    We examined life cycle environmental and economic implications of two near-term scenarios for converting cellulosic biomass to energy, generating electricity from cofiring biomass in existing coal power plants, and producing ethanol from biomass in stand-alone facilities in Ontario, Canada. The study inventories near-term biomass supply in the province, quantifies environmental metrics associated with the use of agricultural residues for producing electricity and ethanol, determines the incremental costs of switching from fossil fuels to biomass, and compares the cost-effectiveness of greenhouse gas (GHG) and air pollutant emissions abatement achieved through the use of the bioenergy. Implementing a biomass cofiring rate of 10% in existing coal-fired power plants would reduce annual GHG emissions by 2.3 million metric tons (t) of CO{sub 2} equivalent (7% of the province's coal power plant emissions). The substitution of gasoline with ethanol/gasoline blends would reduce annual provincial light-duty vehicle fleet emissions between 1.3 and 2.5 million t of CO{sub 2} equivalent (3.5-7% of fleet emissions). If biomass sources other than agricultural residues were used, additional emissions reductions could be realized. At current crude oil prices ($70/barrel) and levels of technology development of the bioenergy alternatives, the biomass electricity cofiring scenario analyzed is more cost-effective for mitigating GHG emissions ($22/t of CO{sub 2} equivalent for a 10% cofiring rate) than the stand-alone ethanol production scenario ($92/t of CO{sub 2} equivalent). 67 refs., 5 figs., 7 tabs.

    Atomic Energy of Canada (AECL) was originally founded in the mid 1940's to perform research in radiation and nuclear areas under the Canadian Defense Department. In the mid 50's The Canadian government embarked on several research and development programs for the development of the Candu Reactor. AECL was initially built as a temporary site and is now faced with many redundant buildings. Prior to 2004 small amounts of Decommissioning work was in progress. Many reasons for deferring decommissioning activities were used with the predominant ones being: 1. Reduction in radiation doses to workers during the final dismantlement, 2. Development of a long-term solution for the management of radioactive wastes in Canada, 3. Financial constraints presented by the number of facilities shutdown that would require decommissioning funds and the absence of an approved funding strategy. This has led to the development of a comprehensive decommissioning plan that is all inclusive of AECL's current and legacy liabilities. Canada does not have a long-term disposal site; therefore waste minimization becomes the driving factor behind decontamination for decommissioning before and during dismantlement. This decommissioning job was a great learning experience for decommissioning and the associated contractors who worked on this project. Throughout the life of the project there was a constant focus on waste minimization. This focus was constantly in conflict with regulatory compliance primarily with respect to fire regulations and protecting the facility along with adjacent facilities during the decommissioning activities. Discrepancies in historical documents forced the project to treat every space as a contaminated space until proven differently. Decommissioning and dismantlement within an operating site adds to the complexity of the tasks especially when it is being conducted in the heart of the plant. This project was very successful with no lost time accidents in over one hundred thousand hours worked, on schedule and under budget despite some significant changes throughout the decommissioning phases. The actual cost to decommission this building will come in under 9 million dollars vs. an estimated 14.5 million dollars. This paper will cover some of the unique aspects of dismantling a radioactive building that has seen pretty much every element of the periodic table pass through it with the client requirement focused on minimization of radioactive waste volumes.

In 1995, Ontario Hydro adopted Sustainable Energy Development Policy and Principles that include the governing principle: {open_quotes}Ontario Hydro will integrate environmental and social factors into its planning, decision-making, and business practices.{close_quotes} Life cycle assessment was identified as a useful tool for evaluating environmental impacts of products and processes in support of decision-making. Ontario Hydro has developed a methodology for life cycle assessment (LCA) that is consistent with generally accepted practices, practical, and suitable for application in Ontario Hydro Business Units. The methodology is based on that developed by the Society of Environmental Toxicology and Chemistry (SETAC) but follows a pragmatic and somewhat simplified approach. In scoping an LCA, the breadth and depth of analysis are compatible with and sufficient to address the stated goal of the study. The depth of analysis is tied to (i) the dollar value of the commodity, process or activity being assessed, (ii) the degree of freedom available to the assessor to make meaningful choices among options, and (iii) the importance of the environmental or technological issues leading to the evaluation. A pilot study was completed to apply the methodology to an LCA of the light vehicle fleet (cars, vans and light pick-up trucks) at Ontario Hydro. The objective of the LCA was to compare the life cycle impacts of alternative vehicle fuel cycles: gasoline, diesel, natural gas, propane, and alcohol; with particular focus on life cycle emissions, efficiency and cost. The study concluded that for large vehicles (1/2 ton and 3/4 ton) that travel more than 35000 km/year, natural gas and propane fuelling offer both cost reduction and emissions reduction when compared to gasoline vehicles.

