    We discuss aspects of the dictionary between brane configurations in del Pezzo geometries and dibaryons in the dual superconformal quiver gauge theories. The basis of fractional branes defining the quiver theory at the singularity has a K-theoretic dual exceptional collection of bundles which can be used to read off the spectrum of dibaryons in the weakly curved dual geometry. Our prescription identifies the R-charge R and all baryonic U(1) charges Q_I with divisors in the del Pezzo surface without any Weyl group ambiguity. As one application of the correspondence, we identify the cubic anomaly tr R Q_I Q_J as an intersection product for dibaryon charges in large-N superconformal gauge theories. Examples can be given for all del Pezzo surfaces using three- and four-block exceptional collections. Markov-type equations enforce consistency among anomaly equations for three-block collections.

    We study the web of correspondences linking the exceptional Lie algebras $E_{8,7,6}$ and the sporadic simple groups Monster, Baby and the largest Fischer group. This is done via the investigation of classical enumerative problems on del Pezzo surfaces in relation to the cusps of certain subgroups of $PSL(2,R)$ for the relevant McKay-Thompson series in Generalized Moonshine. We also study Conway's sporadic group, as well as its association with the Horrocks-Mumford bundle.

    Both brane tilings and exceptional collections are useful tools for describing the low energy gauge theory on a stack of D3-branes probing a Calabi-Yau singularity. We provide a dictionary that translates between these two heretofore unconnected languages. Given a brane tiling, we compute an exceptional collection of line bundles associated to the base of the non-compact Calabi-Yau threefold. Given an exceptional collection, we derive the periodic quiver of the gauge theory which is the graph theoretic dual of the brane tiling. Our results give new insight to the construction of quiver theories and their relation to geometry.

    Stacks of D3-branes placed at the tip of a cone over a del Pezzo surface provide a way of geometrically engineering a small but rich class of gauge/gravity dualities. We develop tools for understanding the resulting quiver gauge theories using exceptional collections. We prove two important results for a general quiver gauge theory: 1) we show the ordering of the nodes can be determined up to cyclic permutation and 2) we derive a simple formula for the ranks of the gauge groups (at the conformal point) in terms of the numbers of bifundamentals. We also provide a detailed analysis of four node quivers, examining when precisely mutations of the exceptional collection are related to Seiberg duality.

    Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    2008 highlights: (1) Stockpile Stewardship and Complex Transformation - LLNL achieved scientific breakthroughs that explain some of the key 'unknowns' in nuclear weapons performance and are critical to developing the predictive science needed to ensure the safety, reliability, and security of the U.S. nuclear deterrent without nuclear testing. In addition, the National Ignition Facility (NIF) passed 99 percent completion, an LLNL supercomputer simulation won the 2007 Gordon Bell Prize, and a significant fraction of our inventory of special nuclear material was shipped to other sites in support of complex transformation. (2) National and Global Security - Laboratory researchers delivered insights, technologies, and operational capabilities that are helping to ensure national security and global stability. Of particular note, they developed advanced detection instruments that provide increased speed, accuracy, specificity, and resolution for identifying and characterizing biological, chemical, nuclear, and high-explosive threats. (3) Exceptional Science and Technology - The Laboratory continued its tradition of scientific excellence and technical innovation. LLNL scientists made significant contributions to Nobel Prize-winning work on climate change. LLNL also received three R&D 100 awards and six Nanotech 50 awards, and dozens of Laboratory scientists and engineers were recognized with professional awards. These honors provide valuable confirmation that peers and outside experts recognize the quality of our staff and our work. (4) Enhanced Business and Operations - A major thrust under LLNS is to make the Laboratory more efficient and cost competitive. We achieved roughly $75 million in cost savings for support activities through organizational changes, consolidation of services, improved governance structures and work processes, technology upgrades, and systems shared with Los Alamos National Laboratory. We realized nonlabor cost savings of $23 million. Severe fiscal constraints necessitated a major workforce restructuring and reduction.

    We demonstrate that a strongly exceptional collection on a singular toric surface can be used to derive the gauge theory on a stack of D3-branes probing the Calabi-Yau singularity caused by the surface shrinking to zero size. A strongly exceptional collection, i.e., an ordered set of sheaves satisfying special mapping properties, gives a convenient basis of D-branes. We find such collections and analyze the gauge theories for weighted projective spaces, and many of the Y^{p,q} and L^{p,q,r} spaces. In particular, we prove the strong exceptionality for all p in the Y^{p,p-1} case, and similarly for the Y^{p,p-2r} case.

