    Local acceleration via whistler wave and particle interaction plays a significant role in particle dynamics in the radiation belt. In this work we explore gyro-resonant wave-particle interaction and quasi-linear diffusion in different magnetic field configurations related to the March 17 2013 storm. We consider the Earth's magnetic dipole field as a reference and compare the results against non-dipole field configurations corresponding to quiet and stormy conditions. The latter are obtained with the ring current-atmosphere interactions model with a self-consistent magnetic field RAM-SCB, a code that models the Earth's ring current and provides a realistic modeling of the Earth's magnetic field. By applying quasi-linear theory, the bounce- and MLT-averaged electron pitch angle, mixed term, and energy diffusion coefficients are calculated for each magnetic field configuration. For radiation belt (~1 MeV) and ring current (~100 keV) electrons, it is shown that at some MLTs the bounce-averaged diffusion coefficients become rather insensitive to the details of the magnetic field configuration, while at other MLTs storm conditions can expand the range of equatorial pitch angles where gyro-resonant diffusion occurs and significantly enhance the diffusion rates. When MLT average is performed at drift shell L = 4.25 (a good approximation to drift average), the diffusion coefficients become quite independent of the magnetic field configuration for relativistic electrons, while the opposite is true for lower energy electrons. These results suggest that, at least for the March 17 2013 storm and for L ? 4.25, the commonly adopted dipole approximation of the Earth's magnetic field can be safely used for radiation belt electrons, while a realistic modeling of the magnetic field configuration is necessary to describe adequately the diffusion rates of ring current electrons.

  8. Wind Energy Resource Assessment of the Caribbean and Central America

    A wind energy resource assessment of the Caribbean and Central America has identified many areas with good to outstanding wind resource potential for wind turbine applications. Annual average wind resource maps and summary tables have been developed for 35 island/country areas throughout the Caribbean and Central America region. The wind resource maps highlight the locations of major resource areas and provide estimates of the wind energy resource potential for typical well-exposed sites in these areas. The average energy in the wind flowing in the layer near the ground is expressed as a wind power class: the greater the average wind energy, the higher the wind power class. The summary tables that are included with each of the 35 island/country wind energy maps provide information on the frequency distribution of the wind speeds (expressed as estimates of the Weibull shape factor, k) and seasonal variations in the wind resource for the major wind resource areas identified on the maps. A new wind power class legend has been developed for relating the wind power classes to values of mean wind power density, mean wind speed, and Weibull k. Guidelines are presented on how to adjust these values to various heights above ground for different roughness and terrain characteristics. Information evaluated in preparing the assessment included existing meteorological data from airports and other weather stations, and from ships and buoys in offshore and coastal areas. In addition, new data from recent measurement sites established for wind energy siting studies were obtained for a few areas of the Caribbean. Other types of information evaluated in the assessment were climatological data and maps on winds aloft, surface pressure, air flow, and topography. The various data were screened and evaluated for their usefulness in preparing the wind resource assessment. Much of the surface data from airports and other land-based weather stations were determined to be from sheltered sites and were thus not very useful in assessing the wind resource at locations that are well exposed to the winds. Ship data were determined to be the most useful for estimating the large-scale wind flow and assessing the spatial distribution of the wind resource throughout the region. Techniques were developed for analyzing and correcting ship wind data and extrapolating these data to coastal and inland areas by considering terrain influences on the large-scale wind flow. In areas where extrapolation of ship wind data was not entirely feasible, such as interior areas of Central America, other techniques were developed for estimating the wind flow and distribution of the wind resource. Through the application of the various innovative techniques developed for assessing the wind resource throughout the Caribbean and Central America region, many areas with potentially good to outstanding wind resource were identified that had not been previously recognized. In areas where existing site data were available from exposed locations, the measured wind resource was compared with the estimated wind resource that was derived using the assessment techniques. In most cases, there was good agreement between the measured wind resource and the estimated wind resource. This assessment project supported activities being pursued by the U.S. Committee for Renewable Energy Commerce and Trade (CORECT), the U.S. government's interagency program to assist in overseas marketing and promote renewable energy exports. An overall goal of the program is to improve U.S. competitiveness in the world renewable energy market. The Caribbean and Central America assessment, which is the first of several possible follow-on international wind energy resource assessments, provides valuable information needed by the U.S. wind energy industry to identify suitable wind resource areas and concentrate their efforts on these areas.

