    The Interstate Oil and Gas Compact Commission (IOGCC) has conducted a series of studies to evaluate the known, remaining oil resource in twenty-three (23) states. The primary objective of die IOGCC`s effort is to examine the potential impact of an aggressive and focused program of research, development, and demonstration (RD&D) and technology transfer on future oil recovery in the United States. As part of a larger effort by the IOGCC, this report focuses on the potential economic benefits of improved oil recovery in the state of Oklahoma. Individual reports for seven other oil producing states and a national report have been separately published by the IOGCC. Several major technical insights for state and Federal policymakers and regulators can be reached from this analysis. Overall, well abandonments and more stringent environmental regulations could limit economic access to Oklahoma`s known, remaining oil resource. The high risk of near-term abandonment and the significant benefits of future application of improved oil recovery technoloy, clearly point to a need for more aggressive transfer of currently available technologies to domestic oil producers. Development and application of advanced oil recovery technologies could leave even greater benefits to the nation. A collaborative, focused RD&D effort, integrating the resources and expertise of industry, state and local governments, and the Federal government, is clearly warranted. With effective RD&D and a program of aggressive technology transfer to widely disseminate its results, Oklahoma oil production could be maximized. The resulting increase and improvement in production rates, employment, operator profits, state and Federal tax revenues, energy security will benefit both the state of Oklahoma and the nation as a whole.

    The US Nuclear Regulatory Commission has established rigorous guidelines that must be adhered to before a permit to construct a nuclear-power plant is granted to an applicant. Local as well as regional seismicity and structural relationships play an integral role in the final design criteria for nuclear power plants. The existing historical record of seismicity is inadequate in a number of areas of the Midcontinent region because of the lack of instrumentation and (or) the sensitivity of the instruments deployed to monitor earthquake events. The Nemaha Uplift/Midcontinent Geophysical Anomaly is one of five principal areas east of the Rocky Mountain front that has a moderately high seismic-risk classification. The Nemaha uplift, which is common to the states of Oklahoma, Kansas, and Nebraska, is approximately 415 miles long and 12-14 miles wide. The Midcontinent Geophysical Anomaly extends southward from Minnesota across Iowa and the southeastern corner of Nebraska and probably terminates in central Kansas. A number of moderate-sized earthquakes--magnitude 5 or greater--have occurred along or west of the Nemaha uplift. The Oklahoma Geological Survey, in cooperation with the geological surveys of Kansas, Nebraska, and Iowa, conducted a 5-year investigation of the seismicity and tectonic relationships of the Nemaha uplift and associated geologic features in the Midcontinent. This investigation was intended to provide data to be used to design nuclear-power plants. However, the information is also being used to design better large-scale structures, such as dams and high-use buildings, and to provide the necessary data to evaluate earthquake-insurance rates in the Midcontinent.

    The geologic provinces of Oklahoma are mainly the product of tectonics and attendant sedimentation of Pennsylvanian age. Most boundaries are structural; thus, the provinces map is a generalized tectonic map. Permian and post-Paleozoic strata tend to mask those structures, but most of those strata have been removed by erosion, except in the Anadarko Basin and the Wichita Uplift provinces. The location of most of Oklahoma`s oil and gas resources are either influenced by, or are the direct result of Pennsylvanian tectonics and sedimentation patterns. Therefore, the present study also defines provinces in the subsurface on the basis of geological criteria. The authors have attempted to use the originally published names for the recognized provinces. However, we have also used the most geologically correct names, i.e., Nemaha Uplift, Nemaha Fault Zone, and Central Oklahoma Fault, in lieu of Nemaha {open_quotes}Ridge.{close_quotes} Oklahoma is separated into five major uplifts and five major basins. The Gulf Coastal Plain is not included in this study because it is a veneer of Cretaceous cover that masks significant structures. Faults are the most common boundary element. Although their precise age commonly is known only approximately, their geographic location is less controversial, except in detail. Stratigraphic/structural boundaries are based on less precise geological information. The major example of a surface stratigraphic/structural boundary is the southwestern limit of the Ozark Uplift in eastern Oklahoma. Stratigraphic/structural boundaries in the subsurface are commonly based on structural or isopachous contours from well or geophysical data, or on a structural trend, as well as the experience of the authors. Basement structure is preferred. An example is the boundary that separates the Marietta Basin from adjacent geologic elements.

