    The TWRS Authorization Basis (AB) consists of a set of documents identified by TWRS management with the concurrence of DOE-RL. Upon implementation of the TWRS Basis for Interim Operation (BIO) and Technical Safety Requirements (TSRs), the AB list will be revised to include the BIO and TSRs. Some documents that currently form part of the AB will be removed from the list. This SD identifies each - requirement from those documents, and recommends a disposition for each to ensure that necessary requirements are retained when the AB is revised to incorporate the BIO and TSRs. This SD also identifies documents that will remain part of the AB after the BIO and TSRs are implemented. This document does not change the AB, but provides guidance for the preparation of change documentation.

    The Federal Internetworking Requirements Panel (FIRP) was established by the National Institute of Standards and Technology (NIST) to reassess Federal requirements for open systems networks and to recommend policy on the Government`s use of networking standards. The Panel was chartered to recommend actions which the Federal Government can take to address the short and long-term issues of interworking and convergence of networking protocols--particularly the Internet Protocol Suite (IPS) and Open Systems Interconnection (OSI) protocol suite and, when appropriate, proprietary protocols. The Panel was created at the request of the Office of Management and Budget in collaboration with the Federal Networking Council and the Federal Information Resources Management Policy Council.     The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In August 2009 ESnet and the Office of High Energy Physics (HEP), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by HEP. The International HEP community has been a leader in data intensive science from the beginning. HEP data sets have historically been the largest of all scientific data sets, and the communty of interest the most distributed. The HEP community was also the first to embrace Grid technologies. The requirements identified at the workshop are summarized below, and described in more detail in the case studies and the Findings section: (1) There will be more LHC Tier-3 sites than orginally thought, and likely more Tier-2 to Tier-2 traffic than was envisioned. It it not yet known what the impact of this will be on ESnet, but we will need to keep an eye on this traffic. (2) The LHC Tier-1 sites (BNL and FNAL) predict the need for 40-50 Gbps of data movement capacity in 2-5 years, and 100-200 Gbps in 5-10 years for HEP program related traffic. Other key HEP sites include LHC Tier-2 and Tier-3 sites, many of which are located at universities. To support the LHC, ESnet must continue its collaborations with university and international networks. (3) While in all cases the deployed 'raw' network bandwidth must exceed the user requirements in order to meet the data transfer and reliability requirements, network engineering for trans-Atlantic connectivity

    This report is an exposition of the revenue requirements method for project evaluation in the electric utility industry. The results are developed from first principles of economics and finance. Application of the results is illustrated by a series of hypothetical calculations. Revenue requirements are a way of expressing the costs associated with an investment. The revenue requirements method can be used to choose among alternatives that provide an equivalent amount and quality of service. If alternatives do not provide equivalent service, then the appropriate economic comparison depends on the value of service as well as the cost. Market discount rates rather than so-called ''customer discount rates'' should be used to calculate the present value of revenue requirements. In general, however, the risk-adjusted discount rates that are appropriate for calculating the present value of revenue requirements differ from those used to calculate net present value.

    The Revenue Requirements Model (RRM) is designed to estimate the impact of various regulatory and economic policy variables on the total revenue requirements of electric utilities. The RRM is built to utilize financial data extracted from the Standard and Poor's (S and P) Compustat II Utility data base (a proprietary data base). The RRM uses a simplified regulatory accounting framework to estimate the cost of service of the electric operations of utilities. The RRM is written in SAS, a proprietary software system. The RRM produces a series of reports including a summary of key data utilized therein, an income statement, revenue requirements, and selected key financial measures.     This report documents the research effort to determine the requirements for new or improved analysis tools to support decisions at the strategic and operational levels for military Operations Other than War (OOTW). The work was performed for the Commander in Chief, U.S. Pacific Command (USCINCPAC). The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff`s Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

