Cerium Doped LSO/LYSO Crystal Development for future High Energy Physics Experiments

Because of their high stopping power and fast and bright scintillation, cerium doped LSO and LYSO crystals have attracted a broad interest in the physics community pursuing precision electromagnetic calorimeter for future high energy physics experiments. Their excellent radiation hardness against gamma-rays, neutrons and charged hadrons also makes them a preferred material for calorimeters to be operated in a severe radiation environment, such as the HL-LHC. An effort was made at SIPAT to grow 25 X{sub 0} (28 cm) long LYSO crystals for high energy physics applications. In this paper, the optical and scintillation properties and its radiation hardness against gamma-ray irradiations up to 1 Mrad are presented for the first 2.5 X 2.5 X 28 cm LYSO sample. An absorption band was found at the seed end of this sample and three other 20 cm long samples, which was traced back to a bad seed crystal used in the corresponding crystal growth process. Significant progresses in optical and scintillation properties were achieved for large size LYSO crystals after eliminating this absorption band.

Electroluminescent devices such as light-emitting diodes (LED) and high-energy density batteries. These new polymers offer cost savings, weight reduction, ease of processing, and inherent rugged design compared to conventional semiconductor materials. The photovoltaic industry has grown more than 30% during the past three years. Lightweight, flexible solar modules are being used by the U.S. Army and Marine Corps for field power units. LEDs historically used for indicator lights are now being investigated for general lighting to replace fluorescent and incandescent lights. These so-called solid-state lights are becoming more prevalent across the country since they produce efficient lighting with little heat generation. Conductive polymers are being sought for battery development as well. Considerable weight savings over conventional cathode materials used in secondary storage batteries make portable devices easier to carry and electric cars more efficient and nimble. Secondary battery sales represent an $8 billion industry annually. The purpose of the project was to synthesize and characterize conductive polymers. TRACE Photonics Inc. has researched critical issues which affect conductivity. Much of their work has focused on production of substituted poly(phenylenevinylene) compounds. These compounds exhibit greater solubility over the parent polyphenylenevinylene, making them easier to process. Alkoxy substituted groups evaluated during this study included: methoxy, propoxy, and heptyloxy. Synthesis routes for production of alkoxy-substituted poly phenylenevinylene were developed. Considerable emphasis was placed on final product yield and purity.

The US Department of Energy's Office of Industrial Technologies (OIT) conducts R D activities which focus on the objectives of improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial energy conservation. The Office also conducts programs to reduce waste generation, increase recycling efforts, and improve the use of wastes as process feedstocks. An active program of technology transfer and education supports these activities and encourages adoption of new technologies. To accomplish these objectives OIT cooperates with the private sector to identify its technological needs and to share R D efforts. R D is conducted to the point that a new technology is shown to work and that it can be transferred to the private sector end-users. Low thermal conductivity skutterudites

Recent experimental results on semiconductors with the skutterudite crystal structure show that these materials possess attractive transport properties and have a good potential for achieving ZT values substantially larger than for state-of-the-art thermoelectric materials. Both n-type and p-type conductivity samples have been obtained, using several preparation techniques. Associated with a low hole effective mass, very high carrier mobilities, low electrical resistivities and moderate Seebeck coefficients are obtained in p-type skutterudites. For a comparable doping level, the carrier mobilities of n-type samples are about an order of magnitude lower than the values achieved on p-type samples. However, the much larger electron effective masses and Seebeck coefficients on p-type samples. However, the much larger electron effective masses and Seebeck coefficients make n-type skutterudite promising candidates as well. Unfortunately, the thermal conductivities of the binary skutterudites compounds are too large, particularly at low temperatures, to be useful for thermoelectric applications. Several approaches to the reduction of the lattice thermal conductivity in skutterudites are being pursued: heavy doping, formation of solid solutions and alloys, study of novel ternary and filled skutterudite compounds. All those approaches have already resulted in skutterudite compositions with substantially lower thermal conductivity values in these materials. Recently, superior thermoelectric properties in the moderate to high temperature range were achieved for compositions combining alloying and filling of the skutterudite structure. Experimental results and mechanisms responsible for low thermal conductivity in skutterudites are discussed.

