    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved. 7 figs.

    A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations.     This pilot study project explored the problem of providing access to the nomadic worker who desires to connect a computer through network access points at a number of different locations within the SNL/NM campus as well as outside the campus. The design and prototype development gathered knowledge that may allow a design to be developed that could be extended to a larger number of SNL/NM network drop boxes. The focus was to provide a capability for a worker to access the SNL IRN from a network drop box (e.g. in a conference room) as easily as when accessing the computer network from the office normally used by the worker. Additional study was done on new methods to authenticate the off campus worker, and protect and control access to data.

    Transmission line faults must be located accurately to allow maintenance crews to arrive at the scene and repair the faulted section as soon as possible. Rugged terrain and geographical layout cause some sections of power transmission lines to be difficult to reach. In the past, a variety of fault location algorithms were introduced as either an add-on feature in protective relays or stand-alone implementation in fault locators. In both cases, the measurements of current and voltages were taken at one terminal of a transmission line only. Under such conditions, it may become difficult to determine the fault location accurately, since data from other transmission line ends are required for more precise computations. In the absence of data from the other end, existing algorithms have accuracy problems under several circumstances, such as varying switching and loading conditions, fault infeed from the other end, and random value of fault resistance. Most of the one-end algorithms were based on estimation of voltage and current phasors. The need to estimate phasors introduces additional difficulty in high-speed tripping situations where the algorithms may not be fast enough in determining fault location accurately before the current signals disappear due to the relay operation and breaker opening. This article introduces a unique concept of high-speed fault location that can be implemented either as a simple add-on to the digital fault recorders (DFRs) or as a stand-alone new relaying function. This advanced concept is based on the use of voltage and current samples that are synchronously taken at both ends of a transmission line. This sampling technique can be made readily available in some new DFR designs incorporating receivers for accurate sampling clock synchronization using the satellite Global Positioning System (GPS).

    Hanford facilities that contain fissionable materials capable of achieving critical mass are monitored with nuclear accident dosimeters (NADS) in compliance with the requirements of DOE Order 5480.11, Chapter XI, Section 4.c. (DOE 1988). The US Department of Energy (DOE) Richland Field Office (RL) has assigned the responsibility for maintaining and evaluating the Hanford NAD system to the Instrumentation and External Dosimetry (I ED) Section of Pacific Northwest Laboratory's (PNL's) Health Physics Department. This manual provides a description of the Hanford NAD, criteria and instructions for proper NAD placement, and the locations of these dosimeters onsite.

    A radio location system comprises a wireless transmitter that outputs two megahertz period bursts of two gigahertz radar carrier signals. A receiver system determines the position of the transmitter by the relative arrival of the radar bursts at several component receivers set up to have a favorable geometry and each one having a known location. One receiver provides a synchronizing gating pulse to itself and all the other receivers to sample the ether for the radar pulse. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information.

    The Grand Junction Projects Office (GJPO) is located in Mesa County, Colorado, immediately south and west of the Grand Junction city limits. The US Atomic Energy Commission (AEC) established the Colorado Raw Materials Office at the present-day Grand Junction Projects Office in 1947, to aid in the development of a viable domestic uranium industry. Activities at the site included sampling uranium concentrate; pilot-plant milling research, including testing and processing of uranium ores; and operation of a uranium mill pilot plant from 1954 to 1958. The last shipment of uranium concentrate was sent from GJPO in January, 1975. Since that time the site has been utilized to support various DOE programs, such as the former National Uranium Resource Evaluation (NURE) Program, the Uranium Mill Tailings Remedial Action Project (UMTRAP), the Surplus Facilities Management Program (SFMP), and the Technical Measurements Center (TMC). All known contamination at GJPO is believed to be the result of the past uranium milling, analyses, and storage activities. Hazards associated with the wastes impounded at GJPO include surface and ground-water contamination and potential radon and gamma-radiation exposure. This report documents the results of the Baseline Environmental Audit conducted at Grand Junction Projects Office (GJPO) located in Grand Junction, Colorado. The Grand Junction Baseline Environmental Audit was conducted from May 28 to June 12, 1991, by the Office of Environmental Audit (EH-24). This Audit evaluated environmental programs and activities at GJPO, as well as GJPO activities at the State-Owned Temporary Repository. 4 figs., 12 tabs.

