    DOE`s Office of Technology Development manages an aggressive national program for applied research, development, demonstration, testing, and evaluation. This program develops high, payoff technologies to clean up the inventory of DOE nuclear component manufacturing sites and to manage DOE-generated waste faster, safer, and cheaper than current environmental cleanup technologies. OTD programs are designed to make new, innovative, and more effective technologies available for transfer to users through progressive development. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD technologies address three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention.

    The Water Resources Development Act of 1986 (Public Law 99--662) authorized the U.S. Army Corps of Engineers (USACE) -- San Francisco District, to accommodate larger, deeper draft vessels in Oakland inner and Outer Harbors by deepening and widening the existing navigation channel, and providing turning basins and maneuvering areas in Oakland inner Harbor. The suitability of the resulting dredged material for disposal into ocean waters was subject to the procedures of the 1991 Testing Manual, Evaluation of Dredged Material Proposed for Ocean Disposal, known as the ``Green Book``. The Green Book provides a tiered approach for testing the suitability of dredged materials through chemical, physical, and biological evaluations. The first level of investigation, or Tier 1 evaluation, is used to determine whether a decision on LPC compliance can be made on the basis of readily available information. The Tier 1 report primarily summarizes existing information on sediment contamination and toxicity potential, identifies contaminants of concern, and determines the need for further testing. To assist the USACE in determining the suitability of dredged material from Oakland inner and Outer Harbors for ocean disposal, Battelle/Marine Sciences Laboratory prepared this Tier 1 report based upon information and data provided by USACE. Because this Tier 1 report originated well after an LPC determination was made to require testing of project sediments in Tier 3, the primary purpose of this report was to identify contaminants of concern (if any) in that particular dredged material. In addition, this Tier 1 report summarizes available information on chemical, physical, and biological characterization of the sediments in Oakland inner and Outer Harbors.

    The US Army Corps of Engineers (USACE), San Francisco District, was authorized by the US Congress to deepen the navigation channels of Inner and Outer Oakland Harbor, California. During review of the environmental impact statement required for this dredging and disposal project, a panel of national experts approved the open-water disposal of dredged sediment from selected areas within the Inner Harbor, subject to results of confirmatory solid phase bioassays. The San Francisco District of the Corps requested the Battle/Marine Sciences Laboratory (MSL) to conduct these confirmatory studies. The studies provided technical data for an evaluation of the potential environmental impact of this project. Within extremely narrow time constraints, these studies provided chemical and biological information required by ocean dumping regulations to determine suitability of the Oakland Inner Harbor and turning basin sediment for ocean disposal. 23 refs., 18 figs., 45 tabs.

    The US Army Corps of Engineers (USACE), San Francisco District, was authorized by the Water Resources Development Act of 1986 to deepen and widen the navigation channels of Inner and Outer Oakland Harbor, California, to accommodate modern deep-draft vessels. The recommended plan consists of deepening the harbor channels from the presently authorized water depth of {minus}35 ft mean lower low water (MLLW) to {minus}42 ft MLLW and supplying the harbor with adequate turning basins and berthing areas. Offshore ocean disposal of the dredged sediment is being considered, provided there is no evident of harmful ecological effects. It harmful ecological effects are not evident then the appropriate certifications from state environmental quality agencies and concurrence from the Environmental Protection Agency can be obtained to allow disposal of sediment. To help provide the scientific basis for determining whether Oakland Harbor sediments are suitable for offshore disposal, the Battelle/Marine Sciences Laboratory (MSL) collected sediment cores from 23 stations in Inner and Outer Oakland Harbor, evaluated these sediment cores geologically, performed chemical analyses for selected contaminants in sediments, conducted a series of solid phase toxicity tests with four sensitive marine invertebrates and assessed the bioaccumulation potential of sediment-associated contaminants in the tissues of Macoma Nasuta. 43 refs., 26 figs., 61 tabs.

