Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

During the 2002 Fiscal year, funds from the DOE matching grant program, along with matching funds from the industrial sponsors, have been used to support research in the area of thermal-hydraulics. Both experimental and numerical research projects have been performed. Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers. Details of activities in these areas are given.

Exceptional groups, symmetric spaces and applications

In this article we provide a detailed description of a technique to obtain a simple parameterization for different exceptional Lie groups, such as G{sub 2}, F{sub 4} and E{sub 6}, based on their fibration structure. For the compact case, we construct a realization which is a generalization of the Euler angles for SU(2), while for the non compact version of G{sub 2(2)}/SO(4) we compute the Iwasawa decomposition. This allows us to obtain not only an explicit expression for the Haar measure on the group manifold, but also for the cosets G{sub 2}/SO(4), G{sub 2}/SU(3), F{sub 4}/Spin(9), E{sub 6}/F{sub 4} and G{sub 2(2)}/SO(4) that we used to find the concrete realization of the general element of the group. Moreover, as a by-product, in the simplest case of G{sub 2}/SO(4), we have been able to compute an Einstein metric and the vielbein. The relevance of these results in physics is discussed.

2008 highlights: (1) Stockpile Stewardship and Complex Transformation - LLNL achieved scientific breakthroughs that explain some of the key 'unknowns' in nuclear weapons performance and are critical to developing the predictive science needed to ensure the safety, reliability, and security of the U.S. nuclear deterrent without nuclear testing. In addition, the National Ignition Facility (NIF) passed 99 percent completion, an LLNL supercomputer simulation won the 2007 Gordon Bell Prize, and a significant fraction of our inventory of special nuclear material was shipped to other sites in support of complex transformation. (2) National and Global Security - Laboratory researchers delivered insights, technologies, and operational capabilities that are helping to ensure national security and global stability. Of particular note, they developed advanced detection instruments that provide increased speed, accuracy, specificity, and resolution for identifying and characterizing biological, chemical, nuclear, and high-explosive threats. (3) Exceptional Science and Technology - The Laboratory continued its tradition of scientific excellence and technical innovation. LLNL scientists made significant contributions to Nobel Prize-winning work on climate change. LLNL also received three R&D 100 awards and six Nanotech 50 awards, and dozens of Laboratory scientists and engineers were recognized with professional awards. These honors provide valuable confirmation that peers and outside experts recognize the quality of our staff and our work. (4) Enhanced Business and Operations - A major thrust under LLNS is to make the Laboratory more efficient and cost competitive. We achieved roughly $75 million in cost savings for support activities through organizational changes, consolidation of services, improved governance structures and work processes, technology upgrades, and systems shared with Los Alamos National Laboratory. We realized nonlabor cost savings of $23 million. Severe fiscal constraints necessitated a major workforce restructuring and reduction.

Optical lattices with exceptional points in the continuum

The spectral, dynamical and topological properties of physical systems described by non-Hermitian (including $\\mathcal{PT}$-symmetric) Hamiltonians are deeply modified by the appearance of exceptional points and spectral singularities. Here we show that exceptional points in the continuum can arise in non-Hermitian (yet admitting and entirely real-valued energy spectrum) optical lattices with engineered defects. At an exceptional point, the lattice sustains a bound state with an energy embedded in the spectrum of scattered states, similar to the von-Neumann Wigner bound states in the continuum of Hermitian lattices. However, the dynamical and scattering properties of the bound state at an exceptional point are deeply different from those of ordinary von-Neumann Wigner bound states in an Hermitian system. In particular, the bound state in the continuum at an exceptional point is an unstable state that can secularly grow by an infinitesimal perturbation. Such properties are discussed in details for transport of discretized light in a $\\mathcal{PT}$-symmetric array of coupled optical waveguides, which could provide an experimentally accessible system to observe exceptional points in the continuum.

