    The Ohio State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Ohio. The profile is the result of a survey of NRC licensees in Ohio. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Ohio.

    The disposal of flue gas desulfurization (FGD) by-products has become a major concern as issues of emission cleansing and landfill costs continue to rise. Laboratory tests conducted at the Ohio State University have shown that dry FGD by-products possess certain engineering properties that have proven desirable in a number of construction uses. As a follow on to the laboratory program, a field investigation into engineering uses of dry FGD wastes was initiated. In the present work, an FGD by-product was used to reconstruct the failed portion of a highway embankment. The construction process and the stability of the repaired embankment are examined.

    In the present work, a flue gas desulfurization (FGD) by-product was used to reconstruct the failed portion of a highway embankment. The construction process and the stability of the repaired embankment are examined. State Route 83 in Cumberland, Ohio has been damaged by a slow moving slide which has forced the Ohio Department of Transportation to repair the roadway several times. In the most recent repair FGD by-products obtained from American Electric Power`s Tidd PFBC plant were used to construct a wall through the failure plane to prevent further slippage. In order to evaluate the utility of using coal combustion by-products in this type of highway project the site was divided into three test sections. In the first repair section, natural soil removed form the slide area was recompacted and replaced according to standard ODOT construction practices. In the second section the natural soil was field mixed with the Tidd PFBC ash in approximately equal proportions. The third section was all Tidd ash. The three test sections were capped by a layer of compacted Tidd ash or crushed stone to provide a wearing surface to allow ODOT to open the roadway before applying a permanent asphalt surface. Measurement of slope movement as well as water levels and quality have begun at the site in order to evaluate long term project performance. The completion of this project should lead to increased acceptance of FGD materials in construction projects. Monetary savings will be realized in avoiding some of the disposal costs for the waste, as well as in the reduced reliance on alternative engineering materials.

    EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings. As was stated in the DOE Award Summary, the undertaking was focused as a commercial program delving into Alternative Energy Utility Districts; what are referred to in Ohio Statute as Energy Special Improvement Districts or ESIDs and what is nationally known as Property Assessed Clean Energy or PACE districts and PACE financing. The project methodology followed the identify, develop, implement, monitor and measure format. These districts began in Toledo and adjoining areas and are expanding to TLCPA’s 28 county financing agency geographic footprint. What began as the Toledo Ohio Advanced Energy Improvement Corporation is now doing business as the Northwest Ohio Advanced Energy Improvement District recognizing it expansion into creating and financing other districts in NW Ohio. The program has been sought out as an advisor by major communities and states in the process of developing similar legislation and programs and has become one of the largest most successful PACE energy improvement and financing districts in the US. The program and the energy district focused on transforming energy use, delivery, conservation and renewable energy as “options of first choice”. The significant energy savings paid for many of the improvements and created a financially viable program well beyond the grant period. The program has become a model within the State of Ohio and Nationally on how to implement and finance projects in broad energy districts including how to evolve and integrate several financing methodologies. It is a unique utilization of revolving loan funds and energy bond pooling with revenue backing primarily from energy improvement special assessments on commercial properties along with some power purchase agreement (PPA) and loan agreement revenue. The program has also incorporated Qualified Energy Conservation Bonds, State of Ohio Energy Loans (SEP), utility rebates, solar and renewable energy certificates, renewable tax incentives and grants, and owner funded equity as additional program leverage and funding. Other keys to this success have been a continual simplification and refinement of the application and documentation process to make funding available easily and quickly to building owners when they are prepared to commit to the project as well as act as a trusted facilitator and advisor to both building owners and other stakeholders. Taking a flexible and pragmatic approach to project evaluation and implementation that matches time and expense to the complexity of the project has been another key learning. To date the program has closed 3 energy bond issues through the TLCPA sponsored and managed NW Ohio Bond Fund totaling $16.54 million (of which $3.34 million were QECB qualified). The program has turned over its $3.0 million revolving loan fund twice as construction financing in advance of bond issuance and currently has issued $1.25 million in revolving term loans. The program has $1.66 million of remaining capacity for QECB qualified bonds. The program can issue an additional $13.46 million in energy bonds continuing to utilize its DOE EECBG loan loss reserves. In addition, the program has available $3.6 million of loan loss reserves from the State of Ohio, as an eligible Port Authority, that can back the issuance of an additional $7.2 to $14.4 million of energy bonds. This does not include additional bond capacity is available from the NW Ohio Bond Fund. The program is the master escrow agent for $18 million of loan loss reserves from the State of Ohio for eligible Port Authorities that can be utilized to assist the formation of energy districts and financing programs in major metropolitan areas and regions around the State of Ohio. Other leveraged funds now total $10 million; placing the total project value completed and financed at over $30 million. In addition that program has generated an active pipeline of projects in various stages that total $25 – $30 million.

