    We examined life cycle environmental and economic implications of two near-term scenarios for converting cellulosic biomass to energy, generating electricity from cofiring biomass in existing coal power plants, and producing ethanol from biomass in stand-alone facilities in Ontario, Canada. The study inventories near-term biomass supply in the province, quantifies environmental metrics associated with the use of agricultural residues for producing electricity and ethanol, determines the incremental costs of switching from fossil fuels to biomass, and compares the cost-effectiveness of greenhouse gas (GHG) and air pollutant emissions abatement achieved through the use of the bioenergy. Implementing a biomass cofiring rate of 10% in existing coal-fired power plants would reduce annual GHG emissions by 2.3 million metric tons (t) of CO{sub 2} equivalent (7% of the province's coal power plant emissions). The substitution of gasoline with ethanol/gasoline blends would reduce annual provincial light-duty vehicle fleet emissions between 1.3 and 2.5 million t of CO{sub 2} equivalent (3.5-7% of fleet emissions). If biomass sources other than agricultural residues were used, additional emissions reductions could be realized. At current crude oil prices ($70/barrel) and levels of technology development of the bioenergy alternatives, the biomass electricity cofiring scenario analyzed is more cost-effective for mitigating GHG emissions ($22/t of CO{sub 2} equivalent for a 10% cofiring rate) than the stand-alone ethanol production scenario ($92/t of CO{sub 2} equivalent). 67 refs., 5 figs., 7 tabs.

    Purpose: The objective of this work was to develop a collaborative quality assurance (CQA) program to assess the performance of intensity modulated radiation therapy (IMRT) planning and delivery across the province of Ontario, Canada. Methods and Materials: The CQA program was designed to be a comprehensive end-to-end test that can be completed on multiple planning and delivery platforms. The first year of the program included a head-and-neck (H and N) planning exercise and on-site visit to acquire dosimetric measurements to assess planning and delivery performance. A single dosimeter was used at each institution, and the planned to measured dose agreement was evaluated for both the H and N plan and a standard plan (linear-accelerator specific) that was created to enable a direct comparison between centers with similar infrastructure. Results: CQA program feasibility was demonstrated through participation of all 13 radiation therapy centers in the province. Planning and delivery was completed on a variety of infrastructure (treatment planning systems and linear accelerators). The planning exercise was completed using both static gantry and rotational IMRT, and planned-to-delivered dose agreement (pass rates) for 3%/3-mm gamma evaluation were greater than 90% (92.6%-99.6%). Conclusions: All centers had acceptable results, but variation in planned to delivered dose agreement for the same planning and delivery platform was noted. The upper end of the range will provide an achievable target for other centers through continued quality improvement, aided by feedback provided by the program through the use of standard plans and simple test fields.

    Solar Energy Heating Applications are On the Rise in and above the Northwestern City of Thunder Bay, on the northern shore of Lake Superior. Unique in their diversifications, the architectural commissions range from pure passive residential design thru hybrid systems; residential Greenhouse-Solarium active swimming pool and commercial hotel pool to inexpensive hybrid system for Canada's First Commercial Solar Lumber Drying Kiln; as well as combined earth sheltered with solar system design for a dormitory complex and shopping center. By May 1981, 7 buildings designed by Tymura Solardesigns in the Thunder Bay area will have been subjected to the Extreme Canadian climate (10,500/sup 0/F degree days, yearly temperature maximums from -41/sup 0/F to 90/sup 0/F, and solar fractions vary from 50% to 75%, with economic payback periods ranging between 7 and 10 years.

    Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     The Elliot Lake area of Ontario, is currently the major uranium producing region of Canada. It is estimated there are 120 million tons of uranium tailings spread over 600 ha in the vicinity of Elliot Lake. The transfer and fate of uranium-series radionuclides from tailing sites remain primary ecological concerns in these areas. It has been demonstrated that the levels of radionuclides, including Ra-226, are elevated in vegetation, small mammals and fish living on or near tailing disposal sites. However, the transfer potential of Ra-226 to predatory species has not been examined in detail. The objective of this study was to measure Ra-226 levels in otters (Lutra canadensis), captured near tailing sites, to provide further information on the fate of radionuclides in the environment.

