    The comparison between the practices relevant to onshore and offshore developments is the overall theme of this book. It provides help and guidance to people familiar with onshore practices who are venturing offshore for the first time or vice versa. They draw attention to the lessons of experience which benefit future developments and point to future guidelines and regulations.     The potential operational impact of deploying 54 GW of offshore wind in the United States was examined. The capacity was not evenly distributed; instead, it was concentrated in regions with better wind quality and close to load centers (Table 1). A statistical analysis of offshore wind power time series was used to assess the effect on the power system. The behavior of offshore wind resembled that of onshore wind, despite the former presenting higher capacity factors, more consistent power output across seasons, and higher variability levels. Thus, methods developed to manage onshore wind variability can be extended and applied to offshore wind.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

The National Renewable Energy Laboratory (NREL) recently published a new report that analyzes the current state of the offshore wind energy industry, Large-Scale Offshore Wind Power in the United States. It provides a broad understanding of the offshore wind resource, and details the associated technology challenges, economics, permitting procedures, and potential risks and benefits of developing this clean, domestic, renewable resource. The United States possesses large and accessible offshore wind energy resources. The availability of these strong offshore winds close to major U.S. coastal cities significantly reduces power transmission issues. The report estimates that U.S. offshore winds have a gross potential generating capacity four times greater than the nation's present electric capacity. According to the report, developing the offshore wind resource along U.S. coastlines and in the Great Lakes would help the nation: (1) Achieve 20% of its electricity from wind by 2030 - Offshore wind could supply 54 gigawatts of wind capacity to the nation's electrical grid, increasing energy security, reducing air and water pollution, and stimulating the domestic economy. (2) Provide clean power to its coastal demand centers - Wind power emits no carbon dioxide (CO2) and there are plentiful winds off the coasts of 26 states. (3) Revitalize its manufacturing sector - Building 54 GW of offshore wind energy facilities would generate an estimated $200 billion in new economic activity, and create more than 43,000 permanent, well-paid technical jobs in manufacturing, construction, engineering, operations and maintenance.     This report uses the offshore wind Jobs and Economic Development Impacts (JEDI) model and provides four case studies of potential offshore deployment scenarios in different regions of the United States: the Southeast, the Great Lakes, the Gulf Coast, and the Mid-Atlantic. Researchers worked with developers and industry representatives in each region to create potential offshore wind deployment and supply chain growth scenarios, specific to their locations. These scenarios were used as inputs into the offshore JEDI model to estimate jobs and other gross economic impacts in each region.

    During the process of finding and producing oil and gas in the offshore environment operators generate a variety of liquid and solid wastes. Some of these wastes are directly related to exploration and production activities (e.g., drilling wastes, produced water, treatment workover, and completion fluids) while other types of wastes are associated with human occupation of the offshore platforms (e.g., sanitary and domestic wastes, trash). Still other types of wastes can be considered generic industrial wastes (e.g., scrap metal and wood, wastes paints and chemicals, sand blasting residues). Finally, the offshore platforms themselves can be considered waste materials when their useful life span has been reached. Generally, offshore wastes are managed in one of three ways--onsite discharge, injection, or transportation to shore. This paper describes the regulatory requirements imposed by the government and the approaches used by offshore operators to manage and dispose of wastes in the US.

    This paper revisits the results from the U.S. Department of Energy's '20% Wind Energy By 2030' study, which envisioned that 54 GW of offshore wind would be installed by said year. The analysis is conducted using the Regional Energy Deployment System (ReEDS), a capacity expansion model developed by the National Renewable Energy Laboratory. The model is used to optimize the deployment of the 54 GW of wind capacity along the coasts and lakes of the United States. The graphical representation of the results through maps will be used to provide a qualitative description for planning and designing an offshore grid. ReEDS takes into account many factors in the process of siting offshore wind capacity, such as the quality of the resource, capital and O&M costs, interconnection costs, or variability metrics (wind capacity value, forecast error, expected curtailment). The effect of these metrics in the deployment of offshore wind will be analyzed through examples in the results.