    We investigate the patching of double and exceptional field theories. In double field theory the patching conditions imposed on the spacetime after solving the strong section condition imply that the 3-form field strength $H$ is exact. A similar conclusion can be reached for the form field strengths of exceptional field theories after some plausive assumptions are made on the relation between the transition functions of the additional coordinates and the patching data of the form field strengths. We illustrate the issues that arise, and explore several alternative options which include the introduction of C-folds and of the topological geometrisation condition.

    We give a construction of $G_2$ and $Spin(7)$ instantons on exceptional holonomy manifolds constructed by Bryant and Salamon, by using an ansatz of spherical symmetry coming from the manifolds being the total spaces of rank-4 vector bundles. In the $G_2$ case, we show that, in the asymptotically conical model, the connections are asymptotic to Hermitian Yang-Mills connections on the nearly K\\"ahler $S^3\\times S^3$.

    We introduce a family of exactly-solvable two-dimensional Hamiltonians whose wave functions are given in terms of Laguerre and exceptional Jacobi polynomials. The Hamiltonians contain purely quantum terms which vanish in the classical limit leaving only a previously known family of superintegrable systems. Additional, higher-order integrals of motion are constructed from ladder operators for the considered orthogonal polynomials proving the quantum system to be superintegrable.

    We study the spectrum of the generalized Rabi model in which co- and counter-rotating terms have different coupling strengths. It is also equivalent to the model of a two-dimensional electron gas in a magnetic field with Rashba and Dresselhaus spin-orbit couplings. Like in case of the Rabi model, the spectrum of the generalized Rabi model consists of the regular and the exceptional parts. The latter is represented by the energy levels which cross at certain parameters' values which we determine explicitly. The wave functions of these exceptional states are given by finite order polynomials in the Bargmann representation. The roots of these polynomials satisfy a Bethe ansatz equation of the Gaudin type. At the exceptional points the model is therefore quasi-exactly solvable. An analytical approximation is derived for the regular part of the spectrum in the weak- and strong-coupling limits. In particular, in the strong-coupling limit the spectrum consists of two quasi-degenerate equidistant ladders.

    This project aims to understand the characteristics of the free-field strong-motion records that have yielded the 100 largest peak accelerations and the 100 largest peak velocities recorded to date. The peak is defined as the maximum magnitude of the acceleration or velocity vector during the strong shaking. This compilation includes 35 records with peak acceleration greater than gravity, and 41 records with peak velocities greater than 100 cm/s. The results represent an estimated 150,000 instrument-years of strong-motion recordings. The mean horizontal acceleration or velocity, as used for the NGA ground motion models, is typically 0.76 times the magnitude of this vector peak. Accelerations in the top 100 come from earthquakes as small as magnitude 5, while velocities in the top 100 all come from earthquakes with magnitude 6 or larger. Records are dominated by crustal earthquakes with thrust, oblique-thrust, or strike-slip mechanisms. Normal faulting mechanisms in crustal earthquakes constitute under 5% of the records in the databases searched, and an even smaller percentage of the exceptional records. All NEHRP site categories have contributed exceptional records, in proportions similar to the extent that they are represented in the larger database.

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    Certain real parameters of a Hamiltonian, when continued to complex values, can give rise to singular points called exceptional points ($EP$'s), where two or more eigenvalues coincide and the complexified Hamiltonian becomes non-diagonalizable. We show that for a generic $d$-dimensional topological superconductor/superfluid with a chiral symmetry, one can find $EP$'s associated with the chiral zero energy Majorana fermions bound to a topological defect/edge. Exploiting the chiral symmetry, we propose a formula for counting the number ($n$) of such chiral zero modes. We also establish the connection of these solutions to the Majorana fermion wavefunctions in the position space. The imaginary parts of these momenta are related to the exponential decay of the wavefunctions localized at the defect/edge, and hence their change of sign at a topological phase transition point signals the appearance or disappearance of a chiral Majorana zero mode. Our analysis thus explains why topological invariants like the winding number, defined for the corresponding Hamiltonian in the momentum space for a defectless system with periodic boundary conditions, captures the number of admissible Majorana fermion solutions for the position space Hamiltonian with defect(s). Finally, we conclude that $EP$'s cannot be associated with the Majorana fermion wavefunctions for systems with no chiral symmetry, though one can use our formula for counting $n$, using complex $k$ solutions where the determinant of the corresponding BdG Hamiltonian vanishes.

