    Christopher Fuchs and R\\"udiger Schack have developed a way of understanding science, which, among other things, resolves many of the conceptual puzzles of quantum mechanics that have vexed people for the past nine decades. They call it QBism. I speculate on how John Bell might have reacted to QBism, and I explain the many ways in which QBism differs importantly from the orthodox ways of thinking about quantum mechanics associated with the term "Copenhagen interpretation."

    The organizers of the Dr. John J. Stephens, Jr. Memorial Symposium: Deformation and Interfacial Phenomena in Advanced High-Temperature Materials are honoring the memory of Dr. Stephens and his many technical contributions that were accomplished over a relatively brief twenty year career. His research spanned the areas of creep and deformation of metals, dispersion-strengthened alloys and their properties, metal matrix composite materials, processing and properties of refractory metals, joining of ceramic-ceramic and metal-ceramic systems, active braze alloy development, and mechanical modeling of soldered and brazed assemblies. The purpose of this presentation is to highlight his research and engineering accomplishments, particularly during his professional career at Sandia National Laboratories in Albuquerque, NM.

    The John Day is the nation's second longest free-flowing river in the contiguous United States and the longest containing entirely unsupplemented runs of anadromous fish. Located in eastern Oregon, the basin drains over 8,000 square miles, Oregon's fourth largest drainage basin, and incorporates portions of eleven counties. Originating in the Strawberry Mountains near Prairie City, the John Day River flows 284 miles in a northwesterly direction, entering the Columbia River approximately four miles upstream of the John Day dam. With wild runs of spring Chinook salmon and summer steelhead, westslope cutthroat, and redband and bull trout, the John Day system is truly a basin with national significance. The majority of the John Day basin was ceded to the Federal government in 1855 by the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribes). In 1997, the Tribes established an office in the basin to coordinate restoration projects, monitoring, planning and other watershed activities on private and public lands. Once established, the John Day Basin Office (JDBO) formed a partnership with the Grant Soil and Water Conservation District (GSWCD), which contracts the majority of the construction implementation activities for these projects from the JDBO. The GSWCD completes the landowner contact, preliminary planning, engineering design, permitting, construction contracting, and construction implementation phases of most projects. The JDBO completes the planning, grant solicitation/defense, environmental compliance, administrative contracting, monitoring, and reporting portion of the program. Most phases of project planning, implementation, and monitoring are coordinated with the private landowners and basin agencies, such as the Oregon Department of Fish and Wildlife and Oregon Water Resources Department. In 2003, the JDBO and GSWCD proposed continuation of their successful partnership between the two agencies and basin landowners to implement an additional twelve (12) watershed conservation projects. The types of projects include off channel water developments, juniper control, permanent diversions, pump stations, and return-flow cooling systems. Due to funding issues and delays, permitting delays, fire closures and landowner contracting problems, 2 projects were canceled and 7 projects were rescheduled to the 2004 construction season. Project costs in 2003 totaled $115,554.00 with a total amount of $64,981.00 (56%) provided by the Bonneville Power Administration (BPA) and the remainder coming from other sources such as the Bureau of Reclamation (BOR), Oregon Watershed Enhancement Board, the U.S. Fish & Wildlife Service Partners in Wildlife Program and individual landowners.

    The People`s Republic of China has been undergoing rapid economic development over the past several decades. This development has taken place with little or no attention being paid to its environmental consequences. This situation has resulted in severe contamination of the air, water, and soil resources of China, with attendant damage to human and natural populations. This report determines the major causes of air, water, and soil pollution in China and assesses their extent and magnitude. It then examines the impacts of the pollutants on various components of the human and natural environment. It identifies possible regulatory and ameliorative options available to China to deal with these pollution problems and provides information on specific strategies and the costs associated with their implementation. The objective is to shed light on China`s pollution control and remediation requirements in the near future.

