    This study was undertaken at the request of the General Accounting Office (GAO). Its purpose is to evaluate the impacts on U.S. energy markets and the economy of reducing oil imports. The approach and assumptions underlying this report were specified by GAO and are attached as an Appendix. The study focuses on two approaches: (1) a set of cases with alternative world crude oil price trajectories and (2) two cases which investigate the use of an oil import tariff to achieve a target reduction in the oil imports. The analysis presented uses the National Energy Modeling System, which is maintained by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), and the DRI/McGraw Hill Macroeconomic Model of the U.S. Economy, a proprietary model maintained by DRI and subscribed to by EIA.

    Prompted by the contemporaneous spike in coal, oil, and natural gas prices, this paper evaluates the degree of market integration both within and between crude oil, coal, and natural gas markets. Our approach yields parameters that can be readily tested against a priori conjectures. Using daily price data for five very different crude oils, we conclude that the world oil market is a single, highly integrated economic market. On the other hand, coal prices at five trading locations across the United States are cointegrated, but the degree of market integration is much weaker, particularly between Western and Eastern coals. Finally, we show that crude oil, coal, and natural gas markets are only very weakly integrated. Our results indicate that there is not a primary energy market. Despite current price peaks, it is not useful to think of a primary energy market, except in a very long run context.

    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors. The analysis identifies those markets and niches where opportunities exist for increasing energy efficiency and renewable energy use.

    This issue updates the Energy Detente 7/09/82, which tracked US oil imports since the Arab Oil Embargo. Since then, the phrase oil glut became common even among cautious market analysts as many exporters, hard-pressed for petrodollars, produced much more than the market was prepared to absorb. To examine how the US import market has adjusted to this continued buyers market, the top seven suppliers of 1982 are tracked backwards through time. A graph shows the 1982 reversal of Mexico's and Saudi Arabia's positions in this market. The three main reasons for Mexico's strong present position in the US market are: crude costs and corresponding refined value; proximity to US refining centers; and strategic importance of Mexico's economic stability through oil sales. Interviews with various US refiners and other market observers confirm that these elements will persist during 1983, regardless of significant price cuts among OPEC and other producers. It is believed that the profitability of running heavy Maya crude in sophisticated plants will continue to look optimistic, and that Mexican crude sales to the Strategic Petroleum Reserve implies US government interest in Mexico's economic recovery, and in its stability in the light of civil wars being waged in Central America. This issue presents the Energy Detente (1) fuel price/tax series and (2) industrial fuel prices for March 1983 for countries of the Eastern Hemisphere. 6 figures, 8 tables.

    The partial monopolization of the world oil market by the OPEC cartel has produced significant economic costs to the economies of the world. This paper reports estimates of the costs of monopolization of oil to the US over the period 1972--1991. Two fundamental assumptions of the analysis are, (1) that OPEC has acted as a monopoly, albeit with limited control, knowledge, and ability to act and, (2) that the US and other consuming nations could, through collective (social) action affect the cartel's ability to act as a monopoly. We measure total costs by comparing actual costs for the 1972--1991 period to a hypothetical more competitive'' world oil market scenario. By measuring past costs we avoid the enormous uncertainties about the future course of the world oil market and leave to the reader's judgment the issue of how much the future will be like the past. We note that total cost numbers cannot be used to determine the value of reducing US oil use by one barrel. They are useful for describing the overall size of the petroleum problem and are one important factor in deciding how much effort should be devoted to solving it. Monopoly pricing of oil transfers wealth from US oil consumers to foreign oil producers and, by increasing theeconomic scarcity of oil, reduces the economy's potential to produce. The actions of the OPEC cartel have also produced oil price shocks, both upward and downward, that generate additional costs because of the economy's inherent inability to adjust quickly to a large change in energy prices. Estimated total costs to the United States from these three sources for the 1972--1991 period are put at $4.1 trillion in 1990$($1.2 T wealth transfer, $0.8 T macroeconomic adjustment costs, $2.1 T potential GNP losses). The cost of the US's primary oil supply contingency program is small ($10 B) by comparison.

    The anticipated increase in variable renewable generation, such as wind and solar power, over the next several years has raised concerns about how system operators will maintain balance between electricity production and demand in the Western Interconnection, especially in its smaller balancing authority areas (BAAs). Given renewable portfolio standards in the West, it is possible that more than 50 gigawatts of wind capacity will be installed by 2020. Significant quantities of solar generation are likely to be added as well. Meanwhile, uncertainties about future load growth and challenges siting new transmission and generation resources may add additional stresses on the Western Interconnection of the future. One proposed method of addressing these challenges is an energy imbalance market (EIM). An EIM is a means of supplying and dispatching electricity to balance fluctuations in generation and load. It aggregates the variability of generation and load over multiple balancing areas (BAs).

