    Given the publics interest and concern over the impact of atmospheric greenhouse gases (GHGs) on global warming and related climate change patterns, the course is a timely discussion of the underlying geochemical and mineralogical processes associated with gas-water-mineral-interactions encountered during geological sequestration of CO2. The geochemical and mineralogical processes encountered in the subsurface during storage of CO2 will play an important role in facilitating the isolation of anthropogenic CO2 in the subsurface for thousands of years, thus moderating rapid increases in concentrations of atmospheric CO2 and mitigating global warming. Successful implementation of a variety of geological sequestration scenarios will be dependent on our ability to accurately predict, monitor and verify the behavior of CO2 in the subsurface. The course was proposed to and accepted by the Mineralogical Society of America (MSA) and The Geochemical Society (GS).

    Major utilities, independent power producers, and petroleum and chemical companies are intent on developing a fleet of gasification plants primarily because of high natural gas prices and the implementation of state carbon standards, with federal standards looming. Currently, many projects are being proposed to utilize gasification technologies to produce a synthesis gas or fuel gas stream for the production of hydrogen, liquid fuels, chemicals, and electricity. Financing these projects is challenging because of the complexity, diverse nature of gasification technologies, and the risk associated with certain applications of the technology. The Energy & Environmental Research Center has developed a gasification short course that is designed to provide technical personnel with a broad understanding of gasification technologies and issues, thus mitigating the real or perceived risk associated with the technology. Based on a review of research literature, tutorial presentations, and Web sites on gasification, a short course presentation was prepared. The presentation, consisting of about 500 PowerPoint slides, provides at least 7 hours of instruction tailored to an audience's interests and needs. The initial short course is scheduled to be presented September 9 and 10, 2009, in Grand Forks, North Dakota.

    A training program conducted in Bartlesville by BDM-Oklahoma technical staff, which included geologists, geophysicists, exploration and drilling specialists, and environmental policy experts. The proposed training schedule offered four courses per year and included those coursed identified by the tribes in the survey. The training program was outlined for members of Native American Tribes whose lands have oil and gas resources. The proposed program contributed to meeting the goals of the U.S. Department of Energy's (DOE) Domestic Oil and Gas Initiative to help Native American tribes become more self-sufficient in developing and managing their resources through training in cost-effective, improved technologies for hydrocarbon production that will meet environmental regulations. The training program outlined was for adult tribal representatives who are responsible for managing tribal mineral holdings or setting policy, or who work in the oil and gas industry. The course content is in response to a survey that was developed by BDM-Oklahoma and sent in the Spring of 1995 to 26 tribal agencies identified through previous contact with DOE. Tribes were asked to indicate course content needs, levels, preferred time of year, and location. Six tribes responded with specific recommendations and needs. These tribes, were the Creek, Pueblo, Cherokee, St. Regis Mohawk, Northern Arapho, and Ute Mountain Ute.

    The short course, designed to train personnel who have an interest in measuring mercury in combustion flue gases, was held twice at the Drury Inn in Marion, Illinois. The short course helped to provide attendees with the knowledge necessary to avoid the many pitfalls that can and do occur when measuring mercury in combustion flue gases. The first short course, May 5-8, 2008, included both a classroom-type session and hands-on demonstration of mercury-sampling equipment. The hands-on demonstration of equipment was staged at Southern Illinois Power Cooperative. Not including the Illinois Clean Coal Institute and the U.S. Department of Energy project managers, there were 12 attendees. The second short course was conducted September 16-17, 2008, but only included the classroom portion of the course; 14 people attended. In both cases, lectures were provided on the various mercury measurement methods, and interaction between attendees and EERC research personnel to discuss specific mercury measurement problems was promoted. Overall, the response to the course was excellent.