Polymers which are soluble in common organic solvents and are electrically conductive, but which also may be synthesized in such a manner that they become nonconductive. Negative ions from the electrolyte used in the electrochemical synthesis of a polymer are incorporated into the polymer during the synthesis and serve as a dopant. A further electrochemical step may be utilized to cause the polymer to be conductive. The monomer repeat unit is comprised of two rings, a pyrrole molecule joined to a thienyl group, or a furyl group, or a phenyl group. The individual groups of the polymers are arranged in an alternating manner. For example, the backbone arrangement of poly(furylpyrrole) is -furan-pyrrole-furan-pyrrole- furan-pyrrole. In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010 was a pivotal year for the Procurement and Property Department. A provision of the management contract that was signed fives years ago required us to achieve cost savings of $30M. I am proud to announce that this last fiscal year we reached that goal, in large part due to the implementation of eBuy, and the negotiation of strategic sourcing contracts. Our last wall-to-wall inventory exceeded all the Department of Energy's (DOE) national targets and DOE approved the LBNL property system unconditionally. Of the total inventory, 92.3% or 25,601 assets were accounted for using barcode scanning that made the inventory process much more efficient. The effective management of the American Recovery and Reinvestment Act (ARRA) funds was strengthened by the continued successful partnership that LBNL shares with our DOE Site Office. They provided authority, support and clarity to this very complex task. The Laboratory's ARRA Stimulus Committee played a critical role in assuring internal controls, compliance with DOE regulations and quality financial management. The LBNL Budget Officer led a DOE complex-wide effort to identify and share how various DOE facilities track and report ARRA-funded projects, share best practices, evaluate issues and discuss solutions. LBNL has been recognized as a leader in this process and will continue to share knowledge and best practices with other DOE laboratories. Continuous education of our staff as well as the greater Laboratory population was still a major focus of the OCFO. With the help of many OCFO senior managers and staff that acted as subject-matter experts, the Core Financial Management Program was completely re-engineered and resulted in a revised classroom and web-based curriculum that will be formally rolled out Lab-wide in early FY2011. The Office of Sponsored Projects and Industry Partnerships (OSPIP) led the effort to select and purchase four Click Commerce software modules for the LBNL electronic Scientific Research Administration (eSRA) project. The photodetector has a mesa structure formed from semiconductor layers which include a type-II superlattice formed of alternating layers of InAs and In.sub.xGa.sub.1-xSb with 0.ltoreq.x.ltoreq.0.5. Impurity doped regions are formed on sidewalls of the mesa structure to provide for a lateral conduction of photo-generated carriers which can provide an increased carrier mobility and a reduced surface recombination. An optional bias electrode can be used in the photodetector to control and vary a cut-off wavelength or a depletion width therein. The photodetector can be formed as a single-color or multi-color device, and can also be used to form a focal plane array which is compatible with conventional read-out integrated circuits.

Purpose of this document is to provide Westinghouse Government Owned Contractor Operated (GOCO) Facilities with information that can be used to implement or improve drill programs. Elements of this guide are highly recommended for use when implementing a new drill program or when assessing an existing program. Casualty drills focus on response to abnormal conditions presenting a hazard to personnel, environment, or equipment; they are distinct from Emergency Response Exercises in which the training emphasis is on site, field office, and emergency management team interaction. The DOE documents which require team training and conducting drills in nuclear facilities and should be used as guidance in non-nuclear facilities are: DOE 5480.19 (Chapter 1 of Attachment I) and DOE 5480.20 (Chapter 1, paragraphs 7 a. and d. of continuing training). Casualty drills should be an integral part of the qualification and training program at every DOE facility.