    An analysis of the response of American markets to supply crises in world oil markets is presented. It addresses four main issues: the efficiency of the operation of American oil markets during oil supply crises; the problems of both economic efficiency and social equity which arise during the American adaptation process; the propriety of the Federal government's past policy responses to these problems; and the relationship between perceptions of the problems caused by world oil crises and the real economic natures of these problems. Specifically, Chapter 1 presents a theoretical discussion of the effects of a world supply disruption on the price level and supply availability of the world market oil to any consuming country including the US Chapter 2 provides a theoretical and empirical analysis of the efficiency of the adaptations of US oil product markets to higher world oil prices. Chapter 3 examines the responses of various groups of US oil firms to the alterations observed in world markets, while Chapter 4 presents a theoretical explanation for the price-lagging behavior exhibited by firms in the US oil industry. Chapter 5 addresses the nature of both real and imagined oil market problems in the US during periods of world oil market transition. (MCW)

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    The market potential for two not-yet-commercialized, proprietary processes for upgrading heavy oil was evaluated. Dynacracking (TM) of Hydrocarbon Research Inc. (HRI) and Aurabon of UOP Process Division (UOP), including an integrated commercial hydrotreating unit were the processes studied. The report concludes that while a large market for Heavy Oil Processing (HOP) units was originally forecast as the result of the shift to heavier crudes by US refiners under a given demand slate and refinery configuration, this market has either eroded due to massive demand shifts (both in volumetric and relative product mix terms) or largely been satisfied on an accelerated basis (due to downstream restructuring pressures) by units already constructed or under firm commitment utilizing other HOP technology. Dynacracking or Aurabon does not appear to offer the substantial economic advantage needed to replace other HOP units already committed. However, additional demands for HOP units couold arise, particularly on a regional basis, if significant additional foreign or domestic sources of heavy crude are introduced into the supply picture or the demand structure moves dramatically away from that currently foreseen by the EIA. Expected profit margins were calculated for both processes, allowing $2/barrel extra credit to the Aurabon products because of their higher quality. Both processes appear to produce about the same fraction of vacuum bottoms when processing the same crude. Dynacracking produces a higher proportion of naphtha and Aurabon produces substantially more heavy distillate. This report is not intended to serve as a basis of selecting either process for a particular installation. 10 references, 7 figures, 29 tables.

    The partial monopolization of the world oil market by the OPEC cartel has produced significant economic costs to the economies of the world. This paper reports estimates of the costs of monopolization of oil to the U.S. over the period 1972-1991. Two fundamental assumptions of the analysis are, (1) that OPEC has acted as a monopoly, albeit with limited control, knowledge, and ability to act and, (2) that the U.S. and other consuming nations could, through collective (social) action affect the cartel's ability to act as a monopoly. We measure total costs by comparing actual costs for the 1972-1991 period to a hypothetical ''more competitive'' world oil market scenario. By measuring past costs we avoid the enormous uncertainties about the future course of the world oil market and leave to the reader's judgment the issue of how much the future will be like the past. We note that total cost numbers cannot be used to determine the value of reducing U.S. oil use by one barrel. They are useful for describing the overall size of the petroleum problem and are one important factor in deciding how much effort should be devoted to solving it. Monopoly pricing of oil transfers wealth from US. oil consumers to foreign oil producers and, by increasing the economic scarcity of oil, reduces the economy's potential to produce. The actions of the OPEC Cartel have also produced oil price shocks, both upward and downward, that generate additional costs because of the economy's inherent inability to adjust quickly to a large change in energy prices. Estimated total costs to the United States from these three sources for the 1972-1991 period are put at $4.1 trillion in 1990$ ($1.2 T wealth transfer, $0.8 T macroeconomic adjustment costs, $2.1 T potential GNP losses). The cost of the US's primary oil supply contingency program is small ($10 B) by comparison.

