    Recent growth in the development of hydrogen infrastructure has led to more requests for code officials to approve hydrogen-related projects and facilities. To help expedite the review and approval process, significant efforts have been made to educate code officials on permitting hydrogen vehicle fueling stations and facilities using stationary fuel cells (e.g., backup power for telephone cell tower sites). Despite these efforts, project delays continue because of several factors, including the limited experience of code officials with these types of facilities, submittals that lack the required information (including failure to adequately address local requirements), and submission of poor quality documents. The purpose of this paper is to help project proponents overcome these potential roadblocks and obtain timely approval for a project. A case study of an actual stationary application permitting request is provided to illustrate the value of addressing these issues.

The model results show that the market-clearing prices reported to prevail for petroleum products on the principal petroleum spot market at Rotterdam are the primary determinants of changes in official crude prices. A systematic relationship between offical and spot prices is argued to have prevailed since 1974. An appendix clarifies five types of data required for the model. 13 references, 4 tables.

    Argonne National Laboratory has completed the construction of a Website for the US Department of Energy (DOE) that provides detailed information on salt caverns and their use for disposing of nonhazardous oil field wastes (NOW) and naturally occurring radioactive materials (NORM). Specific topics in the Website include the following: descriptions of salt deposits and salt caverns within the US, salt cavern construction methods, potential types of wastes, waste emplacement, regulatory issues, costs, carcinogenic and noncarcinogenic human health risks associated with postulated cavern release scenarios, new information on cavern disposal (e.g., upcoming meetings, regulatory issues, etc.), other studies supported by the National Petroleum Technology Office (NPTO) (e.g., considerations of site location, cavern stability, development issues, and bedded salt characterization in the Midland Basin), and links to other associated Web sites. In addition, the Website allows downloadable access to reports prepared on the topic that were funded by DOE.     Energy development is expanding across the United States, particularly in western states like Wyoming. Federal and state land management agencies, local governments, industry and non-governmental organizations have realized the need to access spatially-referenced data and other non-spatial information to determine the geographical extent and cumulative impacts of expanding energy development. The Wyoming Energy Resources Information Clearinghouse (WERIC) is a web-based portal which centralizes access to news, data, maps, reports and other information related to the development, management and conservation of Wyomingâ??s diverse energy resources. WERIC was established in 2006 by the University of Wyomingâ??s Ruckelshaus Institute of Environment and Natural Resources (ENR) and the Wyoming Geographic Information Science Center (WyGISC) with funding from the US Department of Energy (DOE) and the US Bureau of Land Management (BLM). The WERIC web portal originated in concept from a more specifically focused website, the Coalbed Methane (CBM) Clearinghouse. The CBM Clearinghouse effort focused only on coalbed methane production within the Powder River Basin of northeast Wyoming. The CBM Clearinghouse demonstrated a need to expand the effort statewide with a comprehensive energy focus, including fossil fuels and renewable and alternative energy resources produced and/or developed in Wyoming. WERIC serves spatial data to the greater Wyoming geospatial community through the Wyoming GeoLibrary, the WyGISC Data Server and the Wyoming Energy Map. These applications are critical components that support the Wyoming Energy Resources Information Clearinghouse (WERIC). The Wyoming GeoLibrary is a tool for searching and browsing a central repository for metadata. It provides the ability to publish and maintain metadata and geospatial data in a distributed environment. The WyGISC Data Server is an internet mapping application that provides traditional GIS mapping and analysis functionality via the web. It is linked into various state and federal agency spatial data servers allowing users to visualize multiple themes, such as well locations and core sage grouse areas, in one domain. Additionally, this application gives users the ability to download any of the data being displayed within the web map. The Wyoming Energy Map is the newest mapping application developed directly from this effort. With over a 100 different layers accessible via this mapping application, it is the most comprehensive Wyoming energy mapping application available. This application also provides the public with the ability to create cultural and wildlife reports based on any location throughout Wyoming and at multiple scales. The WERIC website also allows users to access links to federal, state, and local natural resource agency websites and map servers; research documents about energy; and educational information, including information on upcoming energy-relate conferences. The WERIC website has seen significant use by energy industry consultants, land management agencies, state and local decision-makers, non-governmental organizations and the public. Continued service to these sectors is desirable but some challenges remain in keeping the WERIC site viable. The most pressing issue is finding the human and financial resources to keep the site continually updated. Initially, the concept included offering users the ability to maintain the site themselves; however, this has proven not to be a viable option since very few people contributed. Without user contributions, the web page relied on already committed university staff to publish and link to the appropriate documents and web-pages. An option that is currently being explored to address this issue is development of a partnership with the University of Wyoming, School of Energy Resources (SER). As part of their outreach program, SER may be able to contribute funding for a full-time position dedicated to maintenance of WERIC.