    Purpose: To investigate the suitability of short-course radiotherapy (RT) for spinal cord compression (SCC) in myeloma patients. Methods and Materials: Data for 172 myeloma patients irradiated between January 1994 and December 2004 for SCC were retrospectively evaluated. Short-course RT (1 x 8 Gy, 5 x 4 Gy, n = 61) and long-course RT (10 x 3 Gy, 15 x 2.5 Gy, 20 x 2 Gy, n = 111) were compared for functional outcome up to 24 months after RT. In addition, 10 potential prognostic factors were investigated. Results: Improvement of motor function occurred in 90 patients (52%). Forty-seven percent of nonambulatory patients regained the ability to walk. Functional outcome was significantly influenced by the time of developing motor deficits before RT. Improvement of motor function was more frequent after long-course RT than after short-course RT: 59% vs. 39% (p = 0.10) at 1 month, 67% vs. 43% (p 0.043) at 6 months, 76% vs. 40% (p = 0.003) at 12 months, 78% vs. 43% (p 0.07) at 18 months, and 83% v 54% (p = 0.33) at 24 months. A subgroup analysis of the long-course RT group demonstrated a similar functional outcome for 10 x 3 Gy when compared with 15 x 2.5 Gy and 20 x 2 Gy. Conclusions: Long-course RT is preferable for SCC in myeloma patients because it resulted in better functional outcome than short-course RT. Treatment with 10 x 3 Gy can be considered appropriate.

    Purpose: To define the maximum tolerated dose of a conformal short-course accelerated radiotherapy in patients with symptomatic advanced pelvic cancer. Methods and Materials: A phase I trial in 3 dose-escalation steps was designed: 14 Gy (3.5-Gy fractions), 16 Gy (4-Gy fractions), and 18 Gy (4.5-Gy fractions). The eligibility criteria included locally advanced and/or metastatic pelvic cancer and Eastern Cooperative Oncology Group performance status of {<=}3. Treatment was delivered in 2 days with twice-daily fractionation and at least an 8-hour interval. Patients were treated in cohorts of 6-12 to define the maximum tolerated dose. The dose-limiting toxicity was defined as any acute toxicity of grade 3 or greater, using the Radiation Therapy Oncology Group scale. Pain was recorded using a visual analog scale. The effect on quality of life was evaluated according to Cancer Linear Analog Scale (CLAS). Results: Of the 27 enrolled patients, 11 were male and 16 were female, with a median age of 72 years (range 47-86). The primary tumor sites were gynecologic (48%), colorectal (33.5%), and genitourinary (18.5%). The most frequent baseline symptoms were bleeding (48%) and pain (33%). Only grade 1-2 acute toxicities were recorded. No patients experienced dose-limiting toxicity. With a median follow-up time of 6 months (range 3-28), no late toxicities were observed. The overall (complete plus partial) symptom remission was 88.9% (95% confidence interval 66.0%-97.8%). Five patients (41.7%) had complete pain relief, and six (50%) showed >30% visual analog scale reduction. The overall response rate for pain was 91.67% (95% confidence interval 52.4%-99.9%). Conclusions: Conformal short course radiotherapy in twice-daily fractions for 2 consecutive days was well tolerated up to a total dose of 18 Gy. A phase II study is ongoing to confirm the efficacy on symptom control and quality of life indexes.

    The Joint US-EC Short Course on Environmental Biotechnology is designed for several purposes. One of the central tenets is to bring together young scientists (at the late Ph.D. or early postdoctoral stages of their careers) in a forum that will set the groundwork for future overseas collaborative interactions. The course is also designed to give the scientists hands-on experience in modern, up-to-date biotechnological methods for the analysis of microbes and their activities pertinent to the remediation of pollutants in the environment. The 2011 course covered multiple theoretical and practical topics in environmental biotechnology. The practical part was centered around a full concise experiment to demonstrate the possibility for targeted remediation of contaminated soil. Experiments included chemical, microbiological, and molecular analyses of sediments and/or waters, contaminant bioavailability assessment, seeded bioremediation, gene probing, PCR amplification, microbial community analysis based on 16S rRNA gene diversity, and microarray analyses. Each of these topics is explained in detail. The practical part of the course was complemented with two lectures per day, given by distinguished scientists from the US and from Europe, covering a research area related to what the students are doing in the course.