    Under the sponsorship of the Department of Energy`s Office of Utility Technologies, the Energy Storage Systems Analysis and Development Department at Sandia National Laboratories (SNL) contracted Frost and Sullivan to conduct a market feasibility study of energy storage systems. The study was designed specifically to quantify the energy storage market for utility applications. This study was based on the SNL Opportunities Analysis performed earlier. Many of the groups surveyed, which included electricity providers, battery energy storage vendors, regulators, consultants, and technology advocates, viewed energy storage as an important enabling technology to enable increased use of renewable energy and as a means to solve power quality and asset utilization issues.     This article is a summary of presentations made during the 1997 Winter Meeting panel session on Power and Natural Gas in Latin America: Towards an Integrated Market. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries.     Some US renewable energy industries are now looking abroad, especially to the rapidly developing Asia-Pacific region, in order to increase sales and expand markets. The developing world appears in principle to be an important market for renewable energy technologies. These international markets have proven extremely difficult to penetrate, and the US competitive position is threatened by strong, well-organized, government-supported competition from Japan and Western Europe. For example, US photovoltaic manufacturers held 80% of the world PV market in 1980; today their market share is down to 35%. Less developed countries (LDCs) present a potentially significant but highly elusive market for renewable energy technologies. This market may develop for three major reasons; the shortage of electricity supply and the high cost of grid extension to rural areas, the high cost of oil imports and the scarcity of light oil products, and the gradual replacement of traditional fuels with modern ones. The focus of this report is on the policies and attitudes of national and regional governments in India and Pakistan towards renewable energy technology and how these policies and attitudes affect the potential for penetration of these markets by US industry. We have attempted to provide some useful insight into the actual market environment in India and Pakistan rather than just report on official laws, regulations, and policies. The report also examines the economics of technologies in comparison with more traditional sources of energy. It concentrates primarily on technologies, such as photovoltaics and wind electric systems, that would benefit from foreign participation, but also identifies potential market opportunities for advanced solar desalination and other renewable energy technologies. 31 refs.

    Distributed generation (DG) technologies, such as gas-fired reciprocating engines and microturbines, have been found to be economically beneficial in meeting commercial-sector electrical, heating, and cooling loads. Even though the electric-only efficiency of DG is lower than that offered by traditional central stations, combined heat and power (CHP) applications using recovered heat can make the overall system energy efficiency of distributed energy resources (DER) greater. From a policy perspective, however, it would be useful to have good estimates of penetration rates of DER under various economic and regulatory scenarios. In order to examine the extent to which DER systems may be adopted at a national level, we model the diffusion of DER in the US commercial building sector under different technical research and technology outreach scenarios. In this context, technology market diffusion is assumed to depend on the system's economic attractiveness and the developer's knowledge about the technology. The latter can be spread both by word-of-mouth and by public outreach programs. To account for regional differences in energy markets and climates, as well as the economic potential for different building types, optimal DER systems are found for several building types and regions. Technology diffusion is then predicted via two scenarios: a baseline scenario and a program scenario, in which more research improves DER performance and stronger technology outreach programs increase DER knowledge. The results depict a large and diverse market where both optimal installed capacity and profitability vary significantly across regions and building types. According to the technology diffusion model, the West region will take the lead in DER installations mainly due to high electricity prices, followed by a later adoption in the Northeast and Midwest regions. Since the DER market is in an early stage, both technology research and outreach programs have the potential to increase DER adoption, and thus, shift building energy consumption to a more efficient alternative.

    In recent years, both compliance and voluntary markets have emerged to help support the development of renewable energy resources. Both of these markets are growing rapidly and today about half of U.S. states have RPS policies in place, with a number of these policies adopted in the last several years. In addition, many states have recently increased the stringency of their RPS policies. This paper examines key market interaction issues between compliance and voluntary renewable energy markets. It provides an overview of both the compliance and voluntary markets, addressing each market's history, purpose, size, scope, and benefits while addressing issues, including double counting.

    Renewable energy certificates (RECs) represent the attributes of electricity generated from renewable energy sources. These attributes are unbundled from the physical electricity, and the two products-the attributes embodied in the certificates and the commodity electricity-may be sold or traded separately. RECs are quickly becoming the currency of renewable energy markets because of their flexibility and the fact that they are not subject to the geographic and physical limitations of commodity electricity. RECs are currently used by utilities and marketers to supply renewable energy products to end-use customers as well as to demonstrate compliance with regulatory requirements, such as renewable energy mandates. The purpose of this report is to describe and analyze the emerging market for renewable energy certificates. It describes how RECs are marketed, examines RECs markets including scope and prices, and identifies and describes the key challenges facing the growth and success of RECs markets.

