    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry health. To aid the overall advanced energy industry, EWI developed and launched an Ohio chapter of the non-profit Advanced Energy Economy. In this venture, Ohio joins with six other states including Colorado, Connecticut, Illinois, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont to help promote technologies that deliver energy that is affordable, abundant and secure. In a more specific arena, EWI's advanced energy group collaborated with the EWI-run Nuclear Fabrication Consortium to promote the nuclear supply chain. Through this project EWI has helped bring the supply chain up to date for the upcoming period of construction, and assisted them in understanding the demands for the next generation of facilities now being designed. In a more targeted manner, EWI worked with 115 individual advanced energy companies that are attempting to bring new technology to market. First, these interactions helped EWI develop an awareness of issues common to companies in different advanced energy sectors. By identifying and addressing common issues, EWI helps companies bring technology to market sooner and at a lower cost. These visits also helped EWI develop a picture of industry capability. This helped EWI provide companies with contacts that can supply commercial solutions to their new product development challenges. By providing assistance in developing supply chain partnerships, EWI helped companies bring their technology to market faster and at a lower cost than they might have been able to do by themselves. Finally, at the most granular level EWI performed dedicated research and development on new manufacturing processes for advanced energy. During discussions with companies participating in advanced energy markets, several technology issues that cut across market segments were identified. To address some of these issues, three crosscutting technology development projects were initiated and completed with Center support. This included reversible welds for batteries and high temperature heat exchangers. It also included a novel advanced weld trainer that EWI has recently commercialized.

    The objective of this project is to demonstrate, at pilot scale, that advanced dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} emissions while burning high-sulfur Ohio coal, and that these technologies are economically competitive with wet scrubber systems. Dry scrubbing involves injecting an atomized mist of sorbent-containing slurry droplets into hot flue gas. The reaction products exit the scrubber as a dry powder that can be filtered from the gas and recycled or disposed. The project consists of testing an advanced dry scrubber system on two high sulfur Ohio coals. All testing will be conducted in the 5 MBtu pilot facility at B and W`s Alliance Research Center. The facility consists of a test furnace, a dry scrubber using a B and W DuraJet{trademark} two fluid atomizer, a pulse-jet baghouse, and an ash slaking system. Tests were conducted with and without recycling the solids collected from the baghouse. During recycle operation the solids were slurried with water and injected into the dry scrubber with the fresh lime slurry. Test results will be presented, including SO{sub 2} removal (70--99%), calcium to sulfur ratios (1.1--1.9), dry scrubber outlet temperatures (10--30 F), and system performance. An advanced feature of the project was the use of the B and W patented Droplet Impingement Device which removes large slurry droplets from the gas stream prior to the baghouse to prevent baghouse deposition. This allows operation at low approach temperatures.

    EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings. As was stated in the DOE Award Summary, the undertaking was focused as a commercial program delving into Alternative Energy Utility Districts; what are referred to in Ohio Statute as Energy Special Improvement Districts or ESIDs and what is nationally known as Property Assessed Clean Energy or PACE districts and PACE financing. The project methodology followed the identify, develop, implement, monitor and measure format. These districts began in Toledo and adjoining areas and are expanding to TLCPA’s 28 county financing agency geographic footprint. What began as the Toledo Ohio Advanced Energy Improvement Corporation is now doing business as the Northwest Ohio Advanced Energy Improvement District recognizing it expansion into creating and financing other districts in NW Ohio. The program has been sought out as an advisor by major communities and states in the process of developing similar legislation and programs and has become one of the largest most successful PACE energy improvement and financing districts in the US. The program and the energy district focused on transforming energy use, delivery, conservation and renewable energy as “options of first choice”. The significant energy savings paid for many of the improvements and created a financially viable program well beyond the grant period. The program has become a model within the State of Ohio and Nationally on how to implement and finance projects in broad energy districts including how to evolve and integrate several financing methodologies. It is a unique utilization of revolving loan funds and energy bond pooling with revenue backing primarily from energy improvement special assessments on commercial properties along with some power purchase agreement (PPA) and loan agreement revenue. The program has also incorporated Qualified Energy Conservation Bonds, State of Ohio Energy Loans (SEP), utility rebates, solar and renewable energy certificates, renewable tax incentives and grants, and owner funded equity as additional program leverage and funding. Other keys to this success have been a continual simplification and refinement of the application and documentation process to make funding available easily and quickly to building owners when they are prepared to commit to the project as well as act as a trusted facilitator and advisor to both building owners and other stakeholders. Taking a flexible and pragmatic approach to project evaluation and implementation that matches time and expense to the complexity of the project has been another key learning. To date the program has closed 3 energy bond issues through the TLCPA sponsored and managed NW Ohio Bond Fund totaling $16.54 million (of which $3.34 million were QECB qualified). The program has turned over its $3.0 million revolving loan fund twice as construction financing in advance of bond issuance and currently has issued $1.25 million in revolving term loans. The program has $1.66 million of remaining capacity for QECB qualified bonds. The program can issue an additional $13.46 million in energy bonds continuing to utilize its DOE EECBG loan loss reserves. In addition, the program has available $3.6 million of loan loss reserves from the State of Ohio, as an eligible Port Authority, that can back the issuance of an additional $7.2 to $14.4 million of energy bonds. This does not include additional bond capacity is available from the NW Ohio Bond Fund. The program is the master escrow agent for $18 million of loan loss reserves from the State of Ohio for eligible Port Authorities that can be utilized to assist the formation of energy districts and financing programs in major metropolitan areas and regions around the State of Ohio. Other leveraged funds now total $10 million; placing the total project value completed and financed at over $30 million. In addition that program has generated an active pipeline of projects in various stages that total $25 – $30 million.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Ohio homeowners. Moving to the 2012 IECC from the 2009 IECC is cost-effective over a 30-year life cycle. On average, Ohio homeowners will save $5,151 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC.     A detailed description is presented of the laws and programs of the State of Ohio governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

Resolution of these issues is important for the United States to ensure a secure and affordable energy supply, which is essential for maintaining U.S. national security, continued economic prosperity, and future sustainable development. One way that the U.S. Department of Energy (DOE) is addressing these challenges is by tasking the Battelle Energy Alliance, LLC (BEA) with developing the Center for Advanced Energy Studies (CAES) at the Idaho National Laboratory (INL).     