    The Commanding Heights of Oil is an analysis of oil's role in the international environment. It identifies the degree of control over oil in terms of what is asserted as the most important processes and factors that determine the condition of international affairs: (1) The state of oil demand in relation to the capacity to supply, with special emphasis on the amount of spare production capacity; (2) The nature of the business, and how the structure of the industry changes over time as companies cope with the risks peculiar to an extremely capital intensive enterprise; (3) The financial strength of the parties contending for control, including their ability to outlast their opponents in contests for influence over oil affairs; and (4) The nature of the mechanisms whereby the governments and companies strive to create a situation in which they do not have to rely on price to balance supply and demand. Each of the four central factors was prominent at every major turn of the international oil market over the decades. The dissertation argues that the international oil market was controlled in the past by first a group of companies, and, later, a group of countries, for a combination of reasons that is unlikely to be repeated. That does not mean that the 1990s will be spared oil price shocks such as occurred in the 1970s and 1980s. It does suggest that those shocks are unlikely to last long, that OPEC members are unlikely to be able to leverage their position in oil into larger positions in world affairs. It means that oil is unlikely to play as prominent a role in world affairs in the 1990s as it has in the past, even if oil demand, and along with it dependence on OPEC oil, rises.

    Prompted by the contemporaneous spike in coal, oil, and natural gas prices, this paper evaluates the degree of market integration both within and between crude oil, coal, and natural gas markets. Our approach yields parameters that can be readily tested against a priori conjectures. Using daily price data for five very different crude oils, we conclude that the world oil market is a single, highly integrated economic market. On the other hand, coal prices at five trading locations across the United States are cointegrated, but the degree of market integration is much weaker, particularly between Western and Eastern coals. Finally, we show that crude oil, coal, and natural gas markets are only very weakly integrated. Our results indicate that there is not a primary energy market. Despite current price peaks, it is not useful to think of a primary energy market, except in a very long run context.

    This paper reports that Iraq raises questions for the world oil market beyond those frequently asked about when and under what circumstances it will resume exports. Two wars since 1981 have obscured encouraging results from a 20 year exploration program that were only beginning to come to light when Iraq invaded Kuwait in August 1990. Those results indicate the country might someday be able to produce much more than the 3.2 million b/d it was flowing before a United Nations embargo blocked exports. If exploratory potential is anywhere near what officials asserted in the late 1980s, and if Iraq eventually turns hospitable to international capital, the country could become a world class opportunity for oil companies as well as an exporter with productive capacity approaching that of Saudi Arabia. But political conditions can change quickly. Under a new, secular regime, Iraq might welcome non-Iraqi oil companies and capital as essential to economic recovery. It's a prospect that warrants a new industry look at what the country has revealed about its geology and exploration history.

    If the processability of heavy or residual oil is assessed in terms of conversion to distillate oils, the tendency to form carbonaceous (coke) deposits in the reactor would impose limits on the operating conditions, since any significant coke accumulation on a continuing basis would be prohibitive. Experimentally, one can evaluate the feedstock coking propensity in a bench-scale reactor for a set of typical hydroprocessing conditions by varying the temperature near the threshold of coking. For a number of different feedstocks examined by this method, an empirical function can be found correlating the coking propensity with some of the characteristic properties determined by routine analyses. The present approach used a combination of physical and chemical properties including density and contents of Conradson Carbon residue, pentane and toluene insolubles, fraction of high-boiling pitch, and carbon, hydrogen, nitrogen, sulfur and ash. Feedstocks were chosen to cover a wide but practical range of properties to establish their impact on the coking propensity. Although these relationships apply to thermal hydroprocessing, the role of catalysts is also indicated.

    Industry is scrambling to cope with history's biggest oil spill against the backdrop of a Persian Gulf war and a softening oil market. U.S. and Saudi Arabian officials accused Iraq of unleashing an oil spill of about 11 million bbl into the Persian Gulf off Kuwait last week by releasing crude from the giant Sea Island tanker loading terminal at Mina al Ahmadi. Smart bombs delivered by U.S. aircraft hit two onshore tank farm manifold stations, cutting off the terminal's source of oil flow Jan. 26. A small volume of oil was still leaking from 13 mile feeder pipelines to the terminal at presstime. Press reports quoted U.S. military and Saudi officials as estimating the slick at 35 miles long and 10 miles wide but breaking up in some areas late last week. Meantime, Iraq reportedly opened the valves at its Mina al Bakr marine terminal at Fao to spill crude into the northern gulf. BBC reported significant volumes of crude in the water off Fao 24 hr after the terminal valves were opened. Mina al Bakr is a considerably smaller terminal than Sea Island, suggesting that the resulting flow of oil would be smaller than that at Sea Island.

