    This report describes work done on the Compact Ignition Tokamak (CIT), both at the Princeton Plasma Physics Laboratory (PPPL) and at other fusion laboratories in the United States. The goal of CIT is to reach ignition in a tokamak fusion device in the mid-1990's. Scientific and engineering features of the design are described, as well as projected cost and schedule.

    Title IV requires the reduction of NOx at all stations within the PEPCO system. To assist PEPCO plant personnel in achieving low heat rates while meeting NOx targets, Lehigh University`s Energy Research Center and PEPCO developed a new combustion optimization software package called Boiler Op. The Boiler Op code contains an expert system, neural networks and an optimization algorithm. The expert system guides the plant engineer through a series of parametric boiler tests, required for the development of a comprehensive boiler database. The data are then analyzed by the neural networks and optimization algorithm to provide results on the boiler control settings which result in the best possible heat rate at a target NOx level or produce minimum NOx. Boiler Op has been used at both Potomac River and Morgantown Stations to help PEPCO engineers optimize combustion. With the use of Boiler Op, Morgantown Station operates under low NOx restrictions and continues to achieve record heat rate values, similar to pre-retrofit conditions. Potomac River Station achieves the regulatory NOx limit through the use of Boiler Op recommended control settings and without NOx burners. Importantly, any software like Boiler Op cannot be used alone. Its application must be in concert with human intelligence to ensure unit safety, reliability and accurate data collection.

    This report investigates the effects that increased distributed photovoltaic (PV) generation would have on the Kauai Island Utility Co-op (KIUC) system operating requirements. The study focused on determining reserve requirements needed to mitigate the impact of PV variability on system frequency, and the impact on operating costs. Scenarios of 5-MW, 10-MW, and 15-MW nameplate capacity of PV generation plants distributed across the Kauai Island were considered in this study. The analysis required synthesis of the PV solar resource data and modeling of the KIUC system inertia. Based on the results, some findings and conclusions could be drawn, including that the selection of units identified as marginal resources that are used for load following will change; PV penetration will displace energy generated by existing conventional units, thus reducing overall fuel consumption; PV penetration at any deployment level is not likely to reduce system peak load; and increasing PV penetration has little effect on load-following reserves. The study was performed by EnerNex under contract from Sandia National Laboratories with cooperation from KIUC.

    This paper presents a fully integrated circuit implementation of an operational amplifier (op-amp) based chaotic neuron model with a bipolar output function, experimental measurements, and analyses of its chaotic behavior. The proposed chaotic neuron model integrated circuit consists of several op-amps, sample and hold circuits, a nonlinear function block for chaotic signal generation, a clock generator, a nonlinear output function, etc. Based on the HSPICE (circuit program) simulation results, approximated empirical equations for analyses were formulated. Then, the chaotic dynamical responses such as bifurcation diagrams, time series, and Lyapunov exponent were calculated using these empirical equations. In addition, we performed simulations about two chaotic neuron systems with four synapses to confirm neural network connections and got normal behavior of the chaotic neuron such as internal state bifurcation diagram according to the synaptic weight variation. The proposed circuit was fabricated using a 0.8-{mu}m single poly complementary metal-oxide semiconductor technology. Measurements of the fabricated single chaotic neuron with {+-}2.5 V power supplies and a 10 kHz sampling clock frequency were carried out and compared with the simulated results.

    These lecture notes for criticality safety are prepared for the training of Department of Energy supervisory, project management, and administrative staff. Technical training and basic mathematics are assumed. The notes are designed for a two-day course, taught by two lecturers. Video tapes may be used at the options of the instructors. The notes provide all the materials that are necessary but outside reading will assist in the fullest understanding. The course begins with a nuclear physics overview. The reader is led from the macroscopic world into the microscopic world of atoms and the elementary particles that constitute atoms. The particles, their masses and sizes and properties associated with radioactive decay and fission are introduced along with Einstein's mass-energy equivalence. Radioactive decay, nuclear reactions, radiation penetration, shielding and health-effects are discussed to understand protection in case of a criticality accident. Fission, the fission products, particles and energy released are presented to appreciate the dangers of criticality. Nuclear cross sections are introduced to understand the effectiveness of slow neutrons to produce fission. Chain reactors are presented as an economy; effective use of the neutrons from fission leads to more fission resulting in a power reactor or a criticality excursion. The six-factor formula is presented for managing the neutron budget. This leads to concepts of material and geometric buckling which are used in simple calculations to assure safety from criticality. Experimental measurements and computer code calculations of criticality are discussed. To emphasize the reality, historical criticality accidents are presented in a table with major ones discussed to provide lessons-learned. Finally, standards, NRC guides and regulations, and DOE orders relating to criticality protection are presented.

