    On November 16, 1990, the United States Environmental Protection Agency (EPA) promulgated regulations pertaining to the permit application process for stormwater discharges from municipalities and industrial facilities. These include municipalities with populations above 100,000, facilities associated with industrial activity, and construction operations that result in the disturbance of five or more acres of land. Construction operations include clearing, grading, and excavation activities. Each plant should describe potential pollutant sources, identify best management practices or control measures and provide practical guidance for implementation.

    Today's rapidly developing and changing technologies and industrial practices frequently carry with them the increased generation of wastes and materials which, if improperly managed, may threaten public health and the environment. The US Environmental Protection Agency is charged with the mission of protecting public health and the environment from the hazards posed by these wastes and materials. As part of its effort to achieve this mandate, it has recently adopted a Pollution Prevention Program. Among other things, the program encourages the development and adoption of processing technologies and products that will lead to reducing the aggregate generation rates for pollutants entering the environment. This paper will address EPA's efforts under its Pollution Prevention Program. The paper will address regulatory and non-regulatory action EPA has taken pursuant to the Resource Conservation and Recovery Act (RCRA), the Emergency Planning and Community Right-to-Know Act, the Pollution Prevention Act of 1990, and other Federal statutes. In addition, the paper will present case studies in pollution prevention.

    The waste generated by DOE facilities is a serious problem that significantly impacts current operations, increases future waste management costs, and creates future environmental liabilities. Pollution Prevention (P2) emphasizes source reduction through improved manufacturing and process control technologies. This concept must be incorporated into DOE`s overall operating philosophy and should be an integral part of Total Quality Management (TQM) program. P2 reduces the amount of waste generated, the cost of environmental compliance and future liabilities, waste treatment, and transportation and disposal costs. To be effective, P2 must contribute to the bottom fine in reducing the cost of work performed. P2 activities at LLNL include: researching and developing innovative manufacturing; evaluating new technologies, products, and chemistries; using alternative cleaning and sensor technologies; performing Pollution Prevention Opportunity Assessments (PPOAs); and developing outreach programs with small business. Examples of industrial outreach are: innovative electroplating operations, printed circuit board manufacturing, and painting operations. LLNL can provide the infrastructure and technical expertise to address a wide variety of industrial concerns.

    This project investigated technologies that may reduce environmental pollution. This was a basic research/educational project addressing two major areas: A. In the algae research project, newly isolated strains of microalgae were investigated for feedstock production to address the production of renewable fuels. An existing collection of microalgae was screened for lipid composition to determine strains with superior composition of biofuel molecules. As many microalgae store triacylglycerides in so-called oil bodies, selected candidate strains identified from the first screen that accumulate oil bodies were selected for further biochemical analysis, because almost nothing was known about the biochemistry of these oil bodies. Understanding sequestration of triacylglycerides in intracellular storage compartments is essential to developing better strains for achieving high oil productivities by microalgae. At the onset of the project there was almost no information available on how to obtain detailed profiles of lipids from strains of microalgae. Our research developed analytical methods to determine the lipid profiles of novel microalgal strains. The project was embedded into other ongoing microalgal projects in the Polle laboratory. The project benefited the public, because students were trained in cell cultivation and in the operation of state-of-the-art analytical equipment. In addition, students at Brooklyn College were introduced into the concept of a systems biology approach to study algal biofuels production. B. A series of new nanostructured catalysts were synthesized, and characterized by a variety of physical and chemical methods. Our catalyst design leads to active nanostructures comprising small metal particles in intimate contact with strongly basic sites provided by the supports, which include poly(4-vinylpyridine), magnesium oxide, functionalized multi-walled carbon nanotubes, and graphene oxide.     This paper focuses on the essential, but often overlooked, elements of a pollution prevention program: the steps required for a successful implementation. As programs are being developed, attention must be given to assuring that the systems to support a successful introduction and continued improvement are in place. The goals of a pollution prevention plan (i.e. 50% reduction in toxics use and 40% reduction in hazardous waste generation within three years) must be translated into performance oriented-responsibilities taken throughout an organization, at all levels. Successful implementation requires a genuine commitment from management, employee awareness programs tailored to each type of audience, and a feedback system to assure that the program is continually changing to incorporate new pollution prevention challenges. Also, by conducting an economic analysis of pollution prevention opportunities and activities, and incorporating the results into the business decision-making process, a company is more apt to make wise and measurable performance towards its pollution prevention goals.

    Pollution prevention (P2) as applied to petroleum refining should seek opportunities to reduce waste by preventing oil/hydrocarbon loss, by decreasing consumption of auxiliary input materials, and by improving conversion of incoming impurities into useful products. This chapter will focus on P2 techniques that have found or could find applications in minimizing or eliminating reducible solid waste and wastewater from the petroleum refining process. Air emissions are not covered. The following commonly encountered wastes are considered in this chapter: oily sludges; spent caustics; spent catalysts; miscellaneous process wastes; wastewater; maintenance and materials handling wastes. Following a brief description of waste components and sources, specific P2 techniques are presented in tabular form for each of these wastestreams. None of the P2 techniques presented is discussed here in any detail--the intent is to give the reader a menu of potentially effective P2 options to consider, along with the references where a more detailed discussion may be found. Some of the options presented were advanced in the original references merely as suggestions or plans for improvement. No effort was made to verify their efficacy or applicability in this compilation.

If you don`t create pollution in the first place, concerns about transportation, treatment, storage, and disposal of waste are moot. While industry is on the front line in accomplishing significant pollution prevention, universities can play a meaningful role in its accomplishment as well. Universities can do this through three basic missions: education, research, and public service. Examples of how this is carried out at the University of Tennessee, Knoxville are provided. To be fully effective, universities need to organize in an interdisciplinary manner and adopt a public outreach agenda.

    Currently, such membrane technologies as crossflow micro-, ultra-, and nanofiltration, reverse osmosis, electrodialysis and pervaporation offer interesting possibilities, each tackling a specific aspect of pollution control. Although none of these methods can, on its own, alter or break down pollutants, each has the ability to separate, fractionate and concentrate contaminants. In addition, they: permit continuous, uninterrupted processing via automatic control; use far less energy than traditional treatment methods; require only minimal temperature changes and no chemical additives; exert no impact on contaminants, and keep them physically separated from the stream; and are easy to install, either alone or combined with other treatment systems, since they are modular and contain few moving parts. The paper discusses the benefits and disadvantages of membrane technology and recommends thorough testing.

  14. Oil pollution in Shijiu Harbor studied

    This article describes an experimental model designed to forecast oil pollution in the newly constructed Shijiu Harbor, using a mixture of 30% used machine oil and 70% light diesel, in amounts of 200 kg per test. Plastic bags filled with the mixture are slit open and cast into the water generally along the axis of the major ocean current. Small boats are used to collect water specimens to trace the experimental pollutant. The density distribution and the horizontal diffusion coefficient are calculated to produce equations to study effects of the surface wind speed, the depth of the water, and the tidal waves on the oil drift. Each test is completed in about 2 hours. On the basis of statistical data of large Chinese harbors published by the ministry and related reports of foreign countries, the mean annual oil pollution load of Shijiu Harbor is computed in terms of the total estimated tonnage of cargo ships, tugboats, oil tankers, and fishing boats. The forecast model, the equations, and the computation processes are described in some detail.

    A clear understanding of the process, reaction pathways, process equipment, operational requirements, and waste stream characteristics are critical for the evaluation, selection, and implementation of pollution prevention in the pharmaceutical industry. Although pollution prevention opportunities are always preferred over treatment and disposal techniques, consideration of a full range of options--including at-source treatments and disposal--is a practical necessity to ensure protection of the environment using best available technology. General housekeeping can also play a major role in waste minimization. Waste minimization and pollution prevention are not new concepts for the pharmaceutical industry. But the confidential and highly competitive nature of the business stands in the way of disseminating information regarding specific activities in this area. The pharmaceutical industry could probably do much better in this respect. Successful implementation of waste minimization in the pharmaceutical industry requires that a process modification not have a negative impact on product quality. Recovered and recycled materials must meet quality specifications that are similar to those for virgin raw materials.

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado. Participating businesses have demonstrated that a pollution prevention program can reduce environmental waste, increase employee safety, and decrease costs. 4 refs., 4 figs., 5 tabs.

    A decade ago, pollution prevention was introduced by environmental policy-makers as an alternative to traditional end-of-pipe waste treatment. Even then, the concept was not new. Among corporate efforts, 3M`s well-publicized Pollution Prevention Pays program already had set the stage for viewing pollution prevention as an environmental and financial tool. What was new, though, was the integration of pollution prevention into the fabric of national law. The most blatant example of pollution prevention`s evolution from good idea to enforceable requirement is found in the Pollution Prevention Act of 1990. But some less-visible efforts may have an even more profound effect on the business community. The US Environmental Protection Agency (EPA) is looking for ways to incorporate pollution prevention into Title V permits under the Clean Air Act Amendments of 1990 (CAAA). And, more than 29 states have enacted environmental protection legislation that imposes specific planning requirements on the regulated community.