    This paper briefly describes the factors driving the growing demand for climate-friendly technologies, some of the key existing companies, organizations, and resources in Ohio, and the potential for Ohio to become a leading supplier of climate solutions. These solutions include a new generation of lower-emitting coal technologies, components for wind turbines, and the feedstocks and facilities to produce biofuels. Several public-private partnerships and initiatives have been established in Ohio. These efforts have encouraged the development of numerous federal- and state-funded projects and attracted major private investments in two increasingly strategic sectors of the Ohio economy: clean-coal technology and alternative energy technology, with a focus on fuel cells. Several major clean-coal projects have been recently initiated in Ohio. In April 2006, the Public Utilities Commission of Ohio approved American Electric Power's (AEP) plan to build a 600 MW clean-coal plant along the Ohio River in Meigs County. The plant will use Integrated Gasification Combined Cycle (IGCC) technology which makes it easier to capture carbon dioxide for sequestration. Three other potential coal gasification facilities are being considered in Ohio: a combination IGCC and synthetic natural gas plant in Allen County by Global Energy/Lima Energy; a coal-to-fuels facility in Lawrence County by Baard Energy, and a coal-to-fuels facility in Scioto County by CME North American Merchant Energy. The paper concludes with recommendations for how Ohio can capitalize on these emerging opportunities. These recommendations include focusing and coordinating state funding of climate technology programs, promoting the development of climate-related industry clusters, and exploring export opportunities to states and countries with existing carbon constraints.

    The Water Resources Division of the US Geological Survey (USGS) in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synoptic sites, and partial-record sit -aid (4) water-level data for observation wells. Locations of lake-and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures 8a through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two or three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry health. To aid the overall advanced energy industry, EWI developed and launched an Ohio chapter of the non-profit Advanced Energy Economy. In this venture, Ohio joins with six other states including Colorado, Connecticut, Illinois, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont to help promote technologies that deliver energy that is affordable, abundant and secure. In a more specific arena, EWI's advanced energy group collaborated with the EWI-run Nuclear Fabrication Consortium to promote the nuclear supply chain. Through this project EWI has helped bring the supply chain up to date for the upcoming period of construction, and assisted them in understanding the demands for the next generation of facilities now being designed. In a more targeted manner, EWI worked with 115 individual advanced energy companies that are attempting to bring new technology to market. First, these interactions helped EWI develop an awareness of issues common to companies in different advanced energy sectors. By identifying and addressing common issues, EWI helps companies bring technology to market sooner and at a lower cost. These visits also helped EWI develop a picture of industry capability. This helped EWI provide companies with contacts that can supply commercial solutions to their new product development challenges. By providing assistance in developing supply chain partnerships, EWI helped companies bring their technology to market faster and at a lower cost than they might have been able to do by themselves. Finally, at the most granular level EWI performed dedicated research and development on new manufacturing processes for advanced energy. During discussions with companies participating in advanced energy markets, several technology issues that cut across market segments were identified. To address some of these issues, three crosscutting technology development projects were initiated and completed with Center support. This included reversible welds for batteries and high temperature heat exchangers. It also included a novel advanced weld trainer that EWI has recently commercialized.

    The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack reduced the wake size and enhanced the vortices in the flow downstream of the turbine-tower compared with the tower alone case. Mean and rms velocity distributions from hot wire anemometer data confirmed that in a downwind configuration, the wake of the tower dominates the flow, thus the flow fields of a tower alone and tower-turbine combinations are nearly the same. For the upwind configuration, the mean velocity shows a narrowing of the wake compared with the tower alone case. The downwind configuration wake persisted longer than that of an upwind configuration; however, it was not possible to quantify this difference because of the size limitation of the wind tunnel downstream of the test section. The water tunnel studies demonstrated that the scale model studies could be used to adequately produce accurate motions to model the motions of a wind turbine platform subject to large waves. It was found that the important factors that affect the platform is whether the platform is submerged or surface piercing. In the former, the loads on the platform will be relatively reduced whereas in the latter case, the structure pierces the wave free surface and gains stiffness and stability. The other important element that affects the movement of the platform is depth of the sea in which the wind turbine will be installed. Furthermore, the wildlife biology component evaluated migratory patterns by different monitoring systems consisting of marine radar, thermal IR camera and acoustic recorders. The types of radar used in the project are weather surveillance radar and marine radar. The weather surveillance radar (1988 Doppler), also known as Next Generation Radar (NEXRAD), provides a network of weather stations in the US. Data generated from this network were used to understand general migratory patterns, migratory stopover habitats, and other patterns caused by the effects of weather conditions. At a local scale our marine radar was used to complement the datasets from NEXRAD and to collect additional monitoring parameters such as passage rates, flight paths, flight directions, and flight altitudes of nocturnal migrating species. Our work focused on the design and development of custom built marine radar that used t-bar and parabolic dish antennas. The marine radar used in the project was Furuno (XANK250) which was coupled with a XIR3000B digitizing card from Russell Technologies for collection of the radar data. The radar data was processed by open source radR processing software using different computational techniques and methods. Additional data from thermal IR imaging cameras were collected to detect heat emitted from objects and provide information on movements of birds and bats, data which we used for different animal flight behavior analysis. Lastly, the data from the acoustic recorders were used to provide the number of bird calls for assessing patterns and peak passage rates during migration. The development of the geospatial database included collection of different data sources that are used to support offshore wind turbine development. Many different data sets were collected and organized using initial version of web-based repository software tools that can accommodate distribution of rectified pertinent data sets such as the lake depth, lake bottom engineering parameters, extent of ice, navigation pathways, wind speed, important bird habitats, fish efforts and other layers that are relevant for supporting robust offshore wind turbine developments. Additional geospatial products developed during the project included few different prototypes for offshore wind farm suitability which can involve different stakeholders and participants for solving complex planning problems and building consensus. Some of the prototypes include spatial decision support system (SDSS) for collaborative decision making, a web-based Participatory Geographic Information System (PGIS) framework for evaluating importance of different decision alternatives using different evaluation criteria, and an Android application for collection of field data using mobile and tablet devices . In summary, the simulations of two- and three-blade wind turbines suggested that two-bladed machines could produce comparable annual energy as the three-blade wind turbines but have a lighter tower top weight, which leads to lower cost of energy. In addition, the two-blade rotor configuration potentially costs 20% less than a three blade configuration that produces the same power at the same site. The cost model analysis predicted a potential cost savings of approximately 15% for offshore two-blade wind turbines. The foundation design for a wind turbine in Lake Erie is likely to be driven by ice loads based on the currently available ice data and ice mechanics models. Hence, for Lake Eire, the cost savings will be somewhat smaller than the other lakes in the Great Lakes. Considering the size of cranes and vessels currently available in the Great Lakes, the cost optimal wind turbine size should be 3 MW, not larger. The surveillance data from different monitoring systems suggested that bird and bat passage rates per hour were comparable during heavy migrations in both spring and fall seasons while passage rates were significantly correlated to wind directions and wind speeds. The altitude of migration was higher during heavy migrations and higher over water relative to over land. Notable portions of migration on some spring nights occurred parallel the shoreline, often moving perpendicular to southern winds. The birds approaching the Western basin have a higher propensity to cross than birds approaching the Central basin of Lake Erie and as such offshore turbine development might be a better option further east towards Cleveland than in the Western basin. The high stopover density was more strongly associated with migration volume the following night rather than the preceding night. The processed mean scalar wind speeds with temporal resolutions as fine as 10-minute intervals near turbine height showed that August is the month with the weakest winds while December is the month, which typically has the strongest winds. The ice data suggests that shallow western basin of Lake Erie has higher ice cover duration many times exceeding 90 days during some winters.