    In FY14 we completed the design of the beam line for the linear accelerator production design concept. This design included a set of three bending magnets, quadrupole focusing magnets, and octopoles to flatten the beam on target. This design was generic and applicable to multiple different accelerators if necessary. In FY15 we built on that work to create specifications for the individual beam optic elements, including power supply requirements. This report captures the specification of beam line components with initial cost estimates for the NorthStar production facility.This report is organized as follows: The motivation of the beamline design is introduced briefly, along with renderings of the design. After that, a specific list is provided, which accounts for each beamline component, including part numbers and costs, to construct the beamline. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In May 2008, ESnet and the Nuclear Physics (NP) Program Office of the DOE Office of Science organized a workshop to characterize the networking requirements of the science programs funded by the NP Program Office. Most of the key DOE sites for NP related work will require significant increases in network bandwidth in the 5 year time frame. This includes roughly 40 Gbps for BNL, and 20 Gbps for NERSC. Total transatlantic requirements are on the order of 40 Gbps, and transpacific requirements are on the order of 30 Gbps. Other key sites are Vanderbilt University and MIT, which will need on the order of 20 Gbps bandwidth to support data transfers for the CMS Heavy Ion program. In addition to bandwidth requirements, the workshop emphasized several points in regard to science process and collaboration. One key point is the heavy reliance on Grid tools and infrastructure (both PKI and tools such as GridFTP) by the NP community. The reliance on Grid software is expected to increase in the future. Therefore, continued development and support of Grid software is very important to the NP science community. Another key finding is that scientific productivity is greatly enhanced by easy researcher-local access to instrument data. This is driving the creation of distributed repositories for instrument data at collaborating institutions, along with a corresponding increase in demand for network-based data transfers and the tools

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compatibility between SP-100 systems and the NSTS.

    Lockheed Idaho Technologies Company (LITCO) used a systems engineering approach to develop the first formal requirements baseline for Idaho National Engineering Laboratory (INEL) Environmental Management (EM) Programs. The recently signed Settlement Agreement with the State of Idaho (Batt Agreement), along with dramatically reduced EM funding targets from Department of Energy (DOE) headquarters, drove the immediacy of this effort. Programs have linked top-level requirements to work scope to cost estimates. All EM work, grouped by decision units, was scrubbed by INEL EM programs and by an independent {open_quotes}Murder Board.{close_quotes} Direct participation of upper level management from LITCO and the DOE-Idaho Operations Office ensured best information and decisions. The result is a scrubbed down, defensible budget tied to top-level requirements for use in the upcoming DOE-Headquarters` budget workout, the Internal Review Board, the FY98 Activity Data Sheets submittal, and preparation of the FY97 control accounts and out-year plans. In addition to the remarkable accomplishments during the past eight weeks, major issues were identified and documented and follow-on tasks are underway which will lead to further improvements in INEL EM program management.

    Motorola Inc., in conjunction with ITT Cannon, has conducted a study to develop information to facilitate the selection of existing, commercial, electrical termination hardware for photovoltaic modules and arrays. Details of the study are presented in this volume. Module and array design parameters were investigated and recommendations were developed for use in surveying, evaluating, and comparing electrical termination hardware. Electrical termination selection criteria factors were developed and applied to nine generic termination types in each of the four application sectors. Remote, residential, intermediate and industrial. Existing terminations best suited for photovoltaic modules and arrays were identified. Cost information was developed to identify cost drivers and/or requirements which might lead to cost reductions. The general conclusion is that there is no single generic termination that is best suited for photovoltaic application, but that the appropriate termination is strongly dependent upon the module construction and its support structure as well as the specific application sector.