The Coastal Ohio Wind Project was created to establish the viability of wind turbines on the coastal and offshore regions of Northern Ohio. The projects main goal was to improve operational unit strategies used for environmental impact assessment of offshore turbines on lake wildlife by optimizing and fusing data from the multi-instrument surveillance system and providing an engineering analysis of potential design/operational alternatives for offshore wind turbines. The project also developed a general economic model for offshore WTG deployment to quantify potential revenue losses due to wind turbine shutdown related to ice and avian issues. In a previous phase of this project (Award Number: DE-FG36-06GO86096), we developed a surveillance system that was used to collect different parameters such as passage rates, flight paths, flight directions, and flight altitudes of nocturnal migrating species, movements of birds and bats, and bird calls for assessing patterns and peak passage rates during migration. To derive such parameters we used thermal IR imaging cameras, acoustic recorders, and marine radar Furuno (XANK250), which was coupled with a XIR3000B digitizing card from Russell Technologies and open source radR processing software. The integration yielded a development of different computational techniques and methods, which we further developed and optimized as a combined surveillance system. To accomplish this task we implemented marine radar calibration, optimization of processing parameters, and fusion of the multi-sensor data in order to make inferences about the potential avian targets. The main goal of the data fusion from the multi-sensor environment was aimed at reduction of uncertainties while providing acceptable confidence levels with detailed information about the migration patterns. Another component comprised of an assessment of wind resources in a near lake environment and an investigation of the effectiveness of ice coating materials to mitigate adverse effects of ice formation on wind turbine structures. Firstly, a Zephir LiDAR system was acquired and installed at Woodlands School in Huron, Ohio, which is located near Lake Erie. Wind resource data were obtained at ten measurement heights, 200m, 150m, 100m, 80m, 60m, 40m, 38m, 30m, 20m, and 10m. The Woodlands Schools wind turbine anemometer also measured the wind speed at the hub height. These data were collected for approximately one year. The hub anemometer data correlated well with the LiDAR wind speed measurements at the same height. The data also showed that on several days different power levels were recorded by the turbine at the same wind speed as indicated by the hub anemometer. The corresponding LiDAR data showed that this difference can be attributed to variability in the wind over the turbine rotor swept area, which the hub anemometer could not detect. The observation suggests that single point hub wind velocity measurements are inadequate to accurately estimate the power generated by a turbine at all times since the hub wind speed is not a good indicator of the wind speed over the turbine rotor swept area when winds are changing rapidly. To assess the effectiveness of ice coatings to mitigate the impact of ice on turbine structures, a closed-loop icing research tunnel (IRT) was designed and constructed. By controlling the temperature, air speed, water content and liquid droplet size, the tunnel enabled consistent and repeatable ice accretion under a variety of conditions with temperatures between approximately 0C and -20C and wind speeds up to 40 miles per hour in the tunnels test section. The tunnels cooling unit maintained the tunnel temperature within 0.2C. The coatings evaluated in the study were Boyd Coatings Research Companys CRC6040R3, MicroPhase Coatings Inc.s PhaseBreak TP, ESL and Flex coatings. Similar overall performance was observed in all coatings tested in that water droplets form on the test articles beginning at the stagnation region and spreading in the downstream direction in time. When comparing ice accumulation characteristics for the four coatings tested, for ice thickness during accumulation the CRC6040R3 had the least, followed by the ESL, Flex, and TP. However, when comparing the coatings ability to reduce ice adhesion, the Flex showed the highest adhesion reduction, followed by the ESL, TP and CRC 6040R3 coatings. The ice accumulated on the Flex coated surface shed under gravity when rotated 90 degrees following the tests while the other coatings required application of varying degrees of force to remove the ice. In conclusion, the ice coatings tested were not sufficient in preventing ice accumulation on all surfaces. However, Flex coating shows promise in mitigating ice on the rotor blades under the gravitational and centrifugal forces. Only the effect of gravity in shedding the ice was considered in this study. Further research will be needed to evaluate this coating on rotating blades in the icing tunnel to characterize its effectiveness. Lastly, the development of economic feasibility models used existing approaches adapted for offshore deployment in marine settings to one more suitable for Lake Erie deployment. Two different wind turbine models were tested and dynamic return on investment (ROI) model scenarios were generated. For the purpose of estimating power generation three bladed wind turbines of 3 MW capacity were selected including Model1- Leitwind LTW101-3.000-kW and Model2-Vostro V90-3.0 MW. The analysis were based on the revenue aspect of decision making of deploying wind turbines in the Ohio coastal region. The installation cost, maintenance and operational aspects were disregarded due to unavailability of data. The adjusted varying price (residential and industrial sector) and projected future price of electricity in different years suggested that the Leitwind model could generate $32.4 million of revenue in 25 years if the supply electricity is in the residential sector, while it would be $14.7million if the supply is in the industrial sector. For the Vostro model these figures are $28.6 million for residential sector and $12.9 million for industrial sector for 25 years.