    In July 1980, the Office of Outer Continental Shelf (OCS) Information issued an initial report called Outer Continental Shelf Oil and Gas Activities in the South Atlantic (US) and their Onshore Impacts: A Summary Report, July 1980. The purpose of this report was to provide State and local governments with current information about offshore oil and gas resources and onshore activity in the area extending from Cape Hatteras, North Carolina, to Cape Canaveral, Florida. This information was designed to assist in socioeconomic planning for the onshore impacts of oil and gas development in the affected areas. This report, Update 2, discusses Outer Continental Shelf oil and gas activities and their onshore impacts for the period of February 1981 to August 1981. Because of the minimal offshore oil- and gas-related activity in the South Atlantic Region, the onshore impacts are also minimal. Very little, if any, development has occurred as a result of exploration or development. Even though the South Atlantic OCS does contain large areas with hydrocarbon potential, little optimism has been generated by exploration associated with Lease Sale 43. Lease Sale 56 included tracts with geologic conditions more favorable to the generation, migration, and accumulation of hydrocarbons, especially the deepwatr tracts, but industry showed moderate interest in the first deepwater lease sale. The level of nearshore and onshore activity may increase with exploration associated with Lease Sale 56. More permanent onshore development will be contingent on the outcome of exploration efforts.

    Britain and Norway divide between them most of the North Sea offshore oil fields, and much of the natural gas resources. They have in common first world economic status and western political and cultural heritage. They differ in that Britain has by far the larger economy and the Norwegian state has a history of more active participation in its economy. Brent F. Nelson's study is predicated on the premise that a detailed analysis of how these two nations have chosen to mediate the relationships between government and the oil industry would be an interesting case study with broader implications for a political theory of state intervention in natural resource industries. Nelson has provided a narrative, interpretive history of government-industry relationships in Britain and Norway, concerning offshore oil and gas development. Much of this material is interesting, especially to readers unfamiliar with the details; and the conclusions, in so far as they go, are plausible. Nelson's demonstration of the powerful influences that a nation's political and institutional traditions have on they way it handles new opportunities provides a useful counterpoint to the historical approach favored by some policy analysts. However, Nelson has not delivered a fundamental analysis of the relationship between the state and a mobile industry that exploits a stationary and exhaustible resource.

    As offshore wind energy develops in the United States, port facilities will become strategic hubs in the offshore wind farm supply chain because all plant and transport logistics must transit through these facilities. Therefore, these facilities must provide suitable infrastructure to meet the specific requirements of the offshore wind industry. As a result, it is crucial that federal and state policy-makers and port authorities take effective action to position ports in the offshore wind value chain to take best advantage of their economic potential. The U.S. Department of Energy tasked the independent consultancy GL Garrad Hassan (GL GH) with carrying out a review of the current capability of U.S. ports to support offshore wind project development and an assessment of the challenges and opportunities related to upgrading this capability to support the growth of as many as 54 gigawatts of offshore wind installed in U.S. waters by 2030. The GL GH report and the open-access web-based Ports Assessment Tool resulting from this study will aid decision-makers in making informed decisions regarding the choice of ports for specific offshore projects, and the types of investments that would be required to make individual port facilities suitable to serve offshore wind manufacturing, installation and/or operations. The offshore wind industry in the United States is still in its infancy and this study finds that additional port facilities capable of supporting offshore wind projects are needed to meet the anticipated project build-out by 2030; however, no significant barriers exist to prevent the development of such facilities. Furthermore, significant port capabilities are in place today with purpose-build port infrastructure currently being built. While there are currently no offshore wind farms operating in the United States, much of the infrastructure critical to the success of such projects does exist, albeit in the service of other industries.     Spatial variability of sea states is an important consideration when performing wave resource assessments and wave resource characterization studies for wave energy converter (WEC) test sites and commercial WEC deployments. This report examines the spatial variation of sea states offshore of Humboldt Bay, CA, using the wave model SWAN . The effect of depth and shoaling on bulk wave parameters is well resolved using the model SWAN with a 200 m grid. At this site, the degree of spatial variation of these bulk wave parameters, with shoaling generally perpendicular to the depth contours, is found to depend on the season. The variation in wave height , for example, was higher in the summer due to the wind and wave sheltering from the protruding land on the coastline north of the model domain. Ho wever, the spatial variation within an area of a potential Tier 1 WEC test site at 45 m depth and 1 square nautical mile is almost negligible; at most about 0.1 m in both winter and summer. The six wave characterization parameters recommended by the IEC 6 2600 - 101 TS were compared at several points along a line perpendicular to shore from the WEC test site . As expected, these parameters varied based on depth , but showed very similar seasonal trends.

    Perupetro`s recent announcement that 13 offshore exploration blocks of nearly 1 million acres each will be offered for bids in the fourth quarter of 1998 has reawakened interest in this extensive, largely unexplored area. The new government policy, combined with the results of modern, deep-probing seismic surveys, has already led to a stepped-up search for oil and gas that will probably escalate. Most of Peru`s ten coastal basins are entirely offshore, but at both ends of the 1,500-mile coastline the sedimentary basins stretch from onshore across the continental shelf and down the continental slope. Two of these basin areas, both in the north, have commercial production. The third, straddling the country`s southern border, has never been drilled either on land or offshore. The Peruvian sectors of these three basins total roughly 50,000 sq miles in area, 75% offshore. All have major oil and gas potential. They are described individually in this article, an update in the ongoing studies last reported at the 1998 Offshore Technology Conference and in the first article of this series.

