Since its establishment, the Department of Energy`s Office of Health and Environmental Research (OHER) has had responsibility for conducting biological research to develop the knowledge needed to identify, understand, and anticipate the long-term health consequences of energy use and development, including the potential health impacts of radiation. The Health Effects Research Program has established the basis for understanding the health consequences of radiation for humans, developed radiation dosimetry methodology, characterized and evaluated the health impacts of fossil fuels, and developed and conducted research to determine the health impacts of inhaled toxicants. The results of this research have provided input for setting genetic standards for radiation and chemical exposure.

NIOSH (National Institute for Occupational Safety and Health) indoor air quality in office buildings

A total of 356 indoor-air-quality health-hazard evaluations were completed by NIOSH from 1971 through December of 1985. Most of these studies concerned government and private office buildings where there were worker complaints. Worker complaints resulted from contamination from inside the building (19% of the cases), contamination from outside (11 percent), contamination from the building fabric (4%), biological contamination (5%), inadequate ventilation (50%), and unknown causes (11%). Health complaints addressed by investigative efforts included eye irritation, dry throat, headache, fatigue, sinus congestion, skin irritation, shortness of breath, cough, dizziness, and nausea.

The Nevada Test Site Underground Safety and Health Standards Working Group was formed at the direction of John D. Stewart, Director, Nevada Test Site Office in April, 1990. The objective of the Working Group was to compile a safety and health standard from the California Tunnel Safety Orders and OSHA for the underground operations at the NTS, (excluding Yucca Mountain). These standards are called the NTS U/G Safety and Health Standards. The Working Group submits these standards as a RECOMMENDATION to the Director, NTSO. Although the Working Group considers these standards to be the most integrated and comprehensive standards that could be developed for NTS Underground Operations, the intent is not to supersede or replace any relevant DOE orders. Rather the intent is to collate the multiple safety and health references contained in DOE Order 5480.4 that have applicability to NTS Underground Operations into a single safety and heath standard to be used in the underground operations at the NTS. Each portion of the standard was included only after careful consideration by the Working Group and is judged to be both effective and appropriate. The specific methods and rationale used by the Working Group are outlined as follows: The letter from DOE/HQ, dated September 28, 1990 cited OSHA and the CTSO as the safety and health codes applicable to underground operations at the NTS. These mandated codes were each originally developed to be comprehensive, i.e., all underground operations of a particular type (e.g., tunnels in the case of the CTSO) were intended to be adequately regulated by the appropriate code. However, this is not true; the Working Group found extensive and confusing overlap in the codes in numerous areas. Other subjects and activities were addressed by the various codes in cursory fashion or not at all.

The Health and Safety Laboratory (HASL) of the Atomic Energy Commission has provided much of the data on exposure assessment in uranium contractor facilities and on fallout radionuclides in the environment. The research performed in the beryllium industry 1947-1949 led to establishment of the protection standards that exist to this day. This laboratory was formed in 1947, as part of the Medical Division of the New York Operations Office, directed by B.S. Wolf, HASL was directed initially by Merril Eisenbud and subsequently by S. Allen Lough and John Harley. The history of the Laboratory is traced from its beginning, and the projects described that led to HASL's reputation as a trouble-shooting arm of the Atomic Energy Commission. 4 refs.

A significant portion of the research undertaken at Pacific Northwest Laboratory (PNL) is focused on the strategic programs of the US Department of Energy`s (DOE) Office of Health and Environmental Research (OHER). These programs, which include Environmental Processes (Subsurface Science, Ecosystem Function and Response, and Atmospheric Chemistry), Global Change (Climate Change, Environmental Vulnerability, and Integrated Assessments), Biotechnology (Human Genome and Structural Biology), and Health (Health Effects and Medical Applications), have been established by OHER to support DOE business areas in science and technology and environmental quality. PNL uses a set of critical capabilities based on the Laboratory`s research facilities and the scientific and technological expertise of its staff to help OHER achieve its programmatic research goals. Integration of these capabilities across the Laboratory enables PNL to assemble multidisciplinary research teams that are highly effective in addressing the complex scientific and technical issues associated with OHER-sponsored research. PNL research efforts increasingly are focused on complex environmental and health problems that require multidisciplinary teams to address the multitude of time and spatial scales found in health and environmental research. PNL is currently engaged in research in the following areas for these OHER Divisions: Environmental Sciences -- atmospheric radiation monitoring, climate modeling, carbon cycle, atmospheric chemistry, ecological research, subsurface sciences, bioremediation, and environmental molecular sciences; Health Effects and Life Sciences -- cell/molecular biology, and biotechnology; Medical Applications and Biophysical Research -- analytical technology, and radiological and chemical physics. PNL`s contributions to OHER strategic research programs are described in this report.