    The Department of Energy (DOE) and associated agencies have moved rapidly toward electronic production, management, and dissemination of scientific and technical information. The World-Wide Web (WWW) has become a primary means of information dissemination. Electronic commerce (EC) is becoming the preferred means of procurement. DOE, like other government agencies, depends on and encourages the use of international standards in data communications. Like most government agencies, DOE has expressed a preference for openly developed standards over proprietary designs promoted as ''standards'' by vendors. In particular, there is a preference for standards developed by organizations such as the International Organization for Standardization (ISO) and the American National Standards Institute (ANSI) that use open, public processes to develop their standards. Among the most widely adopted international standards is the Standard Generalized Markup Language (SGML, ISO 8879:1986, FIPS 152), to which DOE long ago made a commitment. Besides the official commitment, which has resulted in several specialized projects, DOE makes heavy use of coding derived from SGML: Most documents on the WWW are coded in HTML (Hypertext Markup Language), which is an application of SGML. The World-Wide Web Consortium (W3C), with the backing of major software houses like Adobe, IBM, Microsoft, Netscape, Oracle, and Sun, is promoting XML (eXtensible Markup Language), a class of SGML applications, for the future of the WWW and the basis for EC. In support of DOE's use of these standards, I have served since 1985 as Chairman of the international committee responsible for SGML and related standards, ISO/IEC JTC1/SC34 (SC34) and its predecessor organizations. During my May 2001 trip, I chaired the spring 2001 meeting of SC34 in Berlin, Germany. I also attended XML Europe 2001, a major conference on the use of SGML and XML sponsored by the Graphic Communications Association (GCA), and chaired a meeting of the International SGML/XML Users' Group (ISUG). In addition to the widespread use of the WWW among DOE's plants and facilities in Oak Ridge and among DOE sites across the nation, there have been several past and present SGML- and XML-based projects at the Y-12 National Security Complex (Y-12). Our local project team has done SGML and XML development at Y-12 and Oak Ridge National Laboratory (ORNL) since the late 1980s. SGML is a component of the Weapons Records Archiving and Preservation (WRAP) project at Y-12 and is the format for catalog metadata chosen for weapons records by the Nuclear Weapons Information Group (NWIG). The ''Ferret'' system for automated classification analysis uses XML to structure its knowledge base. The Ferret team also provides XML consulting to OSTI and DOE Headquarters, particularly the National Nuclear Security Administration (NNSA). Supporting standards development allows DOE and Y-12 the opportunity both to provide input into the process and to benefit from contact with some of the leading experts in the subject matter. Oak Ridge has been for some years the location to which other DOE sites turn for expertise in SGML, XML, and related topics.

The program is part of a country-wide effort to attract more foreign investigators to help underwrite massive industrial privatization aimed at revitalizing Kazakhstan's economy. A delegation of Kazakh officials visited Houston the last week in November to publicize petroleum opportunities in the republic and appeared Dec. 1--2 at a conference to present an overview of Kazakhstan's petroleum prospectivity. Officials also reviewed recently approved legal, financial, and environmental legislation intended to improve the attractiveness of investing in Kazakhstan's energy sector. This paper discusses the status of development, gives a geologic overview, and highlights the geology of the South Torgay and Teniz basins.

