We held a series of astronomy workshops for local school teachers using astronomy activities from a course we give for Elementary Education majors. The school teachers provide us with feedback about successes and failures. Then we try the revised activities in the classroom. Via this in-service and pre-service feedback, the astronomy laboratory activities in the course have been completely revised over the last three years. The activities we use are almost entirely hands-on. The activities include use of log book (or journal) for describing outside-of-class observations of sunsets, phases of the moon, portable sundial, and the somewhat unique method we use to teach the constellations. In addition, all laboratory activity records are kept in the log book. Laboratory activities cover the use of fists to measure degrees, constellations, phases of the moon, relative distances and size of planets, Invent an Alien, lenses, images and telescopes, and the making of a comet. In our poster, based roughly on the theme of the seasons, we will describe a portable, multi-user sundial, length of the day display using newspaper data, two temperature/season activities, and a model demonstration of why the sundial shadows behave as they do.

The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) refers to a set of computer programs that were developed to create and analyze probabilistic risk assessment (PRAs). This volume is the tutorial manual for the SAPHIRE system. In this document, a series of lessons are provided that guide the user through basic steps common to most analyses preformed with SAPHIRE. The tutorial is divided into two major sections covering both basic and advanced features. The section covering basic topics contains lessons that lead the reader through development of a probabilistic hypothetical problem involving a vehicle accident, highlighting the programs most fundamental features. The advanced features section contains additional lessons that expand on fundamental analysis features of SAPHIRE and provide insights into more complex analysis techniques. Together, these two elements provide an overview into the operation and capabilities of the SAPHIRE software.

As part of this analysis framework, the two types of GEM analysis are outlined, specifically initiating event (where an initiator occurs) and condition (where a component is failed for some length of time) assessments.

The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer (PC) running the Microsoft Windows operating system. SAPHIRE is primarily funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). INL's primary role in this project is that of software developer and tester. However, INL also plays an important role in technology transfer by interfacing and supporting SAPHIRE users, who constitute a wide range of PRA practitioners from the NRC, national laboratories, the private sector, and foreign countries. SAPHIRE can be used to model a complex systems response to initiating events and quantify associated consequential outcome frequencies. Specifically, for nuclear power plant applications, SAPHIRE can identify important contributors to core damage (Level 1 PRA) and containment failure during a severe accident which lead to releases (Level 2 PRA). It can be used for a PRA where the reactor is at full power, low power, or at shutdown conditions. Furthermore, it can be used to analyze both internal and external initiating events and has special features for transforming an internal events model to a model for external events, such as flooding and fire analysis. It can also be used in a limited manner to quantify risk in terms of release consequences to the public and environment (Level 3 PRA). SAPHIRE also includes a separate module called the Graphical Evaluation Module (GEM). GEM is a special user interface linked to SAPHIRE that automates the SAPHIRE process steps for evaluating operational events at commercial nuclear power plants. Using GEM, an analyst can estimate the risk associated with operational events (for example, to calculate a conditional core damage probability) very efficiently and expeditiously. This report provides an overview of the functions available in SAPHIRE and presents general instructions for using the software. Section 1 presents SAPHIREs historical evolution and summarizes its capabilities. Section 2 presents instructions for installing and using the code. Section 3 explains the database structure used in SAPHIRE and discusses database concepts. Section 4 explains how PRA data (event frequencies, human error probabilities, etc.) can be generated and manipulated using change sets. Section 5 deals with fault tree operations, including constructing, editing, solving, and displaying results. Section 6 presents operations associated with event trees, including rule application for event tree linking, partitioning, and editing sequences. Section 7 presents how accident sequences are generated, solved, quantified, and analyzed. Section 8 discusses the functions available for performing end state analysis. Section 9 explains how to modify data stored in a SAPHIRE database. Section 10 illustrates how to generate and customize reports. Section 11 covers SAPHIRE utility options to perform routine functions such as defining constant values, recovering databases, and loading data from external sources. Section 12 provides an overview of GEMs features and capabilities. Finally, Section 13 summarizes SAPHIREs quality assurance process.