    Purpose: To define the maximum tolerated dose (MTD) of a SHort-course Accelerated whole brain RadiatiON therapy (SHARON) in the treatment of patients with multiple brain metastases. Methods and Materials: A phase 1 trial in 4 dose-escalation steps was designed: 12 Gy (3 Gy per fraction), 14 Gy (3.5 Gy per fraction), 16 Gy (4 Gy per fraction), and 18 Gy (4.5 Gy per fraction). Eligibility criteria included patients with unfavorable recursive partitioning analysis (RPA) class > or =2 with at least 3 brain metastases or metastatic disease in more than 3 organ systems, and Eastern Cooperative Oncology Group (ECOG) performance status {<=}3. Treatment was delivered in 2 days with twice-daily fractionation. Patients were treated in cohorts of 6-12 to define the MTD. The dose-limiting toxicity (DLT) was defined as any acute toxicity {>=}grade 3, according to the Radiation Therapy Oncology Group scale. Information on the status of the main neurologic symptoms and quality of life were recorded. Results: Characteristics of the 49 enrolled patients were as follows: male/female, 30/19; median age, 66 years (range, 23-83 years). ECOG performance status was <3 in 46 patients (94%). Fourteen patients (29%) were considered to be in recursive partitioning analysis (RPA) class 3. Grade 1-2 acute neurologic (26.4%) and skin (18.3%) toxicities were recorded. Only 1 patient experienced DLT (neurologic grade 3 acute toxicity). With a median follow-up time of 5 months (range, 1-23 months), no late toxicities have been observed. Three weeks after treatment, 16 of 21 symptomatic patients showed an improvement or resolution of presenting symptoms (overall symptom response rate, 76.2%; confidence interval 0.95: 60.3-95.9%). Conclusions: Short-course accelerated radiation therapy in twice-daily fractions for 2 consecutive days is tolerated up to a total dose of 18 Gy. A phase 2 study has been planned to evaluate the efficacy on overall survival, symptom control, and quality of life indices.

    Purpose: A prospective phase 2 multicenter trial was performed to investigate the efficacy and safety of preoperative short-course concurrent chemoradiation therapy (CRT) followed by delayed surgery for patients with locally advanced rectal cancer. Methods and Materials: Seventy-three patients with cT3-4 rectal cancer were enrolled. Radiation therapy of 25 Gy in 5 fractions was delivered over 5 consecutive days using helical tomotherapy. Concurrent chemotherapy was administered on the same 5 days with intravenous bolus injection of 5-fluorouracil (400 mg/m{sup 2}/day) and leucovorin (20 mg/m{sup 2}/day). After 4 to 8 weeks, total mesorectal excision was performed. The primary endpoint was the pathologic downstaging (ypStage 0-I) rate, and secondary endpoints included tumor regression grade, tumor volume reduction rate, and toxicity. Results: Seventy-one patients completed the planned preoperative CRT and surgery. Downstaging occurred in 20 (28.2%) patients, including 1 (1.4%) with a pathologic complete response. Favorable tumor regression (grade 4-3) was observed in 4 (5.6%) patients, and the mean tumor volume reduction rate was 62.5 21.3%. Severe (grade ?3) treatment toxicities were reported in 27 (38%) patients from CRT until 3 months after surgery. Conclusions: Preoperative short-course concurrent CRT followed by delayed surgery for patients with locally advanced rectal cancer demonstrated poor pathologic responses compared with conventional long-course CRT, and it yielded considerable toxicities despite the use of an advanced radiation therapy technique.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    A new introductory chemistry course has been designed and implemented, complete with weekly laboratory, based on a theme of {open_quotes}Energy and the Environment{close_quotes}. The course provides a rigorous introduction to chemical concepts, systems, and practices, and prepares students for further study in chemistry and other natural sciences. In formulating the course, we have correlated important contemporary issues on energy production and utilization including environmental impact with traditional topics of introductory chemistry and have developed a syllabus in which the latter follow the former. We have employed questions like {open_quotes}What makes a good fuel?{close_quotes}, {open_quotes}How efficiently can energy be produced?{close_quotes}, {open_quotes}What is the chemical basis of ozone depletion?{close_quotes} and {open_quotes}What chemistry underlies global warming?{close_quotes} to motivate the science taught. After a three year trial period in which the course was offered as pan of the multidisciplinary Rochester Ventures series together with a writing course based on {open_quotes}Reason and Argument{close_quotes} and a history course focusing on the development of scientific thought from the preindustrial age to the rise of environmentalism, we have presented the new curriculum in the regular introductory chemistry course.     The $e^+e^-$ pair production by a probe photon traversing a linearly polarized laser pulse is treated as generalized nonlinear Breit-Wheeler process. For short laser pulses with very few oscillations of the electromagnetic field we find below the perturbative weak-field threshold $\\sqrt{s} = 2m$ a similar enhancement of the pair production rate as for circular polarization. The strong subthreshold enhancement is traced back to the finite bandwidth of the laser pulse. A folding model is developed which accounts for the interplay of the frequency spectrum and the intensity distribution in the course of the pulse.

