    The potential operational impact of deploying 54 GW of offshore wind in the United States was examined. The capacity was not evenly distributed; instead, it was concentrated in regions with better wind quality and close to load centers (Table 1). A statistical analysis of offshore wind power time series was used to assess the effect on the power system. The behavior of offshore wind resembled that of onshore wind, despite the former presenting higher capacity factors, more consistent power output across seasons, and higher variability levels. Thus, methods developed to manage onshore wind variability can be extended and applied to offshore wind.

    Perupetro`s recent announcement that 13 offshore exploration blocks of nearly 1 million acres each will be offered for bids in the fourth quarter of 1998 has reawakened interest in this extensive, largely unexplored area. The new government policy, combined with the results of modern, deep-probing seismic surveys, has already led to a stepped-up search for oil and gas that will probably escalate. Most of Peru`s ten coastal basins are entirely offshore, but at both ends of the 1,500-mile coastline the sedimentary basins stretch from onshore across the continental shelf and down the continental slope. Two of these basin areas, both in the north, have commercial production. The third, straddling the country`s southern border, has never been drilled either on land or offshore. The Peruvian sectors of these three basins total roughly 50,000 sq miles in area, 75% offshore. All have major oil and gas potential. They are described individually in this article, an update in the ongoing studies last reported at the 1998 Offshore Technology Conference and in the first article of this series.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

    The Deccan basalts in central western India are believed to occupy large onshore-offshore area. Using geophysical and geological observations, onshore sub-surface structural information has been widely reported. On the contrary, information about offshore structural variations has been inadequate due to scarcity of marine geophysical data and lack of onshore-offshore lithological correlations. Till date, merely a few geophysical studies are reported that gauge about the offshore extent of Deccan Traps and the Mesozoic sediments (pre-Deccan). To fill this gap in knowledge, in this article, we present new geophysical evidences to demonstrate offshore continuation of the Deccan volcanics and the Mesozoic sediments. The offshore multi-channel seismic and onshore-offshore lithological correlations presented here confirm that the Mesozoic sedimentary column in this region is overlain by 0.2-1.2-km-thick basaltic cover. Two separate phases of Mesozoic sedimentation, having very distinctive physical and lithological characteristics, are observed between overlying basaltic rocks and underlying Precambrian basement. Using onshore-offshore seismic and borehole data this study provides new insight into the extent of the Deccan basalts and the sub-basalt structures. This study brings out a much clearer picture than that was hitherto available about the offshore continuation of the Deccan Traps and the Mesozoic sediments of Kachchh. Further, its implications in identifying long-term storage of anthropogenic CO{sub 2} within sub-basalt targets are discussed. The carbon sequestration potential has been explored through the geological assessment in terms of the thickness of the strata as well as lithology.

    In July 1980, the Office of Outer Continental Shelf (OCS) Information issued an initial report called Outer Continental Shelf Oil and Gas Activities in the South Atlantic (US) and their Onshore Impacts: A Summary Report, July 1980. The purpose of this report was to provide State and local governments with current information about offshore oil and gas resources and onshore activity in the area extending from Cape Hatteras, North Carolina, to Cape Canaveral, Florida. This information was designed to assist in socioeconomic planning for the onshore impacts of oil and gas development in the affected areas. This report, Update 2, discusses Outer Continental Shelf oil and gas activities and their onshore impacts for the period of February 1981 to August 1981. Because of the minimal offshore oil- and gas-related activity in the South Atlantic Region, the onshore impacts are also minimal. Very little, if any, development has occurred as a result of exploration or development. Even though the South Atlantic OCS does contain large areas with hydrocarbon potential, little optimism has been generated by exploration associated with Lease Sale 43. Lease Sale 56 included tracts with geologic conditions more favorable to the generation, migration, and accumulation of hydrocarbons, especially the deepwatr tracts, but industry showed moderate interest in the first deepwater lease sale. The level of nearshore and onshore activity may increase with exploration associated with Lease Sale 56. More permanent onshore development will be contingent on the outcome of exploration efforts.

  17. Factors affecting ductile fracture in offshore gas pipelines

    The results are presented of experimental research conducted during the past 3 year with the objective of understanding ductile fracture propagation in the offshore environment. Experiments have been conducted to examine decompression phenomenon inside the carrier pipe when the exhausting gas is in a simulated deep-water environment. Ductile fracture experiments of 12-inch pipe in a simulated deep offshore environment also have been examined. The most current research is designed to examine the pressure waves in the water surrounding the pipeline that are caused by the sudden release of gas from a rupture and the resulting lower differential pressure across the pipe wall thickness. The research to date suggests that long running ductile fracture propagation in an offshore pipline is less probable than in an onshore pipeline. Future research is planned with a full-scale experiment in a water-filled quarry and in the real offshore environment.

