    Dear Secretary Chu: I am pleased to present the financial statements and operating data for Southwestern Power Administration (Southwestern) for Fiscal Year (FY) 2011. In FY 2011, Southwestern delivered over 4.1 billion kilowatt-hours of energy to its wholesale customers in Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas, generating $167 million in revenue. In fulfilling its mission to market and reliably deliver renewable Federal hydroelectric power, Southwestern maintains 1,380 miles of high-voltage transmission lines, substations, and communications sites, contributing to the reliability of the regional and National electric grid. Southwestern also actively partners with the Department of Energy, the U.S. Army Corps of Engineers, Southwestern’s customers, and other Federal power stakeholders to most effectively balance their diverse interests with Southwestern’s mission while continuing to maximize Federal assets to repay the Federal investment in the 24 hydropower facilities within Southwestern’s marketing region.     “Renewable energy” isn’t just a catchphrase at Southwestern Power Administration (Southwestern). It describes the hydroelectric energy we market, and the energy that Southwestern’s employees bring to work every day, constantly challenging themselves to become more eff ective and effi cient in providing aff ordable, environmentally clean power to the American people. As Southwestern’s new Administrator, I have had the opportunity to view our operations from a fresh perspective, and I’m proud to share with you how a focus on continual improvement has been evident in accomplishments throughout the agency during fi scal year (FY) 2007. When the North American Electric Reliability Corporation (NERC) implemented new reliability standards, we met applicable implementation dates and exceeded NERC’s control performance standards throughout the year. When tasked with reducing the agency’s carbon footprint, we found ways to achieve an 8.7% reduction in energy intensity from last year without impacting our operational capabilities. And when faced with record-breaking infl ows into the reservoir projects from which we market power, we capitalized on the opportunity to provide customers with signifi cant quantities of supplemental energy. Our supplemental sales this year not only saved customers over $122 million, but increased Southwestern’s revenues -- a huge win-win for Southwestern’s ratepayers and the Nation’s taxpayers alike. Southwestern is proud of its role in protecting National and economic security by contributing to the diverse supply of domestically produced energy, operating and maintaining a safe and reliable transmission system, and ensuring good stewardship of our Nation’s water resources and environment. In FY 2007, Southwestern continued to repay all power costs to the American taxpayers by marketing and delivering approximately 5.6 billion kilowatthours of hydropower at cost-based rates to customers in our six-state region. This energy was generated from the 24 Federal hydroelectric projects in our marketing region, producing annual revenues of $161 million. In this time of rising energy costs, the Nation’s need for renewable energy has never been greater. Hydropower – and the people of Southwestern – stand ready to help meet that need.

  13. Environmental Assessment for power marketing policy for Southwestern Power Administration

    Southwestern Power Administration (Southwestern) needs to renew expiring power sales contracts with new term (10 year) sales contracts. The existing contracts have been in place for several years and many will expire over the next ten years. Southwestern completed an Environmental Assessment on the existing power allocation in June, 1979 (a copy of the EA is attached), and there are no proposed additions of any major new generation resources, service to discrete major new loads, or major changes in operating parameters, beyond those included in the existing power allocation. Impacts from a no action plan, proposed alternative, and market power for less than 10 years are described.

