    Ergonomics risk factors apply to everybody. Numerous adults have experienced disabling injuries related to use of computers and other forms of technology. Now children are using technology even more than adults. Increasingly ergonomics risk factors are being recognized as present in the world of children. Outreach to schools and the surrounding community by employers may help protect the future work force. A growing body of researchers believe that children can benefit from the early introduction of ergonomics awareness and preventative measures. While individual representatives of the educational system may embrace the concept of introducing ergonomics into the classroom, a number of barriers can prevent implementation of integrated programs. Some of the barriers to introducing ergonomics in schools have been absence of a tie to educational standards, the existing demands on teaching hours, and the absence of easily executable lesson plans. Ergonomics is rarely included in teacher training and professional ergonomics expertise is needed for the development of a class-based program. As part of Strategic Vision plan for 2025, a National Laboratory identified community outreach and the future workforces as key areas for initiatives. A series of hands-on interactive modules have been developed by professional ergonomics specialists. They are being tested with elementary, middle and high school students. Where possible, the content has been tied to the educational standards in the State of California in the USA. Currently the modules include grip strength, effective breathing, optimal keyboard and mouse positions, optimizing chairs, posture and movement, backpack safety and safe lifting. Each module takes the students through a related activity or experience. An individual worksheet asks them questions about the experience and guides them to consider implications in their activities of daily living. A module on hearing is under development. The goal is to have a toolkit that teachers can use in classrooms with minimal training. The kit will come with lesson plans, including background material, key points, questions and answers, possible homework assignments and references. It will include instructions and worksheets for students as well as the materials needed for each module. A pre- and posttest will be administered to test the awareness and understanding of the principles introduced in through the modules. This interactive session will offer the opportunity to for attendees to participate in some of the modules that have been developed to provide experiential demonstration of ergonomics principles. Attendees will experience ergonomics in action and be able to evaluate the applicability of the process in their own area in the world of ergonomics. The session will consist of 20 minutes introduction, 40 minutes working with the toolkit, finally another 30 minutes for questions or discussion for a total time of 90 minutes.

    By the time students are ready to enter the workforce they have been exposed to up to 20 years of ergonomics risk factors. As technology evolves, it provides more opportunities for intensive repetitive motion and with computers, cell phones, personal digital assistants (PDAs), and electronic games. The average student engages in fewer active physical activities, sit stationary in mismatched furniture in schools for hours and carry heavy backpacks. While long-term effects remain to be identified, increasingly ergonomists and others concerned with musculoskeletal health and wellness, see a need for early ergonomics education. This interactive session provides a hands-on approach to introducing ergonomics to students. Although different approaches may effectively introduce ergonomics at even early stages of development, this program was designed for youth at the middle to high school age. Attendees will participate in four activities designed to introduce ergonomics at an experiential level. The modules focus on grip strength, effective breathing, optimizing your chair, and backpack safety. The workshop will include presentation and worksheets designed for use by teachers with minimal ergonomics training. Feedback from the participants will be sought for further refining the usability and safety of the training package.

    We held a series of astronomy workshops for local school teachers using astronomy activities from a course we give for Elementary Education majors. The school teachers provide us with feedback about successes and failures. Then we try the revised activities in the classroom. Via this in-service and pre-service feedback, the astronomy laboratory activities in the course have been completely revised over the last three years. The activities we use are almost entirely hands-on. The activities include use of log book (or journal) for describing outside-of-class observations of sunsets, phases of the moon, portable sundial, and the somewhat unique method we use to teach the constellations. In addition, all laboratory activity records are kept in the log book. Laboratory activities cover the use of fists to measure degrees, constellations, phases of the moon, relative distances and size of planets, Invent an Alien, lenses, images and telescopes, and the making of a comet. In our poster, based roughly on the theme of the seasons, we will describe a portable, multi-user sundial, length of the day display using newspaper data, two temperature/season activities, and a model demonstration of why the sundial shadows behave as they do.

    The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer. SAPHIRE is primarily funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory. This report is intended to assist the user to enter PRA data into the SAPHIRE program using the built-in MAR-D ASCII-text file data transfer process. Towards this end, a small sample database is constructed and utilized for demonstration. Where applicable, the discussion includes how the data processes for loading the sample database relate to the actual processes used to load a larger PRA models. The procedures described herein were developed for use with SAPHIRE Version 6.0 and Version 7.0. In general, the data transfer procedures for version 6 and 7 are the same, but where deviations exist, the differences are noted. The guidance specified in this document will allow a user to have sufficient knowledge to both understand the data format used by SAPHIRE and to carry out the transfer of data between different PRA projects.