    North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity. The markets for these resources are outside the state, and transmission access to the markets is a necessary condition for any large project. At the present time, technical assessments of the transmission network indicate that the ability to add and carry wind capacity outside of the state is limited. Identifying markets, securing long-term contracts, and obtaining a transmission path to export the power are all major steps that must be taken to develop new projects in North Dakota.

    India is one of the largest wind energy markets in the world. In 1986 Gujarat was the first Indian state to install a wind power project. In February 2013, the installed wind capacity in Gujarat was 3,093 MW. Due to the uncertainty around existing wind energy assessments in India, this analysis uses the Weather Research and Forecasting (WRF) model to simulate the wind at current hub heights for one year to provide more precise estimates of wind resources in Gujarat. The WRF model allows for accurate simulations of winds near the surface and at heights important for wind energy purposes. While previous resource assessments published wind power density, we focus on average wind speeds, which can be converted to wind power densities by the user with methods of their choice. The wind resource estimates in this study show regions with average annual wind speeds of more than 8 m/s.

    Quantitative data on turbulence variables aloft--above the region of the atmosphere conveniently measured from towers--has been an important but difficult measurement need for advancing understanding and modeling of the stable boundary layer (SBL). Vertical profiles of streamwise velocity variances obtained from NOAAs High Resolution Doppler Lidar (HRDL), which have been shown to be numerically equivalent to turbulence kinetic energy (TKE) for stable conditions, are a measure of the turbulence in the SBL. In the present study, the mean horizontal wind component U and variance ?u2 were computed from HRDL measurements of the line-of-sight (LOS) velocity using a technique described in Banta, et al. (2002). The technique was tested on datasets obtained during the Lamar Low-Level Jet Project (LLLJP) carried out in early September 2003, near the town of Lamar in southeastern Colorado. This paper compares U with mean wind speed obtained from sodar and sonic anemometer measurements. It then describes several series of averaging tests that produced the best correlation between TKE calculated from sonic anemometer data at several tower levels and lidar measurements of horizontal velocity variance ?u2. The results show high correlation (0.71-0.97) of the mean U and average wind speed measured by sodar and in-situ instruments, independent of sampling strategies and averaging procedures. Comparison of estimates of variance, on the other hand, proved sensitive to both the spatial and temporal averaging techniques.

    A new approach called dynamic multiscale averaging (DMA) for computing the effects of turbulent flow is described. The new method encompasses multiple applications of temporal and spatial averaging, that is, multiscale operations. Initially, a direct numerical simulation (DNS) is performed for a relatively short time; it is envisioned that this short time should be long enough to capture several fluctuating time periods of the smallest scales. The flow field variables are subject to running time averaging during the DNS. After the relatively short time, the time-averaged variables are volume averaged onto a coarser grid. Both time and volume averaging of the describing equations generate correlations in the averaged equations. These correlations are computed from the flow field and added as source terms to the computation on the next coarser mesh. They represent coupling between the two adjacent scales. Since they are computed directly from first principles, there is no modeling involved. However, there is approximation involved in the coupling correlations as the flow field has been computed for only a relatively short time. After the time and spatial averaging operations are applied at a given stage, new computations are performed on the next coarser mesh using a larger time step. The process continues until the coarsest scale needed is reached. New correlations are created for each averaging procedure. The number of averaging operations needed is expected to be problem dependent. The new DMA approach is applied to a relatively low Reynolds number flow in a square duct segment. Time-averaged stream-wise velocity and vorticity contours from the DMA approach appear to be very similar to a full DNS for a similar flow reported in the literature. Expected symmetry for the final results is produced for the DMA method. The results obtained indicate that DMA holds significant potential in being able to accurately compute turbulent flow without modeling for practical engineering applications.