    US Army Corps of Engineers - Portland District required that a two-dimensional (2D) depth-averaged and a three-dimensional (3D) free-surface numerical models to be developed and validated for the John Day tailrace. These models were used to assess potential impact of a select group of structural and operational alternatives to tailrace flows aimed at improving fish survival at John Day Dam. The 2D model was used for the initial assessment of the alternatives in conjunction with a reduced-scale physical model of the John Day Project. A finer resolution 3D model was used to more accurately model the details of flow in the stilling basin and near-project tailrace hydraulics. Three-dimensional model results were used as input to the Pacific Northwest National Laboratory particle tracking software, and particle paths and times to pass a downstream cross section were used to assess the relative differences in travel times resulting from project operations and structural scenarios for multiple total river flows. Streamlines and neutrally-buoyant particles were seeded in all turbine and spill bays with flows. For a Total River of 250 kcfs running with the Fish Passage Plan spill pattern and a spillwall, the mean residence times for all particles were little changed; however the tails of the distribution were truncated for both spillway and powerhouse release points, and, for the powerhouse releases, reduced the residence time for 75% of the particles to pass a downstream cross section from 45.5 minutes to 41.3 minutes. For a total river of 125 kcfs configured with the operations from the Fish Passage Plan for the temporary spillway weirs and for a proposed spillwall, the neutrally-buoyant particle tracking data showed that the river with a spillwall in place had the overall mean residence time increase; however, the residence time for 75% of the powerhouse-released particles to pass a downstream cross section was reduced from 102.4 min to 89 minutes.

    Motor vehicles contribute to climate change and petroleum dependence. Improving their fuel economy by making them lighter need not compromise safety. The cars and trucks plying America's roads and highways generate roughly 20 percent of the nation's total emissions of carbon dioxide, a pollutant that is, of course, of increasing concern because of its influence on climate. Motor vehicles also account for most of our country's dependence on imported petroleum, the price of which has recently skyrocketed to near-record levels. So policymakers would welcome the many benefits that would accrue from lessening the amount of fuel consumed in this way. Yet lawmakers have not significantly tightened new vehicle fuel-economy standards since they were first enacted three decades ago. Since then, manufacturers have, for the most part, used advances in automotive technology, ones that could have diminished fuel consumption, to boost performance and increase vehicle weight. In addition, the growth in popularity of pickups, sport utility vehicles (SUVs) and minivans--and the large amounts of gas they typically guzzle--has resulted in the average vehicle using the same amount of fuel per mile as it did 20 years ago. One of the historical impediments to imposing tougher fuel-economy standards has been the long-standing worry that reducing the mass of a car or truck to help meet these requirements would make it more dangerous to its occupants in a crash. People often justify this concern in terms of 'simple physics', noting, for example, that, all else being equal, in a head-on collision, the lighter vehicle is the more strongly decelerated, an argument that continues to sway regulators, legislators and many in the general public. We have spent the past several years examining the research underlying this position--and some recent work challenging it. We have also conducted our own analyses and come to the conclusion that the claim that lighter vehicles are inherently dangerous to those riding in them is flawed. For starters, all else is never equal; other aspects of vehicle design appear to control what really happens in a crash, as reflected in the safety record of different kinds of vehicles. What's more, the use of high-strength steel, light-weight metals such as aluminum and magnesium, and fiber-reinforced plastics now offers automotive engineers the means to fashion vehicles that are simultaneously safer and less massive than their predecessors, and such designs would, of course, enjoy the better fuel economy that shedding pounds brings.

