    The Primary objectives: to provide a broad range of analytical support to the Solar Program; and to anticipate and respond to the rapidly evolving analytical needs of the Solar Program. Three broad types of analysis are being carried out under this project including: (1) Market analysis: Developing a PV market penetration model--the SolarDS model--and other tools, in order to gain insight into the factors influencing market penetration of PV technology in U.S. markets. (2) Value analysis: Providing inputs to, support for, and review of the annual GPRA benefits analysis. Also developing methods and tools for improving the quantification of the benefits and cost of solar technologies. (3) Policy analysis: Defining and carrying out analysis that meets the needs of the Solar Energy Technologies Program in a timely fashion, for example evaluating the potential role of solar in the energy economy in the long-term.

    Since the 1993 court case of Daubert v. Merrell Dow Pharmaceuticals, Inc. the subjective nature of toolmark comparison has been questioned by attorneys and law enforcement agencies alike. This has led to an increased drive to establish objective comparison techniques with known error rates, much like those that DNA analysis is able to provide. This push has created research in which the 3-D surface profile of two different marks are characterized and the marks’ cross-sections are run through a comparative statistical algorithm to acquire a value that is intended to indicate the likelihood of a match between the marks. The aforementioned algorithm has been developed and extensively tested through comparison of evenly striated marks made by screwdrivers. However, this algorithm has yet to be applied to quasi-striated marks such as those made by the shear edge of slip-joint pliers. The results of this algorithm’s application to the surface of copper wire will be presented. Objective mark comparison also extends to comparison of toolmarks made by firearms. In an effort to create objective comparisons, microstamping of firing pins and breech faces has been introduced. This process involves placing unique alphanumeric identifiers surrounded by a radial code on the surface of firing pins, which transfer to the cartridge’s primer upon firing. Three different guns equipped with microstamped firing pins were used to fire 3000 cartridges. These cartridges are evaluated based on the clarity of their alphanumeric transfers and the clarity of the radial code surrounding the alphanumerics.

    Purpose of this report is to describe the cross-impact analysis process and microcomputer software developed for the Office of Policy, Planning, and Analysis (PPA) of DOE. First introduced in 1968, cross-impact analysis is a technique that produces scenarios of future conditions and possibilities. Cross-impact analysis has several unique attributes that make it a tool worth examining, especially in the current climate when the outlook for the economy and several of the key energy markets is uncertain. Cross-impact analysis complements the econometric, engineering, systems dynamics, or trend approaches already in use at DOE. Cross-impact analysis produces self-consistent scenarios in the broadest sense and can include interaction between the economy, technology, society and the environment. Energy policy analyses that couple broad scenarios of the future with detailed forecasting can produce more powerful results than scenario analysis or forecasts can produce alone.

    Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

  5. The role of SEA in integrating and balancing high policy objectives in European cohesion funding programmes

    Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a 'Handbook on SEA for Cohesion Policy 2007-13' (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents. Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals. - Highlights: Black-Right-Pointing-Pointer Comparing five case studies of first applications of SEA at cohesion policy level. Black-Right-Pointing-Pointer Overall the SEA proved to be a rather successful tool for the integration of sustainability goals.     State and local policymakers show increasing interest in spurring the development of customer-sited distributed generation (DG), in particular solar photovoltaic (PV) markets. Prompted by that interest, this analysis examines the use of state policy as a tool to support the development of a robust private investment market. This analysis builds on previous studies that focus on government subsidies to reduce installation costs of individual projects and provides an evaluation of the impacts of policies on stimulating private market development.

    The presence of resonances in neutron induced reaction cross sections is the basis of the Neutron Resonance Capture (NRCA) and Transmission (NRTA) Analysis techniques. Since resonances can be observed at neutron energies which are specific for each nuclide, they can be used as fingerprints to identify and quantify elements in materials and objects. Both NRCA and NRTA are fully non-destructive methods which determine the bulk elemental composition, do not require any sample preparation and result in a negligible residual activation. In this text we review the technique and present an analysis procedures including one based on a more methodological approach which relies on a full Resonance Shape Analysis (RSA) and accounts directly for the neutron self-shielding, multiple scattering, Doppler broadening and instrumental resolution.

    More than half of the electricity produced in the southeastern states is fuelled by coal. Although the region produces some coal, most of the states depend heavily on coal imports. Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; however, total public spending on energy efficiency is limited. The most common state-level policies to support renewable energy development are personal and corporate tax incentives and loans. The region produced 1.8% of the electricity from renewable resources other than conventional hydroelectricity in 2009, half of the national average. There is significant potential for development of a biomass market in the region, as well as use of local wind, solar, methane-to-energy, small hydro, and combined heat and power resources. Options are offered for expanding and strengthening state-level policies such as decoupling, integrated resource planning, building codes, net metering, and interconnection standards to support further clean energy development. Benefits would include energy security, job creation, insurance against price fluctuations, increased value of marginal lands, and local and global environmental paybacks.

    Object-oriented analysis methods have been used in the computer science arena for a number of years to model the behavior of computer-based systems. This report documents how such methods can be applied to surety analysis. By embodying the causality and behavior of a system in a common object-oriented analysis model, surety analysts can make the assumptions that underlie their models explicit and thus better communicate with system designers. Furthermore, given minor extensions to traditional object-oriented analysis methods, it is possible to automatically derive a wide variety of traditional risk and reliability analysis methods from a single common object model. Automatic model extraction helps ensure consistency among analyses and enables the surety analyst to examine a system from a wider variety of viewpoints in a shorter period of time. Thus it provides a deeper understanding of a system's behaviors and surety requirements. This report documents the underlying philosophy behind the common object model representation, the methods by which such common object models can be constructed, and the rules required to interrogate the common object model for derivation of traditional risk and reliability analysis models. The methodology is demonstrated in an extensive example problem.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

  18. Climate change and energy security: an analysis of policy research

    The literature on climate change's impacts on energy security is scattered across disparate fields of research and schools of thought. Much of this literature has been produced outside of the academy by scholars and practitioners working in "think tanks," government agencies, and international/multilateral institutions. Here we reviewed a selected set of 58 articles and reports primarily from such sources and performed textual analysis of the arguments. Our review of this literature identifies three potential mechanisms for linking climate change and energy security: Climate change may 1) create second-order effects that may exacerbate social instability and disrupt energy systems; 2) directly impact energy supply and/or systems or 3) influence energy security through the effects of climate-related policies. We identify emerging risks to energy security driven by climate mitigation tech-nology choices but find less evidence of climate change's direct physical impacts. We used both empirical and qualitative selection factors for choosing the grey literature sample. The sources we selected were published in the last 5 years, available through electronic media and were written in language accessible to general policy or academic readers. The organi-zations that published the literature had performed previous research in the general fields of energy and/or climate change with some analytical content and identified themselves as non-partisan. This literature is particularly valuable to scholars because identifies understudied relationships that can be rigorously assessed through academic tools and methodologies and informs a translational research agenda that will allow scholars to engage with practitioners to address challenges that lie at the nexus of climate change and energy security.