    Quantitative data on turbulence variables aloft--above the region of the atmosphere conveniently measured from towers--have been an important but difficult measurement need for advancing understanding and modeling of the stable boundary layer (SBL). Vertical profiles of streamwise velocity variances obtained from NOAA's high-resolution Doppler lidar (HRDL), which have been shown to be approximately equal to turbulence kinetic energy (TKE) for stable conditions, are a measure of the turbulence in the SBL. In the present study, the mean horizontal wind component U and variance {sigma}2u were computed from HRDL measurements of the line-of-sight (LOS) velocity using a method described by Banta et al., which uses an elevation (vertical slice) scanning technique. The method was tested on datasets obtained during the Lamar Low-Level Jet Project (LLLJP) carried out in early September 2003, near the town of Lamar in southeastern Colorado. This paper compares U with mean wind speed obtained from sodar and sonic anemometer measurements. The results for the mean U and mean wind speed measured by sodar and in situ instruments for all nights of LLLJP show high correlation (0.71-0.97), independent of sampling strategies and averaging procedures, and correlation coefficients consistently >0.9 for four high-wind nights, when the low-level jet speeds exceeded 15 m s{sup -1} at some time during the night. Comparison of estimates of variance, on the other hand, proved sensitive to both the spatial and temporal averaging parameters. Several series of averaging tests are described, to find the best correlation between TKE calculated from sonic anemometer data at several tower levels and lidar measurements of horizontal-velocity variance {sigma}{sup 2}{sub u}. Because of the nonstationarity of the SBL data, the best results were obtained when the velocity data were first averaged over intervals of 1 min, and then further averaged over 3-15 consecutive 1-min intervals, with best results for the 10- and 15-min averaging periods. For these cases, correlation coefficients exceeded 0.9. As a part of the analysis, Eulerian integral time scales ({tau}) were estimated for the four high-wind nights. Time series of {tau} through each night indicated erratic behavior consistent with the nonstationarity.     One of our primary goals was to determine how well a laser Doppler vibrometer (LDV) could measure the structural dynamic response of a wind turbine that was parked in the field. We performed a series of preliminary tests in the lab to determine the basic limitations of the LDV for this application. We then instrumented an installed parked horizontal axis wind turbine with accelerometers to determine the natural frequencies, damping, and mode shapes of the wind turbine and rotor as a baseline for the LDV and our other tests. We also wanted to determine if LDV modal information could be obtained from a naturally (wind) excited wind turbine. We compared concurrently obtained accelerometer and LDV data in an attempt to assess the quality of the LDV data. Our test results indicate the LDV can be successfully used in the field environment of an installed wind turbine, but with a few restrictions. We were successful in obtaining modal information from a naturally (wind) excited wind turbine in the field, but the data analysis requires a large number of averaged data sets to obtain reasonable results. An ultimate goal of this continuing project is to develop a technique that will monitor the health of a structure, detect damage, and hopefully predict an impending component failure.

    The averaged null energy condition has known violations for quantum fields in curved space, even when one considers only achronal geodesics. Many such examples involve rapid variation in the stress-energy tensor in the vicinity of the geodesic under consideration, giving rise to the possibility that averaging in additional dimensions would yield a principle universally obeyed by quantum fields. However, after discussing various procedures for additional averaging, including integrating over all dimensions of the manifold, we give here a class of examples that violate any such averaged condition.

    The measure problem of cosmology is how to obtain normalized probabilities of observations from the quantum state of the universe. This is particularly a problem when eternal inflation leads to a universe of unbounded size so that there are apparently infinitely many realizations or occurrences of observations of each of many different kinds or types, making the ratios ambiguous. There is also the danger of domination by Boltzmann Brains. Here two new Spacetime Average Density (SAD) measures are proposed, Maximal Average Density (MAD) and Biased Average Density (BAD), for getting a finite number of observation occurrences by using properties of the Spacetime Average Density (SAD) of observation occurrences to restrict to finite regions of spacetimes that have a preferred beginning or bounce hypersurface. These measures avoid Boltzmann brain domination and appear to give results consistent with other observations that are problematic for other widely used measures, such as the observation of a positive cosmological constant.