    It is the policy of the Department of Energy (DOE) that pollution prevention and sustainable environmental stewardship will be integrated into DOE operations as a good business practice to reduce environmental hazards, protect environmental resources, avoid pollution control costs, and improve operational efficiency and mission sustainability. In furtherance of this policy, DOE established five strategic, performance-based Pollution Prevention (P2) and Sustainable Environmental Stewardship goals and included them as an attachment to DOE O 450.1, Environmental Protection Program. These goals and accompanying strategies are to be implemented by DOE sites through the integration of Pollution Prevention into each site's Environmental Management System (EMS). This document presents a P2 and Sustainability Program and corresponding plan pursuant to DOE Order 450.1 and DOE O 435.1, Radioactive Waste Management. This plan is also required by the state of Idaho, pursuant to the Resource Conservation and Recovery Act (RCRA) partial permit. The objective of this document is to describe the Idaho National Laboratory (INL) Site P2 and Sustainability Program. The purpose of the program is to decrease the environmental footprint of the INL Site while providing enhanced support of its mission. The success of the program is dependent on financial and management support. The signatures on the previous page indicate INL, ICP, and AMWTP Contractor management support and dedication to the program. P2 requirements have been integrated into working procedures to ensure an effective EMS as part of an Integrated Safety Management System (ISMS). The report concludes that, at present, there are no equivalent designs to the double hull tanker for the prevention of oil outflow due to groundings, which are the most prevalent type of serious vessel accident in U.S. waters. The report does not recommend any changes to the Oil Pollution Act of 1990 to allow alternatives to double hull design, but does recommend that the Coast Guard continue to evaluate novel tanker designs and associated technologies.

    Current pollution prevention initiatives are reactive, not proactive. Most federal and state regulations and industry participation in pollution prevention projects focus on post-production cleanup. However, an integrated systems approach to design pollution prevention strategies based on substitution of entire classes of chemicals with bio-based alternatives would significantly enhance the impact of pollution prevention efforts. Industry`s current attempts at pollution prevention efforts primarily rely on recycling, modifying processes to reduce the use of certain chemicals, or substituting a petrochemical not listed on the Toxic Release Inventory (TRI) for one currently listed. Such strategies may not constitute a long term solution to the pollution problem. A more durable and comprehensive strategy is to substitute renewable feedstock derived biochemicals for petrochemicals. The generation of pollution as driven by the consumer end-products industry occurs in three distinct levels; raw materials production (crude oil refining), commodity and intermediate chemicals production, a raw chemicals consumption. This paper suggests a three-tier substitution strategy based on the three levels of materials used in the chemical process industry with a goal of minimizing the pollution impact via substitutions. The substitution potential of each of the three tiers is determined based on the optimum impact criteria applicable to a given produce line or a process. The best existing pollution prevention initiatives should be incorporated in an integrated pollution management system. This system considers and includes long-term solutions to pollution problems faced both by the regulators and the chemical process industry. The role of existing production capacities that continue to produce toxic chemicals as a byproduct and their potential phase-out via biochemical substitution is also discussed.

  1. Middle Urals` pollution prevention priorities assessment project

    The Middle Urals is an important Russian industrial region. The key industries are also the most environmentally damaging: mining, metallurgical and chemical industries. There are some 600 large-sized and medium-sized enterprises located within the Middle Urals` region. Their annual solid and gaseous chemical releases have led to exceeding some maximum permissible contaminant concentrations by factors of tens and hundreds. The environmental problems of the Middle Urals are of such magnitude, seriousness, and urgency that the limited available resources can be applied only to the problems of the highest priority in the most cost-effective way. By the combined efforts of scientists from Lawrence Livermore National Laboratory (USA), Institute of Industrial Ecology (Ekaterinburg, Russia) and Russian Federal Nuclear Center (Snezhinsk, Russia) the project on Environmental Priorities Assessment was initiated in 1993. Because the project will cut across a spectrum of Russian environmental, social, and political issues, it has been established as a genuine Russian effort led by Russian principals. Russian participants are the prime movers and decision-makers, and LLNL participants are advisors. A preliminary project has been completed to gather relevant environmental data and to develop a formal proposal for the full priorities assessment project for submittal to the International Science and Technology Center. The proposed priorities assessment methodology will be described in this paper. The specific objectives of this project are to develop and to implement a methodology to establish Russian priorities for future pollution prevention efforts in a limited geographic region of the Middle Urals (a part of Chelyabinsk and Sverdlovsk Oblasts). This methodology will be developed on two geographic levels: local (town scale) and regional (region scale). Detailed environmental analysis will be performed on a local scale and extrapolated to the regional scale.

    When Pollution Prevention Opportunity Assessments (P2OAs) were launched at the Hanford Site during the summer of 1994, the first comment received from those using them expressed the desire for a method to report assessments electronically. As a temporary measure, macros were developed for use on word processing systems, but a more formal database was obviously needed. Additionally, increased DOE and Washington state reporting requirements for pollution prevention suggested that a database system would streamline the reporting process. The Pollution Prevention Group of Westinghouse Hanford Company (WHC) contracted with the Data Automation Engineering Department from ICF Kaiser Hanford Company (ICFKH) to develop the system. The scope was to develop a database that will track P2OAs conducted by the facilities and contractors at the Hanford Site. It will also track pollution prevention accomplishments that are not the result of P2OAs and document a portion of the Process Waste Assessments conducted in the past. To accommodate the above criteria, yet complete the system in a timely manner, the Pollution Prevention Successes Database (P2SDb) is being implemented in three phases. The first phase will automate the worksheets to provide both input and output of the data associated with the worksheets. The second phase will automate standard summary reports and ad hoc reports. The third phase will provide automated searching of the database to facilitate the sharing of pollution prevention experiences among various users. This User`s Guide addresses only the Phase 1 system.

  15. The progress of pollution prevention in San Diego County

    The goal of pollution prevention to reduce or eliminate the creation of pollutants through source reduction has gained popularity in the industrial and legislative communities. Corporations have instituted voluntary pollution prevention programs and are participating in government sponsored programs such as the U.S. EPA`s 33/50 program. In parallel to these voluntary efforts, legislation has been promulgated at both the federal and state levels which require industrial facilities to establish hazardous waste minimization programs and to include manufacturing activity data when submitting chemical releases reports under TRI. However, the success of these efforts on a county wide basis has not been established. This study establishes a pollutant prevention index that indicates that pollution prevention and economic activity are not mutually exclusive and evaluates the pollutant discharge trends in San Diego County, California from 1987 through 1992. The pollutant discharges evaluated include: hazardous waste generation, as reported to the Cal-EPA on the uniform hazardous waste manifests; air emissions from annual emission inventories; heavy metal concentrations in industrial wastewater discharges; and annual toxic chemical releases as reported on the SARA 313 Toxic Chemical Release Inventory. Economic indicators used as the ratio denominator for normalizing the pollutant data included: energy use, gross regional product, and value of manufactured product. The relationship of between discharges and economic indicators was analyzed using the Spearman Rank Correlation Coefficient. An evaluation of the raw data was conducted to determine which ratio(s) would be representative pollution prevention indices. Two ratios emerge as viable pollution indices. These are hazardous waste per gross regional product and toxic chemical releases per value of manufactured product.

    A method of decreasing pollutants produced in a combustion process. The method comprises combusting coal in a combustion chamber to produce at least one pollutant selected from the group consisting of a nitrogen-containing pollutant, sulfuric acid, sulfur trioxide, carbonyl sulfide, carbon disulfide, chlorine, hydroiodic acid, iodine, hydrofluoric acid, fluorine, hydrobromic acid, bromine, phosphoric acid, phosphorous pentaoxide, elemental mercury, and mercuric chloride. Oil shale particles are introduced into the combustion chamber and are combusted to produce sorbent particulates and a reductant. The at least one pollutant is contacted with at least one of the sorbent particulates and the reductant to decrease an amount of the at least one pollutant in the combustion chamber. The reductant may chemically reduce the at least one pollutant to a benign species. The sorbent particulates may adsorb or absorb the at least one pollutant. A combustion chamber that produces decreased pollutants in a combustion process is also disclosed.

    The purpose of this presentation is to relay the experience of the Office of New Production Reactors (NP) in developing and implementing its pollution prevention program. NP was established to plan, design, and construct a new safe and environmentally acceptable nuclear reactor capacity necessary to provide an assured supply of tritium to maintain the nation`s long-term deterrent capability. The Program offered the Department of Energy an opportunity to demonstrate its commitment to environmental protection via minimization of environmental releases; new design offers the best opportunity for pollution prevention. The NP pollution prevention program was never fully implemented because NP`s tritium production design activity was recovery terminated. The information in this paper represented lessons learned from the last three years of NP operation.

The Sandia National Laboratories Pollution Prevention staff will continue to work with the EPL to implement the recommendations.

    This Good Practice Guide provides tools, information, and examples for promoting the implementation of pollution prevention during the design phases of U.S. Department of Energy (DOE) projects. It is one of several Guides for implementing DOE Order 430.1, Life-cycle Asset Management. DOE Order 430.1 provides requirements for DOE, in partnership with its contractors, to plan, acquire, operate, maintain, and dispose of physical assets. The goals of designing for pollution prevention are to minimize raw material consumption, energy consumption, waste generation, health and safety impacts, and ecological degradation over the entire life of the facility (EPA 1993a). Users of this Guide will learn to translate national policy and regulatory requirements for pollution prevention into action at the project level. The Guide was written to be applicable to all DOE projects, regardless of project size or design phase. Users are expected to interpret the Guide for their individual project's circumstances, applying a graded approach so that the effort is consistent with the anticipated waste generation and resource consumption of the physical asset. This Guide employs a combination of pollution prevention opportunity assessment (PPOA) methods and design for environment (DfE) philosophies. The PPOA process was primarily developed for existing products, processes, and facilities. The PPOA process has been modified in this Guide to address the circumstances of the DOE design process as delineated in DOE Order 430.1 and its associated Good Practice Guides. This modified form of the PPOA is termed the Pollution Prevention Design Assessment (P2DA). Information on current nationwide methods and successes in designing for the environment also have been reviewed and are integrated into this guidance.

