    The Port of Oakland proposes to construct and operate a 150 acre rail-yard terminal to accommodate projected growth in intermodal (transportation mode to transportation mode, i.e. ship to rail) container distribution from its marine terminals. The project is proposed pursuant to the objectives of the Port of Oakland`s Vision 2000 Program as described in the Final EIS/EIR, Disposal and Reuse of Fleet and Industrial Supply Center, Oakland, VISION 2000 Maritime Development (July 1997). The JIT project is a component of the Vision 2000 Program. The environmental analysis for the JIT will tier off the EIS/EIR mentioned above. An Initial Study has been prepared for the JIT project and identified the potential for the project to have significant impacts primarily related to air quality, traffic, noise and contaminated materials. The Initial Study analysis identified the potential for the project to contribute cumulative air emissions in exceedance of CEQA significance criteria if not mitigated. In addition, the increase in traffic that would occur as a result of the project may potentially contribute to an exceedance in acceptable cumulative traffic volume standards at a local intersection, if not mitigated. Due to the fact that the Navy is currently in the process of investigating contamination on the FISCO site, it is anticipated that more information will be available related to contaminated materials in the future.

    The U.S. Environmental Protection Agency (U.S. EPA) placed the J L Landfill site on the National Priorities List (NPL) on March 31, 1989. Beginning in 1951, steel-making firms, including Jones Laughlin, used the site as a landfill for slag, dust from air cleaners at their plants, and general rubbish. By 1980, the landfill had been filled to capacity, and Jones Laughlin closed and coverd the site. The cover on the landfill is inadequate by current standards. Surface soils contain concentrations of metals that are of health concern. The groundwater contains metals and organic chemicals at concentrations of health concern, some of which may be attributable to other sites in the area. The site poses no apparent public health hazard under present conditions, however, several potential exposure pathways may pose hazards should they be completed in the future.

    This summary presents a detailed characterization of the Devonian Shale occurrence in the EGSP-Michigan No. 2 well. Information provided includes a stratigraphic summary and lithology and fracture analyses resulting from detailed core examinations and geophysical log interpretations at the EGSP Core Laboratory. Plane of weakness orientations stemming from a program of physical properties testing at Michigan Technological University are also summarized; the results of physical properties testing are dealt with in detail in the accompanying report. The data was obtained from the study of approximately 249 feet of core retrived from a well drilled in Otsego County of north-central Michigan (lower peninsula).

    We sampled ten sites within the Pine River watershed, Alcona County, Michigan. In 2001, age-0 steelhead (Oncorhynchus mykiss) were collected to determine growth rates. In 2002, emergence dates of steelhead were determined by observational studies and age-0 steelhead and brook trout (Salvelinus fontinalis) were collected to determine growth rates. Steelhead emergence occurred from late June to mid-July 2002. Growth rates of both species varied among branches within the watershed (P<0.05). Steelhead growth varied from 0.24 to 0.42 mm/day and brook trout growth varied from 0.22 to 0.37 mm/day.

    This study is designed to record vegetational changes induced by the construction of a large-diameter gas pipeline through deciduous forested wetlands. Two second-growth wetland sites mapped Lenawee soils were selected in Midland County, Michigan: Site 1, a younger stand subjected to recent selective logging, and Site 2, a more mature stand. The collection of ecological data to analyze plant succession on the right-of-way (ROW) and the effects of the developing ROW plant communities on adjacent forest communities was initiated in 1989. Cover class estimates were made for understory and ROW plant species on the basis of 1 {times} 1{minus}m quadrats. Individual stem diameters and species counts were recorded for overstory plants in 10{minus}m quadrats. Although long-term studies have not been completed, firm baseline data were established for comparative analyses with future sampling. Current data indicate that vegetation became well-established on the ROW within one year and subsequently increased in coverage. About 65% of the species were wetland indicators, and the dominants included seeded and natural invading species; nevertheless, some elements of the original flora regenerated and persist. The plants of the ecotone understories of both sites changed from their original composition as a result of the installation of the gas pipeline. Although some forest species persist at both sites, the ecotone of Site I was influenced more by the seeded species, whereas the natural invaders were more important at Site 2.