    This article presents the synthesis of results from the Stanford Energy Modeling Forum Study 27, an inter-comparison of 19 energy-economy and integrated assessment models. The study investigated the value of individual mitigation technologies such as energy intensity improvements, carbon capture and sequestration (CCS), nuclear power, solar and wind power and bioenergy for climate mitigation. Achieving atmospheric greenhouse gas concentration targets at 450 and 550 ppm CO2 equivalent requires massive greenhouse gas emissions reductions. A fragmented policy approach at the level of current ambition is inconsistent with these targets. The availability of a negative emissions technology, in most models biofuels with CCS, proved to be a key element for achieving the climate targets. Robust characteristics of the transformation of the energy system are increased energy intensity improvements and the electrification of energy end use coupled with a fast decarbonization of the electricity sector. Non-electric energy end use is hardest to decarbonize, particularly in the transport sector. Technology is a key element of climate mitigation. Versatile technologies such as CCS and bioenergy have largest value, due in part to their combined ability to produce negative emissions. The individual value of low-carbon power technologies is more limited due to the many alternatives in the sector. The scale of the energy transformation is larger for the 450 ppm than for the 550 ppm CO2e target. As a result, the achievability and the costs of the 450 ppm target are more sensitive to variations in technology variability. Mitigation costs roughly double when moving from 550 ppm to 450 ppm CO2e, but remain below 3% of GDP for most models.

    This article describes how features of event tree analysis and Monte Carlo-based discrete event simulation can be combined with concepts from object-oriented analysis to develop a new risk assessment methodology, with some of the best features of each. The resultant object-based event scenario tree (OBEST) methodology enables an analyst to rapidly construct realistic models for scenarios for which an a priori discovery of event ordering is either cumbersome or impossible. Each scenario produced by OBEST is automatically associated with a likelihood estimate because probabilistic branching is integral to the object model definition. The OBEST methodology is then applied to an aviation safety problem that considers mechanisms by which an aircraft might become involved in a runway incursion incident. The resulting OBEST model demonstrates how a close link between human reliability analysis and probabilistic risk assessment methods can provide important insights into aviation safety phenomenology.

    Future manufacturing of renewable energy equipment in the United States provides economic development opportunities for state and local communities. However, demand for the equipment is finite, and opportunities are limited. U.S. demand is estimated to drive total annual investments in renewable energy equipment to $14-$20 billion by 2030. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry. State marketing strategies for acquiring renewable energy manufacturers are likely best served by an approach that: (1) is multi-faceted and long-term, (2) fits within existing broad-based economic development strategies, (3) includes specific components such as support for renewable energy markets and low barriers to renewable energy deployment, and (4) involves increased differentiation by leveraging existing assets when applicable.

  10. Evaluation of tools for renewable energy policy analysis: The ten federal region model

    The Energy Policy Act of 1992 establishes a program to support development of renewable energy technologies including a production incentive to public power utilities. Because there is a wide range of possible policy actions that could be taken to increase electric market share for renewables, modeling tools are needed to help make informed decisions regarding future policy. Previous energy modeling tools did not contain the region or infrastructure focus necessary to examine renewable technologies. As a result, the Department of Energy Office of Utility Technologies (OUT) supported the development of tools for renewable energy policy analysis. Three models were developed: The Renewable Energy Penetration (REP) model, which is a spreadsheet model for determining first-order estimates of policy effects for each of the ten federal regions; the Ten Federal Region Model (TFRM), which employs utility capacity expansion and dispatching decision; and the Region Electric Policy Analysis Model (REPAM), which was constructed to allow detailed insight into interactions between policy and technology within an individual region. These Models were developed to provide a suite of fast, personal-computer based policy analysis tools; as one moves from the REP model to the TFRM to the REPAM the level of detail (and complexity) increases. In 1993 a panel was formed to identify model strengths, weaknesses (including any potential biases) and to suggest potential improvements. The panel met in January 1994 to discuss model simulations and to deliberate regarding evaluation outcomes. This report is largely a result of this meeting. This report is organized as follows. It provides a description of the TFRM and summarizes the panel`s findings. Individual chapters examine various aspects of the model: demand and load, capacity expansion, dispatching and production costing, reliability, renewables, storage, financial and regulatory concerns, and environmental effects.

    Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative ideas for controlling non-point source pollutant loading. This paper describes one of the success stories where a standardized Environmental Protection Agency (EPA) methodology was modified to better suit regulation of a trace element in agricultural subsurface drainage and information technology was developed to help guide stakeholders, provide assurances to the public and encourage innovation while improving compliance with State water quality objectives. The geographic focus of the paper is the western San Joaquin Valley where, in 1985, evapoconcentration of selenium in agricultural subsurface drainage water, diverted into large ponds within a federal wildlife refuge, caused teratogenecity in waterfowl embryos and in other sensitive wildlife species. The fallout from this environmental disaster was a concerted attempt by State and Federal water agencies to regulate non-point source loads of the trace element selenium. The complexity of selenium hydrogeochemistry, the difficulty and expense of selenium concentration monitoring and political discord between agricultural and environmental interests created challenges to the regulation process. Innovative policy and institutional constructs, supported by environmental monitoring and the web-based data management and dissemination systems, provided essential decision support, created opportunities for adaptive management and ultimately contributed to project success.     For those who support U.S. oil sands development, the Canadian oil sands industry is often identified as a model the U.S. might emulate, yielding financial and energy security benefits. For opponents of domestic oil sands development, the Canadian oil sands experience illustrates the risks that opponents of development believe should deter domestic policymakers from incenting U.S. oil sands development. This report does not seek to evaluate the particular underpinnings of either side of this policy argument, but rather attempts to delve into the question of whether the Canadian experience has relevance as a foundational model for U.S. oil sands development. More specifically, this report seeks to assess whether and how the Canadian oil sands experience might be predictive or instructive in the context of fashioning a framework for a U.S. oil sands industry. In evaluating the implications of these underpinnings for a prospective U.S. oil sands industry, this report concentrates on prospective development of the oil sands deposits found in Utah.