    The official conclusion about the origin and mechanism of the Chernobyl catastrophe is shown to essentially contradict experimental facts available from the accident. In the frame of existing physical models of nuclear fission reactor, it is shown analytically that under conditions of the accident the period of runaway of reactor at the fourth power generating unit of the Chernobyl Nuclear Power Plant (CNPP) should be either 10 times slower or 100 times faster than that observed. A self-consistent hypothesis is suggested for the probable birth of magnetic charges, during the turbine generator test under it's own momentum test, at the fourth power generating unit of CNPP, and for the impact of these charges on the reactivity coefficient.

    In this paper, we give a detailed user's guide to the AMIDAS (A Model-Independent Data Analysis System) package and website, which is developed for online simulations and data analyses for direct Dark Matter detection experiments and phenomenology. Recently, the whole AMIDAS package and website system has been upgraded to the second phase: AMIDAS-II, for including the new developed Bayesian analysis technique. AMIDAS has the ability to do full Monte Carlo simulations as well as to analyze real/pseudo data sets either generated by another event generating programs or recorded in direct DM detection experiments. Moreover, the AMIDAS-II package can include several "user-defined" functions into the main code: the (fitting) one-dimensional WIMP velocity distribution function, the nuclear form factors for spin-independent and spin-dependent cross sections, artificial/experimental background spectrum for both of simulation and data analysis procedures, as well as different distribution functions needed in Bayesian analyses.

    The Midwest Clean Energy Application Center (CEAC) was one of eight regional centers that promoted and assisted in transforming the market for combined heat and power (CHP), waste heat to power (WHP), and district energy (DE) technologies and concepts throughout the United States between October 1, 2009 and December 31, 2013. The key services the CEACs provided included: ? Market Opportunity Analyses – Supporting analyses of CHP market opportunities in diverse markets including industrial, federal, institutional, and commercial sectors. ? Education and Outreach – Providing information on the energy and non-energy benefits and applications of CHP to state and local policy makers, regulators, energy end-users, trade associations and others. Information was shared on the Midwest CEAC website: www.midwestcleanergy.org. ? Technical Assistance – Providing technical assistance to end-users and stakeholders to help them consider CHP, waste heat to power, and/or district energy with CHP in their facility and to help them through the project development process from initial CHP screening to installation. The Midwest CEAC provided services to the Midwest Region that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

    The Mid Atlantic Clean Energy Application Center (MACEAC), managed by The Penn State College of Engineering, serves the six states in the Mid-Atlantic region (Pennsylvania, New Jersey, Delaware, Maryland, Virginia and West Virginia) plus the District of Columbia. The goals of the Mid-Atlantic CEAC are to promote the adoption of Combined Heat and Power (CHP), Waste Heat Recovery (WHR) and District Energy Systems (DES) in the Mid Atlantic area through education and technical support to more than 1,200 regional industry and government representatives in the region. The successful promotion of these technologies by the MACEAC was accomplished through the following efforts; (1)The MACEAC developed a series of technology transfer networks with State energy and environmental offices, Association of Energy Engineers local chapters, local community development organizations, utilities and, Penn State Department of Architectural Engineering alumni and their firms to effectively educate local practitioners about the energy utilization, environmental and economic advantages of CHP, WHR and DES; (2) Completed assessments of the regional technical and market potential for CHP, WHR and DE technologies application in the context of state specific energy prices, state energy and efficiency portfolio development. The studies were completed for Pennsylvania, New Jersey and Maryland and included a set of incentive adoption probability models used as a to guide during implementation discussions with State energy policy makers; (3) Using the technical and market assessments and adoption incentive models, the Mid Atlantic CEAC developed regional strategic action plans for the promotion of CHP Application technology for Pennsylvania, New Jersey and Maryland; (4) The CHP market assessment and incentive adoption model information was discussed, on a continuing basis, with relevant state agencies, policy makers and Public Utility Commission organizations resulting in CHP favorable incentive programs in New Jersey, Pennsylvania, Maryland and Delaware; (5) Developed and maintained a MACEAC website to provide technical information and regional CHP, WHR and DE case studies and site profiles for use by interested stakeholders in information transfer and policy discussions; (6) Provided Technical Assistance through feasibility studies and on site evaluations. The MACEAC completed 28 technical evaluations and 9 Level 1 CHP analyses ; and (7) the MACEAC provided Technical Education to the region through a series of 29 workshops and webinars, 37 technical presentations, 14 seminars and participation in 13 CHP conferences.