    Dear Secretary Chu, I am pleased to present the financial statements and operating data for Southwestern Power Administration (Southwestern) for Fiscal Year (FY) 2008. In FY 2008, Southwestern delivered over 7.3 billion kilowatt-hours of energy to its wholesale customers – nearly 31% more than average due to numerous record rainfall amounts in the southwest region. These record amounts produced revenues which exceeded the average annual revenue requirement by nearly $20 million and resulted in over $200 million in economic benefits to the region. Yet even as Southwestern exceeded its goals of marketing and delivering Federal hydroelectric power to our customers, we stayed focused on safety, security, and reliability. For example, we maintained our nearly 1,400 miles of high-voltage transmission lines, substations, and communications sites while achieving a Recordable Accident Frequency Rate of 0.0, a record that reflects Southwestern’s safety achievement of no recordable injuries for every 200,000 hours worked. We kept our rights-of-way secure from vegetation and other obstacles, work that not only supports our mission but also promotes reliability of the regional and National grid. We exceeded all North American Electric Reliability Corporation (NERC) Control Performance Standards (CPS- 1 and CPS-2), and maintained regulation and reserve obligations and reactive reserve margins to ensure the reliability of the bulk electric system, even during extended periods of restricted hydro operations due to unusually high project inflows. Finally, we continued our partnerships with the Department of Energy, the U.S. Army Corps of Engineers, our customers, and other Federal power stakeholders, partnerships that are vital to our continued success in marketing and delivering carbon-free, renewable, and domestically produced energy to our customers and to the Nation.     Southwestern Power Administration’s Annual Site Environmental Report (ASER) serves as the chief reporting mechanism for site environmental performance information within the Department of Energy and as a valuable resource for shared and collaborative environmental protection and performance information to Agency stakeholders and members of the public living near Southwestern Power Administration’s (Southwestern) facilities and transmission line rights-of-ways. This ASER meets the requirements of Department of Energy (DOE) Order 231.B. Southwestern’s key environmental involvement includes an emphasis on the protection of ecological resources which is effectively accomplished through environmental program elements such as protecting water resources, generation of clean hydropower energy, oil spill prevention practices, elimination of green-house gas emissions, and comprehensive project reviews to ensure the protection of living organisms, migratory birds, Federally threatened or endangered species, and historic or cultural resources. Southwestern continues to actively minimize effects to natural resources and strive for continual improvement in the area of environmental compliance and sustainability while achieving the agency mission to market and deliver Federal hydroelectric power.

    Southwestern Federal Power System (SWFPS) encompasses the operation of 24 hydroelectric power plants by the US Army Corps of Engineers and the marketing of power and energy from those plants by the Southwestern Power Administration (Southwestern) of the US Department of Energy. This report presents the results of the independent certified public accountants` audit of the SWFPS`s combined power system statements of assets, Federal investments and liabilities, and the related combined statements of revenues, expenses and accumulated net revenues, and cash flows.

    U.S. Forest Service prepared an EA that evaluated the potential environmental impacts of amending a Southwestern Area Power Administration (SWPA) permit to allow herbicide application within SWPA transmission line rights-of-way in the Ozark-St. Francis National Forest. SWPA initially was a cooperating agency, and later ended its involvement in preparing the EA.

    This report presents the results of the independent certified public accountants` audit of the Southwestern Federal Power System`s (SWFPS) combined power system statement of assets, Federal investment and liabilities, and the related combined statements of revenues, expenses and accumulated net revenues, and cash flows. The 1996 financial statement audit was made under the provisions of the Inspector General Act (5 U.S.C. App.), as amended, the Government Management Reform Act (31 U.S.C. 3515), and Office of Management and Budget implementing guidance. The auditors` work was conducted in accordance with generally accepted government auditing standards. To fulfill audit responsibilities, the Office of Inspector General contracted with the independent public accounting firm of KPMG Peak Marwick LLP (KPMG) to conduct the audit for them, subject to their review. The auditors` report on SWFP`s internal control structure disclosed a reportable condition directed to the Southwestern Power Administration concerning a delay in properly classifying the value of plant assets. The report also included two reportable conditions directed to the Army Corps of Engineers regarding the inconsistent calculation of depreciation expense and the misallocation of multipurpose costs. None of these reportable conditions were considered to be material weaknesses. The auditors` report on SWFP`s compliance with laws and regulations disclosed no new instances of noncompliance by Southwestern.

