    The Tenvig offshore A/S solution to development of marginal oilfields in the North Sea consists of a tanker about the size of a VLCC, a turret platform moored with anchors and equipped with processing equipment for oil and gas treatment, living quarters, and helicopter landing facilities. The platform is permanently moored at the field during depletion and is connected to a subsea completion. Offloading the oil from the tanker can be done via a subsea pipeline to a nearby loading buoy or directly to shuttle tankers.

    Highlights: •We report a novel mechanism of radiation protection of DNA by chemical activity of ascorbic acid. •The “chemical repair” of DNA damage was revealed using biochemical assay and chemical kinetics analysis. •We found that ascorbic acid significantly repairs precursors of nucleobase lesions and abasic sites. •However, ascorbic acid seldom repairs precursors of DNA-strand breaks. -- Abstract: We quantified the damage yields produced in plasmid DNA by ?-irradiation in the presence of low concentrations (10–100 ?M) of ascorbic acid, which is a major antioxidant in living systems, to clarify whether it chemically repairs radiation damage in DNA. The yield of DNA single strand breaks induced by irradiation was analyzed with agarose gel electrophoresis as conformational changes in closed circular plasmids. Base lesions and abasic sites were also observed as additional conformational changes by treating irradiated samples with glycosylase proteins. By comparing the suppression efficiencies to the induction of each DNA lesion, in addition to scavenging of the OH radicals derived from water radiolysis, it was found that ascorbic acid promotes the chemical repair of precursors of AP-sites and base lesions more effectively than those of single strand breaks. We estimated the efficiency of the chemical repair of each lesion using a kinetic model. Approximately 50–60% of base lesions and AP-sites were repaired by 10 ?M ascorbic acid, although strand breaks were largely unrepaired by ascorbic acid at low concentrations. The methods in this study will provide a route to understanding the mechanistic aspects of antioxidant activity in living systems.

    In my five years as the Director of the Advanced Photon Source (APS), I have been fortunate to see major growth in the scientific impact from the APS. This year I am particularly enthusiastic about prospects for our longer-term future. Every scientific instrument must remain at the cutting edge to flourish. Our plans for the next generation of APS--an APS upgrade--got seriously in gear this year with strong encouragement from our users and sponsors. The most promising avenue that has emerged is the energy-recovery linac (ERL) (see article on page xx), for which we are beginning serious R&D. The ERL{at}APS would offer revolutionary performance, especially for x-ray imaging and ultrafast science, while not seriously disrupting the existing user base. I am very proud of our accelerator physics and engineering staff, who not only keep the current APS at the forefront, but were able to greatly impress our international Machine Advisory Committee with the quality of their work on the possible upgrade option (see page xx). As we prepare for long-term major upgrades, our plans to develop and optimize all the sectors at APS in the near future are advancing. Several new beamlines saw first light this year, including a dedicated powder diffraction beamline (11-BM), two instruments for inelastic x-ray scattering at sector 30, and the Center for Nanoscale Materials (CNM) Nanoprobe beamline at sector 26. Our partnership in the first x-ray free-electron laser (LCLS) to be built at Stanford contributes to revolutionary growth in ultrafast science (see page xx), and we are developing a pulse chirping scheme to get ps pulses at sector 7 of the APS within a year or so. In this report, you will find selected highlights of scientific research at the APS from calendar year 2006. The highlighted work covers diverse disciplines, from fundamental to applied science.     It is my pleasure to introduce the 2009 annual report of the Advanced Photon Source. This was a very good year for us. We operated with high reliability and availability, despite growing problems with obsolete systems, and our users produced a record output of publications. The number of user experiments increased by 14% from 2008 to more than 3600. We congratulate the recipients of the 2009 Nobel Prize in Chemistry-Venkatraman Ramakrishnan (Cambridge Institute for Medical Research), Thomas Steitz (Yale University), and Ada Yonath (Weizmann Institute) - who did a substantial amount of this work at APS beamlines. Thanks to the efforts of our users and staff, and the ongoing counsel of the APS Scientific Advisory Committee, we made major progress in advancing our planning for the upgrade of the APS (APS-U), producing a proposal that was positively reviewed. We hope to get formal approval in 2010 to begin the upgrade. With advocacy from our users and the support of our sponsor, the Office of Basic Energy Sciences in the Department of Energy (DOE) Office of Science, our operating budgets have grown to the level needed to more adequately staff our beamlines. We were also extremely fortunate to have received $7.9 M in American Recovery and Reinvestment Act ('stimulus') funding to acquire new detectors and improve several of our beamlines. The success of the new Linac Coherent Light Source at Stanford, the world's first x-ray free-electron laser, made us particularly proud since the undulators were designed and built by the APS. Among other highlights, we note that more than one-quarter of the 46 Energy Frontier Research Centers, funded competitively across the U.S. in 2009 by the DOE, included the Advanced Photon Source in their proposed work, which shows that synchrotron radiation, and the APS in particular, are central to energy research.     This report provides research highlights from the Advanced Photon Source (APS). Although these highlights represent less than 10% of the published work from the APS in 2007, they give a flavor of the diversity and impact of user research at the facility. In the strategic planning the aim is to foster the growth of existing user communities and foresee new areas of research. This coming year finds the APS engaged in putting together, along with the users, a blueprint for the next five years, and making the case for a set of prioritized investments in beamlines, the accelerator, and infrastructure, each of which will be transformational in terms of scientific impact. As this is written plans are being formulated for an important user workshop on October 20-21, 2008, to prioritize strategic plans. The fruit from past investments can be seen in this report. Examples include the creation of a dedicated beamline for x-ray photon correlation spectroscopy at Sector 8, the evolution of dedicated high-energy x-ray scattering beamlines at sectors 1 and 11, a dedicated imaging beamline at Sector 32, and new beamlines for inelastic scattering and powder diffraction. A single-pulse facility has been built in collaboration with Sector 14 (BioCARS) and Phil Anfinrud at the National Institutes of Health, which will offer exceptionally high flux for single-pulse diffraction. The nanoprobe at Sector 26, built and operated jointly by the Argonne Center for Nanoscale Materials and the X-ray Operations and Research (XOR) section of the APS X-ray Science Division, has come on line to define the state of the art in nanoscience.

