On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean. Conference highlights and recommendations are available to the public on NCSE's conference website, www.OurChangingOceans.org.

Science Potential of a Deep Ocean Antineutrino Observatory

This paper presents science potential of a deep ocean antineutrino observatory under development at Hawaii. The observatory design allows for relocation from one site to another. Positioning the observatory some 60 km distant from a nuclear reactor complex enables precision measurement of neutrino mixing parameters, leading to a determination of neutrino mass hierarchy. At a mid-Pacific location the observatory measures the flux and ratio of uranium and thorium decay neutrinos from earth's mantle and performs a sensitive search for a hypothetical natural fission reactor in earth's core. A subsequent deployment at another mid-ocean location would test lateral heterogeneity of uranium and thorium in earth's mantle.

Papers are presented on ocean-wave prediction; the quasi-universal form of the spectra of wind-generated gravity waves at different stages of their development; the limitations of the spectral measurements and observations of the group structure of surface waves; the effect of swell on the growth of wind wave; operational wave forecasting; ocean-wave models, and seakeeping using directional wave spectra. Consideration is given to microwave measurements of the ocean-wave directional spectra; SIR research; estimating wave energy spectra from SAR imagery, with the radar ocean-wave spectrometer, and SIR-B; the wave-measurement capabilities of the surface contour radar and the airborne oceanographic lidar; and SIR-B ocean-wave enhancement with fast-Fourier transform techniques. Topics discussed include wave-current interaction; the design and applicability of Spectrasat; the need for a global wave monitoring system; the age and source of ocean swell observed in Hurricane Josephine; and the use of satellite technology for insulin treatment.

The Sorcerer II Global Ocean Sampling Expedition: Expanding theUniverse of Protein Families

Metagenomics projects based on shotgun sequencing of populations of micro-organisms yield insight into protein families. We used sequence similarity clustering to explore proteins with a comprehensive dataset consisting of sequences from available databases together with 6.12 million proteins predicted from an assembly of 7.7 million Global Ocean Sampling (GOS) sequences. The GOS dataset covers nearly all known prokaryotic protein families. A total of 3,995 medium- and large-sized clusters consisting of only GOS sequences are identified, out of which 1,700 have no detectable homology to known families. The GOS-only clusters contain a higher than expected proportion of sequences of viral origin, thus reflecting a poor sampling of viral diversity until now. Protein domain distributions in the GOS dataset and current protein databases show distinct biases. Several protein domains that were previously categorized as kingdom specific are shown to have GOS examples in other kingdoms. About 6,000 sequences (ORFans) from the literature that heretofore lacked similarity to known proteins have matches in the GOS data. The GOS dataset is also used to improve remote homology detection. Overall, besides nearly doubling the number of current proteins, the predicted GOS proteins also add a great deal of diversity to known protein families and shed light on their evolution. These observations are illustrated using several protein families, including phosphatases, proteases, ultraviolet-irradiation DNA damage repair enzymes, glutamine synthetase, and RuBisCO. The diversity added by GOS data has implications for choosing targets for experimental structure characterization as part of structural genomics efforts. Our analysis indicates that new families are being discovered at a rate that is linear or almost linear with the addition of new sequences, implying that we are still far from discovering all protein families in nature.

No mystery is bigger than dark energy - the elusive force that makes up three-quarters of the Universe and is causing it to expand at an accelerating rate. KTVU Channel 2 health and science editor John Fowler will moderate a panel of Lawrence Berkeley National Laboratory scientists who use phenomena such as exploding stars and gravitational lenses to explore the dark cosmos. Saul Perlmutter heads the Supernova Cosmology Project, which pioneered the use of precise observations of exploding stars to study the expansion of the Universe. His international team was one of two groups who independently discovered the amazing phenomenon known as dark energy, and he led a collaboration that designed a satellite to study the nature of this dark force. He is an astrophysicist at Berkeley Lab and a professor of physics at UC Berkeley. David Schlegel is a Berkeley Lab astrophysicist and the principal investigator of Baryon Oscillation Spectroscopic Survey (BOSS), the largest of four night-sky surveys being conducted in the third phase of the Sloan Digital Sky Survey, known as SDSS-III. BOSS will generate a 3-D map of two million galaxies and quasars, using a specially built instrument outfitted with 1,000 optical fibers and mounted on the SDSS telescope in New Mexico. Alexie Leauthaud is Chamberlain Fellow at Berkeley Lab. Her work probes dark matter in the Universe using a technique called gravitational lensing. When gravity from a massive object such as a cluster of galaxies warps space around it, this can distort our view of the light from an even more distant object. The scale and direction of this distortion allows astronomers to directly measure the properties of both dark matter and dark energy.

Universal Science of Complexity: Consistent Understanding of Ecological, Living and Intelligent System Dynamics

A major challenge of interdisciplinary description of complex system behaviour is whether real systems of higher complexity levels can be understood with at least the same degree of objective, "scientific" rigour and universality as "simple" systems of classical, Newtonian science paradigm. The problem is reduced to that of arbitrary, many-body interaction (unsolved in standard theory). Here we review its causally complete solution, the ensuing concept of complexity and applications. The discovered key properties of dynamic multivaluedness and entanglement give rise to a qualitatively new kind of mathematical structure providing the exact version of real system behaviour. The extended mathematics of complexity contains the truly universal definition of dynamic complexity, randomness (chaoticity), classification of all possible dynamic regimes, and the unifying principle of any system dynamics and evolution, the universal symmetry of complexity. Every real system has a non-zero (and actually high) value of unreduced dynamic complexity determining, in particular, "mysterious" behaviour of quantum systems and relativistic effects causally explained now as unified manifestations of complex interaction dynamics. The observed differences between various systems are due to different regimes and levels of their unreduced dynamic complexity. We outline applications of universal concept of dynamic complexity emphasising cases of "truly complex" systems from higher complexity levels (ecological and living systems, brain operation, intelligence and consciousness, autonomic information and communication systems) and show that the urgently needed progress in social and intellectual structure of civilisation inevitably involves qualitative transition to unreduced complexity understanding (we call it "revolution of complexity").

DOE has prepared an Environmental Assessment (EA) (DOE/EA-0921) evaluating the proposed construction and operation of the Ambulatory Research and Education Center (AREC), which would be located on the top seven floors of the existing NeuroSensory Research Center (NRC) on the campus of the Oregon Health Sciences University (OHSU) at Portland, Oregon. The proposed action would combine activities scattered across the campus into a central facility. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, 42 USC 4321 et seq. Therefore, an environmental impact statement (EIS) is not required and the Department is issuing this Finding of No Significant Impact (FONSI).
