  14. NV Energy Electricity Storage Valuation

    SciTech Connect (OSTI)

Ellison, James F.; Bhatnagar, Dhruv; Samaan, Nader A.; Jin, Chunlian

    2013-06-30

This study examines how grid-level electricity storage may benet the operations of NV Energy in 2020, and assesses whether those benets justify the cost of the storage system. In order to determine how grid-level storage might impact NV Energy, an hourly production cost model of the Nevada Balancing Authority (\\BA") as projected for 2020 was built and used for the study. Storage facilities were found to add value primarily by providing reserve. Value provided by the provision of time-of-day shifting was found to be limited. If regulating reserve from storage is valued the same as that from slower ramp rate resources, then it appears that a reciprocating engine generator could provide additional capacity at a lower cost than a pumped storage hydro plant or large storage capacity battery system. In addition, a 25-MW battery storage facility would need to cost $650/kW or less in order to produce a positive Net Present Value (NPV). However, if regulating reserve provided by storage is considered to be more useful to the grid than that from slower ramp rate resources, then a grid-level storage facility may have a positive NPV even at today's storage system capital costs. The value of having storage provide services beyond reserve and time-of-day shifting was not assessed in this study, and was therefore not included in storage cost-benefit calculations.

The Nevada Test Site (NTS) and the adjacent Yucca Mountain Project (YMP) are located in Nye County, Nevada. The NTS has been the primary location for testing nuclear explosives in the continental US since 1951. Current activities include operating low-level radioactive and mixed waste disposal facilities for US defense-generated waste, assembly/disassembly of special experiments, surface cleanup and site characterization of contaminated land areas, and non-nuclear test operations such as controlled spills of hazardous materials at the hazardous Materials (HAZMAT) Spill Center (HSC). Currently, the major potential for occupational radiation exposure is associated with the burial of low-level nuclear waste and the handling of radioactive sources. Planned future remediation of contaminated land areas may also result in radiological exposures. The NV/YMP Radiological Control Manual, Revision 2, represents DOE-accepted guidelines and best practices for implementing Nevada Test Site and Yucca Mountain Project Radiation Protection Programs in accordance with the requirements of Title 10 Code of Federal Regulations Part 835, Occupational Radiation Protection. These programs provide protection for approximately 3,000 employees and visitors annually and include coverage for the on-site activities for both personnel and the environment. The personnel protection effort includes a DOE Laboratory Accreditation Program accredited dosimetry and personnel bioassay programs including in-vivo counting, routine workplace air sampling, personnel monitoring, and programmatic and job-specific As Low as Reasonably Achievable considerations.

Yucca Mountain, Nevada is being evaluated as a potential site for a geologic repository for high level radioactive waste. As part of the site characterization activities at Yucca Mountain, a field-scale ponded infiltration experiment was done to help characterize the hydraulic and infiltration properties of a layered dessert alluvium deposit. Calcium carbonate accumulation and cementation, heterogeneous layered profiles, high evapotranspiration, low precipitation, and rocky soil make the surface difficult to characterize. The effects of the strong morphological horizonation on the infiltration processes, the suitability of measured hydraulic properties, and the usefulness of ponded infiltration experiments in site characterization work were of interest. One-dimensional and two-dimensional radial flow numerical models were used to help interpret the results of the ponding experiment. The objective of this study was to evaluate the results of a ponded infiltration experiment done around borehole UE25 UZN {number_sign}85 (N85) at Yucca Mountain, NV. The effects of morphological horizons on the infiltration processes, lateral flow, and measured soil hydaulic properties were studied. The evaluation was done by numerically modeling the results of a field ponded infiltration experiment. A comparison the experimental results and the modeled results was used to qualitatively indicate the degree to which infiltration processes and the hydaulic properties are understood. Results of the field characterization, soil characterization, borehole geophysics, and the ponding experiment are presented in a companion paper.

