    This volume relates primarily to Time-of-Day rates standard, PURPA IB(d)3, and deals with the content and methods of providing rate and conservation information to customers when Time-of-Day rates are used. Information to customers in the Demonstration and Pilot Projects fell mainly into four categories: administrative communications; explanations of new rate structures; information and advice on load management; and facts, recommendations and encouragements about energy conservation and end-use improvement. Administrative communications were about such matters as the existence of Projects, their funding, their periods of performance, the selection of their test customers, conditions of participation, procedural changes during the tests, and the time and conditions of ending the tests. These communications were important to good customer cooperation. All Demonstration Projects devoted considerable effort to the crucial task of clearly explaining the rationale of Time-of-Use (TOU) pricing and the test rate structures. The Projects then presented the concept of TOU pricing as a means of (a) fairly charging customers the true cost of their electricity and (b) rewarding them for shifting consumption to times when costs are less. For the most part, Demonstration Projects gave specific information on the individual customer's own rate structure and none on any others that were under test. The information was presented in face-to-face interviews, group presentations, television, radio, and print media, and traveling exhibits. The results are evaluated. (LCL)

    The purpose of this directory is to provide a listing of available U.S. coal and coal related resources to potential purchasers of those resources abroad. The directory lists business entities within the US which offer coal related resources, products and services for sale on the international market. Each listing is intended to describe the particular business niche or range of product and/or services offered by a particular company. The listing provides addresses, telephones, and telex/fax for key staff in each company committed to the facilitation of international trade. The content of each listing has been formulated especially for this directory and reflects data current as of the date of this edition. The directory listings are divided into four primary classifications: coal resources; technology resources; support services; and financing and resource packaging. The first three of which are subdivided as follows: Coal Resources -- coal derivatives, coal exporters, and coal mining; Technology Resources -- advanced utilization, architects and engineers, boiler equipment, emissions control and waste disposal systems, facility construction, mining equipment, power generation systems, technical publications, and transport equipment; Support Services -- coal transport, facility operations, freight forwarders, sampling services and equipment, and technical consultants. Listings for the directory were solicited on the basis of this industry breakdown. Each of the four sections of this directory begins with a matrix illustrating which companies fall within the particular subclassifications specific to that main classification. A general alphabetical index of companies and an index by product/service classification are provided following the last section of the directory.

  18. Summary of tank information relating salt well pumping to flammable gas safety issues

    The Hanford Site has 149 single-shell tanks (SSTs) containing radioactive wastes that are complex mixes of radioactive and chemical products. Active use of these SSTs was phased out completely by November 1980, and the first step toward final disposal of the waste in the SSTs is interim stabilization, which involves removing essentially all of the drainable liquid from the tank. Stabilization can be achieved administratively, by jet pumping to remove drainable interstitial liquid, or by supernatant pumping. To date, 116 tanks have been declared interim stabilized; 44 SSTs have had drainable liquid removed by salt well jet pumping. Of the 149 SSTs, 19 are on the Flammable Gas Watch List (FGWL) because the waste in these tanks is known or suspected, in all but one case, to generate and retain mixtures of flammable gases, including; hydrogen, nitrous oxide, and ammonia. Salt well pumping to remove the drainable interstitial liquid from these SSTs is expected to cause the release of much of the retained gas, posing a number of safety concerns. The scope of this work is to collect and summarize information, primarily tank data and observations, that relate salt well pumping to flammable gas safety issues. While the waste within FGWL SSTs is suspected offering flammable gases, the effect of salt well pumping on the waste behavior is not well understood. This study is being conducted for the Westinghouse Hanford Company as part of the Flammable Gas Project at the Pacific Northwest National Laboratory (PNNL). Understanding the historical tank behavior during and following salt well pumping will help to resolve the associated safety issues.

    The North Aleutian Basin Planning Area of the Minerals Management Service (MMS) is a large geographic area with significant natural resources. The Basin includes most of the southeastern part of the Bering Sea Outer Continental Shelf, including all of Bristol Bay. The area supports important habitat for a wide variety of species and globally significant habitat for birds and marine mammals, including several federally listed species. Villages and communities of the Alaska Peninsula and other areas bordering or near the Basin rely on its natural resources (especially commercial and subsistence fishing) for much of their sustenance and livelihood. The offshore area of the North Aleutian Basin is considered to have important hydrocarbon reserves, especially natural gas. In 2006, the MMS released a draft proposed program, 'Outer Continental Shelf Oil and Gas Leasing Program, 2007-2012' and an accompanying draft programmatic environmental impact statement (EIS). The draft proposed program identified two lease sales proposed in the North Aleutian Basin in 2010 and 2012, subject to restrictions. The area proposed for leasing in the Basin was restricted to the Sale 92 Area in the southwestern portion. Additional EISs will be needed to evaluate the potential effects of specific lease actions, exploration activities, and development and production plans in the Basin. A full range of updated multidisciplinary scientific information will be needed to address oceanography, fate and effects of oil spills, marine ecosystems, fish, fisheries, birds, marine mammals, socioeconomics, and subsistence in the Basin. Scientific staff at Argonne National Laboratory were contracted to assist MMS with identifying and prioritizing information needs related to potential future oil and gas leasing and development activities in the North Aleutian Basin. Argonne focused on three related tasks: (1) identify and gather relevant literature published since 1996, (2) synthesize and summarize the