    The Oil Pollution Act of 1990 ( OPA'') and an even more problematic array of State pollution laws have raised the cost, and risk, of carrying oil into and out of the US. This report, prepared under contract to the US Department of energy's Office of Domestic and International Policy, examines the impact of Federal and State oil spill legislation on the tanker market. It reviews the role of marine transportation in US oil supply, explores the OPA and State oil spill laws, studies reactions to OPA in the tanker and tank barge industries and in related industries such as insurance and ship finance, and finally, discusses the likely developments in the years ahead. US waterborne oil imports amounted to 6.5 million B/D in 1991, three-quarters of which was crude oil. Imports will rise by almost 3 million B/D by 2000 according to US Department of energy forecasts, with most of the crude oil growth after 1995. Tanker demand will grow even faster: most of the US imports and the increased traffic to other world consuming regions will be on long-haul trades. Both the number of US port calls by tankers and the volume of offshore lightering will grow. Every aspect of the tanker industry's behavior is affected by OPA and a variety of State pollution laws.

    This is an invited presentation for a pre-conference workshop, titled advances and opportunities in lubrication: wind turbine, at the 2015 Society of Tribologists and Lubrication Engineers (STLE) Tribology Frontiers Conference held in Denver, CO. It gives a brief overview of wind turbine gearbox oil filtration and condition monitoring by highlighting typical industry practices and challenges. The presentation starts with an introduction by covering recent growth of global wind industry, reliability challenges, benefits of oil filtration and condition monitoring, and financial incentives to conduct wind operation and maintenance research, which includes gearbox oil filtration and condition monitoring work presented herein. Then, the presentation moves on to oil filtration by stressing the benefits of filtration, discussing typical main- and offline-loop practices, highlighting important factors considered when specifying a filtration system, and illustrating real-world application challenges through a cold-start example. In the next section on oil condition monitoring, a discussion on oil sample analysis, oil debris monitoring, oil cleanliness measurements and filter analysis is given based on testing results mostly obtained by and at NREL, and by pointing out a few challenges with oil sample analysis. The presentation concludes with a brief touch on future research and development (R and D) opportunities. It is hoping that the information presented can inform the STLE community to start or redirect their R and D work to help the wind industry advance.

  20. Study of the competitive viability of minority fuel oil marketers. Final report

    Previous studies on the competitive viability of the fuel oil heating market had addressed some of the unique problems facing minority fuel oil marketers (MFMs) within the total market sector (TMS). This study focused on identifying and developing quantitative information on MFMs in the TMS. The specific objective was to determine whether the business problems experienced by MFMs were directly related to their minority status or were characterstic of any firm in the TMS operating under comparable conditions. As an overall conclusion, thorough investigation of the MFMs considered to constitute the universe of minoriy firms within the TMS did not reveal any evidence of overt discrimination affecting the competitive viability of MFMs. Upon analysis, the problems reported by MFMs could not be reasonably ascribed to discrimination on the basis of their minority business status. The study, however, did point up problems unique to MFMs as the result of typical operational and financial characteristics. For example, MFMs, compared to the TMS norm, have not been in the market as long and are smaller in terms of total assets, number of employees, number of trucks, number of accounts and annual volume of oil delivered. Their primary customers are low-income families in urban areas. Financial indicators suggest that the average MFM does not have long-term financial stability. The basis for this overall conclusion, derived by analyses of information from MFMs, as well as many independent sources, is summarized in three parts: (1) MFM industry profile; (2) financial analyses; and (3) problem analyses.

    An analysis of the response of American markets to supply crises in world oil markets is presented. It addresses four main issues: the efficiency of the operation of American oil markets during oil supply crises; the problems of both economic efficiency and social equity which arise during the American adaptation process; the propriety of the Federal government's past policy responses to these problems; and the relationship between perceptions of the problems caused by world oil crises and the real economic natures of these problems. Specifically, Chapter 1 presents a theoretical discussion of the effects of a world supply disruption on the price level and supply availability of the world market oil to any consuming country including the US Chapter 2 provides a theoretical and empirical analysis of the efficiency of the adaptations of US oil product markets to higher world oil prices. Chapter 3 examines the responses of various groups of US oil firms to the alterations observed in world markets, while Chapter 4 presents a theoretical explanation for the price-lagging behavior exhibited by firms in the US oil industry.     The market potential for two not-yet-commercialized, proprietary processes for upgrading heavy oil was evaluated. Dynacracking (TM) of Hydrocarbon Research Inc. (HRI) and Aurabon of UOP Process Division (UOP), including an integrated commercial hydrotreating unit were the processes studied. The report concludes that while a large market for Heavy Oil Processing (HOP) units was originally forecast as the result of the shift to heavier crudes by US refiners under a given demand slate and refinery configuration, this market has either eroded due to massive demand shifts (both in volumetric and relative product mix terms) or largely been satisfied on an accelerated basis (due to downstream restructuring pressures) by units already constructed or under firm commitment utilizing other HOP technology. Dynacracking or Aurabon does not appear to offer the substantial economic advantage needed to replace other HOP units already committed. However, additional demands for HOP units couold arise, particularly on a regional basis, if significant additional foreign or domestic sources of heavy crude are introduced into the supply picture or the demand structure moves dramatically away from that currently foreseen by the EIA. Expected profit margins were calculated for both processes, allowing $2/barrel extra credit to the Aurabon products because of their higher quality. Both processes appear to produce about the same fraction of vacuum bottoms when processing the same crude. Dynacracking produces a higher proportion of naphtha and Aurabon produces substantially more heavy distillate. This report is not intended to serve as a basis of selecting either process for a particular installation. 10 references, 7 figures, 29 tables.