Abstract-- In this paper, the ability of the Nevada (NV) Energy generation fleet to meet its system balancing requirements under different solar energy penetration scenarios is studied. System balancing requirements include capacity, ramp rate, and ramp duration requirements for load following and regulation. If, during some operating hours, system capability is insufficient to meet these requirements, there is certain probability that the balancing authorityís control and reliability performance can be compromised. These operating hours are considered as ďchallengingĒ hours. Five different solar energy integration scenarios have been studied. Simulations have shown that the NV Energy system will be potentially able to accommodate up to 942 MW of solar photovoltaic (PV) generation. However, the existing generation scheduling procedure should be adjusted to make it happen. Fast-responsive peaker units need to be used more frequently to meet the increasing ramping requirements. Thus, the NV Energy system operational cost can increase. Index TermsóSolar Generation, Renewables Integration, Balancing Process, Load Following, Regulation.

The uncertainty and variability with photovoltaic (PV) generation make it very challenging to balance power system generation and load, especially under high penetration cases. Higher reserve requirements and more cycling of conventional generators are generally anticipated for large-scale PV integration. However, whether the existing generation fleet is flexible enough to handle the variations and how well the system can maintain its control performance are difficult to predict. The goal of this project is to develop a software program that can perform intra-hour dispatch and automatic generation control (AGC) simulation, by which the balancing operations of a system can be simulated to answer the questions posed above. The simulator, named Electric System Intra-Hour Operation Simulator (ESIOS), uses the NV Energy southern system as a study case, and models the system’s generator configurations, AGC functions, and operator actions to balance system generation and load. Actual dispatch of AGC generators and control performance under various PV penetration levels can be predicted by running ESIOS. With data about the load, generation, and generator characteristics, ESIOS can perform similar simulations and assess variable generation integration impacts for other systems as well. This report describes the design of the simulator and presents the study results showing the PV impacts on NV Energy real-time operations.

  7. NV energy electricity storage valuation : a study for the DOE Energy Storage Systems program.

This study examines how grid-level electricity storage may benefit the operations of NV Energy, and assesses whether those benefits are likely to justify the cost of the storage system. To determine the impact of grid-level storage, an hourly production cost model of the Nevada Balancing Authority (%22BA%22) as projected for 2020 was created. Storage was found to add value primarily through the provision of regulating reserve. Certain storage resources were found likely to be cost-effective even without considering their capacity value, as long as their effectiveness in providing regulating reserve was taken into account. Giving fast resources credit for their ability to provide regulating reserve is reasonable, given the adoption of FERC Order 755 (%22Pay-for-performance%22). Using a traditional five-minute test to determine how much a resource can contribute to regulating reserve does not adequately value fast-ramping resources, as the regulating reserve these resources can provide is constrained by their installed capacity. While an approximation was made to consider the additional value provided by a fast-ramping resource, a more precise valuation requires an alternate regulating reserve methodology. Developing and modeling a new regulating reserve methodology for NV Energy was beyond the scope of this study, as was assessing the incremental value of distributed storage.

Ormat Technologies, Inc. (Ormat) proposes to use DOE and cost share funding to study the Brady Hot Springs geothermal Field 15-12RD well. This is an EGS Demonstration project divided into three phases. During Phase 1, Ormat characterized the target well to prepare for stimulation activities in Phase 2, Phase 2: Well Stimulation and Collection/Analysis of Stimulation Monitoring Data and Phase 3: Long-term testing of the system. Phase 2 and 3 activities would occur at Ormat's Brady Hot Springs geothermal field in Churchill County, NV on public lands managed by the Bureau of Land Management (BLM) and Bureau of Reclamation (BOR). Since Phases 2 and 3 have the potential to impact subsurface resources, DOE must analyze the impacts associated with Phases 2 and 3. The BLM will be the lead agency for completion of the EA with BOR and DOE as cooperating agencies.

    2011-10-01

A quasiparticle model has been employed to describe the (2+1)-flavor lattice QCD equation of state with physical quark masses. The interaction part of the equation of state has been mapped to the effective fugacities of otherwise noninteracting quasigluons and quasiquarks. The mapping is found to be exact for the equation of state. The model leads to nontrivial dispersion relations for quasipartons. The dispersion relations, effective quasiparticle number densities, and trace anomaly have been investigated employing the model. A virial expansion for the equation of state has further been obtained to investigate the role of interactions in quark-gluon plasma. Finally, Debye screening in quark-gluon plasma has been studied employing the model.