    Savannah River National Laboratory - Savannah River Packaging Technology (SRNL-SRPT) delivered the inaugural offering of the Packaging Operations and Maintenance Course for DOE-EM-45's Packaging Certification Program (PCP) at the University of South Carolina Aiken on September 1 and 2, 2009. Twenty-nine students registered, attended, and completed this training. The DOE-EM-45 Packaging Certification Program (PCP) sponsored the presentation of a new training course, Packaging Maintenance and Operations, on September 1-2, 2009 at the University of South Carolina Aiken (USC-Aiken) campus in Aiken, SC. The premier offering of the course was developed and presented by the Savannah River National Laboratory, and attended by twenty-nine students across the DOE, NNSA and private industry. This training informed package users of the requirements associated with handling shipping containers at a facility (user) level and provided a basic overview of the requirements typically outlined in Safety Analysis Report for Packaging (SARP) Chapters 1, 7, and 8. The course taught packaging personnel about the regulatory nature of SARPs to help reduce associated and often costly packaging errors. Some of the topics covered were package contents, loading, unloading, storage, torque requirements, maintaining records, how to handle abnormal conditions, lessons learned, leakage testing (including demonstration), and replacement parts. The target audience for this course was facility operations personnel, facility maintenance personnel, and field quality assurance personnel who are directly involved in the handling of shipping containers. The training also aimed at writers of SARP Chapters 1, 7, and 8, package designers, and anyone else involved in radioactive material packaging and transportation safety. Student feedback and critiques of the training were very positive. SRNL will offer the course again at USC Aiken in September 2010.

    The State of Alaska's Department of Natural Resources, Division of Minerals and Energy Management, offered 284 tracts of submerged lands in Cook Inlet and uplands on Kalgin Island, the Kenai Peninsula, the west side of Cook Inlet and in the lower Susitna Valley. State geologists classify the area as low in its potential for commercial discoveries of oil, but many companies feel that Cook Inlet has some promise. Major oil companies offered the highest cash bonus bids, but independents and speculators managed to pick up the bulk of the 284 tracts offered.

    Series of short baseline neutrino oscillation experiments provided unexpected results, and now they are called short baseline anomalies, and all indicates an existence of sterile neutrinos with a mass scale around 1~eV. The signals of short baseline anomalies are reported from 4 different classes of experiments. However, at this moment, there is no convincing theoretical model to explain such sterile neutrinos, and a single experiment to confirm 1~eV sterile neutrinos may be challenging. In this short note, we describe classes of short baseline neutrino oscillation experiments and their goals.