    This issue updates the Energy Detente 7/09/82, which tracked US oil imports since the Arab Oil Embargo. Since then, the phrase oil glut became common even among cautious market analysts as many exporters, hard-pressed for petrodollars, produced much more than the market was prepared to absorb. To examine how the US import market has adjusted to this continued buyers market, the top seven suppliers of 1982 are tracked backwards through time. A graph shows the 1982 reversal of Mexico's and Saudi Arabia's positions in this market. The three main reasons for Mexico's strong present position in the US market are: crude costs and corresponding refined value; proximity to US refining centers; and strategic importance of Mexico's economic stability through oil sales. Interviews with various US refiners and other market observers confirm that these elements will persist during 1983, regardless of significant price cuts among OPEC and other producers. It is believed that the profitability of running heavy Maya crude in sophisticated plants will continue to look optimistic, and that Mexican crude sales to the Strategic Petroleum Reserve implies US government interest in Mexico's economic recovery, and in its stability in the light of civil wars being waged in Central America.     The partial monopolization of the world oil market by the OPEC cartel has produced significant economic costs to the economies of the world. This paper reports estimates of the costs of monopolization of oil to the US over the period 1972--1991. Two fundamental assumptions of the analysis are, (1) that OPEC has acted as a monopoly, albeit with limited control, knowledge, and ability to act and, (2) that the US and other consuming nations could, through collective (social) action affect the cartel's ability to act as a monopoly. We measure total costs by comparing actual costs for the 1972--1991 period to a hypothetical more competitive'' world oil market scenario. By measuring past costs we avoid the enormous uncertainties about the future course of the world oil market and leave to the reader's judgment the issue of how much the future will be like the past. We note that total cost numbers cannot be used to determine the value of reducing US oil use by one barrel. They are useful for describing the overall size of the petroleum problem and are one important factor in deciding how much effort should be devoted to solving it. Monopoly pricing of oil transfers wealth from US oil consumers to foreign oil producers and, by increasing theeconomic scarcity of oil, reduces the economy's potential to produce. The actions of the OPEC cartel have also produced oil price shocks, both upward and downward, that generate additional costs because of the economy's inherent inability to adjust quickly to a large change in energy prices. Estimated total costs to the United States from these three sources for the 1972--1991 period are put at $4.1 trillion in 1990$($1.2 T wealth transfer, $0.8 T macroeconomic adjustment costs, $2.1 T potential GNP losses). The cost of the US's primary oil supply contingency program is small ($10 B) by comparison.

    The partial monopolization of the world oil market by the OPEC cartel has produced significant economic costs to the economies of the world. This paper reports estimates of the costs of monopolization of oil to the US over the period 1972--1991. Two fundamental assumptions of the analysis are, (1) that OPEC has acted as a monopoly, albeit with limited control, knowledge, and ability to act and, (2) that the US and other consuming nations could, through collective (social) action affect the cartel`s ability to act as a monopoly. We measure total costs by comparing actual costs for the 1972--1991 period to a hypothetical ``more competitive`` world oil market scenario. By measuring past costs we avoid the enormous uncertainties about the future course of the world oil market and leave to the reader`s judgment the issue of how much the future will be like the past. We note that total cost numbers cannot be used to determine the value of reducing US oil use by one barrel. They are useful for describing the overall size of the petroleum problem and are one important factor in deciding how much effort should be devoted to solving it. Monopoly pricing of oil transfers wealth from US oil consumers to foreign oil producers and, by increasing theeconomic scarcity of oil, reduces the economy`s potential to produce. The actions of the OPEC cartel have also produced oil price shocks, both upward and downward, that generate additional costs because of the economy`s inherent inability to adjust quickly to a large change in energy prices. Estimated total costs to the United States from these three sources for the 1972--1991 period are put at $4.1 trillion in 1990$($1.2 T wealth transfer, $0.8 T macroeconomic adjustment costs, $2.1 T potential GNP losses). The cost of the US`s primary oil supply contingency program is small ($10 B) by comparison.