    At the present, there are no operators drilling in the Mid-Atlantic Region. The prime targets for future exploration will be in areas of 3000 to 6000 feet (914 to 1829 m) depth of water, seaward of previously leased tracts. No commercial discoveries have been found during the 4-year drilling history of the area. Because of the minimal offshore oil- and gas-related activity in the Mid-Atlantic Region, the onshore impacts are also minimal. Little development has occurred as a result of exploration or development. The level of nearshore and onshore activity may increase with exploration associated with upcoming Lease Sale 59. More permanent onshore development will be contingent on the outcome of future exploration efforts. After Lease Sale 59, the next sale is Lease Sale 76, which is tentatively scheduled for March 1983.

    Addressing the urgent need to develop LCOE competitive renewable energy solutions for US energy security and to replace fossil-fuel generation with the associated benefits to environment impacts including a reduction in CO2 emissions, this Project focused on the advantages of using hydraulic energy transfer (HET) in large-scale Marine Hydrokinetic (MHK) systems for harvesting off-shore tidal energy in US waters. A recent DOE resource assessment, identifies water power resources have a potential to meet 15% of the US electric supply by 2030, with MHK technologies being a major component. The work covered a TRL-4 laboratory proof-in-concept demonstration plus modeling of a 15MW full scale system based on an approach patented by NASA-JPL, in which submerged high-ratio gearboxes and electrical generators in conventional MHK turbine systems are replaced by a submerged hydraulic radial pump coupled to on-shore hydraulic motors driving a generator. The advantages are; first, the mean-time-between-failure (MTBF), or maintenance, can be extended from approximately 1 to 5 years and second, the range of tidal flow speeds which can be efficiently harvested can be extended beyond that of a conventional submerged generator. The approach uses scalable, commercial-off-the-shelf (COTS) components, facilitating scale-up and commercialization. All the objectives of the Project have been successfully met (1) A TRL4 system was designed, constructed and tested. It simulates a tidal energy turbine, with a 2-m diameter blade in up to a 2.9 m/sec flow. The system consists of a drive motor assembly providing appropriate torque and RPM, attached to a radial piston pump. The pump circulates pressurized, environmentally-friendly, HEES hydraulic fluid in a closed loop to an axial piston motor which drives an electrical generator, with a resistive load.     This paper introduces the concept of constant Volt/Hz operation of offshore wind power plants. The deployment of offshore WPPs requires power transmission from the plant to the load center inland. Since this power transmission requires submarine cables, there is a need to use High-Voltage Direct Current transmission, which is economical for transmission distances longer than 50 kilometers. In the concept presented here, the onshore substation is operated at 60 Hz synced with the grid, and the offshore substation is operated at variable frequency and voltage, thus allowing the WPP to be operated at constant Volt/Hz.

    The National Energy Board approved a natural gas pipeline to be built by the proponents of the Sable Offshore Energy Project within a specified 500-meter-wide corridor. The pipeline will run from an offshore platform near Sable Island to a gas plant on the Nova Scotia mainland. This report summarizes proceedings of hearings held to determine the detailed route of the pipeline within the specified corridor and to consider the most appropriate methods and timing of constructing the pipeline. Specific objections to the detailed route from holders of mineral rights licenses are noted and a Board decision on the detailed route is presented.

    This paper describes a new long-life Seafloor Earthquake Measurement System (SEMS) and presents earthquake data obtained from the seafloor near an offshore oil production field. The SEMS is a battery-powered (8 year life) digital data acquisition system which telemeters data via a sonar link. Seafloor earthquake data from SEMS indicate that the seafloor vertical acceleration is nearly an order of magnitude weaker than the corresponding on-shore vertical motions. The importance of the SEMS measurements in designing earthquake-resistant offshore structures is also described. 13 refs., 6 figs., 1 tab.

