. One technique that is commonly used in this effort is to characterize electricity savings in terms of avoided power plants, because it is easier for people to visualize a power plant than it is to understand an abstraction such as billions of kilowatt-hours. Unfortunately, there is no standardization around the characteristics of such power plants. In this letter we define parameters for a standard avoided power plant that have physical meaning and intuitive plausibility, for use in back-of-the-envelope calculations. For the prototypical plant this article settles on a 500 MW existing coal plant operating at a 70percent capacity factor with 7percent T&D losses. Displacing such a plant for one year would save 3 billion kW h per year at the meter and reduce emissions by 3 million metric tons of CO2 per year. The proposed name for this metric is the Rosenfeld, in keeping with the tradition among scientists of naming units in honor of the person most responsible for the discovery and widespread adoption of the underlying scientific principle in question--Dr. Arthur H. Rosenfeld.

  15. The Standard Cosmological Model and CMB Anisotropies

    This is a course on cosmic microwave background (CMB) anisotropies in the standard cosmological model, designed for beginning graduate students and advanced undergraduates. ``Standard cosmological model'' in this context means a Universe dominated by some form of cold dark matter (CDM) with adiabatic perturbations generated at some initial epoch, e.g., Inflation, and left to evolve under gravity alone (which distinguishes it from defect models). The course is primarily theoretical and concerned with the physics of CMB anisotropies in this context and their relation to structure formation. Brief presentations of the uniform Big Bang model and of the observed large--scale structure of the Universe are given. The bulk of the course then focuses on the evolution of small perturbations to the uniform model and on the generation of temperature anisotropies in the CMB. The theoretical development is performed in the (pseudo--)Newtonian gauge because it aids intuitive understanding by providing a quick reference to classical (Newtonian) concepts. The fundamental goal of the course is not to arrive at a highly exact nor exhaustive calculation of the anisotropies, but rather to a good understanding of the basic physics that goes into such calculations.

    Purpose: The aim of this study was to report on the development of a standardized target and organ-at-risk naming convention for use in radiation therapy and to present the nomenclature for structure naming for interinstitutional data sharing, clinical trial repositories, integrated multi-institutional collaborative databases, and quality control centers. This taxonomy should also enable improved plan benchmarking between clinical institutions and vendors and facilitation of automated treatment plan quality control. Materials and Methods: The Advanced Technology Consortium, Washington University in St. Louis, Radiation Therapy Oncology Group, Dutch Radiation Oncology Society, and the Clinical Trials RT QA Harmonization Group collaborated in creating this new naming convention. The International Commission on Radiation Units and Measurements guidelines have been used to create standardized nomenclature for target volumes (clinical target volume, internal target volume, planning target volume, etc.), organs at risk, and planning organ-at-risk volumes in radiation therapy. The nomenclature also includes rules for specifying laterality and margins for various structures. The naming rules distinguish tumor and nodal planning target volumes, with correspondence to their respective tumor/nodal clinical target volumes. It also provides rules for basic structure naming, as well as an option for more detailed names. Names of nonstandard structures used mainly for plan optimization or evaluation (rings, islands of dose avoidance, islands where additional dose is needed [dose painting]) are identified separately. Results: In addition to its use in 16 ongoing Radiation Therapy Oncology Group advanced technology clinical trial protocols and several new European Organization for Research and Treatment of Cancer protocols, a pilot version of this naming convention has been evaluated using patient data sets with varying treatment sites. All structures in these data sets were satisfactorily identified using this nomenclature. Conclusions: Use of standardized naming conventions is important to facilitate comparison of dosimetry across patient datasets. The guidelines presented here will facilitate international acceptance across a wide range of efforts, including groups organizing clinical trials, Radiation Oncology Institute, Dutch Radiation Oncology Society, Integrating the Healthcare Enterprise, Radiation Oncology domain (IHE-RO), and Digital Imaging and Communication in Medicine (DICOM).

The Generalized ALignment Index (GALI), which was recently introduced and applied successfully for the distinction between regular and chaotic motion in Hamiltonian systems \\cite{sk:6}, is an ideal tool for this purpose. In the present paper we make a first step towards the dynamical study of multi--dimensional maps, by obtaining some interesting results for a 4--dimensional (4D) symplectic map consisting of N=2 coupled standard maps \\cite{Kan:1}. In particular, using the new GALI$_3$ and GALI$_4$ indices, we compute the percentages of regular and chaotic motion of the map equally reliably but much faster than previously used indices, like GALI$_2$ (known in the literature as SALI).

    The long-distance effective field theory of our Universe--the Standard Model coupled to gravity--has a unique 4D vacuum, but we show that it also has a landscape of lower-dimensional vacua, with the potential for moduli arising from vacuum and Casimir energies. For minimal Majorana neutrino masses, we find a near-continuous infinity of AdS3xS1 vacua, with circumference ~20 microns and AdS3 length 4x10^25 m. By AdS/CFT, there is a CFT2 of central charge c~10^90 which contains the Standard Model (and beyond) coupled to quantum gravity in this vacuum. Physics in these vacua is the same as in ours for energies between 10^-1 eV and 10^48 GeV, so this CFT2 also describes all the physics of our vacuum in this energy range. We show that it is possible to realize quantum-stabilized AdS vacua as near-horizon regions of new kinds of quantum extremal black objects in the higher-dimensional space--near critical black strings in 4D, near-critical black holes in 3D. The violation of the null-energy condition by the Casimir energy is crucial for these horizons to exist, as has already been realized for analogous non-extremal 3D black holes by Emparan, Fabbri and Kaloper. The new extremal 3D black holes are particularly interesting--they are (meta)stable with an entropy independent of hbar and G_N, so a microscopic counting of the entropy may be possible in the G_N->0 limit. Our results suggest that it should be possible to realize the larger landscape of AdS vacua in string theory as near-horizon geometries of new extremal black brane solutions.