Harmonic inversion analysis of exceptional points in resonance spectra

The spectra of, e.g. open quantum systems are typically given as the superposition of resonances with a Lorentzian line shape, where each resonance is related to a simple pole in the complex energy domain. However, at exceptional points two or more resonances are degenerate and the resulting non-Lorentzian line shapes are related to higher order poles in the complex energy domain. In the Fourier-transform time domain an $n$-th order exceptional point is characterised by a non-exponentially decaying time signal given as the product of an exponential function and a polynomial of degree $n-1$. The complex positions and amplitudes of the non-degenerate resonances can be determined with high accuracy by application of the nonlinear harmonic inversion method to the real-valued resonance spectra. We extend the harmonic inversion method to include the analysis of exceptional points. The technique yields, in the energy domain, the amplitudes of the higher order poles contributing to the spectra, and, in the time domain, the coefficients of the polynomial characterising the non-exponential decay of the time signal. The extended harmonic inversion method is demonstrated on two examples, viz. the analysis of exceptional points in resonance spectra of the hydrogen atom in crossed magnetic and electric fields, and an exceptional point occurring in the dynamics of a single particle in a time-dependent harmonic trap.

To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

We give a construction of $G_2$ and $Spin(7)$ instantons on exceptional holonomy manifolds constructed by Bryant and Salamon, by using an ansatz of spherical symmetry coming from the manifolds being the total spaces of rank-4 vector bundles. In the $G_2$ case, we show that, in the asymptotically conical model, the connections are asymptotic to Hermitian Yang-Mills connections on the nearly K\\"ahler $S^3\\times S^3$.

Families of superintegrable Hamiltonians constructed from exceptional polynomials

We introduce a family of exactly-solvable two-dimensional Hamiltonians whose wave functions are given in terms of Laguerre and exceptional Jacobi polynomials. The Hamiltonians contain purely quantum terms which vanish in the classical limit leaving only a previously known family of superintegrable systems. Additional, higher-order integrals of motion are constructed from ladder operators for the considered orthogonal polynomials proving the quantum system to be superintegrable.

This project aims to understand the characteristics of the free-field strong-motion records that have yielded the 100 largest peak accelerations and the 100 largest peak velocities recorded to date. The peak is defined as the maximum magnitude of the acceleration or velocity vector during the strong shaking. This compilation includes 35 records with peak acceleration greater than gravity, and 41 records with peak velocities greater than 100 cm/s. The results represent an estimated 150,000 instrument-years of strong-motion recordings. The mean horizontal acceleration or velocity, as used for the NGA ground motion models, is typically 0.76 times the magnitude of this vector peak. Accelerations in the top 100 come from earthquakes as small as magnitude 5, while velocities in the top 100 all come from earthquakes with magnitude 6 or larger. Records are dominated by crustal earthquakes with thrust, oblique-thrust, or strike-slip mechanisms. Normal faulting mechanisms in crustal earthquakes constitute under 5% of the records in the databases searched, and an even smaller percentage of the exceptional records. All NEHRP site categories have contributed exceptional records, in proportions similar to the extent that they are represented in the larger database.

Exceptional points for chiral Majorana fermions in arbitrary dimensions

Certain real parameters of a Hamiltonian, when continued to complex values, can give rise to singular points called exceptional points ($EP$'s), where two or more eigenvalues coincide and the complexified Hamiltonian becomes non-diagonalizable. We show that for a generic $d$-dimensional topological superconductor/superfluid with a chiral symmetry, one can find $EP$'s associated with the chiral zero energy Majorana fermions bound to a topological defect/edge. Exploiting the chiral symmetry, we propose a formula for counting the number ($n$) of such chiral zero modes. We also establish the connection of these solutions to the Majorana fermion wavefunctions in the position space. The imaginary parts of these momenta are related to the exponential decay of the wavefunctions localized at the defect/edge, and hence their change of sign at a topological phase transition point signals the appearance or disappearance of a chiral Majorana zero mode. Our analysis thus explains why topological invariants like the winding number, defined for the corresponding Hamiltonian in the momentum space for a defectless system with periodic boundary conditions, captures the number of admissible Majorana fermion solutions for the position space Hamiltonian with defect(s). Finally, we conclude that $EP$'s cannot be associated with the Majorana fermion wavefunctions for systems with no chiral symmetry, though one can use our formula for counting $n$, using complex $k$ solutions where the determinant of the corresponding BdG Hamiltonian vanishes.