    As a part of its efforts to improve the use of high-sulfur Ohio coal within environmental limits, the Ohio Coal Development Office, an entity within the Ohio Department of Development (OCDO/ODOD), in late 1988 established a consortium of four Ohio universities. The purpose of the Ohio Coal Research Consortium is to conduct a multi-year fundamental research program focused on (1) the enhancement or development of dry sorption processes for the economical removal of high levels of SO{sub 2} and other pollutants and (2) an increased understanding of methods for reduction in air toxics emissions from combustion gases produced by burning high-sulfur Ohio coal. This report contains summaries of twelve studies in these areas.

    This integrated study of the Devonian-age shales in eastern Ohio by the Ohio Department of Natural Resources, Division of Geological Survey is part of the Eastern Gas Shales Project sponsored by the US Department of Energy. The six areas of research included in the study are: (1) detailed stratigraphic mapping, (2) detailed structure mapping, (3) mineralogic and petrographic characterization, (4) geochemical characterization, (5) fracture trace and lineament analysis, and (6) a gas-show monitoring program. The data generated by the study provide a basis for assessing the most promising stratigraphic horizons for occurrences of natural gas within the Devonian shale sequence and the most favorable geographic areas of the state for natural gas exploration and should be useful in the planning and design of production-stimulation techniques. Four major radioactive units in the Devonian shale sequence are believed to be important source rocks and reservoir beds for natural gas. In order of potential for development as an unconventional gas resource, they are (1) lower and upper radioactive facies of the Huron Shale Member of the Ohio Shale, (2) upper Olentangy Shale (Rhinestreet facies equivalent), (3) Cleveland Shale Member of the Ohio Shale, and (4) lower Olentangy Shale (Marcellus facies equivalent). These primary exploration targets are recommended on the basis of areal distribution, net thickness of radioactive shale, shows of natural gas, and drilling depth to the radioactive unit. Fracture trends indicate prospective areas for Devonian shale reservoirs. Good geological prospects in the Devonian shales should be located where the fracture trends coincide with thick sequences of organic-rich highly radioactive shale.

    The Water Resources Division of the US Geological Survey (USGS), in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synaptic sites, and partial-record sites; and (4) water-level data for observation wells. Locations of lake- and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures ga through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two to three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    A week before the 29 August 1979 dedication of the photovoltaic power system at daytime AM radio station WBNO, in Bryan, Ohio, a lightning superbolt struck the FM radio tower, one of two towers at the station. Minor damage to the station and to components of the photovoltaic system, the latter designed by MIT Lincoln Laboratory under US Department of Energy sponsorship, is described. This rare strike suggested the need for increased protection and more voltage-transient suppressors were added to those already in place as a preventive measure in the event that such a phenomenon reoccurs.

    This report provides insights into the status of renewable energy development at the state level. Renewable resources are increasing in development overall, but state development varies by resource and rates of change. The factors contributing to renewable energy development at the state level are identified and discussed, including the challenges of understanding the role of different factors in development. The report also compiles and evaluates the status of 'best practice' state policy design and connects the existence of some policies with increased renewable energy development through correlation analysis. The report also proposes a strategy for better understanding the role of policy in renewable energy development, based on market-transformation principles. Correlation analysis illustrates the potential for further application of these principles to renewable energy. The final section provides resources for state policy makers for better understanding and developing renewable energy resources.