Optical Conductivity with Holographic Lattices

We add a gravitational background lattice to the simplest holographic model of matter at finite density and calculate the optical conductivity. With the lattice, the zero frequency delta function found in previous calculations (resulting from translation invariance) is broadened and the DC conductivity is finite. The optical conductivity exhibits a Drude peak with a cross-over to power-law behavior at higher frequencies. Surprisingly, these results bear a strong resemblance to the properties of some of the cuprates.

The team developed an energy efficient building concept for the 64,304 sqft office building, located in Hamm, Germany. This document contains the Performance Objectives and Criteria (POC) that have been developed for environmental audits and assessments conducted by the Office of the Assistant Secretary for Environment, Safety and Health. The Environmental POC can serve multiple purposes. Primarily, they are to serve as guidelines for the technical specialists conducted the audits and assessments, and for the team management. The POC can also serve as supporting documents for training of technical discipline specialists and Team Leaders and as bases for DOE programs and field offices and contractors conducting audit or assessment activities or improving environmental protection programs. It must be recognized that not all of the POC will necessarily apply to all DOE facilities. The users of this document must rely upon their knowledge of the facility and their professional judgment, or the judgment of qualified environmental professionals to determine the applicability of each POC. The POC cover eleven technical disciplines: air; surface water and drinking water quality; groundwater; waste management; toxic and chemical materials; radiation; quality assurance; inactive waste sites and releases; ecological and cultural resources; the National Environmental Policy Act (NEPA); and environmental management systems.

Environmental Audit of the Grand Junction Projects Office

The Grand Junction Projects Office (GJPO) is located in Mesa County, Colorado, immediately south and west of the Grand Junction city limits. The US Atomic Energy Commission (AEC) established the Colorado Raw Materials Office at the present-day Grand Junction Projects Office in 1947, to aid in the development of a viable domestic uranium industry. Activities at the site included sampling uranium concentrate; pilot-plant milling research, including testing and processing of uranium ores; and operation of a uranium mill pilot plant from 1954 to 1958. The last shipment of uranium concentrate was sent from GJPO in January, 1975. Since that time the site has been utilized to support various DOE programs, such as the former National Uranium Resource Evaluation (NURE) Program, the Uranium Mill Tailings Remedial Action Project (UMTRAP), the Surplus Facilities Management Program (SFMP), and the Technical Measurements Center (TMC). All known contamination at GJPO is believed to be the result of the past uranium milling, analyses, and storage activities. Hazards associated with the wastes impounded at GJPO include surface and ground-water contamination and potential radon and gamma-radiation exposure. This report documents the results of the Baseline Environmental Audit conducted at Grand Junction Projects Office (GJPO) located in Grand Junction, Colorado. The Grand Junction Baseline Environmental Audit was conducted from May 28 to June 12, 1991, by the Office of Environmental Audit (EH-24). This Audit evaluated environmental programs and activities at GJPO, as well as GJPO activities at the State-Owned Temporary Repository. 4 figs., 12 tabs.

By taking into account the full order(\\alpha'^3) type IIB string theory corrections to the supergravity action, we compute the leading finite 't Hooft coupling order(\\lambda^{-3/2}) corrections to the conductivity of strongly-coupled SU(N) {\\cal {N}}=4 supersymmetric Yang-Mills plasma in the large N limit. Optical conductivity of curved graphene

We compute the optical conductivity for an out-of-plane deformation in graphene using an approach based on solutions of the Dirac equation in curved space. Different examples of periodic deformations along one direction translates into an enhancement of the optical conductivity peaks in the region of the far and mid infrared frequencies for periodicities $\\sim100\\,$nm. The width and position of the peaks can be changed by dialling the parameters of the deformation profiles. The enhancement of the optical conductivity is due to intraband transitions and the translational invariance breaking in the geometrically deformed background. Furthemore, we derive an analytical solution of the Dirac equation in a curved space for a general deformation along one spatial direction. For this class of geometries, it is shown that curvature induces an extra phase in the electron wave function, which can also be explored to produce interference devices of the Aharonov-Bohm type.