    In recognition of the increasing attention being focused on In Situ Decommissioning (ISD or entombment) as an acceptable and beneficial decommissioning end state, the Department of Energy's (DOE) Office of Environmental Management (EM) is developing guidance for the implementation of ISD of excess facilities within the DOE complex. Consistent with the overarching DOE goals for increased personnel and environmental safety, reduced technical uncertainties and risks, and overall gains in efficiencies and effectiveness, EM's Office of Deactivation and Decommissioning and Facility Engineering (EM-23) initiated efforts to identify the technical barriers and technology development needs for the optimal implementation of ISD. Savannah River National Laboratory (SRNL), as the EM Corporate Laboratory, conducted an ISD Technology Needs Workshop to identify the technology needs at DOE sites. The overall goal of the workshop was to gain a full understanding of the specific ISD technical challenges, the technologies available, and those needing development. The ISD Workshop was held December 9-10, 2008 in Aiken, SC. Experienced decommissioning operations personnel from Richland Operations Office (RL), Idaho National Laboratory (INL) and Savannah River Site (SRS) along with scientists and engineers specific expertise were assembled to identify incremental and 'game changing' solutions to ISD technology challenges. The workshop and follow-up activities yielded 14 technology needs statements and the recommendation that EM-23 prioritize and pursue the following specific technology development and deployment actions. For each action, the recommended technology acquisition mechanisms (competitive solicitation (CS) or direct funding (TCR)) are provided. Activities that are time critical for ISD projects, or require unique capabilities that reside in the DOE Laboratory system will be funded directly to those institutions.     The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the U.S. Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States of America. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In March 2008, ESnet and the Fusion Energy Sciences (FES) Program Office of the DOE Office of Science organized a workshop to characterize the networking requirements of the science programs funded by the FES Program Office. Most sites that conduct data-intensive activities (the Tokamaks at GA and MIT, the supercomputer centers at NERSC and ORNL) show a need for on the order of 10 Gbps of network bandwidth for FES-related work within 5 years. PPPL reported a need for 8 times that (80 Gbps) in that time frame. Estimates for the 5-10 year time period are up to 160 Mbps for large simulations. Bandwidth requirements for ITER range from 10 to 80 Gbps. In terms of science process and collaboration structure, it is clear that the proposed Fusion Simulation Project (FSP) has the potential to significantly impact the data movement patterns and therefore the network requirements for U.S. fusion science. As the FSP is defined over the next two years, these changes will become clearer. Also, there is a clear and present unmet need for better network connectivity between U.S. FES sites and two Asian fusion experiments--the EAST Tokamak in China and the KSTAR Tokamak in South Korea. In addition to achieving its goal of collecting and characterizing the network requirements of the science endeavors funded by the FES Program Office, the workshop emphasized that there is a need for research into better ways of conducting remote

    We report on the requirements workshop for a new project, the International Shock-Wave database (ISWdb), which was held October 31 - November 2, 2011, at GSI, Darmstadt, Germany. Participants considered the idea of this database, its structure, technical requirements, content, and principles of operation. This report presents the consensus conclusions from the workshop, key discussion points, and the goals and plan for near-term and intermediate-term development of the ISWdb. The main points of consensus from the workshop were: (1) This international database is of interest and of practical use for the shock-wave and high pressure physics communities; (2) Intermediate state information and off-Hugoniot information is important and should be included in ISWdb; (3) Other relevant high pressure and auxiliary data should be included to the database, in the future; (4) Information on the ISWdb needs to be communicated, broadly, to the research community; and (5) Operating structure will consist of an Advisory Board, subject-matter expert Moderators to vet submitted data, and the database Project Team. This brief report is intended to inform the shock-wave research community and interested funding agencies about the project, as its success, ultimately, depends on both of these groups finding sufficient value in the database to use it, contribute to it, and support it.

    This report sets forth the system requirements for a Solar Controlled-Environment Agriculture System (SCEAS) Project. In the report a conceptual baseline system description for an engineering test facility is given. This baseline system employs a fluid roof/roof filter in combination with a large storage tank and a ground water heat exchanger in order to provide cooling and heating as needed. Desalination is accomplished by pretreatment followed by reverse osmosis. Energy is provided by means of photovoltaics and wind machines in conjunction with storage batteries. Site and climatic data needed in the design process are given. System performance specifications and integrated system design criteria are set forth. The overall goal of this research project is to support innovation in new nuclear power plant designs. This project is examining the implications, for future reactors and future safety regulation, of utilizing a new risk-informed regulatory system as a replacement for the current system. This innovation will be made possible through development of a scientific, highly risk-formed approach for the design and regulation of nuclear power plants. This approach will include the development and/or confirmation of corresponding regulatory requirements and industry standards. The major impediment to long term competitiveness of new nuclear plants in the U.S. is the capital cost component--which may need to be reduced on the order of 35% to 40% for Advanced Light Water Reactors (ALWRS) such as System 80+ and Advanced Boiling Water Reactor (ABWR). The required cost reduction for an ALWR such as AP600 or AP1000 would be expected to be less. Such reductions in capital cost will require a fundamental reevaluation of the industry standards and regulatory bases under which nuclear plants are designed and licensed. Fortunately, there is now an increasing awareness that many of the existing regulatory requirements and industry standards are not significantly contributing to safety and reliability and, therefore, are unnecessarily adding to nuclear plant costs. Not only does this degrade the economic competitiveness of nuclear energy, it results in unnecessary costs to the American electricity consumer. While addressing these concerns, this research project will be coordinated with current efforts of industry and NRC to develop risk-informed, performance-based regulations that affect the operation of the existing nuclear plants; however, this project will go further by focusing on the design of new plants.

