    The appeal of earth-sheltered housing increased last year when 1000 new underground houses brought the national total to about 5000. Innovative construction and management techniques help, such as the Terra-Dome's moldset and equipment, which the company sells to builders under a license arrangement. Attention is given to aesthetic appeal as well as to energy savings. The Everstrong company builds all-wood underground houses to cut down on humidity and increase resistance to natural disasters. Tight mortgage money has been a serious problem for underground as well as conventional builders. (DCK)

  8. Algorithms for builder guidelines

    The Builder Guidelines are designed to make simple, appropriate guidelines available to builders for their specific localities. Builders may select from passive solar and conservation strategies with different performance potentials. They can then compare the calculated results for their particular house design with a typical house in the same location. Algorithms used to develop the Builder Guidelines are described. The main algorithms used are the monthly solar ratio (SLR) method for winter heating, the diurnal heat capacity (DHC) method for temperature swing, and a new simplified calculation method (McCool) for summer cooling. This paper applies the algorithms to estimate the performance potential of passive solar strategies, and the annual heating and cooling loads of various combinations of conservation and passive solar strategies. The basis of the McCool method is described. All three methods are implemented in a microcomputer program used to generate the guideline numbers. Guidelines for Denver, Colorado, are used to illustrate the results. The structure of the guidelines and worksheet booklets are also presented. 5 refs., 3 tabs.

    TrustBuilder2 is a flexible framework for supporting research in the area trust negotiation protocols, designed to allow researchers to quickly prototype and experiment with various approaches to trust negotiation. In Trustbuilder2, the primary components of a trust negotiation system are represented using abstract interfaces. Any or all of these components can be implemented or extended by users of the TrustBuilder2 system, thereby making the system's functionality easily extensible. The TrustBuilder2 configuration files can be modifiedmore » to load these custom components in place of the default system components; this facilitates the use of new features without modifications to the underlying runtime system. In our implementation, we provide support for one negotiation strategy, a policy compliance checker based on Jess (the Java Expert System Shell), query interfaces enabling access to disk-based credential and policy repositories, a credential chain construction algorithm, two credential chain verification routines, and both graphical and text-based logging facilities. Trustbuilder2 also supports the interposition of user-defined plug-ins at communication points between system components to allow for easy monitoring of system activity or the modification of messages passed between components.« less

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense(R) Efficient Hot Water Distribution requirement.

    The Event Builder and Level3 systems constitute critical components of the DAQ in the CDF experiment at Fermilab. These systems are responsible for collecting data fragments from the front end electronics, assembling the data into complete event records, reconstructing the events, and forming the final trigger decision. With Tevatron Run IIa in progress, the systems have been running successfully at high throughput rates, the design utilizing scalable architecture and distributed event processing to meet the requirements. A brief description current performance in Run IIa and possible upgrade for Run IIb is presented.

    The NorthernSTAR Building America Partnership team proposed this study to gain insight into the business, sales, and construction processes of successful high performance builders. The knowledge gained by understanding the high performance strategies used by individual builders, as well as the process each followed to move from traditional builder to high performance builder, will be beneficial in proposing more in-depth research to yield specific action items to assist the industry at large transform to high performance new home construction. This investigation identified the best practices of three successful high performance builders in the upper Midwest. In-depth field analysis of the performance levels of their homes, their business models, and their strategies for market acceptance were explored. All three builders commonly seek ENERGY STAR certification on their homes and implement strategies that would allow them to meet the requirements for the Building America Builders Challenge program. Their desire for continuous improvement, willingness to seek outside assistance, and ambition to be leaders in their field are common themes. Problem solving to overcome challenges was accepted as part of doing business. It was concluded that crossing the gap from code-based building to high performance based building was a natural evolution for these leading builders.

To attract a wide range of potential homebuyers to its energy efficient homes, New Town Builders created a 'Power of Zero Energy Center' linked to its model home in the Stapleton community of Denver. This case study presents New Town Builders' marketing approach, which is targeted to appeal to homebuyers' emotions rather than overwhelming homebuyers with scientific details about the technology. The exhibits in the Power of Zero Energy Center focus on reduced energy expenses for the homeowner, improved occupant comfort, the reputation of the builder, and the lack of sacrificing the homebuyers' desired design features to achieve zero net energy in the home. The case study also contains customer and realtor testimonials related to the effectiveness of the Center in influencing homebuyers to purchase a zero energy home.