    Superconductivity has found many attractive applications in medicine, science, power systems, engineering, transport and electronics. One of the most prominent applications of superconductivity are superconducting magnets e.g. MRI magnets, NMR magnets, accelerator magnets, and magnets for fusion; most applications still use low temperature superconductors. Since the discovery of high temperature superconductivity (HTS) in 1986 there has been a tremendous progress in R&D of HTS material, wires and applications. Especially for power system applications, HTS offers considerable economic benefits. Many HTS demonstrator or prototype applications have been built and successfully tested, and some HTS applications like cables and superconducting fault current limiters seem very close to commercialisation.     The main objective of the Northwest Clean Energy Application Center (NW CEAC) is to promote and support implementation of clean energy technologies. These technologies include combined heat and power (CHP), district energy, waste heat recovery with a primary focus on waste heat to power, and other related clean energy systems such as stationary fuel cell CHP systems. The northwest states include AK, ID, MT, OR, and WA. The key aim/outcome of the Center is to promote and support implementation of clean energy projects. Implemented projects result in a number of benefits including increased energy efficiency, renewable energy development (when using opportunity fuels), reduced carbon emissions, improved facility economics helping to preserve jobs, and reduced criteria pollutants calculated on an output-based emissions basis. Specific objectives performed by the NW CEAC fall within the following five broad promotion and support categories: 1) Center management and planning including database support; 2) Education and Outreach including plan development, website, target market workshops, and education/outreach materials development 3) Identification and provision of screening assessments & feasibility studies as funded by the facility or occasionally further support of Potential High Impact Projects; 4) Project implementation assistance/trouble shooting; and 5) Development of a supportive clean energy policy and initiative/financing framework.

    The DOE Clean Energy Application Centers were launched with a goal of focusing on important aspects of our nation’s energy supply including Efficiency, Reliability and Resiliency. Clean Energy solutions based on Combined Heat & Power (CHP), District Energy and Waste Heat Recovery are at the core of ensuring a reliable and efficient energy infrastructure for campuses, communities, and industry and public enterprises across the country. IDEA members which include colleges and universities, hospitals, airports, downtown utilities as well as manufacturers, suppliers and service providers have long-standing expertise in the planning, design, construction and operations of Clean Energy systems. They represent an established base of successful projects and systems at scale and serve important and critical energy loads. They also offer experience, lessons learned and best practices which are of immense value to the sustained growth of the Clean Energy sector. IDEA has been able to leverage the funds from the project award to raise the visibility, improve the understanding and increase deployment CHP, District Energy and Waste Heat Recovery solutions across the regions of our nation, in collaboration with the regional CEAC’s. On August 30, 2012, President Obama signed an Executive Order to accelerate investments in industrial energy efficiency (EE), including CHP and set a national goal of 40 GW of new CHP installation over the next decade IDEA is pleased to have been able to support this Executive Order in a variety of ways including raising awareness of the goal through educational workshops and Conferences and recognizing the installation of large scale CHP and district energy systems A supporting key area of collaboration has involved IDEA providing technical assistance on District Energy/CHP project screenings and feasibility to the CEAC’s for multi building, multi-use projects. The award was instrumental in the development of a first-order screening/feasibility tool for these types of community energy projects. The Excel based tool incorporates hourly climate based building loads data to arrive at the composite energy demand for the district and compares the Net Present Value (NPV) of the costs of CHP/DE alternatives. This tool has been used to provide assistance to several projects in the Northeast, Mid-Atlantic, Intermountain and Pacific Regions. The tool was disseminated to the CEACs and supplemented by a Training Webinar and a How to Guide IDEA produced a US Community Energy Development Guide to support mayors, planners, community leaders, real estate developers and economic development officials who are interested in planning more sustainable urban energy infrastructure, creating community energy master plans and implementing CHP/ District Energy systems in cities, communities and towns. IDEA has collected industry data and provided a comprehensive data set containing information on District Energy installations in the US. District energy systems are present in 49 states and the District of Columbia. Of the 597 systems 55% were DE alone while the remainder was some combination of CHP, district heating, and district cooling. District energy systems that do not currently involve electric generation are strong near-term candidates for the adoption of CHP due to the magnitude of their aggregated thermal load. This data has helped inform specific and targeted initiatives including technical assistance provided by the CEAC’s for EPA’s Boiler MACT Compliance by large District Heating System boilers. These outcomes have been greatly enabled by the close coordination and collaboration with DOE CEAC leadership and with the eight regional US DOE Clean Energy Application Centers and the award’s incremental funding has allowed IDEA to leverage our resources to be an effective champion for Clean Energy.

