  11. Assessment of thermal analysis software for the DOE Office of Civilian Radioactive Waste Management

    This assessment uses several recent assessments and the more general code compilations that have been completed to produce a list of 116 codes that can be used for thermal analysis. This list is then compared with criteria prepared especially for the Department of Energy Office of Civilian Radioactive Waste Management (DOE/OCRWM). Based on these criteria, fifteen codes are narrowed to three primary codes and four secondary codes for use by the OCRWM thermal analyst. The analyst is cautioned that since no single code is sufficient for all applications, a code must be selected based upon the predominate heat transfer mode of the problem to be solved, but the codes suggested in this report have been used successfully for a range of OCRWM applications. The report concludes with a series of recommendations for additional work of which the major points include the following: The codes suggested by this report must be benchmarked with the existing US and international problems and validated when possible; An interactive code selection tool could be developed or, perhaps even more useful, a users group could be supported to ensure the proper selection of thermal codes and dissemination of information on the latest version; The status of the 116 codes identified by this report should be verified, and methods for maintaining the still active codes must be established; and special capabilities of each code in phase change, convection and radiation should be improved to better enable the thermal analyst to model OCRWM applications. 37 refs., 3 figs., 12 tabs.

    In Fiscal Year 1996 a revised program strategy was developed that reflects Administration policy and responds to sharply reduced funding and congressional guidance while maintaining progress toward long-term objectives. The program is on track, working toward an early, comprehensive assessment of the viability of the Yucca Mountain site; more closely determining what will be required to incorporate defense waste into the waste management system; pursuing a market-driven strategy for waste acceptance, storage, and transportation; and preserving the core capability to respond to an interim storage contingency. Overall, the elements of an integrated system for managing the Nation`s spent fuel and high-level radioactive waste are emerging, more soundly conceived, and more modestly designed, as the OCRWM works toward the physical reality of waste shipments to Federal facilities.

    The CRD addresses the requirements of Department of Energy (DOE) Order 413.3-Change 1, ''Program and Project Management for the Acquisition of Capital Assets'', by providing the Secretarial Acquisition Executive (Level 0) scope baseline and the Program-level (Level 1) technical baseline. The Secretarial Acquisition Executive approves the Office of Civilian Radioactive Waste Management's (OCRWM) critical decisions and changes against the Level 0 baseline; and in turn, the OCRWM Director approves all changes against the Level 1 baseline. This baseline establishes the top-level technical scope of the CRMWS and its three system elements, as described in section 1.3.2. The organizations responsible for design, development, and operation of system elements described in this document must therefore prepare subordinate project-level documents that are consistent with the CRD. Changes to requirements will be managed in accordance with established change and configuration control procedures. The CRD establishes requirements for the design, development, and operation of the CRWMS. It specifically addresses the top-level governing laws and regulations (e.g., ''Nuclear Waste Policy Act'' (NWPA), 10 Code of Federal Regulations (CFR) Part 63, 10 CFR Part 71, etc.) along with specific policy, performance requirements, interface requirements, and system architecture. The CRD shall be used as a vehicle to incorporate specific changes in technical scope or performance requirements that may have significant program implications. Such may include changes to the program mission, changes to operational capability, and high visibility stakeholder issues.     This revision of the Civilian Radioactive Waste Management Program Plan describes the objectives of the Civilian Radioactive Waste management Program (Program) as prescribed by legislative mandate, and the technical achievements, schedule, and costs planned to complete these objectives. The Plan provides Program participants and stakeholders with an updated description of Program activities and milestones for fiscal years (FY) 1998 to 2003. It describes the steps the Program will undertake to provide a viability assessment of the Yucca Mountain site in 1998; prepare the Secretary of Energy`s site recommendation to the President in 2001, if the site is found to be suitable for development as a repository; and submit a license application to the Nuclear Regulatory Commission in 2002 for authorization to construct a repository. The Program`s ultimate challenge is to provide adequate assurance to society that an operating geologic repository at a specific site meets the required standards of safety.     This paper reviews thirty years of progress by the Low-Level Radioactive Waste Management Office (LLRWMO) in developing and implementing low-level radioactive waste (LLRW) remediation projects and environmentally safe co-existence strategies. It reports on the present status and the future of the national historic waste program in Canada. There are over two million cubic metres of historic LLRW in Canada. Historic LLRW is broadly defined as LLRW that was managed in the past in a manner that is no longer considered acceptable and for which the original owner cannot reasonably be held accountable. In many cases, the original owner can not be identified or no longer exists. The LLRWMO was established in 1982 as Canada's agent to carry out the responsibilities of the federal government for the management of historic LLRW. The LLRWMO is operated by Atomic Energy of Canada Limited (AECL) through a cost-recovery agreement with Natural Resources Canada (NRCan), the federal department that provides the funding and establishes national policy for radioactive waste management in Canada. The LLRWMO expertise includes project managers, environmental remediation specialists, radiation surveyors, communications staff and administrative support staff. The LLRWMO in providing all aspects of project oversight and implementation contracts additional resources supplementing core staff capacity as project/program demands require. (authors)