    The gas measurement process is a continuous cycle which includes (i) installation, operation and maintenance of metering equipment, (ii) production of volume statements and reports based on meter outputs, and (iii) maintenance and archival of records pertaining to operation of metering facilities. While some of these activities are performed by field operations personnel, others are performed by a volume processing department or measurement engineering group which may often be centrally located and therefore separated from field technical personnel. The division of responsibilities combined with geographic barriers requires that everyone involved in the process participate in a continuous cycle of communication to ensure that customer needs are met and goals are achieved. Companies within the was industry organize their gas measurement functions differently based on a variety of factors. These include the size of the company, the geographic location of meter facilities in relation to the chart office, reliance on service companies etc. However, regardless of the organization structure and reporting relationship the single most important factor in ensuring accurate measurement and that customer`s needs are met, is clear and open communication between field and office functions. This paper deals with the relationship between field measurement personnel and the volume processing office which integrates charts, reviews and refines electronic flow meter data, produces volume statements and maintains permanent meter records. We will begin by discussing, the needs of field measurement.

    Businesses are becoming more team-based, and the physical surroundings must change in order to support the new working methods. As a result, architectural and real estate requirement are changing. Fundamentally, facilities must reduce operating costs and become more efficient. It is also important to find a way to combat obsolescence. In many U.S. office buildings, the infrastructure can`t handle the requirements placed on it. This includes power distribution, signal distribution, and HVAC; all the computers brought into the office generate heat. Computers and other devices keep proliferating, and as a result, the infrastructure of buildings is obsolete in 7 to 10 years. One example is the Sears Tower in Chicago, which was built in 1972; by 1985 it could no longer handle the computer loads. This occurs everywhere. The changing office technology requires mobility. Work may be done in a train, a car, at home, or in an office building. A person may work with different teams in four or five different locations. The proliferation of electronic equipment adds up to an increase in power loads, and the bottom line is the increased demand on HVAC systems.

    A helicopter magnetic survey was conducted in August 2007 over 15.6 sq mi at the Naval Petroleum Reserve No. 3’s (NPR-3) Teapot Dome Field near Casper, Wyoming. The survey’s purpose was to accurately locate wells drilled there during more than 90 years of continuous oilfield operation. The survey was conducted at low altitude and with closely spaced flight lines to improve the detection of wells with weak magnetic response and to increase the resolution of closely spaced wells. The survey was in preparation for a planned CO2 flood for EOR, which requires a complete well inventory with accurate locations for all existing wells. The magnetic survey was intended to locate wells missing from the well database and to provide accurate locations for all wells. The ability of the helicopter magnetic survey to accurately locate wells was accomplished by comparing airborne well picks with well locations from an intense ground search of a small test area.

    This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    We describe a finite-difference method for locating apparent horizons and illustrate its capabilities on boosted Kerr and Schwarzschild black holes. Our model spacetime is given by the Kerr-Schild metric. We apply a Lorentz boost to this spacetime metric and then carry out a 3+1 decomposition. The result is a slicing of Kerr/Schwarzschild in which the black hole is propagated and Lorentz contracted. We show that our method can locate distorted apparent horizons efficiently and accurately.

    Air quality and comfort complaints within large buildings are often attributed to air distribution problems. We define three air exchange effectiveness parameters related to air distribution. The first two indicate the indoor air flow pattern (i.e., the extent of short circuiting, mixing, or displacement flow) for an entire building or region. The third parameter is most useful for assessments of the spatial variability of ventilation. We also define the air diffusion effectiveness which indicates the air flow pattern within specific rooms or sections of buildings. The results of measurements of these parameters in US office buildings by the authors and other researchers are reviewed. Almost all measurements indicate very limited short circuiting or displacement flow between locations of air supply and removal. However, a moderate degree of short circuiting is evident from a few measurements in rooms with heated supply air. The results of laboratory-based measurements by the authors are consistent with the field data. Our measurements in office buildings do indicate that ventilation rates can vary substantially between indoor locations, probably due to variation in air supply rates between locations rather than variation in the indoor air flow patterns. One possible method of improving air distribution is to employ task ventilation with air supplied closer to the occupant`s breathing zone. We have evaluated two task ventilation systems in a laboratory setting. During most operating conditions, these systems did not provide a region of substantially increased ventilation where occupants breath. However, both systems are capable of providing substantially enhanced ventilation at the breathing zone under some operating conditions. Therefore, task ventilation is a potential option for using ventilation air more effectively.