Exceptional Laguerre and Jacobi polynomials and the corresponding potentials through Darboux-Crum Transformations

Simple derivation is presented of the four families of infinitely many shape invariant Hamiltonians corresponding to the exceptional Laguerre and Jacobi polynomials. Darboux-Crum transformations are applied to connect the well-known shape invariant Hamiltonians of the radial oscillator and the Darboux-P\\"oschl-Teller potential to the shape invariant potentials of Odake-Sasaki. Dutta and Roy derived the two lowest members of the exceptional Laguerre polynomials by this method. The method is expanded to its full generality and many other ramifications, including the aspects of generalised Bochner problem and the bispectral property of the exceptional orthogonal polynomials, are discussed.

Reversing the Pump-Dependence of a Laser at an Exceptional Point

When two resonant modes in a system with gain or loss coalesce in both their resonance position and their width, a so-called "Exceptional Point" occurs which acts as a source of non-trivial physics in a diverse range of systems. Lasers provide a natural setting to study such "non-Hermitian degeneracies", since they feature resonant modes and a gain material as their basic constituents. Here we show that Exceptional Points can be conveniently induced in a photonic molecule laser by a suitable variation of the applied pump. Using a pair of coupled micro-disk quantum cascade lasers, we demonstrate that in the vicinity of these Exceptional Points the laser shows a characteristic reversal of its pump-dependence, including a strongly decreasing intensity of the emitted laser light for increasing pump power. This result establishes photonic molecule lasers as promising tools for exploring many further fascinating aspects of Exceptional Points, like a strong line-width enhancement and the coherent perfect absorption of light in their vicinity as well as non-trivial mode-switching and the accumulation of a geometric phase when encircling an Exceptional Point parametrically.

The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

We show that certain singularities of the Hamiltonian in the complex wave vector space can be used to identify topological quantum phase transitions for $1D$ chiral topological superconductors/superfluids in the BDI class. These singularities fall into the category of the so-called exceptional points ($EP$'s) studied in the context of non-Hermitian Hamiltonians describing open quantum systems. We also propose a generic formula in terms of the properties of the $EP$'s to quantify the exact number of Majorana zero modes in a particular chiral topological superconducting phase, given the values of the parameters appearing in the Hamiltonian. This formula serves as an alternative to the familiar integer ($\\mathbb{Z}$) winding number invariant characterizing topological superconductor/superfluid phases in the chiral BDI class.

Data reported by operators of mining establishments concerning work injuries are summarized by work location, accident classification, part of body injured, nature of injury, occupation, and principal type of mineral. Related information on employment, worktime, and operating activity also is presented. Data reported by independent contractors performing certain work at mining locations are depicted separately in this report. For ease of comparison with other metal and nonmetallic mineral mining industries and with coal mining, summary reference tabulations are included at the end of both the operator and the contractor sections of this report. 3 figs., 46 tabs.

Fano-Feshbach resonances in two-channel scattering around exceptional points

It is well known that in open quantum systems resonances can coalesce at an exceptional point, where both the energies {\\em and} the wave functions coincide. In contrast to the usual behaviour of the scattering amplitude at one resonance, the coalescence of two resonances invokes a pole of second order in the Green's function, in addition to the usual first order pole. We show that the interference due to the two pole terms of different order gives rise to patterns in the scattering cross section which closely resemble Fano-Feshbach resonances. We demonstrate this by extending previous work on the analogy of Fano-Feshbach resonances to classical resonances in a system of two driven coupled damped harmonic oscillators.

