    This document describes the problem domain and functional requirements of the SIENA framework. The software requirements and system architecture of SIENA are specified in separate documents (called SIENA Software Requirement Specification and SIENA Software Architecture, respectively). While currently this version of the document describes the problems and captures the requirements within the Analysis domain (concentrating on finite element models), it is our intention to subsequent y expand this document to describe problems and capture requirements from the Design and Manufacturing domains. In addition, SIENA is designed to be extendible to support and integrate elements from the other domains (see SIENA Software Architecture document).

    The On-Off problem, aka. Li-Ma problem, is a statistical problem where a measured rate is the sum of two parts. The first is due to a signal and the second due to a background, both of which are unknown. Mostly frequentist solutions are being used that are only adequate for high count numbers. When the events are rare such an approximation is not good enough. Indeed, in high-energy astrophysics this is often the rule rather than the exception. I will present a universal objective Bayesian solution that depends only on the initial three parameters of the On-Off problem: the number of events in the "on" region, the number of events in the "off" region, and their ratio-of-exposure. With a two-step approach it is possible to infer the signal's significance, strength, uncertainty or upper limit in a unified a way. The approach is valid without restrictions for any count number including zero and may be widely applied in particle physics, cosmic-ray physics and high-energy astrophysics. I apply the method to Gamma Ray Burst data.

    Elementary particle detectors fall broadly into only two classes: phase-transformation devices, such as the bubble chamber, and charge-transfer devices like the Geiger-Mueller tube. Quantum measurements are seen to involve transitions from a long-lived metastable state (e. g., superheated liquid or a gas of atoms between charged capacitor plates) to a thermodinamically stable condition. A detector is then a specially prepared object undergoing a metastable-to-stable transformation that is significantly enhanced by the presence of the measured particle, which behaves, in some sense, as the seed of a process of heterogeneous nucleation. Based on this understanding of the operation of a conventional detector, and using results of orthogonality-catastrophe theory, we argue that, in the thermodynamic limit, the pre-measurement Hamiltonian is not the same as that describing the detector during or after the interaction with a particle and, thus, that superpositions of pointer states (Schroedinger cats) are unphysical because their time evolution is ill defined. Examples of particle-induced changes in the Hamiltonian are also given for ordinary systems whose macroscopic parameters are susceptible to radiation damage, but are not modified by the interaction with a single particle.

    The Legion project at the University of Virginia is an architecture for designing and building system services that provide the illusion of a single virtual machine to users, a virtual machine that provides secure shared object and shared name spaces, application adjustable fault-tolerance, improved response time, and greater throughput. Legion targets wide area assemblies of workstations, supercomputers, and parallel supercomputers, Legion tackles problems not solved by existing workstation based parallel processing tools; the system will enable fault-tolerance, wide area parallel processing, inter-operability, heterogeneity, a single global name space, protection, security, efficient scheduling, and comprehensive resource management. This paper describes the core Legion object model, which specifies the composition and functionality of Legion`s core objects-those objects that cooperate to create, locate, manage, and remove objects in the Legion system. The object model facilitates a flexible extensible implementation, provides a single global name space, grants site autonomy to participating organizations, and scales to millions of sites and trillions of objects.