  14. Historic contamination along Oakland Inner Harbor

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.

    This report presents the results of the Community Environmental Response Facilitation Act (CERFA) investigation conducted by The Earth Technology Corporation (TETC) at Pontiac Storage Facility installation, a U.S. Government property selected for closure by the Base Realignment and Closure (BRAC) Commission under Public Laws 100-526 and 101-510. The Pontiac Storage Facility is a 31-acre site located in Oakland County, Michigan, approximately 25 miles northwest of downtown Detroit. The installation`s primary mission is to provide storage for the U.S. Army Tank Automotive Command (TACOM); it is the site of administrative and record keeping departments, as well as the storage place of machinery used to produce military equipment and ordnance. Activities associated with the property that have environmental significance are degreasing and painting. TETC reviewed existing investigation documents; U.S. Environmental Protection Agency, State, and county regulatory records; environmental data bases; and title documents pertaining to Pontiac Storage Facility during this investigation. In addition, TETC conducted interviews and visual inspections of Pontiac Storage Facility as well as visual inspections of and data base searches for the surrounding properties. pg12. JMD.

    Oakland Harbor is located on the eastern shoreline of central San Francisco Bay in Alameda County, between the cities of Oakland and Alameda, California. Oakland Harbor and its access channels are no longer wide or deep enough to accommodate modern deeper-draft vessels. The Water Resources Development Act of 1986 (Public Law 99-662) authorized the US Army Corps of Engineers (USACE), San Francisco District to deepen and widen the navigation channels to {minus}44 ft mean lower low water (MLLW) ({minus}42 ft MLLW plus 2 ft of overdraft) in Oakland Harbor. Several options for disposal of the material from this dredging project are under consideration by USACE. Those options include disposal within San Francisco Bay, at open-ocean sites, or at upland disposal sites. Section 103 of the Marine Protection, Research, and Sanctuaries Act of 1972 (MPRSA), Public Law 92-532, specifies that all proposed disposal of dredged material into open water be evaluated to determine the potential environmental impacts to those activities. To comply with those requirements, the potential environmental impacts of the dredged material must be evaluated by chemical characterization, toxicity testing, and bioaccumulation testing prior to dredging and disposal. Test results are described.

About 700 participants, including 125 students, from 28 countries gathered for 5 days of plenary and parallel sessions. Besides the scientific discussions, participants enjoyed an afternoon of excursions; choices included visits to San Francisco, the Muir woods, and, of course, a chance to sample Napa Valley wines. There was also a day of introductory lectures for graduate students and a separate afternoon program for 50 local high school teachers. The ''Quark Matter'' conference series has evolved into the premier venue for relativistic heavy ion collisions, and QM2004 was no exception. The 44 plenary and 92 parallel session talks featured a veritable flood of data from STAR (Kai Schweda, LBNL), PHENIX (Tony Frawley, Florida State), PHOBOS (Peter Steinberg, BNL) and BRAHMS (Michael Murray, Kansas), at RHIC. This was accompanied by contributions from HERMES ( Pasquale DiNezza, Frascati) and HERA-B (Joakim Spengler, Heidelberg) and continuing analyses from NA-49 (Marek Gazdzicki, Frankfurt) and NA-57 (Giuseppe Bruno, Bari) at the CERN SPS. The theoretical contributions presented a broad range of models and calculations, from microscopic particle-by-particle simulations to hydrodynamic models that model the bulk behavior using an equation of state. A focus of much discussion was the question ''Have we found the Quark Gluon Plasma (QGP)?'' This search was the prime motivation to build RHIC. Although the RHIC experiments made no formal statement, most conference attendees seemed to feel that the answer was yes. No single measurement makes the case, but the variety of data featured at QM2004 seems most easily explained in the context of a QGP.     High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This paper highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projects, a ground-source variable refrigerant flow (GS-VRF) system installed at the Human Health Building at Oakland University in Rochester, Michigan. This case study is based on the analysis of measured performance data, maintenance records, construction costs, and simulations of the energy consumption of conventional central heating, ventilation, and air-conditioning (HVAC) systems providing the same level of space conditioning as the demonstrated GS-VRF system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GS-VRF system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the GS-VRF system compared with conventional HVAC systems. This case study also identified opportunities for reducing uncertainties in the performance evaluation, improving the operational efficiency, and reducing the installed cost of similar GSHP systems in the future.