    No matter the source, offshore wind energy plant cost estimates are significantly higher than for land-based projects. For instance, a National Renewable Energy Laboratory (NREL) review on the 2010 cost of wind energy found baseline cost estimates for onshore wind energy systems to be 71 dollars per megawatt-hour ($/MWh), versus 225 $/MWh for offshore systems. There are many ways that innovation can be used to reduce the high costs of offshore wind energy. However, the use of such innovation impacts the cost of energy because of the highly coupled nature of the system. For example, the deployment of multimegawatt turbines can reduce the number of turbines, thereby reducing the operation and maintenance (O&M) costs associated with vessel acquisition and use. On the other hand, larger turbines may require more specialized vessels and infrastructure to perform the same operations, which could result in higher costs. To better understand the full impact of a design decision on offshore wind energy system performance and cost, a system analysis approach is needed. In 2011-2012, NREL began development of a wind energy systems engineering software tool to support offshore wind energy system analysis. The tool combines engineering and cost models to represent an entire offshore wind energy plant and to perform system cost sensitivity analysis and optimization. Initial results were collected by applying the tool to conduct a sensitivity analysis on a baseline offshore wind energy system using 5-MW and 6-MW NREL reference turbines. Results included information on rotor diameter, hub height, power rating, and maximum allowable tip speeds.

    This paper discusses the design, construction, and initial application of a structure for supporting a coiled tubing injector head, bottom hole drilling assembly and pressurized lubricator. The paper includes a discussion of the features desired for the structure and how these were addressed during the design. The manufacturing of the support tower and its support platform are then discussed. On site assembly procedures for the movable structure are presented along with photographs of the deployed rig in service. The versatility and usefulness of the structure are discussed from the end users point of view.

Desk-top research was performed to select anchorage sites and to secure permits to deploy the buoy. The project also collected and analyzed data essential to wind industry investment decision-making including: deploying highly mobile floating equipment to gather offshore wind data; correlating offshore wind data with conventional on-shore MET tower data; and performing studies that can contribute to the advancement and deployment of offshore wind technologies.     The configuration and stability of the present coast line near Abalone Cove, on the south side of Palos Verdes Peninsula, California is related to the geology, oceanographic conditions, and recent and ancient landslide activity. This case study utilizes offshore high resolution seismic profiles, side-scan sonar, diving, and coring, to relate marine geology to the stability of a coastal region with known active landslides utilizing a desk top computer and off-the-shelf software. Electronic navigation provided precise positioning that when applied to computer generated charts permitted correlation of survey data needed to define the offshore geology and sea floor sediment patterns. A mackintosh desk-top computer and commercially available off-the-shelf software provided the analytical tools for constructing a base chart and a means to superimpose template overlays of topography, isopachs or sediment thickness, bottom roughness and sediment distribution patterns. This composite map of offshore geology and oceanography was then related to an extensive engineering and geological land study of the coastal zone forming Abalone Cove, an area of active landslides. Vibrocoring provided ground sediment data for high resolution seismic traverses. This paper details the systems used, present findings relative to potential landslide movements, coastal erosion and discuss how conclusions were reached to determine whether or not onshore landslide failures extend offshore.

    Twin oil (20 and 24 inch) and gas (20 and 48 inch) pipeline systems stretching 800 km are being constructed to connect offshore hydrocarbon deposits from the Sakhalin II concession in the North to an LNG plant and oil export terminal in the South of Sakhalin island. The onshore pipeline route follows a regional fault zone and crosses individual active faults at 19 locations. Sakhalin Energy, Design and Construction companies took significant care to ensure the integrity of the pipelines, should large seismic induced ground movements occur during the Operational life of the facilities. Complex investigations including the identification of the active faults, their precise location, their particular displacement values and assessment of the fault kinematics were carried out to provide input data for unique design solutions. Lateral and reverse offset displacements of 5.5 and 4.5 m respectively were determined as the single-event values for the design level earthquake (DLE)--the 1000-year return period event. Within the constraints of a pipeline route largely fixed, the underground pipeline fault crossing design was developed to define the optimum routing which would minimize stresses and strain using linepipe materials which had been ordered prior to the completion of detailed design, and to specify requirements for pipe trenching shape, materials, drainage system, etc. This Paper describes the steps followed to formulate the concept of the special trenches and the analytical characteristics of the Model.

