    The Office of Engineering and Cost Management (EM-24) conducted a Cost Quality Management Assessment of EM-30 and EM-40 activities at the Idaho National Engineering Laboratory on Feb. 3--19, 1992 (Round I). The CQMA team assessed the cost and cost-related management activities at INEL. The Round II CQMA, conducted at INEL Sept. 19--29, 1994, reviewed EM-30, EM-40, EM-50, and EM-60 cost and cost-related management practices against performance objectives and criteria. Round II did not address indirect cost analysis. INEL has made measurable progress since Round I.

    This paper presents a set of 15 best practices for owners, designers, and construction teams of office buildings to reach high performance goals for energy efficiency, while maintaining a competitive budget. They are based on the recent experiences of the owner and design/build team for the Research Support Facility (RSF) on National Renewable Energy Facility's campus in Golden, CO, which show that achieving this outcome requires each key integrated team member to understand their opportunities to control capital costs.

  15. Energy and Cost Savings of Retro-Commissioning and Retrofit Measures for Large Office Buildings

    This paper evaluates the energy and cost savings of seven retro-commissioning measures and 29 retrofit measures applicable to most large office buildings. The baseline model is for a hypothetical building with characteristics of large office buildings constructed before 1980. Each retro-commissioning measure is evaluated against the original baseline in terms of its potential of energy and cost savings while each retrofit measure is evaluated against the commissioned building. All measures are evaluated in five locations (Miami, Las Vegas, Seattle, Chicago and Duluth) to understand the impact of weather conditions on energy and cost savings. The results show that implementation of the seven operation and maintenance measures as part of a retro-commissioning process can yield an average of about 22% of energy use reduction and 14% of energy cost reduction. Widening zone temperature deadband, lowering VAV terminal minimum air flow set points and lighting upgrades are effective retrofit measures to be considered.

    The Department of the Interior's Office of Surface Mining Reclamation and Enforcement (OSM) is spending about $65 million annually to implement regulatory program requirements of the Surface Mining Control and Reclamation Act of 1977. The act requires the regulatory authority, whether OSM or that of a state with an OSM-approved program, to charge fees to mining operators for reviewing, enforcing, and administering coal mine operating permits and authorizes that the amount of such fees can fully recover costs. The OSM and states assess certain fees, but the fees recover only a small portion of their program costs. GAO found that if OSM and states fully recovered their regulatory costs, OSM could save over $50 million a year and the impact on coal demand and production would be minimal. GAO recommends that the Secretary of the Interior collect fees that fully recover OSM's regulatory costs, phase out or substantially reduce financial assistance to states, and encourage states to fully recover their own costs.

    The purpose of this DOE guide is to facilitate the use of consistent procedures to document cost and performance information for projects involving the remediation of media contaminated with hazardous and radioactive wastes. It provides remedial action project managers with a standardized set of data to document completed remediation projects. Standardized reporting of data will broaden the utility of the information, increase confidence in the effectiveness of future remedial technologies, and enhance the organization, storage and retrieval of relevant information for future cleanup projects. The foundation for this guide was laid down by the Federal Remediation Technologies Roundtable (FRTR) in their publication, Guide to Documenting Cost and Performance for Remediation Projects, EPA-542-B- 95-002. Member agencies of the FRTR include the US EPA, the US DOD, the US DOE, and the US DOI. All the member agencies are involved in site remediation projects and anticipate following the guidance provided in the above reference. Therefore, there is much to be gained for DOE to be consistent with the other member agencies as it will be easier to compare projects across different agencies and also to learn from the experiences of a wider spectrum of prior completed projects.

    Intake of chemical air pollutants in residences represents an important and substantial health hazard. Sealing homes to reduce air infiltration can save space conditioning energy, but can also increase indoor pollutant concentrations. Mechanical ventilation ensures a minimum amount of outdoor airflow that helps reduce concentrations of indoor emitted pollutants while requiring some energy for fan(s) and thermal conditioning of the added airflow. This work demonstrates a physics based, data driven modeling framework for comparing the costs and benefits of whole-house mechanical ventilation and applied the framework to new California homes. The results indicate that, on a population basis, the health benefits from reduced exposure to indoor pollutants in New California homes are worth the energy costs of adding mechanical ventilation as specified by ASHRAE Standard 62.2.This study determines the health burden for a subset of pollutants in indoor air and the costs and benefits of ASHRAE's mechanical ventilation standard (62.2) for new California homes. Results indicate that, on a population basis, the health benefits of new home mechanical ventilation justify the energy costs.

    The University of Zaragoza through CIRCE, the New Enterprise foundation, an Opel foundation and the local Government of Aragon have been developed a program to introduce the Stirling Engine as a low cost tool to educate students in mechanical engineering. The promotion of a prize like GNAT Power organized by the magazine Model Engineer in London, has improved the practical education of students in the field of mechanical devices and thermal engines. Two editions of the contest, 1993 and 1994, awarded the greatest power Stirling engine made by only using a little candle of paraffin as a heat source. Four engines were presented in the first edition, with an average power of about 100 mW, and seven engines in the second one, achieving a power of about 230 mW. Presentations in Technical Schools and the University have been carried out. Also low cost tools have been made for measuring an electronic device to draw the real internal pressure volume diagram using a PC. A very didactic software to design classic kinematic alpha, beta and gamma engines plus Ringbom beta and gamma engines has been created. A book is going to be published (in Spanish) explaining the design of small Stirling engines as a way to start with low cost research in thermal engines, a very difficult target with IC engines.