    A deepening of cooperation between the United States and the European Union requires mutual trust, and understanding of current policies, challenges and successes. Through providing such understanding among policymakers, industry and other stakeholders in both economies, opportunities for transatlantic cooperation on climate change and energy policy emerge. This paper sets out by discussing the environmental, legislative, and economic contexts of the EU and US as related to climate. This context is essential to understanding how cap-and-trade, renewable energy and sustainable transportation policies have taken shape in the EU and the US, as described in Chapter 3.1. For each of these policies, a barrier analysis and discussion is provided. Chapter 4 builds off this improved understanding to listobservations and possible lessons learned. The paper concludes with recommendations on topics where EU and US interests align, and where further cooperation could prove beneficial.

    The approach to the assessment of proliferation risk using the methods of multi-criteria decision making and multi-objective optimization is presented. The approach allows the taking into account of the specifics features of the national nuclear infrastructure, and possible proliferation strategies (motivations, intentions, and capabilities). 3 examples of applying the approach are shown. First, the approach has been used to evaluate the attractiveness of HEU (high enriched uranium)production scenarios at a clandestine enrichment facility using centrifuge enrichment technology. Secondly, the approach has been applied to assess the attractiveness of scenarios for undeclared production of plutonium or HEU by theft of materials circulating in nuclear fuel cycle facilities and thermal reactors. Thirdly, the approach has been used to perform a comparative analysis of the structures of developing nuclear power systems based on different types of nuclear fuel cycles, the analysis being based on indicators of proliferation risk.

This model runs essentially instantaneously while still representing the most critical global-scale earth system processes. Hector has a three-part main carbon cycle: a one-pool atmosphere, land, and ocean. The model's terrestrial carbon cycle includes primary production and respiration fluxes, accommodating arbitrary geographic divisions into, e.g., ecological biomes or political units. Hector actively solves the inorganicmore » carbon system in the surface ocean, directly calculating air–sea fluxes of carbon and ocean pH. Hector reproduces the global historical trends of atmospheric [CO2], radiative forcing, and surface temperatures.     Historically, the absence of interconnection standards has been one of the primary barriers to the deployment of distributed generation (DG) in the United States. Although significant progress in the development of interconnection standards was achieved at both the federal and state levels in 2005, interconnection policy and net-metering policy continue to confound regulators, lawmakers, DG businesses, clean-energy advocates and consumers. For this reason it is critical to keep track of developments related to these issues.The North Carolina Solar Center (NCSC) is home to two Interstate Renewable Energy Council (IREC) projects -- the National Interconnection Project and the Database of State Incentives for Renewable Energy (DSIRE). This paper will present the major federal and state level policy developments in interconnection and net metering in 2005 and early 2006. It will also present conclusions based an analysis of data collected by these two projects.

To assist in this process, the Office of Conservation and Renewable Energy`s Office of Codes and Standards invited Lawrence Berkeley Laboratory to assess prospective national impacts for a variety of policy options. Some progress has already been made in developing lighting policies at both the federal and state levels. The US DOE`s Office of Building Technologies has evaluated lighting efficiency incentives as part of its analysis for the National Energy Strategy. Fluorescent and incandescent lamp standards are included in the national Energy Policy Act of 1992 (P.L. 102-486, October 24, 1992). A few states have analyzed or implemented lamp and luminaire standards. Many policy-related issues merit further investigation. For example, there is considerable debate over issues such as mandatory or voluntary standards versus component labeling and other education-oriented strategies. Several different technologies are involved that interact with each other-lamps (incandescent, compact fluorescent, and HID), ballasts (for fluorescent and HID lamps), and fixtures with reflectors and lenses. Control systems and operation patterns must also be considered (timers, automated dimming, or occupancy sensors). Lighting applications are diverse, ranging from offices, restaurants, hallways, hospital operating rooms, to exterior lights. Lighting energy use influences heating and cooling requirements in buildings. Successful lighting system design must also address interactions between architectural design elements and daylighting availability. Proper system installation and ongoing operation and maintenance are crucial. The economic aspects of the preceding points must also be considered for policy making.

    This report defines a FIT policy, explores U.S. FIT policy design, and highlights a few of the best practices in FIT policy design.   11. Data Quality Objectives for Regulatory Requirements for Hazardous and Radioactive Air Emissions Sampling and Analysis

    This document describes the results of the data quality objective (DQO) process undertaken to define data needs for state and federal requirements associated with toxic, hazardous, and/or radiological air emissions under the jurisdiction of the River Protection Project (RPP). Hereafter, this document is referred to as the Air DQO. The primary drivers for characterization under this DQO are the regulatory requirements pursuant to Washington State regulations, that may require sampling and analysis. The federal regulations concerning air emissions are incorporated into the Washington State regulations. Data needs exist for nonradioactive and radioactive waste constituents and characteristics as identified through the DQO process described in this document. The purpose is to identify current data needs for complying with regulatory drivers for the measurement of air emissions from RPP facilities in support of air permitting. These drivers include best management practices; similar analyses may have more than one regulatory driver. This document should not be used for determining overall compliance with regulations because the regulations are in constant change, and this document may not reflect the latest regulatory requirements. Regulatory requirements are also expected to change as various permits are issued. Data needs require samples for both radionuclides and nonradionuclide analytes of air emissions from tanks and stored waste containers. The collection of data is to support environmental permitting and compliance, not for health and safety issues. This document does not address health or safety regulations or requirements (those of the Occupational Safety and Health Administration or the National Institute of Occupational Safety and Health) or continuous emission monitoring systems. This DQO is applicable to all equipment, facilities, and operations under the jurisdiction of RPP that emit or have the potential to emit regulated air pollutants.