    The People`s Republic of China (hereafter referred to as China) is the largest producer and consumer of coal in the world. Coal makes up 76% and 74% of China`s primary energy consumption and production, respectively. This heavy dependence on coal has come at a high price for China, accounting for a large share of its environmental problems. This report examines the dominance of coal in China`s energy balance, its impact on the environment, and the need for technical and financial assistance, specifically for two distinct aspects: the effect of coal use on the environment and the importance of coal to China`s economy.     Microfluidics technology offers a platform for development of point-of-care diagnostic devices for various infectious diseases. In this study, we examined whether serodiagnosis of Johne s disease (JD) can be conducted in a bead-based microfluidic assay system. Magnetic micro-beads were coated with antigens of the causative agent of JD, Mycobacterium avium subsp. paratuberculosis. The antigen-coated beads were incubated with serum samples of JD-positive or negative serum samples and then with a fluorescently-labeled secondary antibody (SAB). To confirm binding of serum antibodies to the antigen, the beads were subjected to flow cytometric analysis. Different conditions (dilutions of serum and SAB, types of SAB, and types of magnetic beads) were optimized for a great degree of differentiation between the JD-negative and JD-positive samples. Using the optimized conditions, we tested a well-classified set of 155 serum samples from JD negative and JD-positive cattle by using the bead-based flow cytometric assay. Of 105 JD-positive samples, 63 samples (60%) showed higher antibody binding levels than a cut-off value determined by using antibody binding levels of JD-negative samples. In contrast, only 43-49 JD-positive samples showed higher antibody binding levels than the cut-off value when the samples were tested by commercially-available immunoassays. Microfluidic assays were performed by magnetically immobilizing a number of beads within a microchannel of a glass microchip and detecting antibody on the collected beads by laser-induced fluorescence. Antigen-coated magnetic beads treated with bovine serum sample and fluorescently-labeled SAB were loaded into a microchannel to measure the fluorescence (reflecting level of antibody binding) on the beads in the microfluidic system. When the results of five bovine serum samples obtained with the system were compared to those obtained with the flow cytometer, a high level of correlation (linear regression, r2 = 0.994) was observed. In a further experiment, we magnetically immobilized antigen-coated beads in a microchannel, reacted the beads with serum and SAB in the channel, and detected antibody binding to the beads in the microfluidic system. A strong antibody binding in JD-positive serum was detected, whereas there was only negligible binding in negative control experiments. Our data suggest that the bead-based microfluidic system may form a basis for development of an on-site serodiagnosis of JD. In this paper, we present some results regarding a subset of the theory named "John", which corresponds to a non-minimal derivative coupling between the scalar field and the Einstein tensor in the action. We show that this coupling gives rise to an inflationary model with very unnatural initial conditions. Thus, we include a non-minimal, but non-derivative, coupling between scalar field and Ricci scalar, a term named "George" in the Fab Four terminology. In this way, we find a more sensible inflationary model, and, by performing a post-newtonian expansion of spherically symmetric solutions, we derive the set of equations that constrain the parameter space with data from experiments in the solar system.

  8. The John Deere E diesel Test & Research Project

    Three non-road Tier II emissions compliant diesel engines manufactured by John Deere were placed on a durability test plan of 2000 hours each at full load, rated speed (FLRS). The fuel was a blend of 10% fuel ethanol and 90% low sulfur #2 diesel fuel. Seven operational failures involving twenty seven fuel system components occurred prior to completion of the intended test plan. Regulated emissions measured prior to component failure indicated compliance to Tier II certification goals for the observed test experience. The program plan included operating three non-road Tier II diesel engines for 2000 hours each monitoring the regulated emissions at 500 hour intervals for changes/deterioration. The program was stopped prematurely due to number and frequency of injection system failures. The failures and weaknesses observed involved injector seat and valve wear, control solenoid material incompatibility, injector valve deposits and injector high pressure seal cavitation erosion. Future work should target an E diesel fuel standard that emphasizes minimum water content, stability, lubricity, cetane neutrality and oxidation resistance. Standards for fuel ethanol need to require water content no greater than the base diesel fuel standard. Lubricity bench test standards may need new development for E diesel.

    Just one generation ago, schoolkids were taught that Aboriginal people couldn't count beyond five, wandered the desert scavenging for food, had no civilization or religion, had no agriculture, couldn't navigate, didn't build houses, and peacefully acquiesced when Western Civilisation rescued them in 1788. How did we get it so wrong? Here I show that traditional Aboriginal people knew a great deal about the sky, knew the cycles of movements of the stars and the complex motions of the sun, moon and planets. I argue that school students studying science today could learn much from the way that pre-contact Aboriginal people used observation to build a self-consistent picture of the world around them, with predictive power and practical applications.

    The US Army Corps of Engineers Portland District (CENWP) has developed a computational fluid dynamics (CFD) model of the John Day forebay on the Columbia River to aid in the development and design of alternatives to improve juvenile salmon passage at the John Day Project. At the request of CENWP, Pacific Northwest National Laboratory (PNNL) Hydrology Group has conducted a technical review of CENWP's CFD model run in CFD solver software, STAR-CD. PNNL has extensive experience developing and applying 3D CFD models run in STAR-CD for Columbia River hydroelectric projects. The John Day forebay model developed by CENWP is adequately configured and validated. The model is ready for use simulating forebay hydraulics for structural and operational alternatives. The approach and method are sound, however CENWP has identified some improvements that need to be made for future models and for modifications to this existing model.
