    You are at D0, the newest and most advanced experiment at Fermilab. Its goal is to find the 'top quark', nicknamed 'truth'. theoretically one of the six fundamental building blocks of matter. Combinations of the six quarks are said to make up electrons, protons and neutrons. Your group at D0 is the cryogenic division. Its goal is to provide and maintain a cryogenic system which ultimately supplies and controls the liquid argon used in the giant cryostats for the experiment. The high purity liquid argon is needed to keep the detector modules inside the cryostats cold, so that they will operate properly. Your job at D0 is to be a co-op for the research and development group of the cryogenics division. Your goals are dependent on the needs of the cryo group. D0 is where you will spend most of your time. The co-op office is located on what is known as the 3rd floor, but is actually on the ground floor. The floor directly above the 3rd floor is the 5th floor, which contains your immediate superiors and the D0 secretary. The 6th and top floor is above that, and contains the D0 secretary for official and important business. On the other side of the D0 assembly building is the cryo control room. This is where the cryogenic piping system is remotely monitored and controlled. Other important sites at D0 include the trailer city on the north parking lot, which has the D0 secretary who handles all the payroll matters (among other duties), and the portakamp in the south parking lot. Besides D0, which is named for its location on the particle accelerator ring. the most important place is Wilson Hall. That is the large building shaped like a big Atact symbol. It contains various important people such as the safety group. the personnel department (which you have already encountered. being hired), the minor stock room, the cafeteria, the Fermi library.     Purpose: A novel modulated arc therapy technique, mARC, enables superposition of step-and-shoot IMRT segments upon a subset of the optimization points (OPs) of a continuous-arc delivery. We compare two approaches to mARC planning: one with the number of OPs fixed throughout optimization, and another where the planning system determines the number of OPs in the final plan, subject to an upper limit defined at the outset. Methods: Fixed-OP mARC planning was performed for representative cases using Panther v. 5.01 (Prowess, Inc.), while variable-OP mARC planning used Monaco v. 5.00 (Elekta, Inc.). All Monaco planning used an upper limit of 91 OPs; those OPs with minimal MU were removed during optimization. Plans were delivered, and delivery times recorded, on a Siemens Artiste accelerator using a flat 6MV beam with 300 MU/min rate. Dose distributions measured using ArcCheck (Sun Nuclear Corporation, Inc.) were compared with the plan calculation; the two were deemed consistent if they agreed to within 3.5% in absolute dose and 3.5 mm in distance-to-agreement among > 95% of the diodes within the direct beam. Results: Example cases included a prostate and a head-and-neck planned with a single arc and fraction doses of 1.8 and 2.0 Gy, respectively. Aside from slightly more uniform target dose for the variable-OP plans, the DVHs for the two techniques were similar. For the fixed-OP technique, the number of OPs was 38 and 39, and the delivery time was 228 and 259 seconds, respectively, for the prostate and head-and-neck cases. For the final variable-OP plans, there were 91 and 85 OPs, and the delivery time was 296 and 440 seconds, correspondingly longer than for fixed-OP. Conclusion: For mARC, both the fixed-OP and variable-OP approaches produced comparable-quality plans whose delivery was successfully verified. To keep delivery time per fraction short, a fixed-OP planning approach is preferred.

    This report investigates the effects that increased distributed photovoltaic (PV) generation would have on the Kauai Island Utility Co-op (KIUC) system operating requirements. The study focused on determining reserve requirements needed to mitigate the impact of PV variability on system frequency, and the impact on operating costs. Scenarios of 5-MW, 10-MW, and 15-MW nameplate capacity of PV generation plants distributed across the Kauai Island were considered in this study. The analysis required synthesis of the PV solar resource data and modeling of the KIUC system inertia. Based on the results, some findings and conclusions could be drawn, including that the selection of units identified as marginal resources that are used for load following will change; PV penetration will displace energy generated by existing conventional units, thus reducing overall fuel consumption; PV penetration at any deployment level is not likely to reduce system peak load; and increasing PV penetration has little effect on load-following reserves. The study was performed by EnerNex under contract from Sandia National Laboratories with cooperation from KIUC.