    According to the 2014 Wind Technologies Market Report, total installed wind power capacity in the United States grew at a rate of eight percent in 2014, bringing the United States total installed capacity to nearly 66 gigawatts (GW), which ranks second in the world and meets 4.9 percent of U.S. end-use electricity demand in an average year. In total, 4,854 MW of new wind energy capacity were installed in the United States in 2014. The 2014 Wind Technologies Market Report also finds that wind energy prices are at an all-time low and are competitive with wholesale power prices and traditional power sources across many areas of the United States. Additionally, a new trend identified by the 2014 Wind Technologies Market Report shows utility-scale turbines with larger rotors designed for lower wind speeds have been increasingly deployed across the country in 2014. The findings also suggest that the success of the U.S. wind industry has had a ripple effect on the American economy, supporting 73,000 jobs related to development, siting, manufacturing, transportation, and other industries.

    This paper investigates the relationships between friction velocity, 10 m drag coefficient, and 10 m wind speed using data collected at two offshore observation towers (one over the sea and the other on an island) from seven typhoon episodes in the South China Sea from 2008 to 2014. The two towers were placed in areas with different water depths along a shore-normal line. The depth of water at the tower over the sea averages about 15 m, and the depth of water near the island is about 10 m. The observed maximum 10 min average wind speed at a height of 10 m is about 32 m s?. Momentum fluxes derived from three methods (eddy covariance, inertial dissipation, and flux profile) are compared. The momentum fluxes derived from the flux profile method are larger (smaller) over the sea (on the island) than those from the other two methods. The relationship between the 10 m drag coefficient and the 10 m wind speed is examined by use of the data obtained by the eddy covariance method. The drag coefficient first decreases with increasing 10 m wind speed when the wind speeds are 510 m s?, then increases and reaches a peak value of 0.002 around a wind speed of 18 m s?. The drag coefficient decreases with increasing 10 m wind speed when 10 m wind speeds are 1827 m s?. A comparison of the measurements from the two towers shows that the 10 m drag coefficient from the tower in 10 m water depth is about 40% larger than that from the tower in 15 m water depth when the 10 m wind speed is less than 10 m s?. Above this, the difference in the 10 m drag coefficients of the two towers disappears.

    This phase of the Site Insolation and Wind Power Characteristics Study was performed to provide statistical information on the expected future availability of solar and wind power at various sites in the Western Region (South Section) of the US Historic data (SOLMET), at 22 National Weather Service stations with hourly solar insolation and collateral meteorological information, were interrogated to provide an estimate of future trends. Solar data are global radiation incident on a horizontal surface, and wind data represent wind power normal to the air flow. Selected insolation and wind power conditions were investigated for their occurrence and persistence, for defined periods of time, on a monthly basis. Global horizontal insolation is related to inclined surfaces at each site. Ratios are provided, monthly, for multiplying global insolation to obtain insolation estimates on south-facing surfaces inclined at different angles with respect to the horizontal. Also, joint probability distribution tables are constructed showing the number of occurrences, out of a finite sample size, of daily average solar and wind power within selected intervals, by month. Information of this nature is intended as an aid to preliminary planning activities for the design and operation of solar and wind energy utilization and conversion systems.

    The Sandia Wind Turbine Loads Database is divided into six files, each corresponding to approximately 16 years of simulation. The files are text files with data in columnar format. The 424MB zipped file containing six data files can be downloaded by the public. The files simulate 10-minute maximum loads for the NREL 5MW wind turbine. The details of the loads simulations can be found in the paper: Decades of Wind Turbine Loads Simulations, M. Barone, J. Paquette, B. Resor, and L. Manuel, AIAA2012-1288 (3.69MB PDF). Note that the site-average wind speed is 10 m/s (class I-B), not the 8.5 m/s reported in the paper.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