  12. Contextual and conceptual content analysis in the study of foreign policy decision making

    This dissertation focuses upon two related questions in the study of foreign policy decision making at the individual level: (1) How does a decision maker define the situation he/she confronts. and, (2) How can the research reliably establish that definition. The problem of context and how a decision maker defines it is shown to be a common thread running throughout the foreign policy literature, brought together in a manageable form by the operational code. The operational code is used to guide the application of a new, contextual and conceptual content analysis program in a case study of Henry A. Kissinger's definition of the situations he faced in the Vietnam and arms control negotiations. Kissinger's verbal behavior is examined, including his academic writing; speeches and interviews he gave while in office; his memoirs; and, addresses he has made since leaving public service. The content analysis program (Minnesota Contextural Content Analysis, MCCA) analyzes an individual's understanding of context based on her/his choice of language, and scores verbal behavior in four context categories: pragmatic (rational), analytical, emotional, and traditional. Results of the content analysis of Kissinger's definition of the Vietnam War and arms control talks are analyzed in terms of COPDAB events data to determine whether Kissinger's verbal behavior was events dependent; results are also evaluated in terms of other psycho-biographical and operational studies of Kissinger, as well.

  13. The use of muffle furnaces with microwave heating in the analysis of natural and technological objects

    The analytical possibilities are considered of using a new type of equipment - microwave muffle furnaces - when performing the operations of incineration and roasting. A two- to threefold decrease in a warm-up time for a furnace with the use of microwave heating, a 3- to 16-fold decrease in the total duration of the analysis, and a twofold improvement in reproducibility of s{sub r} results are shown as exemplified by the processing of coal samples and technological products.

    For decades researchers have studied the On/Off counting problem where a measured rate consists of two parts. One part is due to a signal process and the other is due to a background process, the magnitudes for both of which are unknown. While most frequentist methods are adequate for large number counts, they cannot be applied to sparse data. Here, I want to present a new objective Bayesian solution that only depends on three parameters: the number of events in the signal region, the number of events in the background region, and the ratio of the exposure for both regions. First, the probability of the counts only being due to background is derived analytically. Second, the marginalized posterior for the signal parameter is also derived analytically. With this two-step approach it is easy to calculate the signal's significance, strength, uncertainty, or upper limit in a unified way. This approach is valid without restrictions for any number count, including zero, and may be widely applied in particle physics, cosmic-ray physics, and high-energy astrophysics. In order to demonstrate the performance of this approach, I apply the method to gamma-ray burst data.

    To systematically manage the energy consumption of existing buildings, the government has to enforce greenhouse gas reduction policies. However, most of the policies are not properly executed because they do not consider various factors from the urban level perspective. Therefore, this study aimed to conduct a dynamic analysis of an urban-based low-carbon policy using system dynamics, with a specific focus on housing and green space. This study was conducted in the following steps: (i) establishing the variables of urban-based greenhouse gases (GHGs) emissions; (ii) creating a stock/flow diagram of urban-based GHGs emissions; (iii) conducting an information analysis using the system dynamics; and (iv) proposing the urban-based low-carbon policy. If a combined energy policy that uses the housing sector (30%) and the green space sector (30%) at the same time is implemented, 2020 CO{sub 2} emissions will be 7.23 million tons (i.e., 30.48% below 2020 business-as-usual), achieving the national carbon emissions reduction target (26.9%). The results of this study could contribute to managing and improving the fundamentals of the urban-based low-carbon policies to reduce greenhouse gas emissions.

    State renewables portfolio standards (RPS) have emerged as one of the most important policy drivers of renewable energy capacity expansion in the U.S. Collectively, these policies now apply to roughly 40% of U.S. electricity load, and may have substantial impacts on electricity markets, ratepayers, and local economies. As RPS policies have been proposed or adopted in an increasing number of states, a growing number of studies have attempted to quantify the potential impacts of these policies, focusing primarily on projecting cost impacts, but sometimes also estimating macroeconomic and environmental effects. This report synthesizes and analyzes the results and methodologies of 28 distinct state or utility-level RPS cost impact analyses completed since 1998. Together, these studies model proposed or adopted RPS policies in 18 different states. We highlight the key findings of these studies on the costs and benefits of RPS policies, examine the sensitivity of projected costs to model assumptions, assess the attributes of different modeling approaches, and suggest possible areas of improvement for future RPS analysis.

  2. RISKIND: An enhanced computer code for National Environmental Policy Act transportation consequence analysis

    The RISKIND computer program was developed for the analysis of radiological consequences and health risks to individuals and the collective population from exposures associated with the transportation of spent nuclear fuel (SNF) or other radioactive materials. The code is intended to provide scenario-specific analyses when evaluating alternatives for environmental assessment activities, including those for major federal actions involving radioactive material transport as required by the National Environmental Policy Act (NEPA). As such, rigorous procedures have been implemented to enhance the code`s credibility and strenuous efforts have been made to enhance ease of use of the code. To increase the code`s reliability and credibility, a new version of RISKIND was produced under a quality assurance plan that covered code development and testing, and a peer review process was conducted. During development of the new version, the flexibility and ease of use of RISKIND were enhanced through several major changes: (1) a Windows{sup {trademark}} point-and-click interface replaced the old DOS menu system, (2) the remaining model input parameters were added to the interface, (3) databases were updated, (4) the program output was revised, and (5) on-line help has been added. RISKIND has been well received by users and has been established as a key component in radiological transportation risk assessments through its acceptance by the U.S. Department of Energy community in recent environmental impact statements (EISs) and its continued use in the current preparation of several EISs.

    Amine solvents are of great interest for post-combustion CO{sub 2} capture applications. Although the development of new solvents is predominantly conducted at the laboratory scale, the ability to assess the performance of newly developed solvents at the process scale is crucial to identifying the best solvents for CO{sub 2} capture. In this work we present a methodology to evaluate and objectively compare the process performance of different solvents. We use Aspen Plus, with the electrolyte-NRTL thermodynamic model for the solvent CO{sub 2} interactions, coupled with a multi-objective genetic algorithm optimization to determine the best process design and operating conditions for each solvent. This ensures that the processes utilized for the comparison are those which are best suited for the specific solvent. We evaluate and compare the process performance of monoethanolamine (MEA), diethanolamine (DEA), and 2-amino-2-methyl-1-propanol (AMP) in a 90% CO{sub 2} capture process from a 550 MW coal fired power plant. From our analysis the best process specifications are amine specific and with those specific, optimized specifications DEA has the potential to be a better performing solvent than MEA, with a lower energy penalty and lower capital cost investment.