    In Bose-Einstein condensates with an attractive contact interaction the stable ground state and an unstable excited state emerge in a tangent bifurcation at a critical value of the scattering length. At the bifurcation point both the energies and the wave functions of the two states coalesce, which is the characteristic of an exceptional point. In numerical simulations signatures of the exceptional point can be observed by encircling the bifurcation point in the complex extended space of the scattering length, however, this method cannot be applied in an experiment. Here we show in which way the exceptional point effects the collapse dynamics of the Bose-Einstein condensate. The harmonic inversion analysis of the time signal given as the spatial extension of the collapsing condensate wave function can provide clear evidence for the existence of an exceptional point. This method can be used for an experimental verification of exceptional points in Bose-Einstein condensates.

Darboux-Crum transformations are applied to connect the well-known shape invariant Hamiltonians of the radial oscillator and the Darboux-P\\"oschl-Teller potential to the shape invariant potentials of Odake-Sasaki. Dutta and Roy derived the two lowest members of the exceptional Laguerre polynomials by this method. The method is expanded to its full generality and many other ramifications, including the aspects of generalised Bochner problem and the bispectral property of the exceptional orthogonal polynomials, are discussed.

    The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

    We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals.     When two resonant modes in a system with gain or loss coalesce in both their resonance position and their width, a so-called "Exceptional Point" occurs which acts as a source of non-trivial physics in a diverse range of systems. Lasers provide a natural setting to study such "non-Hermitian degeneracies", since they feature resonant modes and a gain material as their basic constituents. Here we show that Exceptional Points can be conveniently induced in a photonic molecule laser by a suitable variation of the applied pump. Using a pair of coupled micro-disk quantum cascade lasers, we demonstrate that in the vicinity of these Exceptional Points the laser shows a characteristic reversal of its pump-dependence, including a strongly decreasing intensity of the emitted laser light for increasing pump power. This result establishes photonic molecule lasers as promising tools for exploring many further fascinating aspects of Exceptional Points, like a strong line-width enhancement and the coherent perfect absorption of light in their vicinity as well as non-trivial mode-switching and the accumulation of a geometric phase when encircling an Exceptional Point parametrically.

    The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects. The study was to provide the Department with data to be used in preparing a report to Congress and the President containing the following: (1) an assessment of how well the Program achieved its objectives; (2) an assessment of how well the Program stimulated the overall use of appropriate technologies in various markets; (3) an overall energy savings impact of the Appropriate Technology Program, as well as other direct and indirect Program impacts including new technologies, products, devices, businesses, jobs, etc., developed as a result of the Program; (4) case studies of the 20 most successful grants and their actual or potential individual energy savings and other direct and indirect impacts; and (5) an identification and analyses of the factors that contributed to successful and unsuccessful grants, with recommendations for improvement of other similar governmental and non-governmental programs.

    The appearance of so-called exceptional points in the complex spectra of non-Hermitian systems is often associated with phenomena that contradict our physical intuition. One example of particular interest is the state-exchange process predicted for an adiabatic encircling of an exceptional point. In this work we analyse this and related processes for the generic system of two coupled oscillator modes with loss or gain. We identify a characteristic system evolution consisting of periods of quasi-stationarity interrupted by abrupt non-adiabatic transitions, and we present a qualitative and quantitative description of this switching behaviour by connecting the problem to the phenomenon of stability loss delay. This approach makes accurate predictions for the breakdown of the adiabatic theorem as well as the occurrence of chiral behavior observed previously in this context, and provides a general framework to model and understand quasi-adiabatic dynamical effects in non-Hermitian systems.