    DEISCODES, the Draft Environmental Impact Statement CODES are five separate FORTRAN codes used to perform the analysis in the Draft Environmental Impact Statement written to support 10 CFR 61, Licensing Requirements for Land Disposal of Radioactive Waste. The five codes are named OPTIONS, GRWATER, INTRUDE, INVERSW, and INVERSI. These codes calculate impact measures associated with the management of Low-Level radioactive Waste (LLW). Three phases of waste management are considered: waste processing, transportation, and disposal, utilizing (1) information on waste characteristics, (2) data and assumptions on disposal technologies and (3) impact calculational methodologies presented in NUREG/CR-1759 and NUREG-0782. The INTRUDE code determines the radiological impacts resulting from potential inadvertent human intrusion into a selected disposal facility containing processed waste as a function of time after disposal. GRWATER calculates the individual exposures resulting from use of contaminated water drawn from various human access locations such as a well that may become contaminated as a result of potential groundwater migration or radionuclides. The OPTIONS code calculates the waste volume-averaged inadvertent intruder impacts, impacts resulting from exposed waste scenarios, as well as those resulting from operational accidents, and those associated with short term consideration such as waste processing and transportation impacts, disposal costs, energy use, land use, etc. INVERSI, calculates the limiting concentrations in waste to meet a specific dose criterion for a disposal facility. INVERSW, calculates disposal facility radionuclide concentrations and inventories to meet specific allowable dose criteria for groundwater migration for the facility design and regionally representative environmental characteristics.

A review of interim financial statements consists principally of inquiries of NPR-1 personnel and analytical procedures applied to financial data. It is substantially less in scope than an audit in accordance with generally accepted auditing standards, the objective of which is the expression of an opinion regarding the financial statements take as a whole. Accordingly, the certified public accountants do not express such an opinion.     In 1990, the Bonneville Power Administration (BPA) embarked upon the Resource Contingency Program (RCP) to fulfill its statutory responsibilities to supply electrical power to its utility, industrial and other customers in the Pacific Northwest. Instead of buying or building generating plants now, BPA has purchased options to acquire power later if needed. Three option development agreements were signed in September 1993 with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop Washington and near Hermiston, Oregon. The needs were developed by the Hanford Site Technology Coordination Group (STCG) with full participation and endorsement of site user organizations, stakeholders, and regulators. The purpose of this document is to: (a) provide a comprehensive listing of Hanford science and technology needs, and (b) identify partnering and commercialization opportunities with industry, other federal and state agencies, and the academic community. The Hanford STCG reviews and updates the needs annually. Once completed, the needs are communicated to DOE for use in the development and prioritization of their science and technology programs, including the Focus Areas, Cross-Cutting Programs, and the Environmental Management Science Program.     A preon-based composite model of the fundamental fermions is discussed, in which the fermions are bound states of smaller entities -- primitive charges (preons). The preon is regarded as a dislocation in a dual 3-dimensional manifold -- a topological object with no properties, save its unit mass and unit charge. It is shown that the dualism of this manifold gives rise to a hierarchy of complex structures resembling by their properties three families of the fundamental fermions. Although just a scheme for building a model of elementary particles, this description yields a quantitative explanation of many observable particle properties, including their masses.

    Given a graph where each vertex is assigned a generation or consumption volume, we try to bisect the graph so that each part has a significant generation/consumption mismatch, and the cutsize of the bisection is small. Our motivation comes from the vulnerability analysis of distribution systems such as the electric power system. We show that the constrained version of the problem, where we place either the cutsize or the mismatch significance as a constraint and optimize the other, is NP-complete, and provide an integer programming formulation. We also propose an alternative relaxed formulation, which can trade-off between the two objectives and show that the alternative formulation of the problem can be solved in polynomial time by a maximum flow solver. Our experiments with benchmark electric power systems validate the effectiveness of our methods.

    Concurrent engineering taking into account product life-cycle factors seems to be one of the industrial challenges of the next years. Cost estimation and management are two main strategic tasks that imply the possibility of managing costs at the earliest stages of product development. This is why it is indispensable to let people from economics and from industrial engineering collaborates in order to find the best solution for enterprise progress for economical factors mastering. The objective of this paper is to present who we try to adapt costing methods in a PLM and CE point of view to the new industrial context and configuration in order to give pertinent decision aid for product and process choices. A very important factor is related to cost management problems when developing new products. A case study is introduced that presents how product development actors have referenced elements to product life-cycle costs and impacts, how they have an idea bout economical indicators when taking decisions during the progression of the project of product development.