    If the effective cosmological constant is non-zero, our observable universe may enter a stage of exponential expansion. In such case, regions of it may tunnel back to the false vacuum of an inflaton scalar field, and inflation with a high expansion rate may resume in those regions. An ``ideal'' eternal observer would then witness an infinite succession of cycles from false vacuum to true, and back. Within each cycle, the entire history of a hot universe would be replayed. If there were several minima of the inflaton potential, our ideal observer would visit each one of these minima with a frequency which depends on the shape of the potential. We generalize the formalism of stochastic inflation to analyze the global structure of the universe when this `recycling' process is taken into account.

Furthermore, all of the methods lack a solid empirical basis, relying heavily on expert judgment or empirical results derived in non-reactor domains. Finally, all of the methods are essentially static, and are thus unable to capture the dynamics of an accident in progress. The objective of this work is to begin exploring a dynamic simulation approach to HRA, one whose models have a basis in psychological theories of human performance, and whose quantitative estimates have an empirical basis. This paper highlights a plan to formalize collaboration among the Idaho National Laboratory (INL), the University of Maryland, and The Ohio State University (OSU) to continue development of a simulation model initially formulated at the University of Maryland. Initial work will focus on enhancing the underlying human performance models with the most recent psychological research, and on planning follow-on studies to establish an empirical basis for the model, based on simulator experiments to be carried out at the INL and at the OSU.

    This paper presents the results of a web-based survey about futures issues. Among many questions, respondents were asked whether they believe humans will become extinct. Forty-five percent of the almost 600 respondents believe that humans will become extinct. Many of those holding this believe felt that humans could become extinct within 500-1000 years. Others estimated extinction 5000 or more years into the future. A logistic regression model was estimated to explore the bases for this belief. It was found that people who describe themselves a secular are more likely to hold this belief than people who describe themselves as being Protestant. Older respondents and those who believe that humans have little control over their future also hold this belief. In addition, people who are more apt to think about the future and are better able to imagine potential futures tend to also believe that humans will become extinct.

    Through the reactor oversight process (ROP), the U.S. Nuclear Regulatory Commission (NRC) monitors the performance of utilities licensed to operate nuclear power plants. The process is designed to assure public health and safety by providing reasonable assurance that licensees are meeting the cornerstones of safety and designated crosscutting elements. The reactor inspection program, together with performance indicators (PIs), and enforcement activities form the basis for the NRC’s risk-informed, performance based regulatory framework. While human performance is a key component in the safe operation of nuclear power plants and is a designated cross-cutting element of the ROP, there is currently no direct inspection or performance indicator for assessing human performance. Rather, when human performance is identified as a substantive cross cutting element in any 1 of 3 categories (resources, organizational or personnel), it is then evaluated for common themes to determine if follow-up actions are warranted. However, variability in human performance occurs from day to day, across activities that vary in complexity, and workgroups, contributing to the uncertainty in the outcomes of performance. While some variability in human performance may be random, much of the variability may be attributed to factors that are not currently assessed. There is a need to identify and assess aspects of human performance that relate to plant safety and to develop measures that can be used to successfully assure licensee performance and indicate when additional investigation may be required. This paper presents research that establishes a technical basis for developing human performance measures. In particular, we discuss: 1) how historical data already gives some indication of connection between human performance and overall plant performance, 2) how industry led efforts to measure and model human performance and organizational factors could serve as a data source and basis for a framework, 3) how our use of modeling and simulation techniques could be used to develop and validate measures of human performance, and 4) what the possible outcomes are from this research as the modeling and simulation efforts generate results.

