    Sediments found in the New York/New Jersey Harbor are widely contaminated with organic and inorganic compounds of anthropogenic origin. As a result, the environmental health of the Harbor has deteriorated and the efficient operation of the Port compromised by difficulties in disposing of sediments resulting from maintenance and improvements of navigational channels. Knowledge of the properties of the sediments on a micro-scale is useful in understanding the transport of contaminants through the environment, for developing effective methods for sediment decontamination, and for subsequent beneficial use of the cleaned sediments. We have investigated several properties of these sediments using synchrotron radiation techniques. These include computed microtomography using absorption and fluorescence contrast mechanisms, x-ray microscopy, microbeam x-ray fluorescence, and Fourier Transform Infrared Spectroscopy (FTIR) for measurements of microstructure, distribution of metals on individual sediment particles, and chemical forms of the contaminants on a micrometer scale. Typical results obtained with these techniques are presented.

  1. Congested site challenges designers of refinery IPP plant

    This article describes a new IPP plant which has successfully met the challenges of an extremely congested site--including overcoming physical space constraints, meeting low air-emissions regulations, and minimizing water consumption--located next to a busy highway and near a major airport. The 650-MW Linden cogeneration plant is located on a 13.5-acre plot within the confines of Bayway Refinery Co's facility near Newark, NJ. Since starting operation one year ago, the plant has been reliably supplying steam for the refinery's process heating and mechanical drive needs and efficiently generating steam and electricity with minimal environmental impact. To achieve these goals, designers chose a combined-cycle configuration/generators, five supplementary-fired heat-recovery steam generators (HRSGs), and three 90-MW steam turbine/generators. Thus far, the facility has operated with an average availability above 90%.

    The 40-acre Chemsol site is a former solvent recovery and waste reprocessing facility in Piscataway Township, Middlesex County, New Jersey. Land use in the area is predominantly commercial and residential, with an onsite marshy area that may be considered a wetlands. The site overlies a bedrock aquifer that is used as a regional drinking water source. Between 1980 and 1990, sampling of residential wells indicated the presence of organic contaminants and PCBs. The Record of Decision (ROD) provides an interim remedy to restrict the offsite migration of highly contaminated ground water. The primary contaminants of concern affecting the ground water are VOCs including benzene, toluene, and xylenes; other organics including pesticides and phenols; and metals including arsenic, chromium, and lead. The selected remedial action for this interim remedy includes installing a ground water collection trench; installing three ground water extraction wells to a depth of 130 feet; constructing an onsite treatment plant and treating contaminated ground water using air stripping, biological filtration, and activated carbon adsorption.

    Lawrence Livermore National Laboratory (LLNL) uses thin neutron activation foils, sulfur, and threshold energy shielding to determine neutron component doses and the total dose from neutrons in the event of a nuclear criticality accident. The dosimeter also uses a DOELAP accredited Panasonic UD-810 (Panasonic Industrial Devices Sales Company of America, 2 Riverfront Plaza, Newark, NJ 07102, U.S.A.) thermoluminescent dosimetery system (TLD) for determining the gamma component of the total dose. LLNL has participated in three international intercomparisons of nuclear accident dosimeters. In October 2009, LLNL participated in an exercise at the French Commissariat à l’énergie atomique et aux énergies alternatives (Alternative Energies and Atomic Energy Commission- CEA) Research Center at Valduc utilizing the SILENE reactor (Hickman, et.al. 2010). In September 2010, LLNL participated in a second intercomparison at CEA Valduc, this time with exposures at the CALIBAN reactor (Hickman et al. 2011). This paper discusses LLNL’s results of a third intercomparison hosted by the French Institut de Radioprotection et de Sûreté Nucléaire (Institute for Radiation Protection and Nuclear Safety- IRSN) with exposures at two CEA Valduc reactors (CALIBAN and PROSPERO) in September 2014. Comparison results between the three participating facilities is presented elsewhere (Chevallier 2015; Duluc 2015).

    The 200-acre Kin-Buc Landfill consists of several inactive disposal areas and is located in Edison Township, Middlesex County, New Jersey. Land use in the area is predominantly industrial and commercial, with some residences within 2 miles north of the site. No drinking water supply wells are located within a 2-mile radius of the site. As a result of an oil spill in 1976, EPA conducted an investigation of the property. In 1980, clean-up activities were initiated under the Clean Water Act and included removal, treatment, and disposal of leachate and drummed waste. The ROD addresses a final remedy for OU2 consisting of the sediment and groundwater in the Edmonds Creek wetlands area, Mill Brook/Martins Creek, Mound B, and the low-lying area. The primary contaminants of concern affecting the sediment and ground water are VOCs, including benzene and xylenes; other organics, including PAHs, PCBs, and pesticides; and metals, including arsenic and lead.     The U.S. Bureau of Mines diskette contains analysis and related source data for 2,357 natural gas samples collected from miscellaneous states, which include the following states: Alabama, Arkansas (except Arkoma Basin), Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia. All samples were obtained and analyzed as part of the Bureau's investigations of occurrences of helium in natural gases of countries with free market economies. The survey has been conducted since 1917. The analysis contained on the diskette contain the full range of component analysis data. Five files are on the diskette: READ.ME, MISC.TXT, MISC.DBF, USHEANAL.DBF, and BASINCDE.TXT.
