    This report presents the results of ground water, stream water, and stream sediment reconnaissance in Arkansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. The following samples were collected: Arkansas-3292 stream sediments, 5121 ground waters, 1711 stream waters; Louisiana-1017 stream sediments, 0 ground waters, 0 stream waters; Misissippi-0 stream sediments, 814 ground waters, 0 stream waters; Missouri-2162 stream sediments, 3423 ground waters 1340 stream waters; Oklahoma-2493 stream sediments, 2751 ground waters, 375 stream waters; and Texas-279 stream sediments, 0 ground waters, 0 stream waters. Neutron activation analyses are given for U, Br, Cl, F, Mn, Na, Al, V, and Dy in ground water and stream water, and for U, Th, Hf, Ce, Fe, Mn, Na, Sc, Ti, V, Al, Dy, Eu, La, Sm, Yb, and Lu in sediments. The results of mass spectroscopic analysis for He are given for 563 ground water sites in Mississippi. Field measurements and observations are reported for each site.     This report presents concentrations of radionuclides, metals, and hydrocarbons in samples of produced water and produced sand from oil and gas production platforms located offshore Texas and Louisiana. Concentrations in produced water discharge plume/receiving water, ambient seawater, sediment, interstitial water, and marine animal tissue samples collected in the vicinity of discharging platforms and reference sites distant from discharges are also reported and discussed. An environmental risk assessment is made on the basis of the concentrations of metals and hydrocarbons determined in the samples.

    The Mississippi CCS Project is a proposed large-scale industrial carbon capture and sequestration (CCS) project which would have demonstrated advanced technologies to capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically, the Mississippi CCS Project was to accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petcoke to Substitute Natural Gas (SNG) plant that is selected for a Federal Loan Guarantee and would be the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Mississippi CCS Project was to promote the expansion of enhanced oil recovery (EOR) in the Mississippi, Alabama and Louisiana region which would supply greater energy security through increased domestic energy production. The capture, compression, pipeline, injection, and monitoring infrastructure would have continued to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project were expected to be fulfilled through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations. Phase 1 included the studies that establish the engineering design basis for the capture, compression and transportation of CO{sub 2} from the MG SNG Project, and the criteria and specifications for a monitoring, verification and accounting (MVA) plan at the Soso oil field in Mississippi. The overall objective of Phase 2, was to execute design, construction and operations of three capital projects: the CO{sub 2} capture and compression equipment, the Mississippi CO{sub 2} Pipeline to Denbury's Free State Pipeline, and an MVA system at the Soso oil field.

    The Louisiana industrial corridor along the Mississippi River is lined with 136 petro-chemical plants and serves oil refineries. This approximates nearly one plant or refinery for every half mile of the river. The air, ground, and water along this corridor are so full or carcinogens that it has been described as a massive human experiment. Poor blacks live in river towns near the brunt of this discharge. Total mortality rates and cancer mortality rates in counties along the Mississippi River are significantly higher than in the rest of the nation`s counties. Moreover, the areas of greatest toxic discharge. Findings of disproportionately high mortality rates along the Mississippi, especially in communities on the lower river where toxic discharge minority and poor communities along the Mississippi River chemical corridor.

    This EIS assesses the impacts of construction and operation for the range of alternatives being considered and focuses on oil and brine spill risk and impacts of brine disposal. The proposed action entails the development of a plan for 250 million barrels of new crude oil storage capacity in two Gulf Coast salt domes to expand the Strategic Petroleum Reserve pursuant to Congressional directive (PL I 01-383 and PL 101-512). Storage capacity would be developed by solution-mining the salt which would require about two billion barrels of surface water and would generate about two billion barrels of salt brine.