    This study was undertaken at the request of the General Accounting Office (GAO). Its purpose is to evaluate the impacts on U.S. energy markets and the economy of reducing oil imports. The approach and assumptions underlying this report were specified by GAO and are attached as an Appendix. The study focuses on two approaches: (1) a set of cases with alternative world crude oil price trajectories and (2) two cases which investigate the use of an oil import tariff to achieve a target reduction in the oil imports. The analysis presented uses the National Energy Modeling System, which is maintained by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), and the DRI/McGraw Hill Macroeconomic Model of the U.S. Economy, a proprietary model maintained by DRI and subscribed to by EIA.

    Deregulation on both sides of the U.S.-Canadian border has made certain aspects of trade agreements largely superfluous in the near term. It is over the longer term that the impact of the NAFTA will become apparent. To grapple with this issue, simulations are attempted of oil and gas trade between the United States and Canada as if the NAFTA had been in place before the first oil price shock of 1973. The simulations suggest substantial additional exports of Canadian oil and gas would have enabled the United States to back out volumes of OPEC oil during the critical years of the late 1970s and early 1980s. This would have served to dampen world oil markets during the years of OPEC ascendancy-not dramatically, but not negligibly either. By promoting closer integration of energy markets, the NAFTA should lead to more cohesive North American responses to any future world oil shocks. 13 refs., 8 tabs.

    The proposed North American Free Trade Agreement (NAFTA) has been criticized because it failed to open Mexico`s hydrocarbon reserves to development by private parties. This failure is an economic tragedy. Consumer welfare will clearly be reduced as a consequence. However, the loss is confined to Mexico where economic growth rates may be reduced by as much as one half of one percent per year.   2. Sulfur capture by oil shale ashes under atmospheric and pressurized FBC conditions

    When oil shale contains large quantities of limestone, a significant auto-absorption of sulfur is possible under suitable conditions. The sulfur capture by oil shale ashes has been studied using a pressurized thermogravimetric apparatus. The chosen experimental conditions were typical for atmospheric and pressurized fluidized bed combustion. The Ca/S molar ratios in the two oil shales studied were 8 (Estonian) and 10 (Israeli). The samples were first burned in a gas atmosphere containing O{sub 2} and N{sub 2} (and CO{sub 2} if pressurized). After the combustion step, SO{sub 2} was added and sulfation started. The results with the oil shales were compared to those obtained with an oil shale cyclone ash from the Narva power plant in Estonia. In general, the results from the sulfur capture experiments under both atmospheric and pressurized conditions showed that the oil shale cannot only capture its own sulfur but also significant amounts of additional sulfur of another fuel if the fuels are mixed together. For example from the runs at atmospheric pressure, the conversion of CaO to CaSO{sub 4} was about 70% for Israeli oil shale and about 55% for Estonian oil shale (850 C). For the cyclone ash the corresponding conversion was about 20%. In comparison it could be mentioned that under the same conditions the conversions of natural limestones are about 30%. The reason the cyclone ash was a poor sulfur absorbent was probably due to its temperature history. In Narva the oil shale was burned at a significantly higher temperature (1,400 C) than was used in the experiments (750 C and 850 C). This caused the ash to sinter and the reactive surface area of the cyclone ash was therefore decreased.

    Relevant issues concerned with primary energy resources availability or accessibility is only one perception of the term security of energy supply. The second one is the wide range of issues concerned with reliability of the electric power system. Interconnection between control areas were traditionally developed so as to increase reliability, reduce the reserve margin, facilitate least-variable costs of generation meeting demand. More recently transmission is also perceived as an infrastructure for enhanced electricity trade. But, liberalization and introduction of a competitive electricity market is a reality. In a liberalized and open competitive market the demand for a reliable, secure and functional market place is the key issue. Innovative market tools, the growing number of market participants probably bring more difficulties to manage them. For example, take-or-pay contracts and/or purchase of capacity without predetermined utilization will bring forward problems to the system operator and increasing demand, esp. for regulation power and reserve capacity respectively. The changes bring new challenges not only for industry players and customers, but will be extremely demanding for newly established or only re-established system operators. The system operator has to define and introduce efficient neutral mechanism that will enhance competition without jeopardizing system security and reliability. Modeling of the power system operation hour-per-hour, using a Monte-Carlo simulation for random forced outages of units and merit order based commitment and dispatch provides results for ancillary services standard evaluation. This approach also allows modeling of dissimilar behavior of industry players under changed market conditions and test the stability and sensitivity of ancillary services standards for quite different market development scenarios and conditions.