Westinghouse Savannah River Company (Westinghouse) manages and operates the Savannah River Site, located in Aiken, South Carolina, for the US Department of Energy (Department). Westinghouse was self-insured for health benefits and contracted with Aetna Insurance to administer the plan (service payments to providers) from Calendar Year (CY) 1989 through 1996. Westinghouse`s administrative service contract with Aetna Insurance expired on December 31, 1996. Westinghouse chose Blue Cross/Blue Shield of South Carolina (BC/BS) to administer its health plan, effective January 1, 1997. After the contract was awarded to BC/BS, 47 health care providers in the Aiken area submitted their resignations as preferred providers for BC/BS. The health care providers complained that the fees received from BC/BS were less than they were previously paid through Aetna Insurance. As a result, Westinghouse instructed BC/BS to negotiate a modified fee schedule for all the health care providers in the Aiken area. The audit objective was to determine whether the health benefit costs incurred by Westinghouse under the BC/BS contract were necessary and reasonable.

Changing ventilation rates in U.S. offices: Implications for health, work performance, energy, and associated economics

This paper provides quantitative estimates of benefits and costs of providing different amounts of outdoor air ventilation in U.S. offices. For four scenarios that modify ventilation rates, we estimated changes in sick building syndrome (SBS) symptoms, work performance, short-term absence, and building energy consumption. The estimated annual economic benefits were $13 billion from increasing minimum ventilation rates (VRs) from 8 to 10 L/s per person, $38 billion from increasing minimum VRs from 8 to 15 L/s per person, and $33 billion from increasing VRs by adding outdoor air economizers for the 50% of the office floor area that currently lacks economizers. The estimated $0.04 billion in annual energy-related benefits of decreasing minimum VRs from 8 to 6.5 L/s per person are very small compared to the projected annual costs of $12 billion. Benefits of increasing minimum VRs far exceeded energy costs while adding economizers yielded health, performance, and absence benefits with energy savings.

DOE has prepared an Environmental Assessment (EA) (DOE/EA-0921) evaluating the proposed construction and operation of the Ambulatory Research and Education Center (AREC), which would be located on the top seven floors of the existing NeuroSensory Research Center (NRC) on the campus of the Oregon Health Sciences University (OHSU) at Portland, Oregon. The proposed action would combine activities scattered across the campus into a central facility. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, 42 USC 4321 et seq. Therefore, an environmental impact statement (EIS) is not required and the Department is issuing this Finding of No Significant Impact (FONSI).

Inspection of Environment, Safety, and Health Management at the Oak Ridge Operations Office and East Tennessee Technology Park- Volume I, May 2003

The Secretary of Energys Office of Independent Oversight and Performance Assurance (OA) conducted an inspection of environment, safety, and health (ES&H) and emergency management programs at the U.S. Department of Energy (DOE) East Tennessee Technology Park (ETTP) site in April-May 2003. The inspection was performed as a joint effort by the OA Office of Environment, Safety and Health Evaluations and the Office of Emergency Management Oversight. This volume discusses the results of the review of the ETTP ES&H programs. The results of this OA inspection indicate that work remains to address a number of deficiencies in ISM processes and implementation of those processes. However, the results of this inspection also indicate that ETTP has made significant progress in the past three years in addressing systemic deficiencies. Section 2 of this volume provides an overall discussion of the results of the review of the ETTP ES&H programs, including positive aspects and weaknesses. Section 3 provides OAs conclusions regarding the overall effectiveness of OR and ETTP management of the ES&H programs. Section 4 presents the ratings assigned during this review. Appendix A provides supplemental information, including team composition. Appendix B identifies the specific findings that require corrective action and follow-up. Appendix C presents the results of the review of selected guiding principles of ISM. Appendix D presents the results of the review of the OR and contractor feedback and continuous improvement processes. Appendices E and F provide the results of the review of the application of the core functions of ISM for the selected BJC and BNFL activities, respectively.