    As large utility-scale solar photovoltaic (PV) and concentrating solar power (CSP) facilities are currently being built and planned for locations in the U.S. with the greatest solar resource potential, an understanding of water use for construction and operations is needed as siting tends to target locations with low natural rainfall and where most existing freshwater is already appropriated. Using methods outlined by the Bureau of Land Management (BLM) to determine water used in designated solar energy zones (SEZs) for construction and operations & maintenance, an estimate of water used over the lifetime at the solar power plant is determined and applied to each watershed in six Southwestern states. Results indicate that that PV systems overall use little water, though construction usage is high compared to O&M water use over the lifetime of the facility. Also noted is a transition being made from wet cooled to dry cooled CSP facilities that will significantly reduce operational water use at these facilities. Using these water use factors, estimates of future water demand for current and planned solar development was made. In efforts to determine where water could be a limiting factor in solar energy development, water availability, cost, and projected future competing demands were mapped for the six Southwestern states. Ten watersheds, 9 in California, and one in New Mexico were identified as being of particular concern because of limited water availability.

Temperatures in the post-caldera deposits increase rapidly with depth over the upper 335m to 202/sup 0/C, then remain nearly isothermal into the Bishop Tuff to the bottom of the hole. The depth to the Bishop is the shallowest, and the temperatures observed are among the highest in holes drilled in the caldera. The hole identifies a potential geothermal resource for the community of Mammoth Lakes, constrains the position of the principal heat source for the caldera's hydrothermal system, and serves as access for monitoring changes in water level, temperatures, and fluid chemistry.

    The Trap Fall Formation is a multiply deformed, amphibolite facies metasedimentary sequence in southwestern Connecticut. It contains interlayered pelitic schists and lesser quartzites, and may represent turbidites. The major element compositions of 3 schists are compatible with a shale protolith. Their aluminous nature (CIA = 68--70) suggests a weathering history in the source, but may in part be a result of metamorphic processes. High SiO[sub 2] (85--91%) and Zr (305--370 ppm) concentrations in the quartzites are consistent with a significant component of recycled sediment in the source. A single abraded detrital zircon from a quartzite gives a concordant U-Pb age of 1,009 [plus minus] 6 Ma and suggests a source in Grenville-aged crust. E[sub Nd] at 450 Ma of [minus] 9.2 for one schist sample is also consistent with older crust. REE patterns for 2 pelitic schists and a quartzite (Fig.) are parallel to PAAS (post-Archean average shale). Thus the authors suggest that recycled sediment derived from older cratonic sources dominates the source for the Trap Falls Formation. Models for the tectonic setting of deposition should be consistent with these observations.

    The French Peak accommodation zone (FPAZ) forms an east-trending bedrock structural high in the Nevada Test Site region of southwestern Nevada that formed during Cenozoic Basin and Range extension. The zone separates areas of opposing directions of tilt and downthrow on faults in the Yucca Flat and Frenchman Flat areas. Paleomagnetic data show that rocks within the accommodation zone adjacent to Yucca Flat were not strongly affected by vertical-axis rotation and thus that the transverse strikes of fault and strata formed near their present orientation. Both normal- and oblique strike-slip faulting in the FPAZ largely occurred under a normal-fault stress regime, with least principal stress oriented west-northwest. The normal and sinistral faults in the Puddle Peka segment transfers extension between the Plutonium Valley normal fault zone and the Cane Spring sinistral fault. Recognition of sinistral shear across the Puddle Peak segment allows the Frenchman Flat basin to be interpreted as an asymmetric pull-apart basin developed between the FPAZ and a zone of east-northeast-striking faults to the south that include the Rock Valley fault. The FPAZ has the potential to influence ground-water flow in the region in several ways. Fracture density and thus probably fracture conductivity is high within the FPAZ due to the abundant fault splays present. Moreover,, fractures oriented transversely to the general southward flow of ground water through Yucca Flat area are significant and have potential to laterally divert ground water. Finally, the FPAZ forms a faulted structural high whose northern and southern flanks may permit intermixing of ground waters from different aquifer levels, namely the lower carbonate, welded tuff, and alluvial aquifers. 42 refs.