    Summer hypoxia (dissolved oxygen < 2 mg/L) in the bottom waters of the northern Gulf of Mexico has received considerable scientific and policy attention because of potential ecological and economic impacts. This hypoxic zone forms off the Louisiana coast each summer and has increased from an average of 8,300 km{sup 2} in 1985-1992 to over 16,000 km{sup 2} in 1993-2001, reaching a record 22,000 km{sup 2} in 2002. The almost threefold increase in nitrogen load from the Mississippi River Basin (MRB) to the Gulf since the middle of the last century is the primary external driver for hypoxia. A goal of the 2001 Federal Action Plan is to reduce the 5-year running average size of the hypoxic zone to below 5,000 km{sup 2} by 2015. After the Action Plan was developed, a new question arose as to whether sources other than the MRB may also contribute significant quantities of oxygen-demanding substances. One very visible potential source is the hundreds of offshore oil and gas platforms located within or near the hypoxic zone, many of which discharge varying volumes of produced water. The objectives of this study were to assess the incremental impacts of produced water discharges on dissolved oxygen in the northern Gulf of Mexico, and to evaluate the significance of these discharges relative to loadings from the MRB. Predictive simulations were conducted with three existing models of Gulf hypoxia using produced water loads from an industry study. Scenarios were designed that addressed loading uncertainties, settleability of suspended constituents, and different assumptions on delivery locations for the produced water loads. Model results correspond to the incremental impacts of produced water loads, relative to the original model results, which included only loads from the MRB. The predicted incremental impacts of produced water loads on dissolved oxygen in the northern Gulf of Mexico from all three models were small. Even considering the predicted ranges between lower- and upper-bound results, these impacts are likely to be within the errors of measurement for bottomwater dissolved oxygen and hypoxic area at the spatial scale of the entire hypoxic zone.

    In 1978, eight salt domes in Texas, Louisiana, and Mississippi were identified for study as potential locations for a nuclear waste repository as part of the National Waste Terminal Storage (NWTS) program. Three domes were selected in Mississippi for ``area characterization`` phase study as follows: Lampton Dome near Columbia, Cypress Creek Dome near New Augusta, and Richton Dome near Richton. The purpose of the studies was to acquire geologic and geohydrologic information from shallow and deep drilling investigations to enable selection of sites suitable for more intensive study. Eleven deep well sites were selected for multiple-well installations to acquire information on the lithologic and hydraulic properties of regional aquifers. In 1986, the Gulf Coast salt domes were eliminated from further consideration for repository development by the selection of three candidate sites in other regions of the country. In 1987, well plugging and restoration of these deferred sites became a closeout activity. The primary objectives of this activity are to plug and abandon all wells and boreholes in accordance with state regulations, restore all drilling sites to as near original condition as feasible, and convey to landowners any wells on their property that they choose to maintain. This report describes the activities undertaken to accomplish these objectives, as outlines in Activity Plan 1--2, ``Activity Plan for Well Plugging and Site Restoration of Test Hole Sites in Mississippi.``

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

    The U.S. Environmental Protection Agency (EPA) is developing regulations that would establish requirements for discharging synthetic-based drill cuttings from offshore wells into the ocean. Justification for allowing discharges of these cuttings is that the environmental impacts from discharging drilling wastes into the ocean may be less harmful than the impacts from hauling them to shore for disposal. In the past, some onshore commercial facilities that disposed of these cuttings were improperly managed and operated and left behind environmental problems. This report provides background information on commercial waste disposal facilities in Texas, Louisiana, California, and Alaska that received or may have received offshore drilling wastes in the past and are now undergoing cleanup.

