    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    The primary markets for recycled office paper are tissue mills, printing and writing paper, and paperboard packaging. Other uses include exports and newsprint. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper. North American capacity to produce deinked market pulp skyrocketed in the first half of this decade. However, oversupply in the end markets for office paper led to financial problems and shutdown for several of these new mills.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments.     According to the 2014 Wind Technologies Market Report, total installed wind power capacity in the United States grew at a rate of eight percent in 2014, bringing the United States total installed capacity to nearly 66 gigawatts (GW), which ranks second in the world and meets 4.9 percent of U.S. end-use electricity demand in an average year. In total, 4,854 MW of new wind energy capacity were installed in the United States in 2014. Data on these applications are not the focus of this report, though a brief discussion on Distributed Wind Power is provided on page 4. Much of the data included in this report were compiled by Berkeley Lab, and come from a variety of sources, including the American Wind Energy Association (AWEA), the Energy Information Administration (EIA), and the Federal Energy Regulatory Commission (FERC).     Wind energy research began at the Rocky Flats test site in 1976 when Rockwell International subcontracted with the Energy Research and Development Administration (ERDA). The Rocky Flats Plant was competitively selected from a number of ERDA facilities primarily because it experienced high instantaneous winds and provided a large, clear land area. By 1977, several small wind turbines were in place. During the facility`s peak of operation, in 1979-1980, researchers were testing as many as 23 small wind turbines of various configurations, including commercially available machines and prototype turbines developed under subcontract to Rocky Flats. Facilities also included 8-kW, 40-kW, and 225-kW dynamometers; a variable-speed test bed; a wind/hybrid test facility; a controlled velocity test facility (in Pueblo, Colorado); a modal test facility, and a multimegawatt switchgear facility. The main laboratory building was dedicated in July 1981 and was operated by the Rocky Flats Plant until 1984, when the Solar Energy Research Institute (SERI) and Rocky Flats wind energy programs were merged and transferred to SERI. SERI and now the National Renewable Energy Laboratory (NREL) continued to conduct wind turbine system component tests after 1987, when most program personnel were moved to the Denver WEst Office Park in Golden and site ownership was transferred back to Rocky Flats. The Combined Experiment test bed was installed and began operation in 1988, and the NREL structural test facility began operation in 1990. In 1993, the site`s operation was officially transferred to the DOE Golden Field Office that oversees NREL. This move was in anticipation of NREL`s renovation and reoccupation of the facility in 1994.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