    The search for oil and gas on the Outer Continental Shelf in the Atlantic continues. Hydrocarbon exploration efforts have been and probably will continue to be concentrated on four major sedimentary basins: the Georges Bank Basin, the Baltimore Canyon Trough, the Carolina Trough, and the Blake Plateau Basin. To date, 46 exploratory wells have been drilled in these areas, most of them in the Mid-Atlantic Planning Area where resource estimates indicate the hydrocarbon potential is the greatest of the three Atlantic Outer Continental Shelf planning areas. Currently, no operators are involved in exploration efforts in the Atlantic. No commercial discoveries have been announced. Since the first and most successful sale of Atlantic Outer Continental Shelf blocks in Lease Sale 40 in August 1976, there have been eight other sales bringing total revenues of almost $3 billion to the Federal Treasury. The current tentative milestone chart for the 5-year offshore leasing schedule calls for four additional lease sales to be held in the Atlantic Outer Continental Shelf. Although no firm plans have been made for the transportation of potential offshore hydrocarbons to onshore processing facilities, it is believed that oil would be transported by tanker or tug-barge system to existing refineries on the Raritan and Delaware Bays. Gas probably would be transported by pipeline to one of several onshore landfalls identifed by Atlantic Coast States and in Federal environmental impact documents. Recent onshore support for Atlantic Outer Continental Shelf exploration came from Davisville, Rhode Island, the only shore support base for the Atlantic that was active during 1984. Three maps are provided in the back pocket of this report for the North Atlantic, Mid-Atlantic and South Atlantic planning areas. 29 refs., 8 figs., 6 tabs.

The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE).   11. Grid Simulator for Testing a Wind Turbine on Offshore Floating Platform

    An important aspect of such offshore testing of a wind turbine floating platform is electrical loading of the wind turbine generator. An option of interconnecting the floating wind turbine with the onshore grid via submarine power cable is limited by many factors such as costs and associated environmental aspects (i.e., an expensive and lengthy sea floor study is needed for cable routing, burial, etc). It appears to be a more cost effective solution to implement a standalone grid simulator on a floating platform itself for electrical loading of the test wind turbine. Such a grid simulator must create a stable fault-resilient voltage and frequency bus (a micro grid) for continuous operation of the test wind turbine. In this report, several electrical topologies for an offshore grid simulator were analyzed and modeled.

  12. Experiences from the offshore installation of a composite materials firewater system

    A prototype 300 m composite dry deluge firewater system was installed in December 1991 at the Valhall Field in the southern North Sea Norwegian offshore sector. This installation followed successful safety verification of the explosion and fire resistant design concept consisting of glass-fiber reinforced epoxy (GRE) piping components protected with a reinforced intumescent epoxy fire insulation. The installation was based primarily on the use of prefabricated GRE piping spools and fire insulation cast onto the piping or applied in the form of cast half shells. Significant experiences gained from the project are described. These experiences involve pre-engineering activities, detailed engineering, onshore fabrication, shipping, offshore hook-up, quality assurance, safety and economics. Although the overall installation was successful and the system is functioning as intended, areas of possible optimization and cost reduction for future composite firewater systems were identified. These findings are also briefly reviewed.

    Aeroelastic simulation tools are routinely used to design and analyze onshore wind turbines, in order to obtain cost effective machines that achieve favorable performance while maintaining structural integrity. These tools employ sophisticated models of wind-inflow; aerodynamic, gravitational, and inertial loading of the rotor, nacelle, and tower; elastic effects within and between components; and mechanical actuation and electrical responses of the generator and of control and protection systems. For offshore wind turbines, additional models of the hydrodynamic loading in regular and irregular seas, the dynamic coupling between the support platform motions and wind turbine motions, and the dynamic characterization of mooring systems for compliant floating platforms are also important. Hydrodynamic loading includes contributions from hydrostatics, wave radiation, and wave scattering, including free surface memory effects. The integration of all of these models into comprehensive simulation tools, capable of modeling the fully coupled aeroelastic and hydrodynamic responses of floating offshore wind turbines, is presented.

    The U.S. Environmental Protection Agency (EPA) is developing regulations that would establish requirements for discharging synthetic-based drill cuttings from offshore wells into the ocean. Justification for allowing discharges of these cuttings is that the environmental impacts from discharging drilling wastes into the ocean may be less harmful than the impacts from hauling them to shore for disposal. In the past, some onshore commercial facilities that disposed of these cuttings were improperly managed and operated and left behind environmental problems. This report provides background information on commercial waste disposal facilities in Texas, Louisiana, California, and Alaska that received or may have received offshore drilling wastes in the past and are now undergoing cleanup.

    A compliant offshore platform is described for use in hydrocarbon drilling and producing operations, comprising: a deck; a substantially rigid vertical tower adapted to support the deck above the ocean surface. The tower has a base and is adapted to pivot relative to the ocean floor about its base in response to the action of waves. The combination of the deck and tower have a net negative buoyancy and are free from guyline support; and means for applying a vertical couple to the tower in response to pivoting of the tower. The couple is applied at a position on the tower intermediate the tower base and the bottom of the wave zone of the ocean environment in which the tower is situated. The vertical couple tends to resist sway of the tower away from the vertical.