    The search for oil and gas on the Outer Continental Shelf in the Atlantic continues. Hydrocarbon exploration efforts have been and probably will continue to be concentrated on four major sedimentary basins: the Georges Bank Basin, the Baltimore Canyon Trough, the Carolina Trough, and the Blake Plateau Basin. To date, 46 exploratory wells have been drilled in these areas, most of them in the Mid-Atlantic Planning Area where resource estimates indicate the hydrocarbon potential is the greatest of the three Atlantic Outer Continental Shelf planning areas. Currently, no operators are involved in exploration efforts in the Atlantic. No commercial discoveries have been announced. Since the first and most successful sale of Atlantic Outer Continental Shelf blocks in Lease Sale 40 in August 1976, there have been eight other sales bringing total revenues of almost $3 billion to the Federal Treasury. The current tentative milestone chart for the 5-year offshore leasing schedule calls for four additional lease sales to be held in the Atlantic Outer Continental Shelf. Although no firm plans have been made for the transportation of potential offshore hydrocarbons to onshore processing facilities, it is believed that oil would be transported by tanker or tug-barge system to existing refineries on the Raritan and Delaware Bays. Gas probably would be transported by pipeline to one of several onshore landfalls identifed by Atlantic Coast States and in Federal environmental impact documents. Recent onshore support for Atlantic Outer Continental Shelf exploration came from Davisville, Rhode Island, the only shore support base for the Atlantic that was active during 1984.     When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business. Congress has yet to resolve the issues, although a bill was proposed in 1980. 75 references. (DCK)

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

  12. Offshore Extension of Deccan Traps in Kachchh, Central Western India: Implications for Geological Sequestration Studies

    The Deccan basalts in central western India are believed to occupy large onshore-offshore area. Using geophysical and geological observations, onshore sub-surface structural information has been widely reported. On the contrary, information about offshore structural variations has been inadequate due to scarcity of marine geophysical data and lack of onshore-offshore lithological correlations. Till date, merely a few geophysical studies are reported that gauge about the offshore extent of Deccan Traps and the Mesozoic sediments (pre-Deccan). To fill this gap in knowledge, in this article, we present new geophysical evidences to demonstrate offshore continuation of the Deccan volcanics and the Mesozoic sediments. The offshore multi-channel seismic and onshore-offshore lithological correlations presented here confirm that the Mesozoic sedimentary column in this region is overlain by 0.2-1.2-km-thick basaltic cover. Two separate phases of Mesozoic sedimentation, having very distinctive physical and lithological characteristics, are observed between overlying basaltic rocks and underlying Precambrian basement. Using onshore-offshore seismic and borehole data this study provides new insight into the extent of the Deccan basalts and the sub-basalt structures. This study brings out a much clearer picture than that was hitherto available about the offshore continuation of the Deccan Traps and the Mesozoic sediments of Kachchh. Further, its implications in identifying long-term storage of anthropogenic CO{sub 2} within sub-basalt targets are discussed. The carbon sequestration potential has been explored through the geological assessment in terms of the thickness of the strata as well as lithology.

    This paper focuses on the analysis of a floating wind turbine under multidirectional wave loading. Special attention is given to the different methods used to synthesize the multidirectional sea state. This analysis includes the double-sum and single-sum methods, as well as an equal-energy discretization of the directional spectrum. These three methods are compared in detail, including the ergodicity of the solution obtained. From the analysis, the equal-energy method proved to be the most computationally efficient while still retaining the ergodicity of the solution. This method was chosen to be implemented in the numerical code FAST. Preliminary results on the influence of these wave loads on a floating wind turbine showed significant additional roll and sway motion of the platform.

  10. Factors affecting ductile fracture in offshore gas pipelines

    The results are presented of experimental research conducted during the past 3 year with the objective of understanding ductile fracture propagation in the offshore environment. Experiments have been conducted to examine decompression phenomenon inside the carrier pipe when the exhausting gas is in a simulated deep-water environment. Ductile fracture experiments of 12-inch pipe in a simulated deep offshore environment also have been examined. The most current research is designed to examine the pressure waves in the water surrounding the pipeline that are caused by the sudden release of gas from a rupture and the resulting lower differential pressure across the pipe wall thickness. The research to date suggests that long running ductile fracture propagation in an offshore pipline is less probable than in an onshore pipeline. Future research is planned with a full-scale experiment in a water-filled quarry and in the real offshore environment.