This research was conducted in support of two branches of the EPA ENERGY STAR program, whose overall goal is to reduce, through voluntary market-based means, the amount of carbon dioxide emitted in the U.S. The primary objective was to collect data for the ENERGY STAR Office Equipment program on the after-hours power state of computers, monitors, printers, copiers, scanners, fax machines, and multi-function devices. We also collected data for the ENERGY STAR Commercial Buildings branch on the types and amounts of ''miscellaneous'' plug-load equipment, a significant and growing end use that is not usually accounted for by building energy managers. This data set is the first of its kind that we know of, and is an important first step in characterizing miscellaneous plug loads in commercial buildings. The main purpose of this study is to supplement and update previous data we collected on the extent to which electronic office equipment is turned off or automatically enters a low power state when not in active use. In addition, it provides data on numbers and types of office equipment, and helps identify trends in office equipment usage patterns. These data improve our estimates of typical unit energy consumption and savings for each equipment type, and enables the ENERGY STAR Office Equipment program to focus future effort on products with the highest energy savings potential. This study expands our previous sample of office buildings in California and Washington DC to include education and health care facilities, and buildings in other states. We report data from twelve commercial buildings in California, Georgia, and Pennsylvania: two health care buildings, two large offices (> 500 employees each), three medium offices (50-500 employees), four education buildings, and one ''small office'' that is actually an aggregate of five small businesses. Two buildings are in the San Francisco Bay area of California, five are in Pittsburgh, Pennsylvania, and five are in Atlanta, Georgia.

The 1992 Annual Report from Pacific Northwest Laboratory (PNL) to the US Department of Energy (DOE) describes research in environment and health conducted during fiscal year 1992. This report consists of four volumes oriented to particular segments of the PNL program, describing research performed for the DOE Office of Health and Environmental Research in the Office of Energy Research. The parts of the 1992 Annual Report are: Biomedical Sciences; Environmental Sciences; Atmospheric Sciences; and Physical Sciences. This Report is Part II: Environmental Sciences. Included in this report are developments in Subsurface Science, Terrestrial Science, Laboratory-Directed Research and Development, Interactions with Educational Institutions, Technology Transfer, Publications, and Presentations. The research is directed toward developing a fundamental understanding of subsurface and terrestrial systems as a basis for both managing these critical resources and addressing environmental problems such as environmental restoration and global change. The Technology Transfer section of this report describes a number of examples in which fundamental research is laying the groundwork for the technology needed to resolve important environmental problems. The Interactions with Educational Institutions section of the report illustrates the results of a long-term, proactive program to make PNL facilities available for university and preuniversity education and to involve educational institutions in research programs. The areas under investigation include the effect of geochemical and physical phenomena on the diversity and function of microorganisms in deep subsurface environments, ways to address subsurface heterogeneity, and ways to determine the key biochemical and physiological pathways (and DNA markers) that control nutrient, water, and energy dynamics in arid ecosystems and the response of these systems to disturbance and climatic change.

After-hours power status of office equipment and energy use of miscellaneous plug-load equipment

This research was conducted in support of two branches of the EPA ENERGY STAR program, whose overall goal is to reduce, through voluntary market-based means, the amount of carbon dioxide emitted in the U.S. The primary objective was to collect data for the ENERGY STAR Office Equipment program on the after-hours power state of computers, monitors, printers, copiers, scanners, fax machines, and multi-function devices. We also collected data for the ENERGY STAR Commercial Buildings branch on the types and amounts of miscellaneous plug-load equipment, a significant and growing end use that is not usually accounted for by building energy managers. For most types of miscellaneous equipment, we also estimated typical unit energy consumption in order to estimate total energy consumption of the miscellaneous devices within our sample. This data set is the first of its kind that we know of, and is an important first step in characterizing miscellaneous plug loads in commercial buildings. The main purpose of this study is to supplement and update previous data we collected on the extent to which electronic office equipment is turned off or automatically enters a low power state when not in active use. In addition, it provides data on numbers and types of office equipment, and helps identify trends in office equipment usage patterns. These data improve our estimates of typical unit energy consumption and savings for each equipment type, and enables the ENERGY STAR Office Equipment program to focus future effort on products with the highest energy savings potential. This study expands our previous sample of office buildings in California and Washington DC to include education and health care facilities, and buildings in other states. We report data from sixteen commercial buildings in California, Georgia, and Pennsylvania: four education buildings, two medical buildings, two large offices (> 500 employees each), three medium offices (50-500 employees each), and five small business offices (< 50 employees each). Two buildings are in the San Francisco Bay are a of California, nine (including the five small businesses) are in Pittsburgh, Pennsylvania, and five are in Atlanta, Georgia.