    This report provides an overview of the results of the Vital the Nicaraguan Water Resources Management Initiative, Issues process as implemented for a collaborative effort between the Nicaraguan Ministry of Environment and Natural Resources and Sandia National Laboratories. This initiative is being developed to assist in the development of an efficient and sustainable water resources management system for Nicamgua. The Vital Issues process was used to provide information for developing a project that will develop and implement an advanced information system for managing Nicaragua's water resources. Three Vital Issues panel meetings were convened to 1) develop a mission statement and evaluation criteria for identifying and ranking the issues vital to water resources management in Nicaragua 2) define and rank the vital issues; and 3) identify a preliminary list of information needed to address the vital issues. The selection of panelists from the four basic institutional perspectives- government, industiy, academe, and citizens' groups (through nongovernmental organizations (NGOs))-ensured a high level of stakeholder representation on the panels. The already existing need for a water resource management information system has been magnified in the aftemnath of Hurricane Mitch.     This handbook is an accessible reference for those who are new to tribal energy project development or who seek a refresher on key development issues as they navigate the project development process. Building upon the wealth of feedback and experiences shared by tribal and other participants in tribal energy workshops conducted by the National Renewable Energy Laboratory, it is designed to provide tribal leaders, tribal economic and energy enterprises, and those supporting them with a general overview of the renewable energy project development process. It includes information on how to structure a renewable energy project transaction to protect tribal interests, with an emphasis on joint project development efforts undertaken with nontribal parties; a general overview of key energy development agreements, including power sale agreements, transmission and interconnection agreements, and land leases; and a detailed discussion of ways tribes can finance renewable energy projects, the sources of funding or financing that may be available, the types of investors that may be available, and federal tax incentives for renewable energy projects. The guide also includes a glossary of some of the most commonly used technical terms.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more

    This annual report describes progress in the third year of the three-year project entitled ''Midcontinent Interactive Digital Carbon Atlas and Relational Database (MIDCARB)''. The project assembled a consortium of five states (Indiana, Illinois, Kansas, Kentucky and Ohio) to construct an online distributed Relational Database Management System (RDBMS) and Geographic Information System (GIS) covering aspects of carbon dioxide (CO{sub 2}) geologic sequestration (http://www.midcarb.org). The system links the five states in the consortium into a coordinated regional database system consisting of datasets useful to industry, regulators and the public. The project has been extended and expanded as a ''NATional CARBon Sequestration Database and Geographic Information System (NATCARB)'' to provide national coverage across the Regional CO{sub 2} Partnerships, which currently cover 40 states (http://www.natcarb.org). Advanced distributed computing solutions link database servers across the five states and other publicly accessible servers (e.g., USGS) into a single system where data is maintained and enhanced at the local level but is accessed and assembled through a single Web portal and can be queried, assembled, analyzed and displayed. This project has improved the flow of data across servers and increased the amount and quality of available digital data. The online tools used in the project have improved in stability and speed in order to provide real-time display and analysis of CO{sub 2} sequestration data. The move away from direct database access to web access through eXtensible Markup Language (XML) has increased stability and security while decreasing management overhead. The MIDCARB viewer has been simplified to provide improved display and organization of the more than 125 layers and data tables that have been generated as part of the project.     For the last several years, the NRC, with encouragement from the industry, has been moving in the direction of risk informed regulation. This is consistent with the regulatory principle of efficiency, formally adopted by the Nuclear Regulatory Commission in 1991, which requires that regulatory activities be consistent with the degree of risk reduction they achieve. Probabilistic risk analysis has become the tool of choice for selecting the best of several alternatives. Closely related to risk informed regulation is the development of performance based rules. Such rules focus on the end result to be achieved. They do not specify the process, but instead establish the goals to be reached and how the achievement of those goals is to be judged. The inspection and enforcement activity is based on whether or not the goals have been met. The author goes on to offer comments on the history of the development of this process and its probable development in the future. He also addresses some issues which must be resolved or at least acknowledged. The success of risk informed regulation ultimately depends on having sufficiently reliable data to allow quantification of regulatory alternatives in terms of relative risk. Perhaps the area of human reliability and organizational performance has the greatest potential for improvement in reactor safety. The ability to model human performance is significantly less developed that the ability to model mechanical or electrical systems. The move toward risk informed, performance based regulation provides an unusual, perhaps unique, opportunity to establish a more rational, more effective basis for regulation.

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    Highlights: ► Effective management of temple floral offerings using E. fetida. ► Physico-chemical properties in TW VC were better especially EC, C/N, C/P and TK. ► TW VC as plant growth promoter at much lower application rates than KW and FYW VC. - Abstract: Recycling of temple waste (TW) mainly comprising of floral offerings was done through vermitechnology using Eisenia fetida and its impact on seed germination and plant growth parameters was studied by comparing with kitchen waste (KW) and farmyard waste (FYW) vermicompost (VC). The worm biomass was found to be maximum in TW VC compared to KW and FYW VCs at both 40 and 120 days old VCs. Physico-chemical analysis of worm-worked substrates showed better results in TW VC especially in terms of electrical conductivity, C/N, C/P and TK. 10% TW VC–water extract (VCE) showed stimulatory effect on germination percentage of chickpea seeds while KW and FYW VCE proved effective at higher concentration. Variation in growth parameters was also observed with change in the VC–soil ratio and TW VC showed enhanced shoot length, root length, number of secondary roots and total biomass at 12.5% VC compared to KW and FYW VC.
