The Water Resources Development Act of 1986 (Public Law 99--662) authorized the U.S. Army Corps of Engineers (USACE) -- San Francisco District, to accommodate larger, deeper draft vessels in Oakland inner and Outer Harbors by deepening and widening the existing navigation channel, and providing turning basins and maneuvering areas in Oakland inner Harbor. The suitability of the resulting dredged material for disposal into ocean waters was subject to the procedures of the 1991 Testing Manual, Evaluation of Dredged Material Proposed for Ocean Disposal, known as the ``Green Book``. The Green Book provides a tiered approach for testing the suitability of dredged materials through chemical, physical, and biological evaluations. The first level of investigation, or Tier 1 evaluation, is used to determine whether a decision on LPC compliance can be made on the basis of readily available information. The Tier 1 report primarily summarizes existing information on sediment contamination and toxicity potential, identifies contaminants of concern, and determines the need for further testing. To assist the USACE in determining the suitability of dredged material from Oakland inner and Outer Harbors for ocean disposal, Battelle/Marine Sciences Laboratory prepared this Tier 1 report based upon information and data provided by USACE. Because this Tier 1 report originated well after an LPC determination was made to require testing of project sediments in Tier 3, the primary purpose of this report was to identify contaminants of concern (if any) in that particular dredged material. In addition, this Tier 1 report summarizes available information on chemical, physical, and biological characterization of the sediments in Oakland inner and Outer Harbors.

Battelle/Marine Sciences Laboratory (MSL) conducted a study for USACE to determine whether potential dredged sediments in Oakland Inner Harbor were suitable for open-water disposal, following the guidelines of the Draft Ecological Evaluation of Proposed Discharge of Dredged Material into Ocean Waters, otherwise known as the implementation Manual (EPA/USACE 1990). This report summarizes the collection, chemical analysis, toxicity testing, and bioaccumulation analysis of sediments collected to {minus}38 ft relative to mean lower low water from Oakland Inner Harbor. Six dredged material composite samples (COMPs) were compared to reference sediment from the area surrounding Alcatraz Island and its dredged material disposal site, designated the Alcatraz Island Environs (R-AM). Examination of the results of toxicity tests and bioaccumulation analysis will assist USACE in determining the effects of in-bay disposal of the Oakland Inner Harbor dredged material on the Alcatraz Island Environs.

Ecological evaluation of proposed discharge of dredged material from Oakland Harbor into ocean waters (Phase 3 A of -42-foot project)

The Battelle/Marine Sciences Laboratory (MSL) conducted a study to determine whether dredged sediments from Oakland Inner and Outer Harbors were suitable for ocean disposal. Nineteen test treatments, six reference treatments, and three control treatments were tested for physical/chemical parameters, water column effects, dredged- sediment toxicity, and bioaccumulation potential. Physical/chemical parameters were analyzed at each site and each composite sediment to a depth of -44 ft MLLW. These parameters included analysis for geological characteristics, conventional sediment measurements (grain size, total volatile solids, total organic carbon, oil and grease, and total petroleum hydrocarbons), metals,, polynuclear aromatic hydrocarbons (PAHs), pesticides, butyltins, and polychlorinated biphenyls (PCBs). Physical/chemical data were used in support of the toxicological and bioaccumulation testing, but were not used in the decision-making criteria described in the Draft Implementation manual under Tier III testing. To evaluate water column effects, MSL conducted suspended-particulate-phase (SPP) test using the mysid shrimp Holmesimysis sculpta, speckled sanddab citharichtys stigmaeus, and larvae of the pacific oyster Crassostrea gigas. Both a 48-h and a 96-h test were performed. The MSL evaluated dredged-sediment toxicity by conducting a total of eight solid-phase toxicity tests using the following organisms: the bivalve clam Macoma nasuta, the polychaete worm Nepthys caecoides, the speckled sanddab C. stigmaeus, and the amphipod Rhepoxynius abronius. Test duration ranged from 10 to 28 days. Bioaccumulation potential was evaluated in the 28-day M. Nasuta and N. caecoides solid-phase exposures by measuring the contaminants of concern present in their tissues after exposure to test, reference, and control sediments. This report contains the data and test results.