    The objective of this investigation was to demonstrate the effectiveness of sonication in reducing the viscosity of heavy crude oils. Sonication is the use of acoustic or sound energy to produce physical and/or chemical changes in materials, usually fluids. The goal of the first project phase was to demonstrate a proof of concept for the project objective. Batch tests of three commercially available, single-weight oils (30-, 90-, and 120-wt) were performed in the laboratory. Several observations and conclusions were made from this series of experiments. These include the following: (1) In general, the lower the acoustic frequency, the greater the efficiency in reducing the viscosity of the oils; (2) Sonication treatment of the three oils resulted in reductions in viscosity that ranged from a low of 31% to a high of 75%; and (3) The results of the first phase of the project successfully demonstrated that sonication could reduce the viscosity of oils of differing viscosity. The goal of the second project phase was to demonstrate the ability of sonication to reduce the viscosity of three crude oils ranging from a light crude to a heavy crude. The experiments also were designed to examine the benefits of two proprietary chemical additives used in conjunction with sonication. Acoustic frequencies ranging from 800 Hz to 1.6 kHz were used in these tests, and a reactor chamber was designed for flow-through operation with a capacity of one gallon (3.8 liters). The three crude oils selected for use in the testing program were: (1) a heavy crude from California with a viscosity of approximately 65,000 cP (API gravity about 12{sup o}), (2) a crude from Alabama with a significant water content and a viscosity of approximately 6,000 cP (API gravity about 22 {sup o}), and (3) a light crude from the Middle East with a viscosity of approximately 700 cP (API gravity about 32{sup o}). The principal conclusions derived from the second project phase include the following: (1) The application of acoustic energy (sonication) significantly reduced the viscosity of crude oils, and the amount of viscosity reduction resulting is greater for more viscous, heavy crude oils than it is for less viscous, light crude oils. (2) Test results showed that after being heated, resulting viscosity reductions were not sustained following treatment to the extent that post-sonication reductions were sustained. (3) The maximum viscosity reductions in Oils 1, 2, and 3 due to sonication were 43%, 76%, and 6%, respectively. Samples of Oil 2 associated with larger viscosity reductions often exhibited a definite water separation layer follow the tests, whereas reductions of approximately 23% were measured when this separation was not observed. (4) It was observed that neither horn design nor the reduction of input power by 25% had very little effect on the ability of sonication to alter crude oil viscosity. (5) The chemical additives produced a range of viscosity reduction from 37% to a maximum of 94% with the largest reductions being facilitated by the abundant water present Oil 2. If the Oil 2 results are not considered, the maximum reduction was 73%. The effects of the additives and sonication are enhanced by each other. (6) In only one test did the viscosity return to as much as 50% of the pre-treatment value during a period of 30 days following treatment; recovery was much less in all other cases. Therefore, more than half of the viscosity reduction was maintained for a month without additional treatment. (7) Possible applications, market potential, and economic value of the implementation of a mature sonication technology within the petroleum industry were identified, and it was estimated that the potential exists that more than a billion barrels of oil could be upgraded or produced annually as a result. The project results successfully demonstrated that sonication alone and in combination with chemical additives can effectively reduce the viscosity of crude oils having a broad range of viscosity/API gravity values. Several recommendations are made for follow-on work that is required before the technology can be considered mature and ready for commercial implementation.

    Reserves, characteristics, energetics, chemistry, and technology of Israeli oil shales are described. Oil shale is the only source of energy and the only organic natural resource in Israel. Its reserves of about 12 billion tons will be enough to meet Israel`s requirements for about 80 years. The heating value of the oil shale is 1,150 kcal/kg, oil yield is 6%, and sulfur content of the oil is 5--7%. A method of oil shale processing, providing exhaustive utilization of its energy and chemical potential, developed in the Technion, is described. The principal feature of the method is a two-stage pyrolysis of the oil shale. As a result, gas and aromatic liquids are obtained. The gas may be used for energy production in a high-efficiency power unit, or as a source for chemical synthesis. The liquid products can be an excellent source for production of chemicals.

    Previous studies on the competitive viability of the fuel oil heating market had addressed some of the unique problems facing minority fuel oil marketers (MFMs) within the total market sector (TMS). This study focused on identifying and developing quantitative information on MFMs in the TMS. The specific objective was to determine whether the business problems experienced by MFMs were directly related to their minority status or were characterstic of any firm in the TMS operating under comparable conditions. As an overall conclusion, thorough investigation of the MFMs considered to constitute the universe of minoriy firms within the TMS did not reveal any evidence of overt discrimination affecting the competitive viability of MFMs. Upon analysis, the problems reported by MFMs could not be reasonably ascribed to discrimination on the basis of their minority business status. The study, however, did point up problems unique to MFMs as the result of typical operational and financial characteristics. For example, MFMs, compared to the TMS norm, have not been in the market as long and are smaller in terms of total assets, number of employees, number of trucks, number of accounts and annual volume of oil delivered. Their primary customers are low-income families in urban areas. Financial indicators suggest that the average MFM does not have long-term financial stability. The basis for this overall conclusion, derived by analyses of information from MFMs, as well as many independent sources, is summarized in three parts: (1) MFM industry profile; (2) financial analyses; and (3) problem analyses.

    Early experiences with energy savings certificates (ESCs) have revealed their merits and the challenges associated with them. While in the United States ESC markets have yet to gain significant traction, lessons can be drawn from early experiences in the states of Connecticut and New York, as well as from established markets in Italy, France, and elsewhere. The staying power of European examples demonstrates that ESCs can help initiate more efficiency projects. This article compares ESCs with renewable energy certificates (RECs), looks at the unique opportunities and challenges they present, and reviews solutions and best practices demonstrated by early ESC markets. Three major potential ESC market types are also reviewed: compliance, voluntary, and carbon. Additionally, factors that will benefit ESC markets in the United States are examined: new state EEPS policies, public interest in tools to mitigate climate change, and the growing interest in a voluntary market for ESCs.