    This Pollution Prevention Opportunity Assessment (PPOA) was conducted for the two Sandia National Laboratories/New Mexico cafeteria facilities between May and August 2005. The primary purpose of this PPOA is to assess waste and resource reduction opportunities and issue Pollution Prevention (P2) recommendations for Sandia's food service facilities. This PPOA contains recommendations for energy, water and resource reduction, as well as material substitution based upon environmentally preferable purchasing. Division 3000 has requested the PPOA report as part of the Division's compliance effort to implement the Environmental Management System (EMS) per DOE Order 450.1. This report contains a summary of the information collected and analyses performed with recommended options for implementation. The SNL/NM P2 Group will work with Division 3000 and the respective cafeteria facilities to implement these options.

The Executive Summary of the plan was submitted to the Washington State Department of Ecology (Ecology) in September 1992. The plan, Executive Summary, and the progress reports are elements of a pollution prevention planning program that is required by WAC 173-307,`Plans,` for all hazardous substance users and/or all hazardous waste generators regulated by Ecology. These regulations implement RCW 70.95C, `Waste Reduction,` an act relating to hazardous waste reduction. The act encourages voluntary efforts to redesign industrial processes to help reduce or eliminate hazardous substances and hazardous waste byproducts, and to maximize the in- process reuse or reclamation of valuable spent material.

    This fourth Annual Report presents and analyzes 1995 DOE complex-wide waste generation and pollution prevention activities at 40 reporting sites in 25 States, and trends DOE waste generation from 1991 through 1995. DOE has established a 50% reduction goal (relative to the 1993 baseline) for routine operations radioactive and hazardous waste generation, due by December 31, 1999. Routine operations waste generation decreased 37% from 1994 to 1995, and 43% overall from 1993--1995.

    This Report summarizes the waste generation and pollution prevention activities of the major operational sites in the Department of Energy (DOE). We are witnessing progress in waste reduction from routine operations that are the focus of Department-wide reduction goals set by the Secretary on May 3,1996. The goals require that by the end of 1999, we reduce, recycle, reuse, and otherwise avoid waste generation to achieve a 50 percent reduction over 1993 levels. This Report provides the first measure of our progress in waste reduction and recycling against our 1993 waste generation baseline. While we see progress in reducing waste from our normal operations, we must begin to focus attention on waste generated by cleanup and facilities stabilization activities that are the major functions of the Office of Environmental Management. Reducing the generation of waste is one of the seven principles that I have established for the Office of Environmental Management Ten Year Plan. As part of our vision to complete a major portion of the environmental cleanup at DOE sites over the next ten years, we must utilize the potential of the pollution prevention program to reduce the cost of our cleanup program. We have included the Secretarial goals as part of the performance measures for the Ten Year Plan, and we are committed to implementing pollution prevention ideas. Through the efforts of both Federal and contractor employees, our pollution prevention program has reduced waste and the cost of our operations. I applaud their efforts and look forward to reporting further waste reduction progress in the next annual update of this Report.

  8. Beyond pollution prevention: Managing life-cycle costs

    Companies that purchases and use chemicals and materials in their everyday operation are finding that disposing of these products is becoming increasingly expensive. These disposal and liability costs have been the motivating factor behind recent efforts at pollution prevention. This paper suggests an alternative approach: considering the full life-cycle costs of chemicals and materials at the time purchase decisions are made. Life-cycle cost is the sum of all the costs that a product is expected to incur from the time of its purchase, during its use, until the disposal of any wastes or by-products and beyond as long as liabilities may remain. It represents the product's real cost to the company, and as such is a better basis for making cost-effective decisions. By using life-cycle costs to make decisions, companies can prevent uneconomical decisions on potentially hazardous materials and more effectively minimize overall costs. Life-cycle cost management can also help in the formulation of pollution prevention plans by identifying cost-effective waste-reduction alternatives. Although the concepts of life-cycle cost management are straightforward and intuitive, applying these concepts to real decisions may be challenging. This paper presents an overview of life-cycle cost management, discusses some of the challenges companies face applying this approach to real decisions, and provides solutions that meet these challenges.

Although the Hanford Site is exempt, it is voluntarily complying with this state regulatory-mandated program. This is the first year the Hanford Site is submitting a progress report. It covers calendar year 1993 plus the last quarter of 1992. What is reported, in accordance with WAC 173-307, are reductions in hazardous substance use and hazardous waste generated. A system of Process Waste Assessments (PWA) was chosen to meet the requirements of the program. The PWAs were organized by a physical facility or company organization. Each waste-generating facility/organization performed PWAs to identify, screen, and analyze their own reduction options. Each completed PWA identified any number of reduction opportunities, that are listed individually in the plan and summarized by category in the executive summary. These opportunities were to be implemented or evaluated further over the duration of the 5-year plan. The basis of this progress report is to track action taken on these PWA reduction opportunities in relationship to achieving the goals stated in the Pollution Prevention Plan.

    This study was done to identify pollution prevention and waste minimization opportunities in the general plating department and the printed circuit board processing department. Recommendations for certain recycle and recovery technologies were mad in order to reduce usage of acids and the volume of heavy metal sludge that is formed at the industrial Wastewater Pretreatment Facility (IWPF). Some of these technologies discussed were acid purification, electrowinning, and ion exchange. Specific technologies are prescribed for specific processes. Those plating processes where the metals can be recovered are copper, nickel, gold, cadmium, tin, lead, and rhodium.

    This seventh Annual Report presents and analyzes DOE Complex-wide waste generation and pollution prevention activities at 45 reporting sites from 1993 through 1998. This section summarizes Calendar Year 1998 Complex-wide waste generation and pollution prevention accomplishments. More detailed information follows this section in the body of the Report. In May 1996, the Secretary of Energy established a 50 percent Complex-Wide Waste Reduction Goal (relative to the 1993 baseline) for routine operations radioactive, mixed, and hazardous waste generation, to be achieved by December31, 1999. DOE has achieved its Complex-Wide Waste Reduction Goals for routine operations based upon a comparison of 1998 waste generation to the 1993 baseline. Excluding sanitary waste, routine operations waste generation decreased 67 percent overall from 1993 to 1998. However, for the first time since 1994, the total amount of materials recycled by the Complex decreased from 109,600 metric tons in 1997 to 92,800 metric tons in 1998. This decrease is attributed to the fact that in 1997, several large ''one-time only'' recycling projects were conducted throughout the Complex. In order to demonstrate commitment to DOE's Complex-wide recycling goal, it is important for sites to identify all potential large-scale recycling/reuse opportunities.

  12. Proceedings of pollution prevention and waste minimization tools workshop

    Pollution Prevention (P2) has evolved into one of DOE`s sprime strategies to meet environmental, fiscal, and worker safety obligations. P2 program planning, opportunity identification, and implementation tools were developed under the direction of the Waste Minimization Division (EM-334). Forty experts from EM, DP, ER and DOE subcontractors attended this 2-day workshop to formulate the incentives to drive utilization of these tools. Plenary and small working group sessions were held both days. Working Group 1 identified incentives to overcoming barriers in the area of P2 program planning and resource allocation. Working Group 2 identified mechanisms to drive the completion of P2 assessments and generation of opportunities. Working Group 3 compiled and documented a broad range of potential P2 incentives that address fundamental barriers to implementation of cost effective opportunities.

    The prevention surveys pollution prevention R&D in selected technology areas to meet high priority customer needs. Projects are categorized into four areas: Ozone Deleting Compound (ODC) Elimination, HAZMAT Materials and Substitution, HAZMAT Waste Reduction, and Volatile Organic Compound (VOC) Elimination. Each category has specific goals. The ODC Elimination goal was to eliminate the purchases of ODCs by 1 Apr 94. The HAZMAT Materials and Process Replacement goal is to reduce the purchase of EPA 17 materials from 1992 baseline 50% by the end of 1996. The HAZMAT Waste Reduction goal is 25% by the end of 1996, and 50% by the end of 1999. VOC elimination goals are included in the HAZMaT Materials and Substitution and HAZMAT Waste Reduction areas. Each category consists of a portfolio of projects which meet high priority customer technology needs (TNs) and contributes to meeting specific goals. The presentation provides more detailed information for the On-Board Halon Replacement Program, Atomic Oxygen Cleaning process for Oxygen Systems, Non-Chemical Metal Surface Preparation, and LARPS.

  16. Pollution prevention opportunity assessment for the K-25 Site Steam Plant -- Level 3

    A Level 3 pollution prevention opportunity assessment (PPOA) was performed for the K-1501 Steam Plant at the K-25 Site. The primary objective was to identify and evaluate pollution prevention (P2) options to reduce the quantities of each waste stream generated by the Steam Plant. For each of the waste streams, P2 options were evaluated to first reduce the quantity of waste generated and second to recycle the waste. This report provides a process description of the facility; identification, evaluation, and recommendations of P2 options; an implementation schedule with funding sources; and conclusions. Largely for economic reasons, only 3 of the 14 P2 options are being recommended for implementation. All are source reduction options. When implemented, these three options are estimated to reduce the annual generation of waste by 658,412 kg and will result in a cost savings of approximately $29,232/year for the K-25 Site. The recommended options are to: install a flue gas return System in Boiler 7; reduce steam loss from traps; and increase lapse time between rinses. The four boilers currently in operation at the Steam Plant use natural gas or fuel oil as fuel sources.

    The North American Free Trade Agreement/North American Agreement on Environmental Cooperation provides a mechanism for an international collaboration between the US, Canada, and Mexico to jointly develop, modify, or refine technologies that remediate or protect the environment. These countries have a vested interest in this type of collaboration because contaminants do not respect the boundaries of a manufacturing site, region, city, state, or country. The Environmental Sciences Division (ESD) at Oak Ridge National Laboratory (ORNL) consists of a diverse group of individuals who address a variety of environmental issues. ESD is involved in basic and applied research on the fate, transport, and remediation of contaminants; environmental assessment; environmental engineering; and demonstrations of advanced remediation technologies. The remediation and protection of the environment includes water, air, and soils for organic, inorganic, and radioactive contaminants. In addition to remediating contaminated sites, research also focuses on life-cycle analyses of industrial processes and the production of green technologies. The author focuses this discussion on subsurface remediation and pollution prevention; however, the research activities encompass water, soil and air and many of the technologies are applicable to all environments. The discussion focuses on the integration of biotechnology with remediation activities and subsequently linking these biological processes to other remediation technologies.