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

    Using remotely operated intervention techniques to perform tasks subsea offers advantages in terms of cost efficiency and safety, particularly in deepwater environments. These considerations have prompted the development of the patented Diverless Flowline Connection System (DCFS). The DFCS offers a proven, viable and cost-effective alternative. The DFCS is a lightweight modular Remotely Operated Vehicle (ROV) mounted package designed to complete the tie-in of single or bundled flowline and control umbilical jumpers of up to 18 inches in outer diameter on the seafloor. It has the flexibility to pull in and connect flowlines, umbilicals or both from either the flowline end or manifold, depending upon the operator`s preference. It requires a minimum of permanent subsea hardware or prior structural modifications and is capable of accommodating a variety of situations which can arise during a flowline tie-in, such as the flowline falling outside the target area or the testing and replacement of flowline connector seals. The system itself consists of a neutrally buoyant, skid-mounted module which can be attached to a variety of host work-class ROVs. The ROV and DFCS are deployed separately onto the seabed, and the ROV can dock and undock from the DFCS.

    A compliant offshore platform is described for use in hydrocarbon drilling and producing operations, comprising: a deck; a substantially rigid vertical tower adapted to support the deck above the ocean surface. The tower has a base and is adapted to pivot relative to the ocean floor about its base in response to the action of waves. The combination of the deck and tower have a net negative buoyancy and are free from guyline support; and means for applying a vertical couple to the tower in response to pivoting of the tower. The couple is applied at a position on the tower intermediate the tower base and the bottom of the wave zone of the ocean environment in which the tower is situated. The vertical couple tends to resist sway of the tower away from the vertical.

    This document contains the design specifications of the APS high heat load (HHL) monochromator and associated accessories as of February 1993. It should be noted that work is continuing on many parts of the monochromator including the mechanical design, crystal cooling designs, etc. Where appropriate, we have tried to add supporting documentation, references to published papers, and calculations from which we based our decisions. The underlying philosophy behind performance specifications of this monochromator was to fabricate a device that would be useful to as many APS users as possible, that is, the design should be as generic as possible. In other words, we believe that this design will be capable of operating on both bending magnet and ID beamlines (with the appropriate changes to the cooling and crystals) with both flat and inclined crystal geometries and with a variety of coolants. It was strongly felt that this monochromator should have good energy scanning capabilities over the classical energy range of about 4 to 20 keywith Si (111) crystals. For this reason, a design incorporating one rotation stage to drive both the first and second crystals was considered most promising. Separate rotary stages for the first and second crystals can sometimes provide more flexibility in their capacities to carry heavy loads (for heavily cooled first crystals or sagittal benders of second crystals), but their tuning capabilities were considered inferior to the single axis approach.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