  12. Capacity Value of PV and Wind Generation in the NV Energy System

Calculation of photovoltaic (PV) and wind power capacity values is important for estimating additional load that can be served by new PV or wind installations in the electrical power system. It also is the basis for assigning capacity credit payments in systems with markets. Because of variability in solar and wind resources, PV and wind generation contribute to power system resource adequacy differently from conventional generation. Many different approaches to calculating PV and wind generation capacity values have been used by utilities and transmission operators. Using the NV Energy system as a study case, this report applies peak-period capacity factor (PPCF) and effective load carrying capability (ELCC) methods to calculate capacity values for renewable energy sources. We show the connection between the PPCF and ELCC methods in the process of deriving a simplified approach that approximates the ELCC method. This simplified approach does not require generation fleet data and provides the theoretical basis for a quick check on capacity value results of PV and wind generation. The diminishing return of capacity benefit as renewable generation increases is conveniently explained using the simplified capacity value approach.

In this study, we demonstrate significant improvements of the spin coherence time of a dense ensemble of nitrogen-vacancy (NV) centers in diamond through optimized dynamical decoupling (DD). Cooling the sample down to 77 K suppresses longitudinal spin relaxation T1 effects and DD microwave pulses are used to increase the transverse coherence time T2 from ~0.7ms up to ~30ms. Furthermore, we extend previous work of single-axis (Carr-Purcell-Meiboom-Gill) DD towards the preservation of arbitrary spin states. Following a theoretical and experimental characterization of pulse and detuning errors, we compare the performance of various DD protocols. We also identify that the optimal controlmore¬†¬Ľ scheme for preserving an arbitrary spin state is a recursive protocol, the concatenated version of the XY8 pulse sequence. The improved spin coherence might have an immediate impact on improvements of the sensitivities of ac magnetometry. Moreover, the protocol can be used on denser diamond samples to increase coherence times up to NV-NV interaction time scales, a major step towards the creation of quantum collective NV spin states.¬ę¬†less

Following a theoretical and experimental characterization of pulse and detuning errors, we compare the performance of various DD protocols. We also identify that the optimal control scheme for preserving an arbitrary spin state is a recursive protocol, the concatenated version of the XY8 pulse sequence. The improved spin coherence might have an immediate impact on improvements of the sensitivities of ac magnetometry. Moreover, the protocol can be used on denser diamond samples to increase coherence times up to NV-NV interaction time scales, a major step towards the creation of quantum collective NV spin states.

A charge-density wave (CDW) state has a broken symmetry described by a complex order parameter with an amplitude and a phase. The conventional view, based on clean, weak-coupling systems, is that a finite amplitude and long-range phase coherence set in simultaneously at the CDW transition temperature Tcdw. Here we investigate, using photoemission, X-ray scattering and scanning tunnelling microscopy, the canonical CDW compound 2H-NbSe2 intercalated with Mn and Co, and show that the conventional view is untenable. We find that, either at high temperature or at large intercalation, CDW order becomes short-ranged with a well-defined amplitude, which has impacts on themore†Ľelectronic dispersion, giving rise to an energy gap. The phase transition at Tcdw marks the onset of long-range order with global phase coherence, leading to sharp electronic excitations. Our observations emphasize the importance of phase fluctuations in strongly coupled CDW systems and provide insights into the significance of phase incoherence in Ďpseudogapí states.ę†less

  8. The Development and Application of Reactive Transport Modeling Techniques to Study Radionuclide Migration at Yucca Mountain, NV

    SciTech Connect (OSTI)