  20. Incorporation of pollution prevention into the engineering command media

    It has long been recognized that incorporation of pollution prevention (P2) into projects during the design phase yields superior results as compared to modification of facilities after construction. Generation of waste during construction can be minimized, products containing recycled materials can be incorporated into the facility, and the processes or systems can be optimized for P2 from the beginning. However, design engineers must have the proper mindset and training in order to achieve this, since standard engineering practice does not necessarily lead to construction of systems that are optimized for P2. It was determined that incorporation of P2 principles and methods into command media that govern the conduct of design and construction was one way of achieving P2 objectives during design. This would incorporate certain P2 elements into criteria and standard designs so that these elements are automatically incorporated into the designs. The Central Engineering Services (CES) Command Media, which provide direction, methodology, and criteria for performance of engineering design and construction, consist of Engineering Procedures, Master Design Criteria, Technical Specifications, and Engineering Standards. Incorporated in these documents are regulatory requirements, national consensus codes and standards, accepted and proven practices and designs, as well as DOE Orders governing design and construction. The documents were reviewed to identify potential areas into which P2 principles, practices, and methodologies could be incorporated.

  1. Pollution prevention opportunity assessment for propellants, explosives, and pyrotechnics

    In 1991, a DOE ``Tiger Team`` audited the SNL/California Explosives Program and cited Sandia for not being in compliance with the DOE Explosives Safety Manual requirements for having an explosives storage review program. At that time, SNL/California did not have a site-wide inventory record of explosives, and no storage review as in place. Sandia corporately owns approximately 1,800,000 lb energetic material, which is located at various sites throughout the country. In 1992, in response to the Tiger Team findings, Sandia formed the Propellants, Explosives, and Pyrotechnics Evaluation and Reapplication Task Force (PEPER) to develop the tools to implement life-cycle management of energetic materials at Sandia. PEPER met the following objectives: (1) create an accurate inventory of all energetic materials owned by Sandia; (2) evaluate the stability of the inventory, and thereby identify and destroy all imminent hazards; (3) draw down the inventory to be consistent with post-Cold War business needs; (4) create a cradle-to-grave ownership process. This pollution prevention opportunity assessment was conducted to document the activities at SNL/California that have involved propellants, explosives, and pyrotechnics; and to outline options for minimizing energetic materials and waste at SNL/California.

  2. Annual report of waste generation and pollution prevention progress 1997

    This sixth Annual Report presents and analyzes DOE Complex-wide waste generation and pollution prevention activities at 36 reporting sites from 1993 through 1997. In May 1996, the Secretary of Energy established a 50 percent Complex-Wide Waste Reduction Goal (relative to the 1993 baseline) for routine operations radioactive and hazardous waste generation, to be achieved by December 31, 1999. Excluding sanitary waste, routine operations waste generation increased three percent from 1996 to 1997, and decreased 61 percent overall from 1993 to 1997. DOE has achieved its Complex-Wide Waste Reduction Goals for routine operations based upon a comparison of 1997 waste generation to the 1993 baseline. However, it is important to note that increases in low-level radioactive and low-level mixed waste generation could reverse this achievement. From 1996 to 1997, low-level radioactive waste generation increased 10 percent, and low-level mixed waste generation increased slightly. It is critical that DOE sites continue to reduce routine operations waste generation for all waste types, to ensure that DOE`s Complex-Wide Waste Reduction Goals are achieved by December 31, 1999.

    The US Environmental Protection Agency (EPA) has funded a pilot project to assist small and medium-size manufacturers who want to minimize their generation of waste but who lack the expertise to do so. In an effort to assist these manufacturers Waste Minimization Assessment Centers (WMACs) were established at selected universities and procedures were adapted from the EPA Waste Minimization Opportunity Assessment Manual (EPA/625/7-88/003, July 1988). That document has been superseded by the Facility Pollution Prevention Guide (EPA/600/R-92/088, May 1992). The WMAC team at Colorado state University performed an assessment at a plant that manufacturers wooden kitchen and bathroom cabinets. Components purchased from vendors are prepared for production through cutting, sanding, and routing operations. Stain, sealer, and top-coat are applied in separate spray booths. After the final coating, the components are dried and assembled. The assessment team`s report, detailing findings and recommendations, indicated that paint sludge from the spray booth water curtains is generated in a large amount and that significant cost savings could be achieved by dewatering the sludge before it is shipped offsite for disposal and reusing the water. This Research Brief was developed by the principal investigators and EPA`s National Risk Management Research Laboratory, Cincinnati, OH, to announce key findings of an ongoing research project that is fully documented in a separate report of the same title available from University City Science Center.

    The Hanford Site WMin/P2 program is an organized, comprehensive, and continual effort to systematically reduce the quantity and toxicity of hazardous, radioactive, mixed, and sanitary wastes; conserve resources; and prevent or minimize pollutant releases to all environmental media from all Site activities. The Hanford Site WMin/P2 program plan reflects national and DOE waste minimization and pollution prevention goals and policies, and represents an ongoing effort to make WMin/P2 part of the Site operating philosophy. In accordance with these policies, a hierarchical approach to environmental management has been adopted and is applied to all types of polluting and waste generating activities.     The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project`s objectives in FY95 were to validate DOE`s PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex.

    This report shows the benefits small businesses can realize by instituting cost-effective pollution prevention improvements. It is a series of pollution prevention assessments that were conducted at small businesses in Richland, Washington. It describes a technology transfer test of US Department of Energy (USDOE) pollution prevention methods to small businesses through eleven pollution prevention assessments conducted at small businesses in the city of Richland. The assessment method tested was first developed at the USDOE Hanford Site, located in Richland, Washington. Two pilot studies were initially conducted to determine the usefulness of the assessment method for small businesses. Then, four additional pollution prevention assessments were conducted using a refined process. In order to determine the assessment method`s usefulness by different practitioners, a number of the assessments contained in this report were conducted by the undergraduate and graduate students at Washington State University at Tri-Cities as part of their class projects. These students were trained in the pollution prevention assessment process by the author of this report and conducted five small business assessments using the same methods and materials as in the remainder of the study.

    The Environmental Restoration (ER) Program within Martin Marietta Energy Systems, Inc. is currently developing a more active waste minimization and pollution prevention program. To determine areas of programmatic improvements within the ER Waste Minimization and Pollution Prevention Awareness Program, the ER Program required an evaluation of the program across the Oak Ridge K-25 Site, the Oak Ridge National Laboratory, the Oak Ridge Y-12 Plant, the Paducah Environmental Restoration and Waste Minimization Site, and the Portsmouth Environmental Restoration and Waste Minimization Site. This document presents the status of the overall program as of fourth quarter FY 1994, presents pollution prevention cost avoidance data associated with FY 1994 activities, and identifies areas for improvement. Results of this assessment indicate that the ER Waste Minimization and Pollution Prevention Awareness Program is firmly established and is developing rapidly. Several procedural goals were met in FY 1994 and many of the sites implemented ER waste minimization options. Additional growth is needed, however, for the ER Waste Minimization and Pollution Prevention Awareness Program.

  2. Relationship between sediment morphology and oil pollution along the Suez Canal beaches, Egypt

    In this study, marine surface sediments are collected from nine locations along the Suez Canal in order to investigate the relationship between the morphology of sands in the studied beaches and pollution by oil. Basically, the studied samples were analyzed by three techniques: grains-size analysis, microscopic examination, and gas chromatographic (GC) analysis. This study concluded that medium sand is the major class represented in the studied marine sediments. Pollution in these sand grains increases in the irregular grains more so than in the more rounded grains. Also, deep surface points, pitting, and fissures are considered to be good sites to precipitate oil contamination. Also, the presence of iron oxides may be taken as evidence for tanker ballast washings. The heavy fraction (zircon) shows more contamination than the light fraction (quartz) in these samples. Finally, GC profiles have shown two types of samples: one typical of weathered or highly weathered crude oil patterns and the other for samples with very highly weathered profiles. The relationship obtained between morphology studies and both oil content and GC chromatogram profiles indicates that all of the studied locations are suffering from pollution of oil that is spilled while shipping petroleum through the Suez Canal.

  3. Decision tool to optimally select pollution prevention projects within a constrained budget. Master`s thesis

    Pollution prevention managers need to select the best environmental projects for an installation within a constrained budget but have no standard way of selecting the optimal mix of projects. This thesis proposes a decision tool to aid decision makers in choosing this optimal mix. The model was built using decision analysis theory which provides a framework to aid the decision maker. Criteria sed in the model for selection was determined using a questionnaire sent to base-level pollution prevention managers. The model ses DPL, a software package designed to build, analyze, and conduct sensitivity analysis of decision problems to perform the quantitative analysis. Built in functions of DPL(TM) allow the decision maker to see the optimal decision policy based on the values entered into the model and to run sensitivity analysis to determine which values are the most critical to the outcome of the model. Decision analysis can be used to create a dominance curve that shows all optimal strategies based on the willingness of the decision maker to make tradeoffs between attributes. This model provides analytical data that can be used to justify decisions made by the pollution prevention manager when selecting the optimal mix of pollution prevention projects for implementation.