    A system is described for the generation of coherent beams of radiation, which consists of: a tube defining a resonant cavity containing a discharge plasma capable of producing coherent radiation, the tube having an elongated shape along an optical axis along the longitudinal axis of the tube, the tube having end portions and an elongated constricted portion connecting the end portions, and the tube having laser windows sealing the end portions to form a closed envelope containing the discharge plasma, a mirror on the optical axis near at least one end of the tube, first and second external electrode means on the outside surfaces of the tube adjacent the opposite ends of the tube, the external electrode means being capacitively coupled to the discharge plasma, and means for providing a source of short pulses electrically to the first external electrode means and means for coupling the second external electrode means to a point of reference potential, further characterized by first and second internal electrode means respectively adjacent the first and second external electrode means and capacitively coupled thereto, the tube having end portions sealed to form a closed envelope containing the discharge plasma and the internal electrode means.

    The Magnet Coil Shorted Turn Detector has been developed to facilitate the location of shorted turns in magnet coils. Finding these shorted turns is necessary to determine failure modes that are a necessary step in developing future production techniques. Up to this point, coils with shorted turns had the insulation burned off without the fault having been located. This disassembly process destroyed any chance of being able to find the fault. In order to maintain a flux balance in a coupled system such as a magnet coil, the current in a shorted turn must be opposed to the incident current. If the direction of the current in each conductor can be measured relative to the incident current, then the exact location of the short can be determined. In this device, an AC voltage is applied to the magnet under test. A small hand held B-dot pickup coil monitors the magnetic field produced by current in the individual magnet conductors. The relative phase of this pickup coil voltage is compared to a reference signal derived from the input current to detect a current reversal as the B-dot pickup coil is swept over the conductors of the coil under test. This technique however, is limited to only those conductors that are accessible to the hand held probe.

    Development of Plug-in Hybrid Electric Vehicles (PHEVs) has recently become a high national priority because of their potential to enable significantly reduced petroleum consumption by the domestic transportation sector in the relatively near term. Lithium-ion (Li-ion) batteries are a critical enabling technology for PHEVs. Among battery technologies with suitable operating characteristics for use in vehicles, Li-ion batteries offer the best combination of energy, power, life and cost. Consequently, worldwide, leading corporations and government agencies are supporting the development of Li-ion batteries for PHEVs, as well as the full spectrum of vehicular applications ranging from mild hybrid to all-electric. In this project, using a combination of well-defined experiments, custom designed cells and simulations, we have improved the understanding of the process by which a Li-ion cell that develops an internal short progresses to thermal runaway. Using a validated model for thermal runaway, we have explored the influence of environmental factors and cell design on the propensity for thermal runaway in full-sized PHEV cells. We have also gained important perspectives about internal short development and progression; specifically that initial internal shorts may be augmented by secondary shorts related to separator melting. Even though the nature of these shorts is very stochastic, we have shown the critical and insufficiently appreciated role of heat transfer in influencing whether a developing internal short results in a thermal runaway. This work should lead to enhanced perspectives on separator design, the role of active materials and especially cathode materials with respect to safety and the design of automotive cooling systems to enhance battery safety in PHEVs.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    During vacuum consumable arc remelting the electrode gap between a consumable electrode and a pool of molten metal is difficult to control. The present invention monitors drop shorts by detecting a decrease in the voltage between the consumable electrode and molten pool. The drop shorts and their associated voltage reductions occur as repetitive pulses which are closely correlated to the electrode gap. Thus, the method and apparatus of the present invention controls electrode gap based upon drop shorts detected from the monitored anode-cathode voltage. The number of drop shorts are accumulated, and each time the number of drop shorts reach a predetermined number, the average period between drop shorts is calculated from this predetermined number and the time in which this number is accumulated. This average drop short period is used in a drop short period electrode gap model which determines the actual electrode gap from the drop short. The actual electrode gap is then compared with a desired electrode gap which is selected to produce optimum operating conditions and the velocity of the consumable error is varied based upon the gap error. The consumable electrode is driven according to any prior art system at this velocity. In the preferred embodiment, a microprocessor system is utilized to perform the necessary calculations and further to monitor the duration of each drop short. If any drop short exceeds a preset duration period, the consumable electrode is rapidly retracted a predetermined distance to prevent bonding of the consumable electrode to the molten remelt.