    The AgraPure Mississippi Biomass project was a congressionally directed project, initiated to study the utilization of Mississippi agricultural byproducts and waste products in the production of bio-energy and to determine the feasibility of commercialization of these agricultural byproducts and waste products as feedstocks in the production of energy. The final products from this project were two business plans; one for a Thermal plant, and one for a Biodiesel/Ethanol plant. Agricultural waste fired steam and electrical generating plants and biodiesel plants were deemed the best prospects for developing commercially viable industries. Additionally, oil extraction methods were studied, both traditional and two novel techniques, and incorporated into the development plans. Mississippi produced crop and animal waste biomasses were analyzed for use as raw materials for both industries. The relevant factors, availability, costs, transportation, storage, location, and energetic value criteria were considered. Since feedstock accounts for more than 70 percent of the total cost of producing biodiesel, any local advantages are considered extremely important in developing this particular industry. The same factors must be evaluated in assessing the prospects of commercial operation of a steam and electrical generation plant. Additionally, the access to the markets for electricity is more limited, regulated and tightly controlled than the liquid fuel markets. Domestically produced biofuels, both biodiesel and ethanol, are gaining more attention and popularity with the consuming public as prices rise and supplies of foreign crude become less secure. Biodiesel requires no major modifications to existing diesel engines or supply chain and offers significant environmental benefits. Currently the biodiesel industry requires Federal and State incentives to allow the industry to develop and become self-sustaining. Mississippi has available the necessary feedstocks and is geographically located to be able to service a regional market. Other states have active incentive programs to promote the industry. Mississippi has adopted an incentive program for ethanol and biodiesel; however, the State legislature has not funded this program, leaving Mississippi at a disadvantage when compared to other states in developing the bio-based liquid fuel industry. With all relevant factors being considered, Mississippi offers several advantages to developing the biodiesel industry. As a result of AgraPure's work and plan development, a private investor group has built a 7,000 gallon per day facility in central Mississippi with plans to build a 10 million gallon per year biodiesel facility. The development of a thermochemical conversion/generation facility requires a much larger financial commitment, making a longer operational time necessary to recover the capital invested. Without a renewable portfolio standard to put a floor under the price, or the existence of a suitable steam host, the venture is not economically viable. And so, it has not met with the success of the biodiesel plan. While the necessary components regarding feedstocks, location, permitting and technology are all favorable; the market is not currently favorable for the development of this type of project. In this region there is an abundance of energy generation capacity. Without subsidies or a Mississippi renewable portfolio standard requiring the renewable energy to be produced from Mississippi raw materials, which are not available for the alternative energy source selected by AgraPure, this facility is not economically viable.

    Biodiesel is a renewable fuel conventionally generated from vegetable oils and animal fats that conforms to ASTM D6751. Depending on the free fatty acid content of the feedstock, biodiesel is produced via transesterification, esterification, or a combination of these processes. Currently the cost of the feedstock accounts for more than 80% of biodiesel production cost. The main goal of this project was to evaluate and develop non-conventional feedstocks and novel processes for producing biodiesel. One of the most novel and promising feedstocks evaluated involves the use of readily available microorganisms as a lipid source. Municipal wastewater treatment facilities (MWWTF) in the USA produce (dry basis) of microbial sludge annually. This sludge is composed of a variety of organisms, which consume organic matter in wastewater. The content of phospholipids in these cells have been estimated at 24% to 25% of dry mass. Since phospholipids can be transesterified they could serve as a ready source of biodiesel. Examination of the various transesterification methods shows that in situ conversion of lipids to FAMEs provides the highest overall yield of biodiesel. If one assumes a 7.0% overall yield of FAMEs from dry sewage sludge on a weight basis, the cost per gallon of extracted lipid would be $3.11. Since the lipid is converted to FAMEs, also known as biodiesel, in the in Situ extraction process, the product can be used as is for renewable fuel. As transesterification efficiency increases the cost per gallon drops quickly, hitting $2.01 at 15.0% overall yield. An overall yield of 10.0% is required to obtain biodiesel at $2.50 per gallon, allowing it to compete with soybean oil in the marketplace. Twelve plant species with potential for oil production were tested at Mississippi State, MS. Of the species tested, canola, rapeseed and birdseed rape appear to have potential in Mississippi as winter annual crops because of yield. Two perennial crops were investigated, Chinese tallow tree and tung tree. High seed yields from these species are possible because, there stature allows for a third dimension in yield (up). Harvest regimes have already been worked out with tung, and the large seed makes shedding of the seed with tree shakers possible. While tallow tree seed yields can be mind boggling (12,000 kg seed/ha at 40% oil), genotypes that shed seed easily are currently not known. Efficient methods were developed to isolate polyunsaturated fatty acid methyl esters from bio-diesel. The hypothesis to isolate this class of fatty acids, which are used as popular dietary supplements and prescription medicine (OMACOR), was that they bind transition metal ions much stronger than their harmful saturated analogs. AgBF4 has the highest extraction ability among all the metal ions tested. Glycerol is a key product from the production of biodiesel. It is produced during the transesterification process by cleaving the fatty acids from the glycerol backbone (the fatty acids are used as part of the biodiesel, which is a fatty acid methyl ester). Glycerol is a non-toxic compound with many uses; however, if a surplus exists in the future, more uses for the produced glycerol needs to be found. Another phase of the project was to find an add-on process to the biodiesel production process that will convert the glycerol by-product into more valuable substances for end uses other than food or cosmetics, focusing at present on 1,3-propanediol and lactic acid.All three MSU cultures produced products at concentrations below that of the benchmark microorganisms. There was one notable isolate the caught the eye of the investigators and that was culture J6 due to the ability of this microorganism to co-produce both products and one in particularly high concentrations. This culture with more understanding of its metabolic pathways could prove a useful biological agent for the conversion of glycerol. Heterogeneous catalysis was examined as an alternative to overcome the disadvantages of homogeneous transesterification, such as the presence of salts in the glycerine phase and the continuous lost of catalyst. A maximum soy biodiesel yield of 85% was obtained by BaO in 14 minutes, whereas, PbO, MnO2, CaO and MgO gave a maximum yields of 84%, 80%, 78% and 66% respectively at 215░C. The overall reaction order of PbO, MnO2, BaO, CaO and MgO was found to be 1, 1, 3, 1 and 1 respectively. The highest rate constant was observed for BaO, which was 0.0085 g2.mole-2.min-1. The performance of biodiesel in terms of type (e.g., NOx, and CO) and quantity of emissions was tested using soy biodiesel, blends of biodiesel and ethanol, and differently aged diesel engines. It was determined that saturated methyl esters, and relatively high oxygen content in the fuel, caused by addition of ethanol, increased the NOx emissions from new diesel engines compared to petroleum diesel.