  6. The Oil Pollution Act of 1990: Legislation in the wake of a crisis

    The pattern is nothing new. Congress, like any other institution, needs nudging-sometimes gentle, sometimes jolting-before it responds. An environmental crisis prompts a congressional reaction, sometimes an overreaction. The discovery of contamination at Love Canal prompted enactment of Superfund; the disaster at Bhopal, India, led to the Emergency Planning and Community Right to Know Act; and the collision of the Exxon Valdez brought about the enactment of the Oil Pollution Act of 1990. For better or for worse, the pattern of environmental crisis and legislative response remains. March 24, 1989, marked the beginning of a new age in federal and state oil spill law. After the Exxon Valdez ran aground on Bligh reef and spewed 11 million gallons of crude oil into Prince William Sound, Alaska congressional debate on comprehensive federal legislation would never be the same. The stalemate that characterized previous congressional efforts seemed to disappear overnight. Major differences between the two chambers were either eliminated or reduced, and only 4 major issues had to be negotiated: international protocols; technical requirements relating to double hulls; cargo owner liability; state and private industry roles in oil spill contingency planning, response and cleanup efforts. This article discusses the legal manuvering and major provisions of the Oil Pollution Act of 1990.

  7. Storm water pollution prevention plan for the Oak Ridge Y-12 Plant

    The Environmental Protection Agency (EPA) published the final storm water regulation on November 16, 1990. The storm water regulation is included in the National Pollutant Discharge Elimination System (NPDES) regulations. An NPDES permit was issued for the Y-12 Plant on April 28, 1995, and was effective on July 1, 1995. The permit requires that a Storm Water Pollution Prevention Plan (SWP3) be developed by December 28, 1995, and be fully implemented by July 1, 1996; this plan has been developed to fulfill that requirement. The outfalls and monitoring points described in this plan contain storm water discharges associated with industrial activities as defined in the NPDES regulations. For storm water discharges associated with industrial activity, including storm water discharges associated with construction activity, that are not specifically monitored or limited in this permit, Y-12 Plant personnel will meet conditions of the General Storm Water Rule 1200-4-10. This document presents the programs and physical controls that are in place to achieve the following objectives: ensure compliance with Section 1200-4-10-.04(5) of the TDEC Water Quality Control Regulations and Part 4 of the Y-12 Plant NPDES Permit (TN0002968); provide operating personnel with guidance relevant to storm water pollution prevention and control requirements for their facility and/or project; and prevent or reduce pollutant discharge to the environment, in accordance with the Clean Water Act (CWA) and the Tennessee Water Quality Control Act.

    Environmental laws and regulations have not always been implemented in a manner which allows the consideration of pollution prevention alternatives as a means of achieving progress toward air quality goals. Recently EPA has been making strides to re-interpret laws and regulations to be more flexible and encourage pollution prevention projects which do not involve end-of-the-pipe controls. For instance when conducting control technology evaluations such as Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER), facilities can and should take into consideration P2 options which accomplish the same emission reduction goals as traditional end-of-the-pipe controls. There are also new emissions trading provisions building on those allowed in the acid rain and offset trading programs which promise to make P2 projects much more cost effective. Several traditional command and control programs of the CAA also promote P2 projects. For instance emission reductions realized through P2 projects show managers a direct cost savings due to reductions in Title V Facility annual emissions fees and possibly a direct cost benefit through sale of emission credits. Furthermore, the CAA encourages P2 indirectly through the detailed understanding of processes gained from emissions inventories and Risk Management Plans. However, many CAA prescriptive programs create disincentives for industry to select pollution prevention alternatives. This paper will discuss incentives and disincentives for using P2 alternatives to comply with the CAA and discuss some of the recent changes designed to encourage P2.

    The Chemistry and Metallurgical Research (CMR) Facility was designed in 1949 and built in 1952 at Los Alamos National Laboratory (LANL) to support analytical chemistry, metallurgical studies, and actinide research and development on samples of plutonium and other nuclear materials for the Atomic Energy Commission's nuclear weapons program. These primary programmatic uses of the CMR Facility have not changed significantly since it was constructed. In 1998, a seismic fault was found to the west of the CMR Facility and projected to extend beneath two wings of the building. As part of the overall Risk Management Strategy for the CMR Facility, the Department of Energy (DOE) proposed to replace it by 2010 with what is called the CMR Facility Replacement (CMRR). In an effort to make this proposed new nuclear research facility environmentally sustainable, several pollution prevention/waste minimization initiatives are being reviewed for potential incorporation during the design phase. A two-phase approach is being adopted; the facility is being designed in a manner that integrates pollution prevention efforts, and programmatic activities are being tailored to minimize waste. Processes and procedures that reduce waste generation compared to current, prevalent processes and procedures are identified. Some of these ''best practices'' include the following: (1) recycling opportunities for spent materials; (2) replacing lithium batteries with alternate current adaptors; (3) using launderable contamination barriers in Radiological Control Areas (RCAs); (4) substituting mercury thermometers and manometers in RCAs with mercury-free devices; (5) puncturing and recycling aerosol cans; (6) using non-hazardous low-mercury fluorescent bulbs where available; (7) characterizing low-level waste as it is being generated; and (8) utilizing lead alternatives for radiological shielding.     In response to DOE Order 5400.1 this plan outlines the requirements for a Waste Minimization and Pollution Prevention Awareness Program for the Environmental Restoration (ER) Program at Martin Marietta Energy System, Inc. Statements of the national, Department of Energy, Energy Systems, and Energy Systems ER Program policies on waste minimization are included and reflect the attitudes of these organizations and their commitment to the waste minimization effort. Organizational responsibilities for the waste minimization effort are clearly defined and discussed, and the program objectives and goals are set forth. Waste assessment is addressed as being a key element in developing the waste generation baseline. There are discussions on the scope of ER-specific waste minimization techniques and approaches to employee awareness and training.     US industry produces about 12 billion tons of waste a year, or two-thirds of the waste generated in the US. The costs of handling and disposing of these wastes are significant, estimated to be between $25 and $43 billion in 1991, and represent an increase of 66% since 1986. US industry also uses about one-third of all energy consumed in the nation, which adds to the environmental burden. Industrial wastes affect the environmental well-being of the nation and, because of their growing costs, the competitive abilities of US industry. As part of a national effort to reduce industrial wastes, the US Congress passed the Energy Policy Act (EPAct, P.L. 102-486). Section 2108, subsections (b) and (c), of EPAct requires the Department of Energy (DOE) to identify opportunities to demonstrate energy efficient pollution prevention technologies and processes; to assess their availability and the energy, environmental, and cost effects of such technologies; and to report the results. Work for this report clearly pointed to two things, that there is insufficient data on wastes and that there is great breadth and diversity in the US industrial sector. This report identifies: information currently available on industrial sector waste streams, opportunities for demonstration of energy efficient pollution prevention technologies in two industries that produce significant amounts of waste--chemicals and petroleum, characteristics of waste reducing and energy saving technologies identifiable in the public literature, and potential barriers to adoption of waste reducing technologies by industry.

    The Office of Defense Programs (DP) was the first US Department of Energy (DOE) Cognizant Secretarial Office (CSO) to attempt to benchmark private industries for best-in-class practices in the field of pollution prevention. Defense Programs` intent in this effort is to identify and bring to DOE field offices strategic and technological tools that have helped private companies minimize waste and prevent pollution. Defense Programs` premier benchmarking study focused on business practices and process improvements used to implement exceptional pollution prevention programs in four privately owned companies. The current interest in implementing partnerships information exchange, and technology transfer with the private sector prompted DP to continue to seek best practices in the area of pollution prevention through a second benchmarking endeavor in May 1994. This report presents the results of that effort. The decision was made to select host facilities that own processes similar to those at DOE plants and laboratories, that have programs that have been recognized on a local or national level, that have an interest in partnering with the Department on an information-sharing basis, and that are located in proximity to each other. The DP benchmarking team assessed the pollution prevention programs of five companies in the Chicago area--GE Plastics, Navistar, Northrop Corporation, Sundstrand and Caterpillar. At all facilities visited, Ozone Depleting Compounds (ODCs), hazardous wastes, releases under the Superfund Amendments and Reauthorization Act (SARA), waste water and non-hazardous wastes are being eliminated, replaced, reduced, recycled and reused whenever practicable.

    Experiences illustrate how oil movement and storage (OM and S) system automation can be justified and its benefits proven. From such examples, refiners can determine sources of project benefits and how project costs can be reduced without causing equivalent reductions in benefits. A number of examples also demonstrate the importance of designing an integrated information system, as opposed to a stand-alone OM and S system. This first of two articles covers project justification opportunities. Part two will discuss automatic data reconciliation, refinery information systems, yield reconciliation, and the decision to design or purchase an automated OM and S system.     Radiation shielding is commonly used to protect the glovebox worker from unintentional direct and secondary radiation exposure, while working with plutonium-238 and plutonium-239. Shielding glovebox gloves are traditionally composed of lead-based materials, i.e., hazardous waste. This has prompted the development of new, non-hazardous shielding glovebox gloves. No studies, however, have investigated the pollution prevention benefits of these new glovebox gloves. We examined both leaded and non-hazardous shielding glovebox gloves. The nonhazardous substitutes are higher in cost, but this is offset by eliminating the costs associated with onsite waste handling of Resource Conservation and Recovery Act (RCRA) items. In the end, replacing lead with non-hazardous substitutes eliminates waste generation and future liability.