    This report provides the technical justification for locating a large detector underground in a US based Deep Underground Science and Engineering Laboratory. A large detector with a fiducial mass greater than 100 kTon will most likely be a multipurpose facility. The main physics justification for such a device is detection of accelerator generated neutrinos, nucleon decay, and natural sources of neutrinos such as solar, atmospheric and supernova neutrinos. The requirement on the depth of this detector will be guided by the rate of signals from these sources and the rate of backgrounds from cosmic rays over a very wide range of energies (from solar neutrino energies of 5 MeV to high energies in the range of tens of GeV). For the present report, we have examined the depth requirement for a large water Cherenkov detector and a liquid argon time projection chamber. There has been extensive previous experience with underground water Cherenkov detectors such as IMB, Kamioka, and most recently, Super-Kamiokande which has a fiducial mass of 22 kTon and a total mass of 50 kTon at a depth of 2700 meters-water-equivalent. Projections for signal and background capability for a larger and deeper (or shallower) detectors of this type can be scaled from these previous detectors. The liquid argon time projection chamber has the advantage of being a very fine-grained tracking detector, which provides enhanced capability for background rejection. In the current work we have taken the approach that the depth should be sufficient to suppress the cosmogenic background below predicted signal rates for either of the above two technologies.     A decision was made early in the Tri-Lab Usage Model process, that the collection of the user requirements be separated from the document describing capabilities of the user environment. The purpose in developing the requirements as a separate document was to allow the requirements to take on a higher-level view of user requirements for ASC platforms in general. In other words, a separate ASC user requirement document could capture requirements in a way that was not focused on ''how'' the requirements would be fulfilled. The intent of doing this was to create a set of user requirements that were not linked to any particular computational platform. The idea was that user requirements would endure from one ASC platform user environment to another. The hope was that capturing the requirements in this way would assist in creating stable user environments even though the particular platforms would be evolving and changing. In order to clearly make the separation, the Tri-lab S&CS program decided to create a new title for the requirements. The user requirements became known as the ASC Computational Environment (ACE) Requirements.

    Compliance with the reporting requirements of Section 15 12 is a main focus of post-award activities for awards funded by ARRA. The Recovery Operations Group of the Office of Performance Analysis and Evaluation in the Office of the Chief Financial Officer has been tracking compliance with the reporting requirement for DOE. They developed the attached list of contractors and recipients that have failed to report.     A methodology was developed to compare the energy requirements of technologies for production of metals from ocean nodules with production of same metals from land based ores using conventional processes. The energy requirements for production of copper, nickel, cobalt, and manganese from ocean nodules are based on an ocean mining operation of 3 million tons per year of dry nodules. A linear relationship exists between the amount of nodules processed and the total energy so that the energy can be easily converted to other processing rates if desired.

Emissions of beryllium and aluminum were reported for activities permitted under 20.2.72 NMAC. Hazardous air pollutant emissions were reported from chemical use as well as from all combustion sources. In addition, estimates of particulate matter with diameter less than 2.5 micrometers and ammonia were provided as requested by the New Mexico Environment Department, Air Quality Bureau.