    State policies can support renewable energy development by driving markets, providing certainty in the investment market, and incorporating the external benefits of the technologies into cost/benefit calculations. Using statistical analyses and policy design best practices, this paper quantifies the impact of state-level policies on renewable energy development in order to better understand the role of policy on development and inform policy makers on the policy mechanisms that provide maximum benefit. The results include the identification of connections between state policies and renewable energy development, as well as a discussion placing state policy efforts in context with other factors that influence the development of renewable energy (e.g. federal policy, resource availability, technology cost, public acceptance).

    The US Department of Energy is funding a research and development program entitled the Eastern Gas Shales Project designed to increase commercial production of natural gas in the eastern United States from Middle and Upper Devonian Shales. On September 28, 1978 the Department of Energy entered into a cooperative agreement with Mitchell Energy Corporation to explore Devonian shale gas potential in Gallia County, Ohio. Objectives of the cost-sharing contract were the following: (1) to select locations for a series of five wells to be drilled around the periphery of a possible gas reservoir in Gallia County, Ohio; (2) to drill, core, log, case, fracture, clean up, and test each well, and to monitor production from the wells for a five-year period. This report summarizes the procedures and results of core characterization work performed at the Eastern Gas Shales Project Core Laboratory on core retrieved from the Gallia County EGSP wells, designated OH No. 6/1, OH No. 6/2, OH No. 6/3, OH No. 6/4, and OH No. 6/5. Characterization work performed includes photographic logs, fracture logs, measurements of core color variation, and stratigraphic interpretation of the cored intervals. In addition the following tests were performed by Michigan Technological University to obtain the following data: directional ultrasonic velocity; directional tensile strength, strength in point load; trends of microfractures; and hydraulic fracturing characteristics.

The DUF{sub 6} inventory is stored in cylinders at three DOE sites: Paducah, Kentucky; Portsmouth, Ohio; and East Tennessee Technology Park (ETTP), near Oak Ridge, Tennessee. In the Record of Decision for the DUF{sub 6} PEIS, DOE stated its decision to promptly convert the DUF{sub 6} inventory to a more stable chemical form. Subsequently, the U.S. Congress passed, and the President signed, the ''2002 Supplemental Appropriations Act for Further Recovery from and Response to Terrorist Attacks on the United States'' (Public Law No. 107-206). This law stipulated in part that, within 30 days of enactment, DOE must award a contract for the design, construction, and operation of a DUF{sub 6} conversion plant at the Department's Paducah, Kentucky, and Portsmouth, Ohio, sites, and for the shipment of DUF{sub 6} cylinders stored at ETTP to the Portsmouth site for conversion. This wetland assessment has been prepared by DOE, pursuant to Executive Order 11990 (''Protection of Wetlands'') and DOE regulations for implementing this Executive Order as set forth in Title 10, Part 1022, of the ''Code of Federal Regulations'' (10 CFR Part 1022 [Compliance with Floodplain and Wetland Environmental Review Requirements]), to evaluate potential impacts to wetlands from the construction and operation of a conversion facility at the DOE Portsmouth site. Approximately 0.02 acre (0.009 ha) of a 0.08-acre (0.03-ha) palustrine emergent wetland would likely be eliminated by direct placement of fill material during facility construction at Location A. Portions of this wetland that are not filled may be indirectly affected by an altered hydrologic regime because of the proximity of construction, possibly resulting in a decreased frequency or duration of inundation or soil saturation, and potential loss of hydrology necessary to sustain wetland conditions. Construction at Locations B or C would not result in direct impacts to wetlands. However, the hydrologic characteristics of nearby wetlands could be indirectly affected by adjacent construction. Executive Order 11990, ''Protection of Wetlands'', requires federal agencies to minimize the destruction, loss, or degradation of wetlands, and to preserve and enhance the natural and beneficial uses of wetlands. DOE regulations for implementing Executive Order 11990 are set forth in 10 CFR Part 1022. The impacts at Location A may potentially be avoided by an alternative routing of the entrance road, or mitigation may be developed in coordination with the appropriate regulatory agencies. Unavoidable impacts to wetlands that are within the jurisdiction of the USACE may require a CWA Section 404 Permit, which would trigger the requirement for a CWA Section 401 Water Quality Certification from the State of Ohio. Unavoidable impacts to isolated wetlands may require an Isolated Wetlands Permit from the Ohio Environmental Protection Agency. A mitigation plan may be required prior to the initiation of construction. Cumulative impacts to wetlands are anticipated to be negligible to minor for the proposed action, in conjunction with the effects of existing conditions and other activities. Habitat disturbance would involve settings commonly found in this part of Ohio, which in many cases involve previously disturbed habitats.

    The objective of the Advanced Emissions Control Development Program (AECDP) is to develop practical, cost-effective strategies for reducing the emissions of air toxics from coal-fired boilers. Ideally, the project aim is to effectively control air toxic emissions through the use of conventional flue gas cleanup equipment such as electrostatic precipitators (ESPS), fabric filters (baghouse), and wet flue gas desulfurization. Development work to date has concentrated on the capture of mercury, other trace metals, fine particulate and hydrogen chloride. Following the construction and evaluation of a representative air toxics test facility in Phase I, Phase II focused on the evaluation of mercury and several other air toxics emissions. The AECDP is jointly funded by the United States Department of Energy's Federal Energy Technology Center (DOE), the Ohio Coal Development Office within the Ohio Department of Development (oCDO), and Babcock& Wilcox-a McDermott company (B&W).