    The US Environmental Protection Agency (US EPA) has targeted oil and natural gas transmission and storage facilities located across the United States for regulation under the National Emission Standards for Hazardous Air Pollutants (NESHAP) program (proposed in Title 40, Code of Federal Regulations, Part 63 [40 CFR 63], Subparts HH and HHH). The proposed NESHAP were published in the February 6, 1998 Federal Register and are expected to be promulgated in May 1999. These rules are intended to reduce Hazardous Air Pollutants (HAP) emitted from oil and gas facilities. It is expected that these rules will require more than 400 major sources and more than 500 non-major sources (also referred to as area sources) to meet maximum achievable control technology (MACT) standards defined in the NESHAP. The rules would regulate HAP emission from glycol dehydration units, storage vessels and various fugitive leak sources. This technical paper addresses the applicability issues and compliance strategies related to the proposed NESHAP. The applicability criteria for both rules differ from those promulgated for other source categories under 40 CFR 63. For example, individual unit throughput and/or HAP emission thresholds may exempt specific units from the MACT standards in the NESHAP. The proposed Subpart HH would apply not only to major sources, but also to triethylene glycol (TEC) dehydration units at area sources located in urban areas. For both proposed NESHAP all 199 HAP must be considered for the major source determinations, but only 15 specific HAP are targeted for control under the proposed standards. An overview of the HAP control requirements, exemption criteria, as well as initial and continued compliance determination strategies are presented. Several industry examples are included to assist industry develop compliance strategies.

  3. Co-Firing Oil Shale with Coal and Other Fuels for Improved Efficiency and Multi-Pollutant Control

    Oil shale is an abundant, undeveloped natural resource which has natural sorbent properties, and its ash has natural cementitious properties. Oil shale may be blended with coal, biomass, municipal wastes, waste tires, or other waste feedstock materials to provide the joint benefit of adding energy content while adsorbing and removing sulfur, halides, and volatile metal pollutants, and while also reducing nitrogen oxide pollutants. Oil shale depolymerization-pyrolysis-devolatilization and sorption scoping studies indicate oil shale particle sorption rates and sorption capacity can be comparable to limestone sorbents for capture of SO2 and SO3. Additionally, kerogen released from the shale was shown to have the potential to reduce NOx emissions through the well established “reburning” chemistry similar to natural gas, fuel oil, and micronized coal. Productive mercury adsorption is also possible by the oil shale particles as a result of residual fixed-carbon and other observed mercury capture sorbent properties. Sorption properties were found to be a function particle heating rate, peak particle temperature, residence time, and gas-phase stoichmetry. High surface area sorbents with high calcium reactivity and with some adsorbent fixed/activated carbon can be produced in the corresponding reaction zones that exist in a standard pulverized-coal or in a fluidized-bed combustor.

  4. An environmental assessment strategy for the identification of pollution prevention opportunities in the southern Urals Region of Russia

    The serious environmental problems of the South Urals Region of Russia have been broadly described in a report coauthored by Russian weapons scientists. The importance of taking the first steps to prevent further environmental damage and adverse public health effects has been recognized by the international scientific community. Scientists at the Lawrence Livermore National Laboratory have initiated a project to assist the Russians in their pollution prevention efforts. The specific objectives of this project are to: (1) conduct a pragmatic survey of the industrial and governmental pollution sources in a limited geographic region of the South Urals and (2) identify the priorities for pollution prevention and for food and water supply improvements at distribution points. The emphasis is on preventing adverse impacts to human health and improving industrial productivity. This project focuses on immediate pollution problems resulting from current operations and their solutions, not on long-term research related to the large-scale cleanup of legacy wastes. The project emphasizes near-term cost effective solutions to prevent pollution while longer term research aimed at contamination from past practices is pursued by other scientists. The project is being conducted in collaboration with environmental and physical scientists from institutes associated with the Ural Branch of the Russian Academy of Sciences; government officials at the national, regional, and local levels; and non-governmental Russian environmental groups. A broad cross section of Russian technical, political, and environmental abilities and interests is mandatory. This cross section will ensure the technical quality, the political acceptability, and the popular credibility of the project results to the affected Russians in the South Urals. Progress on this project is presented in this paper.

    On October 24, 1992, the President signed the Energy Policy Act of 1992 (EPAct, Public Law 102-486). Section 2108, subsections (b) and (c), of EPAct requires the Department of Energy to identify opportunities to demonstrate energy efficient pollution prevention technologies and processes; to assess the availability and the energy, environmental, and cost effects of such technologies; and to report the results within one year. This report is in response to that requirement. National waste reduction efforts in both the private and public sectors encompass a variety of activities to decrease the amount of wastes that ultimately enter their air, water, and land. DOE`s Office of Industrial Technologies (DOE/OIT) recognized the importance of these efforts and confirmed the federal government`s commitment to waste reduction by establishing the Industrial Waste Program (IWP) in 1990. The program is driven by industry and national needs, and is working on new technologies and information dissemination that industry identifies as vital. The national benefits of new technologies do not accrue to the economy until transferred to industry and incorporated into commercially available processes or products.

  6. Pollution prevention opportunity assessment for the SNL/California waste management facilities

    SNL/California`s waste management facilities, Bldgs. 961 and 962-2, generate a secondary stream of hazardous and radioactive waste. This waste stream is generated mainly during the processing and handling of hazardous, radioactive, and mixed wastes (primary waste stream), which are generated by the laboratories, and when cleaning up spills. The secondary waste stream begins with the removal of a generator`s hazardous, radioactive, and mixed waste from specified collection areas. The waste stream ends when the containers of processed waste are loaded for shipment off-site. The total amount of secondary hazardous waste generated in the waste management facilities from January 1993 to July 1994 was 1,160.6 kg. The total amount of secondary radioactive waste generated during the same period was 1,528.8 kg (with an activity of 0.070 mCi). Mixed waste usually is not generated in the secondary waste stream. This pollution prevention opportunity assessment (PPOA) was conducted using the graded approach methodology developed by the Department of Energy (DOE) PPOA task group. The original method was modified to accommodate the needs of Sandia`s site-specific processes. The options generated for potential hazardous waste minimization, cost savings, and environmental health and safety were the result of a waste minimization team effort. The results of the team efforts are summarized.

  9. Stormwater Pollution Prevention Plan (SWPPP) for Coal Storage Area Stabilization Project

    The scope of this project is to stabilize the abandoned coal storage area and redirect the storm water runoff from sanitary sewer system to the storm drain system. Currently, the existing storm water runoff is directed to a perimeter concrete drainage swale and collected in a containment basin. The collected water is then pumped to a treatment facility and after treatment, is discharged to the Y-12 sanitary sewer system. The existing drainage swale and collection basin along with silt fencing will be used during aggregate placement and grading to provide erosion and sediment control. Inlet protection will also be installed around existing structures during the storm water diversion construction. This project scope will include the installation of a non-woven geotextile fabric and compacted mineral aggregate base (paving optional) to stabilize the site. The geotextile specifications are provided on the vendor cut sheets in Appendix B. The installation of a storm water collection/retention area will also be installed on the southern side of the site in accordance with EPA Technical Guidance on Implementing the Stormwater Runoff Requirements for federal Projects under Section 438 of the Energy Independence and Security Act. The total area to be disturbed is approximately 2.5 acres. The order of activities for this Stormwater Pollution Prevention Plan (SWPPP) will be: (1) post notice of coverage (NOC) in a prominent display near entrance of the site; (2) install rain gauge on site or contact Y-12 Plant Shift Superintendent daily for Met tower rain gauge readings; (3) install stabilized construction exit on site; (4) install silt fencing along perimeter as indicated on the attached site plan; (5) regrade site; (6) install geotextile fabric and compacted mineral aggregate base; (7) install catch basin inlet protection where required; (8) excavate and lower existing catch basin tops, re-grade and asphalt to drain; and (9) when all disturbed areas are re-stabilized, remove

  10. Integrating hazardous waste management into a multimedia pollution prevention paradigm. A protoype regulatory program for petroleum refinesments

    An emerging trend in environmental regulatory management promises enhanced environmental protection and more flexibility for regulated entities. This trend reflects three concepts. First, regulations designed to reduce one type of environmental pollution (e.g., air pollution) should not increase other types of pollution (e.g. hazardous waste). Second, pollution prevention is an important alternative to end-of-pipe control requirements. Third, offering polluting entities the flexibility of meeting certain performance criteria may produce better environmental results than prescribing specific technologies or approaches. A significant body of literature supports the need to develop regulatory programs that incorporate these concepts. However, there is little evidence that these concepts have been integrated into actual multimedia regulatory programs. Argonne National Laboratory and the U.S. Department of Energy are developing a prototype regulatory program for petroleum refineries that embraces these concepts. The development approach in this case study comprises several steps: (1) identifying and evaluating existing regulations governing petroleum refineries (if any); (2) characterizing expected future operating conditions of refineries; (3) setting goals for the regulatory program; (4) identifying and evaluating options for the program; (5) developing a prototype based on selected options; (6) identifying and addressing implementation issues; and (7) testing the prototype on a pilot basis. The approach being used in the U.S. effort is flexible and can be used in environmental management efforts throughout the Pacific Basin--in both developing and developed countries.

    Predictive maintenance of oil and gas production pipelines has allowed the prediction of operational failures. Specially due to the thermodynamic behavior of the produced fluids, contaminants present in the oil and gas such as sand, water, H{sub 2}S and CO{sub 2}, asphaltene deposition, high temperatures and pressures, physicochemical characteristics of the soil, etc. lead to risks of the installations. In order to minimize risks of failures, the author has established a control and monitoring preventive program of the variables that influence these conditions, such as: nondestructive testing, wall thickness measurements and two dimensional B Scan measurements to detect impurities, laminations and inclusions in the pipeline material, corrosion evaluation of pipelines, characterization of the soil corrosive potential of flow stations and compressing plants. Additionally, he has implemented predictive control through the application of external corrosion prevention techniques such as cathodic protection and coatings. For internal corrosion, the use of corrosion inhibitors, asphaltene dispersants and material selection are used. Increasing the protection through preventive and predictive maintenance can reduce the operational risks involved for the oil and gas production.