Conductive Channel for Energy Transmission

For many years the attempts to create conductive channels of big length were taken in order to study the upper atmosphere and to settle special tasks, related to energy transmission. There upon the program of creation of 'Impulsar' represents a great interest, as this program in a combination with high-voltage high repetition rate electrical source can be useful to solve the above mentioned problems (N. Tesla ideas for the days of high power lasers). The principle of conductive channel production can be shortly described as follows. The 'Impulsar' - laser jet engine vehicle - propulsion take place under the influence of powerful high repetition rate pulse-periodic laser radiation. In the experiments the CO{sub 2}-laser and solid state Nd:YAG laser systems had been used. Active impulse appears thanks to air breakdown (<30 km) or to the breakdown of ablated material on the board (>30 km), placed in the vicinity of the focusing mirror-acceptor of the breakdown waves. With each pulse of powerful laser the device rises up, leaving a bright and dense trace of products with high degree of ionization and metallization by conductive nano-particles due to ablation. Conductive dust plasma properties investigation in our experiments was produced by two very effective approaches: high power laser controlled ablation and by explosion of wire. Experimental and theoretical results of conductive canal modeling will be presented. The estimations show that with already experimentally demonstrated figures of specific thrust impulse the lower layers of the Ionosphere can be reached in several ten seconds that is enough to keep the high level of channel conductivity and stability with the help of high repetition rate high voltage generator. Some possible applications for new technology are highlighted.

Energy use in office buildings

This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

Hydraulic Conductivity Measurements Barrow 2014

Six individual ice cores were collected from Barrow Environmental Observatory in Barrow, Alaska, in May of 2013 as part of the Next Generation Ecosystem Experiment (NGEE). Each core was drilled from a different location at varying depths. A few days after drilling, the cores were stored in coolers packed with dry ice and flown to Lawrence Berkeley National Laboratory (LBNL) in Berkeley, CA. 3-dimensional images of the cores were constructed using a medical X-ray computed tomography (CT) scanner at 120kV. Hydraulic conductivity samples were extracted from these cores at LBNL Richmond Field Station in Richmond, CA, in February 2014 by cutting 5 to 8 inch segments using a chop saw. Samples were packed individually and stored at freezing temperatures to minimize any changes in structure or loss of ice content prior to analysis. Hydraulic conductivity was determined through falling head tests using a permeameter [ELE International, Model #: K-770B]. After approximately 12 hours of thaw, initial falling head tests were performed. Two to four measurements were collected on each sample and collection stopped when the applied head load exceeded 25% change from the original load. Analyses were performed between 2 to 3 times for each sample. The final hydraulic conductivity calculations were computed using methodology of Das et al., 1985.

After-hours Power Status of Office Equipment and Inventory of Miscellaneous Plug-load Equipment

This research was conducted in support of two branches of the EPA ENERGY STAR program, whose overall goal is to reduce, through voluntary market-based means, the amount of carbon dioxide emitted in the U.S. The primary objective was to collect data for the ENERGY STAR Office Equipment program on the after-hours power state of computers, monitors, printers, copiers, scanners, fax machines, and multi-function devices. We also collected data for the ENERGY STAR Commercial Buildings branch on the types and amounts of ''miscellaneous'' plug-load equipment, a significant and growing end use that is not usually accounted for by building energy managers. This data set is the first of its kind that we know of, and is an important first step in characterizing miscellaneous plug loads in commercial buildings. The main purpose of this study is to supplement and update previous data we collected on the extent to which electronic office equipment is turned off or automatically enters a low power state when not in active use. In addition, it provides data on numbers and types of office equipment, and helps identify trends in office equipment usage patterns. These data improve our estimates of typical unit energy consumption and savings for each equipment type, and enables the ENERGY STAR Office Equipment program to focus future effort on products with the highest energy savings potential. This study expands our previous sample of office buildings in California and Washington DC to include education and health care facilities, and buildings in other states. We report data from twelve commercial buildings in California, Georgia, and Pennsylvania: two health care buildings, two large offices (> 500 employees each), three medium offices (50-500 employees), four education buildings, and one ''small office'' that is actually an aggregate of five small businesses. Two buildings are in the San Francisco Bay area of California, five are in Pittsburgh, Pennsylvania, and five are in Atlanta, Georgia.