    Work on the Advanced Photon Source (APS) at Argonne National Laboratory (ANL) involves the construction and supporting research and development for a national user facility for synchrotron radiation research in the x-ray region. The facility, when operational in 1997, will provide super-intense x-ray beams for many areas of basic research and will serve the entire US x-ray research community of several thousand users. This paper describes the pertinent features of the design, construction and planned operation of the facility; and the impact quality has had in these areas.     This report presents the results of the corrosion rates that were measured using electrochemical methods for tanks 241-AN-102 (AN-102), 241-AP-107 (AP 107), and 241-AP-108 (AP-108) performed under test plant RPP-PLAN-38215. The steel used as materials of construction for AN and AP tank farms was A537 Class 1. Test coupons of A537 Class 1 carbon steel were used for corrosion testing in the AN-107, AP-107, and AP-108 tank waste. Supernate will be tested from AN-102, AP-107, and Ap-108. Saltcake testing was performed on AP-108 only.

    This document is the format IV, final report for the tank 241-AP-107 (AP-107) grab samples taken in May 1999 to address waste compatibility concerns. Chemical, radiochemical, and physical analyses on the tank AP-107 samples were performed as directed in Compatibility Grab Sampling and Analysis Plan for Fiscal year 1999. Any deviations from the instructions provided in the tank sampling and analysis plan (TSAP) were discussed in this narrative. Interim data were provided earlier to River Protection Project (RPP) personnel, however, the data presented here represent the official results. No notification limits were exceeded.

    Technology which allows pipelines to be installed in bundles is expediting pipelay operations in the North Sea. This paper reports how the piggyback system was recently used on 60 km of North Sea gas pipelines for three major projects. For 7 years the practice of installing two or more pipelines in one operation has become an established practice for North Sea offshore oil and gas projects. The technique, commonly referred to as a piggyback operation, reduces installation costs, improves operation reliability, and cuts maintenance time.

    Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.

    The design and construction of the Statfjord ''C'' drilling/production platform in the North Sea is a good example of the demands a megaproject like this can put on instrumentation activities. The huge platform is in production in the Norwegian sector of the North Sea. It is a result of modern construction techniques. Such techniques emphasize the fabrication of large modular subassemblies limited in size only by the ability to transport or lift them into position. These modules are constructed as complete as possible before being assembled and interconnected to become an integrated whole. The instrumentation distributed throughout the modules must eventually be operated and maintained as systems. Therefore, these systems should have the same types of hardware and be installed in a uniform way. This article describes the coordination of instrumentation activities required to achieve this objective in an offshore platform project that consisted of some 30 modules built at 11 construction sites in 4 countries.

    This document is the final report for tank 241-AP-107 grab samples. Three grab samples were collected from riser 1 on September 11, 1997. Analyses were performed on samples 7AP-97-1, 7AP-97-2 and 7AP-97-3 in accordance with the Compatibility Grab Sampling and Analysis Plan (TSAP) (Sasaki, 1997) and the Data Quality Objectives for Tank Farms Waste Compatibility Program (DQO) (Rev. 1: Fowler, 1995; Rev. 2: Mulkey and Nuier, 1997). The analytical results are presented in the data summary report (Table 1). A notification was made to East Tank Farms Operations concerning low hydroxide in the tank and a hydroxide (caustic) demand analysis was requested. The request for sample analysis (RSA) (Attachment 2) received for AP-107 indicated that the samples were polychlorinated biphenyl (PCB) suspects. Therefore, prior to performing the requested analyses, aliquots were made to perform PCB analysis in accordance with the 222-S Laboratory administrative procedure, LAP-101-100. The results of this analysis indicated that no PCBs were present at 50 ppm and analysis proceeded as non-PCB samples. The results and raw data for the PCB analysis will be included in a revision to this document. The sample breakdown diagrams (Attachment 1) are provided as a cross-reference for relating the tank farm customer identification numbers with the 222-S Laboratory sample numbers and the portion of sample analyzed.