    Documents are being submitted to the Salt Repository Project Office (SRPO) of the US Department of Energy (DOE) by Battelle Memorial Institute's Office of Nuclear Waste Isolation (ONWI) to satisfy milestones of the Salt Repository Project of the Civilian Radioactive Waste Management Program. Some of these documents are being reviewed by multidisciplinary groups of peers to ensure DOE of their adequacy and credibility. Adequacy of documents refers to their ability to meet the standards of the US Nuclear Regulatory Commission, as enunciated in 10 CFR 60, and the requirements of the National Environmental Policy Act and the Nuclear Waste Policy Act of 1982. Credibility of documents refers to the validity of the assumptions, methods, and conclusions, as well as to the completeness of coverage. This report summarizes Argonne's review of ONWI's two-volume draft report entitled Identification of Preferred Sites within the Palo Duro Basin: Vol. 1 - Palo Duro Location A, and Vol. 2 - Palo Duro Location B, dated January 1984. Argonne was requested by DOE to review these documents on January 17 and 24, 1984 (see App. A). The review procedure involved obtaining written comments on the reports from three members of Argonne's core peer review staff and three extramural experts in related research areas. The peer review panel met at Argonne on February 6, 1984, and reviewer comments were integrated into this report by the review session chairman, with the assistance of Argonne's core peer review staff. All of the peer review panelists concurred in the way in which their comments were represented in this report (see App. B). A letter report and a draft of this report were sent to SRPO on February 10, 1984, and April 17, 1984, respectively. 5 references.

    The US Geological Survey (USGS), as part of the Yucca Mountain Project (YMP), is conducting studies at Yucca Mountain, Nevada. The purposes of these studies are to provide hydrologic and geologic information to evaluate the suitability of Yucca Mountain for development as a high-level nuclear waste repository, and to evaluate the ability of the mined geologic disposal system (MGDS) to isolate the waste in compliance with regulatory requirements. In particular, the project is designed to acquire information necessary for the Department of Energy (DOE) to demonstrate in its environmental impact statement (EIS) and license application whether the MGDS will meet the requirements of federal regulations 10 CFR Part 60, 10 CFR Part 960, and 40 CFR Part 191. Complete study plans for this part of the project were prepared by the USGS and approved by the DOE in August and September of 1990. The US Bureau of Reclamation (Reclamation) was selected by the USGS as a contractor to provide probable maximum flood (PMF) magnitudes and associated inundation maps for preliminary engineering design of the surface facilities at Yucca Mountain. These PMF peak flow estimates are necessary for successful waste repository design and construction. The PMF technique was chosen for two reasons: (1) this technique complies with ANSI requirements that PMF technology be used in the design of nuclear related facilities (ANSI/ANS, 1981), and (2) the PMF analysis has become a commonly used technology to predict a ``worst possible case`` flood scenario. For this PMF study, probable maximum precipitation (PMP) values were obtained for a local storm (thunderstorm) PMP event. These values were determined from the National Weather Services`s Hydrometeorological Report No. 49 (HMR 49).