  10. Studies of Limits on Uncontrolled Heavy Ion Beam Losses for Allowing Hands-On Maintenance

    Dose rates from accelerator components activated by 1 W/m beam losses are obtained semiempirically for a 1 GeV proton beam and by use of Monte Carlo transport codes for the proton beam and for 777 MeV/u 3He, 500 MeV/u 48Ca, 86Kr, 136Xe, and 400 MeV/u 238U ions. The dose rate obtained by the semi-empirical method, 0.99 mSv/h (99 mrem/h) at 30 cm, 4 h after 100 d irradiation by a 1-GeV proton beam, is consistent with studies at several accelerator facilities and with adopted hands-on maintenance dose rate limits. Monte Carlo simulations verify this result for protons and extend studies to heavy ion beam losses in drift-tube linac and superconducting linac accelerating structures. The studies indicate that the 1 W/m limit imposed on uncontrolled beam losses for high-energy proton beams might be relaxed for heavy ion beams. These studies further suggest that using the ratio of neutrons produced by a heavy ion beam to neutrons produced by a proton beam along with the dose rate from the proton beam (for thin-target scenarios) should allow an estimate of the dose rates expected from heavy ion beam losses.

    The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer. SAPHIRE is funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). The INL's primary role in this project is that of software developer. However, the INL also plays an important role in technology transfer by interfacing and supporting SAPHIRE users comprised of a wide range of PRA practitioners from the NRC, national laboratories, the private sector, and foreign countries. SAPHIRE can be used to model a complex systems response to initiating events, quantify associated damage outcome frequencies, and identify important contributors to this damage (Level 1 PRA) and to analyze containment performance during a severe accident and quantify radioactive releases (Level 2 PRA). It can be used for a PRA evaluating a variety of operating conditions, for example, for a nuclear reactor at full power, low power, or at shutdown conditions. Furthermore, SAPHIRE can be used to analyze both internal and external initiating events and has special features for transforming models built for internal event analysis to models for external event analysis. It can also be used in a limited manner to quantify risk in terms of release consequences to both the public and the environment (Level 3 PRA). SAPHIRE includes a separate module called the Graphical Evaluation Module (GEM). GEM provides a highly specialized user interface with SAPHIRE that automates SAPHIRE process steps for evaluating operational events at commercial nuclear power plants. Using GEM, an analyst can estimate the risk associated with operational events in a very efficient and expeditious manner. This reference guide will introduce the SAPHIRE Version 7.0 software. A brief discussion of the purpose and history of the software is included along with general information such as installation instructions, starting and stopping the program, and some pointers on how to get around inside the program. Next, database concepts and structure are discussed.     Petrofina has offered to buy all publicly held shares of Fina, its US chemical and oil subsidiary. The shares are worth $266 million and amount to about 15% of the unit, which, combined with Petrofina`s existing 85% stake, would give Petrofina full ownership of Fina. While Petrofina does not give a reason for the buyout, analysts say the company may be planning to sell the entire unit outright or spin off some of its less profitable businesses.     Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    Machine learning, a branch of artificial intelligence, learns from previous experience to optimize performance, which is ubiquitous in various fields such as computer sciences, financial analysis, robotics, and bioinformatics. A challenge is that machine learning with the rapidly growing "big data" could become intractable for classical computers. Recently, quantum machine learning algorithms [Lloyd, Mohseni, and Rebentrost, arXiv.1307.0411] were proposed which could offer an exponential speedup over classical algorithms. Here, we report the first experimental entanglement-based classification of 2-, 4-, and 8-dimensional vectors to different clusters using a small-scale photonic quantum computer, which are then used to implement supervised and unsupervised machine learning. The results demonstrate the working principle of using quantum computers to manipulate and classify high-dimensional vectors, the core mathematical routine in machine learning. The method can in principle be scaled to larger number of qubits, and may provide a new route to accelerate machine learning.