The geology of the uraniferous humate uranium deposits of the Grants Uranium Region, northwestern New Mexico, is summarized. The most important conclusions of this study are enumerated. Although the geologic characteristics of the uraniferous humate deposits of the Grants Uranium Region are obviously not common in the world, neither are they bizarre or coincidental. The source of the uranium in the deposits of the Grants Uranium Region is not known with certainty. The depositional environment of the host sediments was apparently the mid and distal portions of a wet alluvial fan system. The influence of structural control on the location and accumulation of the host sediments is now supported by considerable data. The host sediments possess numerous important characteristics which influenced the formation of uraniferous humate deposits. Ilmenite-magnetite distribution within potential host sandstones is believed to be the simplest and most useful regional alteration pattern related to this type of uranium deposit. A method is presented for organizing geologic observations into what is referred to as recognition criteria. The potential of the United States for new districts similar to the Grants Uranium Region is judged to be low based upon presently available geologic information. Continuing studies on uraniferous humate deposits are desirable in three particular areas.

RePower Bainbridge and Bremerton (RePower) is a residential energy-efficiency and conservation program designed to foster a sustainable, clean, and renewable energy economy. The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs. RePower was funded through a $4.8 million grant from the US Department of Energy, Better Buildings Program. The grant’s performance period was August 1, 2010 through March 30, 2014.

Preliminary Evaluation of the Section 1603 Treasury Grant Program for Renewable Power Projects in the United States

This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The program’s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread “gold-plating” or performance problems.

The Montana DOE/EPSCoR planning process has made significant changes in the state of Montana. This is exemplified by notification from the Department of Energy`s Experimental Program to Stimulate Competitive Research (DOE/EPSCoR) recommendation to fund Montana`s 1992 graduate traineeship grant proposal in the amount of $500,000. This is a new award to Montana. DOE traineeship reviewers recognized that our planning grant enabled us to develop linkages and build the foundation for a competitive energy-related research and traineeship program in Montana. During the planning, we identified three major focus areas: Energy Resource Base, Energy Production, and Environmental Effects. For each focus area, we detailed specific problem areas that the trainees may research. We also created MORE, a consortium of industrial affiliates, state organizations, the Montana University System (MUS), tribal colleges, and DOE national laboratories. MORE and our state-wide Research and Education Workshop improved and solidified working relationships. We received numerous letters of support. DOE reviewers endorsed our traineeship application process. They praised the linkage of each traineeship with a faculty advisor, and the preference for teams of faculty members and two or more students. ``Particularly commendable`` were our programs to involve Native American educators and the ``leveraging effect`` of this on the human resources in the state. Finally, the DOE reviewers indicated that cost-sharing via support of Native Americans was creative and positive.

Final report for Conference Support Grant "From Computational Biophysics to Systems Biology - CBSB12"

This report summarizes the outcome of the international workshop �From Computational Biophysics to Systems Biology (CBSB12)� which was held June 3-5, 2012, at the University of Tennessee Conference Center in Knoxville, TN, and supported by DOE through the Conference Support Grant 120174. The purpose of CBSB12 was to provide a forum for the interaction between a data-mining interested systems biology community and a simulation and first-principle oriented computational biophysics/biochemistry community. CBSB12 was the sixth in a series of workshops of the same name organized in recent years, and the second that has been held in the USA. As in previous years, it gave researchers from physics, biology, and computer science an opportunity to acquaint each other with current trends in computational biophysics and systems biology, to explore venues of cooperation, and to establish together a detailed understanding of cells at a molecular level. The conference grant of $10,000 was used to cover registration fees and provide travel fellowships to selected students and postdoctoral scientists. By educating graduate students and providing a forum for young scientists to perform research into the working of cells at a molecular level, the workshop adds to DOE's mission of paving the way to exploit the abilities of living systems to capture, store and utilize energy.