    The National Utility Financial Statement (NUFS) model which takes the output for the electric utility sector from the Midterm Energy Forecasting System (MEFS) model and forecasts electric utility financial statements is described. NUFS forecasts separately for public and investor owned utilities, the following tables for each region on an annual basis: income statement; balance sheet; sources and uses of funds; development of revenue requirement on an annual basis; reconciliation of tax expenses, current taxes and income taxes at a 46% statutory rate; interest coverage; external financing as a percent of total uses of funds; AFUDC as a percentage of total uses of funds; book value and market to book rate; dividends per share; and actual return on equity. In addition, NUFS has been designed to supply inputs to the MEFS iterative solution process. The first such input is the fixed charge rates for each plant type. This quantity is used to form the objective function for the MEFS electric utility model. The second set of inputs are for the existing MEFS electricity price forecasting module. These inputs are referred to as pricing coefficients and old money revenue requirements.

    In these lecture notes we review the current knowledge about the formation of the first luminous objects. We start from the cosmological context of hierarchical models of structure formation, and discuss the main physical processes which are believed to lead to primordial star formation, i.e. the cooling processes and the chemistry of molecules (especially H2) in a metal-free gas. We then describe the techniques and results of numerical simulations, which indicate that the masses of the first luminous objects are likely to be much larger than that of present-day stars. Finally, we discuss the scenario presented above, exposing some of the most interesting problems which are currently being investigated, such as that of the feedback effects of these objects.

    The National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality (CEQ) regulations in the United States require federal agencies to apply an environmental impact assessment (EIA) in decision-making related to their actions. One aspect requires an examination of direct, indirect and cumulative impacts (CIs). Historically, cumulative impact assessment (CIA) has been given limited attention in EIA and resultant environmental impact statements (EISs), not because of its lack of importance, but owing to limitations in methodologies and procedures, including documentation consistency. The objectives of this study were to identify deficiencies in the documentation of CIs and CIA in EISs and to formulate appropriate recommendations (potential solutions) related to such deficiencies. The study involved the systematic review of 33 EISs. The results indicate that improvements have been made in documentation practices since 1990; however, inconsistencies and inadequacies still exist. Therefore, the following recommendations were developed: (1) CIs should be reported in a separate part of the Environmental Consequences section, and they should be addressed for each pertinent environmental resource; (2) a summary of CIs should be included; (3) any CIs considered not significant should be mentioned plus the reason(s) for their non-significance; (4) spatial and temporal boundaries addressed within the CIA process should be defined for pertinent environmental resources; and (5) utilized guidelines and methodologies should be described.

    In accordance with the National Environmental Policy Act (NEPA) of 1969, the US Department of Energy (DOE) has prepared this document as environmental input to future decisions regarding the Waste Isolation Pilot Plant (WIPP), which would include the disposal of transuranic waste, as currently authorized. The alternatives covered in this document are the following: (1) Continue storing transuranic (TRU) waste at the Idaho National Engineering Laboratory (INEL) as it is now or with improved confinement. (2) Proceed with WIPP at the Los Medanos site in southeastern New Mexico, as currently authorized. (3) Dispose of TRU waste in the first available repository for high-level waste. The Los Medanos site would be investigated for its potential suitability as a candidate site. This is administration policy and is the alternative preferred by the DOE. (4) Delay the WIPP to allow other candidate sites to be evaluated for TRU-waste disposal. This environmental impact statement is arranged in the following manner: Chapter 1 is an overall summary of the analysis contained in the document. Chapters 2 and 4 set forth the objectives of the national waste-management program and analyze the full spectrum of reasonable alternatives for meeting these objectives, including the WIPP. Chapter 5 presents the interim waste-acceptance criteria and waste-form alternatives for the WIPP. Chapters 6 through 13 provide a detailed description and environmental analysis of the WIPP repository and its site. Chapter 14 describes the permits and approvals necessary for the WIPP and the interactions that have taken place with Federal, State, and local authorities, and with the general public in connection with the repository. Chapter 15 analyzes the many comments received on the DEIS and tells what has been done in this FEIS in response. The appendices contain data and discussions in support of the material in the text.

