    We have investigated the feasibility of using natural attenuation methods for ecosystem restoration in New York/New Jersey Harbor. Measurements were made of the most probable number of sulfate-reducing bacteria (SRB) in native sediments and in samples, which had been supplemented with an appropriate electron donor and electron acceptor. The results showed that the activity of the endogenous microbial population in the native sediment was high enough to make possible adequate chemical transformation rates. The bioavailability of the zinc in the sediments was measured using the BIOMET biosensor technique. The bioavailability of the zinc was effectively eliminated following the microbial activities. We concluded that natural attenuation could be used effectively in treating sediments from Newark Bay and surrounding waters and that the resultant materials could likely be used in environmental restoration projects of the type proposed for construction in South Kearny, NJ.

    This study traces the history of a single family residence in Skillman, NJ designed by Harrison Fraker. The house, built in 1978, was conceived as primarily passive solar house intended to rely on solar energy for most of its heating needs. Solar features include direct gain windows, water walls and sunspace. The study documents original solar features, identifies changes over time and evaluates performance of the house. The owners have removed movable insulation and significantly reduced the amount of thermal mass over the life of the building. The owner reported comfort level changes intuitively consistent with those modifications. The owner is contemplating further changes to make the house more marketable, changes likely to further alter the remaining passive solar features. Builders Guide software was used to calculate changes in solar performance of the house related to building modifications. Calculations of solar performance generally correspond to anecdotal information from the owner. The author's attempts with Energy 10 program showed some promise, but are as yet inconclusive. At this time BG appears to be more useful and user friendly to the average practitioner with limited time and design resources. As a practicing architect the author is most interested in lessons to be learned from the past as they might contribute to future projects. Information gleaned from this study did confirm intuitively expected and currently disseminated thinking regarding passive solar design. The thermal mass proved to be vulnerable to change. Features which required daily manual adjustment were quickly discarded. Desire for comfort was driving force in changing the house and took precedence over the need to save energy or money.

    The bay areas surrounding New York/New Jersey Harbor are naturally shallow, acting as catchments for river-transported sediments and solids from surface point and nonpoint sources. Dredging is required to maintain navigability for large cargo ships. Annually more than 5 million yd{sup 3} of sediments has been dredged to maintain harbors and waterways for New York and New Jersey Harbor. Currently about 80% of dredge sediments are considered clean and ocean disposed of at the designated Mud Dump site, located approximately 6 nautical miles south of Rockaways. In order to be disposed of at the Mud Dump site, the Marine Protection, Research and Sanctuaries Act of 1972 (MPRSA) requires the evaluation of the environmental impact using criteria developed by the USEPA and published through 40 CFR Parts 220 to 228. Based on the results of the evaluation, the sediments are assigned one of three categories which defines their potential disposal method--Category 1 sediments (acceptable for ocean disposal), Category 2 sediments (acceptable for ocean disposal with specific mitigation), and Category 3 sediments (not permitted for ocean dumping). A growing public concern over the impacts of contaminated sediments, in addition to a more stringent set of criteria having been established, is expected to significantly increase the volume of sediments requiring special handling or disposal, due to the inability to dispose of Category 3 sediments at the Mud Dump Site. Hence, the objective of this project is to study the contaminant characteristics of sediments in the Newark Bay, Arthur Kill, and Newtown Creek area and identify and evaluate alternative methods for managing or decontaminating sediments that are practical, cost-effective, and protective of human health and the environment.

From 1951 to 1980, the Industrial Latex Corporation manufactured both chemical adhesives and natural and synthetic rubber compounds. Adhesives were initially formmulated using vegetable protein in a solvent base. The ROD addresses the final remedy for the contamination present in the soil, sediment, buildings and equipment, drums, sludge, septic system, and hardened latex, as the first of two operable units. The primary contaminants of concern affecting the soil, sediment, sludge, and debris are VOCs including PCE, TCE, toluene, and xylenes; other organics, including PAHs, PCBs, pesticides, and phenols; and metals, including arsenic and lead.