    Centre Pier is a 3.9 ha property owned by the Commissioners of the Port Hope Harbour in the Municipality of Port Hope, Ontario, Canada. It is centrally located on the Port Hope waterfront and is bounded on the west by the Port Hope Harbour, on the east by the Ganaraska River, on the south by Lake Ontario, and on the north by a railway corridor. The property is currently leased by the Commissioners of the Port Hope Harbour to the Cameco Corporation which owns the four onsite building that are used as warehouse space for their uranium conversion facility located on the western side of the Harbour. Remediation of this site forms part of the Port Hope Project being undertaken by Atomic Energy of Canada Limited (AECL) and Public Works and Government Services Canada (PWGSC) as part of the Port Hope Area Initiative (PHAI). Soil impacts include radiological, metals and petroleum hydrocarbons resulting from long term historical industrial use. Radiological impacts in soil extend across most of the site primarily within the upper metre of fill. Metals-contaminated soil is present across the entire site in the underlying fill material. The metals-contaminated fill extends to a maximum depth of 2.0 m below grade at the north end of the site which is underlain by peat. However, the metals-contaminated soil could extend to the top of the bedrock on the remainder of the site. Based on the elevation of the bedrock in the adjacent river and Harbour Basin, the metals-contaminated soil may extend to a depth of 5.6 m or 6.5 m below existing grade. Petroleum-contaminated soil is present on the southeast side of the site, where a storage tank farm was previously located. Challenges include: - The complex history of the site both relating to site use and Pier construction. Pier development began in the 1800's and was undertaken by many different entities. Modifications and repairs were made over the years resulting in several different types of Pier walls and fill that must be considered during remediation. A wide variety of industrial activity on the Pier including extensive foundry operations as well as the industrial nature of the fill used to construct the Pier has resulted in extensive contamination distribution. The Pier structure will require reinforcement to permit both the remediation of the Pier and the adjacent Harbour and remediation techniques will need to be well suited to minimize disruption of wall structures as well as being able to deal with fill ranging from ash to boulders. - Multiple stakeholders are responsible for building demolition, remediation of radiological impacts, remediation of industrial impacts and the use of the site as a staging area for Harbour sediment remediation. The successful remediation of the Centre Pier will require careful negotiation and planning for the various remediation activities noted above. - The depth of contamination on the Pier would result in the complete removal of the Pier if all contamination were to be excavated. Therefore, a Risk Assessment will be conducted to determine the appropriate means for in situ risk management for materials to be left in place below a proposed depth of 1.5 m below current grade. With the concurrence of the property owners and Provincial regulators, the Risk Assessment will be undertaken in accordance with the Provincial requirements that will ensure adequate protection of the environment and future users of the site. - The end use of the Pier has yet to be confirmed by the Municipality.     The Nuclear Waste Management Organization (NWMO) is responsible for implementing Adaptive Phased Management (APM), the approach selected by the Government of Canada for long-term management of used nuclear fuel generated by Canadian nuclear reactors. The ultimate objective of APM is the centralized containment and isolation of Canada's used nuclear fuel in a Deep Geological Repository in a suitable rock formation at a depth of approximately 500 meters (m) (1,640 feet [ft]). In May 2010, the NWMO published a nine-step site selection process that serves as the road map to decision-making on the location for the deep geological repository. The safety and appropriateness of any potential site will be assessed against a number of factors, both technical and social in nature. The selected site will be one that can be demonstrated to be able to safely contain and isolate used nuclear fuel, protecting humans and the environment over the very long term. The geo-scientific suitability of potential candidate sites will be assessed in a stepwise manner following a progressive and thorough site evaluation process that addresses a series of geo-scientific factors revolving around five safety functions. The geo-scientific site evaluation process includes: Initial Screenings; Preliminary Assessments; and Detailed Site Evaluations. As of November 2012, 22 communities have entered the site selection process (three in northern Saskatchewan and 18 in northwestern and southwestern Ontario). (authors)

    Integrated programs for plant design and construction (IPPDC) is a 5-yr program at Ontario Hydro to optimize engineering and construction productivity through better use of computer technology. The proportion of computer programs operating with data derived from an integrated common data base is very low. IPPDC, on the other hand, is greatly concerned with this common data base. The goals of the IPPDC include improvement of the information flow for a project, minimization of site-discovered interferences, and compression of the entire project life cycle through the intelligent use of computer technology. This program focuses on the development of an integrated data base for plant design software systems to service a multi discipline engineering environment as required by a large-scale megaproject. To achieve the goals of IPPDC, there are three basic elements of computer technology that must be in place before a totally integrated data base system can be achieved: (1) data management; (2) networking; and (3) three-dimensional modeling.