    This paper focuses on strategies and progress toward establishing the Idaho National Laboratory’s (INL’s) Human Systems Simulator Laboratory at the Center for Advanced Energy Studies (CAES), a consortium of Idaho State Universities. The INL is one of the National Laboratories of the US Department of Energy. One of the first planned applications for the Human Systems Simulator Laboratory is implementation of a dynamic nuclear power plant simulation (NPP) where studies of operator workload, situation awareness, performance and preference will be carried out in simulated control rooms including nuclear power plant control rooms. Simulation offers a means by which to review operational concepts, improve design practices and provide a technical basis for licensing decisions. In preparation for the next generation power plant and current government and industry efforts in support of light water reactor sustainability, human operators will be attached to a suite of physiological measurement instruments and, in combination with traditional Human Factors Measurement techniques, carry out control room tasks in simulated advanced digital and hybrid analog/digital control rooms. The current focus of the Human Systems Simulator Laboratory is building core competence in quantitative and qualitative measurements of situation awareness and workload. Of particular interest is whether introduction of digital systems including automated procedures has the potential to reduce workload and enhance safety while improving situation awareness or whether workload is merely shifted and situation awareness is modified in yet to be determined ways. Data analysis is carried out by engineers and scientists and includes measures of the physical and neurological correlates of human performance. The current approach supports a user-centered design philosophy (see ISO 13407 “Human Centered Design Process for Interactive Systems, 1999) wherein the context for task performance along with the requirements of the end-user are taken into account during the design process and the validity of design is determined through testing of real end users

    An evaluation of human performance is presented in this paper in the context of the operational safety management system. To focus on problems, an experience review program has been developed to establish trends, demonstrate the degree of compliance with standards, and determine the causes of poor performance. The primary method by which the experience review takes place is significant event reporting (SER). A significant event is an incident that causes an undesirable effect on safety, product quality, environmental protection, or product cost. In spite of advanced technology and the degree of automation of the Canada deuterium uranium (CANDU) design, mistakes and malfunctions to occur. Considerable effort has been made to prevent or reduce the incidence of error. The Institute of Nuclear Power Operations developed a system to analyze human error, called the Human Performance Evaluation System (HPES). To encourage an open exchange of information, the system is anonymous and nonpunitive. All data gathered during HPES evaluations are kept confidential.

    Einstein's static model is the first relativistic cosmological model. The model is static, finite and of spherical spatial symmetry. I use the solution of Einstein's field equations in a homogeneous and isotropic universe -- Friedmann's equation -- to calculate the radius of curvature of the model (also known as "Einstein's universe"). Furthermore, I show, using a Newtonian analogy, the model's mostly known feature, namely, its instability under small perturbations on the state of equilibrium.

    We investigate the thermodynamical properties of the apparent horizon in a fractal universe. We find that one can always rewrite the Friedmann equation of the fractal universe in the form of the entropy balance relation $ \\delta Q=T_h d{S_h}$, where $ \\delta Q $ and $ T_{h} $ are the energy flux and Unruh temperature seen by an accelerated observer just inside the apparent horizon. We find that the entropy $S_h$ consists two terms, the first one which obeys the usual area law and the second part which is the entropy production term due to nonequilibrium thermodynamics of fractal universe. This shows that in a fractal universe, a treatment with nonequilibrium thermodynamics of spacetime may be needed. We also study the generalized second law of thermodynamics in the framework of fractal universe. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    Although the positive effects of implementing a human performance approach to operations can be hard to quantify, many organizations and industry areas are finding tangible benefits to such a program. Recently, a unique mentoring program was established and implemented focusing on improving the performance of managers, supervisors, and work crews, using the principles of Human Performance Improvement (HPI). The goal of this mentoring was to affect behaviors and habits that reliably implement the principles of HPI to ensure continuous improvement in implementation of an Integrated Safety Management System (ISMS) within a Conduct of Operations framework. Mentors engaged with personnel in a one-on-one, or one-on-many dialogue, which focused on what behaviors were observed, what factors underlie the behaviors, and what changes in behavior could prevent errors or events, and improve performance. A senior management sponsor was essential to gain broad management support. A clear charter and management plan describing the goals, objectives, methodology, and expected outcomes was established. Mentors were carefully selected with senior management endorsement. Mentors were assigned to projects and work teams based on the following three criteria: 1) knowledge of the work scope; 2) experience in similar project areas; and 3) perceived level of trust they would have with project management, supervision, and work teams. This program was restructured significantly when the American Reinvestment and Recovery Act (ARRA) and the associated funding came to an end. The program was restructured based on an understanding of the observations, attributed successes and identified shortfalls, and the consolidation of those lessons. Mentoring the application of proven methods for improving human performance was shown effective at increasing success in day-to-day activities and increasing confidence and level of skill of supervisors. While mentoring program effectiveness is difficult to measure, and return on investment is difficult to quantify, especially in complex and large organizations where the ability to directly correlate causal factors can be challenging, the evidence presented by Sydney Dekker, James Reason, and others who study the field of human factors does assert managing and reducing error is possible. Employment of key behaviors-HPI techniques and skills-can be shown to have a significant impact on error rates. Our mentoring program demonstrated reduced error rates and corresponding improvements in safety and production. Improved behaviors are the result, of providing a culture with consistent, clear expectations from leadership, and processes and methods applied consistently to error prevention. Mentoring, as envisioned and executed in this program, was effective in helping shift organizational culture and effectively improving safety and production. (authors)