    The possibility of finding oil in the Gulf of Guayaquil has led several Ecuadorian agencies to prepare contingency plans to deal with the eventuality of an oil spill in the area. This report characterizes the importance of the oil and fisheries industries to the Ecuadorian economy, and describes the region where these activities may conflict. It also elaborates on the biological effects of oil in tropical environments, and on aspects of prevention, control/clean- up and oil spill contingency planning. Compensation for oil pollution damages and methods for damage assessment are also discussed herein.

    Ballast water, which is sea water that is carried in oil tankers to provide stability, can become contaminated with oil. Alyeska Pipeline Service Company runs a water treatment plant at its pipeline terminal at Prot Valdez, Alaska, to treat ballast water before it is discharged into the sea. GAO reviewed EPA's recently reissued National Pollution Discharge Elimination System permit for the Port Valdez facility. In this report, GAO compares the effluent limits and other requirements under the reissued permit with those of the old permit, determines the reasons for changes in the reissued permit, and examines Alyeska's initial efforts to comply with the reissued permit's effluent limits and reporting requirements.

This literature search and review focuses on materials pertinent to determining or evaluating current and/or `best` practices, and not on the adequacy of current statutes or regulations. In addition, it is not the intention of the report to assess best practices (e.g., suggest the appropriate crew sizes or what navigation equipment should be required on tankers), but to establish the baseline for future study of best practices. The report does not provide answers to new analytical quations, but presents the status of research so that questions addressed previoulsy will not be duplicated by future studies.

In this study we develop a spatial vulnerability approach and example assessment to support future spill prevention and improve future response readiness. This effort, which is part of a larger integrated assessment modeling spill prevention effort, incorporated economic and environmental data, and utilized a novel new oil spill simulation model from the U.S. Department of Energys National Energy Technology Laboratory, the Blowout and Spill Occurrence Model (BLOSOM). Specifically, this study demonstrated a novel approach to evaluate potential impacts of hypothetical spill simulations at varying depths and locations in the northern Gulf of Mexico. The simulations are analyzed to assess spatial and temporal trends associated with the oil spill. The approach itself demonstrates how these data, tools and techniques can be used to evaluate potential spatial vulnerability of Gulf communities for various spill scenarios. Results of the hypothetical scenarios evaluated in this study suggest that under conditions like those simulated, a strong westward push by ocean currents and tides may increase the impacts of deep water spills along the Texas coastline, amplifying the vulnerability of communities on the local barrier islands. Ultimately, this approach can be used further to assess a range of conditions and scenarios to better understand potential risks and improve informed decision making for operators, responders, and stakeholders to support spill prevention as well as response readiness.

    Large-scale movement of oil by sea entails risks that are compounded by variable weather conditions, occasional human fallibility, and mechanical inadequacies. The Int'l Tanker Owners Pollution Federation was established in 1968 to minimize these risks and to help mitigate the impacts of tanker oil spills. The federation recently recommended measures to improve the effectiveness and efficiency of government and industry to respond to tanker oil spills. These include: the establishment of a database on the properties of various oils/ a formal equipment inventory worldwide/ better training facilities for personnel likely to supervise oil recovery operations/ exchange of information between countries on spill experience and research findings/ and international testing and standardization of equipment.

    Purpose: The purpose of this single-institution pilot study was to evaluate the feasibility and safety of an oil-based skin agent, Ultra Emu Oil, on skin-related toxicity in patients undergoing radiation therapy to the breast or chest wall. Methods and Materials: Patients were randomized 2:1 in a double-blind fashion and were instructed to apply processed Ultra Emu Oil or placebo (cottonseed oil) twice daily during the course of radiation therapy. The oils were applied before the third fraction and continued for 6 weeks after completion of treatment. The primary endpoint was the area under the curve (AUC) of Skindex-16 scale scores over time. Secondary outcomes included maximum grade of radiation dermatitis using the Common Terminology Criteria (CTC) for Adverse Events (CTCAE 3.0), the Skin Toxicity Assessment Tool, quality of life (QOL) measured by Linear Analogue Self-Assessment, and a symptom experience diary (SED). Results: In all, 42 of 45 patients completed the study and were evaluable. The median times to peak rash, skin redness, peeling, and skin swelling were weeks 6, 6, 7, and 7, respectively as measured by the SED. The Skindex AUC scores tended to be lower in emu oil patients than in placebo patients (mean total AUC 7.2 vs 10.4, respectively). This trend was also seen in all the Skindex subdomains. The overall QOL was slightly better in the emu oil group but remained stable throughout the study for both arms. Peak CTC toxicity occurred at week 6. Patients using emu oil appeared slightly worse on maximum CTC grade, but the difference was not significant. Conclusions: This pilot study confirmed the safety of oil-based skin treatments during radiation therapy and suggests a trend for reduced skin toxicity for patients receiving emu oil. A larger study is needed to evaluate the efficacy of emu oil in reducing radiation dermatitis in patients receiving breast radiation.

The purpose in providing this forum is to assist both groups in identifying the key barriers to the economic recoverability of domestic oil and gas resources while adequately protecting human health and the environment. The following topics were discussed, groundwater protection; temporarily abandoned and idle wells; effluent discharges; storm water runoff; monitoring and compliance; wetlands; naturally occurring radioactive materials; RCRA reauthorization and oil pollution prevention regulation. At the conclusion, all of the participants were asked to complete a questionnaire which critiqued the day activities. A discussion of each of the issues is made a part of this report as is a summary of the critique questionnaire which were received.

    To be prepared for a range of oil spills, emergency response organizations must have an arsenal of powerful and adaptable equipment. Around the coastal United States, a network of oil spill cooperatives and emergency response organizations stand ready with the technology and the know-how to respond to the first sign of an oil spill. When the telephone rings, they may be required to mop up 200 gallons of oil that leaked off the deck of a ship or to contain and skim 2,000 gallons of oil from a broken hose at a loading terminal. In a few cases each year, they may find themselves responding to a major pollution incident, one that involves hundreds of people and tons of equipment. To clean an oil spill at a New Jersey marine terminal, the local cooperative used the Lundin Oil Recovery Inc. (LORI) skimming system to separate the oil and water and the lift the oil out of the river. The LORI skimming technology is based on sound principles of fluid management - using the natural movement of water instead of trying to fight against it. A natural feeding mechanism delivers oily water through the separation process, and a simple mechanical separation and recovery device - a brush conveyor - removes the pollutants from the water.

    The history of oil shale in the United States since the early 1900's is detailed. Research on western oil shale probably began with the work of Robert Catlin in 1915. During the next 15 years there was considerable interest in the oil shales, and oil shale claims were located, and a few recovery plants were erected in Colorado, Nevada, Utah, Wyoming, and Montana. Little shale soil was produced, however, and the major oil companies showed little interest in producing shale oil. The early boom in shale oil saw less than 15 plants produce a total of less than 15,000 barrels of shale oil, all but about 500 barrels of which was produced by the Catlin Operation in Nevada and by the US Bureau of Mines Rulison, Colorado operation. Between 1930 and 1944 plentiful petroleum supplies at reasonable prices prevent any significant interest in shale oil, but oil shortages during World War II caused a resurgence of interest in oil shale. Between 1940 and 1969, the first large-scale mining and retorting operations in soil shale, and the first attempts at true in situ recovery of shale oil began. Only 75,000 barrels of shale oil were produced, but major advancements were made in developing mine designs and technology, and in retort design and technology. The oil embargo of 1973 together with a new offering of oil shale leases by the Government in 1974 resulted in the most concentrated efforts for shale oil production to date. These efforts and the future prospects for shale oil as an energy source in the US are discussed.

A huge quantity of plastic waste is disposed of each year and is mostly either discarded in landfills or incinerated. On the other hand, the usage of synthetic polymers as oil sorbents, in particular, polyolefins, including polypropylene (PP), and polyethylene (PE) are the most commonly used oil sorbent materials mainly due to their low cost. However, they possess relatively low oil absorption capacities. In this work, we provide an innovative way to produce a value-added product such as oil-sorbent film with high practical oil uptake values in terms of g/g from waste HDPE bottles for rapid oil spill remedy.

    In the oil tanker, oil shipping industry, there is no single fail-safe design that can ensure spill-free protection under all possible circumstances. Regulatory efforts have focused on design improvements that can be incorporated with out destroying the basic mission. Good examples are the IMO requirements for segregated ballast tanks, crude oil washing, and inert gas systems which have become mandatory over the last 15 years. They have contributed much to reduce pollution and enhance safety of life at sea. In contrast, the double-hull design, which has been mandated for new vessels operating in US waters, adds 15% to 20% more to a vessel's construction cost with no offsetting income. Most ship owners are not enamored with the double hull requirement, which will not necessarily save them from ruinous financial exposure to unlimited liability if involved in a major oil spill in the US, even if all reasonable safety precautions have been followed. There are no physical features in a ship that offset operational shortcomings such as an incompentent crew, poor operating procedures, or a lack of navigational aids. The problem in the industry is not vessel age or deficiencies in design, nor lack of safety rules and regulations. The problem is one of poor enforcement, which accounts for most of the operational inadequacies evidenced in vessels. But above all, safe marine operations depend on people. The human element remains the most important part of the safety equation.