    The data acquisition system (DAQ) of the CMS experiment at the CERN Large Hadron Collider (LHC) assembles events at a rate of 100 kHz, transporting event data at an aggregate throughput of 100 GB/s to the high-level trigger (HLT) farm. The DAQ system has been redesigned during the LHC shutdown in 2013/14. The new DAQ architecture is based on state-of-the-art network technologies for the event building. For the data concentration, 10/40 Gbps Ethernet technologies are used together with a reduced TCP/IP protocol implemented in FPGA for a reliable transport between custom electronics and commercial computing hardware. A 56 Gbps Inniband FDR CLOS network has been chosen for the event builder. This paper discusses the software design, protocols, and optimizations for exploiting the hardware capabilities. In conclusion, ee present performance measurements from small-scale prototypes and from the full-scale production system.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three cold climate production builders in three U.S. cities and worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Also, BSC provided support through performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor; and increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense® Efficient Hot Water Distribution requirement.

    The data acquisition system (DAQ) of the CMS experiment at the CERN Large Hadron Collider (LHC) assembles events at a rate of 100 kHz, transporting event data at an aggregate throughput of 100 GB/s to the high-level trigger (HLT) farm. The DAQ system has been redesigned during the LHC shutdown in 2013/14. The new DAQ architecture is based on state-of-the-art network technologies for the event building. For the data concentration, 10/40 Gbps Ethernet technologies are used together with a reduced TCP/IP protocol implemented in FPGA for a reliable transport between custom electronics and commercial computing hardware. A 56 Gbps Innibandmore » FDR CLOS network has been chosen for the event builder. This paper discusses the software design, protocols, and optimizations for exploiting the hardware capabilities.     The U.S. Department of Energy (DOE) has posed a challenge to the homebuilding industry—to build 220,000 high-performance homes by 2012. Through the Builders Challenge, participating homebuilders will have an easy way to differentiate their best energy-performing homes from other products in the marketplace, and to make the benefits clear to buyers. This document was prepared by Pacific Northwest National Laboratory for DOE to provide guidance to U.S. home builders who want to accept the challenge. To qualify for the Builders Challenge, a home must score 70 or less on the EnergySmart Home Scale (E-Scale). The E-scale is based on the well-established Home Energy Rating System (HERS) index, developed by the Residential Energy Services Network (RESNET). The E-scale allows homebuyers to understand – at a glance – how the energy performance of a particular home compares with the performance of others. To learn more about the index and HERS Raters, visit www.natresnet.org. Homes also must meet the Builders Challenge criteria described in this document. To help builders meet the Challenge, guidance is provided in this report for each of the 29 criteria. Included with guidance for each criteria are resources for more information and references for relevant codes and standards. The Builders Challenge Quality Criteria were originally published in Dec. 2008. They were revised and published as PNNL-18009 Rev 1.2 in Nov. 2009. This is version 1.3, published Nov 2010. Changes from the Nov 2009 version include adding a title page and updating the Energy Star windows critiera to the Version 5.0 criteria approved April 2009 and effective January 4, 2010.     As homebuyers are becoming increasingly concerned about rising energy costs and the impact of fossil fuels as a major source of greenhouse gases, the returning new home market is beginning to demand energy-efficient and comfortable high-performance homes. In response to this, some innovative builders are gaining market share because they are able to market their homes’ comfort, better indoor air quality, and aesthetics, in addition to energy efficiency. The success and marketability of these high-performance homes is creating a builder demand for house plans and information about how to design, build, and sell their own low-energy homes. To help make these and other builders more successful in the transition to high-performance construction techniques, Pacific Northwest National Laboratory (PNNL) partnered with seven interested builders in the hot humid and mixed humid climates to provide technical and design assistance through two building science firms, Florida Home Energy and Resources Organization (FL HERO) and Calcs-Plus, and a designer that offers a line of stock plans designed specifically for energy efficiency, called Energy Smart Home Plans (ESHP). This report summarizes the findings of research on cost-effective high-performance whole-house solutions, focusing on real-world implementation and challenges and identifying effective solutions. The ensuing sections provide project background, profile each of the builders who participated in the program, and describe their houses’ construction characteristics, key challenges the builders encountered during the construction and transaction process); and present primary lessons learned to be applied to future projects. As a result of this technical assistance, 17 homes have been built featuring climate-appropriate efficient envelopes, ducts in conditioned space, and correctly sized and controlled heating, ventilation, and air-conditioning systems.     This is the AmeriFlux version of the carbon flux data for the site US-SO4 Sky Oaks- New Stand. Site Description - The Sky Oaks New site is located near the Sky Oaks Field station, owned and operated by San Diego State University. Chaparral vegetation, associated with a Mediterranean climate, covers nearly half of the rough and rocky terrain. Precipitation is almost exclusively confined to the winter months. During the summer and early fall, hot and dry Santa Ana winds from the northeast bring desert heat to the site. A high intensity natural wildfire occurred in approximately 1905. Physical characteristics prior to the 1905 burn are unknown, including stand age and canopy height. Currently, the Sky Oaks New site is an excellent representation of an old-growth chaparral ecosystem, with a canopy height of 2.3 m and chamise-dominated overstory.