    We define a universe as the contents of a spacetime box with comoving walls, large enough to contain measurable phenomena, but not much larger. This allows the construction of a local ensemble of such universes, given modest extrapolations of the observed properties of the cosmos. We then assume that further out similar universes can be constructed, but with different standard model parameters, strongly correlated with the size in a definite way, where by size is meant the Hubble scale at late times. This allows an estimate of the range of sizes supporting life as we know it. The result allows some understanding of the hierarchy problems of particle physics. Other possible implications of the assumptions made will be discussed, including a possible connection between the QCD vacuum structure and cosmological horizon structure. In all cases, our approach is as bottoms-up and as phenomenological as possible, suggesting that theories of the multiverse may eventually lay some claim of being scientific.

    Some seventy five years ago, the concept of dark matter was introduced by Zwicky to explain the anomaly of galactic rotation curves, though there is no clue to its identity or existence to date. In 1997, the author had introduced a model of the universe which went diametrically opposite to the existing paradigm which was a dark matter assisted decelarating universe. The new model introduces a dark energy driven accelarating universe though with a small cosmological constant. The very next year this new picture was confirmed by the Supernova observations of Perlmutter, Riess and Schmidt. These astronomers got the 2011 Nobel Prize for this dramatic observation. All this is discussed briefly, including the fact that dark energy may obviate the need for dark matter.

    This 3-year research and development effort focused on what we believe is a significant technical gap in existing modeling and simulation capabilities: the representation of plausible human cognition and behaviors within a dynamic, simulated environment. Specifically, the intent of the ''Simulating Human Behavior for National Security Human Interactions'' project was to demonstrate initial simulated human modeling capability that realistically represents intra- and inter-group interaction behaviors between simulated humans and human-controlled avatars as they respond to their environment. Significant process was made towards simulating human behaviors through the development of a framework that produces realistic characteristics and movement. The simulated humans were created from models designed to be psychologically plausible by being based on robust psychological research and theory. Progress was also made towards enhancing Sandia National Laboratories existing cognitive models to support culturally plausible behaviors that are important in representing group interactions. These models were implemented in the modular, interoperable, and commercially supported Umbra{reg_sign} simulation framework.

    We define a universe as the contents of a spacetime box with comoving walls, large enough to contain essentially all phenomena that can be conceivably measured. The initial time is taken as the epoch when the lowest CMB modes undergo horizon crossing, and the final time taken when the wavelengths of CMB photons are comparable with the Hubble scale, i.e. with the nominal size of the universe. This allows the definition of a local ensemble of similarly constructed universes, using only modest extrapolations of the observed behavior of the cosmos. We then assume that further out in spacetime, similar universes can be constructed but containing different standard model parameters. Within this multiverse ensemble, it is assumed that the standard model parameters are strongly correlated with size, i.e. with the value of the inverse Hubble parameter at the final time, in a manner as previously suggested. This allows an estimate of the range of sizes which allow life as we know it, and invites a speculation regarding the most natural distribution of sizes. If small sizes are favored, this in turn allows some understanding of the hierarchy problems of particle physics. Subsequent sections of the paper explore other possible implications. In all cases, the approach is as bottoms up and as phenomenological as possible, and suggests that theories of the multiverse so constructed may in fact lay some claim of being scientific.