  5. Inspection of the cost reduction incentive program at the Department of Energy`s Idaho Operations Office

    The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

    The DOE Building America program has been conducting research leading to cost effective high performance homes since the early 1990's. Optimizing whole house mechanical ventilation as part of the program's systems engineered approach to constructing housing has been an important subject of the program's research. Ventilation in residential buildings is one component of an effective, comprehensive strategy for creation and maintenance of a comfortable and healthy indoor air environment. The study described in this white paper is based on building energy modeling with an important focus on the indoor humidity impacts of ventilation. The modeling tools used were EnergyPlus version 7.1 (E+) and EnergyGauge USA (EGUSA). Twelve U.S. cities and five climate zones were represented. A total of 864 simulations (2*2*3*3*12= 864) were run using two building archetypes, two building leakage rates, two building orientations, three ventilation systems, three ventilation rates, and twelve climates.

    SLAC Archives and History Office (AHO) backlog of unprocessed material is over 3,000 cubic feet and growing. Because much of this material was directly transferred to off-site storage, the provenance and contents are a mystery. The costs of off-site storage, lack of knowledge of the contents, and the impending federal regulations in 2009 concerning storage facilities all suggest the need for a long-term plan for the backlog. AHO presents these options to SLAC management: (1) Continue with the status quo, adding new accessions to OffSite Records Management, LLC (hereinafter referred to as OffSite) storage; (2) Pull the backlog back a segment at a time for box-level processing, determine what is in each box, get rid of extraneous material, and return what is left to OffSite storage; (3) Gradually retrieve the backlog for thorough, folder-level processing and then transfer to the Federal Records Center in San Bruno (hereinafter referred to as FRC) or the Archives side of the operations at the National Archives and Records Administration in San Bruno (hereinafter referred to as NARA); and (4) Gradually retrieve the backlog for a combination of box-level processing with return to OffSite storage and thorough folder-level processing with transfer to FRC or NARA.

    Coal can support a large fraction of global energy demands for centuries to come, if the environmental problems associated with CO{sub 2} emissions can be overcome. Unlike other candidate technologies, which propose long-term storage (e.g., ocean and geological sequestration), mineral sequestration permanently disposes of CO{sub 2} as geologically stable mineral carbonates. Only benign, naturally occurring materials are formed, eliminating long-term storage and liability issues. Serpentine carbonation is a leading mineral sequestration process candidate, which offers large scale, permanent sequestration. Deposits exceed those needed to carbonate all the CO{sub 2} that could be generated from global coal reserves, and mining and milling costs are reasonable ({approx}$4 to $5/ton). Carbonation is exothermic, providing exciting low-cost process potential. The remaining goal is to develop an economically viable process. An essential step in this development is increasing the carbonation reaction rate and degree of completion, without substantially impacting other process costs. Recently, the Albany Research Center (ARC) has accelerated serpentine carbonation, which occurs naturally over geological time, to near completion in less than an hour. While reaction rates for natural serpentine have been found to be too slow for practical application, both heat and mechanical (attrition grinding) pretreatment were found to substantially enhance carbonation reactivity. Unfortunately, these processes are too energy intensive to be cost-effective in their present form. In this project we explored the potential that utilizing power plant waste heat (e.g., available up to {approx}200-250 C) during mechanical activation (i.e., thermomechanical activation) offers to enhance serpentine mineral carbonation, while reducing pretreatment energy consumption and process cost. This project was carried out in collaboration with the Albany Research Center (ARC) to maximize the insight into the

    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    Seal durability is critical to achieving the 2010 DOE operational life goals for both stationary and transportation PEM fuel cell stacks. The seal material must be chemically and mechanically stable in an environment consisting of aggressive operating temperatures, humidified gases, and acidic membranes. The seal must also be producible at low cost. Currentlyused seal materials do not meet all these requirements. This project developed and demonstrated a high consistency hydrocarbon rubber seal material that was able to meet the DOE technical and cost targets. Significant emphasis was placed on characterization of the material and full scale molding demonstrations.

    The displacement or deferral of substation equipment is a key benefit associated with several technologies that are being developed with the support of the US Department of Energy`s Office of Utility Technologies. This could occur, for example, as a result of installing a distributed generating resource within an electricity distribution system. The objective of this study was to develop a model for preparing preliminary estimates of substation capital costs based on rudimentary conceptual design information. The model is intended to be used by energy systems analysts who need ``ballpark`` substation cost estimates to help establish the value of advanced utility technologies that result in the deferral or displacement of substation equipment. This cost-estimating model requires only minimal inputs. More detailed cost-estimating approaches are recommended when more detailed design information is available. The model was developed by collecting and evaluating approximately 20 sets of substation design and cost data from about 10 US sources, including federal power marketing agencies and private and public electric utilities. The model is principally based on data provided by one of these sources. Estimates prepared with the model were compared with estimated and actual costs for the data sets received from the other utilities. In general, good agreement (for conceptual level estimating) was found between estimates prepared with the cost-estimating model and those prepared by the individual utilities. Thus, the model was judged to be adequate for making preliminary estimates of typical substation costs for US utilities.

    The Department of Energy’s Geothermal Technology Office (GTO) provides RD&D funding for geothermal exploration technologies with the goal of lowering the risks and costs of geothermal development and exploration. The National Renewable Energy Laboratory (NREL) was tasked with developing a metric in 2012 to measure the impacts of this RD&D funding on the cost and time required for exploration activities. The development of this cost and time metric included collecting cost and time data for exploration techniques, creating a baseline suite of exploration techniques to which future exploration cost and time improvements can be compared, and developing an online tool for graphically showing potential project impacts (all available at http://en.openei.org/wiki/Gateway: Geothermal). This paper describes the methodology used to define the baseline exploration suite of techniques (baseline), as well as the approach that was used to create the cost and time data set that populates the baseline.