    The 75-acre Higgins Farm site is a cattle farm in Franklin Township, Somerset County, New Jersey. The site is primarily pasture land with poor onsite drainage. Approximately 3,200 residents living within a three-mile radius of the site rely on ground water as their drinking water source. In 1985, after receiving reports of ground water contamination near the farm, the State investigated the area and found a drum burial area. In 1986, the site owner began to remove the drums from the site, and ten drums were removed, crushed and placed in a roll-off container. Later in 1986, another 50 drums were excavated, and during the excavation the drums were punctured and their contents spilled onto the ground. In late 1986, State site inspections revealed ground water and soil contamination by VOCs, pesticides, metals, and dioxins. The Record of Decision (ROD) provides a permanent safe drinking water supply source for affected residents as part of an interim remedy. A future ROD will address remediation of final ground water and all remaining onsite contamination including soil, sediment, surface water, and ground water. The primary contaminants of concern affecting the ground water are VOCs including benzene, PCE, TCE, and xylenes; other organics; and metals including lead.

    The 7-acre Myers Property site is a former pesticide and industrial chemical manufacturing facility in Franklin Township, Hunterdon County, New Jersey. The site lies adjacent to, and in the 100-year floodplain of the Cakepoulin Creek which flows to the north of the site. The site is comprised of adjourning private lands, two acres of wetlands, and five acres of residential property with onsite residents. In 1978, State investigations identified 20 unlabeled drums of chemicals containing metals, DDT, other organic chemicals in a shed, and 24 cubic yards of asbestos material in an onsite warehouse. In addition, surface soil and debris were found to be contaminated with high levels of DDT, other organics, and metals. The Record of Decision (ROD) addresses the first of two operable units, and includes remediation of the soil, sediment, buildings, and shallow ground water aquifer. The ROD also addresses interim remedial activities for the second operable unit, the ground water in the bedrock aquifer, which will be fully addressed in a future ROD. The primary contaminants of concern affecting the soil, sediment, debris, and ground water are VOCs including benzene; other organics including PCBs, PAHs, dioxin, and pesticides such as DDT; and metals including arsenic, and lead.

    The 5,000-acre FAA Technical Center site is located 8 miles northwest of Atlantic City, Atlantic Count, New Jersey, within the Atlantic Coastal Plain. In 1942, a Naval Air Base, including most of the existing runways, was constructed over two-thirds of the property. Interest in the property was transferred to the Federal Aviation Administration (FAA) in 1958 for use as research and development facilities and for the 1979 construction of the existing Technical/Administration Building. From 1978 to 1985, transformers containing PCB oil were stored on a 25- by 75-foot concrete pad, referred to as Area G, located at the lumber yard near building 125 in the western portion of the property. Some transformers are known to have leaked, contaminating the concrete pad and surrounding soil. During 1989, the entire concrete pad and contaminated soil were collected, excavated, and disposed of in an approved TSCA cell of a landfill. The ROD addresses principal threats to human health or the environment associated with PCB releases from the Area G transformer storage location. Based on the results of subsequent sampling, it is believed that Area G no longer poses a threat to human health or the environment.

    Scrap tires, one small part of the country's massive solid waste problem, are causing a disproportional headache. A city the size of Newark, N.J., for example, can pay up to $700,000 a year just to bury its waste tires, assuming it can find landfills to accept them. Many landfills no longer do, and in some areas, it is actually illegal. So stockpiles of scrap tires mount up and illegal dumping runs rampant. Scrap tires represent less than 1 percent of the nation's total solid waste. While we generate approximately a ton of solid waste per year per person, or 250,000,000 tons, we generate only one 20-pound tire per person, or 2,500,000 tons. Despite this small percentage, these tires present a special disposal/reuse challenge because of their size, shape, and physicochemical nature. Classified as a special waste, they are not generally collected with household waste by municipal authorities. Notwithstanding the unique disposal/reuse challenges of scrap tires, it must be stressed that a tire is essentially a petrochemical product than can be reused, can be a source of recoverable petrochemicals, or can be used as a fuel with a higher Btu value than coal. Thus what appears as a waste disposal challenge is also a resource recovery opportunity. Unfortunately, at present, only 30 percent of the country's scrap tires are being reclaimed or recycled. In terms of options, there are three viable areas in which to approach the waste tire problem: whole tire applications; physically processed tire applications; and physicochemical processes.

The program provided incentives to encourage participants to save energy, save money, and make their homes and businesses more safe, healthy, and comfortable. As part of the Better Buildings Neighborhood Program (BBNP), the successful investment of this $10 million grant toward market development was the first grant funding collaboration between the cities of Omaha and Lincoln.