    The results of a comparative analysis of channels involving the inclusive production of deuterons and tritons in {sup 16}Op collisions at a projectile momentum of 3.25 GeV/c per nucleon are presented. The mechanisms governing proton, deuteron, and triton production in the fragmentation of oxygen nuclei are found to be independent. It is shown that the observed proton-multiplicity correlations are associated predominantly with the character of the primary event of a proton-nucleon collision in {sup 16}Op interactions. It is found that, in reactions involving triton production, the contributions of processes leading to an increase in the mean proton multiplicity (n ? p + ?{sup ?} and np ? pn) and processes leading to its decrease (p ? n + ?{sup +}) compensate each other.

    This technical note describes an approach for assessing the genotoxic potential of dredged material. The use of integrated batteries of rapid and mechanistically interpretable in vitro and in vivo assays in a tiered approach is fundamental to applied toxicology. The research described here brings this approach to the testing of sediments. Work completed to date and future work will mesh to form an advanced and cost-effective methodology. The purpose of this methodology is to increase the accuracy of environmental risk assessments and facilitate making decisions concerning open-water disposal of dredged material. A great number of the contaminants typically found in dredged material are toxic to exposed organisms through effects on DNA. Such effects are usually the result of low-level chronic exposures. These effects can result in reproductive failure of organisms, impaired growth and development of offspring, and tumors (often cancerous) in vertebrates. Collectively, such effects are called `genotoxicity` and result from damage to the genome of a cell. The damage is heritable, that is, passed on to future cell generations upon duplication of the affected cells.

In this note we give a quantitative description of the nonlinear matter density fluctuations that can form from a scaling network of cosmic string wakes. Specifically, we compute the distribution of dark matter halos. These halos would possess strong correlations in position space that should have survived until today.     Whether you have a large dedicated environmental staff or a small multi-tasking environmental staff, environmental regulations and their requirements are on the rise. With this trend, it is critical to systematically identify these requirements and track them to completion. Honda has developed a Lotus Notes based system with various forms and views to identify responsibility, time frames and procedures to complete these activities. Recurring activities are automatically regenerated to show up as a new activity with a new completion date. It allows an environmental staff to review activities to be done, prioritize work on them and identify completed activities. With the various sorting criteria for each action item, management can easily review regulatory compliance issues, their status and provide the ability to plan for their timely completion. This system is intended to provide ongoing support to environmental staffs on ongoing activities and easy access to procedures relating to activities. Honda also has a library database to house environmental procedures, as well as regulatory guidance to aid in regulatory interpretations. The Lotus Notes system allows the activities identified above to link to the library as a direct reference. This system is designed to provide a higher level of confidence that a company is meeting all its requirements on an ongoing basis, and giving management a tool to get a clear picture of the status of regulatory compliance activities.

    This technical note explains the use of risk assessment to facilitate dredged material management decision-making in navigable waterways by US Army Corps of Engineer (USACE) project managers and field operations personnel. The document does not promote risk assessment as a tool for use in every dredged material management decision. It is likely to be most useful, and most used, in those cases that constitute the exception rather than the rule.   13. A Note on Quantum Security for Post-Quantum Cryptography

    Shor's quantum factoring algorithm and a few other efficient quantum algorithms break many classical crypto-systems. In response, people proposed post-quantum cryptography based on computational problems that are believed hard even for quantum computers. However, security of these schemes against \\emph{quantum} attacks is elusive. This is because existing security analysis (almost) only deals with classical attackers and arguing security in the presence of quantum adversaries is challenging due to unique quantum features such as no-cloning. This work proposes a general framework to study which classical security proofs can be restored in the quantum setting. Basically, we split a security proof into (a sequence of) classical security reductions, and investigate what security reductions are "quantum-friendly". We characterize sufficient conditions such that a classical reduction can be "lifted" to the quantum setting. We then apply our lifting theorems to post-quantum signature schemes. We are able to show that the classical generic construction of hash-tree based signatures from one-way functions and and a more efficient variant proposed in~\\cite{BDH11} carry over to the quantum setting. Namely, assuming existence of (classical) one-way functions that are resistant to efficient quantum inversion algorithms, there exists a quantum-secure signature scheme. We note that the scheme in~\\cite{BDH11} is a promising (post-quantum) candidate to be implemented in practice and our result further justifies it. Finally we demonstrate the generality of our framework by showing that several existing works (Full-Domain hash in the quantum random-oracle model~\\cite{Zha12ibe} and the simple hybrid arguments framework in~\\cite{HSS11}) can be reformulated under our unified framework.