    This paper seeks to expand the scope of the alkaline seepage site hydrothermal mound scenario of Russell et al, by appealing to its wider canvas for hypothesizing self-assembly of gregite clusters via interplay of forces within the gel phase of FeS membranes: directed heat transport a la Rayleigh-Benard convection for dissociation, vs oriented attachment (small clusters) and magnetic forces (large clusters) for association, the latter assisted by magnetic mound constituents. The directed movement of tiny clusters through cluster layers are reminiscent of processes like budding, molecular motors, pre-RNA world on the lines of Cairns-Smith's hypothesis, and optical polarity. Higher rate of (soft) multinucleate formation vs growth rate of (rigid) microcrystals, correlates with icosahedral (forbidden crystallographically!) framboidal morphology. This pattern indicates a link to phylotaxis, thus reinforcing the quasi-periodicity connection which can provide a natural access to features like surface limit, anomalous transport and low thermal conductivity, while facilitating diffusion through clusters.     We propose a novel notion of a quantum learning machine for automatically controlling quantum coherence and for developing quantum algorithms. A quantum learning machine can be trained to learn a certain task with no a priori knowledge on its algorithm. As an example, it is demonstrated that the quantum learning machine learns Deutsch's task and finds itself a quantum algorithm, that is different from but equivalent to the original one.

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    The prospective oil deals of the century were unveiled last month in Baghdad at the unlikely venue of the first international oil conference in Iraq in decades. In a dramatic twist Iraq detailed 33 oil fields that are now open for joint development with foreign partners. The productive capacity of the listed fields totals some 4.5 million b/d, and the underlying proved reserves exceed 50 billion bbl--equal to more than US and Canadian reserves combined. Reversing its prior compulsive secretiveness concerning oil affairs, the government cleared at the highest level the proposal to publicize the available resources and to offer corroborative detail. ``Four and a half million b/d is an awful lot of oil,`` noted one foreign oilman who was loath to be quoted because his company feared possible reprisals in the US. The economic bait was both clear and enticing. Iraq chose the public forum to signal to the world the gains that could accrue to the first countries that break with the US over continuing the sanctions. The paper discusses the political impacts, the substantial offerings, exploitation costs, and bypassing sanctions.

    Blind quantum machine learning (BQML) enables a classical client with little quantum technology to delegate a remote quantum machine learning to the quantum server in such a approach that the privacy data is preserved. Here we propose the first BQML protocol that the client can classify two-dimensional vectors to different clusters, resorting to a remote small-scale photon quantum computation processor. During the protocol, the client is only required to rotate and measure the single qubit. The protocol is secure without leaking any relevant information to the Eve. Any eavesdropper who attempts to intercept and disturb the learning process can be noticed. In principle, this protocol can be used to classify high dimensional vectors and may provide a new viewpoint and application for quantum machine learning.

    Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs, battery-limited vehicle range, and concern over high battery replacement costs may discourage potential buyers. A subscription model in which a service provider owns the battery and supplies access to battery swapping infrastructure could reduce upfront and replacement costs for batteries with a predictable monthly fee, while expanding BEV range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, battery life, etc. The National Renewable Energy Laboratory has applied its Battery Ownership Model to compare the economics and utility of BEV battery swapping service plan options to more traditional direct ownership options. Our evaluation process followed four steps: (1) identifying drive patterns best suited to battery swapping service plans, (2) modeling service usage statistics for the selected drive patterns, (3) calculating the cost-of-service plan options, and (4) evaluating the economics of individual drivers under realistically priced service plans. A service plan option can be more cost-effective than direct ownership for drivers who wish to operate a BEV as their primary vehicle where alternative options for travel beyond the single-charge range are expensive, and a full-coverage-yet-cost-effective regional infrastructure network can be deployed. However, when assumed cost of gasoline, tax structure, and absence of purchase incentives are factored in, our calculations show the service plan BEV is rarely more cost-effective than direct ownership of a conventional vehicle.