  1. Wind Farm Recommendation Report

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to develop a wind farm recommendation for the Executive Council and a list of proposed actions for proceeding with the recommendation. In terms of land use, the INL Land Use Committee unanimously agrees that Site 6 is the preferred location of the alternatives presented for an INL wind farm. However, further studies and resolution to questions raised (stated in this report) by the INL Land Use Committee are needed for the preferred location. Studies include, but are not limited to, wind viability (6 months), bats (2 years), and the visual impact of the wind farm. In addition, cultural resource surveys and consultation (1 month) and the National Environmental Policy Act process (9 to 12 months) need to be completed. Furthermore, there is no documented evidence of developers expressing interest in constructing a small wind farm on INL, nor a specific list of expectations or concessions for which a developer might expect INL to cover the cost. To date, INL assumes the National Environmental Policy Act activities will be paid for by the Department of Energy and INL (the environmental assessment has only received partial funding). However, other concessions also may be expected by developers such as roads, fencing, power line installation, tie-ins to substations, annual maintenance, snow removal, access control, down-time, and remediation. These types of concessions have not been documented, as a request, from a developer and INL has not identified the short and long-term cost liabilities for such concessions should a developer expect INL to cover these costs. INL has not identified a go-no-go funding level or the priority this Wind Farm Project might have with respect to other nuclear-related projects, should the wind farm remain an unfunded mandate. The Land Use Committee recommends Legal be consulted to determine what, if any, liabilities exist with the Wind Farm Project and INLs rights and responsibilities in regards to access to the wind farm once constructed. An expression of interest is expected to go out soon to developers. However, with the potential of 2 years of study remaining for Site 6, the expectation of obtaining meaningful interest from developers should be questioned.

    This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.

    We have developed a three-fluid, three-dimensional magnetohydrodynamic solar wind model that incorporates turbulence transport, eddy viscosity, turbulent resistivity, and turbulent heating. The solar wind plasma is described as a system of co-moving solar wind protons, electrons, and interstellar pickup protons, with separate energy equations for each species. Numerical steady-state solutions of Reynolds-averaged solar wind equations coupled with turbulence transport equations for turbulence energy, cross helicity, and correlation length are obtained by the time relaxation method in the corotating with the Sun frame of reference in the region from 0.3 to 100 AU (but still inside the termination shock). The model equations include the effects of electron heat conduction, Coulomb collisions, photoionization of interstellar hydrogen atoms and their charge exchange with the solar wind protons, turbulence energy generation by pickup protons, and turbulent heating of solar wind protons and electrons. The turbulence transport model is based on the Reynolds decomposition and turbulence phenomenologies that describe the conversion of fluctuation energy into heat due to a turbulent cascade. In addition to using separate energy equations for the solar wind protons and electrons, a significant improvement over our previous work is that the turbulence model now uses an eddy viscosity approximation for the Reynolds stress tensor and the mean turbulent electric field. The approximation allows the turbulence model to account for driving of turbulence by large-scale velocity gradients. Using either a dipole approximation for the solar magnetic field or synoptic solar magnetograms from the Wilcox Solar Observatory for assigning boundary conditions at the coronal base, we apply the model to study the global structure of the solar wind and its three-dimensional properties, including embedded turbulence, heating, and acceleration throughout the heliosphere. The model results are compared with plasma and magnetic field observations on WIND, Ulysses, and Voyager 2 spacecraft.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    Nighttime thermospheric winds for Sondrestrom, Greenland from 11 nights between 1983 and 1988, have been compared to learn about the O(+)-O collision cross section and the high-latitude atomic oxygen density. The horizontal winds in the magnetic meridian were derived indirectly from incoherent-scatter radar (ISR) measurements on ion velocities antiparallel to the magnetic field and directly from Fabry-Perot interferometer (FPI) measurements of Doppler shifts of the (6300-A) emission of atomic oxygen. In deriving the radar winds, the O(+)-O collision cross section, was scaled by a factor of f what was varied from 0.5 to 5.1. On the basis of several arguments the altitude of the 6300-A emission was assumed to be 230 km. The best agreement between the ISR and FPI winds was obtained when f was increased substantially, to between 1.7 and 3.4. If the average peak emission altitude were higher, these factors would be larger; if it were lower, they would be somewhat smaller. However, if the average altitude were substantially lower it would have been more difficult to have obtained agreement between the two techniques.