    Compared to other cities, New York City (NYC) is abundantly endowed with parklands and open spaces, many of which can be utilized to treat and dissipate stormwater runoff flows, in conjunction with the preservation, restoration and creation of ecological systems. Such use of available parklands and open spaces has the benefit of decreasing cost for stormwater treatment and conveyance, while at the same time enhancing the natural biological systems. Through the combined efforts of the NYC Department of Environmental Protection (NYCDEP), which is responsible for stormwater control, and the NYC Department of Parks and Recreation (NYCDPR), which is responsible for preserving and restoring the ecological systems of parklands and open spaces, URS Greiner Woodward Clyde (URSGWC) developed a project to provide for the treatment of stormwater and the attenuation of peak stormwater flows through restoration and creation of wetlands within Oakland Ravine (located in the densely populated northeastern section of the Borough of Queens, NYC). The proposed Oakland Ravine Stormwater Treatment System Project was developed in conjunction with the East River Combined Sewer Overflow (CSO) Abatement Project, which is part of the NYC comprehensive program to reduce CSO discharges into receiving waters. Discharges into Alley Creek through Outfall TI-7, an outfall located about one-half mile northeast of the ravine which has been designated for CSO abatement, will be reduced as a result of the project.

    This is the final report for a grant-funded project to financially assist and otherwise provide support to projects that increase E85 infrastructure in Michigan at retail fueling locations. Over the two-year project timeframe, nine E85 and/or flex-fuel pumps were installed around the State of Michigan at locations currently lacking E85 infrastructure. A total of five stations installed the nine pumps, all providing cost share toward the project. By using cost sharing by station partners, the $200,000 provided by the Department of Energy facilitated a total project worth $746,332.85. This project was completed over a two-year timetable (eight quarters). The first quarter of the project focused on project outreach to station owners about the incentive on the installation and/or conversion of E85 compatible fueling equipment including fueling pumps, tanks, and all necessary electrical and plumbing connections. Utilizing Clean Energy Coalition (CEC) extensive knowledge of gasoline/ethanol infrastructure throughout Michigan, CEC strategically placed these pumps in locations to strengthen the broad availability of E85 in Michigan. During the first and second quarters, CEC staff approved projects for funding and secured contracts with station owners; the second through eighth quarters were spent working with fueling station owners to complete projects; the third through eighth quarters included time spent promoting projects; and beginning in the second quarter and running for the duration of the project was spent performing project reporting and evaluation to the US DOE. A total of 9 pumps were installed (four in Elkton, two in Sebewaing, one in East Lansing, one in Howell, and one in Whitmore Lake). At these combined station locations, a total of 192,445 gallons of E85, 10,786 gallons of E50, and 19,159 gallons of E30 were sold in all reporting quarters for 2011.     The Water Resources Development Act of 1986 (Public Law 99-662) authorized the US Army Corps of Engineers (USACE) San Francisco District, to deepen and widen the navigational channels of the Oakland Inner and Outer Harbors to accomodate deeper-draft vessels. The USACE is considering several disposal options for the dredged material removed during these channel improvements including open-water disposal. Dredged material proposed for open-water disposal must be evaluated to determine the potential impacts of the disposal activity on the water column and disposal site enviromments. The USACE requested that Battelle/Marine Sciences Laboratory (MSL) conduct studies to evaluate open-water disposal options for Oakland Harbor sediments. This request developed into the Oakland Harbor Phase III Program. This is Volume 1 of a two-volume report that presents information gathered to determine the suitability of ocean disposal of sediments dredged from Oakland Harbor. This volume contains project background, materials and methods, results, discussion, and conclusions.