    An expert system that automatically assesses security incidents is being developed at Lawrence Livermore National Laboratory. The expert system associates, classifies, and prioritizes monitored sensor events. The outcome of these processes is a dynamic representation of the state of Laboratory security in the form of security ''incidents''. A graphical representation of the incidents is integrated into a map-oriented console monitor that provides the operator with a comprehensive view of incidents and their locations. A prototype expert system has been developed using the OPS5 rule-based language. A large Ada-based program provides control of the map display system and interfaces to the various monitoring and access-control devices. In addition to the expert system operation, the issues and methods involved in integrating the OPS5-based incident-assessment system to the large Ada-based control program are discussed. 7 refs., 7 figs.

    As part of the 1999 NARSTO Northeast Oxidant and Particulate Study (NE-OPS) field campaign, the DOE G-1 aircraft sampled trace gases and aerosols in and around the Philadelphia metropolitan area. Twenty research flights were conducted between July 25 and August 11. The overall goals of these flights were to obtain a mechanistic understanding of O{sub 3} production; to characterize the spatial and temporal behavior of photo-oxidants and aerosols; and to study the evolution of aerosol size distributions, including the process of new particle formation. Within the NE-OPS program, other groups provided additional trace gas, aerosol, and meteorological observations using aircraft, balloon, remote sensing, and surface based instruments (Phillbrick et al., 2000). In this article we provide an overview of the G-1 observations related to O{sub 3} production, focusing on the vertical distribution of pollutants. Ozone production rates are calculated using a box model that is constrained by observed trace gas concentrations. Highest O{sub 3} concentrations were observed on July 31, which we present as a case study. On that day, O{sub 3} concentrations above the 1-hour 120 ppb standard were observed downwind of Philadelphia and also in the plume of a single industrial facility located on the Delaware River south of the city.

    WorkOp-III:94 is the third in a series of Opacity Workshops. The developers of twenty-one codes participated. Thirty-eight plasmas were selected for their relevance to problems of interest or for the challenge they would pose to the models. Frequently-dependent absorption coefficients, mean opacities, ionization distributions and other detailed information were submitted, discussed and resubmitted. This synopsis contains a subset of the information presented at the workshop and in the considerably more extensive, forthcoming, final report. A quick overview of the mean opacities that were submitted can be obtained from the graphical-table plots of the Rosseland and Planck means for all the cases. In addition, for each or the 38 plasma cases, there is a single page of mini plots of all total absorption coefficients submitted plus tables of integral quantities such as mean opacities, chemical potential and average ionization stage.

    Los Alamos has recently completed the latest in a series of Reconfigurable Software Radios, which incorporates several key innovations in both hardware design and algorithms. Due to our focus on satellite applications, each design must extract the best size, weight, and power performance possible from the ensemble of Commodity Off-the-Shelf (COTS) parts available at the time of design. In this case we have achieved 1 TeraOps/second signal processing on a 1920 Megabit/second datastream, while using only 53 Watts mains power, 5.5 kg, and 3 liters. This processing capability enables very advanced algorithms such as our wideband RF compression scheme to operate remotely, allowing network bandwidth constrained applications to deliver previously unattainable performance.

    Strategic planning needs to be done as one of the integral steps in fulfilling our overall Departmental mission. The role of strategic planning is to assure that the longer term destinations, goals, and objectives which the programs and activities of the Department are striving towards are the best we can envision today so that our courses can then be set to move in those directions. Strategic planning will assist the Secretary, Deputy Secretary, and Under Secretary in setting the long-term directions and policies for the Department and in making final decisions on near-term priorities and resource allocations. It will assist program developers and implementors by providing the necessary guidance for multi-year program plans and budgets. It is one of the essential steps in the secretary's Strategic Planning Initiative. The operational planning most of us are so familiar with deals with how to get things done and with the resources needed (people, money, facilities, time) to carry out tasks. Operating plans like budgets, capital line item projects, R D budgets, project proposals, etc., are vital to the mission of the Department. They deal, however, with how to carry out programs to achieve some objective or budget assumption. Strategic planning deals with the prior question of what it is that should be attempted. It deals with what objectives the many programs and activities of the Department of Department should be striving toward. The purpose of this document is to provide guidance to those organizations and personnel starting the process for the first time as well as those who have prepared strategic plans in the past and now wish to review and update them. This guideline should not be constructed as a rigid, restrictive or confining rulebook. Each organization is encouraged to develop such enhancements as they think may be useful in their planning. The steps outlined in this document represent a very simplified approach to strategic planning. 9 refs.