  5. The role of public policy in emerging green power markets: An analysis of marketer preferences

    Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

  6. Evaluating state markets for residential wind systems: Results from an economic and policy analysis tool

    The market for small wind systems in the United States, often defined as systems less than or equal to 100 kW that produce power on the customer side of the meter, is small but growing steadily. The installed capacity of domestic small wind systems in 2002 was reportedly 15-18 MW, though the market is estimated to be growing by as much as 40 percent annually (AWEA, 2002). This growth is driven in part by recent technology advancements and cost improvements and, perhaps more importantly, by favorable policy incentives targeted at small wind systems that are offered in several states. Currently, over half of all states have incentive policies for which residential small wind installations are eligible. These incentives range from low-interest loan programs and various forms of tax advantages to cash rebates that cover as much as 60 percent of the total system cost for turbines 10 kW or smaller installed in residential applications. Most of these incentives were developed to support a ran ge of emerging renewable technologies (most notably photovoltaic systems), and were therefore not specifically designed with small wind systems in mind. As such, the question remains as to which incentive types provide the greatest benefit to small wind systems, and how states might appropriately set the level and type of incentives in the future. Furthermore, given differences in incentive types and levels across states, as well as variations in retail electricity rates and other relevant factors, it is not immediately obvious which states offer the most promising markets for small wind turbine manufacturers and installers, as well as potential residential system owners. This paper presents results from a Berkeley Lab analysis of the impact of existing and proposed state and federal incentives on the economics of grid-connected, residential small wind systems.     The Federal Energy Regulatory Commission (FERC) currently regulates the price at which natural gas can be sold by regulated interstate natural gas pipelines. Whether pipelines should be deregulated depends, to an important extent, on the competitive nature of the market. The key question is whether pipelines can successfully raise price (i.e., the transport fee) and reduce output if the market is deregulated. In most natural gas pipeline markets, there are a small number of current suppliers. Opponents of deregulation argue that the unrestrained market power of pipelines in many local markets will introduce inefficiencies in the sale of natural gas. Implicit in their arguments is a narrow view of competition: the number of current suppliers. The competitive effect of potential entry is largely ignored. These commentators would argue that without potential entry, it may be true that the net social cost of deregulation exceeds the costs of maintaining present regulation. A study was conducted to determine the extent to which potential entry might constrain the exercise of market power by natural gas pipelines if price and entry regulation is removed. Potential entrants are defined in the context of antitrust markets. That is, these markets are consistent with the Department of Justice (DOJ) Merger Guidelines. The study attempts to quantify the effects of potential entry on the market power of current suppliers. The selection of potential entrants therefore considers a number of factors (such as the size of the nearby supplier and the distance to the market) that are expected to affect the likelihood of collision in a deregulated market. The policy implications of the study are reviewed.

    Oil shale and oil sands resources located within the intermountain west represent a vast, and as of yet, commercially untapped source of energy. Development will require water, and demand for scarce water resources stands at the front of a long list of barriers to commercialization. Water requirements and the consequences of commercial development will depend on the number, size, and location of facilities, as well as the technologies employed to develop these unconventional fuels. While the details remain unclear, the implication is not – unconventional fuel development will increase demand for water in an arid region where demand for water often exceeds supply. Water demands in excess of supplies have long been the norm in the west, and for more than a century water has been apportioned on a first-come, first-served basis. Unconventional fuel developers who have not already secured water rights stand at the back of a long line and will need to obtain water from willing water purveyors. However, uncertainty regarding the nature and extent of some senior water claims combine with indeterminate interstate river management to cast a cloud over water resource allocation and management. Quantitative and qualitative water requirements associated with Endangered Species protection also stand as barriers to significant water development, and complex water quality regulations will apply to unconventional fuel development. Legal and political decisions can give shape to an indeterminate landscape. Settlement of Northern Ute reserved rights claims would help clarify the worth of existing water rights and viability of alternative sources of supply. Interstate apportionment of the White River would go a long way towards resolving water availability in downstream Utah. And energy policy clarification will help determine the role oil shale and oil sands will play in our nation’s future.

    Approximately one-third of the land surface of the Earth is considered to be arid or semi-arid with an annual average of less than 12-14 inches of rainfall. The availability of water in such regions is of course, particularly sensitive to climate variability while the demand for water is experiencing explosive population growth. The competition for available water is exerting considerable pressure on the water resources management. Policy and decision makers in the southwestern U.S. increasingly have to cope with over-stressed rivers and aquifers as population and water demands grow. Other factors such as endangered species and Native American water rights further complicate the management problems. Further, as groundwater tables are drawn down due to pumping in excess of natural recharge, considerable (potentially irreversible) environmental impacts begin to be felt as, for example, rivers run dry for significant portions of the year, riparian habitats disappear (with consequent effects on the bio-diversity of the region), aquifers compact resulting in large scale subsidence, and water quality begins to suffer. The current drought (1999-2002) in the southwestern U.S. is raising new concerns about how to sustain the combination of agricultural, urban and in-stream uses of water that underlie the socio-economic and ecological structure in the region. The water stressed nature of arid and semi-arid environments means that competing water uses of various kinds vie for access to a highly limited resource. If basin-scale water sustainability is to be achieved, managers must somehow achieve a balance between supply and demand throughout the basin, not just for the surface water or stream. The need to move water around a basin such as the Rio Grande or Colorado River to achieve this balance has created the stimulus for water transfers and water markets, and for accurate hydrologic information to sustain such institutions [Matthews et al. 2002; Brookshire et al 2003