    The dynamics of open quantum systems is typically described by a quantum dynamical semigroup generator ${\\cal L}$. The eigenvalues of ${\\cal L}$ are complex, reflecting unitary as well as dissipative dynamics. For certain values of parameters defining ${\\cal L}$, non-hermitian degeneracies emerge, i.e. exceptional points ($EP$). We study the implications of such points in the open system dynamics of a two-level-system described by the Bloch equation. This open system has become the paradigm of diverse fields in physics, from NMR to quantum information and elementary particles. We find as a function of detuning and driving amplitude a continuous line of exceptional points merging into two cusps of triple degeneracy. The dynamical signature of these $EP$ points is a unique time evolution. This unique feature can be employed experimentally to locate the $EP$ points and thereby to determine the intrinsic system parameters for any desired accuracy.

    The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

    The Warsaw Pact countries obtain U.S. technologies by legal and illegal means. Methods of collection include espionage, overt collection, acquisition by scientific and educational exchange participants, and illegal trade activities. Examples of methods used by the Warsaw Pact countries (except the USSR) are provided. The US faces barriers to preventing loss of its technologies.     It is well known that in open quantum systems resonances can coalesce at an exceptional point, where both the energies {\\em and} the wave functions coincide. In contrast to the usual behaviour of the scattering amplitude at one resonance, the coalescence of two resonances invokes a pole of second order in the Green's function, in addition to the usual first order pole. We show that the interference due to the two pole terms of different order gives rise to patterns in the scattering cross section which closely resemble Fano-Feshbach resonances. We demonstrate this by extending previous work on the analogy of Fano-Feshbach resonances to classical resonances in a system of two driven coupled damped harmonic oscillators.

    We show that certain singularities of the Hamiltonian in the complex wave vector space can be used to identify topological quantum phase transitions for $1D$ chiral topological superconductors/superfluids in the BDI class. These singularities fall into the category of the so-called exceptional points ($EP$'s) studied in the context of non-Hermitian Hamiltonians describing open quantum systems. We also propose a generic formula in terms of the properties of the $EP$'s to quantify the exact number of Majorana zero modes in a particular chiral topological superconducting phase, given the values of the parameters appearing in the Hamiltonian. This formula serves as an alternative to the familiar integer ($\\mathbb{Z}$) winding number invariant characterizing topological superconductor/superfluid phases in the chiral BDI class.

    This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

    The sandstones in the Brushy Basin Member of the Morrison Formation (Jurassic) are the ore-bearing horizons of the eastern Smith Lake area. The Brushy Basin Member in this district consists of three sandstones with interbedded mudstones. Only the lower two sandstones contain ore. The sandstones are fine to coarse grained, well rounded, and arkosic, representing continental stream sediments. The lower sandstone contains rollfront ore. The redox interface is laterally extensive and well defined, extending at least 7 mi (11 km) west of the Bluewater fault zone. The ore generally occurs at the redox boundary but occasionally will be up to 1500 ft (450 m) updip. Limonitic alteration, where present, is downdip from the hematitic zone and is 100-1,500 ft (30 to 450 m) wide. The middle sandstone contains both trend ore and roll-front ore. The trend ore occurs downdip from the redox front in unoxidized ground. The redox front in the middle sand is also laterally extensive but displays a wedge shape, rather than a C shape. The clay assemblages of the two types of ore are different: the trend ore occurs in sands with the pore spaces filled with kaolinite; the roll-front ore is associated with altered illite-montmorillonite as grain coatings. Hematitic alteration is asociated with the latter. A second stage of kaolinite coats the illite-montmorillonite. Two periods of mineralization are suggested, but no absolute dates are known. The trend ore is the oldest (Jurassic) and is similar to the ore found in unoxidized ground elsewhere in the Grants region. The rollfront ore could be Laramide or post-Laramide because of its association with local Laramide structures.