    Energy consumption in buildings represents 40 percent of primary U.S. energy consumption, split almost equally between residential (22%) and commercial (18%) buildings.1 Space heating (31%) and cooling (12%) account for approximately 9 quadrillion Btu. Improvements in the building envelope can have a significant impact on reducing energy consumption. Thermal losses (or gains) from the roof make up 14 percent of the building component energy load. Infiltration through the building envelope, including the roof, accounts for an additional 28 percent of the heating loads and 16 percent of the cooling loads. These figures provide a strong incentive to develop and implement more energy efficient roof systems. The roof is perhaps the most challenging component of the building envelope to change for many reasons. The engineered roof truss, which has been around since 1956, is relatively low cost and is the industry standard. The roof has multiple functions. A typical wood frame home lasts a long time. Building codes vary across the country. Customer and trade acceptance of new building products and materials may impede market penetration. The energy savings of a new roof system must be balanced with other requirements such as first and life-cycle costs, durability, appearance, and ease of construction. Conventional residential roof construction utilizes closely spaced roof trusses supporting a layer of sheathing and roofing materials. Gypsum board is typically attached to the lower chord of the trusses forming the finished ceiling for the occupied space. Often in warmer climates, the HVAC system and ducts are placed in the unconditioned and otherwise unusable attic. High temperature differentials and leaky ducts result in thermal losses. Penetrations through the ceilings are notoriously difficult to seal and lead to moisture and air infiltration. These issues all contribute to greater energy use and have led builders to consider construction of a conditioned attic. The options considered to date are not ideal. One approach is to insulate between the trusses at the roof plane. The construction process is time consuming and costs more than conventional attic construction. Moreover, the problems of air infiltration and thermal bridges across the insulation remain. Another approach is to use structurally insulated panels (SIPs), but conventional SIPs are unlikely to be the ultimate solution because an additional underlying support structure is required except for short spans. In addition, wood spline and metal locking joints can result in thermal bridges and gaps in the foam. This study undertook a more innovative approach to roof construction. The goal was to design and evaluate a modular energy efficient panelized roof system with the following attributes: (1) a conditioned and clear attic space for HVAC equipment and additional finished area in the attic; (2) manufactured panels that provide structure, insulation, and accommodate a variety of roofing materials; (3) panels that require support only at the ends; (4) optimal energy performance by minimizing thermal bridging and air infiltration; (5) minimal risk of moisture problems; (6) minimum 50-year life; (7) applicable to a range of house styles, climates and conditions; (8) easy erection in the field; (9) the option to incorporate factory-installed solar systems into the panel; and (10) lowest possible cost. A nationwide market study shows there is a defined market opportunity for such a panelized roof system with production and semi-custom builders in the United States. Senior personnel at top builders expressed interest in the performance attributes and indicate long-term opportunity exists if the system can deliver a clear value proposition. Specifically, builders are interested in (1) reducing construction cycle time (cost) and (2) offering increased energy efficiency to the homebuyer.     High-Temperature-Superconducting (HT) bearings have the potential to reduce idling losses and make flywheel energy storage economical. Demonstration of large, high-speed flywheels is key to market penetration. Toward this goal, a flywheel system has been developed and tested with 5-kg to 15-kg disk-shaped rotors. Rlm speeds exceeded 400 mls and stored energies were >80 W-hr. Test implementation required technological advances in nearly all aspects of the flywheel system. Features and limitations of the design and tests are discussed, especially those related to achieving additional energy storage.

    The Solargenix Advanced Trough Development Project was initiated in the Year 2000 with the support of the DOE CSP Program and, more recently, with the added support of the Nevada Southwest Energy Partnership. Parabolic trough plants are the most mature solar power technology, but no large-scale plants have been built in over a decade. Given this lengthy lull in deployment, our first Project objective was development of improved trough technology for near-term deployment, closely patterned after the best of the prior-generation troughs. The second objective is to develop further improvements in next-generation trough technology that will lead to even larger reductions in the cost of the delivered energy. To date, this Project has successfully developed an advanced trough, which is being deployed on a 1-MW plant in Arizona and will soon be deployed in a 64-MW plant in Nevada. This advanced trough offers a 10% increase in performance and over an 20% decrease in cost, relative to prior-generation troughs.