    The Interstate Oil and Gas Compact Commission (IOGCC) has conducted a series of studies to evaluate the known, remaining oil resource in twenty-three (23) states. The primary objective of the IOGCC`s effort is to examine the potential impact of an aggressive and focused program of research, development, and demonstration (RD&D) and technology transfer on future oil recovery in the United States. As part of a larger effort by the IOGCC, this report focuses on the potential economic benefits of improved oil recovery in the states of Kansas, Illinois and Oklahoma for five other oil producing states and a national report have been separately published by the IOGCC. The analysis presented in this report is based on the databases and models available in the Tertiary Oil Recovery Information System (TORIS). Overall, well abandonments and more stringent environmental regulations could limit economic access to Kansas` known, remaining oil resource. The high risk of near-term abandonment and the significant benefits of future application of improved oil recovery technology, clearly point to a need for more aggressive transfer of currently available technologies to domestic oil producers. Development and application of advanced oil recovery technologies could have even greater benefits to the state and the nation. A collaborative, focused RD&D effort, integrating the resources and expertise of industry, state and local governments, and the Federal government, is clearly warranted. With effective RD&D and a program of aggressive technology transfer to widely disseminate its results, oil production could be maximized. The resulting increase in production rates, employment, operator profits, state and Federal tax revenues, and energy security will benefit both the state of Kansas, Illinois and Oklahoma and the nation as a whole.