Generation of human induced pluripotent stem cells from a Bombay individual: Moving towards 'universal-donor' red blood cells

Bombay phenotype is one of the rare phenotypes in the ABO blood group system that fails to express ABH antigens on red blood cells. Nonsense or missense mutations in fucosyltransfrase1 (FUT1) and fucosyltransfrase2 (FUT2) genes are known to create this phenotype. This blood group is compatible with all other blood groups as a donor, as it does not express the H antigen on the red blood cells. In this study, we describe the establishment of human induced pluripotent stem cells (iPSCs) from the dermal fibroblasts of a Bombay blood-type individual by the ectopic expression of established transcription factors Klf4, Oct4, Sox2, and c-Myc. Sequence analyses of fibroblasts and iPSCs revealed a nonsense mutation 826C to T (276 Gln to Ter) in the FUT1 gene and a missense mutation 739G to A (247 Gly to Ser) in the FUT2 gene in the Bombay phenotype under study. The established iPSCs resemble human embryonic stem cells in morphology, passaging, surface and pluripotency markers, normal karyotype, gene expression, DNA methylation of critical pluripotency genes, and in-vitro differentiation. The directed differentiation of the iPSCs into hematopoietic lineage cells displayed increased expression of the hematopoietic lineage markers such as CD34, CD133, RUNX1, KDR, {alpha}-globulin, and {gamma}-globulin. Such specific stem cells provide an unprecedented opportunity to produce a universal blood group donor, in-vitro, thus enabling cellular replacement therapies, once the safety issue is resolved.

A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.

If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

We present a general study of the dynamical properties of Anisotropic Bianchi Universes in the context of Einstein General Relativity. Integrability results using Kovalevskaya exponents are reported and connected to general knowledge about Bianchi dynamics. Beliefs about Human Extinction

This paper presents the results of a web-based survey about futures issues. Among many questions, respondents were asked whether they believe humans will become extinct. Forty-five percent of the almost 600 respondents believe that humans will become extinct. Many of those holding this believe felt that humans could become extinct within 500-1000 years. Others estimated extinction 5000 or more years into the future. A logistic regression model was estimated to explore the bases for this belief. It was found that people who describe themselves a secular are more likely to hold this belief than people who describe themselves as being Protestant. Older respondents and those who believe that humans have little control over their future also hold this belief. In addition, people who are more apt to think about the future and are better able to imagine potential futures tend to also believe that humans will become extinct.

Thermodynamics of Fractal Universe

We investigate the thermodynamical properties of the apparent horizon in a fractal universe. We find that one can always rewrite the Friedmann equation of the fractal universe in the form of the entropy balance relation $ \\delta Q=T_h d{S_h}$, where $ \\delta Q $ and $ T_{h} $ are the energy flux and Unruh temperature seen by an accelerated observer just inside the apparent horizon. We find that the entropy $S_h$ consists two terms, the first one which obeys the usual area law and the second part which is the entropy production term due to nonequilibrium thermodynamics of fractal universe. This shows that in a fractal universe, a treatment with nonequilibrium thermodynamics of spacetime may be needed. We also study the generalized second law of thermodynamics in the framework of fractal universe. When the temperature of the apparent horizon and the matter fields inside the horizon are equal, i.e. $T=T_h$, the generalized second law of thermodynamics can be fulfilled provided the deceleration and the equation of state parameters ranges either as $-1 \\leq q thermodynamics can be secured in a fractal universe by suitably choosing the fractal parameter $\\beta$.

Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

The Emergence of Consciousness in the Quantum Universe

It is argued that human consciousness is likely to have emerged during self-consistent evolution of the physical universe through the gradual accumulation of biological entities' ability to tap into the intrinsic non-deterministic potentiality during the global non-equilibrium phase transitions in the quantum universe. Due to the fact that the matter and energy content participating in the global phase transitions in the quantum universe is a continuum, there is in effect an infinite degrees-of-freedom in the substratum, which invalidates the usual deterministic laws of the mechanical evolution, and allows a chance factor to appear in the emergent properties of resonantly-formed quantum particles, especially in the acquired phases of their wave functions. Some seventy five years ago, the concept of dark matter was introduced by Zwicky to explain the anomaly of galactic rotation curves, though there is no clue to its identity or existence to date. In 1997, the author had introduced a model of the universe which went diametrically opposite to the existing paradigm which was a dark matter assisted decelarating universe. The new model introduces a dark energy driven accelarating universe though with a small cosmological constant. The very next year this new picture was confirmed by the Supernova observations of Perlmutter, Riess and Schmidt. These astronomers got the 2011 Nobel Prize for this dramatic observation. All this is discussed briefly, including the fact that dark energy may obviate the need for dark matter.