Sharing Lessons Learned

Workplace safety is inextricably tied to the culture the leadership, management and organization of the entire company. Nor is a safety lesson fundamentally different from any other business lesson. With these points in mind, Pacific Northwest National Laboratory recast its lessons learned program in 2000. The laboratory retained elements of a traditional lessons learned program, such as tracking and trending safety metrics, and added a best practices element to increase staff involvement in creating a safer, healthier work environment. Today, the Lessons Learned/Best Practices program offers the latest business thinking summarized from current external publications and shares better ways PNNL staff have discovered for doing things. According to PNNL strategic planning director Marilyn Quadrel, the goal is to sharpen the business acumen, project management ability and leadership skills of all staff and to capture the benefits of practices that emerge from lessons learned. A key tool in the PNNL effort to accelerate learning from past mistakes is one that can be easily implemented by other firms and tailored to their specific needs. It is the weekly placement of Lessons Learned/Best Practices articles in the labs internal electronic newsletter. The program is equally applicable in highly regulated environments, such as the national laboratories, and in enterprises that may have fewer external requirements imposed on their operations. And it is cost effective, using less than the equivalent of one fulltime person to administer.

Sellafield Decommissioning Programme - Update and Lessons Learned

The Sellafield site in North West England has over 240 active facilities covering the full nuclear cycle from fuel manufacture through generation, reprocessing and waste treatment. The Sellafield decommissioning programme was formally initiated in the mid 1980s though several plants had been decommissioned prior to this primarily to create space for other plants. Since the initiation of the programme 7 plants have been completely decommissioned, significant progress has been made in a further 16 and a total of 56 major project phases have been completed. This programme update will explain the decommissioning arrangements and strategies and illustrate the progress made on a number of the plants including the Windscale Pile Chimneys, the first reprocessing plan and plutonium plants. These present a range of different challenges and requiring approaches from fully hands on to fully remote. Some of the key lessons learned will be highlighted.

Berkeley Program Offers New Option for Financing Residential PV Systems

Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

Astronomy is changing. Large projects, large collaborations, and large budgets are becoming the norm. The Sloan Digital Sky Survey (SDSS) is one example of this new astronomy, and in operating the original survey, we put in place and learned many valuable operating principles. Scientists sometimes have the tendency to invent everything themselves but when budgets are large, deadlines are many, and both are tight, learning from others and applying it appropriately can make the difference between success and failure. We propose a novel notion of a quantum learning machine for automatically controlling quantum coherence and for developing quantum algorithms. A quantum learning machine can be trained to learn a certain task with no a priori knowledge on its algorithm. In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

An acoustic input is recognized from inferred articulatory movements output by a learned relationship between training acoustic waveforms and articulatory movements. The inferred movements are compared with template patterns prepared from training movements when the relationship was learned to regenerate an acoustic recognition. In a preferred embodiment, the acoustic articulatory relationships are learned by a neural network. Subsequent input acoustic patterns then generate the inferred articulatory movements for use with the templates. Articulatory movement data may be supplemented with characteristic acoustic information, e.g. relative power and high frequency data, to improve template recognition.

Learning Innate Face Preferences

Newborn humans preferentially orient to face-like patterns at birth, but months of experience with faces is required for full face processing abilities to develop. Several models have been proposed for how the interaction of genetic and evironmental influences can explain this data. These models generally assume that the brain areas responsible for newborn orienting responses are not capable of learning and are physically separate from those that later learn from real faces. However, it has been difficult to reconcile these models with recent discoveries of face learning in newborns and young infants. We propose a general mechanism by which genetically specified and environmentdriven preferences can coexist in the same visual areas. In particular, newborn face orienting may be the result of prenatal exposure of a learning system to internally generated input patterns, such as those found in PGO waves during REM sleep. Simulating this process with the HLISSOM biological model of the visual system, we demonstrate that the combination of learning and internal patterns is an efficient way to specify and develop circuitry for face perception. This prenatal learning can account for the newborn preferences for schematic and photographic images of faces, providing a computational explanation for how genetic influences interact with experience to construct a complex adaptive system.

Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs, battery-limited vehicle range, and concern over high battery replacement costs may discourage potential buyers. A subscription model in which a service provider owns the battery and supplies access to battery swapping infrastructure could reduce upfront and replacement costs for batteries with a predictable monthly fee, while expanding BEV range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, battery life, etc. The National Renewable Energy Laboratory has applied its Battery Ownership Model to compare the economics and utility of BEV battery swapping service plan options to more traditional direct ownership options. Our evaluation process followed four steps: (1) identifying drive patterns best suited to battery swapping service plans, (2) modeling service usage statistics for the selected drive patterns, (3) calculating the cost-of-service plan options, and (4) evaluating the economics of individual drivers under realistically priced service plans. A service plan option can be more cost-effective than direct ownership for drivers who wish to operate a BEV as their primary vehicle where alternative options for travel beyond the single-charge range are expensive, and a full-coverage-yet-cost-effective regional infrastructure network can be deployed. However, when assumed cost of gasoline, tax structure, and absence of purchase incentives are factored in, our calculations show the service plan BEV is rarely more cost-effective than direct ownership of a conventional vehicle.

Teaching Robotics is about empowering students to create and configure robotics devices and program computers to nurture in students the skill sets necessary to play an active role in society. The robot in Figure 1 focuses on the design of scaffolds and physical assembly methods, coupled with a computer logic program to make that makes it move or behave in a very precise (remote controlled or autonomous) manner. This enables students to investigate, explore and refine the program to affect the robots. Learning planar ising models

Inference and learning of graphical models are both well-studied problems in statistics and machine learning that have found many applications in science and engineering. However, exact inference is intractable in general graphical models, which suggests the problem of seeking the best approximation to a collection of random variables within some tractable family of graphical models. In this paper, we focus our attention on the class of planar Ising models, for which inference is tractable using techniques of statistical physics [Kac and Ward; Kasteleyn]. Based on these techniques and recent methods for planarity testing and planar embedding [Chrobak and Payne], we propose a simple greedy algorithm for learning the best planar Ising model to approximate an arbitrary collection of binary random variables (possibly from sample data). Given the set of all pairwise correlations among variables, we select a planar graph and optimal planar Ising model defined on this graph to best approximate that set of correlations. We present the results of numerical experiments evaluating the performance of our algorithm.

Locus equations offer promise for an understanding of at least some aspects of perceptual invariance in speech, but they were discovered almost fortuitously. With the present availability of powerful machine learning algorithms, `ignorance-based' automatic discovery procedures are starting to supplant `knowledge-based' scientific inquiry. Prin1 ciples of self-learning and self-organisation are powerful tools for speech research but remain somewhat under-utilised. Locus equations were first discovered by Lindblom (1963) but have since been more thoroughly investigated by Sussman and his colleagues. National Wind Distance Learning Collaborative

Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting. Software and hardware developments during the project's timeframe enabled redesign providing for student access through the use of tablet devices such as iPads. Early prototype Learning Management Systems (LMS) featuring more student-centric access and interfaces with emerging social media were developed and utilized during the testing applications. The project also produced soft results involving cross learning between and among the partners regarding subject matter expertise, online learning pedagogy, and eLearning technology-based platforms. The partners believe that the most significant, overarching accomplishment of the project was the development and implementation of goals, activities, and outcomes that significantly exceeded those proposed in the initial grant application submitted in 2009. Key specific accomplishments include: (1) development of a set of 8 online learning modules addressing electrical safety as it relates to the work of wind technicians; (3) development of a flexible, open-ended Learning Management System (LMS): (3) creation of a robust body of learning (knowledge, experience, skills, and relationships). Project leaders have concluded that there is substantial resource equity that could be leverage and recommend that it be carried forward to pursue a Next Stage Opportunity relating to development of an online core curriculum for institute and community college energy workforce development programs.