    An innovative concept for refrigerated LPG offshore loading has been developed by TOTAL and Enterprise D'Equipments Mecaniques at Hydrauliques. Known as CHAGAL, the system integrates with the catenary anchor leg mooring offshore loading system commonly used for crude oil. CHAGAL provides a suitable answer to short-term development schemes of LPG trade. It can be adapted for possible extrapolation to cryogenic temperatures of LNG and it opens a new way to the development of offshore liquefaction projects for which the offloading of production is still an unsolved key problem.

    Diagenesis of the diatomaceous rocks in the Monterey Formation in California coastal and offshore basins involves changes from amorphous biogenic silica to a stable crystalline quartz facies. In the intermediate stage, the transformation undergoes passage from the Opal-A to the Opal-CT phase. Associated with this diagenetic process is a marked increase in bulk densities between the different silica phases, owing to loss of porosity from compaction and solution recrystallization caused by increase in burial load and other physical factors. The sharp density contrast between the silica phases is manifested by an acoustic impedance boundary that may be expressed on seismic records. This seismic event can be distinct and independent of structural configuration, and in many places cuts through stratigraphic boundaries. Several examples of seismic records from offshore California demonstrate the diagenetically caused reflection cutting through Monterey and post-Monterey formations. Current and future exploration efforts in offshore California will continue to center on the widespread Monterey Formation. In addition to being the main source rock, the Monterey is also the reservoir rock. Recent discoveries indicate that oil production is mainly from the highly permeable, fractured, silica-rich sections. It is therefore important to recognize the diagenetic boundaries on seismic records and to delineate the more brittle quartz-rich facies where the reservoir quality is expected to be better than the intermediate Opal-A or Opal-CT facies. Furthermore, these boundaries could also provide good diagenetic traps off the flanks of structures where updip unaltered impermeable rocks hinder fluid migration.

    Federal Offshore Statistics is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the Federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Statistics are presented under the following topics: (1) highlights, (2) leasing, (3) exploration and development, (4) production and revenue, (5) federal offshore production by ranking operator, 1983, (6) reserves and undiscovered recoverable resources, and (7) oil pollution in the world's oceans.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan.     The AP600 Project is a passive pressurized water reactor power plant which is part of the Design Certification and First-of-a-Kind Engineering effort under the Advanced Light Water Reactor program. Included in this process is the design of the containment air filtration system which will be the subject of this paper. We will compare the practice used by previous plants with the AP600 approach to meet the goals of industry standards in sizing the containment air filtration system. The radiological aspects of design are of primary significance and will be the focus of this paper. The AP600 Project optimized the design to combine the functions of the high volumetric flow rate, low volumetric flow rate, and containment cleanup and other filtration systems into one multi-functional system. This achieves a more simplified, standardized, and lower cost design. Studies were performed to determine the possible concentrations of radioactive material in the containment atmosphere and the effectiveness of the purge system to keep concentrations within 10CFR20 limits and within offsite dose objectives. The concentrations were determined for various reactor coolant system leakage rates and containment purge modes of operation. The resultant concentrations were used to determine the containment accessibility during various stages of normal plant operation including refueling. The results of the parametric studies indicate that a dual train purge system with a capacity of 4,000 cfm per train is more than adequate to control the airborne radioactivity levels inside containment during normal plant operation and refueling, and satisfies the goals of ANSI/ANS-56.6-1986 and limits the amount of radioactive material released to the environment per ANSI/ANS 59.2-1985 to provide a safe environment for plant personnel and offsite residents.

    One of the greatest needs in offshore geotechnical engineering is for large scale test measurements on which to calibrate design procedures. The geotechnical centrifuge offers at least a partial remedy. Because it allows one to properly simulate stresses, it is a legitimate, relatively inexpensive option to full scale field testing. As such it is a valuable technique and can be an excellent complement to laboratory tests, 1-g model tests and numerical analyses. However, it has not been widely used by industry even though the capability has existed for almost thirty years. This paper argues that this technology should gain acceptance beyond the research community. The paper presents an overview of centrifuge principles, philosophies of use, and limitations of the technique. For illustration, several actual applications of centrifuge testing for complex offshore problems are described. Results are shown to provide important insights into prototype behavior and to agree well with full scale measurements where these are available.