    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

    The paper reports on the full-scale application and testing of the detonation-wave technique in two boilers, fired with pulverized coal, of total thermal power of 600 MW. Continuous monitoring over a period of several years confirmed earlier laboratory findings, reported in the companion Part 1 of the paper. The testing proved that the technique is efficient and reliable, with a number of advantages in comparison with various conventional cleaning methods. In spite of the fact that the lining of one of the boilers is made of classic refractory material, careful records and inspection over several years of daily application of the detonation wave technique showed no signs of any undesirable effects. The method was officially adopted as a routine deposits removal technique in the Power Plant Kakanj'' in Bosnia.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

    The high-performance computing (HPC) community has been greatly concerned about energy efficiency. To address this concern, it is essential to understand and characterize the electrical loads of HPC applications. In this work, we study whether HPC applications can be distinguished by their power-consumption patterns using quantitative measures in an automatic manner. Using a collection of 88 power traces from 4 different systems, we find that basic statistical measures do a surprisingly good job of summarizing applications' distinctive power behavior. Moreover, this study opens up a new area of research in power-aware HPC that has a multitude of potential applications.

    The increasing popularity of web-based distance education places high demand on distance educators to format web pages to facilitate learning. However, limited guidelines exist regarding appropriate writing styles for web-based distance education. This study investigated the effect of four different writing styles on reader’s mental representation of hypertext. Participants studied hypertext written in one of four web-writing styles (e.g., concise, scannable, objective, and combined) and were then administered a cued association task intended to measure their mental representations of the hypertext. It is hypothesized that the scannable and combined styles will bias readers to scan rather than elaborately read, which may result in less dense mental representations (as identified through Pathfinder analysis) relative to the objective and concise writing styles. Further, the use of more descriptors in the objective writing style will lead to better integration of ideas and more dense mental representations than the concise writing style.

    Review of Neutron Sources and Applications was held at Oak Brook, Illinois, during September 8--10, 1992. This review involved some 70 national and international experts in different areas of neutron research, sources, and applications. Separate working groups were asked to (1) review the current status of advanced research reactors and spallation sources; and (2) provide an update on scientific, technological, and medical applications, including neutron scattering research in a number of disciplines, isotope production, materials irradiation, and other important uses of neutron sources such as materials analysis and fundamental neutron physics. This report summarizes the findings and conclusions of the different working groups involved in the review, and contains some of the best current expertise on neutron sources and applications.

    “Cavity-optomechanics” aims to study the quantum properties of mechanical systems. A common strategy implemented in order to achieve this goal couples a high finesse photonic cavity to a high quality factor mechanical resonator. Then, using feedback forces such as radiation pressure, one can cool the mechanical mode of interest into the quantum ground state and create non-classical states of mechanical motion. On the path towards achieving these goals, many near-term applications of this field have emerged. After briefly introducing optomechanical systems and describing the current state-of-the-art experimental results, this article summarizes some of the more exciting practical applications such as ultra-sensitive, high bandwidth accelerometers and force sensors, low phase noise x-band integrated microwave oscillators and optical signal processing such as optical delay-lines, wavelength converters, and tunable optical filters. In this rapidly evolving field, new applications are emerging at a fast pace, but this article concentrates on the aforementioned lab-based applications as these are the most promising avenues for near-term real-world applications. New basic science applications are also becoming apparent such as the generation of squeezed light, testing gravitational theories and for providing a link between disparate quantum systems.