    This research project was aimed at assessing the soil organic carbon (SOC) sequestration potential of reclaimed minesoils (RMS). The experimental sites were characterized by distinct age chronosequences of RMS and were located in Guernsey, Morgan, Noble, and Muskingum Counties of Ohio. Restoration of disturbed land is followed by the application of nutrients to the soil to promote the vegetation development. Reclamation is important both for preserving the environmental quality and increasing agronomic yields. Since reclamation treatments have significant influence on the rate of soil development, a study on subplots was designed with the objectives of assessing the potential of different biosolids on soil organic C (SOC) sequestration rate, soil development, and changes in soil physical and water transmission properties. All sites are owned and maintained by American Electric Power (AEP). These sites were reclaimed by two techniques: (1) with topsoil application, and (2) without topsoil application, and were under continuous grass or forest cover.

    As U.S. states increasingly focus on developing renewable energy resources, there is a need to track the progress of development, as well as the policies and support mechanisms being implemented to encourage this development. Beyond tracking, the evaluation of policy measures is necessary to determine their effectiveness, guide future efforts, and efficiently allocate resources. This report addresses each of these needs. It provides a detailed picture of the status of renewable energy development in each of the U.S. states using a variety of metrics and discusses the policies being used to encourage this development. The report then explores the context in which renewable energy development occurs by discussing the factors that can affect the uptake of power generation technologies. The analysis offers suggestions on how policies can be used to address these variables, which leads to tailored policy support that considers the specific circumstances within each state. The analysis presents results of several quantitative evaluation methods that have been designed to explore the link between policy implementation and actual development. Finally, the report discusses contextual factors, aside from policy, that affect renewable energy development. The report concludes with a summary of the main points from each chapter, discussion of next steps, and a list of resources.

    The overall goal of the OHIO project was to develop a commercially viable high intensity process to produce ethylene by controlled catalytic reaction of ethane with oxygen in a microchannel reactor. Microchannel technology provides a breakthrough solution to the challenges identified in earlier development work on catalytic ethane oxidation. Heat and mass transfer limitations at the catalyst surface create destructively high temperatures that are responsible for increased production of waste products (CO, CO2, and CH4). The OHIO project focused on microscale energy and mass transfer management, designed to alleviate these transport limitations, thereby improving catalyst selectivity and saving energy-rich feedstock. The OHIO project evaluated ethane oxidation in small scale microchannel laboratory reactors including catalyst test units, and full commercial length single- and multi-channel reactors. Small scale catalyst and single channel results met target values for ethylene yields, demonstrating that the microchannel concept improves mass and heat transport compared to conventional reactors and results in improved ethylene yield. Earlier economic sensitivity studies of ethane oxidation processes suggested that only modest improvements were necessary to provide a system that provides significant feedstock, energy, and capital benefits compared to conventional steam ethane cracking. The key benefit derived from the OHIO process is energy savings. Ethylene production consumes more energy than any other U.S. chemical process.1 The OHIO process offers improved feedstock utilization and substantial energy savings due to a novel reaction pathway and the unique abilities of microchannel process technology to control the reaction temperature and other critical process parameters. Based on projected economic benefits of the process, the potential energy savings could reach 150 trillion Btu/yr by the year 2020, which is the equivalent of over 25 million barrels of oil.

    Reliable, long-life power systems are required for ambitious space exploration missions. Nuclear power and propulsion options can enable a bold, new set of missions and introduce propulsion capabilities to achieve access to science destinations that are not possible with more conventional systems. Space nuclear power options can be divided into three main categories: radioisotope power for heating or low power applications; fission power systems for non-terrestrial surface application or for spacecraft power; and fission power systems for electric propulsion or direct thermal propulsion. Each of these areas has been investigated in the United States since the 1950s, achieving various stages of development. While some nuclear systems have achieved flight deployment, others continue to be researched today. This paper will provide a brief overview of historical space nuclear programs in the U.S. and will provide a summary of the ongoing space nuclear systems research, development, and deployment in the United States.

    A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

  18. Evaluation of the Emission, Transport, and Deposition of Mercury and Fine Particulate Matter from Coal-Based Power Plants in the Ohio River Valley Region