    The Symposium was organized by the Energy Research Institute of the State Economic Commission of China, and the Lawrence Berkeley Laboratory and Johns Hopkins University from the United States. It was held at the Johns Hopkins University Nanjing Center in late June 1988. It was attended by about 15 Chinese and an equal number of US experts on various topics related to energy demand and supply. Each presenter is one of the best observers of the energy situation in their field. A Chinese and US speaker presented papers on each topic. In all, about 30 papers were presented over a period of two and one half days. Each paper was translated into English and Chinese. The Chinese papers provide an excellent overview of the emerging energy demand and supply situation in China and the obstacles the Chinese planners face in managing the expected increase in demand for energy. These are matched by papers that discuss the energy situation in the US and worldwide, and the implications of the changes in the world energy situation on both countries. The papers in Part 1 provide historical background and discuss future directions. The papers in Part 2 focus on the historical development of energy planning and policy in each country and the methodologies and tools used for projecting energy demand and supply. The papers in Part 3 examine the pattern of energy demand, the forces driving demand, and opportunities for energy conservation in each of the major sectors in China and the US. The papers in Part 4 deal with the outlook for global and Pacific region energy markets and the development of the oil and natural gas sector in China.

    The International Energy Program Agreement, which created the International Energy Agency (IEA) in November 1974, establishes a system for the mandatory sharing of petroleum during severe oil supply disruptions. Development of the agreement was initiated by then Secretary of State Henry Kissinger during the attempted embargo of oil shipments to the US and The Netherlands by the Organization of Arab Petroleum Exporting Countries in 1973. Kissinger feared that the scramble for oil supplies would strain the Western alliance and contribute to a Western European ''tilt'' toward the Arab position in the Mideast. A new framework for international cooperation in the sharing of oil during oil embargoes and other supply disruptions seemed desirable; ensuring everyone their ''fair share'' would help blunt the oil weapon. Twenty-one countries, including the United States, Japan, and all the countries of Western Europe except France, affirmed this view through their membership in the IEA. The mechanism intended to achieve ''fair'' distribution of petroleum during severe disruptions is the Emergency Sharing System (ESS). Our evaluation of the ESS attempts to answer three questions: First, what would be the economic consequences for the US and other IEA members if sharing were to be implemented. Second, how do limitations in information and market control hinder implementation. Third, in light of such impediments, what are likely to be the actual economic consequences of attempted implementation.

    Government facilities and services are often the largest energy users and major purchasers of energy-using equipment within a country. In developing as well as industrial countries, government ''leadership by example'' can be a powerful force to shift the market toward energy efficiency, complementing other elements of a national energy efficiency strategy. Benefits from more efficient energy management in government facilities and operations include lower government energy bills, reduced greenhouse gas emissions, less demand on electric utility systems, and in many cases reduced dependence on imported oil. Even more significantly, the government sector's buying power and example to others can generate broader demand for energy-efficient products and services, creating entry markets for domestic suppliers and stimulating competition in providing high-efficiency products and services. Despite these benefits, with the exception of a few countries government sector actions have often lagged behind other energy efficiency policies. This is especially true in developing countries and transition economies - even though energy used by public agencies in these countries may represent at least as large a share of total energy use as the public sector in industrial economies. This paper summarizes work in progress to inventory current programs and policies for government sector energy efficiency in developing countries, and describes successful case studies from Mexico's implementation of energy management in the public sector. We show how these policies in Mexico, begun at the federal level, have more recently been extended to state and local agencies, and consider the applicability of this model to other developing countries.

    The energy market was deregulated in Colombia back in 1994. Since then, an increasing share of energy has been traded at prices dictated essentially by market considerations, not always coherent with sound technical and commercial practices. This paper is based on the author`s experiences with the negotiation of a number of contracts for energy purchase between 1994 and 1997. It starts with a brief presentation of the Colombian power system, the key players and the structure of energy prices before the market was deregulated. An overview of the conditions that led to power shortages in 1992 is included. The document continues with the description of the operation of the Colombian deregulated energy market, as well as the available contracts and energy transactions. Then, the evolution of the energy bid prices submitted by different generating companies during the period 1994--1997 is developed in detail. The final part of the paper discusses the effects of the energy prices in the operation of the system; the financial impact for IPPs; the economic signals given to the market; and the overall performance of the national power system.

    Early experiences with energy savings certificates (ESCs) have revealed both their merit and the challenges associated with them. In the United States, there has been little activity to date, so any lessons must be drawn from experiences in Italy, the United Kingdom (UK), France, and elsewhere. The staying power of European examples, particularly in Italy, demonstrates that ESCs can help initiate more efficiency projects. Although a robust market for renewable energy certificates (RECs) has emerged in both the voluntary and policy compliance contexts in the United States, ESCs have yet to gain significant traction. This report looks at the opportunity presented by ESCs, the unique challenges they bring, a comparison with RECs that can inform expectations about ESC market development, and the solutions and best practices early ESC market experience have demonstrated. It also examines whether there are real market barriers that have kept ESCs from being adopted and what structural features are necessary to develop effective trading programs.