The sequence contains a short cycle of the periodic resonant pulse excitation that offers new possibilities for implementing the long-lived multi-qubit quantum memory on the condensed spin ensembles that are so important for construction of universal quantum computer and long-distance quantum communications.

    One of Jefferson Lab's original missions was to further our understanding of the short-distance structure of nuclei. In particular, to understand what happens when two or more nucleons within a nucleus have strongly overlapping wave-functions; a phenomena commonly referred to as short-range correlations.     We analyze BATSE time-tagged event (TTE) data for short gamma-ray bursts (T90 duration burst. Performing the cross-correlation between two energy bands, we measure an average lag ~ 20-40 x shorter than for long bursts, and a lag distribution close to symmetric about zero - unlike long bursts. Using a "Bayesian Block" method to identify significantly distinct pulse peaks, we find an order of magnitude fewer pulses than found in studies of long bursts. The disparity in lag magnitude is discontinuous across the ~ 2-s valley between long and short bursts. Thus, short bursts do not appear to be representable as a continuation of long bursts' temporal characteristics.

    Recently continuous wave fiber laser systems with output powers in excess of 500W with good beam quality have been demonstrated [1]. High energy, ultrafast, chirped pulsed fiber laser systems have achieved record output energies of 1mJ [2]. However, these high-energy systems have not been scaled beyond a few watts of average output power. Fiber laser systems are attractive for many applications because they offer the promise of high efficiency, compact, robust systems that are turn key. Applications such as cutting, drilling and materials processing, front end systems for high energy pulsed lasers (such as petawatts) and laser based sources of high spatial coherence, high flux x-rays all require high energy short pulses and two of the three of these applications also require high average power. The challenge in creating a high energy chirped pulse fiber laser system is to find a way to scale the output energy while avoiding nonlinear effects and maintaining good beam quality in the amplifier fiber. To this end, our 3-year LDRD program sought to demonstrate a high energy, high average power fiber laser system. This work included exploring designs of large mode area optical fiber amplifiers for high energy systems as well as understanding the issues associated chirped pulse amplification in optical fiber amplifier systems.

    We analyze the Swift/BAT sample of short gamma-ray bursts, using an objective Bayesian Block procedure to extract temporal descriptors of the bursts' initial pulse complexes (IPCs). The sample is comprised of 12 and 41 bursts with and without extended emission (EE) components, respectively. IPCs of non-EE bursts are dominated by single pulse structures, while EE bursts tend to have two or more pulse structures. The medians of characteristic timescales-durations, pulse structure widths, and peak intervals-for EE bursts are factors of {approx}2-3 longer than for non-EE bursts. A trend previously reported by Hakkila and colleagues unifying long and short bursts-the anti-correlation of pulse intensity and width-continues in the two short burst groups, with non-EE bursts extending to more intense, narrower pulses. In addition, we find that preceding and succeeding pulse intensities are anti-correlated with pulse interval. We also examine the short burst X-ray afterglows as observed by the Swift/X-Ray Telescope (XRT). The median flux of the initial XRT detections for EE bursts ({approx}6x10{sup -10} erg cm{sup -2} s{sup -1}) is {approx}>20x brighter than for non-EE bursts, and the median X-ray afterglow duration for EE bursts ({approx}60,000 s) is {approx}30x longer than for non-EE bursts. The tendency for EE bursts toward longer prompt-emission timescales and higher initial X-ray afterglow fluxes implies larger energy injections powering the afterglows. The longer-lasting X-ray afterglows of EE bursts may suggest that a significant fraction explode into denser environments than non-EE bursts, or that the sometimes-dominant EE component efficiently powers the afterglow. Combined, these results favor different progenitors for EE and non-EE short bursts.

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

The sudden cycles are characterized by the stable limit cycle which is the invariant of the global cycle propagator. During their operation the state of the working medium possesses significant coherence which is not erased in the equilibration segments due to the very short time allocated. Unfortunately, many competing mechanisms can cause the same observable final-state as an initial-state correlation, making truly isolating the signal extremely challenging. This paper reviews the recent experimental evidence for short-range correlations, as well as explores the possibility that such correlations are responsible for the EMC effect in the 0.3 < xB < 0.7 deep inelastic scattering ratios.