    The Interim Standard Offer Number Four Contracts (ISM), under which most of the geothermal industry is selling power (outside of The Geysers), has an initial ten year period of known fixed energy payments. In the eleventh year, the price goes to the Avoided Cost of the buying utility. The specific contract language is ''Seller will be paid at a rate equal to the utilities' published avoided cost of energy as updated and authorized by the Commission (CPUC)''. The first geothermal contract will reach the end of the initial 10 year period in early 1994, a few will end in 1995 and 1996, and the majority will end in the 1997-2000 period. This is beginning to be focused upon by the utilities, lenders and, of course, the operators themselves. The prime reason for focusing on the issue is that avoided costs of the utilities directly track the delivered cost of the natural gas, and most forecasts are showing that the price of gas in the eleventh year of the contracts will be significantly lower than the last year of the fixed period of energy payments. There are many forums in which the predication of natural gas prices are discussed. In the State of California, the agency responsible for the official forecast is the California Energy Commission. Every two years, the CEC holds hearings for input into its biennial Fuels Report (FR) which establishes the forecast of natural gas prices in addition to other parameters which are used in the planning process. The attached Exhibit I is an excerpt out of the 1991 Fuels Report (FR91). Figure 1 compares the forecast of FR89 and FR91 for the Utility Electric Generation (UEG) in PG&E's service area, and Figure 2, the forecast in the SOCAL service area. The FR91 SOCAL service area forecast indicates a bottoming of the gas price in 1994 at $2.50/mmbtu. Recent prices in 1992 are already at these levels. Converting this to an avoided energy cost brings about a price of 2 to 2-1/2 Cents/kWh. The 1992 energy price in the IS04 contract is 9.3 Cents/kWh.

Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex.     Of late, mobile technology has introduced new, novel environment that can be capitalized to further enrich the teaching and learning process in classrooms. Taking cognizance of this promising setting, a study was undertaken to investigate the impact of such an environment enabled by android platform on the learning process among undergraduates of Sultan Idris Education University, Malaysia; in particular, this paper discusses critical aspects of the design and implementation of the android learning system. Data were collected through a survey involving 56 respondents, and these data were analyzed by using SPSS 12.0. Findings showed that the respondents were very receptive to the interactivity, accessibility, and convenience of the system, but they were quite frustrated with the occasional interruptions due to internet connectivity problems. Overall, the mobile learning system can be utilized as an inexpensive but potent learning tool that complements undergraduates' learning process.

    Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting. Software and hardware developments during the project's timeframe enabled redesign providing for student access through the use of tablet devices such as iPads. Early prototype Learning Management Systems (LMS) featuring more student-centric access and interfaces with emerging social media were developed and utilized during the testing applications. The project also produced soft results involving cross learning between and among the partners regarding subject matter expertise, online learning pedagogy, and eLearning technology-based platforms. The partners believe that the most significant, overarching accomplishment of the project was the development and implementation of goals, activities, and outcomes that significantly exceeded those proposed in the initial grant application submitted in 2009. Key specific accomplishments include: (1) development of a set of 8 online learning modules addressing electrical safety as it relates to the work of wind technicians; (3) development of a flexible, open-ended Learning Management System (LMS): (3) creation of a robust body of learning (knowledge, experience, skills, and relationships). Project leaders have concluded that there is substantial resource equity that could be leverage and recommend that it be carried forward to pursue a Next Stage Opportunity relating to development of an online core curriculum for institute and community college energy workforce development programs.

    The large number of published articles in physics journals under the title "Comments on ..." and "Reply to ..." is indicative that the conceptual understanding of physical phenomena is very elusive and hard to grasp even to experts, but it has not stopped the development of Physics. In fact, from the history of the development of Physics one quickly becomes aware that, regardless of the state of conceptual understanding, without quantitative reasoning Physics would have not reached the state of development it has today. Correspondingly, quantitative reasoning and problem solving skills are a desirable outcomes from the process of teaching and learning of physics. Thus, supported by results from published research, we will show evidence that a well structured problem solving strategy taught as a dynamical process offers a feasible way for students to learn physics quantitatively and conceptually, while helping them to reach the state of an Adaptive Expert highly skillful on innovation and efficiency, a desired outcome from the perspective of a Preparation for Future Learning approach of the process of teaching and learning Physics effectively.

    National science education standards emphasize actively engaging students in developing the abilities of and understandings about scientific inquiry as a way to learn important concepts in the earth sciences and other disciplines. Too few high quality instructional tools, based on the national standards, currently exist that model this type of activity for sixth-grade students. To promote this approach, we created a national laboratory/middle school partnership to develop a hands-on, inquiry-based research project related to flash floods in southeastern Washington State. The project, conducted during the 2003-2004 school year, was built on the middle-school Catastrophic Events module developed by the National Science Resource Center. Seventeen student research teams deepened their understanding of geology, hydrology, and meteorology and applied this understanding as they analyzed and evaluated data they collected. The student teams wrote technical reports and created posters that synthesized the data and presented conclusions and recommendations based on their findings. The project models a successful approach for developing an inquiry-based earth science project and creating a meaningful partnership between schools and scientists.