    This paper presents a short history of offshore oil and gas production in Venezuela starting in Lake Maracaibo in 1923. The main emphasis has been the results of the recent R and D and the exploratory offshore programs in areas like Orinoco Delta located in the Atlantic Ocean, Northeast and Northwest Venezuela in the Caribbean sea. In the R and D offshore program the main objectives were: (1) To establish the local environmental, oceanographical, geotechnical and seismicity conditions for the Venezuelan Continental Platform. (2) To give a technical support to the PDVSA Operating Affiliates during the exploratory programs including: (a) to develop accurate drilling vessel positioning systems; (b) evaluation of sea bottom geotechnical conditions for safely operating the jack-ups and drilling vessels involved in the exploratory wells and (c) to identify those areas which because of their special nature require further investigation to establish preliminary type of platforms required for the areas to be developed or to evaluate other solutions proposed by Foreign Consultant Engineering Companies to the PDVSA Operating Affiliated Companies. The main objective of PDVSA for the coming future will be to develop the North of Paria Gas Field through the initially named Christopher Columbus Project now Sucre Gas, S.A., a consortium conformed by LaGoven, S.A. Shell, Exxon and Mitsubishi. objective of this paper is to give an idea of the history of the Venezuelan Oil and Gas Offshore development giving emphasis to the results of the INTEVEP S.A. Red offshore program and to show some results of the particular characteristics of oceanographical, environmental, geotechnical and seismic conditions in the main areas evaluated during the exploratory program: Orinoco Delta, Gulf of Paria and North of Paria.

    Seismic stresses in the offshore Guyed Tower assumes importance because of its flexural modes having smaller periods (in the range of 1 to 3 sec), which may attract considerable seismic forces. Since the displacement of the offshore Guyed Tower is generally guided by the rigid body mode corresponding to the fundamental period which lies between 20 to 40 sec., seismic excitation is relatively unimportant in relation to the towers` overall displacement behavior. The response of offshore Guyed Tower to ransom ground motion (E1 Centro earthquake, 1940) is investigated. The guyed tower is modeled as a uniform shear beam with a rotational spring at the base of the tower. The guylines are represented by a linearized spring whose force-excursion relationship is derived from a separate static analysis of the guylines. The dynamic equation of motion duly takes into account the pressure-drag effect produced due to fluid-structure interaction. The response is obtained in tim- domain using Newmark`s {beta} Time Integration Scheme.

    An important aspect of such offshore testing of a wind turbine floating platform is electrical loading of the wind turbine generator. An option of interconnecting the floating wind turbine with the onshore grid via submarine power cable is limited by many factors such as costs and associated environmental aspects (i.e., an expensive and lengthy sea floor study is needed for cable routing, burial, etc). It appears to be a more cost effective solution to implement a standalone grid simulator on a floating platform itself for electrical loading of the test wind turbine. Such a grid simulator must create a stable fault-resilient voltage and frequency bus (a micro grid) for continuous operation of the test wind turbine. In this report, several electrical topologies for an offshore grid simulator were analyzed and modeled.

    The potential operational impact of deploying 54 GW of offshore wind in the United States was examined. The capacity was not evenly distributed; instead, it was concentrated in regions with better wind quality and close to load centers (Table 1). A statistical analysis of offshore wind power time series was used to assess the effect on the power system. The behavior of offshore wind resembled that of onshore wind, despite the former presenting higher capacity factors, more consistent power output across seasons, and higher variability levels. Thus, methods developed to manage onshore wind variability can be extended and applied to offshore wind.

    An aggressive, cost-cutting, team of T D employees at Arizona Public Service Co (APS) is building a new distribution substation in Phoenix for less than half the original cost that APS planners had calculated for the project's land, labor and materials. Scheduled for service in June of this year, APS analysts had originally projected land, labor and materials costs for the 20-MVA Bell substation at nearly $1.7-million-not including major equipment such as transformers, circuit breakers, and switches. However, after studying the project, an empowered APS crew was able to slash 36% off the original estimate-more than $610,000. What's more, APS spokesmen say that its new approach to substation construction and design has given its engineers and construction crews a laundry list of additional ideas to try out on future substation ventures. 4 figs., 1 tab.