    The Sellafield Performance Plan represents the start of a new era for the Sellafield site. It is a key driver in the Nuclear Management Partners mission to make Sellafield safer, cleaner, more productive, more cost effective and a better neighbour. When published in summer 2011, the Sellafield Performance Plan set out exactly what work would be completed at Sellafield between 2010/11 and 2025/26, how all of the facilities on the site interact, and what new facilities would be needed in order to deliver the risk and hazard reduction mission. The plan is the first credible and underpinned lifetime plan for the Sellafield site - the most complex part of the UK's civil nuclear estate. Under the Sellafield Performance Plan there are projected to be more jobs longer creating opportunities for the site, its workforce and the economic stability of West Cumbria. The Sellafield Ltd performance plan sets out how NMP will apply their global experience to improve operations, generate efficiencies and deliver detailed programmes of work with the aim of accelerating decommissioning and providing value for money. Successful delivery of the plan will also ensure the site continues to effectively operate critical national infrastructure that supports the UK's energy programme, and maintains the safe and secure management and storage of nuclear materials. The NDA and UK Government have demonstrated their confidence in NMP and Sellafield Ltd's capability to deliver this plan by providing the highest-ever Annual Site Funding Limit for the site in 2011/12. The Sellafield Performance Plan also creates both the foundation and the environment for a vibrant West Cumbrian economy through significant opportunities for the local supply chain and real prospects for further inward investment.     This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque. The process of producing this document has served well to prepare SNL, Albuquerque, for the coming task of producing the required post-Tiger Team action plan document. 8 tabs.

    The Yakima Urban Growth Area (UGA) is a developing and growing urban area in south-central Washington. Despite increased development, the Yakima River and its tributaries within the UGA continue to support threatened populations of summer steelhead and bull trout as well as a variety of non-listed salmonid species. In order to provide for the maintenance and recovery of these species, while successfully planning for the continued growth and development within the UGA, the City of Yakima has undertaken the Yakima Habitat Improvement Project. The overall goal of the project is to maintain, preserve, and restore functioning fish and wildlife habitat within and immediately surrounding the Yakima UGA over the long term. Acquisition and protection of the fish and wildlife habitat associated with key properties in the UGA will prevent future subdivision along riparian corridors, reduce further degradation or removal of riparian habitat, and maintain or enhance the long term condition of aquatic habitat. By placing these properties in long-term protection, the threat of development from continued growth in the urban area will be removed. To most effectively implement the multi-year habitat acquisition and protection effort, the City has developed this Master Plan. The Master Plan provides the structure and guidance for future habitat acquisition and restoration activities to be performed within the Yakima Urban Area. The development of this Master Plan also supports several Reasonable and Prudent Alternatives (RPAs) of the NOAA Fisheries 2000 Biological Opinion (BiOp), as well as the Water Investment Action Agenda for the Yakima Basin, local planning efforts, and the Columbia Basin Fish and Wildlife Authority's 2000 Fish and Wildlife Program. This Master Plan also provides the framework for coordination of the Yakima Habitat Improvement Project with other fish and wildlife habitat acquisition and protection activities currently being implemented in the area.     The purpose of the Environmental Implementation Plan (EIP) is to show the current and future (five years) environmental plans from individual site organizations and divisions, as well as site environmental programs and initiatives which are designed to protect the environment and meet or exceed changing environmental/regulatory requirements. Communicating with site organizations, departments, and committees is essential in making the site`s environmental-planning process work. The EIP gives the site the what, when, how, and why for environmental requirements.     The Project Rulison Monitoring Plan has been developed as part of the U.S. Department of Energy (DOE) Office of Legacy Management's mission to protect human health and the environment. The purpose of the plan is to monitor fluids from gas wells for radionuclides that would indicate contamination is migrating from the Rulison detonation zone to producing gas wells, allowing action to be taken before the contamination could pose a risk. The Monitoring Plan (1) lists the contaminants present and identifies those that have the greatest potential to migrate from the detonation zone (radionuclide source term), (2) identifies locations that monitor the most likely transport pathways, (3) identifies which fluids will be sampled (gas and liquid) and why, (4) establishes the frequency of sampling, and (5) specifies the most practical analyses and where the analysis results will be reported. The plan does not affect the long-term hydrologic sampling conducted by DOE since 1972, which will continue for the purpose of sampling shallow groundwater and surface water near the site. The Monitoring Plan was developed in anticipation of gas wells being drilled progressively nearer the Rulison site. DOE sampled 10 gas wells in 1997 and 2005 at distances ranging from 2.7 to 7.6 miles from the site to establish background concentrations for radionuclides. In a separate effort, gas industry operators and the Colorado Oil and Gas Conservation Commission (COGCC) developed an industry sampling and analysis plan that was implemented in 2007. The industry plan requires the sampling of gas wells within 3 miles of the site, with increased requirements for wells within 1 mile of the site. The DOE plan emphasizes the sampling of wells near the site (Figure 1), specifically those with a bottom-hole location of 1 mile or less from the detonation, depending on the direction relative to the natural fracture trend of the producing formation.     The purpose of this study is to specify the design for an initial optics supply planning system for NIF, and to present quality assurance and test plans for the construction of the system as specified. The National Ignition Facility (NIF) is a large laser facility that is just starting operations. Thousands of specialized optics are required to operate the laser, and must be exchanged over time based on the laser shot plan and predictions of damage. Careful planning and tracking of optic exchanges is necessary because of the tight inventory of spare optics, and the long lead times for optics procurements and production changes. Automated inventory forecasting and production planning tools are required to replace existing manual processes. The optics groups members who are expected to use the supply planning system are the stakeholders for this project, and are divided into three groups. Each of these groups participated in a requirements specification that was used to develop this design. (1) Optics Management--These are the top level stakeholdersk, and the final decision makers. This group is the interface to shot operations, is ultimately responsible for optics supply, and decides which exchanges will be made. (2) Work Center Managers--This group manages the on site optics processing work centers. They schedule the daily work center operations, and are responsible for developing long term processing, equipment, and staffing plans. (3) Component Engineers--This group manages the vendor contracts for the manufacture of new optics and the off site rework of existing optics. They are responsible for sourcing vendors, negotiating contracts, and managing vendor processes. The scope of this analysis is to describe the structure and design details of a system that will meet all requirements that were described by stakeholders and documented in the analysis model for this project.     As the Seneca Nation of Indians (SNI) continues to refine and finalize its Strategic Energy Plan, it became necessary to insure that a sustainable organization structure was developed through which the energy program and its initiatives could be nurtured and managed. To that end, SNI undertook a study to thoroughly evaluate the existing organizational structures and assess the requisite changes and/or additions to that framework that would complement the mission of the Strategic Plan.   19. Integrated Planning: Consolidating Annual Facility Planning - More Time for Execution