    This report discloses the design and development of an innovative wind tower system having an axisymmetric wind deflecting structure with a plurality of symmetrically mounted rooftop size wind turbines near the axisymmetric structure. The purpose of the wind deflecting structure is to increase the ambient wind speed that in turn results in an overall increase in the power capacity of the wind turbines. Two working prototypes were constructed and installed in the summer of 2009 and 2012 respectively. The system installed in the Summer of 2009 has a cylindrical wind deflecting structure, while the tower installed in 2012 has a spiral-shape wind deflecting structure. Each tower has 4 turbines, each rated at 1.65 KW Name-Plate-Rating. Before fabricating the full-size prototypes, computational fluid dynamic (CFD) analyses and scaled-down table-top models were used to predict the performance of the full-scale models. The performance results obtained from the full-size prototypes validated the results obtained from the computational models and those of the scaled-down models. The second prototype (spiral configuration) showed at a wind speed of 11 miles per hour (4.9 m/s) the power output of the system could reach 1,288 watt, when a typical turbine installation, with no wind deflecting structure, could produce only 200 watt by the same turbines at the same wind speed. At a wind speed of 18 miles per hour (8 m/sec), the spiral prototype produces 6,143 watt, while the power generated by the same turbines would be 1,412 watt in the absence of a wind deflecting structure under the same wind speed. Four US patents were allowed, and are in print, as the results of this project (US 7,540,706, US 7,679,209, US 7,845,904, and US 8,002,516).

    In recent studies by ourselves and others of third-moment expressions for the rate of energy cascade in the solar wind, it has been shown that relatively large volumes of data are needed to produce convergent averages. These averages are in good agreement with independently obtained estimates for the average heating rate for a solar wind plasma under those conditions. The unanswered question has been whether the convergence issue is the result of intermittent dynamics or simple measurement uncertainties. In other words, is the difficulty in obtaining a single result that characterizes many similarly prepared samples due to in situ dynamics that create physically real variations or simple statistics? There have been publications showing evidence of intermittent dynamics in the solar wind. Here we show that the third-moment expressions and the computed energy cascade for relatively small samples of data comparable to the correlation length are generally well-formed estimates of the local dynamics. This leads us to conclude that intermittency and not simple measurement uncertainties are responsible for the slow convergence to expected heating rates. We partially characterize the scale size of the intermittency to be comparable to or smaller than the correlation length of the turbulence and we attempt to rephrase the discussion of third moments in terms of intermittent dynamics.

    How does wind tunnel airfoil data differ from the airfoil performance on an operating horizontal axis wind turbine (HAWT) The National Renewable Energy laboratory has been conducting a comprehensive test program focused on answering this question and understanding the basic fluid mechanics of rotating HAWT stall aerodynamics. The basic approach was to instrument a wind rotor, using an airfoil that was well documented by wind tunnel tests, and measure operating pressure distributions on the rotating blade. Based an the integrated values of the pressure data, airfoil performance coefficients were obtained, and comparisons were made between the rotating data and the wind tunnel data. Care was taken to the aerodynamic and geometric differences between the rotating and the wind tunnel models. This is the first of two reports describing the Combined Experiment Program and its results. This Phase I report covers background information such as test setup and instrumentation. It also includes wind tunnel test results and roughness testing.

    This contribution describes some of the challenges associated with developing a polarized electron source capable of uninterrupted days-long operation at milliAmpere average beam current with polarization greater than 80%. Challenges will be presented in the context of assessing the required level of extrapolation beyond the performance of today's CEBAF polarized source operating at ~ 200 uA average current. Estimates of performance at higher current will be based on hours-long demonstrations at 1 and 4 mA. Particular attention will be paid to beam-related lifetime-limiting mechanisms, and strategies to construct a photogun that operate reliably at bias voltage > 350kV.

    An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    Under this project, the Aleutian Pribilof Islands Association (APIA) conducted wind feasibility studies for Adak, False Pass, Nikolski, Sand Point and St. George. The DOE funds were also be used to continue APIA's role as project coordinator, to expand the communication network quality between all participants and with other wind interest groups in the state and to provide continued education and training opportunities for regional participants. This DOE project began 09/01/2005. We completed the economic and technical feasibility studies for Adak. These were funded by the Alaska Energy Authority. Both wind and hydro appear to be viable renewable energy options for Adak. In False Pass the wind resource is generally good but the site has high turbulence. This would require special care with turbine selection and operations. False Pass may be more suitable for a tidal project. APIA is funded to complete a False Pass tidal feasibility study in 2012. Nikolski has superb potential for wind power development with Class 7 wind power density, moderate wind shear, bi-directional winds and low turbulence. APIA secured nearly $1M from the United States Department of Agriculture Rural Utilities Service Assistance to Rural Communities with Extremely High Energy Costs to install a 65kW wind turbine. The measured average power density and wind speed at Sand Point measured at 20m (66ft), are 424 W/m2 and 6.7 m/s (14.9 mph) respectively. Two 500kW Vestas turbines were installed and when fully integrated in 2012 are expected to provide a cost effective and clean source of electricity, reduce overall diesel fuel consumption estimated at 130,000 gallons/year and decrease air emissions associated with the consumption of diesel fuel. St. George Island has a Class 7 wind resource, which is superior for wind power development. The current strategy, led by Alaska Energy Authority, is to upgrade the St. George electrical distribution system and power plant. Avian studies in Nikolski and Sand Point have allowed for proper wind turbine siting without killing birds, especially endangered species and bald eagles. APIA continues coordinating and looking for funding opportunities for regional renewable energy projects. An important goal for APIA has been, and will continue to be, to involve community members with renewable energy projects and energy conservation efforts.