    Devices such as mobile phones, tablets, and sensors are often equipped with GPS that accurately report a person's location. Combined with wireless communication, these devices enable a wide range of new social tools and applications. These same qualities, however, leave location-aware applications vulnerable to privacy violations. This paper introduces the Negative Quad Tree, a privacy protection method for location aware applications. The method is broadly applicable to applications that use spatial density information, such as social applications that measure the popularity of social venues. The method employs a simple anonymization algorithm running on mobile devices, and a more complex reconstruction algorithm on a central server. This strategy is well suited to low-powered mobile devices. The paper analyzes the accuracy of the reconstruction method in a variety of simulated and real-world settings and demonstrates that the method is accurate enough to be used in many real-world scenarios.

    In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010 was a pivotal year for the Procurement and Property Department. A provision of the management contract that was signed fives years ago required us to achieve cost savings of $30M. I am proud to announce that this last fiscal year we reached that goal, in large part due to the implementation of eBuy, and the negotiation of strategic sourcing contracts. Our last wall-to-wall inventory exceeded all the Department of Energy's (DOE) national targets and DOE approved the LBNL property system unconditionally. Of the total inventory, 92.3% or 25,601 assets were accounted for using barcode scanning that made the inventory process much more efficient. The effective management of the American Recovery and Reinvestment Act (ARRA) funds was strengthened by the continued successful partnership that LBNL shares with our DOE Site Office. They provided authority, support and clarity to this very complex task. The Laboratory's ARRA Stimulus Committee played a critical role in assuring internal controls, compliance with DOE regulations and quality financial management. The LBNL Budget Officer led a DOE complex-wide effort to identify and share how various DOE facilities track and report ARRA-funded projects, share best practices, evaluate issues and discuss solutions. LBNL has been recognized as a leader in this process and will continue to share knowledge and best practices with other DOE laboratories. Continuous education of our staff as well as the greater Laboratory population was still a major focus of the OCFO. With the help of many OCFO senior managers and staff that acted as subject-matter experts, the Core Financial Management Program was completely re-engineered and resulted in a revised classroom and web-based curriculum that will be formally rolled out Lab-wide in early FY2011. The Office of Sponsored Projects and Industry Partnerships (OSPIP) led the effort to select and purchase four Click Commerce software modules for the LBNL electronic Scientific Research Administration (eSRA) project. The apparatus, which can be formed as a part of a fiber-optic transmitter or as a stand-alone instrument, utilizes a vertical-cavity surface-emitting laser (VCSEL) to generate a test pulse of light which is coupled into an optical fiber under test. The VCSEL is subsequently reconfigured by changing a bias voltage thereto and is used as a resonant-cavity photodetector (RCPD) to detect a portion of the test light pulse which is reflected or scattered from any fault within the optical fiber. A time interval .DELTA.t between an instant in time when the test light pulse is generated and the time the reflected or scattered portion is detected can then be used to determine the location of the fault within the optical fiber.

    Current federal guidance on occupational radiation protection recognizes the importance of conducting air flow studies to assist in the placement of air sampling and monitoring equipment. In support of this, Pacific Northwest Laboratory has provided technical assistance to Westinghouse Hanford Company for the purpose of evaluating the adequacy of air sampling and monitoring locations at selected Hanford facilities. Qualitative air flow studies were performed using smoke aerosols to visually determine air movement. Three examples are provided of how air flow studies results, along with information on the purpose of the air sample being collected, were used as a guide in placing the air samplers and monitors. Preparatory steps in conducting an air flow study should include: (1) identifying type of work performed in the work area including any actual or potential release points; (2) determining the amounts of radioactive material available for release and its chemical and physical form; (3) obtaining accurate work area descriptions and diagrams; (4) identifying the location of existing air samplers and monitors; (5) documenting physical and ventilation configurations; (6) notifying appropriate staff of the test; and (7) obtaining necessary equipment and supplies. The primary steps in conducting an air flow study are measurements of air velocities in the work area, release of the smoke aerosol at selected locations in the work area and the observation of air flow patterns, and finally evaluation and documentation of the results. 2 refs., 3 figs.

    The functionalization with amine groups was developed on the SBA-15, and its effect in the laccase immobilization was compared with that of a Periodic Mesoporous Aminosilica. A method to encapsulate the laccase in situ has now been developed. In this work, spherical aberration (C{sub s}) corrected scanning transmission electron microscopy combined with high angle annular dark field detector and electron energy loss spectroscopy were applied to identify the exact location of the enzyme in the matrix formed by the ordered mesoporous solids.