    Releases of various substances from DOE facilities may be subject to reporting requirements under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Emergency Planning and Community Right-to-Know Act (EPCRA), as well as DOE`s internal ``Occurrence Reporting and Processing of Operations Information`` and the ``Emergency Management System`` (EMS). CERCLA and EPCPA are Federal laws that require immediate reporting of a release of a Hazardous Substance (HS) and an Extremely Hazardous Substance (EHS), respectively, in a Reportable Quantity (RQ) or more within a 24-hour period. This guidance uses a flowchart, supplemental information, and tables to provide an overview of the process to be followed, and more detailed explanations of the actions that must be performed, when chemical releases of HSs, EHSs, pollutants, or contaminants occur at DOE facilities. This guidance should be used in conjunction with, rather than in lieu of, applicable laws, regulations, and DOE Orders.     The Joule Software Metric for Computational Effectiveness is established by Public Authorizations PL 95-91, Department of Energy Organization Act, and PL 103-62, Government Performance and Results Act. The U.S. Office of Management and Budget (OMB) oversees the preparation and administration of the President s budget; evaluates the effectiveness of agency programs, policies, and procedures; assesses competing funding demands across agencies; and sets the funding priorities for the federal government. The OMB has the power of audit and exercises this right annually for each federal agency. According to the Government Performance and Results Act of 1993 (GPRA), federal agencies are required to develop three planning and performance documents: 1.Strategic Plan: a broad, 3 year outlook; 2.Annual Performance Plan: a focused, 1 year outlook of annual goals and objectives that is reflected in the annual budget request (What results can the agency deliver as part of its public funding?); and 3.Performance and Accountability Report: an annual report that details the previous fiscal year performance (What results did the agency produce in return for its public funding?). OMB uses its Performance Assessment Rating Tool (PART) to perform evaluations. PART has seven worksheets for seven types of agency functions. The function of Research and Development (R&D) programs is included. R&D programs are assessed on the following criteria: Does the R&D program perform a clear role? Has the program set valid long term and annual goals? Is the program well managed? Is the program achieving the results set forth in its GPRA documents? In Fiscal Year (FY) 2003, the Department of Energy Office of Science (DOE SC-1) worked directly with OMB to come to a consensus on an appropriate set of performance measures consistent with PART requirements.     This compilation includes in the first two sections the reporting and recordkeeping requirements applicable to US Nuclear Regulatory Commission (NRC) licensees and applicants and to members of the public. It includes those requirements codified in Title 10 of the code of Federal Regulations, Chapter 1, on December 31, 1993. It also includes, in a separate section, any of those requirements that were superseded or discontinued between January 1992 and December 1993. Finally, the appendix lists mailing and delivery addresses for NRC Headquarters and Regional Offices mentioned in the compilation. The Office of Information Resources Management staff compiled this listing of reporting and recordkeeping requirements to briefly describe each in a single document primarily to help licensees readily identify the requirements. The compilation is not a substitute for the regulations, and is not intended to impose any new requirements or technical positions.     The Defense Fuel Supply Center (DFSC) is the management and procurement agency for petroleum for the Department of Defense. Its mission is to procure refined petroleum products to meet military service requirements worldwide and federal requirements within the United States. The procurement options analyzed are divided into two categories -- direct and indirect methods of acquiring products. Through the analysis discussed, it will be shown that the only viable solution to DFSC's problem lies in purchasing the desired quantities using direct acquisition methods by reducing the cost incurred to a refiner for supplying military products.

    The overall goal of this research project is to support innovation in new nuclear power plant designs. This project is examining the implications, for future reactors and future safety regulation, of utilizing a new risk-informed regulatory system as a replacement for the current system. This innovation will be made possible through development of a scientific, highly risk-informed approach for the design and regulation of nuclear power plants. This approach will include the development and.lor confirmation of corresponding regulatory requirements and industry standards. The major impediment to long term competitiveness of new nuclear plants in the U.S. is the capital cost component--which may need to be reduced on the order of 35% to 40% for Advanced Light Water Reactors (ALWRs) such as System 80+ and Advanced Boiling Water Reactor (ABWR). The required cost reduction for an ALWR such as AP600 or AP1000 would be expected to be less. Such reductions in capital cost will require a fundamental reevaluation of the industry standards and regulatory bases under which nuclear plants are designed and licensed. Fortunately, there is now an increasing awareness that many of the existing regulatory requirements and industry standards are not significantly contributing to safety and reliability and, therefore, are unnecessarily adding to nuclear plant costs. Not only does this degrade the economic competitiveness of nuclear energy, it results in unnecessary costs to the American electricity consumer. While addressing these concerns, this research project will be coordinated with current efforts of industry and NRC to develop risk-informed, performance-based regulations that affect the operation of the existing nuclear plants; however, this project will go farther by focusing on the design of new plants.