  14. CFD analysis of rotating two-bladed flatback wind turbine rotor.

    The effects of modifying the inboard portion of the NREL Phase VI rotor using a thickened, flatback version of the S809 design airfoil are studied using a three-dimensional Reynolds-averaged Navier-Stokes method. A motivation for using such a thicker airfoil design coupled with a blunt trailing edge is to alleviate structural constraints while reducing blade weight and maintaining the power performance of the rotor. The calculated results for the baseline Phase VI rotor are benchmarked against wind tunnel results obtained at 10, 7, and 5 meters per second. The calculated results for the modified rotor are compared against those of the baseline rotor. The results of this study demonstrate that a thick, flatback blade profile is viable as a bridge to connect structural requirements with aerodynamic performance in designing future wind turbine rotors.

    The Hualapai Department of Planning and Economic Development, with funding assistance from the U.S. Department of Energy, Tribal Energy Program, with the aid of six consultants has completed the four key prerequisites as follows: 1. Identify the site area for development and its suitability for construction. 2. Determine the wind resource potential for the identified site area. 3. Determine the electrical transmission and interconnection feasibility to get the electrical power produced to the marketplace. 4. Complete an initial permitting and environmental assessment to determine the feasibility for getting the project permitted. Those studies indicated a suitable wind resource and favorable conditions for permitting and construction. The permitting and environmental study did not reveal any fatal flaws. A review of the best power sale opportunities indicate southern California has the highest potential for obtaining a PPA that may make the project viable. Based on these results, the recommendation is for the Hualapai Tribal Nation to move forward with attracting a qualified wind developer to work with the Tribe to move the project into the second phase - determining the reality factors for developing a wind project. a qualified developer will bid to a utility or negotiate a PPA to make the project viable for financing.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

    The wind energy conversion system includes a wind machine having a propeller connected to a generator of electric power, the propeller rotating the generator in response to force of an incident wind. The generator converts the power of the wind to electric power for use by an electric load. Circuitry for varying the duty factor of the generator output power is connected between the generator and the load to thereby alter a loading of the generator and the propeller by the electric load. Wind speed is sensed electro-optically to provide data of wind speed upwind of the propeller, to thereby permit tip speed ratio circuitry to operate the power control circuitry and thereby optimize the tip speed ratio by varying the loading of the propeller. Accordingly, the efficiency of the wind energy conversion system is maximized.

The lift structure may be configured for carrying objects and have a guide system and drive system for mechanically communicating with a primary cable, rail or other first elongate member attached to the wind tower structure. The drive system and guide system may transmit forces that move the lift relative to the cable and thereby relative to the wind tower structure. A control interface may be included for controlling the amount and direction of the power into the guide system and drive system thereby causing the guide system and drive system to move the lift relative to said first elongate member such that said lift moves relative to said wind tower structure.