The Hydrogen Incident Reporting and Lessons Learned website (www.h2incidents.org) was launched in 2006 as a database-driven resource for sharing lessons learned from hydrogen-related safety events to raise safety awareness and encourage knowledge-sharing. The development of this database, its first uses and subsequent enhancements have been described at the Second and Third International Conferences on Hydrogen Safety. [1,2] Since 2009, continuing work has not only highlighted the value of safety lessons learned, but enhanced how the database provides access to another safety knowledge tool, Hydrogen Safety Best Practices (http://h2bestpractices.org). Collaborations with the International Energy Agency (IEA) Hydrogen Implementing Agreement (HIA) Task 19 Hydrogen Safety and others have enabled the database to capture safety event learnings from around the world. This paper updates recent progress, highlights the new Lessons Learned Corner as one means for knowledge-sharing and examines the broader potential for collecting, analyzing and using safety event information.

The large number of published articles in physics journals under the title "Comments on ..." and "Reply to ..." is indicative that the conceptual understanding of physical phenomena is very elusive and hard to grasp even to experts, but it has not stopped the development of Physics. In fact, from the history of the development of Physics one quickly becomes aware that, regardless of the state of conceptual understanding, without quantitative reasoning Physics would have not reached the state of development it has today. Correspondingly, quantitative reasoning and problem solving skills are a desirable outcomes from the process of teaching and learning of physics. Thus, supported by results from published research, we will show evidence that a well structured problem solving strategy taught as a dynamical process offers a feasible way for students to learn physics quantitatively and conceptually, while helping them to reach the state of an Adaptive Expert highly skillful on innovation and efficiency, a desired outcome from the perspective of a Preparation for Future Learning approach of the process of teaching and learning Physics effectively.

Distance learning represents a strategy for leveraging resources to solve educational and training needs. Although many distance learning programs have been developed, lessons learned regarding differences between distance learning and traditional education with respect to learner characteristics have not been well documented. Therefore, we conducted a survey of 20 distance learning professionals. The questionnaire was distributed to experts attending the second Distance Learning Conference sponsored by Los Alamos National Laboratory. This survey not only acquired demographic information from each of the respondents but also identified important distance learning student characteristics. Significant distance learner characteristics, which were revealed statistically and which influence the effectiveness of distance learning, include the following: reading level, student autonomy, and self-motivation. Distance learning cannot become a more useful and effective method of instruction without identifying and recognizing learner characteristics. It will be important to consider these characteristics when designing all distance learning courses. This paper will report specific survey findings and their implications for developing distance learning courses. 9 refs., 6 tabs.

During the Cassini Radioisotope Thermoelectric Generator (RTG) program, the heritage RTG design was reviewed and modified to incorporate lessons learned. Design changes were made both to resolve problems as they occurred and to correct difficulties noted in earlier missions. Topics addressed in this paper included problems experienced previously at the launch facility in attaching the pressure relief device to the generators, and the open circuit conditions that occurred at times in the resistance temperature device wiring harness. Also discussed is a problem caused by mistakes in software configuration management. The objective was to develop ''lessons learned'' that could be applied to the acquisition process to minimize mishaps in fielded systems. System safety management lessons learned are defined as Army practices or policies, derived from past successes and failures, that are expected to be effective in eliminating or reducing specific systemic causes of residual hazards. This is important for tasks such as image and speech recognition or strategy optimisation, with growing applications in the IT industry. In the last couple of years, researchers investigated if quantum computing can help to improve classical machine learning algorithms. Ideas range from running computationally costly algorithms or their subroutines efficiently on a quantum computer to the translation of stochastic methods into the language of quantum theory. This contribution gives a systematic overview of the emerging field of quantum machine learning. It presents the approaches as well as technical details in an accessable way, and discusses the potential of a future theory of quantum learning.

The Roadmap outlines a detailed research plan for developing next-generation learning environments focused on post-secondary science, math, engineering, and technology education. Developed over a three-year period with advice provided by over seventy experts from educational institutions, government, and industry, the roadmap identifies key research priorities, along with metrics and milestones for each research focus area. The panel, comprised of researchers who participated in the development of the Roadmap, will summarize the key research challenges, R&D chronology, and five and ten-year goals identified in the Roadmap.