    Viswanathan, Hari Selvi

    1999-09-01

Yucca Mountain, Nevada has been chosen as a possible site for the first high level radioactive waste repository in the United States. As part of the site investigation studies, we need to make scientifically rigorous estimations of radionuclide migration in the event of a repository breach. Performance assessment models used to make these estimations are computationally intensive. We have developed two reactive transport modeling techniques to simulate radionuclide transport at Yucca Mountain: (1) the selective coupling approach applied to the convection-dispersion-reaction (CDR) model and (2) a reactive stream tube approach (RST). These models were designed to capture the important processes that influence radionuclide migration while being computationally efficient. The conventional method of modeling reactive transport models is to solve a coupled set of multi-dimensional partial differential equations for the relevant chemical components in the system. We have developed an iterative solution technique, denoted the selective coupling method, that represents a versatile alternative to traditional uncoupled iterative techniques and the filly coupled global implicit method. We show that selective coupling results in computational and memory savings relative to these approaches. We develop RST as an alternative to the CDR method for solving large two- or three-dimensional reactive transport simulations for cases in which one is interested in predicting the flux across a specific control plane. In the RST method, the multidimensional problem is reduced to a series of one-dimensional transport simulations along streamlines. The key assumption with RST is that mixing at the control plane approximates the transverse dispersion between streamlines. We compare the CDR and RST approaches for several scenarios that are relevant to the Yucca Mountain Project. For example, we apply the CDR and RST approaches to model an ongoing field experiment called the Unsaturated Zone

Recent theoretical studies of 2,6-diamino-3,5-dinitropyrazine-1-oxide (C4H4N6O5 Lawrence Livermore Molecule No. 105, LLM-105) report unreacted high pressure equations of state that include several structural phase transitions, between 8 and 50 GPa, while one published experimental study reports equation of state (EOS) data up to a pressure of 6 GPa with no observed transition. Here we report the results of a synchrotron-based X-ray diffraction study and also ambient temperature isobaric-isothermal atomistic molecular dynamics simulations of LLM-105 up to 20 GPa. We find that the ambient pressure phase remains stable up to 20 GPa; there is no indication of a pressure induced phase transition. We do find a prominent decrease in b-axis compressibility starting at approximately 13 GPa and attribute the stiffening to a critical length where inter-sheet distance becomes similar to the intermolecular distance within individual sheets. The ambient temperature isothermal equation of state was determined through refinements of measured X-ray diffraction patterns. The pressure-volume data were fit using various EOS models to yield bulk moduli with corresponding pressure derivatives. As a result, we find very good agreement between the experimental and theoretically derived EOS.

    SciTech Connect (OSTI)

    US DOE Nevada Operations Office

    1999-04-12

The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Operations in Building 4839 from 1968 to 1996 resulted in effluent releases to the leachfield and associated collection system. In general, effluent released to the leachfield consisted of sanitary wastewater from a toilet, urinal, lavatory, and drinking fountain located within Building 4839. The subsurface soils in the vicinity of the collection system and leachfield may have been impacted by effluent containing contaminants of potential concern generated by support activities associated with the Building 4839 operations.

The primary objective of this project was to utilize a flexible, energy-efficient facility, called the DRI Renewable Energy Experimental Facility (REEF) to support various renewable energy research and development (R&D) efforts, along with education and outreach activities. The REEF itself consists of two separate buildings: (1) a 1200-ft2 off-grid capable house and (2) a 600-ft2 workshop/garage to support larger-scale experimental work. Numerous enhancements were made to DRI's existing renewable power generation systems, and several additional components were incorporated to support operation of the REEF House. The power demands of this house are satisfied by integrating and controlling PV arrays, solar thermal systems, wind turbines, an electrolyzer for renewable hydrogen production, a gaseous-fuel internal combustion engine/generator set, and other components. Cooling needs of the REEF House are satisfied by an absorption chiller, driven by solar thermal collectors. The REEF Workshop includes a unique, solar air collector system that is integrated into the roof structure. This system provides space heating inside the Workshop, as well as a hot water supply. The Workshop houses a custom-designed process development unit (PDU) that is used to convert woody biomass into a friable, hydrophobic char that has physical and chemical properties similar to low grade coal. Besides providing sufficient space for operation of this PDU, the REEF Workshop supplies hot water that is used in the biomass treatment process. The DRI-REEF serves as a working laboratory for evaluating and optimizing the performance of renewable energy components within an integrated, residential-like setting. The modular nature of the system allows for exploring alternative configurations and control strategies. This experimental test bed is also highly valuable as an education and outreach tool both in providing an infrastructure for student research projects, and in highlighting renewable energy features to the public.