    Given a graph where each vertex is assigned a generation orconsumption volume, we try to bisect the graph so that each part has asignificant generation/consumption mismatch, and the cutsize of thebisection is small. Our motivation comes from the vulnerability analysisof distribution systems such as the electric power system. We show thatthe constrained version of the problem, where we place either the cutsizeor the mismatch significance as a constraint and optimize the other, isNP-complete, and provide an integer programming formulation. We alsopropose an alternative relaxed formulation, which can trade-off betweenthe two objectives and show that the alternative formulation of theproblem can be solved in polynomial time by a maximum flow solver. Ourexperiments with benchmark electric power systems validate theeffectiveness of our methods.

    The Puget Sound Area Electric Reliability Plan Draft Environmental Impact Statement (DEIS) identifies the alternatives for solving a power system problem in the Puget Sound area. This Plan is undertaken by Bonneville Power Administration (BPA), Puget Sound Power & Light, Seattle City Light, Snohomish Public Utility District No. 1 (PUD), and Tacoma Public Utilities. The Plan consists of potential actions in Puget Sound and other areas in the State of Washington. A specific need exists in the Puget Sound area for balance between east-west transmission capacity and the increasing demand to import power generated east of the Cascades. At certain times of the year, there is more demand for power than the electric system can supply in the Puget Sound area. This high demand, called peak demand, occurs during the winter months when unusually cold weather increases electricity use for heating. The existing power system can supply enough power if no emergencies occur. However, during emergencies, the system will not operate properly. As demand grows, the system becomes more strained. To meet demand, the rate of growth of demand must be reduced or the ability to serve the demand must be increased, or both. The plan to balance Puget Sound`s power demand and supply has these purposes: The plan should define a set of actions that would accommodate ten years of load growth (1994--2003). Federal and State environmental quality requirements should be met. The plan should be consistent with the plans of the Northwest Power Planning Council. The plan should serve as a consensus guideline for coordinated utility action. The plan should be flexible to accommodate uncertainties and differing utility needs. The plan should balance environmental impacts and economic costs. The plan should provide electric system reliability consistent with customer expectations. 29 figs., 24 tabs.

    In December 1996, the U.S. Department of Energy (DOE) published the ''Storage and Disposition of Weapons-Usable Fissile Materials Final Programmatic Environmental Impact Statement (Storage and Disposition PEIS)'' (DOE 1996a). That PEIS analyzes the potential environmental consequences of alternative strategies for the long-term storage of weapons-usable plutonium and highly enriched uranium (HEU) and the disposition of weapons-usable plutonium that has been or may be declared surplus to national security needs. The Record of Decision (ROD) for the ''Storage and Disposition PEIS'', issued on January 14, 1997 (DOE 1997a), outlines DOE's decision to pursue an approach to plutonium disposition that would make surplus weapons-usable plutonium inaccessible and unattractive for weapons use. DOE's disposition strategy, consistent with the Preferred Alternative analyzed in the ''Storage and Disposition PEIS'', allows for both the immobilization of some (and potentially all) of the surplus plutonium and use of some of the surplus plutonium as mixed oxide (MOX) fuel in existing domestic, commercial reactors. The disposition of surplus plutonium would also involve disposal of both the immobilized plutonium and the MOX fuel (as spent nuclear fuel) in a potential geologic repository.

    We introduce a definition of the electromagnetic chirality of an object and show that it has an upper bound. The upper bound is attained if and only if the object is transparent for fields of one handedness (helicity). Additionally, electromagnetic duality symmetry, i.e. helicity preservation upon scattering, turns out to be a necessary condition for reciprocal scatterers to attain the upper bound. We use these results to provide requirements for the design of such extremal scatterers. The requirements can be formulated as constraints on the polarizability tensors for dipolar scatterers or as material constitutive relations. We also outline two applications for objects of maximum electromagnetic chirality: A twofold resonantly enhanced and background free circular dichroism measurement setup, and angle independent helicity filtering glasses.