    The present invention is a trona concentrate and a process for floating gangue material from trona ore that comprises forming an emulsion, conditioning the trona ore at a high solids content in a saturated trona suspension, and then floating and removing the gangue material. The process for separating trona from gangue materials in trona ore can include emulsifying an oil in an aqueous solution to form an oil-in-water emulsion. A saturated trona suspension having a high solids content can also be formed having trona of a desired particle size. The undissolved trona in the saturated suspension can be conditioned by mixing the saturated suspension and the oil-in-water emulsion to form a conditioning solid suspension of trona and gangue material. A gas can be injected through the conditioning solid suspension to float the gangue material. Thus, the floated gangue material can be readily separated from the trona to form a purified trona concentrate without requirements of additional heat or other expensive processing steps.

    This scoping study investigates the impact of, and interactions among, three key sources of uncertainty in the future value of bill savings from customer-sited PV, focusing in particular on residential customers. These three sources of uncertainty are: changes to electricity market conditions that would affect retail electricity prices, changes to the types of retail rate structures available to residential customers with PV, and shifts away from standard net-metering toward other compensation mechanisms for residential PV. We investigate the impact of a range of electricity market scenarios on retail electricity prices and rate structures, and the resulting effects on the value of bill savings from PV. The scenarios include various levels of renewable and solar energy deployment, high and low natural gas prices, the possible introduction of carbon pricing, and greater or lesser reliance on utility-scale storage and demand response. We examine the bill savings from PV with time-invariant, flat residential retail rates, as well as with time-varying retail rates, including time-of-use (TOU) rates and real-time pricing (RTP). In addition, we explore a flat rate with increasing-block pricing (IBP). We evaluate the bill savings from PV with net metering, as currently allowed in many states, as well as scenarios with hourly netting, a partial form of net metering. This scoping study is the first known effort to evaluate these types of interactions in a reasonably comprehensive fashion, though by no means have we considered every possible change to electricity market conditions, retail rate structures, or PV compensation mechanisms. It focuses solely on the private value of bill savings for residential PV and does not seek to quantify the broader social or economic cost or value of solar electricity. Our analysis applies assumptions based loosely on California’s electricity market in a future year (2030); however, it is neither intended to forecast California’s future

    Traditionally, security of the power supply was one of the major objectives of utility companies; this objective was optimized on the basis of mainly technical considerations. Economic aspects imposed at most some limits to investment planning. Under today's market conditions unbundling is the key. Identification and isolation of the individual activities and services of the all-encompassing utility task forces is needed, starting from generating power to supplying it to individual customers. In order to properly price each of these services which will include the security of the power supply, all inherent costs have to be taken into account. Confronting the end user of the service with individual components of the price will give him the possibility to make the right trade-off when choosing his desired level of security. Looking from different angles, the definition of the service ``Security of Power Supply'' may vary. For example, when speaking about security of production, either the security of the transmission or the security to guarantee the end user a supply with a defined quality may be meant. For a power utility on the way to the open market the shaping of the service ``Security of Power Supply'' is both a labor-intensive and a controversial job. It requires the exact definition of the services as well as the identification of all the associated costs. Besides the utility' s internal activities also a marketing job needs to be done: Customers have to be educated to the idea of having a choice of security levels - with different price tags--when buying power.

    A study is described on the hydrological and geotechnical behavior of an oil shale solid waste. The objective was to obtain information which can be used to assess the environmental impacts of oil shale solid waste disposal in the Green River Basin. The spent shale used in this study was combusted by the Lurgi-Ruhrgas process by Rio Blanco Oil Shale Company, Inc. Laboratory bench-scale testing included index properties, such as grain size distribution and Atterberg limits, and tests for engineering properties including hydraulic conductivity and shear strength. Large-scale tests were conducted on model spent shale waste embankments to evaluate hydrological response, including infiltration, runoff, and seepage. Large-scale tests were conducted at a field site in western Colorado and in the Environmental Simulation Laboratory (ESL)at the University of Wyoming. The ESL tests allowed the investigators to control rainfall and temperature, providing information on the hydrological response of spent shale under simulated severe climatic conditions. All experimental methods, materials, facilities, and instrumentation are described in detail, and results are given and discussed. 34 refs.