    The Winnebago Wind Energy Study evaluated facility-scale, community-scale and commercial-scale wind development on Winnebago Tribal lands in northeastern Nebraska. The Winnebago Tribe of Nebraska has been pursuing wind development in various forms for nearly ten years. Wind monitoring utilizing loaned met towers from NREL took place during two different periods. From April 2001 to April 2002, a 20-meter met tower monitored wind data at the WinnaVegas Casino on the far eastern edge of the Winnebago reservation in Iowa. In late 2006, a 50-meter tower was installed, and subsequently monitored wind data at the WinnaVegas site from late 2006 through late 2008. Significant challenges with the NREL wind monitoring equipment limited the availability of valid data, but based on the available data, average wind speeds between 13.6 14.3 miles were indicated, reflecting a 2+/3- wind class. Based on the anticipated cost of energy produced by a WinnaVegas wind turbine, and the utility policies and rates in place at this time, a WinnaVegas wind project did not appear to make economic sense. However, if substantial grant funding were available for energy equipment at the casino site, and if either Woodbury REC backup rates were lower, or NIPCO was willing to pay more for wind power, a WinnaVegas wind project could be feasible. With funding remaining in the DOE-funded project budget,a number of other possible wind project locations on the Winnebago reservation were considered. in early 2009, a NPPD-owned met tower was installed at a site identified in the study pursuant to a verbal agreement with NPPD which provided for power from any ultimately developed project on the Western Winnebago site to be sold to NPPD. Results from the first seven months of wind monitoring at the Western Winnebago site were as expected at just over 7 meters per second at 50-meter tower height, reflecting Class 4 wind speeds, adequate for commercial development. If wind data collected in the remaining months of the twelve-month collection period is consistent with that collected in the first seven months, the Western Winnebago site may present an interesting opportunity for Winnebago. Given the distance to nearby substations, and high cost of interconnection at higher voltage transmission lines, Winnebago would likely need to be part of a larger project in order to reduce power costs to more attractive levels. Another alternative would be to pursue grant funding for a portion of development or equipment costs, which would also help reduce the cost of power produced. The NREL tower from the WinnaVegas site was taken down in late 2008, re-instrumented and installation attempted on the Thunderway site south of the Winnebago community. Based on projected wind speeds, current equipment costs, and the projects proximity to substations for possible interconnection, a Thunderway community-scale wind project could also be feasible.

    Utility-scale electricity produced from offshore wind farms has the potential to contribute significantly to the energy production of the United States. In order for the U.S. to rapidly develop these abundant resources, knowledgeable scientists and engineers with sound understanding of offshore wind energy systems are critical. This report summarizes the development of an upper-level engineering course in "Offshore Wind Energy Systems Engineering." This course is designed to provide students with a comprehensive knowledge of both the technical challenges of offshore wind energy and the practical regulatory, permitting, and planning aspects of developing offshore wind farms in the U.S. This course was offered on a pilot basis in 2011 at the University of Massachusetts and the National Renewable Energy Laboratory (NREL), TU Delft, and GL Garrad Hassan have reviewed its content. As summarized in this report, the course consists of 17 separate topic areas emphasizing appropriate engineering fundamentals as well as development, planning, and regulatory issues. In addition to the course summary, the report gives the details of a public Internet site where references and related course material can be obtained. This course will fill a pressing need for the education and training of the U.S. workforce in this critically important area. Fundamentally, this course will be unique due to two attributes: an emphasis on the engineering and technical aspects of offshore wind energy systems, and a focus on offshore wind energy issues specific to the United States.

    This paper describes a hybrid approach forpredicting noise radiated from the rotating Wind Turbine (HAWT) blades, where the sources are extracted from an unsteady Reynolds-Averaged-Navier Stocks (URANS) simulation, ANSYS CFX 11.0, was used to calculate The near-field flow parameters around the blade surface that are necessary for FW-H codes. Comparisons with NREL Phase II experimental results are presented with respect to the pressure distributions for validating a capacity of the solver to calculate the near-field flow on and around the wind turbine blades, The results show that numerical data have a good agreement with experimental. The acoustic pressure, presented as a sum of thickness and loading noise components, is analyzed by means of a discrete fast Fourier transformation for the presentation of the time acoustic time histories in the frequency domain. The results convincingly show that dipole source noise is the dominant noise source for this wind turbine.

    A vertical axis wind turbine is described. The wind turbine can include a top ring, a middle ring and a lower ring, wherein a plurality of vertical airfoils are disposed between the rings. For example, three vertical airfoils can be attached between the upper ring and the middle ring. In addition, three more vertical airfoils can be attached between the lower ring and the middle ring. When wind contacts the vertically arranged airfoils the rings begin to spin. By connecting the rings to a center pole which spins an alternator, electricity can be generated from wind.