The classes of problems that this decision support tool addresses have both multiple objectives and multiple stakeholders. Decision problems, which have multiple objectives that in general cannot be maximized simultaneously, and multiple stakeholders, who have different perspectives about the relative importance of the objectives, require analytic approaches and tools that can providemore » flexible support to decision makers. This tool provides capabilities for the management, analysis, and graphical display for these types of decision problems drawn from diverse problem domains. The MODS tool is a unique integration of analysis algorithms, an information database, and a graphical user interface. This collection of algorithms, the combination of an information database with the analysis into a single tool, and the graphical user interface provides a technically advanced tool to decision makers and policy analysts. There are two main issues when addressing problems of this type: what set of attributes should be used to characterize the tokens in the domain of interest, and how should the values of these attributes and their weights be determined and combined to provide a relative ordering to the tokens. This tool addresses both of these issues. This decision support tool provides a flexible way to derive and use a chosen set of attributes. For example, the tool could be used to first perform a paired comparison of a large set of attributes and from this evaluation select those attributes that have the highest weights. The flexibility of the tool allows experimentation with various attribute sets and this capability, along with domain expertise, addresses the first issue.     Feed-in tariffs (FITs) are the most widely used renewable energy policy in the world for driving accelerating renewable energy (RE) deployment, accounting for a greater share of RE development than either tax incentives or renewable portfolio standard (RPS) policies. FITs have generated significant RE deployment, helping bring the countries that have implemented them successfully to the forefront of the global RE industry. In the European Union (EU), FIT policies have led to the deployment of more than 15,000 MW of solar photovoltaic (PV) power and more than 55,000 MW of wind power between 2000 and the end of 2009. In total, FITs are responsible for approximately 75% of global PV and 45% of global wind deployment. Countries such as Germany, in particular, have demonstrated that FITs can be used as a powerful policy tool to drive RE deployment and help meet combined energy security and emissions reductions objectives. This policymaker's guide provides a detailed analysis of FIT policy design and implementation and identifies a set of best practices that have been effective at quickly stimulating the deployment of large amounts of RE generation. Although the discussion is aimed primarily at decision makers who have decided that a FIT policy best suits their needs, exploration of FIT policies can also help inform a choice among alternative renewable energy policies.

    This study describes the reaction to environmental noise of the population of Curitiba ({approx}1.6 million inhabitants). Out of 1000 distributed forms, 860 were returned. The main isolated noise sources revealed by the survey as disturbing were traffic (73%) and neighbors (38%). As a class, neighborhood noise was pointed out as the most disturbing type of noise as 100% of the surveyed people indicated at least one of the items belonging to this class: neighbors, animals, sirens, civil construction, religion temples, night clubs, toys and domestic electric appliances. The main outcomes of exposure to noise were: irritability (58%), difficulty to concentrate (42%), sleeping disorders (20%) and headaches (20%). In this survey, the importance of the realization of objective surveys, in other words, noise emission measurements in conjunction with the subjective evaluation of the reaction of the urban population to the environmental noise, is also discussed. The present survey shows that in the subjective evaluation performed in the city of Curitiba, the perception of the population is that the urban noise has increased. On the other hand, another study conducted in the same city, where only the noise emission levels were evaluated, has showed a decrease on the urban noise.

    Challenged by industry's growing claim for higher self-responsibility and more flexibility, energy and climate policy-makers need to define a future role of voluntary approaches (VA) which realizes the benefits but guarantees environmental effectiveness and political efficiency of these initiatives. Taking the 1996 ``Declaration of German industry on global warming prevention (DGWP)'' as an example of an energy related VA, the paper pursues a dual approach for policy analysis in order to evaluate the static performance and the dynamic process features of the DFWP approach. Transferred to a dynamic model of co-evolutionary climate policy-making, the general conclusions of the German case for climate policy are discussed.

    The overall objective of the “Solar Salt Lake” (SSL) team is to develop a fully-scoped city and county-level implementation plan that will facilitate at least an additional ten megawatts of solar photovoltaic (PV) installations in the government, commercial, industrial, and residential sectors by 2015. To achieve this aggressive goal, the program strategy includes a combination of barrier identification, research, and policy analysis that utilizes the input of various stakeholders. Coupled with these activities will be the development and implementation of pilot installations in the government and residential sectors, and broad outreach to builders and potential practitioners of solar energy products in the process.     During the years 1916 to 1924, the United States was subjected to both real and feared energy shortages. Those years of coal strikes, transportation breakdowns, perceived oil scarcity, and world war compelled the Federal government to assume an unprecedented role in fuel-resource management. The Arab oil embargo of 1973 to 1974 precipitated another period of real and perceived energy shortages and intensified Federal intervention in energy-policy formulation. This paper compares Federal policies adopted or considered during these two crises toward production controls, price setting, distribution, and allocation. Attention is focused on the adversarial relationships of such special-interest groups as the major integrated oil companies and the so-called independents; the disputed need for Federal regulation to achieve equity in the distribution and allocation of scarce resources; and the unresolved debate concerning the impact of price and other controls on energy supply.

    Pacific Northwest National Laboratory (PNNL) and the Pacific Northwest Site Office (PNSO) have recently completed an effort to identify the current state of the campus and gaps that exist with regards to space needs, facilities and infrastructure. This effort has been used to establish a campus strategy to ensure PNNL is ready to further the United States (U.S.) Department of Energy (DOE) mission. Ten-year business projections and the impacts on space needs were assessed and incorporated into the long-term facility plans. In identifying/quantifying the space needs for PNNL, the following categories were addressed: Multi-purpose Programmatic (wet chemistry and imaging laboratory space), Strategic (Systems Engineering and Computation Analytics, and Collaboration space), Remediation (space to offset the loss of the Research Technology Laboratory [RTL] Complex due to decontamination and demolition), and Optimization (the exit of older and less cost-effective facilities). The findings of the space assessment indicate a need for wet chemistry space, imaging space, and strategic space needs associated with systems engineering and collaboration space. Based on the analysis, a 10-year campus strategy evolved that balanced four strategic objectives, as directed by the DOE Office of Science (DOE-SC): • Mission Alignment - maintain customer satisfaction • Reasonable & Achievable - do what makes sense from a practical and cost perspective • Campus Continuity - increase the federal control of assets and follow the Campus Master Plan • Guiding Principles - modern, collaborative, flexible, and sustainable. This strategy considered the following possible approaches to meet the identified space needs: • Institutional General Plant Project (IGPP) funded projects • Third party leased facilities • Science Laboratory Infrastructure (SLI) line item funded projects.     Flexible Alternating Current Transmission Systems (FACTS) devices are installed on electric power transmission lines to stabilize and regulate power flow. Power lines protected by FACTS devices can increase power flow and better respond to contingencies. The University of Missouri Rolla (UMR) is currently working on a multi-year project to examine the potential use of multiple FACTS devices distributed over a large power system region in a cooperative arrangement in which the FACTS devices work together to optimize and stabilize the regional power system. The report describes operational and security challenges that need to be addressed to employ FACTS devices in this way and recommends references, processes, technologies, and policies to address these challenges.