The purpose of this project is to develop a cost effective design for moving the HVAC system into conditioned space. In addition, BSC conducted energy analysis to calculate the most economical strategy for increasing the energy performance of future production houses. This is in preparation for the upcoming code changes in 2015. The builder wishes to develop an upgrade package that will allow for a seamless transition to the new code mandate. The following research questions were addressed by this research project: 1. What is the most cost effective, best performing and most easily replicable method of locating ducts inside conditioned space for a hot-humid production home builder that constructs one and two story single family detached residences? 2. What is a cost effective and practical method of achieving 50% source energy savings vs. the 2006 International Energy Conservation Code for a hot-humid production builder? 3. How accurate are the pre-construction whole house cost estimates compared to confirmed post construction actual cost? BSC and the builder developed a duct design strategy that employs a system of dropped ceilings and attic coffers for moving the ductwork from the vented attic to conditioned space. The furnace has been moved to either a mechanical closet in the conditioned living space or a coffered space in the attic.

    Beginning in 2008, two pairs of energy-saver houses were built at Wolf Creek in Oak Ridge, TN. These houses were designed to maximize energy efficiency using new ultra-high-efficiency components emerging from ORNL s Cooperative Research and Development Agreement (CRADA) partners and others. The first two houses contained 3713 square feet of conditioned area and were designated as WC1 and WC2; the second pair consisted of 2721 square feet conditioned area with crawlspace foundation and they re called WC3 and WC4. This report is focused on the annual energy performance of WC3 and WC4, and how they compare against a previously benchmarked maximum energy efficient house of a similar footprint. WC3 and WC4 are both about 55-60% more efficient than traditional new construction. Each house showcases a different envelope system: WC3 is built with advanced framing featured cellulose insulation partially mixed with phase change materials (PCM); and WC4 house has cladding composed of an exterior insulation and finish system (EIFS). The previously benchmarked house was one of three built at the Campbell Creek subdivision in Knoxville, TN. This house (CC3) was designed as a transformation of a builder house (CC1) with the most advanced energy-efficiency features, including solar electricity and hot water, which market conditions are likely to permit within the 2012 2015 period. The builder house itself was representative of a standard, IECC 2006 code-certified, all-electric house built by the builder to sell around 2005 2008.

    We report on software developed as part of the PAN-DA system to support the functions of front end readout controllers and event builders in multiprocessor, multilevel, distributed data acquisition systems. For the next generation data acquisition system we have undertaken to design and implement software tools that are easily transportable to new modules. The first implementation of this software is for Motorola 68K series processor boards in FASTBUS and VME and will be used in the Fermilab accelerator run at the beginning of 1990. We use a Real Time Kernel Operating System. The software provides general connectivity tools for control, diagnosis and monitoring. 17 refs., 7 figs.

    This study develops an aquatic spill model applicable to the White Oak Creek watershed draining the Oak Ridge National Laboratory. Hazardous, toxic, and radioactive chemicals are handled and stored on the laboratory reservation. An accidental spill into the White Oak Creek watershed could contaminate downstream water supplies if insufficient dilution did not occur. White Oak Creek empties into the Clinch River, which flows into the Tennessee River. Both rivers serve as municipal water supplies. The aquatic spill model provides estimates of the dilution at sequential downstream locations along White Oak creek and the Clinch River after an accidental spill of a liquid containing a radioactively decaying constituent. The location of the spill on the laboratory is arbitrary, while hydrologic conditions range from drought to extreme flood are simulated. The aquatic spill model provides quantitative estimates with which to assess water quality downstream from the site of the accidental spill, allowing an informed decision to be made whether to perform mitigating measures so that the integrity of affected water supplies is not jeopardized.