    The design principles for naturally occurring biological materials have inspired us to develop next-generation engineering materials with remarkable performance. Nacre, commonly referred to as nature’s armor, is renowned for its unusual combination of strength and toughness. Nature’s wisdom in nacre resides in its elaborate structural design and the judicious placement of a unique organic biopolymer with intelligent deformation features. However, up to now, it is still a challenge to transcribe the biopolymer’s deformation attributes into a stronger substitute in the design of new materials. In this study, we propose a new design strategy that employs shape memory alloy to transcribemore »the ‘‘J-curve’’ mechanical response and uniform molecular/atomic level deformation of the organic biopolymer in the design of high-performance hybrid materials. This design strategy is verified in a TiNi-Ti3Sn model material system.     The geology of the uraniferous humate uranium deposits of the Grants Uranium Region, northwestern New Mexico, is summarized. The most important conclusions of this study are enumerated. Although the geologic characteristics of the uraniferous humate deposits of the Grants Uranium Region are obviously not common in the world, neither are they bizarre or coincidental. The source of the uranium in the deposits of the Grants Uranium Region is not known with certainty. The depositional environment of the host sediments was apparently the mid and distal portions of a wet alluvial fan system. The influence of structural control on the location and accumulation of the host sediments is now supported by considerable data. The host sediments possess numerous important characteristics which influenced the formation of uraniferous humate deposits. Ilmenite-magnetite distribution within potential host sandstones is believed to be the simplest and most useful regional alteration pattern related to this type of uranium deposit. A method is presented for organizing geologic observations into what is referred to as recognition criteria. The potential of the United States for new districts similar to the Grants Uranium Region is judged to be low based upon presently available geologic information. Continuing studies on uraniferous humate deposits are desirable in three particular areas.

    At the request of the Chairman, Subcommittee on Oversight and Investigations, House Committee on Energy and Commerce, GAO reviewed EPA's procedures for ensuring grantee compliance with Section 105 provisions and EPA regulations and determined whether grantees are, in fact, meeting these requirements. GAO reviewed all 235 grants awarded from fiscal years 1979 through 1982 at 3 of EPA's 10 regional offices to determine whether consultation, supplementing, and level-of-effort requirements were being met. Those grants represented about 35% of the $340 million in grant funds awarded nationwide during that 4-year period. GAO also reviewed fiscal year 1982 expenditures (the latest data available at the time of GAO's review) for six grantees - two in each of the three regions - to determine whether the grant funds were properly spent and reported. GAO also visited three other grantees for further review after determining that EPA records did not contain a justification as to why those grantees' levels of effort had not been maintained. GAO found that the three EPA regions reviewed were consulting with state officials and were satisfied that supplanting did not occur, as required by the Clean Air Act. On the other hand, GAO found that two of the three EPA regions had not ensured that all grantees complied with the level-of-effort requirement of the act or EPA's reporting requirements. EPA officials believed the problems GAO found could exist in other regions not included in this review.

    This document reports the results of DOE grant DE-FE07-93ID3220 to the University of Idaho. The subject grant is the first phase of a project that has the objective to develop a method of spraying materials on a substrate in a controlled manner to eliminate the waste and hazardous material generation inherent in present plating processes. The project is considering plasma spraying of metal on a substrate using magneto-hydrodynamics to control the plasma/metal stream. The process being developed is considering the use of commercially available plasma torches to generate the plasma/metal stream. The plasma stream is collimated and directed using magnetic forces to the extent required for precise control of the deposition material. The plating process may be accomplished without waste and without generating hazardous waste. The project will be completed in phases. Phase one of the project, the subject of this grant, is the development of an analytical model that can be used to determine the feasibility of the process and to design a laboratory scale demonstration unit. The results of this phase of the project will provide clear data to demonstrate the theoretical feasibility of building and testing a laboratory demonstration unit. The contracted time is complete, and the research is still continuing. This report provides the results obtained to date. As the model and calculations are completed those results will also be provided.

    This document is one of a series of reports estimating the benefits of deploying technologies similar to those implemented on the Smart Grid Investment Grant (SGIG) projects. Four technical reports cover the various types of technologies deployed in the SGIG projects, distribution automation, demand response, energy storage, and renewables integration. A fifth report in the series examines the benefits of deploying these technologies on a national level. This technical report examines the impacts of addition of renewable resources- solar and wind in the distribution system as deployed in the SGIG projects.

    At the request of the U. S. Department of Agriculture (USDA) Rural Development, the National Renewable Energy Laboratory reviewed projects awarded in the Section 9006 Program: Renewable Energy Systems and Energy Efficiency Improvements Program. This report quantifies federal and private investment, outlines project status based on recent field updates, and calculates the effects on energy and emissions of energy efficiency and renewable energy projects awarded grants in FY 2003, FY 2004, and FY 2005. An overview of the program challenges and modifications in the first three years of operation is also included.