The 1992 Annual Report from Pacific Northwest Laboratory (PNL) to the US Department of Energy (DOE) describes research in environment and health conducted during fiscal year 1992. This report consists of four volumes oriented to particular segments of the PNL program, describing research performed for the DOE Office of Health and Environmental Research in the Office of Energy Research. The parts of the 1992 Annual Report are: Biomedical Sciences; Environmental Sciences; Atmospheric Sciences; and Physical Sciences. This Report is Part 2: Environmental Sciences. Included in this report are developments in Subsurface Science, Terrestrial Science, Laboratory-Directed Research and Development, Interactions with Educational Institutions, Technology Transfer, Publications, and Presentations. The research is directed toward developing a fundamental understanding of subsurface and terrestrial systems as a basis for both managing these critical resources and addressing environmental problems such as environmental restoration and global change. The Technology Transfer section of this report describes a number of examples in which fundamental research is laying the groundwork for the technology needed to resolve important environmental problems. The Interactions with Educational Institutions section of the report illustrates the results of a long-term, proactive program to make PNL facilities available for university and preuniversity education and to involve educational institutions in research programs. The areas under investigation include the effect of geochemical and physical phenomena on the diversity and function of microorganisms in deep subsurface environments, ways to address subsurface heterogeneity, and ways to determine the key biochemical and physiological pathways (and DNA markers) that control nutrient, water, and energy dynamics in arid ecosystems and the response of these systems to disturbance and climatic change.

The US Department of Energy-Office of Heavy Vehicle Technologies (now the DOE-Office of FreedomCar and Vehicle Technologies) signed an Interagency Agreement (IAA) with National Institute for Occupational Safety and Health (NIOSH), No.01-15 DOE, 9/4/01, for 'The analysis of genotoxic activities of exhaust emissions from mobile natural gas, diesel, and spark-ignition engines'; subsequently modified on 3/27/02 (DOE IAG No.01-15-02M1); subsequently modified 9/02/03 (IAA Mod No. 01-15-03M1), as 'The analysis of genotoxic activities of exhaust emissions from mobile internal combustion engines: identification of engine design and operational parameters controlling exhaust genotoxicity'. The DOE Award/Contract number was DE-AI26-01CH11089. The IAA ended 9/30/06. This is the final summary technical report of National Institute for Occupational Safety and Health research performed with the US Department of Energy-Office of FreedomCar and Vehicle Technologies under that IAA: (A) NIOSH participation was requested by the DOE to provide in vitro genotoxicity assays of the organic solvent extracts of exhaust emissions from a suite of in-use diesel or spark-ignition vehicles; (B) research also was directed to develop and apply genotoxicity assays to the particulate phase of diesel exhaust, exploiting the NIOSH finding of genotoxicity expression by diesel exhaust particulate matter dispersed into the primary components of the surfactant coating the surface of the deep lung; (C) from the surfactant-dispersed DPM genotoxicity findings, the need for direct collection of DPM aerosols into surfactant for bioassay was recognized, and design and developmental testing of such samplers was initiated.

The US Department of Energy's Office of Industrial Technologies (OIT) conducts R D activities which focus on the objectives of improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial energy conservation. The Office also conducts programs to reduce waste generation, increase recycling efforts, and improve the use of wastes as process feedstocks. An active program of technology transfer and education supports these activities and encourages adoption of new technologies. To accomplish these objectives OIT cooperates with the private sector to identify its technological needs and to share R D efforts. R D is conducted to the point that a new technology is shown to work and that it can be transferred to the private sector end-users. This bibliography contains information on all scientific and technical reports sponsored by the DOE Industrial Energy Conservation Program during the years 1988--1990.