    The solar industry in the United States is at a turning point; the cost of PV hardware has declined substantially in recent years, placing new attention on reducing the balance of system (BOS) costs of solar that now contribute to a growing percentage of installation expenses. How states address these costs through the creation of a favorable policy and regulatory environment is proving to be a critical determinant of a thriving statewide solar market. This report addresses the permitting and tax issues that may stimulate the solar market growth in Michigan. By making PV installations easier to complete through reduced BOS costs, Michigan would become a more attractive location for manufacturers and installers. As PV module costs decline and BOS costs make up a greater share of the cost of solar, action taken today on these issues will prove beneficial in the long term, providing Michigan an opportunity to establish a leadership position in the solar industry.

    DOE`s Office of Technology Development manages an aggressive national program for applied research, development, demonstration, testing, and evaluation. This program develops high, payoff technologies to clean up the inventory of DOE nuclear component manufacturing sites and to manage DOE-generated waste faster, safer, and cheaper than current environmental cleanup technologies. OTD programs are designed to make new, innovative, and more effective technologies available for transfer to users through progressive development. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD technologies address three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention.

    The purpose of this project was to conduct the first comprehensive offshore wind assessment over Lake Michigan and to advance the body of knowledge needed to support future commercial wind energy development on the Great Lakes. The project involved evaluation and selection of emerging wind measurement technology and the permitting, installation and operation of the first mid-lake wind assessment meteorological (MET) facilities in Michigan’s Great Lakes. In addition, the project provided the first opportunity to deploy and field test floating LIDAR and Laser Wind Sensor (LWS) technology, and important research related equipment key to the sitting and permitting of future offshore wind energy development in accordance with public participation guidelines established by the Michigan Great Lakes Wind Council (GLOW). The project created opportunities for public dialogue and community education about offshore wind resource management and continued the dialogue to foster Great Lake wind resource utilization consistent with the focus of the GLOW Council. The technology proved to be effective, affordable, mobile, and the methods of data measurement accurate. The public benefited from a substantial increase in knowledge of the wind resources over Lake Michigan and gained insights about the potential environmental impacts of offshore wind turbine placements in the future. The unique first ever hub height wind resource assessment using LWS technology over water and development of related research data along with the permitting, sitting, and deployment of the WindSentinel MET buoy has captured public attention and has helped to increase awareness of the potential of future offshore wind energy development on the Great Lakes. Specifically, this project supported the acquisition and operation of a WindSentinel (WS) MET wind assessment buoy, and associated research for 549 days over multiple years at three locations on Lake Michigan.     BP Products North America Inc. (BP) owns and operates a petroleum refinery located on approximately 1,700 acres in Whiting, East Chicago, and Hammond, Indiana, near the southern tip of Lake Michigan. BP provided funding to Purdue University-Calumet Water Institute (Purdue) and Argonne National Laboratory (Argonne) to conduct studies related to wastewater treatment and discharges. Purdue and Argonne are working jointly to identify and characterize technologies that BP could use to meet the previous discharge permit limits for total suspended solids (TSS) and ammonia after refinery modernization. In addition to the technology characterization work, Argonne conducted a separate project task, which is the subject of this report. In Phase I of a two-part study, Argonne estimated the current levels of discharge to southern Lake Michigan from significant point and nonpoint sources in Illinois, Indiana, and portions of Michigan. The study does not consider all of the chemicals that are discharged. Rather, it is narrowly focused on a selected group of pollutants, referred to as the 'target pollutants'. These include: TSS, ammonia, total and hexavalent chromium, mercury, vanadium, and selenium. In Phase II of the study, Argonne will expand the analysis to cover the entire Lake Michigan drainage basin.