    The underground storage of natural gas and liquified petroleum products in geological formations is a provincially significant industry in Ontario with economic, environmental, and safety benefits for the companies and residents of Ontario. There are 21 active natural gas storage pools in Ontario, with a total working storage capacity of approximately 203 bcf (5.76 billion cubic metres). Most of these pools utilize former natural gas-producing Guelph Formation pinnacle reefs. In addition there are seventy-one solution-mined salt caverns utilized for storage capacity of 24 million barrels (3.9 million cubic metres). These caverns are constructed within salt strata of the Salina A-2 Unit and the B Unit. The steadily increasing demand for natural gas in Ontario creates a continuing need for additional storage capacity. Most of the known gas-producing pinnacle reefs in Ontario have already been converted to storage. The potential value of storage rights is a major incentive for continued exploration for undiscovered reefs in this mature play. There are numerous depleted or nearly depleted natural gas reservoirs of other types with potential for use as storage pools. There is also potential for use of solution-mined caverns for natural gas storage in Ontario.

    The provincial government of Ontario recently promulgated new guidelines to deal with contamination on sites. One of the purposes of the guideline was to bolster development of contaminated sites by clarifying the regulatory process for redeveloping a contaminated site and to provide several clean-up options based on newer scientific information. These clean-up options include stratified clean-ups and site specific risk based criteria. The applications of the previous guideline were at times cumbersome for industries and land developers which may have impeded development of the Brownfield. This paper compares the changes between the old and the new regulatory clean-up guidelines and presents the differences in approach. This paper also presents the results from interviews with several industries and property developers and assesses their view on the regulatory change as well as their desire to develop Brownfields in Ontario. This information determines if the change in regulatory process has really encouraged development. Results from the interviews with proponents indicated that the new guidelines are a much better approach but still contain barriers such as liability issues. Furthermore, the regulatory approval process has been transferred from the provincial government to the local governments. As a result the local governments are applying the guidelines differently across the province.

    Ontario Hydro has been transporting radioactive material for almost 30 years without any exposure to the public or release to the environment. However, there have been three accidents involving Hydro`s shipments of radioactive material. In addition to the quality packaging and shipping program, Ontario Hydro has an Emergency Response Plan and capability to deal with an accident involving a shipment of radioactive material. The Corporation`s ability to respond, to effectively control and contain the situation, site remediation, and to provide emergency public information in the event of a road accident minimizes the risk to the public and the environment.     Centre Pier is a 3.9 ha property owned by the Commissioners of the Port Hope Harbour in the Municipality of Port Hope, Ontario, Canada. It is centrally located on the Port Hope waterfront and is bounded on the west by the Port Hope Harbour, on the east by the Ganaraska River, on the south by Lake Ontario, and on the north by a railway corridor. The property is currently leased by the Commissioners of the Port Hope Harbour to the Cameco Corporation which owns the four onsite building that are used as warehouse space for their uranium conversion facility located on the western side of the Harbour. Remediation of this site forms part of the Port Hope Project being undertaken by Atomic Energy of Canada Limited (AECL) and Public Works and Government Services Canada (PWGSC) as part of the Port Hope Area Initiative (PHAI). Soil impacts include radiological, metals and petroleum hydrocarbons resulting from long term historical industrial use. Radiological impacts in soil extend across most of the site primarily within the upper metre of fill. Metals-contaminated soil is present across the entire site in the underlying fill material. The metals-contaminated fill extends to a maximum depth of 2.0 m below grade at the north end of the site which is underlain by peat. However, the metals-contaminated soil could extend to the top of the bedrock on the remainder of the site. Based on the elevation of the bedrock in the adjacent river and Harbour Basin, the metals-contaminated soil may extend to a depth of 5.6 m or 6.5 m below existing grade. Petroleum-contaminated soil is present on the southeast side of the site, where a storage tank farm was previously located. Challenges include: - The complex history of the site both relating to site use and Pier construction. Pier development began in the 1800's and was undertaken by many different entities. Modifications and repairs were made over the years resulting in several different types of Pier walls and fill that must be considered during remediation. A wide variety of industrial activity on the Pier including extensive foundry operations as well as the industrial nature of the fill used to construct the Pier has resulted in extensive contamination distribution. The Pier structure will require reinforcement to permit both the remediation of the Pier and the adjacent Harbour and remediation techniques will need to be well suited to minimize disruption of wall structures as well as being able to deal with fill ranging from ash to boulders. - Multiple stakeholders are responsible for building demolition, remediation of radiological impacts, remediation of industrial impacts and the use of the site as a staging area for Harbour sediment remediation. The successful remediation of the Centre Pier will require careful negotiation and planning for the various remediation activities noted above. - The depth of contamination on the Pier would result in the complete removal of the Pier if all contamination were to be excavated. Therefore, a Risk Assessment will be conducted to determine the appropriate means for in situ risk management for materials to be left in place below a proposed depth of 1.5 m below current grade. With the concurrence of the property owners and Provincial regulators, the Risk Assessment will be undertaken in accordance with the Provincial requirements that will ensure adequate protection of the environment and future users of the site. - The end use of the Pier has yet to be confirmed by the Municipality.     Ontario Hydro at the Bruce Nuclear Generating Station `A` has undertaken a program to render the station`s liquid radioactive waste suitable for discharge to Lake Huron by removing sufficient radiological and chemical contaminants to satisfy regulatory requirements for emissions. The system will remove radionuclide and chemical contaminants from five different plant waste streams. The contaminants will be immobilized and stored at on-site radioactive waste storage facilities and the purified streams will be discharged. The discharge targets established by Ontario Hydro are set well below the limits established by the Ontario Ministry of Environment (MOE) and are based on the Best Available Technology Economically Achievable Approach (B.A.T.E.A.). ADTECHS Corporation has been selected by Ontario Hydro to provide volume reduction/solidification technology for one of the five waste streams. The system will dry and immobilize the contaminants from a liquid waste stream in emulsified asphalt using thin film evaporation technology.