    Since September 1978, microseismic networks have operated continuously around US Department of Energy (DOE) geopressured-geothermal well sites to monitor any microearthquake activity in the well vicinity. Microseismic monitoring is necessary before flow testing at a well site to establish the level of local background seismicity. Once flow testing has begun, well development may affect ground elevations and/or may activate growth faults, which are characteristic of the coastal region of southern Louisiana and southeastern Texas where these geopressured-geothermal wells are located. The microseismic networks are designed to detest small-scale local earthquakes indicative of such fault activation. Even after flow testing has ceased, monitoring continues to assess any microearthquake activity delayed by the time dependence of stress migration within the earth. Current monitoring shows no microseismicity in the geopressured-geothermal prospect areas before, during, or after flow testing.

    The National Offshore Wind Energy Grid Interconnection Study (NOWEGIS) considers the availability and potential impacts of interconnecting large amounts of offshore wind energy into the transmission system of the lower 48 contiguous United States. A total of 54GW of offshore wind was assumed to be the target for the analyses conducted. A variety of issues are considered including: the anticipated staging of offshore wind; the offshore wind resource availability; offshore wind energy power production profiles; offshore wind variability; present and potential technologies for collection and delivery of offshore wind energy to the onshore grid; potential impacts to existing utility systems most likely to receive large amounts of offshore wind; and regulatory influences on offshore wind development. The technologies considered the reliability of various high-voltage ac (HVAC) and high-voltage dc (HVDC) technology options and configurations. The utility system impacts of GW-scale integration of offshore wind are considered from an operational steady-state perspective and from a regional and national production cost perspective.

    Potential human health and environmental impacts from discharges of produced water to the Gulf of Mexico are of concern to regulators at the State and Federal levels, the public, environmental interest groups and industry. Current and proposed regulations require a zero discharge limit for coastal facilities, based primarily on studies in low energy, poorly flushed environments. However, produced water discharges in coastal Louisiana include a number of open bay sites, where potential human health and environmental impacts are likely to be smaller than those demonstrated for low energy canal environments, but greater than the minimal impacts associated with offshore discharges. Additional data and assessments are needed to support risk managers at the State and Federal levels in the development of regulations that protect human health and the environment without unnecessary cost to the economic welfare of the region and the nation. This project supports the Natural Gas and Oil Initiative objectives to: (1) improve coordination on environmental research; (2) streamline State and Federal regulation; (3) enhance State, and Federal regulatory decision making capability; (4) enhance dialogue through industry/government/public partnerships; and (5) work with States and Native American Tribes.