    The DOE EPSCoR implementation grant, with the support from the State of Oklahoma and from the three universities, Oklahoma State University, University of Oklahoma and Langston University, resulted in establishing of the Oklahoma Center for High Energy Physics (OCHEP) in 2004. Currently, OCHEP continues to flourish as a vibrant hub for research in experimental and theoretical particle physics and an educational center in the State of Oklahoma. All goals of the original proposal were successfully accomplished. These include foun- dation of a new experimental particle physics group at OSU, the establishment of a Tier 2 computing facility for the Large Hadron Collider (LHC) and Tevatron data analysis at OU and organization of a vital particle physics research center in Oklahoma based on resources of the three universities. OSU has hired two tenure-track faculty members with initial support from the grant funds. Now both positions are supported through OSU budget. This new HEP Experimental Group at OSU has established itself as a full member of the Fermilab D0 Collaboration and LHC ATLAS Experiment and has secured external funds from the DOE and the NSF. These funds currently support 2 graduate students, 1 postdoctoral fellow, and 1 part-time engineer. The grant initiated creation of a Tier 2 computing facility at OU as part of the Southwest Tier 2 facility, and a permanent Research Scientist was hired at OU to maintain and run the facility. Permanent support for this position has now been provided through the OU university budget. OCHEP represents a successful model of cooperation of several universities, providing the establishment of critical mass of manpower, computing and hardware resources. This led to increasing Oklahoma�¢����s impact in all areas of HEP, theory, experiment, and computation. The Center personnel are involved in cutting edge research in experimental, theoretical, and computational aspects of High Energy Physics with the research areas ranging from the search for new phenomena at the Fermilab Tevatron and the CERN Large Hadron Collider to theoretical modeling, computer simulation, detector development and testing, and physics analysis. OCHEP faculty members participating on the D0 collaboration at the Fermilab Tevatron and on the ATLAS collaboration at the CERN LHC have made major impact on the Standard Model (SM) Higgs boson search, top quark studies, B physics studies, and measurements of Quantum Chromodynamics (QCD) phenomena. The OCHEP Grid computing facility consists of a large computer cluster which is playing a major role in data analysis and Monte Carlo productions for both the D0 and ATLAS experiments. Theoretical efforts are devoted to new ideas in Higgs bosons physics, extra dimensions, neutrino masses and oscillations, Grand Unified Theories, supersymmetric models, dark matter, and nonperturbative quantum field theory. Theory members are making major contributions to the understanding of phenomena being explored at the Tevatron and the LHC. They have proposed new models for Higgs bosons, and have suggested new signals for extra dimensions, and for the search of supersymmetric particles. During the seven year period when OCHEP was partially funded through the DOE EPSCoR implementation grant, OCHEP members published over 500 refereed journal articles and made over 200 invited presentations at major conferences. The Center is also involved in education and outreach activities by offering summer research programs for high school teachers and college students, and organizing summer workshops for high school teachers, sometimes coordinating with the Quarknet programs at OSU and OU.     Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    Commissioning California's houses can result in better performing systems and houses. In turn, this will result in more efficient use of energy, carbon emission reductions, and improved occupant comfort. In particular, commissioning houses can save a significant amount of HVAC-related energy (15 to 30% in existing houses, 10 to 20% in new conventional houses, and up to 8% in advanced energy efficiency houses). The process that we considered includes corrective measures that could be implemented together during construction or during a single site visit (e.g., air tightening, duct sealing, and refrigerant and air handler airflow corrections in a new or existing house). Taking advantage of additional, more complex opportunities (e.g., installing new windows in an existing house, replacing the heating and air conditioning system in a new or existing house) can result in additional HVAC-related energy savings (60 to 75% in existing houses, and 50 to 60% in new conventional houses). The commissioning-related system and house performance improvements and energy savings translate to additional benefits throughout California and beyond. By applying commissioning principles to their work, the building community (builders and contractors) benefit from reduced callbacks and lower warranty costs. HERS raters and inspectors will have access to an expanded market sector. As the commissioning process rectifies construction defects and code problems, building code officials benefit from better compliance with codes. The utilities benefit from reduced peak demand, which can translate into lower energy acquisition costs. As houses perform closer to expectations, governmental bodies (e.g., the California Energy Commission and the Air Resources Board) benefit from greater assurance that actual energy consumption and carbon emissions are closer to the levels mandated in codes and standards, resulting in better achievement of state energy conservation and environmental goals. California residents' quality of life is improved through better indoor environmental comfort and lower energy bills. Lower energy bills free up money for residents to spend on other needs or goals, such as additional education and health and welfare. With an expansion of existing industries and the development of new commissioning-related industries, related jobs and tax revenues will increase, further increasing the quality of life for California.

    At the core of EU and Swedish waste policy is the so-called waste hierarchy, according to which waste should first be prevented, but should otherwise be treated in the following order of prioritisation: reuse, recycling when environmentally motivated, energy recovery, and last landfilling. Some recent policy decisions in Sweden aim to influence waste management in the direction of the waste hierarchy. In 2001 a governmental commission assessed the economic and environmental impacts of introducing a weight-based tax on waste incineration, the purpose of which would be to encourage waste reduction and increase materials recycling and biological treatment. This paper presents the results of a life cycle assessment (LCA) of the waste incineration tax proposal. It was done in the context of a larger research project concerning the development and testing of a framework for Strategic Environmental Assessment (SEA). The aim of this paper is to assess the life cycle environmental impacts of the waste incineration tax proposal, and to investigate whether there are any possibilities of more optimal design of such a tax. The proposed design of the waste incineration tax results in increased recycling, but only in small environmental improvements. A more elaborate tax design is suggested, in which the tax level would partly be related to the fossil carbon content of the waste.