    The intent of the electric Ground Support Equipment (eGSE) demonstration is to evaluate the day-to-day vehicle performance of electric baggage tractors using two advanced battery technologies to demonstrate possible replacements for the flooded lead-acid (FLA) batteries utilized throughout the industry. These advanced battery technologies have the potential to resolve barriers to the widespread adoption of eGSE deployment. Validation testing had not previously been performed within fleet operations to determine if the performance of current advanced batteries is sufficient to withstand the duty cycle of electric baggage tractors. This report summarizes the work performed and data accumulated during this demonstration in an effort to validate the capabilities of advanced battery technologies.     Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     Formation waters in Paleozoic sediments analyzed for /sup 2/H, /sup 18/O, /sup 87/Sr//sup 86/Sr, tritium, and major/minor contents show the following. (1) The stable isotope contents are typical for formation brines, but have /sup 18/O and /sup 2/H values that group according to formation age, with waters in Cambrian strata being most depleted; and the most concentrated brines do not compare well to known Michigan basin brines. Many waters are Ca-Na-Cl brines similar to typical Canadian shield brines, although the origin of the various chemical species may be masked by intense rock-water interaction. (2) The /sup 87/Sr//sup 86/Sr values for Cambrian brines range from 0.7095 to 0.7102. In one detailed study, the brine and calcite cement had the same value (0.7095), which is slightly higher than Cambrian seawater (0.7091-0.7092), and indicates that the cement precipitated from the brine during diagenesis. The reservoir rock has a /sup 87/Sr//sup 86/Sr value of 0.7330, indicating little or no water/rock exchange. Sr isotopic values for Ordovician brines range from 0.7095 to 0.7103, which is higher than Ordovician seawater (0.7085). In contrast, the Silurian Salina Formation brines and Silurian seawater values are the same (0.7085-0.7087). Despite an active tectonic history, causing considerable faulting and movement within Paleozoic and Precambrian rock strata, the isotopic results for the Cambrian indicate isotopic equilibrium between brine and cement; therefore, these formation waters have not moved since the calcite formed.

    The SNO+ detector, a new kiloton scale liquid scintillator detector capable of recording geoneutrino events, will define the strength of the Earth radiogenic heat. A detailed 3-D model of the regional crust, centered at SNO+ and based on compiled geological, geophysical and geochemical information, was used to characterize the physical and chemical attributes of crust and assign uncertainties to its structure. Monte Carlo simulations were used to predict the U and Th abundances and uncertainties in crustal lithologies and to model the regional crustal geoneutrino signal originating from the at SNO+.