The added solar capacity will supply process heat to an existing copper smelting flash furnace of Finnish design as well as providing for the cogeneration of electricity by an added gas turbine system. Heat storage to accommodate periods of low solar insolation is accomplished by the innovative utilization of copper slag in a thermal energy storage system. This specification is limited (1) to those portions of the plant to be added or modified in order to accomplish the proposed solar retrofit, and (2) by the conceptual design nature of the contracted study. Section 1 of this specification describes the proposed modifications to existing site conditions and facilities, and the nomenclature used. Section 2 provides a listing of applicable standards and codes, publications, reference documentation, and regulatory information. Design and performance requirements to be met by this solar cogeneration facility are outlined in Section 3, and the environmental criteria applicable to the plant are addressed in Section 4. The solar cogeneration facility's characteristics and performance data are specified in Section 5, along with the plant cost and economic data. Simulation models are also described. Appendix B presents site facility information; Appendix C covers the determination of the physical and chemical properties of copper smelter slag; Appendix D presents estimating backup sheets.

    Catalytic Inc. was awarded a contract to conduct a preliminary system design and cost analysis for a brackish water desalination project to be located in Brownsville, Texas. System analyses and economic analyses were performed to define the baseline solar energy desalination system. The baseline system provides an average daily product water capacity of 6000 mT. The baseline system is optimal relative to technological risk, performance, and product water cost. Subsystems and their interfaces have been defined and product water cost projections made for commercial plants in a range of capacities. Science Applications, Inc. (SAI), subcontractor to Catalytic, had responsibility for the solar power system. This, the final report, summarizes the work performed under the Phase I effort.

    The Oil Pollution Act of 1990 directed the Secretary of Transportation to review and incorporate the results of past studies, including studies by the Coast Guard and Office of Technology Assessment (OTA). This literature search and review focuses on materials pertinent to determining or evaluating current and/or `best` practices, and not on the adequacy of current statutes or regulations. In addition, it is not the intention of the report to assess best practices (e.g., suggest the appropriate crew sizes or what navigation equipment should be required on tankers), but to establish the baseline for future study of best practices. The report does not provide answers to new analytical quations, but presents the status of research so that questions addressed previoulsy will not be duplicated by future studies.

    The high potential costs of compliance associated with new effluent guidelines for offshore and coastal oil and gas operations could significantly affect the economics of finding, developing, and producing oil and gas in the Gulf of Mexico. This report characterizes the potential economic impacts of alternative treatment and discharge regulations for produced water on reserves and production in Gulf of Mexico coastal, territorial and outer continental shelf (OCS) waters, quantifying the impacts of both recent regulatory changes and possible more stringent requirements. The treatment technologies capable of meeting these requirements are characterized in terms of cost, performance, and applicability to coastal and offshore situations. As part of this analysis, an extensive database was constructed that includes oil and gas production forecasts by field, data on existing platforms, and the current treatment methods in place for produced water treatment and disposal on offshore facilities. This work provides the first comprehensive evaluation of the impacts of alternative regulatory requirements for produced water management and disposal in coastal and offshore areas of the Gulf of Mexico.