    We present lattice studies of heavy quark potentials in the quenched approximation of QCD at finite temperatures. Both, the color singlet and color averaged potentials are calculated. While the potentials are well known at large distances, we give a detailed analysis of their short distance behavior (from 0.015 fm to 1 fm) near the critical temperature. At these distances we expect that the T-dependent potentials go over into the zero temperature potential. Indeed, we find evidences that the temperature influence gets suppressed and the potentials starts to become a unique function of the underlying distance scale. We use this feature to normalize the heavy quark potentials at short distances and extract the free energy of the quark system in a gluonic heat bath.

    Highlights: ? Effective management of temple floral offerings using E. fetida. ? Physico-chemical properties in TW VC were better especially EC, C/N, C/P and TK. ? TW VC as plant growth promoter at much lower application rates than KW and FYW VC. - Abstract: Recycling of temple waste (TW) mainly comprising of floral offerings was done through vermitechnology using Eisenia fetida and its impact on seed germination and plant growth parameters was studied by comparing with kitchen waste (KW) and farmyard waste (FYW) vermicompost (VC). The worm biomass was found to be maximum in TW VC compared to KW and FYW VCs at both 40 and 120 days old VCs. Physico-chemical analysis of worm-worked substrates showed better results in TW VC especially in terms of electrical conductivity, C/N, C/P and TK. 10% TW VCwater extract (VCE) showed stimulatory effect on germination percentage of chickpea seeds while KW and FYW VCE proved effective at higher concentration. Variation in growth parameters was also observed with change in the VCsoil ratio and TW VC showed enhanced shoot length, root length, number of secondary roots and total biomass at 12.5% VC compared to KW and FYW VC.

    The ion temperature gradient (ITG) mode in the high wavenumber regime (k{sub y}{rho}{sub s}>1), referred to as short wavelength ion temperature gradient mode (SWITG) is studied using the nonlinear gyrokinetic electromagnetic code GENE. It is shown that, although the SWITG mode may be linearly more unstable than the standard long wavelength (k{sub y}{rho}{sub s}<1) ITG mode, nonlinearly its contribution to the total thermal ion heat transport is found to be low. We interpret this as resulting from an increased zonal flow shearing effect on the SWITG mode suppression.

    The available data on neutron scattering were analyzed to constrain a hypothetical new short-range interaction. We show that these constraints are several orders of magnitude better than those usually cited in the range between 1 pm and 5 nm. This distance range occupies an intermediate space between collider searches for strongly coupled heavy bosons and searches for new weak macroscopic forces. We emphasise the reliability of the neutron constraints in so far as they provide several independent strategies. We have identified the most promising way to improve them.

  13. Ion Acceleration by Short Chirped Laser Pulses

    Direct laser acceleration of ions by short frequency-chirped laser pulses is investigated theoretically. We demonstrate that intense beams of ions with a kinetic energy broadening of about 1 % can be generated. The chirping of the laser pulse allows the particles to gain kinetic energies of hundreds of MeVs, which is required for hadron cancer therapy, from pulses of energies of the order of 100 J. It is shown that few-cycle chirped pulses can accelerate ions more efficiently than long ones, i.e. higher ion kinetic energies are reached with the same amount of total electromagnetic pulse energy.

    The magnitude of the EMC effect measured in electron deep inelastic scattering (DIS) is linearly related to the Short Range Correlation (SRC) scaling factor obtained from electron inclusive scattering. We speculate that the observed correlation is due to the fact that both the EMC effect and SRC are dominated by high momentum nucleons in the nucleus. The observed phenomenological relationship can be used to extract the ratio of the deuteron to the free pn-pair cross sections, the DIS cross section for a free neutron, View the MathML source, the ratio of the free neutron to free proton structure functions, and the u/d ratio in a free proton.