  8. Erosion control on a steeply sloped pipeline right-of-way in southwestern Pennsylvania

    The results of precipitation on steeply sloped pipeline rights-of-way (ROWs) during the time between ROW rehabilitation and the establishment of a dense, self-sustaining vegetative ground cover can cause locally severe soil erosion. This erosion results in elevated sediment loads in receiving streams and increases the difficulty and costs of ROW maintenance. A field study was completed that compared the environmental effectiveness of nine treatments on a 28% ROW slope in southwestern Pennsylvania. The six erosion-control methods investigated in the study, selected to represent a wide range in material type and installation cost, were (1) heavy application of straw mulch, (2) light application of straw mulch, (3) processed wood fiber, (4) chemical soil binder, (5) paper strips in netting, and (6) light straw mulch with a tacking agent. Each of the test plots also received the basic treatment of limestone, fertilizer, and a seed mixture commonly used to rehabilitate ROWs in the region. Precipitation, runoff volumes, and sediment yields were measured on each of 51 plots for 45 precipitation events during the 18-month study. Vegetation data were collected by the point-intercept method four times during the study to determine the amount of plant cover and species composition. Differences in sediment yield were observed among methods and between ROW location, but plant cover development was not influenced by erosion-control method or location. The relationship between environmental and cost data indicated that, of the six erosion-control methods tested, a light application of straw mulch was the most effective erosion-control treatment. 19 refs., 2 figs., 6 tabs.

    Deglaciation of the Hoosic River drainage basin in southwestern Vermont was more complex than previously described. Detailed surficial mapping, stratigraphic relationships, and terrace levels/delta elevations reveal new details in the chronology of glacial Lake Bascom: (1) a pre-Wisconsinan proglacial lake was present in a similar position to Lake Bascom as ice advanced: (2) the northern margin of 275m (900 ft) glacial Lake Bascom extended 10 km up the Vermont Valley; (3) the 215m (705 ft) Bascom level was stable and long lived; (4) intermediate water planes existed between 215m and 190m (625 ft) levels; and (5) a separate ice tongue existed in Shaftsbury Hollow damming a small glacial lake, here named glacial Lake Emmons. This information is used to correlate ice margins to different lake levels. Distance of ice margin retreat during a lake level can be measured. Lake levels are then used as control points on a Lake Bascom relative time line to compare rate of retreat of different ice tongues. Correlation of ice margins to Bascom levels indicates ice retreat was asynchronous between nearby tongues in southwestern Vermont. The Vermont Valley ice tongue retreated between two and four times faster than the Hoosic Valley tongue during the Bascom 275m level. Rate of retreat of the Vermont Valley tongue slowed to one-half of the Hoosic tongue during the 215m--190m lake levels. Factors responsible for varying rates of retreat are subglacial bedrock gradient, proximity to the Hudson-Champlain lobe, and the presence of absence of a calving margins. Asynchronous retreat produced splayed ice margins in southwestern Vermont. Findings from this study do not support the model of parallel, synchronous retreat proposed by many workers for this region.

    The water cycle of the southwestern United States (SW) is dominated by winter storms that maintain a positive annual net precipitation. Analysis of the control and future climate from four pairs of regional and global climate models (RCMs and GCMs) shows that the RCMs simulate a higher fraction of transient eddy moisture fluxes because the hydrodynamic instabilities associated with flow over complex terrain are better resolved. Under global warming, this enables the RCMs to capture the response of transient eddies to increased atmospheric stability that allows more moisture to converge on the windward side of the mountains by blocking. As a result, RCMs simulate enhanced transient eddy moisture convergence in the SW compared to GCMs, although both robustly simulate drying due to enhanced moisture divergence by the divergent mean flow in a warmer climate. This enhanced convergence leads to reduced susceptibility to hydrological change in the RCMs compared to GCMs.