    The tandem gene clusters orfR-ombB-omaB-omcB and orfS-ombC-omaC-omcC of the metal-reducing bacterium Geobacter sulfurreducens PCA are responsible for trans-outer membrane electron transfer during extracellular reduction of Fe(III)-citrate and ferrihydrite [a poorly crystalline Fe(III) oxide]. Each gene cluster encodes a putative transcriptional factor (OrfR/OrfS), a porin-like outer-membrane protein (OmbB/OmbC), a periplasmic c-type cytochrome (c-Cyt, OmaB/OmaC) and an outer-membrane c-Cyt (OmcB/OmcC). The individual roles of OmbB, OmaB and OmcB in extracellular reduction of Fe(III), however, have remained either uninvestigated or controversial. Here, we showed that replacements of ombB, omaB, omcB and ombB-omaB with an antibiotic gene in the presence of ombC-omaC-omcC had no impact on reduction of Fe(III)-citrate by G. sulfurreducens PCA. Disruption of ombB, omaB, omcB and ombB-omaB in the absence of ombC-omaC-omcC, however, severely impaired the bacterial ability to reduce Fe(III)-citrate as well as ferrihydrite. These results unequivocally demonstrate an overlapping role of ombB-omaB-omcB and ombC-omaC-omcC in extracellular Fe(III) reduction by G. sulfurreducens PCA. Involvement of both ombB-omaB-omcB and ombC-omaC-omcC in extracellular Fe(III) reduction reflects the importance of these trans-outer membrane protein complexes in the physiology of this bacterium. Moreover, the kinetics of Fe(III)-citrate and ferrihydrite reduction by these mutants in the absence of ombC-omaC-omcC were nearly identical, which clearly show that OmbB, OmaB and OmcB contribute equally to extracellular Fe(III) reduction.     Achieving a successful transition to hydrogen-powered vehicles in the U.S. automotive market will require strong and sustained commitment by hydrogen producers, vehicle manufacturers, transporters and retailers, consumers, and governments. The interaction of these agents in the marketplace will determine the real costs and benefits of early market transformation policies, and ultimately the success of the transition itself. The transition to hydrogen-powered transportation faces imposing economic barriers. The challenges include developing and refining a new and different power-train technology, building a supporting fuel infrastructure, creating a market for new and unfamiliar vehicles, and achieving economies of scale in vehicle production while providing an attractive selection of vehicle makes and models for car-buyers. The upfront costs will be high and could persist for a decade or more, delaying profitability until an adequate number of vehicles can be produced and moved into consumer markets. However, the potential rewards to the economy, environment, and national security are immense. Such a profound market transformation will require careful planning and strong, consistent policy incentives. Section 811 of the Energy Policy Act (EPACT) of 2005, Public Law 109-59 (U.S. House, 2005), calls for a report from the Secretary of Energy on measures to support the transition to a hydrogen economy. The report was to specifically address production and deployment of hydrogen-fueled vehicles and the hydrogen production and delivery infrastructure needed to support those vehicles. In addition, the 2004 report of the National Academy of Sciences (NAS, 2004), The Hydrogen Economy, contained two recommendations for analyses to be conducted by the U.S. Department of Energy (DOE) to strengthen hydrogen energy transition and infrastructure planning for the hydrogen economy.     This report documents the first milestone of the International Nuclear Energy Research Initiative (INERI) U.S./Euratom Joint Proposal 1.8 entitled “Development of Inert Matrix Fuels for Plutonium and Minor Actinide Management in Light-Water Reactors.” The milestone represents the assessment and preliminary study of a variety of fuels that hold promise as transmutation and minor actinide burning fuel compositions for light-water reactors. The most promising fuels of interest to the participants on this INERI program have been selected for further study. These fuel compositions are discussed in this report.

    An investigation was conducted on the residual oil saturation (ROS) measurement techniques developed during the last fifteen years. Knowledge of precise ROS measurements is required for EOR project planning. The advantages, limitations, and problems of each one of the techniques are presented in tabulated form. Also, some of the possible improvements in the measurement techniques for the residual oil saturation are summarized. The following residual oil saturation techniques are discussed: core analyses, well logging, backflow tracer tests, material balance and well testing, newly developed gravity log methods, and interwell residual oil saturation measurements. Several aspects left to be improved in both instrumentations and data interpretation on pressure coring, back-flow tracer tests, well logging, material balance calculations, well testing, and interwell ROS measurements are presented. A nuclear magnetism log-inject-log method is proposed in which the need for porosity measurement for determining residual oil saturation is eliminated. 91 refs., 3 tabs.

    This document is the 1991 annual progress report for selected studies of fall chinook salmon Oncorhynchus tshawytscha conducted by the US Fish and Wildlife Service. The decline in abundance of fall chinook salmon in the Snake River basin has become a growing concern. In April 1992, Snake River fall chinook salmon were listed as ``threatened`` under the Endangered Species Act. Effective recovery efforts for fall chinook salmon can not be developed until we increase our knowledge of the factors that are limiting the various life history stages. This study attempts to identify those physical and biological factors which influence spawning of fall chinook salmon in the free-flowing Snake River and their rearing and seaward migration through Columbia River basin reservoirs.