    The intent of the electric Ground Support Equipment (eGSE) demonstration is to evaluate the day-to-day vehicle performance of electric baggage tractors using two advanced battery technologies to demonstrate possible replacements for the flooded lead-acid (FLA) batteries utilized throughout the industry. These advanced battery technologies have the potential to resolve barriers to the widespread adoption of eGSE deployment. Validation testing had not previously been performed within fleet operations to determine if the performance of current advanced batteries is sufficient to withstand the duty cycle of electric baggage tractors. This report summarizes the work performed and data accumulated during this demonstration in an effort to validate the capabilities of advanced battery technologies. The demonstration project also grew the relationship with Southwest Airlines (SWA), our demonstration partner at Ontario International Airport (ONT), located in Ontario, California.     The Port Granby Project is part of the larger Port Hope Area Initiative, a community-based program for the development and implementation of a safe, local, long-term management solution for historic low level radioactive waste (LLRW) and marginally contaminated soils (MCS). The Port Granby Project involves the relocation and remediation of up to 0.45 million cubic metres of such waste from the current Port Granby Waste Management Facility located in the Municipality of Clarington, Ontario, adjacent to the shoreline of Lake Ontario. The waste material will be transferred to a new suitably engineered Long-Term Waste Management Facility (LTWMF) to be located inland approximately 700 m from the existing site. The development of the LTWMF will include construction and commissioning of a new Wastewater Treatment Plant (WWTP) designed to treat wastewater consisting of contaminated surface run off and leachate generated during the site remediation process at the Port Granby Waste Management Facility as well as long-term leachate generated at the new LTWMF. Numerous factors will influence the variable wastewater flow rates and influent loads to the new WWTP during remediation. The treatment processes will be comprised of equalization to minimize impacts from hydraulic peaks, fine screening, membrane bioreactor technology, and reverse osmosis. The residuals treatment will comprise of lime precipitation, thickening, dewatering, evaporation and drying. The distribution of the concentration of uranium and radium - 226 over the various process streams in the WWTP was estimated. This information was used to assess potential worker exposure to radioactivity in the various process areas. A mass balance approach was used to assess the distribution of uranium and radium - 226, by applying individual contaminant removal rates for each process element of the WTP, based on pilot scale results and experience-based assumptions. The mass balance calculations were repeated for various flow and load scenarios. (authors)

    These lectures give an introduction to the theory of holographic superconductors. These are superconductors that have a dual gravitational description using gauge/gravity duality. After introducing a suitable gravitational theory, we discuss its properties in various regimes: the probe limit, the effects of backreaction, the zero temperature limit, and the addition of magnetic fields. Using the gauge/gravity dictionary, these properties reproduce many of the standard features of superconductors. Some familiarity with gauge/gravity duality is assumed. A list of open problems is included at the end.

    The grain handling and transportation system in Canada (GHTS) is currently going through a major transition, both with respect to handling and transportation. Historically, the system has pitted farmers against the railways with respect to securing individual fair shares of grain revenues. But with the removal of the single desk marketing and logistics function of the Canadian Wheat Board (CWB) in late 2012, a very interesting and potentially game-changing outcome is emerging with respect to the new functionality of the grain companies in the Canadian system. While historical awareness of rail s natural monopoly position in the grain handling system has kept that sector regulated (in several ways) for close to a century, we are now starting to see the effects of a less than competitive Canadian grain handling sector on revenue sharing, along with renewed movement in the industry with respect to buyouts and potential mergers. This overview will highlight some of the changes now occurring and how they are potentially going to interact or evolve as the system moves forward. For example, the on-going regulatory instrument used to regulate grain transportation rates in Canada (called the maximum revenue entitlement (MRE) or revenue cap) is under current debate because of the introduction a few months ago of a modification to an old regulatory instrument known as extended (or reciprocal) interswitching. As opposed to the revenue cap which is a direct intervention on monopoly behavior, extended interswitching is designed to encourage the major Canadian grain carriers to compete with one another and potentially seek out new traffic (Nolan and Skotheim, 2008). But the most intriguing aspect of extended interswitching is how it might allow a major rail carrier from the U.S. to solicit grain traffic in some areas of the Canadian grain transportation system.

    At the start of the decade, the Canadian Petroleum Industry was poised for an expenditure and activity breakout to take Canada off the world oil market and make the country secure and self-sufficient in oil supplies by the time the 1990s roll around. Then, on October 28, 1980, the government of Canada unveiled its National Energy Program (NEP). Instead of clearing the tracks for growth, the NEP put the brakes on industry. Therefore, instead of setting drilling records, getting into high gear on the long-delayed oil sands Mega-Projects, and increasing exploration in the promising offshore areas, budgets are being cut by as much as 50%, major projects are being shelved, and an exodus of drilling rigs to the US is underway. Designed to deliver the election promises of the last federal compaign, the NEP is producing a crisis of confidence and shortages instead of progress toward self-sufficiency.