    Deep C Wind, a consortium headed by the University of Maine will test the first U.S. offshore wind platforms in 2012. In advance of final siting and permitting of the test turbines off Monhegan Island, residents of the island off Maine require reassurance that the noise levels from the test turbines will not disturb them. Pacific Northwest National Laboratory, at the request of the University of Maine, and with the support of the U.S. Department of Energy Wind Program, modeled the acoustic output of the planned test turbines.

    At Lawrence Livermore National Laboratory (LLNL) particular emphasis is being placed on the nondestructive characterization (NDC) of components, subassemblies and assemblies of millimeter-size extent with micrometer-size features (mesoscale). These mesoscale objects include materials that vary widely in composition, density, geometry and embedded features. Characterizing these mesoscale objects is critical for corroborating the physics codes that underlie LLNL's Stockpile Stewardship mission. In this report we present results from our efforts to quantitatively characterize the performance of several x-ray systems in an effort to benchmark existing systems and to determine which systems may have the best potential for our mesoscale imaging needs. Several different x-ray digital radiography (DR) and computed tomography (CT) systems exist that may be applicable to our mesoscale object characterization requirements, including microfocus and synchrotron systems. The systems we have benchmarked include KCAT (LLNL developed) and Xradia {mu}XCT (Xradia, Inc., Concord, CA), both microfocus systems, and Beamline 1-ID at the Advance Photon Source (APS) and the Tomography Beamline at the Advanced Light Source (ALS), both synchrotron based systems. The ALS Tomography Beamline is a new installation, and the data presented and analyzed here is some of the first to be acquired at the facility. It is important to note that the ALS system had not yet been optimized at the time we acquired data. Results for each of these systems has been independently documented elsewhere. In this report we summarize and compare the characterization results for these systems.

    Eastman Chemical and Air Products and Chemicals (AP) have started construction of a $214-million, coal-to-methanol demonstration unit at Eastmans site in Kingsport, TN. The project is part of the Department of Energy`s clean coal technology program and is receiving $93 million in federal support. The demonstration unit-which will have a methanol capacity of 260 tons/day-will use novel catalyst technology for converting coal-derived synthesis gas (syngas) to methanol. Unlike conventional technology that processes syngas through a fixed bed of dry catalyst particles, the liquid-phase methanol process converts the syngas in a single vessel containing catalysts suspended in mineral oil. The companies say the innovation allows the process to better able handle the gases from coal gasifiers and is more stable and reliable than existing processes. Eastman says it will use the methanol produced by the plant as a chemical feedstock. It currently uses methanol as an intermediate in making acetic anhydride and dimethyl terephthalate. In addition, the companies say the methanol will be evaluated as a feedstock in making methyl tert-butyl ether for reformulated fuels. Eastman also says it will evaluate coproducing dimethyl ether (DME) with the methanol. DME can be used as a fuel additive or blended with methanol for a chemical feedstock, according to Eastman.

    A study to characterize the low-temperature reactive processes for o-AP and an AP/HTPB-based propellant (class 1.3) is being conducted in the laboratory using the techniques of simultaneous thermogravimetric modulated beam mass spectrometry (STMBMS) and scanning electron microscopy (SEM). The results presented in this paper are a follow up of the previous work that showed the overall decomposition to be complex and controlled by both physical and chemical processes. The decomposition is characterized by the occurrence of one major event that consumes up to {approx}35% of the AP, depending upon particle size, and leaves behind a porous agglomerate of AP. The major gaseous products released during this event include H{sub 2}O, O{sub 2}, Cl{sub 2}, N{sub 2}O and HCl. The recent efforts provide further insight into the decomposition processes for o-AP. The temporal behaviors of the gas formation rates (GFRs) for the products indicate that the major decomposition event consists of three chemical channels. The first and third channels are affected by the pressure in the reaction cell and occur at the surface or in the gas phase above the surface of the AP particles. The second channel is not affected by pressure and accounts for the solid-phase reactions characteristic of o-AP. The third channel involves the interactions of the decomposition products with the surface of the AP. SEM images of partially decomposed o-AP provide insight to how the morphology changes as the decomposition progresses. A conceptual model has been developed, based upon the STMBMS and SEM results, that provides a basic description of the processes. The thermal decomposition characteristics of the propellant are evaluated from the identities of the products and the temporal behaviors of their GFRs. First, the volatile components in the propellant evolve from the propellant as it is heated. Second, the hot AP (and HClO{sub 4}) at the AP-binder interface oxidize the binder through reactions that