In this report, Pacific Northwest Laboratory reviewed the available information on technology adoption, diffusion, and decision-making processes to provide OBCS with a background and understanding of the type of research that has previously been conducted on this topic. Insight was gained as to the potential decision-making criteria and motivating factors that influence the decision-maker(s) selection of new technologies, and some of the barriers to technology adoption faced by potential markets for OBCS technologies.

The study was designed specifically to quantify the battery energy storage market for utility applications. This study was based on the SNL Opportunities Analysis performed earlier. Many of the groups surveyed, which included electricity providers, battery energy storage vendors, regulators, consultants, and technology advocates, viewed battery storage as an important technology to enable increased use of renewable energy and as a means to solve power quality and asset utilization issues. There are two versions of the document available, an expanded version (approximately 200 pages, SAND97-1275/2) and a short version (approximately 25 pages, SAND97-1275/1).

    Under contract to Pacific Northwest National Laboratory, HaydenTanner, LLC conducted an in-depth analysis of the potential market value of a commercial building energy asset rating program for the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

    Two key overarching goals of this Initiative are enhancing the efficiency and competitiveness of U.S. industry and reducing the trends toward higher imports. These goals take into account new Federal policies that reflect economic needs, including economic growth, deficit reduction, job creation and security, and global competitiveness, as well as the need to preserve the environment, improve energy efficiency, and provide for national security. The success of this Initiative clearly requires coordinated strategies that range far beyond policies primarily directed at natural gas and oil supplies. Therefore, this Initiative proposes three major strategic activities: Strategic Activity 1 -- increase domestic natural gas and oil production and environmental protection by advancing and disseminating new exploration, production, and refining technologies; Strategic Activity 2 -- stimulate markets for natural gas and natural-gas-derived products, including their use as substitutes for imported oil where feasible; and Strategic Activity 3 -- ensure cost-effective environmental protection by streamlining and improving government communication, decision making, and regulation. Finally, the Initiative will reexamine the costs and benefits of increase oil imports through a broad new Department of Energy study. This study will form the basis for additional actions found to be warranted under the study.

    This report documents a year-long academic project, presenting selected techniques for analysis of market growth, penetration, and forecasting applicable to renewable energy technologies. Existing mathematical models were modified to incorporate the effects of fiscal policies and were evaluated using available data. The modifications were made based on research and classification of current mathematical models used for predicting market penetration. An analysis of the results was carried out, based on available data. MATLAB versions of existing and new models were developed for research and policy analysis.

    How much of the world's oil and energy supply will the non-OPEC less-developed countries (NOLDCs) demand in the next decade. Will their requirements be small and thus fairly insignificant compared with world demand, or large and relatively important. How will world demand be affected by the economic growth of the NOLDCs. In this report, we try to develop some reasonable forecasts of NOLDC energy demands in the next 10 years. Our focus is mainly on the demand for oil, but we also give some attention to the total commercial energy requirements of these countries. We have tried to be explicit about the uncertainties associated with our forecasts, and with the income and price elasticities on which they are based. Finally, we consider the forecasts in terms of their implications for US policies concerning the NOLDCs and suggest areas of future research on NOLDC energy issues.