    One factor limiting the development of commercial biomass pyrolysis is challenges related to the transportation of the produced pyrolysis oil. The oil has different chemical and physical properties than crude oil, including more water and oxygen and has lower H/C ratio, higher specific gravity and density, higher acidity, and lower energy content. These differences could limit its ability to be transported by existing petroleum pipelines. Pyrolysis oil can also be treated, normally by catalytic hydrodeoxygenation, and approaches crude oil and petroleum condensates at higher severity levels. This improvement also results in lower liquid yield and high hydrogen consumption. Biomass resources for pyrolysis are expected to become plentiful and widely distributed in the future, mainly through the use of crop residuals and growing of energy crops such as perennial grasses, annual grasses, and woody crops. Crude oil pipelines are less well distributed and, when evaluated on a county level, could access about 18% of the total biomass supply. States with high potential include Texas, Oklahoma, California, and Louisiana. In this study, published data on pyrolysis oil was compiled into a data set along with bio-source source material, pyrolysis reactor conditions, and upgrading conditions for comparison to typical crude oils. Data of this type is expected to be useful in understanding the properties and chemistry and shipment of pyrolysis oil to refineries, where it can be further processed to fuel or used as a source of process heat.

    Pine wood samples were used as model feedstock to study the properties of catalytic fast pyrolysis oils. The influence of two commercial zeolite catalysts (BASF and SudChem) and pretreatment of the pine wood with sodium hydroxide on pyrolysis products were investigated. The pyrolysis oils were first fractionated using column chromatography and characterized using GC-MS. Long chain aliphatic hydrocarbons, levoglucosan, aldehydes and ketones, guaiacols/syringols, and benzenediols were the major compounds identified in the pyrolysis oils. The catalytic pyrolysis increased the polycyclic hydrocarbons fraction. Significant decreases in phthalate derivatives using SudChem and long chain aliphatics using BASF catalyst were observed. Significant amountsmore » of aromatic heterocyclic hydrocarbons and benzene derivatives were formed, respectively, using BASF and SudChem catalysts. Guaiacyl/syringyl and benzenediols derivatives were partly suppressed by the zeolite catalysts, while the sodium hydroxide treatment enriched phenolic derivatives. Zeolite catalyst and sodium hydroxide were employed together; they showed different results for each catalyst.« less

    The report presents a description of the activities related to and a summary of the information generated by a field survey carried out in Chedabucto Bay, Nova Scotia, for Environment Canada from June to September 1992. The objective of the survey was to locate and document any residual oil on the shores of Chedabucto Bay. The grounding of the tanker Arrow in February 1970 resulted in the release of more than 11 million liters of Bunker C fuel oil. This oil was stranded over an estimated 305 km of shoreline in the Chedabucto Bay area.

    The authors describe a three dimensional frontier consisting of: spending, availability/reliability, and utilization/heat rate. To determine optimal behavior in a future deregulated market, one must also find the optimal adjustment path from present to long-run frontier operation, and the optimal strategic action/response as determined by game theory. One can also perform more limited optimizations along either the two dimensional spending/reliability or spending/utilization frontiers. Although the authors mainly discuss optimizing existing domestic plants, frontier analysis could easily be applied to an electric producer's plants or acquisition targets internationally. Efficient operation saves money even in countries where electric markets are still regulated and can also confer indirect environmental benefits. AER is also applying these frontier analysis and game theory techniques to environmental decision-making, specifically to environmental retrofit decisions.

  17. International oil companies in the Far East

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

The meeting will be held in cooperation with the Petroleum Marketers Association of America (PMAA). The 1998 Oil Heat Technology Conference, will be the twelfth since 1984, is an important technology transfer activity and is supported by the ongoing Combustion Equipment Technology (Oilheat R and D) program at BNL. The reason for the conference is to provide a forum for the exchange of information and perspectives among international researchers, engineers, manufacturers and marketers of oil-fired space-conditioning equipment. They will provide a channel by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the Conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; and (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE.     Oil shale is undoubtedly an excellent energy source that has great abundance and world-wide distribution. Oil shale industries have seen ups and downs over more than 100 years, depending on the availability and price of conventional petroleum crudes. Market forces as well as environmental factors will greatly affect the interest in development of oil shale. Besides competing with conventional crude oil and natural gas, shale oil will have to compete favorably with coal-derived fuels for similar markets. Crude shale oil is obtained from oil shale by a relatively simple process called retorting. However, the process economics are greatly affected by the thermal efficiencies, the richness of shale, the mass transfer effectiveness, the conversion efficiency, the design of retort, the environmental post-treatment, etc. A great many process ideas and patents related to the oil shale pyrolysis have been developed; however, relatively few field and engineering data have been published. Due to the vast heterogeneity of oil shale and to the complexities of physicochemical process mechanisms, scientific or technological generalization of oil shale retorting is difficult to achieve. Dwindling supplied of worldwide petroleum reserves, as well as the unprecedented appetite of mankind for clean liquid fuel, has made the public concern for future energy market grow rapidly. the clean coal technology and the alternate fuel technology are currently of great significance not only to policy makers, but also to process and chemical researchers. In this book, efforts have been made to make a comprehensive text for the science and technology of oil shale utilization. Therefore, subjects dealing with the terminological definitions, geology and petrology, chemistry, characterization, process engineering, mathematical modeling, chemical reaction engineering, experimental methods, and statistical experimental design, etc. are covered in detail.