    As stated in the proposal: Ohio University, in collaboration with CONSOL Energy, Advanced Technology Systems, Inc (ATS) and Atmospheric and Environmental Research, Inc. (AER) as subcontractors, evaluated the impact of emissions from coal-fired power plants in the Ohio River Valley region as they relate to the transport and deposition of mercury and associated fine particulate matter. This evaluation involved two interrelated areas of effort: ambient air monitoring and regional-scale modeling analysis. The scope of work for the ambient air monitoring included the deployment of a surface air monitoring (SAM) station in southeastern Ohio. The SAM station contains sampling equipment to collect and measure mercury (including speciated forms of mercury and wet and dry deposited mercury), particulate matter (PM) mass, PM composition, and gaseous criteria pollutants (CO, NOx, SO2, O3, etc.). Laboratory analyses of time-integrated samples were used to obtain chemical speciation of ambient PM composition and mercury in precipitation. Nearreal- time measurements were used to measure the ambient concentrations of PM mass and all gaseous species including Hg0 and RGM. Approximately 30 months of field data were collected at the SAM site to validate the proposed regional model simulations for episodic and seasonal model runs. The ambient air quality data provides mercury, and fine particulate matter data that can be used by Ohio Valley industries to assess performance on multi-pollutant control systems. The scope of work for the modeling analysis includes (1) development of updated inventories of mercury emissions from coal plants and other important sources in the modeled domain; (2) adapting an existing 3-D atmospheric chemical transport model to incorporate recent advancements in the understanding of mercury transformations in the atmosphere; (3) analyses of the flux of Hg0, RGM, and fine particulate matter in the different sectors of the study region to identify key transport mechanisms; (4) comparison of cross correlations between species from the model results to observations in order to evaluate characteristics of specific air masses associated with long-range transport from a specified source region; and (5) evaluation of the sensitivity of these correlations to emissions from regions along the transport path. This is accomplished by multiple model runs with emissions simulations switched on and off from the various source regions. To the greatest extent possible, model results were compared to field data collected at other air monitoring sites in the Ohio Valley region, operated independently of this project. These sites may include (1) the DOE National Energy Technologies Laboratorys monitoring site at its suburban Pittsburgh, PA facility; (2) sites in Pittsburgh (Lawrenceville) PA and Holbrook, PA operated by ATS; (3) sites in Steubenville, OH and Pittsburgh, PA operated by the USEPA and/or its contractors; and (4) sites operated by State or local air regulatory agencies. Field verification of model results and predictions provides critical information for the development of cost effective air pollution control strategies by the coal-fired power plants in the Ohio River Valley region.

  19. Effectiveness of State-Level Policies on Solar Market Development in Different State Contexts

    In response to public interest in customer-sited distributed solar photovoltaics (PV), state and local policymakers have implemented policy initiatives with the goal of encouraging private investment and building a robust PV market. Policymakers face challenges, including limited budgets and incomplete information about the effectiveness of the various policy options in their specific situation, in crafting and executing policy that supports market development goals. Recent work investigated the effect of the order in which policies are implemented (referred to as 'policy stacking') and the presence of low-cost enabling policies, such as interconnection standards and net metering, can have on the success of states in promoting PV markets. Findings indicate that implementation of interconnection standards and policy related to the valuation of excess electricity (e.g., net metering), along with indicators of long term government support for a solar PV market (e.g., RPS) and a non-policy determinant (population), explain about 70% of the variation among states in new PV capacity. This paper builds on that research to determine the most effective policy strategies for different types of states, as determined by their physical, demographic and macroeconomic context. A number of researchers have investigated the effectiveness of state-level policy using various statistical methods to determine relationships between installed solar PV projects and policy initiatives. In this study, the grouping of states by non-policy factors adds dimension to these analyses by identifying how policies function in different non-policy environments.

    DOE grant used for partial fulfillment of necessary laboratory equipment for course enrichment and new graduate programs in nanotechnology at the four institutions of the Connecticut State University System (CSUS). Equipment in this initial phase included variable pressure scanning electron microscope with energy dispersive x-ray spectroscopy elemental analysis capability [at Southern Connecticut State University]; power x-ray diffractometer [at Central Connecticut State University]; a spectrophotometer and spectrofluorimeter [at Eastern Connecticut State University; and a Raman Spectrometer [at Western Connecticut State University]. DOE's funding was allocated for purchase and installation of this scientific equipment and instrumentation. Subsequently, DOE funding was allocated to fund the curriculum, faculty development and travel necessary to continue development and implementation of the System's Graduate Certificate in Nanotechnology (GCNT) program and the ConnSCU Nanotechnology Center (ConnSCU-NC) at Southern Connecticut State University. All of the established outcomes have been successfully achieved. The courses and structure of the GCNT program have been determined and the program will be completely implemented in the fall of 2013. The instrumentation has been purchased, installed and has been utilized at each campus for the implementation of the nanotechnology courses, CSUS GCNT and the ConnSCU-NC. Additional outcomes for this grant include curriculum development for non-majors as well as faculty and student research.

    Direct heat use of geothermal energy in the United States is recognized as one of the alternative energy resources that has proven itself technically and economically, and is commercially available. Developments include space conditioning of buildings, district heating, groundwater heat pumps, greenhouse heating, industrial processing, aquaculture, and swimming pool heating. Forty-four states have experienced significant geothermal direct use development in the last ten years. The total installed capacity is 5.7 billion Btu/hr (1700 MW/sub t/), with an annual energy use of nearly 17,000 billion Btu/yr (4.5 million barrels of oil energy equivalent). In this report we provide an overview of how and where geothermal energy is used, the extent of that use, the economics and growth trends. The data is based on an extensive site data gathering effort by the Geo-Heat Center in the spring of 1988, under contract to the US Department of Energy. 100 refs., 4 figs., 4 tabs.

    In situ air sparging (IAS) has been used at an increasing number of sites to address groundwater contamination. Because of the lack of substantive performance data, however, the actual effectiveness of the system is not known. The EPA Office of Research and Development Risk reduction Engineering Laboratory (ORD RREL) with the EPA Region 5 Office of Underground Storage Tanks, the Ohio State Fire Marshal, and BP Exploration & Oil, Inc. (BP) participated in a field evaluation of an IAS system at a petroleum leaking UST site in Cleveland, Ohio. The purpose of the study was to provide performance data that will be independently evaluated by EPA to better understand IAS effectiveness. The report presents the site and monitoring data provided by BP over a 2-year period. The chemical data indicated an overall decrease of BTEX concentrations in groundwater to nondetectable levels shortly after startup of the IAS system. Variability in the chemical and process data also precludes making any definitive link between the decrease in contaminant concentrations and IAS performance at this site.