    China will account for about half of the new construction globally in the coming decade. Its floorspace doubled from 1996 to 2011, and Chinese rural buildings alone have as much floorspace as all of U.S. residential buildings. Building energy consumption has also grown, increasing by over 40% since 1990. To curb building energy demand, the Chinese government has launched a series of policies and programs. Combined, this growth in buildings and renovations, along with the policies to promote green buildings, are creating a large market for energy efficiency products and services. This report assesses the impact of China’s policies on building energy efficiency and on the market for energy efficiency in the future. The first chapter of this report introduces the trends in China, drawing on both historical analysis, and detailed modeling of the drivers behind changes in floorspace and building energy demand such as economic and population growth, urbanization, policy. The analysis describes the trends by region, building type and energy service. The second chapter discusses China’s policies to promote green buildings. China began developing building energy codes in the 1980s. Over time, the central government has increased the stringency of the code requirements and the extent of enforcement. The codes are mandatory in all new buildings and major renovations in China’s cities, and they have been a driving force behind the expansion of China’s markets for insulation, efficient windows, and other green building materials. China also has several other important policies to encourage efficient buildings, including the Three-Star Rating System (somewhat akin to LEED), financial incentives tied to efficiency, appliance standards, a phasing out of incandescent bulbs and promotion of efficient lighting, and several policies to encourage retrofits in existing buildings. In the third chapter, we take “deep dives” into the trends affecting key building components. This chapter examines insulation in walls and roofs; efficient windows and doors; heating, air conditioning and controls; and lighting. These markets have seen significant growth because of the strength of the construction sector but also the specific policies that require and promote efficient building components. At the same time, as requirements have become more stringent, there has been fierce competition, and quality has at time suffered, which in turn has created additional challenges. Next we examine existing buildings in chapter four. China has many Soviet-style, inefficient buildings built before stringent requirements for efficiency were more widely enforced. As a result, there are several specific market opportunities related to retrofits. These fall into two or three categories. First, China now has a code for retrofitting residential buildings in the north. Local governments have targets of the number of buildings they must retrofit each year, and they help finance the changes. The requirements focus on insulation, windows, and heat distribution. Second, the Chinese government recently decided to increase the scale of its retrofits of government and state-owned buildings. It hopes to achieve large scale changes through energy service contracts, which creates an opportunity for energy service companies. Third, there is also a small but growing trend to apply energy service contracts to large commercial and residential buildings. This report assesses the impacts of China’s policies on building energy efficiency. By examining the existing literature and interviewing stakeholders from the public, academic, and private sectors, the report seeks to offer an in-depth insights of the opportunities and barriers for major market segments related to building energy efficiency. The report also discusses trends in building energy use, policies promoting building energy efficiency, and energy performance contracting for public building retrofits.

    The last 5 years have been one of the most exciting times for the energy storage industry. We have seen significant advancements in the regulatory process to make accommodations for valuing and monetizing energy storage for what it provides to the grid. The most impactful regulatory decision for the energy storage industry has come from California, where the California Public Utilities Commission issued a decision that mandates procurement requirements of 1.325 GW for energy storage to 3 investor-own utilities in 4 stages: in 2014, 2016, 2018, and 2020. Furthermore, at the Federal level, FERCs Order 755, requires the transmission operators to develop pay for performance tariffs for ancillary services. This has had direct impact on the market design of US competitive wholesale markets and the monetization of fast responding grid assets. While this order is technology neutral, it clearly plays into the fast-responding capability of energy storage technologies. Today PJM, CAISO, MISO, NYISO, and NE-ISO have implemented Order 755 and offer new tariff for regulation services based on pay-for-performance principles. Furthermore, FERC Order 784, issued in July 2013 requires transmission providers to consider speed and accuracy in determining the requirements for ancillary services. In November 2013, FERC issued Order 972, which revises the small generator interconnection agreement which declares energy storage as a power source. This order puts energy storage on par with existing generators. This paper will discuss the implementation of FERCs Pay for Performance Regulation order at all ISOs in the U.S. under FERC regulatory authority (this excludes ERCOT). Also discussed will be the market impacts and overall impacts on the NERC regulation performance indexes. The paper will end with a discussion on the California and Ontario, Canada procurement mandates and the opportunity that it may present to the energy storage industry.

    Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

    Each year the Geothermal Division of the US Department of Energy conducts an in-depth review of its entire geothermal R D program. The conference serves several purposes: a status report on current R D activities, an assessment of progress and problems, a review of management issues, and a technology transfer opportunity between DOE and the US geothermal city. This year's conference, Program Review X, was held in San Francisco on March 24--26, 1992. The theme of the review, Geothermal Energy and the Utility Market -- The Opportunities and Challenges for Expanding Geothermal Energy in a Competitive Supply Market,'' focused on the needs of the electric utility sector. Geothermal energy, with its power capacity potential of 10 GWe by the year 2010, can provide reliable, enviromentally clean electricity which can help offset the projected increase in demand. Program Review X consisted of seven sessions including an opening session with presentations by Mr. Vikram Budhraja, Vice President of System Planning and Operations, Southern California Edison Company, and Mr. Richard Jaros, President and Chief Operating Officer, California Energy Company. The six technical sessions included presentations by the relevant field researchers covering DOE-sponsored R D in hydrothermal, hot dry rock, and geopressured energy. Individual projects are processed separately for the data bases.

    The energy programs considered herein have little impact on energy supply, consumption, prices, and oil imports. The broad similarity between the current programs case and the less-intervention case (current programs modified) is largely explained by (1) the intended effects of some programs that will be more pronounced in later decades, (2) higher energy prices that work in the same direction as many energy programs and hence tend to reduce the impacts of these programs, and (3) the effects of the energy programs that offset one another. The conclusions do not imply that energy programs are inconsequential. Many of the recent programs were initiated to counterbalance the effect of programs right after the 1973-1974 soil embargo when policy was to alleviate the pain of higher prices. Shifting directions and imposing this panoply of programs has not been without cost in terms of resources required to operate programs, the economic distortions associated with the programs, and the political energy involved. 8 references, 1 figure, 4 tables.