    The Small Wind Certification Council (SWCC) created a successful accredited certification program for small and medium wind turbines using the funding from this grant. SWCC certifies small turbines (200 square meters of swept area or less) to the American Wind Energy Association (AWEA) Small Wind Turbine Performance and Safety Standard (AWEA Standard 9.1 – 2009).     The Tribes, through its consultant and advisor, Distributed Generation Systems (Disgen) -Native American Program and Resources Division, of Lakewood CO, assessed and qualified, from a resource and economic perspective, a wind energy generation facility on tribal lands. The goal of this feasibility project is to provide wind monitoring and to engage in preproject planning activities designed to provide a preliminary evaluation of the technical, economic, social and environmental feasibility of developing a sustainable, integrated wind energy plan for the Eastern Shoshone and the Northern Arapahoe Tribes, who resides on the Wind River Indian Reservation.     The steady increase of wind power on the grid presents new challenges for power system operators charged with making sure the grid stays up and running. "We need to ensure that we are going down a path that will lead to better reliability [with wind power]," said Bob Zavadil, an executive vice president at EnerNex Corporation in Knoxville, Tenn., a firm specializing in renewable energy grid interconnection and integration. "If this piece isn't done, there will be problems." EnerNex has spent the last decade perfecting wind turbine and plant models that test a wind plant's influence on the grid and its ability to provide grid support.     The Mid-Atlantic Baseline Studies Project helped address environmental barriers to offshore wind energy development in the mid-Atlantic region by providing regulators, developers, and other stakeholders with comprehensive baseline ecological data and analyses. Project funders and collaborators from a range of academic institutions, non-governmental organizations, federal agencies, foundations, and private companies came together to study bird, sea turtle, and marine mammal distributions, densities, and movements on the mid-Atlantic Outer Continental Shelf between 2012 and 2014. Specific project activities and goals included the following: (1) Conduct standardized surveys to quantify bird, sea turtle, and marine mammal densities seasonally and annually throughout the study region and identify important habitat use or aggregation areas. (2) Develop statistical models to help understand the drivers of wildlife distribution and abundance patterns. (3) Use individual tracking data for several focal bird species to provide information on population connectivity and individual movements that is complementary to survey data. (4) Identify species that are likely to be exposed to offshore wind energy development activities in the mid-Atlantic study area. (5) Develop U.S.-based technological resources and assessment methods for future monitoring efforts, including a comparison of high resolution digital video aerial surveys to boat-based surveys. (6) Help meet data needs associated with National Environmental Policy Act (NEPA), Marine Mammal Protection Act, and Endangered Species Act requirements, by contributing several years of data and analysis towards future Environmental Impact Statements.     Tall onshore wind turbines, with hub heights between 80 m and 100 m, can extract large amounts of energy from the atmosphere since they generally encounter higher wind speeds, but they face challenges given the complexity of boundary layer flows. This complexity of the lowest layers of the atmosphere, where wind turbines reside, has made conventional modeling efforts less than ideal. To meet the nation's goal of increasing wind power into the U.S. electrical grid, the accuracy of wind power forecasts must be improved. In this report, the Lawrence Livermore National Laboratory, in collaboration with the University of Colorado at Boulder, University of California at Berkeley, and Colorado School of Mines, evaluates innovative approaches to forecasting sudden changes in wind speed or 'ramping events' at an onshore, multimegawatt wind farm. The forecast simulations are compared to observations of wind speed and direction from tall meteorological towers and a remote-sensing Sound Detection and Ranging (SODAR) instrument. Ramping events, i.e., sudden increases or decreases in wind speed and hence, power generated by a turbine, are especially problematic for wind farm operators. Sudden changes in wind speed or direction can lead to large power generation differences across a wind farm and are very difficult to predict with current forecasting tools. Here, we quantify the ability of three models, mesoscale WRF, WRF-LES, and PF.WRF, which vary in sophistication and required user expertise, to predict three ramping events at a North American wind farm.

    The 20% Wind Energy by 2030 report was developed as part of the Advanced Energy Initiative. Published in 2008, the report was largely based on information collected and analyzed in 2006. Much has changed since then, including shifts in technology, markets, and policy. The industry needs a new, clear, vision for wind power that is shared among stakeholders from the U.S. government, industry, academia, and NGO communities. At WINDPOWER 2013, the U.S. Department of Energy, in partnership with the American Wind Energy Association and the Wind Energy Foundation, launched a project to update the 20% report with new objectives.     The objective of this project was to add generating capacity on an in-stream flow release at Tacoma Power's Cushman hydroelectric project, Cushman No. 2 Dam, FERC Project P-460. The flow that is being used to generate additional electricity was being discharged from a valve at the base of the dam without recovery of the energy. A second objective to the project was to incorporate upstream fish passage by use of a fish collection structure attached to the draft tubes of the hydroelectric units. This will enable reintroduction of native anadromous fish above the dams which have blocked fish passage since the late 1920's. The project was funded in part by the American Recovery and Reinvestment Act through the Department of Energy, Office of Energy, Efficiency and Renewable Energy, Wind and Water Power Program.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

    The area of wind turbine component manufacturing represents a business opportunity in the wind energy industry. Modern wind turbines can provide large amounts of electricity, cleanly and reliably, at prices competitive with any other new electricity source. Over the next twenty years, the US market for wind power is expected to continue to grow, as is the domestic content of installed turbines, driving demand for American-made components. Between 2005 and 2009, components manufactured domestically grew eight-fold to reach 50 percent of the value of new wind turbines installed in the U.S. in 2009. While that growth is impressive, the industry expects domestic content to continue to grow, creating new opportunities for suppliers. In addition, ever-growing wind power markets around the world provide opportunities for new export markets.