    This paper investigates oil depletion and trade when monopolistic oil producers also exercise monopoly power in the capital market. A two-period model views collusively organized oil producers with an initial trade surplus and a subsequent deficit. When monopoly power in the capital market is applied to the disadvantage of borrowers, less oil is initially made available to oil importers than if the interest rate had been competitively determined. This depletion bias, however, is reversed if, because of incentives for capital accumulation, it is to the advantage of the oil producers to subsidize lending to the oil importers. In either case the bias in oil depletion due to monopolistic recycling of oil revenue is greater, the more vulnerable are oil importer's incomes to a curtailment of oil supplies. 25 references.

The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The author presents a review about the fleet tests carried out by the Austrian Armed Forces concerning the practical application of a vegetable oil, i.e Rape Oil Methyl Ester (RME) and Used Cooking Oil Methyl Ester (UOME) as alternative fuels for vehicles under military conditions, and reviews other research results carried out in Austria. As a result of over-production in Western European agriculture, the increase in crop yields has led to tremendous surpluses. Alternative agricultural products have been sought. One alternative can be seen in biological fuel production for tractors, whereby the farmer is able to produce his own fuel supply as was the case when he previously provided self-made feed for his horses. For the market introduction different activities were necessary. A considerable number of institutes and organizations including the Austrian Armed Forces have investigated, tested and developed these alternative fuels. The increasing disposal problems of used cooking oil have initiated considerations for its use. The recycling of this otherwise waste product, and its preparation for use as an alternative fuel to diesel oil, seems to be most promising.

Custom refineries designed to process these heavy crudes are being expanded. Refined products from these crudes will be cleaner than ever before because of the huge investment. However, heavy oil still remains at a competitive disadvantage due to higher production, transportation and refining have to compete with other investment opportunities available in the industry. Expansion of the U.S. heavy oil industry is no exception. Relaxation of export restrictions on Alaskan North Slope crude has prompted renewed development of California's heavy oil resources. The location, resource volume, and oil properties of the more than 80-billion barrel U.S. heavy oil resource are well known. Our recent studies summarize the constraints on production, define the anticipated impact (volume, location and time frame) of development of U.S. heavy oil resources, and examines the $7-billion investment in refining units (bottoms conversion capacity) required to accommodate increased U.S. heavy oil production.     DuPonts perfluoropolyether oil Krytox GPL 102 is a promising candidate for the high-temperature, high-pressure Deepwater viscosity standard (DVS). The preferred DVS is a thermally stable liquid that exhibits a viscosity of roughly 20 mPa?s at 533 K and 241 MPa; a viscosity value representative of light oils found in ultra-deep formations beneath the deep waters of the Gulf of Mexico. A windowed rolling-ball viscometer designed by our team is used to determine the Krytox GPL 102 viscosity at pressures to 245 MPa and temperatures of 311 K, 372 K, and 533 K. At 533 K and 243 MPa, the Krytox GPL 102 viscosity is (27.21.3)mPa?s . The rolling-ball viscometer viscosity results for Krytox GPL 102 are correlated with an empirical 10-parameter surface fitting function that yields an MAPD of 3.9 %. A Couette rheometer is also used to measure the Krytox GPL 102 viscosity, yielding a value of (26.21)mPa?s at 533 K and 241 MPa. The results of this exploratory study suggest that Krytox GPL 102 is a promising candidate for the DVS, primarily because this fluoroether oil is thermally stable and exhibits a viscosity closer to the targeted value of 20 mPa ? s at 533 K and 241 MPa than any other fluid reported to date. Nonetheless, further studies must be conducted by other researcher groups using various types of viscometers and rheometers on samples of Krytox GPL 102 from the same lot to further establish the properties of Krytox GPL 102.

    This paper explores a multi-model scenario ensemble to assess the impacts of idealized and non-idealized climate change stabilization policies on fossil fuel markets. Under idealized conditions climate policies significantly reduce coal use in the short- and long-term. Reductions in oil and gas use are much smaller, particularly until 2030, but revenues decrease much more because oil and gas prices are higher than coal prices. A first deviation from optimal transition pathways is delayed action that relaxes global emission targets until 2030 in accordance with the Copenhagen pledges. Fossil fuel markets revert back to the no-policy case: though coal use increases strongest, revenue gains are higher for oil and gas. To balance the carbon budget over the 21st century, the long-term reallocation of fossil fuels is significantly larger—twice and more—than the short-term distortion. This amplifying effect results from coal lock-in and inter-fuel substitution effects to balance the full-century carbon budget. The second deviation from the optimal transition pathway relaxes the global participation assumption. The result here is less clear-cut across models, as we find carbon leakage effects ranging from positive to negative because trade and substitution patterns of coal, oil, and gas differ across models. In summary, distortions of fossil fuel markets resulting from relaxed short-term global emission targets are more important and less uncertain than the issue of carbon leakage from early mover action.