    The U.S. Department of Energy (DOE) sponsors a set of Clean Energy Application Centers that promote the development and deployment of clean energy technologies. There are eight regional centers that provide assistance for specific areas of the country plus a separate center operated by the International District Energy Association that provides technical assistance on district energy issues and applications to the regional centers. The original focus of the centers was on combined heat and power (CHP) alone but, beginning in fiscal year 2010, their scope expanded to include district energy systems and waste heat recovery. At that time, the official name of the centers changed from CHP Regional Application Centers (RACs) to Clean Energy Application Centers, and their number was expanded to include the previously-mentioned center focusing on district energy. Oak Ridge National Laboratory (ORNL) has performed two previous studies of RAC activities. The first one examined what the RACs had done each year from the initiation of the program through fiscal year (FY) 2008 and the second one examined RAC activities for the 2009 fiscal year. The most recent study, described in this report, examines what was accomplished in fiscal year 2010, the first year since the RACs expanded their focus and changed their name to Clean Energy Application Centers.

    High temperature superconductor (HTS) wire is rapidly maturing into a working material being produced in ever larger quantities and being used in more significant demonstrations and prototypes. Conductor is now produced routinely in several hundred meter lengths with reproducible results. Current density has progressed to a level suitable for demonstration of many applications. Wire strength has improved and large prototypes fabricated or under consideration using HTS include Superconducting Magnetic Energy Storage (SMES), rotating electrical machines including synchronous ac and dc homopolar motors and drives, generators and condensers, underground transmission cables, utility distribution equipment such as transformers and current limiters, commercial processing applications such as magnetic separation, and specialty magnets such as high field inserts. In this paper the requirements, progress toward these requirements, and the prospects for the future are reviewed.

    This report examines the market potential of a miniature, hand-held Ion Mobility Spectrometer. Military and civilian markets are discussed, as well as applications in a variety of diverse fields. The strengths and weaknesses of competing technologies are discussed. An extensive Ion Mobility Spectrometry (IMS) bibliography is included. The conclusions drawn from this study are: (1) There are a number of competing technologies that are capable of detecting explosives, drugs, biological, or chemical agents. The IMS system currently represents the best available compromise regarding sensitivity, specificity, and portability. (2) The military market is not as large as the commercial market, but the military services are more likely to invest R and D funds in the system. (3) Military applications should be addressed before commercial applications are addressed. (4) There is potentially a large commercial market for rugged, hand-held Ion Mobility Spectrometer systems. Commercial users typically do not invest R and D funds in this type of equipment rather, they wait for off-the-shelf availability.

    This is a review of the US (and international) fuel cell development for the stationary power generation market. Besides DOE, GRI, and EPRI sponsorship, the US fuel cell program has over 40% cost-sharing from the private sector. Support is provided by user groups with over 75 utility and other end-user members. Objectives are to develop and demonstrate cost-effective fuel cell power generation which can initially be commercialized into various market applications using natural gas fuel by the year 2000. Types of fuel cells being developed include PAFC (phosphoric acid), MCFC (molten carbonate), and SOFC (solid oxide); status of each is reported. Potential international applications are reviewed also. Fuel cells are viewed as a force in dispersed power generation, distributed power, cogeneration, and deregulated industry. Specific fuel cell attributes are discussed: Fuel cells promise to be one of the most reliable power sources; they are now being used in critical uninterruptible power systems. They need hydrogen which can be generated internally from natural gas, coal gas, methanol landfill gas, or other fuels containing hydrocarbons. Finally, fuel cell development and market applications in Japan are reviewed briefly.

    The application of superconductors to electric power systems has been actively pursued over the past 30 years. Following the realization of high-field, high-current superconductors in 1961, researchers applied these type II materials, such as Nb-Ti and Nb{sub 3}Sn, to laboratory magnets, followed by generators, motors, and transmission cables. Successful prototypes for the latter were constructed and tested by the mid-1980s. It is fair to assume that widespread utility acceptance of these low-temperature superconducting (LTS) power applications was compromised by the necessity for liquid helium cooling. The discovery of the high-temperature superconductors (HTS) in 1986, which offered the prospect for liquid nitrogen cooling, provided renewed interest and impetus and spurred the development of HTS power components. The expectations for HTS power components are, in fact, near realization, as a result of the rapid worldwide progress in HTS wire and tape development. This paper will review the history and present status of superconducting power-system-related applications. The major problems facing this technology and the prospects for commercialization and eventual integration into the utility sector will be discussed. General acceptance for superconducting power equipment by the electric utilities and other end-users will ultimately be based on the respective system performance, efficiency, reliability and maintenance, operational lifetime, and installed cost compared to conventional technologies.