    Improved efficiency of industrial systems (e.g., compressed air or steam) contributes to a manufacturing facility?s bottom line, improves reliability, and better utilizes assets. Despite these advantages, many industrial facilities continue to have unrealized system optimization potential. A barrier to realizing this potential is the lack of market definition for system energy efficiency assessment services, creating problems for both service providers in establishing market value for their services and for consumers in determining the relative quality of these system assessment services. On August 19, 2008, the American Society of Mechanical Engineers (ASME) issued four new draft Standards for trial use that are designed to raise the bar and define the market for these services. These draft Standards set the requirements for conducting an energy assessment at an industrial facility for four different system types: compressed air, process heating, pumping, and steam. The Standards address topics such as organizing and conducting assessments; analyzing the data collected; and reporting and documentation. This paper addresses both the issues and challenges in developing the Standards and the accompanying Guidance Documents, as well as the result of field testing by industrial facilities, consultants, and utilities during the trial use period that ended in January, 2009. These Standards will be revised and released by ASME for public review, and subsequently submitted for approval as American National Standards for publication in late 2009. Plans for a related activity to establish a professional-level program to certify practitioners in the area of system assessments, opportunities to integrate the ASME Standards with related work on industrial energy efficiency, as well as plans to expand the system assessment Standard portfolio are also discussed.

    This presentation describes how a new wholesale electricity market for energy imbalance ancillary services could be implemented and operated. Some conclusions of this presentation are: (1) Method for calculating additional reserve requirements due to wind and solar production; (2) EIM results in substantial reduction in reserves requirements and ramping demand; (3) Reduced participation reduces benefits for all but reduces the benefits to non-participants the most; (4) Full participation leads to maximum benefit across the Western Interconnection, up to 42% of total reserve requirement; and (5) Regional EIM implementations have smaller but substantial benefits.

    Integrating 20% or more wind energy into the system and transmitting large sums of wind energy over long distances will require a decision making capability that can handle very large scale power systems with tens of thousands of buses and lines. There is a need to explore innovative analytical and implementation solutions for continuing reliable operations with the most economical integration of additional wind energy in power systems. A number of wind integration solution paths involve the adoption of new operating policies, dynamic scheduling of wind power across interties, pooling integration services, and adopting new transmission scheduling practices. Such practices can be examined by the decision tool developed by this project. This project developed a very efficient decision tool called Wind INtegration Simulator (WINS) and applied WINS to facilitate wind energy integration studies. WINS focused on augmenting the existing power utility capabilities to support collaborative planning, analysis, and wind integration project implementations. WINS also had the capability of simulating energy storage facilities so that feasibility studies of integrated wind energy system applications can be performed for systems with high wind energy penetrations. The development of WINS represents a major expansion of a very efficient decision tool called POwer Market Simulator (POMS), which was developed by IIT and has been used extensively for power system studies for decades. Specifically, WINS provides the following superiorities; (1) An integrated framework is included in WINS for the comprehensive modeling of DC transmission configurations, including mono-pole, bi-pole, tri-pole, back-to-back, and multi-terminal connection, as well as AC/DC converter models including current source converters (CSC) and voltage source converters (VSC); (2) An existing shortcoming of traditional decision tools for wind integration is the limited availability of user interface, i.e., decision results are often text-based demonstrations. WINS includes a powerful visualization tool and user interface capability for transmission analyses, planning, and assessment, which will be of great interest to power market participants, power system planners and operators, and state and federal regulatory entities; and (3) WINS can handle extended transmission models for wind integration studies. WINS models include limitations on transmission flow as well as bus voltage for analyzing power system states. The existing decision tools often consider transmission flow constraints (dc power flow) alone which could result in the over-utilization of existing resources when analyzing wind integration. WINS can be used to assist power market participants including transmission companies, independent system operators, power system operators in vertically integrated utilities, wind energy developers, and regulatory agencies to analyze economics, security, and reliability of various options for wind integration including transmission upgrades and the planning of new transmission facilities. WINS can also be used by industry for the offline training of reliability and operation personnel when analyzing wind integration uncertainties, identifying critical spots in power system operation, analyzing power system vulnerabilities, and providing credible decisions for examining operation and planning options for wind integration. Researches in this project on wind integration included (1) Development of WINS; (2) Transmission Congestion Analysis in the Eastern Interconnection; (3) Analysis of 2030 Large-Scale Wind Energy Integration in the Eastern Interconnection; (4) Large-scale Analysis of 2018 Wind Energy Integration in the Eastern U.S. Interconnection. The research resulted in 33 papers, 9 presentations, 9 PhD degrees, 4 MS degrees, and 7 awards. The education activities in this project on wind energy included (1) Wind Energy Training Facility Development; (2) Wind Energy Course Development.