    Previously, annual planning for Readiness in Technical Base and Facilities (RTBF) at the Nevada National Security Site (NNSS) was fragmented, disconnected, circular, and occurred constantly throughout the fiscal year (FY) comprising 9 of the 12 months, reducing the focus on implementation and execution. This required constant “looking back” instead of “looking forward.” In FY 2009, annual planning was consolidated into one comprehensive integrated plan (IP) for each facility/project, which comprised annual task planning/outyear budgeting, AMPs, and investment planning (i.e., TYIP). In FY 2010, the Risk Management Plans were added to the IPs. The integrated planning process achieved the following: 1) Eliminated fragmented, circular, planning and moved the plan to be more forward-looking; 2) Achieved a 90% reduction in schedule planning timeframe from 40 weeks (9 months) to 6 weeks; 3) Achieved an 80% reduction in cost from just under $1.0M to just over $200K, for a cost savings of nearly $800K (reduced combined effort from over 200 person-weeks to less than 40); 4) Reduced the number of plans generated from 21 plans (1 per facility per plan) per year to 8 plans per year (1 per facility plus 1 program-level IP); 5) Eliminated redundancy in common content between plans and improved consistency and overall quality; 6) Reduced the preparation time and cost of the FY 2010 SEP by 50% due to information provided in the IP; 7) Met the requirements for annual task planning, annual maintenance planning, ten-year investment planning, and risk management plans.

The CFP directly supports Berkeley Lab`s role as a multiprogram national laboratory operated by the University of California (UC) for the Department of Energy (DOE). The CFP is revised annually on Berkeley Lab`s Facilities Planning Website. Major revisions are consistent with DOE policy and review guidance. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.