    The objective of this project, which was supported by the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Chemical and Biological Division (CBD), was to investigate options for the decontamination of the exteriors and interiors of vehicles in the civilian setting in order to restore those vehicles to normal use following the release of a highly toxic chemical. The decontamination of vehicles is especially challenging because they often contain sensitive electronic equipment, multiple materials some of which strongly adsorb chemical agents, and in the case of aircraft, have very rigid material compatibility requirements (i.e., they cannot be exposed to reagents that may cause even minor corrosion). A systems analysis approach was taken examine existing and future civilian vehicle decontamination capabilities.

    This report summarizes Argonne's review of the Office of Nuclear Waste Isolation's (ONWI's) final report entitled The Organic Geochemistry of Deep Ground Waters from the Palo Duro Basin, Texas, dated September 1983.     If power beamed from space is to be become widely used on Earth in the first half of the 21St century, several thus-far-persistent impediments must be obviated, including threshold effects and problematic aspects of cost, availability, reliability, hazards and environmental impacts. We sketch a generally-applicable route to doing so, noting key enabling technologies and practical features. Likely-essential features of any successful strategy include vigorous, systematic leveraging of all intrinsic features of space-derived power, e.g., addressing marginal, high-value-added markets for electric power in space- and time-agile manners to conveniently provide power-upon-demand, and incrementally ''wedging'' into ever-larger markets with ever more cost-efficient generations and scales of technology. We suggest that no prudent strategic plan will rely upon large-scale, long-term public subsidies--fiscal, regulatory, etc.--with their attendant ''sovereign risks'' and interminable delays, and that plan-essential governmental support likely will be limited to early feasibility demonstrations, provision of threshold technologies and a rational, competition-neutral licensing environment. If salient realities are uniformly respected and accessible technologies are intelligently leveraged, electricity derived from space-sourced power-beams may come into significant civilian use during the latter part of the first quarter of this century, and may become widely used by the half-century point.

    A radioactive battery which includes a capsule containing the active material and a thermopile associated therewith is presented. The capsule is both a shield to stop the radiations and thereby make the battery safe to use, and an energy conventer. The intense radioactive decay taking place inside is converted to useful heat at the capsule surface. The heat is conducted to the hot thermojunctions of a thermopile. The cold junctions of the thermopile are thermally insulated from the heat source, so that a temperature difference occurs between the hot and cold junctions, causing an electrical current of a constant magnitude to flow.

    The U.S. Nuclear Regulatory Commission (NRC) was established in 1974 with the mission to license and regulate the civilian use of nuclear materials for commercial, industrial, academic, and medical uses in order to protect public health and safety, and the environment, and promote the common defense and security. Currently, approximately half (∼49%) of the workforce at the NRC has been with the Agency for less than six years. As part of the Agency's mission, the NRC has partial responsibility for the oversight of the transportation and storage of radioactive materials. The NRC has experienced a significant level of expertise leaving the Agency due to staff attrition. Factors that contribute to this attrition include retirement of the experienced nuclear workforce and mobility of staff within or outside the Agency. Several knowledge management (KM) initiatives have been implemented within the Agency, with one of them including the formation of a Division of Spent Fuel Storage and Transportation (SFST) KM team. The team, which was formed in the fall of 2008, facilitates capturing, transferring, and documenting regulatory knowledge for staff to effectively perform their safety oversight of transportation and storage of radioactive materials, regulated under Title 10 of the Code of Federal Regulations (10 CFR) Part 71 and Part 72. In terms of KM, the SFST goal is to share critical information among the staff to reduce the impact from staff's mobility and attrition. KM strategies in place to achieve this goal are: (1) development of communities of practice (CoP) (SFST Qualification Journal and the Packaging and Storing Radioactive Material) in the on-line NRC Knowledge Center (NKC); (2) implementation of a SFST seminar program where the seminars are recorded and placed in the Agency's repository, Agency-wide Documents Access and Management System (ADAMS); (3) meeting of technical discipline group programs to share knowledge within specialty areas; (4) development of