    The objective of this project is to demonstrate, at pilot scale, that advanced dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} emissions while burning high-sulfur Ohio coal, and that these technologies are economically competitive with wet scrubber systems. Dry scrubbing involves injecting an atomized mist of sorbent-containing slurry droplets into hot flue gas. The reaction products exit the scrubber as a dry powder that can be filtered from the gas and recycled or disposed. The project consists of testing an advanced dry scrubber system on two high sulfur Ohio coals. All testing will be conducted in the 5 MBtu pilot facility at B and W`s Alliance Research Center. The facility consists of a test furnace, a dry scrubber using a B and W DuraJet{trademark} two fluid atomizer, a pulse-jet baghouse, and an ash slaking system. Tests were conducted with and without recycling the solids collected from the baghouse. During recycle operation the solids were slurried with water and injected into the dry scrubber with the fresh lime slurry. Test results will be presented, including SO{sub 2} removal (70--99%), calcium to sulfur ratios (1.1--1.9), dry scrubber outlet temperatures (10--30 F), and system performance. An advanced feature of the project was the use of the B and W patented Droplet Impingement Device which removes large slurry droplets from the gas stream prior to the baghouse to prevent baghouse deposition. This allows operation at low approach temperatures.

    Several solid state quantum computer schemes are based on the manipulation of electron and nuclear spins of single donor atoms in a solid matrix. The fabrication of qubit arrays requires the placement of individual atoms with nanometer precision and high efficiency. In this article we describe first results from low dose, low energy implantations and our development of a low energy (<10 keV), single ion implantation scheme for {sup 31}P{sup q+} ions. When {sup 31}P{sup q+} ions impinge on a wafer surface, their potential energy (9.3 keV for P{sup 15+}) is released, and about 20 secondary electrons are emitted. The emission of multiple secondary electrons allows detection of each ion impact with 100% efficiency. The beam spot on target is controlled by beam focusing and collimation. Exactly one ion is implanted into a selected area avoiding a Poissonian distribution of implanted ions.

    Analysts assessing energy policies and energy modelers forecasting future trends need to have access to reliable and concise energy statistics. Lawrence Berkeley National Laboratory evaluated several sources of California energy data, primarily from the California Energy Commission and the U.S. Energy Information Administration, to develop the California Energy Balance Database (CALEB). This database manages highly disaggregated data on energy supply, transformation, and end-use consumption for each type of energy commodity from 1990 to the most recent year available (generally 2001) in the form of an energy balance, following the methodology used by the International Energy Agency. This report presents the data used for CALEB and provides information on how the various data sources were reconciled. CALEB offers the possibility of displaying all energy flows in numerous ways (e.g.,physical units, Btus, petajoules, different levels of aggregation), facilitating comparisons among the different types of energy commodities and different end-use sectors. In addition to displaying energy data, CALEB can also be used to calculate state-level energy-related carbon dioxide emissions using the methodology of the Intergovernmental Panel on Climate Change.

    This report includes an evaluation of deep rock formations with the objective of providing practical maps, data, and some of the issues considered for carbon dioxide (CO{sub 2}) storage projects in the Ohio River Valley. Injection and storage of CO{sub 2} into deep rock formations represents a feasible option for reducing greenhouse gas emissions from coal-burning power plants concentrated along the Ohio River Valley area. This study is sponsored by the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL), American Electric Power (AEP), BP, Ohio Coal Development Office, Schlumberger, and Battelle along with its Pacific Northwest Division. An extensive program of drilling, sampling, and testing of a deep well combined with a seismic survey was used to characterize the local and regional geologic features at AEP's 1300-megawatt (MW) Mountaineer Power Plant. Site characterization information has been used as part of a systematic design feasibility assessment for a first-of-a-kind integrated capture and storage facility at an existing coal-fired power plant in the Ohio River Valley region--an area with a large concentration of power plants and other emission sources. Subsurface characterization data have been used for reservoir simulations and to support the review of the issues relating to injection, monitoring, strategy, risk assessment, and regulatory permitting. The high-sulfur coal samples from the region have been tested in a capture test facility to evaluate and optimize basic design for a small-scale capture system and eventually to prepare a detailed design for a capture, local transport, and injection facility. The Ohio River Valley CO{sub 2} Storage Project was conducted in phases with the ultimate objectives of demonstrating both the technical aspects of CO{sub 2} storage and the testing, logistical, regulatory, and outreach issues related to conducting such a project at a large point source under realistic constraints. The site characterization phase was completed, laying the groundwork for moving the project towards a potential injection phase. Feasibility and design assessment activities included an assessment of the CO{sub 2} source options (a slip-stream capture system or transported CO{sub 2}); development of the injection and monitoring system design; preparation of regulatory permits; and continued stakeholder outreach.