In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities. We will be very focused on these in the coming fiscal year, but for now, let's review what happened in FY2010. FY2010 was a pivotal year for the Procurement and Property Department. A provision of the management contract that was signed fives years ago required us to achieve cost savings of $30M. I am proud to announce that this last fiscal year we reached that goal, in large part due to the implementation of eBuy, and the negotiation of strategic sourcing contracts. Our last wall-to-wall inventory exceeded all the Department of Energy's (DOE) national targets and DOE approved the LBNL property system unconditionally. Of the total inventory, 92.3% or 25,601 assets were accounted for using barcode scanning that made the inventory process much more efficient. The effective management of the American Recovery and Reinvestment Act (ARRA) funds was strengthened by the continued successful partnership that LBNL shares with our DOE Site Office. They provided authority, support and clarity to this very complex task. The Laboratory's ARRA Stimulus Committee played a critical role in assuring internal controls, compliance with DOE regulations and quality financial management. The LBNL Budget Officer led a DOE complex-wide effort to identify and share how various DOE facilities track and report ARRA-funded projects, share best practices, evaluate issues and discuss solutions. LBNL has been recognized as a leader in this process and will continue to share knowledge and best practices with other DOE laboratories. Continuous education of our staff as well as the greater Laboratory population was still a major focus of the OCFO. With the help of many OCFO senior managers and staff that acted as subject-matter experts, the Core Financial Management Program was completely re-engineered and resulted in a revised classroom and web-based curriculum that will be formally rolled out Lab-wide in early FY2011. The Office of Sponsored Projects and Industry Partnerships (OSPIP) led the effort to select and purchase four Click Commerce software modules for the LBNL electronic Scientific Research Administration (eSRA) project. In early FY2010, the implementation of the Institutional Review Board (IRB) module,

This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Idaho Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. OTD programs are designed to make new, innovative, and more cost-effective technologies available for transfer to DOE environmental restoration and waste management end-users. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

Study downplays health concerns

A government-funded study has concluded that reformulated gasoline containing methyl tert-butyl ether (MTBE) does not increase short-term health risks when compared with gasoline that does not contain the additive. The study, performed by the Health Effects Institute (Cambridge, MA), compared data from dozens of animal, human, and epidemiological studies of health effects linked to oxygenates, including MTBE and ethanol, but did not find enough evidence to warrant an immediate reduction in oxygenate use. However, the study did recommend that additional research be conducted on possible health consequences associated with the gasoline additives, including neurotoxic effects, if oxygenates continue to be used long term. Oxygenates have been used in gasoline since 1992, when EPA mandated that several municipalities use MTBE or other oxygenates in reformulated gasoline to reduce carbon monoxide emissions and meet Clean Air Act requirements. Shortly after the program began, residents in areas where the oxygenates were used complained of nausea, headaches, and dizziness. The institute says the study--funded by EPA and the Centers for Disease Control--will be used for a broader review of gasoline oxygenates by the White House Office of Science and Technology Policy.

Hamm, Germany The new office building for DB Netz AG was designed by the collaborative team of Architrav Architects and the Buildings Physics and Technical Building Services group of the University of Karlsruhe. The team developed an energy efficient building concept for the 64,304 sqft office building, located in Hamm, Germany. The design concept of the building is dominated by architectural solutions for ventilation, cooling and lighting. Use of HVAC and electric lighting is minimized as much as possible.

This report summarizes progress in the environmental sciences research conducted by Pacific Northwest Laboratory (PNL) for the Office of Health and Environment Research in FY 1990. Research is directed toward developing the knowledge needed to guide government policy and technology development for two important environmental problems: environmental restoration and global change. The report is organized by major research areas contributing to resolution of these problems. Additional sections summarize exploratory research, educational institutional interactions, technology transfer, and publications. The PNL research program continues make contributions toward defining and quantifying processes that effect the environment at the local, regional, and global levels. Each research project forms a component in an integrated laboratory, intermediate-scale, and field approach designed to examine multiple phenomena at increasing levels of complexity. This approach is providing system-level insights into critical environmental processes. University liaisons continue to be expanded to strengthen the research and to use PNL resources to train the scientists needed to address long-term environmental problems.

Building-related risk factors and work-related lower respiratory symptoms in 80 office buildings

We assessed building-related risk factors for lower respiratory symptoms in office workers. The National Institute for Occupational Safety and Health in 1993 collected data during indoor environmental health investigations of workplaces. We used multivariate logistic regression analyses to assess relationships between lower respiratory symptoms in office workers and risk factors plausibly related to microbiologic contamination. Among 2,435 occupants in 80 office buildings, frequent, work-related multiple lower respiratory symptoms were strongly associated, in multivariate models, with two risk factors for microbiologic contamination: poor pan drainage under cooling coils and debris in outside air intake. Associations tended to be stronger among those with a history of physician-diagnosed asthma. These findings suggest that adverse lower respiratory health effects from indoor work environments, although unusual, may occur in relation to poorly designed or maintained ventilation systems, particularly among previously diagnosed asthmatics. These findings require confirmation in more representative buildings.