    This report describes the science and engineering performed to provide state-of-the-art acoustic capabilities for nondestructively characterizing mesoscale (millimeter-sized) objects--allowing micrometer resolution over the objects entire volume. Materials and structures used in mesoscale objects necessitate the use of (1) GHz acoustic frequencies and (2) non-contacting laser generation and detection of acoustic waves. This effort demonstrated that acoustic methods at gigahertz frequencies have the necessary penetration depth and spatial resolution to effectively detect density discontinuities, gaps, and delaminations. A prototype laser-based ultrasonic system was designed and built. The system uses a micro-chip laser for excitation of broadband ultrasonic waves with frequency components reaching 1.0 GHz, and a path-stabilized Michelson interferometer for detection. The proof-of-concept for mesoscale characterization is demonstrated by imaging a micro-fabricated etched pattern in a 70 {micro}m thick silicon wafer.

    I review the main steps made so far towards the construction of a (semi) analytical model for describing the growth history of bound virialized objects or haloes in the gravitational instability scenario. I mainly focus on those models relying on the spherical collapse approximation which have led to the most complete description. I insist on the different assumptions of each model and outline their main advantages and shortcomings. The work is divided in two parts: a first one dealing with the theoretical mass function of objects, and a second one dealing with the typical growth times and rates. Particular attention is paid to a new model making the practical distinction between accretion and merger events.

    Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. For rights-of-way, the environmentally preferred alternative(s) would use manual, mechanical, and biological control methods, as well as spot and localized herbicide applications for noxious and deciduous plant species; the BPA-preferred alternative(s) would add broadcast and aerial herbicide applications, and would use herbicides on any vegetation. Both would favor a management approach that fosters low-growing plant communities.

    The self-similar converging-diverging shock wave problem introduced by Guderley in 1942 has been the source of numerous investigations since its publication. In this paper, we review the simplifications and group invariance properties that lead to a self-similar formulation of this problem from the compressible flow equations for a polytropic gas. The complete solution to the self-similar problem reduces to two coupled nonlinear eigenvalue problems: the eigenvalue of the first is the so-called similarity exponent for the converging flow, and that of the second is a trajectory multiplier for the diverging regime. We provide a clear exposition concerning the reflected shock configuration. Additionally, we introduce a new approximation for the similarity exponent, which we compare with other estimates and numerically computed values. Lastly, we use the Guderley problem as the basis of a quantitative verification analysis of a cell-centered, finite volume, Eulerian compressible flow algorithm.

    For each simple euclidean Jordan algebra $V$, we introduce the analogue of hamiltonian, angular momentum and Laplace-Runge-Lenz vector in the Kepler problem. Being referred to as the universal hamiltonian, universal angular momentum and universal Laplace-Runge-Lenz vector respectively, they are elements in (essentially) the TKK (Tits-Kantor-Koecher) algebra of $V$ and satisfy commutation relations similar to the ones for the hamiltonian, angular momentum and Laplace-Runge-Lenz vector in the Kepler problem. We also give some examples of Poisson realization of the TKK algebra, along with the resulting classical generalized Kepler problems. For the simplest simple euclidean Jordan algebra (i.e., $\\mathbb R$), we give examples of operator realization for the TKK algebra, along with the resulting quantum generalized Kepler problems.

    A thermodynamic analogue of the Pauli problem (reconstruction of a wavefunction from the position and momentum distributions) is formulated. The coordinates of a quantum system are replaced by the inverse absolute temperature and other intensive quantities, and the Planck constant is replaced by the Boltzmann constant multiplied by two. A new natural mathematical generalization of the quasithermodynamic fluctuation theory is suggested and sufficient conditions for the existence of asymptotic solutions of the thermodynamic Pauli problem are obtained.