    Phenomenological approaches to quantum gravity try to infer model-independent laws by analyzing thought experiments and combining both quantum, relativistic, and gravitational ingredients. We first review these ingredients -three basic inequalities- and discuss their relationships with the nature of fundamental constants. In particular, we argue for a covariant mass bound conjecture: in a spacetime free of horizon, the mass inside a surface $A$ cannot exceed $16 \\pi G^2 m^2inequalities and find/review the following: (1) Any system must have a size greater than the Planck length, in the sense that there exists a minimal area (2) We comment on the Minimal Length Scenarios and the fate of Lorentz symmetry near the Planck scale (3) Quanta with transplanckian frequencies are allowed in a large enough boxes (4) There exists a mass-dependent maximal acceleration given by $m c^3/\\hbar$ if $mm_p$ (5) There exists a mass dependent maximal force and power (6) There exists a maximal energy density and pressure (7) Physical systems must obey the Holographic Principle (8) Holographic bounds can only be saturated by systems with $m>m_p$; systems lying on the ``Compton line'' $l \\sim 1/m$ are fundamental objects without substructures (9) We speculate on a new bound from above for the action. In passing, we note that the maximal acceleration is of the order of Milgrom's acceleration $a_0$ for ultra-light particles ($m\\sim H_0)$ that could be associated to the Dark Energy fluid. This suggests designing toy-models in which modified gravity in galaxies is driven by the DE field, via the maximal acceleration principle.

    This technical note describes the current capabilities and availability of the Automated Dredging and Disposal Alternatives Management System (ADDAMS). The technical note replaces the earlier Technical Note EEDP-06-12, which should be discarded. Planning, design, and management of dredging and dredged material disposal projects often require complex or tedious calculations or involve complex decision-making criteria. In addition, the evaluations often must be done for several disposal alternatives or disposal sites. ADDAMS is a personal computer (PC)-based system developed to assist in making such evaluations in a timely manner. ADDAMS contains a collection of computer programs (applications) designed to assist in managing dredging projects. This technical note describes the system, currently available applications, mechanisms for acquiring and running the system, and provisions for revision and expansion.

It provides an historic snapshot of the evolution of magnet technology and related fields as the notes range from as early as 1965 to the present, and is intended to show the breadth of Dr. Halbach`s interest and ability that have long been an inspiration to his many friends and colleagues. As Halbach is an experimental physicist whose scientific interests span many areas, and who does his most innovative work with pencil and paper rather than at the workbench or with a computer, the vast majority of the notes in this volume were handwritten and their content varies greatly--some reflect original work or work for a specific project, while others are mere clarifications of mathematical calculations or design specifications. As the authors converted the notes to electronic form, some were superficially edited and corrected, while others were extensively re-written to reflect current knowledge and notation. The notes are organized under five categories which reflect their primary content: Beam Position Monitors, (bpm), Current Sheet Electron Magnets (csem), Magnet Theory, (thry), Undulators and Wigglers (u-w), and Miscellaneous (misc).     A document has recently been posted on the arXiv [1], describing analytical formulas and results of particle tracking simulations, for precision tests of numerical integration algorithms for an EDM (electric dipole moment) storage ring. In the context of an all-electric storage ring, the authors cite theoretical formulas by Orlov [2]. However, the reference to Orlov is to a talk at a workshop in 2012, and is unpublished and difficult for independent researchers to access and validate. This note rederives and generalizes some of Orlov's principal results, using a Hamiltonian formalism, and also corrects some details in both Orlov's note [2] and the arXiv post [1].

Models are presented for normalized releases of B, Li, Na, and Si from the 7-day Product Consistency Test (PCT) applied to quenched and canister centerline cooled (CCC) glasses as well as from the 28-day Materials Characterization Center-1 (MCC-1) test applied to quenched glasses. Models are presented for Composition Variation Study (CVS) data from low temperature melter (LTM) studies (Hrma, Piepel, et al. 1994) and high temperature melter (HTM) studies (Vienna et al. 1995). The data used for modeling in this technical note are listed in Appendix A.