    For a clear picture of how oil prices develop, the author steps away from the price levels to which the world is accustomed, and evaluates scientifically. What makes prices jump from one notch to another The move results from a political or economic shock or the perception of a particular position by the futures market and the media. The shock could range from a war or an assassination to a promise of cooperation among OPEC members (when believed by the market) or to speculation about another failure at an OPEC meeting. In the oil market, only a couple of factual figures can provide a floor to the price of oil. The cost of production of oil in the Gulf is around $2 to $3/bbl, and the cost of production of oil (capital and operating costs) in key non-OPEC areas is well under $10/bbl. With some adjustments for transport and quality, a price range of $13/bbl to $16/bbl would correspond to a reasonable sustainable floor price. The reason for prices above the floor price has been a continuous fear of oil supply interruptions. That fear kept prices above the floor price for many years. The fear factor has now almost fully disappeared. The market has gone through the drama of the Iranian Revolution, the Iran-Iraq war, the tanker war, the invasion of Kuwait, and the expulsions of the Iraqis. And still the oil flowed -- all the time. It has become abundantly clear that fears above the oil market were unjustified. Everyone needs to export oil, and oil will flow under the worst circumstances. The demise of the fear factor means that oil prices tend toward the floor price for a prolonged period.

    Fully aware of the nation's need to develop high-risk and long-term research in eastern oil-shale and low-grade oil-shale utilization in general, the US DOE/METC initiated an eastern oil-shale characterization program. In less than 3 months, METC produced shale oil from a selected eastern-US oil shale with a Fischer assay of 8.0 gallons/ton. In view of the relatively low oil yield from this particular oil shale, efforts were directed to determine the process conditions which give the highest oil yield. A 2-inch-diameter electrically heated fluidized-bed retort was constructed, and Celina oil shale from Tennessee was selected to be used as a representative eastern oil shale. After more than 50 runs, the retorting data were analyzed and reviewed and the best oil-yield operating condition was determined. In addition, while conducting the oil-shale retorting experiments, a number of technical problems were identified, addressed, and overcome. Owing to the inherent high rates of heat and mass transfers inside the fluidized bed, the fluidized-bed combustor and retorting appear to be a desirable process technology for an effective and efficient means for oil-shale utilization. The fluidized-bed operation is a time-tested, process-proven, high-throughput, solid-processing operation which may contribute to the efficient utilization of oil-shale energy.

    A method and apparatus are described for sequestering carbon dioxide underground by mineralizing the carbon dioxide with coinjected fluids and minerals remaining from the extraction shale oil. In one embodiment, the oil shale of an illite-rich oil shale is heated to pyrolyze the shale underground, and carbon dioxide is provided to the remaining depleted oil shale while at an elevated temperature. Conditions are sufficient to mineralize the carbon dioxide.

  4. Have We Run Out of Oil Yet? Oil Peaking Analysis from an Optimist's Perspective

    This study addresses several questions concerning the peaking of conventional oil production from an optimist's perspective. Is the oil peak imminent? What is the range of uncertainty? What are the key determining factors? Will a transition to unconventional oil undermine or strengthen OPEC's influence over world oil markets? These issues are explored using a model combining alternative world energy scenarios with an accounting of resource depletion and a market-based simulation of transition to unconventional oil resources. No political or environmental constraints are allowed to hinder oil production, geological constraints on the rates at which oil can be produced are not represented, and when USGS resource estimates are used, more than the mean estimate of ultimately recoverable resources is assumed to exist. The issue is framed not as a question of "running out" of conventional oil, but in terms of the timing and rate of transition from conventional to unconventional oil resources. Unconventional oil is chosen because production from Venezuela's heavy-oil fields and Canada's Athabascan oil sands is already underway on a significant scale and unconventional oil is most consistent with the existing infrastructure for producing, refining, distributing and consuming petroleum. However, natural gas or even coal might also prove to be economical sources of liquid hydrocarbon fuels. These results indicate a high probability that production of conventional oil from outside of the Middle East region will peak, or that the rate of increase of production will become highly constrained before 2025. If world consumption of hydrocarbon fuels is to continue growing, massive development of unconventional resources will be required. While there are grounds for pessimism and optimism, it is certainly not too soon for extensive, detailed analysis of transitions to alternative energy sources.