    Mississippian strata in the eastern Anadarko basin record a gradual deepening of the basin. Late and post-Mississippian tectonism (Wichita and Arbuckle orogenies) fragmented the single large basin into the series of paired basins and uplifts recognized in the southern half of Oklahoma today. Lower Mississippian isopach and facies trends (Sycamore and Caney Formations) indicate that basinal strike in the study area (southeastern Anadarko basin) was predominantly east-west. Depositional environment interpretations made for Lower Mississippian strata suggest that the basin was partially sediment starved and exhibited a low shelf-to-basin gradient. Upper Mississippian isopach and facies trends suggest that basinal strike within the study area shifted from dominantly east-west to dominantly northwest-southeast due to Late Mississippian and Early Pennsylvanian uplift along the Nemaha ridge. Within the study area, the Chester Formation, composed of gray to dove-gray shales with interbedded limestones deposited on a carbonate shelf, thins depositionally into the basin and is thinnest at its facies boundary with the Springer Group and the upper portion of the Caney Formation. As basin subsidence rates accelerated, the southern edge of the Chester carbonate shelf was progressively drowned, causing a backstepping of the Chester Formation calcareous shale and carbonate facies. Springer Group sands and black shales transgressed northward over the drowned Chester Formation shelf.

    The Joint URBAN 2003 field experiment took place in Oklahoma City, Oklahoma, during July 2003 to explore the effect of an urban canopy on the transport and diffusion of a passive tracer released in an urban area. Over one hundred three-dimensional sonic anemometers were deployed in and around the urban area to monitor wind speed, direction, and turbulence during releases of SF6. Deployment locations include a profile of eight sonic anemometers mounted on a crane located 1 km north (typically downwind) of the central business district, and several surface meteorological towers within an urban canyon.

    Using the Indian module of the Second Generation Model 9SGM, we explore a reference case and three scenarios in which greenhouse gas emissions were controlled. Two alternative policy instruments (carbon taxes and tradable permits) were analyzed to determine comparative costs of stabilizing emissions at (1) 1990 levels (the 1 X case), (2) two times the 1990 levels (the 2X case), and (3) three times the 1990 levels (the 3X case). The analysis takes into account India`s rapidly growing population and the abundance of coal and biomass relative to other fuels. We also explore the impacts of a global tradable permits market to stabilize global carbon emissions on the Indian economy under the following two emissions allowance allocation methods: (1) {open_quotes}Grandfathered emissions{close_quotes}: emissions allowances are allocated based on 1990 emissions. (2) {open_quotes}Equal per capita emissions{close_quotes}: emissions allowances are allocated based on share of global population. Tradable permits represent a lower cost method to stabilize Indian emissions than carbon taxes, i.e., global action would benefit India more than independent actions.

    The High Energy Physics program at the University of Oklahoma, Pat Skubic, Principal Investigator, is attempting to understand nature at the deepest level using the most advanced experimental and theoretical tools. The four experimental faculty, Brad Abbott, Phil Gutierrez, Pat Skubic, and Mike Strauss, together with post-doctoral associates and graduate students, are finishing their work as part of the D0 collaboration at Fermilab, and increasingly focusing their investigations at the Large Hadron Collidor (LHC) as part of the ATLAS Collaboration. Work at the LHC has become even more exciting with the recent discovery by ATLAS and the other collaboration, CMS, of the long-sought Higgs boson, which plays a key role in generating masses for the elementary constituents of matter. Work of the OUHEP group has been in the three areas of hardware, software, and analysis. Now that the Higgs boson has been discovered, completing the Standard Model of fundamental physics, new efforts will focus on finding hints of physics beyond the standard model, such as supersymmetry. The OUHEP theory group (Kim Milton, PI) also consists of four faculty members, Howie Baer, Chung Kao, Kim Milton, and Yun Wang, and associated students and postdocs. They are involved in understanding fundamental issues in formulating theories of the microworld, and in proposing models that carry us past the Standard Model, which is an incomplete description of nature. They therefore work in close concert with their experimental colleagues. One also can study fundamental physics by looking at the large scale structure of the universe; in particular the ``dark energy'' that seems to be causing the universe to expand at an accelerating rate, effectively makes up about 3/4 of the energy in the universe, and yet is totally unidentified. Dark energy and dark matter, which together account for nearly all of the energy in the universe, are an important probe of fundamental physics at the very shortest distances, or at the very highest energies. The outcomes of the group's combined experimental and theoretical research will be an improved understanding of nature, at the highest energies reachable, from which applications to technological innovation will surely result, as they always have from such studies in the past.