    Overwhelmed with environmental protection documentation requirements, a number of Federal agencies are grappling with the complexities of attempting to integrate'' the documentation requirements of the National Environmental Policy Act (NEPA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the Resource Conservation and Recovery Act (RCRA). While there is some overlap between the general environmental policy objectives of NEPA, and the much more specific waste cleanup objectives of CERCLA and RCRA, there are also major differences and outright conflicts. This paper identifies both problems and opportunities associated with implementing emerging and evolving Federal agency policy regarding integration of the procedural and documentation requirements of NEPA, CERCLA, and RCRA. The emphasis is on NEPA/CERCLA/RCRA integration policy and practice at US Department of Energy (DOE) facilities. The paper provides a comparative analysis of NEPA, CERCLA, and RCRA processes and discusses special integration issues including scoping, development and analysis of alternatives, risk assessment, tiering, scheduling, and the controversy surrounding applicability of NEPA to CERCLA or RCRA cleanup activities. Several NEPA/CERCLA/RCRA integration strategy options are evaluated and an annotated outline of an integrated NEPA/CERCLA document is included.

    Strategic environmental assessment (SEA) focuses primarily on assessing how policies, plans, and programs (PPPs) influence the sustainability of the involved regions. However, the processes of assessing policies and developing management strategies for pollution load and resource use are usually separate in the current SEA system. This study developed a policy management methodology to overcome the defects generated during the above processes. This work first devised a dynamic management framework using the methods of systems thinking, system dynamics, and Managing for Results (MFRs). Furthermore, a driving force-pressure-state-impact-response (DPSIR) indicator system was developed. The golf course installation policy was applied as a case study. Taiwan, counties of Taiwan, and the golf courses within those individual counties were identified as a system, subsystems, and objects, respectively. This study identified an object-linked double-layer framework with multi-stage-option to simultaneously to quantify golf courses in each subsystem and determine ratios of abatement and allocation for pollution load and resource use of each golf course. The DPSIR indicator values for each item of each golf course in each subsystem are calculated based on the options taken in the two decision layers. The summation of indicator values for all items of all golf courses in all subsystems according to various options is defined as the sustainability value of the policy. An optimization model and a system (IDPMS) were developed to obtain the greatest sustainability value of the policy, while golf course quantity, human activity intensity, total quantities of pollution load and resource use are simultaneously obtained. The solution method based on enumeration of multiple bounds for objectives and constraints (EMBOC) was developed for the problem with 1.95 x 10{sup 128} combinations of possible options to solve the optimal solution in ten minutes using a personal computer with 3.0 GHz

    Feed-in tariffs (FITs) are the most widely used renewable energy policy in the world for driving accelerating renewable energy (RE) deployment, accounting for a greater share of RE development than either tax incentives or renewable portfolio standard (RPS) policies. FITs have generated significant RE deployment, helping bring the countries that have implemented them successfully to the forefront of the global RE industry. In the European Union (EU), FIT policies have led to the deployment of more than 15,000 MW of solar photovoltaic (PV) power and more than 55,000 MW of wind power between 2000 and the end of 2009. In total, FITs are responsible for approximately 75% of global PV and 45% of global wind deployment. Countries such as Germany, in particular, have demonstrated that FITs can be used as a powerful policy tool to drive RE deployment and help meet combined energy security and emissions reductions objectives. This policymaker’s guide provides a detailed analysis of FIT policy design and implementation and identifies a set of best practices that have been effective at quickly stimulating the deployment of large amounts of RE generation.

The analysis focuses on the competition between traditional diesel trucks, natural gas vehicles (NGVs), and ultra-efficient powertrains. Underlying the study is a vehicle choice and stock model of the U.S. heavy-duty vehicle market. Moreover, the model is segmented by vehicle class, body type, powertrain, fleet size, and operational type. We find that conventional diesel trucks will dominate the market through 2050, but NGVs could have significant market penetration depending on key technological and economic uncertainties. Compressed natural gas trucks conducting urban trips in fleets that can support private infrastructure are economically viable now and will continue to gain market share. Ultra-efficient diesel trucks, exemplified by the U.S. Department of Energy's SuperTruck program, are the preferred alternative in the long haul segment, but could compete with liquefied natural gas (LNG) trucks if the fuel price differential between LNG and diesel increases. However, the greatest impact in reducing petroleum consumption and pollutant emissions is had by investing in efficiency technologies that benefit all powertrains, especially the conventional diesels that comprise the majority of the stock, instead of incentivizing specific alternatives.

    It is commonly accepted that the introduction of hydrogen as an energy carrier for light-duty vehicles involves concomitant technological development of infrastructure elements, such as production, delivery, and consumption, all associated with certain emission levels. To analyze these at a system level, the suite of corresponding models developed by the United States Department of Energy and involving several national laboratories is combined in one macro-system model (MSM). The macro-system model is being developed as a cross-cutting analysis tool that combines a set of hydrogen technology analysis models. Within the MSM, a federated simulation framework is used for consistent data transfer between the component models. The framework is built to suit cross-model as well as cross-platform data exchange and involves features of 'over-the-net' computation.

    A secure content object protects electronic documents from unauthorized use. The secure content object includes an encrypted electronic document, a multi-key encryption table having at least one multi-key component, an encrypted header and a user interface device. The encrypted document is encrypted using a document encryption key associated with a multi-key encryption method. The encrypted header includes an encryption marker formed by a random number followed by a derivable variation of the same random number. The user interface device enables a user to input a user authorization. The user authorization is combined with each of the multi-key components in the multi-key encryption key table and used to try to decrypt the encrypted header. If the encryption marker is successfully decrypted, the electronic document may be decrypted. Multiple electronic documents or a document and annotations may be protected by the secure content object.

    This report summarizes the special analysis (SA) of the Savannah River Depleted Uranium Trioxide waste stream (SVRSURANIUM03, Revision 1) demonstrating the before and after impacts of the waste stream to the DOE Order 435.1 performance objective at the disposal facility, and the peak dose. The Nevada Division of Environmental Protection (NDEP) requested this SA and asked the Nevada Site Office (NSO) to run the SA deterministically and assume that all the model conditions remain the same regardless of the length of time to the peak dose. Although the NDEP accepts that DOE Order 435.1 requires a compliance period of 1,000 years, it also requested to know what year, if any, the specific DOE performance objectives will be exceeded. Given the NDEP’s requested model conditions, the SA demonstrates the Rn-222 peak dose will occur in about 2 million years and will exceed the performance objective in about 6,000 years. The 0.25 mSv y-1 all-pathway performance objective was not exceeded for the resident scenario after reaching the 4 million year peak dose.