    This publication is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Some of the highlights are: of the 329.5 million acres offered for leasing, 37.1 million acres were actually leased; total revenues for the 1954 to 1983 period were $68,173,112,563 and for 1983 $9,161,435,540; a total of 22,095 wells were drilled in federal waters and 10,145 wells were drilled in state waters; from 1954 through 1983, federal offshore areas produced 6.4 billion barrels of oil and condensate, and 62.1 trillion cubic feet of natural gas; in 1983 alone production was 340.7 million barrels of oil and condensate, and 3.9 trillion cubic feet of gas; and for the second straight year, no oil was lost in 1983 as a result of blowouts in federal waters. 8 figures, 66 tables.

    During the process of finding and producing oil and gas in the offshore environment operators generate a variety of liquid and solid wastes. Some of these wastes are directly related to exploration and production activities (e.g., drilling wastes, produced water, treatment workover, and completion fluids) while other types of wastes are associated with human occupation of the offshore platforms (e.g., sanitary and domestic wastes, trash). Still other types of wastes can be considered generic industrial wastes (e.g., scrap metal and wood, wastes paints and chemicals, sand blasting residues). Finally, the offshore platforms themselves can be considered waste materials when their useful life span has been reached. Generally, offshore wastes are managed in one of three ways--onsite discharge, injection, or transportation to shore. This paper describes the regulatory requirements imposed by the government and the approaches used by offshore operators to manage and dispose of wastes in the US.

    This paper describes a holistic approach to operation and maintenance (O&M) processes in the domain of offshore wind farm power generation. The acquisition and process visualization is followed by a risk analysis of all relevant processes. Hereafter, a tool was designed, which is able to model the defined processes in a BPMN 2.0 notation, as well as connect and simulate them. Furthermore, the notation was enriched with new elements, representing other relevant factors that were, to date, only displayable with much higher effort. In that regard a variety of more complex situations were integrated, such as for example new process interactions depending on different weather influences, in which case a stochastic weather generator was combined with the business simulation or other wind farm aspects important to the smooth running of the offshore wind farms.     The paper describes the role of reliability analysis in the geotechnical design of offshore structures, and attempts to put in perspective the interrelationship and dependence of the geotechnical aspects to related fields of offshore engineering. Predictions of foundation behaviour and soil-structure interaction cannot be made with certainty due to the spatial variation of soil properties, limited site exploration, limited calculation models, uncertainties in soil parameters and uncertainties in loads. It is increasingly important to adopt rational and {open_quotes}documentable{close_quotes} design approaches that inform about and account for the uncertainties in the analysis parameters. Reliability analysis enables one to map and evaluate the uncertainties. With the reliability tools available today, it is possible to establish, without too much difficulty, a probabilistic model for an existing deterministic solution. Probabilistic analyses are a useful addition to, and not a replacement of, deterministic analyses. That one finds it difficult to quantify the uncertainties is not a reason to omit defining them or establishing their significance on the quantities predicted. Future challenges and expected trends within offshore geotechnics are also highlighted.

    Last year a second-generation SSRL-type thermionic cathode rf gun was installed in the Advanced Photon Source (APS) linac. This gun (referred to as ''gun2'') has been successfully commissioned and now serves as the main injector for the APS linac, essentially replacing the Koontz-type DC gun. To help ensure injector availability, particularly with the advent of top-up mode operation at the APS, a second thermionic-cathode rf gun will be installed in the APS linac to act as a hot-spare beam source. The hot-spare installation includes several unique design features, including a deep-orbit Panofsky-style alpha magnet. Details of the hot-spare beamline design and projected performance are presented, along with some plans for future performance upgrades.

    Statoil, the Norwegian state oil company, and Marine Consulting Group (MCG), with support from Norwegian research institutes, are jointly developing a new offshore shuttle tanker loading concept called the Submerged Turret Loading (STL) system. The STL comprises a spread-moored buoy and export line riser configured such that, when not in use, the buoy remains submerged. For shuttle tanker loading, the vessel moves over the buoy and pulls it into a compartment in the bottom of its hull. Mooring loads are then transferred into the vessel's hull; and the export riser is connected to the shuttle's tankage within the chamber, below waterline. Principal features of the innovative new system that allows operations in seastates well beyond present-system limits, increases safety and reduces pollution potential are outlined here.