    In FY13, Pacific Northwest National Laboratory (PNNL) with funding from the Department of Energy’s (DOE’s) Building Technologies Office (BTO) designed, prototyped and tested a transactional network platform to support energy, operational and financial transactions between any networked entities (equipment, organizations, buildings, grid, etc.). Initially, in FY13, the concept demonstrated transactions between packaged rooftop air conditioners and heat pump units (RTUs) and the electric grid using applications or "agents" that reside on the platform, on the equipment, on a local building controller or in the Cloud. The transactional network project is a multi-lab effort with Oakridge National Laboratory (ORNL) and Lawrence Berkeley National Laboratory (LBNL) also contributing to the effort. PNNL coordinated the project and also was responsible for the development of the transactional network (TN) platform and three different applications associated with RTUs. This document describes two applications or "agents" in details, and also summarizes the platform. The TN platform details are described in another companion document.

    The Factsheets web application was conceived out of the requirement to create, update, publish, and maintain a web site with dynamic research and development (R and D) content. Before creating the site, a requirements discovery process was done in order to accurately capture the purpose and functionality of the site. One of the high priority requirements for the site would be that no specialized training in web page authoring would be necessary. All functions of uploading, creation, and editing of factsheets needed to be accomplished by entering data directly into web form screens generated by the application. Another important requirement of the site was to allow for access to the factsheet web pages and data via the internal Sandia Restricted Network and Sandia Open Network based on the status of the input data. Important to the owners of the web site would be to allow the published factsheets to be accessible to all personnel within the department whether or not the sheets had completed the formal Review and Approval (R and A) process. Once the factsheets had gone through the formal review and approval process, they could then be published both internally and externally based on their individual publication status. An extended requirement and feature of the site would be to provide a keyword search capability to search through the factsheets. Also, since the site currently resides on both the internal and external networks, it would need to be registered with the Sandia search engines in order to allow access to the content of the site by the search engines. To date, all of the above requirements and features have been created and implemented in the Factsheet web application. These have been accomplished by the use of flat text databases, which are discussed in greater detail later in this paper.

    Infrastructure surety can make a valuable contribution to the transportation engineering industry. The lessons learned at Sandia National Laboratories in developing surety principles and technologies for the nuclear weapons complex and the nuclear power industry hold direct applications to the safety, security, and reliability of the critical infrastructure. This presentation introduces the concepts of infrastructure surety, including identification of the normal, abnormal, and malevolent threats to the transportation infrastructure. National problems are identified and examples of failures and successes in response to environmental loads and other structural and systemic vulnerabilities are presented. The infrastructure surety principles developed at Sandia National Laboratories are described. Currently available technologies including (a) three-dimensional computer-assisted drawing packages interactively combined with virtual reality systems, (b) the complex calculational and computational modeling and code-coupling capabilities associated with the new generation of supercomputers, and (c) risk-management methodologies with application to solving the national problems associated with threats to the critical transportation infrastructure are discussed.

    I am afraid the situation with respect to the Challenge Grants will be similar in that only a small fraction of the expected deluge of grants will be funded. NIH has provided a very specific list of over 60 topics and a simple calculation shows that only a couple of grants will be funded per topic. Science magazine quotes the Vice Chancellor for Research at the University of California, Irvine as saying that her campus will be submitting “over 200” Challenge Grants. My discussions with friends from other universities suggest that this is a typical response. Even if this is an overestimate by a factor of 2, this would still translate to many thousands of applications flooding into the NIH, putting the payline well below the 4% that I experienced from the DoD. As was the case with the Army grants, I suspect that if the topics are not addressed exactly, grants will not stand a chance.