    Quantitative object and spatial arrangement-level analysis of tissue are detailed using expert (pathologist) input to guide the classification process. A two-step method is disclosed for imaging tissue, by classifying one or more biological materials, e.g. nuclei, cytoplasm, and stroma, in the tissue into one or more identified classes on a pixel-by-pixel basis, and segmenting the identified classes to agglomerate one or more sets of identified pixels into segmented regions. Typically, the one or more biological materials comprises nuclear material, cytoplasm material, and stromal material. The method further allows a user to markup the image subsequent to the classification to re-classify said materials. The markup is performed via a graphic user interface to edit designated regions in the image.

    State renewables portfolio standards (RPS) have emerged as one of the most important policy drivers of renewable energy capacity expansion in the U.S. As RPS policies have been proposed or adopted in an increasing number of states, a growing number of studies have attempted to quantify the potential impacts of these policies, focusing primarily on cost impacts, but sometimes also estimating macroeconomic, risk reduction, and environmental effects. This article synthesizes and analyzes the results and methodologies of 31 distinct state or utility-level RPS cost-impact analyses completed since 1998. Together, these studies model proposed or adopted RPS policies in 20 different states. We highlight the key findings of these studies on the projected costs of state RPS policies, examine the sensitivity of projected costs to model assumptions, evaluate the reasonableness of key input assumptions, and suggest possible areas of improvement for future RPS analyses. We conclude that while there is considerable uncertainty in the study results, the majority of the studies project modest cost impacts. Seventy percent of the state RPS cost studies project retail electricity rate increases of no greater than one percent. Nonetheless, there is considerable room for improving the analytic methods, and therefore accuracy, of these estimates.

    National policymakers are currently considering a dilemma of critical importance to the continued security of the United States: how can U.S. nuclear weapons policies be leveraged to benefit U.S. nuclear nonproliferation goals in the near-term, without sacrificing U.S. national security? In its role supporting U.S. nuclear weapons policy, Sandia National Laboratories has a responsibility to provide objective technical advice to support policy deliberations on this question. However, to best fulfill this duty Sandia must have a broader understanding of the context of the problem. To help develop this understanding, this paper analyzes the two predominant analytical perspectives of international relations theory to explore their prescriptions for how nuclear weapons and nonproliferation policies interact. As lenses with which to view and make sense of the world, theories of international relations must play a crucial role in framing the trade-offs at the intersection of the nuclear weapons and nonproliferation policy domains. An analysis of what these theories suggest as courses of action to leverage nuclear weapons policies to benefit nonproliferation goals is then offered, with particular emphasis on where the policy prescriptions resulting from the respective theories align to offer near-term policy changes with broad theoretical support. These policy prescriptions are then compared to the 2001 Nuclear Posture Review to understand what the theories indicate policymakers may have gotten right in their dealing with the nuclear dilemma, and where they may have gone wrong. Finally, a brief international relations research agenda is proposed to help address the dilemma between nuclear deterrence and nuclear nonproliferation policies, with particular emphasis on how such an agenda can best support the needs of the policy community and a potential 'all things nuclear' policy deliberation and decision-support framework.

    CO2 capture and storage (CCS) is rapidly emerging as a potential key climate change mitigation option. However, as policymakers and industrial stakeholders begin the process of formulating new policy for implementing CCS technologies, participants require a tool to assess large-scale CCS deployment over a number of different possible future scenarios. This paper will analyze several scenarios using two state-of-the-art Battelle developed models, the MiniCAM and the CO2-GIS for examining CCS deployment. Outputs include the total amount of CO2 captured, total annual emissions, and fossil-based generating capacity.

    Economic trade liberalization and the restructuring of the energy industries to promote competition, two trends well underway, have not eliminated the need for thoughtful policy action, although they have significantly transformed the policymaking environment. New policy initiatives must be compatible with the growing competition within energy industries. And while governments are beginning to remove themselves from the natural gas and electricity markets, their policy choices for organizing these industries will shape energy balances and prices in these and other energy markets. The 18th Annual International Conference of the IAEE addresses these and other major policy issues and how energy industries can operate successfully in an era of acute economic, political, and scientific uncertainty. An overarching objective has been to provide the interface between new frontiers in economic and energy analysis and the application of these techniques toward further understanding of policy and industry options. The papers included in this Proceedings volume have not been peer reviewed but were selected by the conference program chairman and committee on the basis of their contribution to the overall conference themes. The conference program committee (see page iii) organized a number of the key sessions on a wide range of important issues. David L.     The primary objective of current U.S. biofuel law the Energy Independence and Security Act of 2007 (EISA) is to reduce dependence on imported oil, but the law also requires biofuels to meet carbon emission reduction thresholds relative to petroleum fuels. EISA created a renewable fuel standard with annual targets for U.S. biofuel use that climb gradually from 9 billion gallons per year in 2008 to 36 billion gallons (or about 136 billion liters) of biofuels per year by 2022. The most controversial aspects of the biofuel policy have centered on the global social and environmental implications of its potential land use effects. In particular, there is an ongoing debate about whether indirect land use change (ILUC) make biofuels a net source, rather sink, of carbon emissions. However, estimates of ILUC induced by biofuel production and use can only be inferred through modeling. This paper evaluates how model structure, underlying assumptions, and the representation of policy instruments influence the results of U.S. biofuel policy simulations. The analysis shows that differences in these factors can lead to divergent model estimates of land use and economic effects. Estimates of the net conversion of forests and grasslands induced by U.S. biofuel policy range from 0.09 ha/1000 gallons described in this paper to 0.73 ha/1000 gallons from early studies in the ILUC change debate. We note that several important factors governing LUC change remain to be examined. Challenges that must be addressed to improve global land use change modeling are highlighted.

In addition, SSEB will determine which policies have impacted industry's efforts to develop, deploy or use biobased technologies or products. As a result, SSEB will work with the Southern States Biobased Alliance to determine how policy changes might address any negative impacts or enhance positive impacts. In addition to analysis of domestic policies and programs, this project will include the development of a U.S.-Brazil Biodiesel Pilot Project. The purpose of this effort is to promote and facilitate the commercialization of biodiesel and bioenergy production and demand in Brazil.