    In this study, we develop an updated global estimate of onshore wind energy potential using reanalysis wind speed data, along with updated wind turbine technology performance and cost assumptions as well as explicit consideration of transmission distance in the calculation of transmission costs. We find that wind has the potential to supply a significant portion of world energy needs, although this potential varies substantially by region as well as with assumptions such as on what types of land can be used to site wind farms. Total global wind potential under central assumptions is estimated to be approximately 89 petawatt hours per year at less than 9 cents/kWh with substantial regional variations. One limitation of global wind analyses is that the resolution of current global wind speed reanalysis data can result in an underestimate of high wind areas. A sensitivity analysis of eight key parameters is presented. Wind potential is sensitive to a number of input parameters, particularly those related to land suitability and turbine density as well as cost and financing assumptions which have important policy implications. Transmission cost has a relatively small impact on total wind costs, changing the potential at a given cost by 20-30%. As a result of sensitivities studied here we suggest that further research intended to inform wind supply curve development focus not purely on physical science, such as better resolved wind maps, but also on these less well-defined factors, such as land-suitability, that will also have an impact on the long-term role of wind power.

    Operations and maintenance costs for offshore wind plants are expected to be significantly higher than the current costs for onshore plants. One way in which these costs may be able to be reduced is through the use of a structural health and prognostic management system as part of a condition based maintenance paradigm with smart load management. To facilitate the creation of such a system a multiscale modeling approach has been developed to identify how the underlying physics of the system are affected by the presence of damage and how these changes manifest themselves in the operational response of a full turbine. The developed methodology was used to investigate the effects of a candidate blade damage feature, a trailing edge disbond, on a 5-MW offshore wind turbine and the measurements that demonstrated the highest sensitivity to the damage were the local pitching moments around the disbond. The multiscale method demonstrated that these changes were caused by a local decrease in the blade's torsional stiffness due to the disbond, which also resulted in changes in the blade's local strain field. Full turbine simulations were also used to demonstrate that derating the turbine power by as little as 5% could extend the fatigue life of a blade by as much as a factor of 3. The integration of the health monitoring information, conceptual repair cost versus damage size information, and this load management methodology provides an initial roadmap for reducing operations and maintenance costs for offshore wind farms while increasing turbine availability and overall profit.

    Floating offshore wind turbines (FOWTs) present complex design challenges due to the coupled dynamics of the platform motion, mooring system, and turbine control systems, in response to wind and wave loading. This can lead to higher extreme and fatigue loads than a comparable fixed bottom or onshore system. Previous research[1] has shown the potential to reduced extreme and fatigue loads on FOWT using tuned mass dampers (TMD) for structural control. This project aims to reduce maximum loads using passive TMDs located at the tower top during extreme storm events, when grid supplied power for other controls systems may not be available. The Alstom Haliade 6MW wind turbine is modelled on the Glosten Pelastar tension-leg platform (TLP). The primary objectives of this project are to provide a preliminary assessment of the load reduction potential of passive TMDs on real wind turbine and TLP designs.

    FAST, developed by the National Renewable Energy Laboratory (NREL), is an aero-hydro-servo-elastic tool widely used for analyzing onshore and offshore wind turbines. This paper discusses recent modifications made to FAST to enable the examination of offshore wind turbines with fixed-bottom, multi-member support structures (which are commonly used in transitional-depth waters).; This paper addresses the methods used for incorporating the hydrostatic and hydrodynamic loading on multi-member structures in FAST through its hydronamic loading module, HydroDyn. Modeling of the hydrodynamic loads was accomplished through the incorporation of Morison and buoyancy loads on the support structures. Issues addressed include how to model loads at the joints of intersecting members and on tapered and tilted members of the support structure. Three example structures are modeled to test and verify the solutions generated by the modifications to HydroDyn, including a monopile, tripod, and jacket structure. Verification is achieved through comparison of the results to a computational fluid dynamics (CFD)-derived solution using the commercial software tool STAR-CCM+.

    Technology which allows pipelines to be installed in bundles is expediting pipelay operations in the North Sea. This paper reports how the piggyback system was recently used on 60 km of North Sea gas pipelines for three major projects. For 7 years the practice of installing two or more pipelines in one operation has become an established practice for North Sea offshore oil and gas projects. The technique, commonly referred to as a piggyback operation, reduces installation costs, improves operation reliability, and cuts maintenance time.