    Obtaining subsurface data for developing a regional framework for geologic storage of CO{sub 2} can require drilling and characterization in a large number of deep wells, especially in areas with limited pre-existing data. One approach for achieving this objective, without the prohibitive costs of drilling costly standalone test wells, is to collaborate with the oil and gas drilling efforts in a piggyback approach that can provide substantial cost savings and help fill data gaps in areas that may not otherwise get characterized. This leveraging with oil/gas drilling also mitigates some of the risk involved in standalone wells. This collaborative approach has been used for characterizing in a number of locations in the midwestern USA between 2005 and 2009 with funding from U.S. Department of Energy's National Energy Technology Laboratory (DOE award: DE-FC26-05NT42434) and in-kind contributions from a number of oil and gas operators. The results are presented in this final technical report. In addition to data collected under current award, selected data from related projects such as the Midwestern Regional Carbon Sequestration Partnership (MRCSP), the Ohio River Valley CO{sub 2} storage project at and near the Mountaineer Plant, and the drilling of the Ohio Stratigraphic well in Eastern Ohio are discussed and used in the report. Data from this effort are also being incorporated into the MRCSP geologic mapping. The project activities were organized into tracking and evaluation of characterization opportunities; participation in the incremental drilling, basic and advanced logging in selected wells; and data analysis and reporting. Although a large number of opportunities were identified and evaluated, only a small subset was carried into the field stage. Typical selection factors included reaching an acceptable agreement with the operator, drilling and logging risks, and extent of pre-existing data near the candidate wells. The region of study is primarily along the Ohio River Valley corridor in the Appalachian Basin, which underlies large concentrations of CO{sub 2} emission sources. In addition, some wells in the Michigan basin are included. Assessment of the geologic and petrophysical properties of zones of interest has been conducted. Although a large number of formations have been evaluated across the geologic column, the primary focus has been on evaluating the Cambrian sandstones (Mt. Simon, Rose Run, Kerbel) and carbonates layers (Knox Dolomite) as well as on the Silurian-Devonian carbonates (Bass Island, Salina) and sandstones (Clinton, Oriskany, Berea). Factors controlling the development of porosity and permeability, such as the depositional setting have been explored. In northern Michigan the Bass Islands Dolomite appears to have favorable reservoir development. In west central Michigan the St. Peter sandstone exhibits excellent porosity in the Hart and Feuring well and looks promising. In Southeastern Kentucky in the Appalachian Basin, the Batten and Baird well provided valuable data on sequestration potential in organic shales through adsorption. In central and eastern Ohio and western West Virginia, the majority of the wells provided an insight to the complex geologic framework of the relatively little known Precambrian through Silurian potential injection targets. Although valuable data was acquired and a number of critical data gaps were filled through this effort, there are still many challenges ahead and questions that need answered. The lateral extent to which favorable potential injection conditions exist in most reservoirs is still generally uncertain. The prolongation of the characterization of regional geologic framework through partnership would continue to build confidence and greatly benefit the overall CO{sub 2} sequestration effort.

    In the United States, there has been substantial recent growth in wind energy generating capacity, with growth averaging 24 percent annually during the past five years. About 1,700 MW of wind energy capacity was installed in 2001, while another 410 MW became operational in 2002. This year (2003) shows promise of significant growth with more than 1,500 MW planned. With this growth, an increasing number of states are experiencing investment in wind energy projects. Wind installations currently exist in about half of all U.S. states. This paper explores the key factors at play in the states that have achieved a substantial amount of wind energy investment. Some of the factors that are examined include policy drivers, such as renewable portfolio standards (RPS), federal and state financial incentives, and integrated resource planning; as well as market drivers, such as consumer demand for green power, natural gas price volatility, and wholesale market rules.

    The US Department of Energy is funding a research and development program entitled the Eastern Gas Shales Project designed to increase commercial production of natural gas in the eastern United States from Middle and Upper Devonian Shales. The program's objectives are as follows: (1) to evaluate recoverable reserves of gas contained in the shales; (2) to enhanced recovery technology for production from shale gas reservoirs; and (3) to stimulate interest among commercial gas suppliers in the concept of producing large quantities of gas from low-yield, shallow Devonian Shale wells. The EGSP-Ohio No. 5 well was cored under a cooperative cost-sharing agreement between the Department of Energy (METC) and Columbia Gas Transmission Corporation. Detailed characterization of the core was performed at the Eastern Gas Shale Project's Core Laboratory. At the well site, suites of wet and dry hole geophysical logs were run. Characterization work performed at the Laboratory included photographic logs, lithologic logs, fracture logs, measurements of core color variation, and stratigraphic interpretation of the cored intervals. In addition samples were tested for physical properties by Michigan Technological University. Physical properties data obtained were for: directional ultrasonic velocity; directional tensile strength; strength in point load; and trends of microfractures.

    This volume documents the entire data development process in sufficient detail to permit critical assessment of the data base. However, since a methodological discussion is included in Chapter 3 of Volume I, it is not repeated here. The data base development process was conducted in a fuel-by-fuel fashion, following the general sequence of electricity, natural gas, coal, distillate fuel, motor gasoline, diesel, kerosene, jet fuel, residual fuel, and liquefied petroleum gas. For each of the fuels, a detailed data source review was conducted, which included a preliminary screening against criteria set up for this purpose. After this first screening, the data sources that met most of the review criteria were evaluated in more detail. If one data source met all the criteria, that data source was recommended for use, with minimal change or imputation. If there were substantial gaps in the available data series, then alternative imputation procedures were developed and compared, and recommendations were formulated. This entire procedure was then documented in a draft working paper for review and discussion. To the extent reasonable and practical, comments from the formal EIA reviews were then incorporated into the final recommendations and the data base was developed.