    EM`s Office of Science and Technology has established the Tank Focus Area (TFA) to manage and carry out an integrated national program of technology development for tank waste remediation. The TFA is responsible for the development, testing, evaluation, and deployment of remediation technologies within a system architecture to characterize, retrieve, treat, concentrate, and dispose of radioactive waste stored in the underground stabilize and close the tanks. The goal is to provide safe and cost-effective solutions that are acceptable to both the public and regulators. Within the DOE complex, 335 underground storage tanks have been used to process and store radioactive and chemical mixed waste generated from weapon materials production and manufacturing. Collectively, thes tanks hold over 90 million gallons of high-level and low-level radioactive liquid waste in sludge, saltcake, and as supernate and vapor. Very little has been treated and/or disposed or in final form.

    Published levels of radioactivity in food crops from 21 countries and 4 island chains of Oceania are listed. The tabulation includes more than 3000 examples of 100 different crops. Data are arranged alphabetically by food crop and geographical origin. The sampling date, nuclide measured, mean radioactivity, range of radioactivities, sample basis, number of samples analyzed, and bibliographic citation are given for each entry, when available. Analyses were reported most frequently for /sup 137/Cs, /sup 40/K, /sup 90/Sr, /sup 226/Ra, /sup 228/Ra, plutonium, uranium, total alpha, and total beta, but a few authors also reported data for /sup 241/Am, /sup 7/Be, /sup 60/Co, /sup 55/Fe, /sup 3/H, /sup 131/I, /sup 54/Mn, /sup 95/Nb, /sup 210/Pb, /sup 210/Po, /sup 106/Ru, /sup 125/Sb, /sup 228/Th, /sup 232/Th, and /sup 95/Zr. Based on the reported data it appears that radioactivity from alpha emitters in food crops is usually low, on the order of 0.1 Bq.g/sup -1/ (wet weight) or less. Reported values of beta radiation in a given crop generally appear to be several orders of magnitude greater than those of alpha emitters. The most striking aspect of the data is the great range of radioactivity reported for a given nuclide in similar food crops with different geographical origins.

    This paper documents the status of the technical design for the upgrade and expansion to the existing Low-level Liquid Radioactive Waste (LLLRW) treatment facility in Murmansk, the Russian Federation. This facility, owned by the Ministry of Transportation and operated by the Russian company RTP Atomflot in Murmansk, Russia, has been used by the Murmansk Shipping Company (MSCo) to process low-level liquid radioactive waste generated by the operation of its civilian icebreaker fleet. The purpose of the new design is to enable Russia to permanently cease the disposal at sea of LLLRW in the Arctic, and to treat liquid waste and high saline solutions from both the Civil and North Navy Fleet operations and decommissioning activities. Innovative treatments are to be used in the plant which are discussed in this paper.