    The Oil Pollution Act of 1990 ( OPA'') and an even more problematic array of State pollution laws have raised the cost, and risk, of carrying oil into and out of the US. This report, prepared under contract to the US Department of energy's Office of Domestic and International Policy, examines the impact of Federal and State oil spill legislation on the tanker market. It reviews the role of marine transportation in US oil supply, explores the OPA and State oil spill laws, studies reactions to OPA in the tanker and tank barge industries and in related industries such as insurance and ship finance, and finally, discusses the likely developments in the years ahead. US waterborne oil imports amounted to 6.5 million B/D in 1991, three-quarters of which was crude oil. Imports will rise by almost 3 million B/D by 2000 according to US Department of energy forecasts, with most of the crude oil growth after 1995. Tanker demand will grow even faster: most of the US imports and the increased traffic to other world consuming regions will be on long-haul trades. Both the number of US port calls by tankers and the volume of offshore lightering will grow. Every aspect of the tanker industry's behavior is affected by OPA and a variety of State pollution laws.

    A barrier for the containment and recovery of oil spilled on water comprises a first buoyant air chamber, a ballast water chamber, an oil and water discharge tube and a second buoyant air chamber. The first air chamber has a plurality of sections of reduced diameter, which together with the ballast water chamber define a series of weirs for oil and water to pass into gallery formed by the ballast water chamber, the oil and water discharge tube and the second air chamber. Pumps may be provided in the oil and water discharge tube to remove oil from the gallery. The second air chamber provides buoyancy to maintain the optimum configuration of the weirs.

    The Oil Pollution Act of 1990 (``OPA``) and an even more problematic array of State pollution laws have raised the cost, and risk, of carrying oil into and out of the US. This report, prepared under contract to the US Department of energy`s Office of Domestic and International Policy, examines the impact of Federal and State oil spill legislation on the tanker market. It reviews the role of marine transportation in US oil supply, explores the OPA and State oil spill laws, studies reactions to OPA in the tanker and tank barge industries and in related industries such as insurance and ship finance, and finally, discusses the likely developments in the years ahead. US waterborne oil imports amounted to 6.5 million B/D in 1991, three-quarters of which was crude oil. Imports will rise by almost 3 million B/D by 2000 according to US Department of energy forecasts, with most of the crude oil growth after 1995. Tanker demand will grow even faster: most of the US imports and the increased traffic to other world consuming regions will be on long-haul trades. Both the number of US port calls by tankers and the volume of offshore lightering will grow. Every aspect of the tanker industry`s behavior is affected by OPA and a variety of State pollution laws.

    Despite claims that the government is reducing the amount of environmental regulation, the sheer amount of regulatory language has actually increased yearly. Yet based on media reports and citizen claims, pollution appears to go unchecked. Citizens condemn a perceived lack of government regulation of industrial pollution, while industries find themselves mired in increasingly complex regulatory programs that are sometimes far removed from real world situations. US Environmental Protection Agency (EPA) decision-makers have responded to these concerns by designing regulatory programs that abandon traditional command-and-control regulatory schemes as ill-suited to today`s pollution problems and the interests of these stakeholders. This paper analyzes the use of voluntary pollution control programs in place of command-and-control regulation. It is proposed that voluntary programs may serve as carrots to entice regulated entities to reduce pollution, but that there are a number of hurdles to their effective implementation that preclude them from being embraced as effective environmental regulatory tools. This paper reviews why agencies have moved from command-and-control regulation and examines current voluntary pollution control programs. This paper also contemplates the future of such programs.

    Conventional wisdom in the US is that firms face a trade-off between environmental efforts and profit because of the belief that environmental protection invariably involves costs that reduce profits. Firms, therefore, generally perceive environmental protection as an impediment to their goal of profit maximization. Environmental efforts are viewed as an added hurdle in producing a product, rather than an as intrinsic part of well-designed operations. From this perspective, firms have no incentive to engage in environmental protection efforts, and will do so only if they are forced (or are given incentives) by government or if they perceive in advance potential profits from their efforts (e.g., a market for environmental products). The concept of a trade-off between the environment and profit, however, has been challenged recently. A common argument raised for questioning this trade-off is that efforts directed at environmental protection will lead to the development of new technologies and will give US firms a competitive advantage in the emerging environmental industry. It is argued that opportunities available within this growth field outweigh costs of entry and research. Recent publications (World Wildlife Fund, 1992; Resources for the Future, 1993) have proposed that government actions, may encourage the development of the environmental industry and, thus, improve both economic and environmental performance. Suggested governmental actions include using market incentives rather than command and control regulation to achieve environmental goals, integrating environmental values into governmental policy analysis, and supporting investments in environmental technologies. This paper details the economics and benefits of various waste management efforts.

    The US Environmental Protection Agency (EPA) has funded a pilot project to assist small and medium-size manufacturers who want to minimize their generation of waste but who lack the expertise to do so. In an effort to assist these manufacturers Waste Minimization Assessment Centers (WMACs) were established at selected universities and procedures were adapted from the EPA Waste Minimization Opportunity Assessment Manual. The WMAC team at Colorado State University performed an assessment at a plant that manufacturers commercial food service equipment. Raw materials used by the plant include stainless steel, mild steel, aluminum, and copper and brass. Operations performing in the plant include cutting, forming, bending, welding, polishing, painting, and assembly The team`s report, detailing findings and recommendations, indicated that paint-related wastes (organic solvents) are generated in large quantities and that significant cost savings could be achieved by retrofitting the water curtain paint spray booth to operate as a dry filter paint booth. Toluene could be replaced by a less toxic solvent. This Research Brief was developed by the principal investigators and EPA`s National Risk Management Research Laboratory, Cincinnati, OH, to announce key findings of an ongoing research project that is fully documented in a separate report of the same title available from University City Science Center.

    Pharmaceutical manufacturers generate a variety of wastes during manufacturing, maintenance, and housekeeping operations which can be reduced or minimized through source reduction and recycling. The typical waste streams are spent fermentation broths, process liquors, solvents, equipment wash water, spilled materials, off-spec products, and used processing aids. Suggestions include improvements to operational practices, solvent recycling and implementing good materials management and housekeeping practices. To help companies in the industry identify opportunities for waste reduction at their own facilities, the guide includes a set of worksheets which take the user step-by-step through an analysis of the on-site waste generating operations and the possibilities for minimizing each waste. The guide and its worksheets would also be instructive to consultants serving the pharmaceutical manufacturing industry and government agencies who regulate waste streams generated from these firms.

    Building 922 houses all of SNL/California`s ES and H Departments: Health Protection, Environmental Protection, Safety, and Environmental Operations. It covers approximately 10,000 square feet and houses about 80 people. The office personnel generate nonhazardous solid office wastes in their daily activities. To determine the types and amounts of waste generated, a special PPOA sorting team sorted all of the trash collected from the building for a period of one-week (including paper and aluminum cans in the recycling bins). The team sorted the trash into major categories: paper, plastic, metals, glass, wet garbage, rest room waste, and miscellaneous materials. They then sorted it into subcategories within each major category. Rest room waste was collected but not sorted. The waste in each category was weighed separately. The total amount of trash collected during the week was approximately 168.8 kg (371.4 lbs). The results of this PPOA indicate that SNL/California is minimizing most nonhazardous office waste and reductions planned for the near future will add significantly to the minimization efforts.

    Oil spills have a devastating effect on biologically rich coastal environments. This report investigates this problem, covering damage by oil to biological systems, the use of dispersants (toxicity and considerations for dispersant use), impact of oil and dispersants on coral reefs, impact of oil on seagrass beds and sandy beaches, impact of oil on mangroves (seedling survival and tolerance, regeneration, forest type vulnerability, and cleanup and recovery activities in mangroves), conclusions, and recommendations. The study concludes that coral reefs and seagrass beds may escape significant spill damage if pollution is not chronic and if dispersants are not used. Sandy and rocky shores may be severely impacted but recover quickly. Mangroves are the most vulnerable coastal ecosystem. Recommendations are that oil spill contingency plans must be prepared for all areas, and that the necessary equipment for the plans must be in place.

    An apparatus for distilling shale oil from oil shale comprises: a vertical type distilling furnace which is divided by two vertical partitions each provided with a plurality of vent apertures into an oil shale treating chamber and two gas chambers, said oil shale treating chamber being located between said two gas chambers in said vertical type distilling furnace, said vertical type distilling furnace being further divided by at least one horizontal partition into an oil shale distilling chamber in the lower part thereof and at least one oil shale preheating chamber in the upper part thereof, said oil shale distilling chamber and said oil shale preheating chamber communication with each other through a gap provided at an end of said horizontal partition, an oil shale supplied continuously from an oil shale supply port provided in said oil shale treating chamber at the top thereof into said oil shale treating chamber continuously moving from the oil shale preheating chamber to the oil shale distilling chamber, a high-temperature gas blown into an oil shale distilling chamber passing horizontally through said oil shale in said oil shale treating chamber, thereby said oil shale is preheated in said oil shale preheating chamber, and a gaseous shale oil is distilled from said preheated oil shale in said oil shale distilling chamber; and a separator for separating by liquefaction a gaseous shale oil from a gas containing the gaseous shale oil discharged from the oil shale preheating chamber.

    Oil companies are rapidly acquiring a huge share of the photovoltaics (PV) industry, causing concern by some solar advocates that PV ultimately might be controlled by large companies with no immediate incentive to develop the technology. A review of antitrust laws reveals they are only minimally applicable to a new field such as PV. Federal legislation preventing further oil company investments is not necessarily the best approach to keeping the PV industry healthy, financially as well as competitively. Instead, the government should encourage competition by providing financial assistance for small PV businesses.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

The components are combined on the basis of their respective polarities, that is, on the basis of their heteroatom content, to assure complete solubilization of SRC. The resulting composition is a fuel oil blend which retains its stability and homogeneity over the long term.

    Preliminary tests by the Agricultural Institute, show that tractors can be run on a 50:50 rape oil-diesel mixture or on pure rape oil. In fact, engine power actually increased slightly with the 50:50 blend but decreased fractionally with pure rape oil. Research at the North Dakota State University on using sunflower oil as an alternative to diesel fuel is also noted.