Developing Human Performance Measures

Through the reactor oversight process (ROP), the U.S. Nuclear Regulatory Commission (NRC) monitors the performance of utilities licensed to operate nuclear power plants. The process is designed to assure public health and safety by providing reasonable assurance that licensees are meeting the cornerstones of safety and designated crosscutting elements. The reactor inspection program, together with performance indicators (PIs), and enforcement activities form the basis for the NRC抯 risk-informed, performance based regulatory framework. While human performance is a key component in the safe operation of nuclear power plants and is a designated cross-cutting element of the ROP, there is currently no direct inspection or performance indicator for assessing human performance. Rather, when human performance is identified as a substantive cross cutting element in any 1 of 3 categories (resources, organizational or personnel), it is then evaluated for common themes to determine if follow-up actions are warranted. However, variability in human performance occurs from day to day, across activities that vary in complexity, and workgroups, contributing to the uncertainty in the outcomes of performance. While some variability in human performance may be random, much of the variability may be attributed to factors that are not currently assessed. There is a need to identify and assess aspects of human performance that relate to plant safety and to develop measures that can be used to successfully assure licensee performance and indicate when additional investigation may be required. This paper presents research that establishes a technical basis for developing human performance measures. In particular, we discuss: 1) how historical data already gives some indication of connection between human performance and overall plant performance, 2) how industry led efforts to measure and model human performance and organizational factors could serve as a data source and basis for a framework, 3) how our use of modeling and simulation techniques could be used to develop and validate measures of human performance, and 4) what the possible outcomes are from this research as the modeling and simulation efforts generate results.

Hybrid hybridomas are obtained by fusion of two cells, each producing its own antibody. Several authors have reported the construction of murine hybrid hybridomas with the aim to obtain bispecific monoclonal antibodies. The authors have investigated, in a model system, the feasibility of constructing a human hybrid hybridoma. They fused two monoclonal cell lines: an ouabain-sensitive and azaserine/hypoxanthine-resistant Epstein-Barr virus-transformed human cell line that produces an IgG1kappa antibody directed against tetanus toxiod and an azaserine/hypoxanthine-sensitive and ouabain-resistant human-mouse xenohybrid cell line that produces a human IgG1lambda antibody directed against hepatitis-B surface antigen. Hybrid hybridoma cells were selected in culture medium containing azaserine/hypoxanthine and ouabain. The hybrid nature of the secreted antibodies was analyzed by means of two antigen-specific immunoassay. The results show that it is possible, with the combined use of transformation and xenohybridization techniques, to construct human hybrid hybridomas that produce bispecific antibodies. Bispecific antibodies activity was measured by means of two radioimmunoassays.

An evaluation of human performance is presented in this paper in the context of the operational safety management system. To focus on problems, an experience review program has been developed to establish trends, demonstrate the degree of compliance with standards, and determine the causes of poor performance. The primary method by which the experience review takes place is significant event reporting (SER). A significant event is an incident that causes an undesirable effect on safety, product quality, environmental protection, or product cost. In spite of advanced technology and the degree of automation of the Canada deuterium uranium (CANDU) design, mistakes and malfunctions to occur. Considerable effort has been made to prevent or reduce the incidence of error. The Institute of Nuclear Power Operations developed a system to analyze human error, called the Human Performance Evaluation System (HPES). To encourage an open exchange of information, the system is anonymous and nonpunitive. All data gathered during HPES evaluations are kept confidential.

Attractors, Universality and Inflation

Studies of the initial conditions for inflation have conflicting predictions from exponential suppression to inevitability. At the level of phase space, this conflict arises from the competing intuitions of CPT invariance and thermodynamics. After reviewing this conflict, we enlarge the ensemble beyond phase space to include scalar potential data. We show how this leads to an important contribution from inflection point inflation, enhancing the likelihood of inflation to an inverse cubic power law. In the process, we emphasize the attractor dynamics of the gravity-scalar system and the existence of universality classes from inflection point inflation. Finally, we comment on the predictivity of inflation in light of these results.

It was written as a review for Plus Magazine, the online magazine of the UK's national mathematics education and outreach project, the Mathematics Millennium Project. Since some of the discussion (about symmetry breaking, and Pythagoreanism in the philosophy of mathematics) went beyond reviewing Tegmark's book, the material was divided into three online articles. This version combines those three articles, and adds some other material, in particular a brief defence of quidditism about properties. It also adds some references, to other Plus articles as well as academic articles. But it retains the informal style of Plus.

The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.