    The Highland Drive South Ravine (HDSR) is the discharge area for groundwater originating from the Highland Drive Landfill, the Pine Street North Extension (PSNE) roadbed parts of the Highland Drive roadbed and the PSNE Consolidation Site that contain historical low-level radioactive waste (LLRW). The contaminant plume from these LLRW sites contains elevated concentrations of uranium and arsenic and discharges with groundwater to shallow soils in a wet discharge area within the ravine, and directly to Hunt's Pond and Highland Drive South Creek, which are immediately to the south of the wet discharge area. Remediation and environmental management plans for HDSR have been developed within the framework of the Port Hope Project and the Port Hope Area Initiative. The LLRW sites will be fully remediated by excavation and relocation to a new Long-Term Waste Management Facility (LTWMF) as part of the Port Hope Project. It is projected, however, that the groundwater contaminant plume between the remediated LLRW sites and HDSR will persist for several hundreds of years. At the HDSR, sediment remediation within Hunt's Ponds and Highland Drive South Creek, excavation of the existing and placement of clean fill will be undertaken to remove current accumulations of solid-phase uranium and arsenic associated with the upper 0.75 m of soil in the wet discharge area, and permeable reactive barriers (PRBs) will be used for in situ treatment of contaminated groundwater to prevent the ongoing discharge of uranium and arsenic to the area in HDSR where shallow soil excavation and replacement has been undertaken. Bench-scale testing using groundwater from HDSR has confirmed excellent treatment characteristics for both uranium and arsenic using permeable reactive mixtures containing granular zero-valent iron (ZVI). A sequence of three PRBs containing ZVI and sand in backfilled trenches has been designed to intercept the groundwater flow system prior to its discharge to the ground surface and the creek and ponds in the HDSR. The first of the PRBs will be installed immediately up-gradient of the wet discharge area approximately 50 m from the creek, the other two will be installed across the area of shallow soil replacement, and all will extend from ground surface to the base of the water table aquifer through which the impacted groundwater flows. The PRBs have been designed to provide the removal of uranium and arsenic for decades, although the capacity of the treatment mixture for contaminant removal suggests that a longer period of treatment may be feasible. The environmental management plan includes an allowance for on-going monitoring, and replacement of a PRB(s) as might be required. (authors)

    The Contaminated Sediment Removal Program (CSRP) of Environment Canada was founded in November 1990 following a request from the Great Lakes Cleanup Fund to the Environmental Protection Service-Ontario Region to provide the leadership in the identification of removal technologies and procedures for contaminated sediments in the Great Lakes. Following a request for proposal issued by the CSRP, proposals were received from vendors of innovative sediment removal technologies to conduct contaminated sediment removal demonstrations in different Areas of Concern (AOCs) on the Canadian side of the Great Lakes. In 1992, the CSRP conducted the demonstration of two innovative sediment removal technologies at three different sites. The Cable Arm 100E clamshell bucket was demonstrated in Toronto and Hamilton Harbors, while the Pneuma Pump was demonstrated in Collingwood Harbor. Those three demonstrations led to the first Canadian commercial applications of the Cable Arm 100E clamshell bucket in Pickering, Ontario, and of the Pneuma Pump in Collingwood, Ontario.

    Purpose: The optimal fractionation schedule of post lumpectomy radiation therapy remains controversial. The objective of this study was to describe the fractionation of post-lumpectomy radiation therapy (RT) in Ontario, before and after the seminal Ontario Clinical Oncology Group (OCOG) trial, which showed the equivalence of 16- and 25-fraction schedules. Methods and Materials: This was a retrospective cohort study conducted by linking electronic treatment records to a population-based cancer registry. The study population included all patients who underwent lumpectomy for invasive breast cancer in Ontario, Canada, between 1984 and 2008. Results: Over the study period, 41,747 breast cancer patients received post lumpectomy radiation therapy to the breast only. Both 16- and 25-fraction schedules were commonly used throughout the study period. In the early 1980s, shorter fractionation schedules were used in >80% of cases. Between 1985 and 1995, the proportion of patients treated with shorter fractionation decreased to 48%. After completion of the OCOG trial, shorter fractionation schemes were once again widely adopted across Ontario, and are currently used in about 71% of cases; however, large intercenter variations in fractionation persisted. Conclusions: The use of shorter schedules of post lumpectomy RT in Ontario increased after completion of the OCOG trial, but the trial had a less normative effect on practice than expected.

    The reactor safety research program in Canada not only recognizes the unique features of the CANDU reactor, but is supplemented by a strong interaction with the LWR research community. This is especially so in the area of severe accidents. We participate in international programs such as Phebus FP and CSARP to take advantage of cooperative efforts on phenomena that are generic to all reactors, but also have our distinct programs in Canada on severe fuel damage, fission product chemistry, aerosol behaviour and hydrogen combustion and mitigation. These programs address the characteristics of Canadian nuclear fuel and containment design, and our own series of severe accident scenarios. The scope of the R&D encompasses separate effects experiments, model development and code development, leading to validation testing in several large integral test facilities including the Radioiodine Test Facility and the Blowdown Test Facility in the NRU reactor. We also have extensive hydrogen combustion test facilities including the Large Scale Vented Combustion Test Facility now under construction. The essence of the program is described with examples from recent experiments and analysis.

    The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.
