    Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

    The purpose of this report is to define the objectives of the Petroleum Market Model (PMM), describe its basic approach, and provide detail on how it works. This report is intended as a reference document for model analysts, users, and the public. The PMM models petroleum refining activities, the marketing of petroleum products to consumption regions. The production of natural gas liquids in gas processing plants, and domestic methanol production. The PMM projects petroleum product prices and sources of supply for meeting petroleum product demand. The sources of supply include crude oil, both domestic and imported; other inputs including alcohols and ethers; natural gas plant liquids production; petroleum product imports; and refinery processing gain. In addition, the PMM estimates domestic refinery capacity expansion and fuel consumption. Product prices are estimated at the Census division level and much of the refining activity information is at the Petroleum Administration for Defense (PAD) District level.     The Office of Integrated Analysis and Forecasting (OIAF) is required to provide complete model documentation to meet the EIA Model Acceptance Standards. The EIA Model Documentation: Petroleum Market Model of the National Energy Modeling System provides a complete description of the Petroleum Market Model`s (PMM) methodology, and relation to other modules in the National Energy Modeling System (NEMS). This Model Developer`s Report (MDR) serves as an appendix to the methodology documentation and provides an assessment of the sensitivity of PMM results to changes in input data. The MDR analysis for PMM is performed by varying several sets of input variables one-at-a-time and examining the effect on a set of selected output variables. The analysis is based on stand-alone, rather than integrated, National Energy Modeling System (NEMS) runs. This means that other NEMS modules are not responding to PMM outputs. The PMM models petroleum refining and marketing. The purpose of the PMM is to project petroleum product prices, refining activities, and movements of petroleum into the United States and among domestic regions. In addition, the PMM estimates capacity expansion and fuel consumption in, the refining industry. The PMM is also used to analyze a wide variety of petroleum-related issues and policies, in order to foster better understanding of the petroleum refining and marketing industry and the effects of certain policies and regulations. The PMM simulates the operation of petroleum refineries in the United States, including the supply and transportation of crude oil to refineries, the regional processing of these raw materials into petroleum products, and the distribution of petroleum products to meet regional demands. The essential outputs of this model are product prices, a petroleum supply/demand balance, demands for refinery fuel use, and capacity expansion.

This report is intended as a reference document for model analysts, users, and the public. Documentation of the model is in accordance with EIA`s legal obligation to provide adequate documentation in support of its models. The PMM models petroleum refining activities, the marketing of petroleum products to consumption regions, the production of natural gas liquids in gas processing plants, and domestic methanol production. The PMM projects petroleum product prices and sources of supply for meeting petroleum product demand. The sources of supply include crude oil, both domestic and imported; other inputs including alcohols and ethers; natural gas plant liquids production; petroleum product imports; and refinery processing gain. In addition, the PMM estimates domestic refinery capacity expansion and fuel consumption. Product prices are estimated at the Census division level and much of the refining activity information is at the Petroleum Administration for Defense (PAD) District level.

    We have embarked on a program to develop petroleum coke residual oil slurry (POS) as an alternative fuel for existing oil-fired boilers. The industrial application of petroleum coke residual oil slurry requires full knowledge of its flow behavior. This paper will present the results of an experimental investigation undertaken to study the Theological properties using a rotating viscometer at shear rate up to 996 s{sup -1}. The effects of temperature, concentration, particle size distribution and additives are also investigated. The experiments show that petroleum coke residual oil slurry exhibits pseudoplastic behavior, which has favorable viscosity property under a certain condition and has broad prospect to be applied on oil-fired boilers.

    The Naval Petroleum and Oil Shale Reserves (NPOSR), created to provide a source of liquid fuels for the armed forces during national emergencies, were established by a series of Executive Orders between 1912 and 1924. Following the 1973 to 1974 Arab Oil Embargo, which demonstrated the Nation's vulnerability to oil supply interruptions, the Congress authorized and directed in 1974 that the Reserves be explored and developed to their full economic and productive potential. In October 1981, the President notified the Congress of his decision to extend production of the Naval Petroleum Reserves to April 6, 1985. That decision became final when the Congress did not exercise its authority to disapprove the action. With regard to the Naval Oil Shale Reserves (NOSRs), a program was initiated in 1977 to examine the resource for development and subsequent production should national defense requirements so dictate.

    During fiscal year 1992, the reserves generated $473 million in revenues, a $181 million decrease from the fiscal year 1991 revenues, primarily due to significant decreases in oil and natural gas prices. Total costs were $200 million, resulting in net cash flow of $273 million, compared with $454 million in fiscal year 1991. From 1976 through fiscal year 1992, the Naval Petroleum and Oil Shale Reserves generated more than $15 billion in revenues and a net operating income after costs of $12.5 billion. In fiscal year 1992, production at the Naval Petroleum Reserves at maximum efficient rates yielded 26 million barrels of crude oil, 119 billion cubic feet of natural gas, and 164 million gallons of natural gas liquids. From April to November 1992, senior managers from the Naval Petroleum and Oil Shale Reserves held a series of three workshops in Boulder, Colorado, in order to build a comprehensive Strategic Plan as required by Secretary of Energy Notice 25A-91. Other highlights are presented for the following: Naval Petroleum Reserve No. 1--production achievements, crude oil shipments to the strategic petroleum reserve, horizontal drilling, shallow oil zone gas injection project, environment and safety, and vanpool program; Naval Petroleum Reserve No. 2--new management and operating contractor and exploration drilling; Naval Petroleum Reserve No. 3--steamflood; Naval Oil Shale Reserves--protection program; and Tiger Team environmental assessment of the Naval Petroleum and Oil Shale Reserves in Colorado, Utah, and Wyoming.

Discussions have been held with oil companies large and small, shipowners, charterers, insurance companies, classification societies, and a variety of public and private institutions active in the maritime industry.     Petroleum imports account for the largest share of the US trade deficit. Over one-third of the 1996 merchandise trade deficit is attributed to imported oil. The good news is that substantial domestic oil resources, both existing and yet-to-be-discovered, can be recovered using advanced petroleum technologies. The Energy Information Agency estimates that advanced technologies can yield 10 billion additional barrels, equal to $240 billion in import offsets. The US Department of Energy`s National Petroleum Technology Office works with industry to develop advanced petroleum technologies and to transfer successful technologies to domestic oil producers. This publication shows the locations of these important technology development efforts and lists DOE`s partners in this critical venture. The National Petroleum Technology Office has 369 active technology development projects grouped into six product lines: Advanced Diagnostics and Imaging Systems; Advanced Drilling, Completion, and Stimulation; Reservoir Life Extension and Management; Emerging Processing Technology Applications; Effective Environmental Protection; and Crosscutting Program Areas.