    Current technologies for the detection of airborne radioactive contamination do not provide real-time capability. Most of these techniques are based on the capture of particulate matter in air onto filters which are then processed in the laboratory; thus, the turnaround time for detection of contamination can be many days. To address this shortcoming, an effort is underway to adapt LRAD (Long-Range-Alpha-Detection) technology for real-time monitoring of airborne releases of alpa-emitting radionuclides. Alpha decays in air create ionization that can be subsequently collected on electrodes, producing a current that is proportional to the amount of radioactive material present. Using external fans on a pipe containing LRAD detectors, controlled samples of ambient air can be continuously tested for the presence of radioactive contamination. Current prototypes include a two-chamber model. Sampled air is drawn through a particulate filter and then through the first chamber, which uses an electrostatic filter at its entrance to remove ambient ionization. At its exit, ionization that occurred due to the presence of radon is collected and recorded. The air then passes through a length of pipe to allow some decay of short-lived radon species. A second chamber identical to the first monitors the remaining activity. Further development is necessary on air samples without the use of particulate filtering, both to distinguish ionization that can pass through the initial electrostatic filter on otherwise inert particulate matter from that produced through the decay of radioactive material and to separate both of these from the radon contribution. The end product could provide a sensitive, cost-effective, real-time method of determining the presence of airborne radioactive contamination.

In one embodiment, a sensor assembly has two elements, one comprised of an ion-exchange material which binds cations and the other comprised of an ion-exchange material which binds anions. Each ion-exchange element is further comprised of a scintillation plastic and a photocurrent generator. When a radioactive substance to which the sensor is exposed binds to either element and emits alpha or beta particles, photons produced in the scintillation plastic illuminate the photocurrent generator of that element. Sensing apparatus senses generator output and thereby indicates whether cationic species or anionic species or both are present and also provides an indication of species quantity. 2 figs.

    A process for treating radioactive waste solutions prior to disposal is described. A water-soluble phosphate, borate, and/or silicate is added. The solution is sprayed with steam into a space heated from 325 to 400 deg C whereby a powder is formed. The powder is melted and calcined at from 800 to 1000 deg C.     In the United States we generate greater than 500 million tons of toxic waste per year which pose a threat to human health and the environment. Some of the most toxic of these wastes are those that are radioactively contaminated. This thesis explores the need for permanent disposal facilities to isolate radioactive waste materials that are being stored temporarily, and therefore potentially unsafely, at generating facilities. Because of current controversies involving the interstate transfer of toxic waste, more states are restricting the flow of wastes into - their borders with the resultant outcome of requiring the management (storage and disposal) of wastes generated solely within a state`s boundary to remain there. The purpose of this project is to study nuclear waste storage issues and public perceptions of this important matter. Temporary storage at generating facilities is a cause for safety concerns and underscores, the need for the opening of permanent disposal sites. Political controversies and public concern are forcing states to look within their own borders to find solutions to this difficult problem. Permanent disposal or retrievable storage for radioactive waste may become a necessity in the near future in Colorado. Suitable areas that could support - a nuclear storage/disposal site need to be explored to make certain the health, safety and environment of our citizens now, and that of future generations, will be protected.

    A boron containing burn resistant, low-level radiation protection material useful, for example, as a liner for radioactive waste disposal and storage, a component for neutron absorber, and a shield for a neutron source is described. The material is basically composed of borax in the range of 25 to 50%, coal tar in the range of 25 to 37.5%, with the remainder being an epoxy resin mix. A preferred composition is 50% borax, 25% coal tar and 25% epoxy resin. The material is not susceptible to burning and is about 1/5 the cost of existing radiation protection material utilized in similar applications.

    Apparatus for use in processing radioactive waste materials for shipment and storage in solid form in a container is disclosed. The container includes a top, and an opening in the top which is smaller than the outer circumference of the container. The apparatus includes an enclosure into which the container is placed, solution feed apparatus for adding a solution containing radioactive waste materials into the container through the container opening, and at least one rotatable blade for blending the solution with a fixing agent such as cement or the like as the solution is added into the container. The blade is constructed so that it can pass through the opening in the top of the container. The rotational axis of the blade is displaced from the center of the blade so that after the blade passes through the opening, the blade and container can be adjusted so that one edge of the blade is adjacent the cylindrical wall of the container, to insure thorough mixing. When the blade is inside the container, a substantially sealed chamber is formed to contain vapors created by the chemical action of the waste solution and fixant, and vapors emanating through the opening in the container.