Advances in inherently conducting polymers

The discovery of polyacetylene as the prototype material led to extensive research on its synythesis and characterization. The techniques that emerged as the most important and promising ones are those that dealt with molecular orientation and that resulted in conductivities almost as high as that of copper. The study of dozens of other materials followed. Interest in conducting polymers stems from their nonclassical optical and electronic properties as well as their potential technological applications. However, some of the factors currently limiting their use are the lack of long-term stability and the need to develop conventional low-cost techniques for easy processing. Therefore, research was extended toward solving these problems, and progress has been recently made in that direction. The synthesis of new materials such as stable and easily processable alkylthiophenes, water-soluble polymers, and multicomponent systems, including copolymers and composites, constitutes an important step forward in the area of synthetic metals. However, a full understanding of materials chemistry and properties requires more work in the years to come. Although, few small-scale applications have proven to be successful, long-term stability and applicability tests are needed before their commercial use becomes reality.

The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites in accordance with Public Law 95-604, the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRA Project`s mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. The US Department of Energy (DOE) UMTRA Project Office directs the overall Project. Because these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA Project Office shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan or an industry standard format that has been approved by the DOE Project Office.

The US Department of Energy`s Office of Technology Development (OTD) within the Office of Environmental Management was established in 1989 to conduct an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT&E) for innovative environmental cleanup solutions that are safer and more time- and cost-effective than those currently available. In many cases, the development of new technology presents the best hope for ensuring a substantive reduction in risk to the environment and improved worker/public safety within realistic financial constraints. Five major remediation and waste management problem areas have been identified to date within the DOE weapons complex; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; High-Level Waste Tank Remediation; Landfill Stabilization; and Facility Transitioning, Decommissioning, and Final Disposition. New technologies to address these problem areas are demonstrated to the point that they are proven to work and that they can be transferred to the private sector end-users. This bibliography contains information on scientific and technical reports sponsored by the Office of Environmental Management from its inception in 1989 through June 1994. Future issues contain reports from Technology Development activities and will be published biannually.

Hydraulic conductivity of shaly sands

The effects of clays on the hydraulic conductivity of a sandstone are analyzed by considering a simple clay coating structure for the sand grains. In the model, silicate insulating nuclei are uniformly surrounded by charged clay particles. The total charge on the clays is compensated by a counterion density Q{sub v}. Assuming a capillary flow regime inside this granular model a Kozeny-Carman type equation has been derived, expressing its intrinsic permeability k in terms of a porosity-tortuosity factor {phi}{sup (m{minus}0.5)} and of the parameter Q{sub v}. The power-law derived expression shows that k decreases with the amount of clay, not only because a high Q{sub v} implies a narrowing of the pore channels, but also because it modifies the hydraulic tortuosity of the medium. This new equation has been statistically tested with extensive petrophysical laboratory data for different types of shaly sandstones.

Power levels in office equipment: Measurements of new monitors and personal computers

Electronic office equipment has proliferated rapidly over the last twenty years and is projected to continue growing in the future. Efforts to reduce the growth in office equipment energy use have focused on power management to reduce power consumption of electronic devices when not being used for their primary purpose. The EPA ENERGY STAR[registered trademark] program has been instrumental in gaining widespread support for power management in office equipment, and accurate information about the energy used by office equipment in all power levels is important to improving program design and evaluation. This paper presents the results of a field study conducted during 2001 to measure the power levels of new monitors and personal computers. We measured off, on, and low-power levels in about 60 units manufactured since July 2000. The paper summarizes power data collected, explores differences within the sample (e.g., between CRT and LCD monitors), and discusses some issues that arise in m etering office equipment. We also present conclusions to help improve the success of future power management programs.Our findings include a trend among monitor manufacturers to provide a single very low low-power level, and the need to standardize methods for measuring monitor on power, to more accurately estimate the annual energy consumption of office equipment, as well as actual and potential energy savings from power management.