    2012-01-30

The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5

    Duer, W.; Briegel, H.-J.; Calsamiglia, J.

    2005-04-01

We introduce the distribution of a secret multipartite entangled state in a real-world scenario as a quantum primitive. We show that in the presence of noisy quantum channels (and noisy control operations), any state chosen from the set of two-colorable graph states (Calderbank-Shor-Steane codewords) can be created with high fidelity while it remains unknown to all parties. This is accomplished by either blind multipartite entanglement purification, which we introduce in this paper, or by multipartite entanglement purification of enlarged states, which offers advantages over an alternative scheme based on standard channel purification and teleportation. The parties are thus provided with a secret resource of their choice for distributed secure applications.

NetState is a distributed network monitoring system. It uses passive sensors to develop status information on a target network. Two major features provided by NetState are version and port tracking. Version tracking maintains information about software and operating systems versions. Port tracking identifies information about active TOP and UDP ports. Multiple NetState sniffers can be deployed, one at each entry point of the target network. The sniffers monitor network traffic, then send the information tomore¬†¬Ľ the NetState server. The information is stored in centralized database which can then be accessed via standard SQL database queries or this web-based GUI, for further analysis and display.¬ę¬†less

The State Authorization Manual (SAM) (Vol. I) provides guidance for States applying for program revisions to their authorized RCRA State program. The SAM is an updated version of the 1988 State Consolidated RCRA Authorization Manual (SCRAM). It focuses on program revision applications rather than initial applications since most States have received initial authorization for the RCRA program. The SCRAM should continue to be used to assist States not yet authorized under the RCRA program.

The deformation-driving effects of intruder states are studied by analysis of various types of data on rotational bands in rare-earth deformed nuclei. The sensitivity of four measurables (bandhead energy, B(E2) value, neutron i{sub 13/2} crossing frequency, and signature splitting) to increase deformation in an intruder band is shown. The analysis of signature splitting systematics is extended to know superdeformed bands.

    2007-04-15

A complete classification of qqqq tetraquark states in terms of the spin-flavor, color, and spatial degrees of freedom was constructed. The permutation symmetry properties of both the spin-flavor and orbital parts of the qq and qq subsystems are discussed. This complete classification is general and model independent and it is useful both for model builders and experimentalists. The total wave functions are also explicitly constructed in the hypothesis of ideal mixing; this basis for tetraquark states will enable the eigenvalue problem to be solved for a definite dynamical model. An evaluation of the tetraquark spectrum was obtained from the Iachello mass formula for normal mesons, here generalized to tetraquark systems. This mass formula is a generalization of the Gell-Mann Okubo mass formula, whose coefficients have been upgraded by a study of the latest PDG data. The ground-state tetraquark nonet was identified with f{sub 0}(600),{kappa}(800),f{sub 0}(980),a{sub 0}(980). The diquark-antidiquark limit was also studied.

  10. JWL Equation of State

    SciTech Connect (OSTI)

    Menikoff, Ralph

    2015-12-15

The JWL equation of state (EOS) is frequently used for the products (and sometimes reactants) of a high explosive (HE). Here we review and systematically derive important properties. The JWL EOS is of the Mie-Grueneisen form with a constant Grueneisen coefficient and a constants specific heat. It is thermodynamically consistent to specify the temperature at a reference state. However, increasing the reference state temperature restricts the EOS domain in the (V, e)-plane of phase space. The restrictions are due to the conditions that P ‚Č• 0, T ‚Č• 0, and the isothermal bulk modulus is positive. Typically, this limits the low temperature regime in expansion. The domain restrictions can result in the P-T equilibrium EOS of a partly burned HE failing to have a solution in some cases. For application to HE, the heat of detonation is discussed. Example JWL parameters for an HE, both products and reactions, are used to illustrate the restrictions on the domain of the EOS.

  17. State Clean Energy Policies Analysis (SCEPA): State Tax Incentives

    SciTech Connect (OSTI)

    Lantz, E.; Doris, E.

    2009-10-01

As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals. The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.