    This paper examines the value of concentrating solar power (CSP) and thermal energy storage (TES) in four regions in the southwestern United States. Our analysis shows that TES can increase the value of CSP by allowing more thermal energy from a CSP plant?s solar field to be used, by allowing a CSP plant to accommodate a larger solar field, and by allowing CSP generation to be shifted to hours with higher energy prices. We analyze the sensitivity of CSP value to a number of factors, including the optimization period, price and solar forecasting, ancillary service sales, capacity value and dry cooling of the CSP plant. We also discuss the value of CSP plants and TES net of capital costs.

These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

    Arsenic ingestion has been linked to increasing global prevalence of and mortality from cardiovascular disease (CVD); arsenic can be removed from drinking water to reduce related health effects. Lactate dehydrogenase (LDH) is used for the evaluation of acute arsenic toxicity in vivo and in vitro, but it is not validated for the evaluation of long-term, chronic arsenic exposure. The present study examined the long-term effect of chronic arsenic exposure on CVD and serum LDH levels, after consideration of arsenic metabolism capacity. A total of 380 subjects from an arseniasis-endemic area and 303 from a non-endemic area of southwestern Taiwan were recruited in 2002. Various urinary arsenic species were analyzed using high-performance liquid chromatography (HPLC) and hydride generation systems. Fasting serum was used for quantitative determination of the total LDH activity. A significant dose–response relationship was observed between arsenic exposure and LDH elevation, independent of urinary arsenic profiles (P < 0.001). Furthermore, abnormal LDH elevation was associated with CVD mortality after adjustment for Framingham risk scores for 10-year CVD and arsenic exposure (hazard ratio, 3.98; 95% confidence interval, 1.07–14.81). LDH was elevated in subjects with arsenic exposure in a dose-dependent manner. LDH is a marker of arsenic toxicity associated with CVD mortality. Results of this study have important implications for use in ascertaining long-term arsenic exposure risk of CVD. -- Highlights: ? We showed that arsenic exposure was correlated with LDH elevation. ? LDH elevation was related to arsenic methylation capacity. ? Abnormal LDH elevation can be a marker of susceptibility to CVD mortality.

    This report summarizes the accomplishments of a three-year program to investigate the geologic controls of hydrocarbon occurrence in the southern Appalachian basin in eastern Tennessee, southwestern Virginia, eastern Kentucky, and southern West Virginia. The project: (1) employed the petroleum system approach to understand the geologic controls of hydrocarbons; (2) attempted to characterize the P-T parameters driving petroleum evolution; (3) attempted to obtain more quantitative definitions of reservoir architecture and identify new traps; (4) is worked with USGS and industry partners to develop new play concepts and geophysical log standards for subsurface correlation; and (5) geochemically characterized the hydrocarbons (cooperatively with USGS). Third-year results include: All project milestones have been met and addressed. We also have disseminated this research and related information through presentations at professional meetings, convening a major workshop in August 2003, and the publication of results. Our work in geophysical log correlation in the Middle Ordovician units is bearing fruit in recognition that the criteria developed locally in Tennessee and southern Kentucky are more extendible than anticipated earlier. We have identified a major 60 mi-long structure in the western part of the Valley and Ridge thrust belt that has been successfully tested by a local independent and is now producing commercial amounts of hydrocarbons. If this structure is productive along strike, it will be one of the largest producing structures in the Appalachians. We are completing a more quantitative structural reconstruction of the Valley and Ridge and Cumberland Plateau than has been made before. This should yield major dividends in future exploration in the southern Appalachian basin. Our work in mapping, retrodeformation, and modeling of the Sevier basin is a major component of the understanding of the Ordovician petroleum system in this region. Prior to our undertaking this project, this system was the least understood in the Appalachian basin. This project, in contrast to many if not most programs undertaken in DOE laboratories, has a major educational component wherein three Ph.D. students have been partially supported by this grant, one M.S. student partially supported, and another M.S. student fully supported by the project. These students will be well prepared for professional careers in the oil and gas industry.

In designing and building power generation projects, developers and engineering and construction firms must go through the process of choosing the right equipment for the job.     The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.