    In August 1995, the Energy Development Corporation (EDC) installed a conventional drilling and production platform in South Pass Block 47 (SP 47). Due to its proximity to the delta of the Mississippi River, this platform will be subject to the environmental forces developed by hurricanes and movements of the sea floor. This paper summarizes results from probability based study of the reliability characteristics of a conventional platform installed in SP 47. Bases for evaluation of the acceptability of the reliability of the platform are developed. This paper shows how reliability methods can be used to help improve the efficiency of offshore platforms. Application of traditional engineering approaches indicated the need for a mudslide resistant platform. Given that a mudslide resistant platform was required, then the gas reserves could not have been developed.

    Technology which allows pipelines to be installed in bundles is expediting pipelay operations in the North Sea. This paper reports how the piggyback system was recently used on 60 km of North Sea gas pipelines for three major projects. For 7 years the practice of installing two or more pipelines in one operation has become an established practice for North Sea offshore oil and gas projects. The technique, commonly referred to as a piggyback operation, reduces installation costs, improves operation reliability, and cuts maintenance time.

    The Mississippi Band of Choctaw Indians (MBCI) always seeks new opportunities to diversify its economy and create new career opportunities for tribal members, which is the purpose of this feasibility study. The MBCI will study the feasibility of locating a renewable energy installation on tribal lands. The technologies to be utilized in the renewable energy installation will be those that can readily handle poultry litter, either alone or in combination with wood residues. The purpose of the study is to determine whether such an installation can be both economically sustainable and consistent with the cultural, social, and economic goals of the tribe. The feasibility study will result in the development of a thorough business plan that will allow the MBCI to make an informed decision regarding this project.

    Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.

    The design and construction of the Statfjord ''C'' drilling/production platform in the North Sea is a good example of the demands a megaproject like this can put on instrumentation activities. The huge platform is in production in the Norwegian sector of the North Sea. It is a result of modern construction techniques. Such techniques emphasize the fabrication of large modular subassemblies limited in size only by the ability to transport or lift them into position. These modules are constructed as complete as possible before being assembled and interconnected to become an integrated whole. The instrumentation distributed throughout the modules must eventually be operated and maintained as systems. Therefore, these systems should have the same types of hardware and be installed in a uniform way. This article describes the coordination of instrumentation activities required to achieve this objective in an offshore platform project that consisted of some 30 modules built at 11 construction sites in 4 countries.

    An innovative concept for refrigerated LPG offshore loading has been developed by TOTAL and Enterprise D'Equipments Mecaniques at Hydrauliques. Known as CHAGAL, the system integrates with the catenary anchor leg mooring offshore loading system commonly used for crude oil. CHAGAL provides a suitable answer to short-term development schemes of LPG trade. It can be adapted for possible extrapolation to cryogenic temperatures of LNG and it opens a new way to the development of offshore liquefaction projects for which the offloading of production is still an unsolved key problem.

    The Federal Energy Regulatory Commission (FERC) prepared an EIS for a proposal to expand the existing Cameron Pipeline by 21 miles (from Calcasieu to Beauregard Parishes, Louisiana, with modifications in Cameron Parish), and expand an existing liquefied natural gas (LNG) import terminal in Cameron Parish, Louisiana, to enable the terminal to liquefy and export LNG. DOE, a cooperating agency, adopted the EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.     Federal Offshore Statistics is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the Federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Statistics are presented under the following topics: (1) highlights, (2) leasing, (3) exploration and development, (4) production and revenue, (5) federal offshore production by ranking operator, 1983, (6) reserves and undiscovered recoverable resources, and (7) oil pollution in the world's oceans.