    This is the AmeriFlux version of the carbon flux data for the site US-KS2 Kennedy Space Center (scrub oak). Site Description - The Kennedy Space Center Scrub Oak site is located within the Merritt Island National Wildlife Refuge at the Kennedy Space Center (KSC) on the east coast of central Florida. Situated in a 10 ha scrub oak ecosystem, the surrounding stand was completely burned by a prescribed fire in 1996. The purpose of the burn was to control understory fuel load, which has been a common practice since 1969. Within a few weeks of the 1996 burn, the stand began to naturally regenerate from roots and rhizomes. Most scrub oak stands in the region undergo a 7 to 10 year disturbance cycle, mostly related to fire or hurricane activity. A severe drought gripped most of Florida beginning in 1998 until the later half of 2001 resulting in four years of relatively low amount of annual rainfall. Exceptionally high annual rainfall amount in 2004 was the result of a pair of hurricanes that hit the area in August and September of 2004. Prevaling wind directions for the site are as follows: W to NW in the winter, afternoon E sea breeze in the summer.

    This study establishes a basis for long-range land-use planning to accommodate both present and projected DOE program requirements in Oak Ridge. In addition to technological requirements, this land-use plan incorporates in-depth ecological concepts that recognize multiple uses of land as a viable option. Neither environmental research nor technological operations need to be mutually exclusive in all instances. Unique biological areas, as well as rare and endangered species, need to be protected, and human and environmental health and safety must be maintained. The plan is based on the concept that the primary use of DOE land resources must be to implement the overall DOE mission in Oak Ridge. This document, along with the base map and overlay maps, provides a reasonably detailed description of the DOE Oak Ridge land resources and of the current and potential uses of the land. A description of the land characteristics, including geomorphology, agricultural productivity and soils, water courses, vegetation, and terrestrial and aquatic animal habitats, is presented to serve as a resource document. Essentially all DOE land in the Oak Ridge area is being fully used for ongoing DOE programs or has been set aside as protected areas.

    This report summarizes for the 15-month period of October 1990-- December 1991 the available dynamic hydrologic data collected, primarily on the White Oak Creek (WOC) watershed, along with information collected on the surface flow systems that affect the quality or quantity of surface water. The collection of hydrologic data is one component of numerous, ongoing Oak Ridge National Laboratory (ORNL) environmental studies and monitoring programs and is intended to: (1) characterize the quantity and quality of water in the flow systems; (2) assist with the planning and assessment of remedial action activities; and, (3) provide long-term availability of data and quality assurance. Characterization of the hydrology of the WOC watershed is critical for understanding the processes that drive contaminant transport in the watershed. Identification of spatial and temporal trends in hydrologic parameters and mechanisms that affect the movement of contaminants supports the development of interim corrective measures and remedial restoration alternatives. In addition, hydrologic monitoring supports long-term assessment of the effectiveness of remedial actions in limiting the transport of contaminants across Waste Area Grouping (WAG) boundaries and ultimately to the off-site environment. For these reasons, it is of paramount importance to the Environmental Restoration Program (ERP) to collect and report hydrologic data activities that contribute to the Site Investigations component of the ERP.     The Oak Ridge Site Treatment Plan (STP) issued under a Tennessee Commissioner's Order includes a compliance milestone related to treatment of mixed waste labpacks on the Oak Ridge sites. The treatment plan was written and approved in Fiscal Year 1997. The plan involved approximately 1,100 labpacks and 7,400 on-the-shelf labpackable items stored at three Department of Energy (DOE) sites on the Oak Ridge Reservation (ORR). The labpacks and labpack items consist of liquids and solids with various chemical constituents and radiological concerns. The waste must be processed for shipment to a commercial hazardous waste treatment facility or treatment utilizing a Broad Spectrum mixed waste treatment contract. This paper will describe the labpack treatment plan that was developed as required by the Site Treatment Plan and the operations implemented to process the labpack waste. The paper will discuss the labpack inventory in the treatment plan, treatment and disposal options, processing strategies, project risk assessment, and current project status.

    This is the AmeriFlux version of the carbon flux data for the site US-Oho Oak Openings. Site Description - The Ohio Oak Openings site is located within the Oak Openings Preserve Metropark of northwest Ohio, one of the few remaining oak woodlands/savanna/prairie complexes in the Midwest. Declared one of the "One of America's Last Great Places" by the Nature Conservancy the area consists of four main vegetation types: Oak Woodlands, Oak Savanna, Floodplain Forests and Wet Prairies. The stand surrounding the tower is mainly Oak Woodlands dominated by red, white and black oaks with a relatively abundant population of red maples indicating high soil moisture retention and a history of limited fire disturbances. Most of the area was cleared for agriculture at the time of Euro-American settlements in the mid to late-19th century. A large fraction of the cleared land was later abandoned due to the poor sandy soils. These areas reverted to Oak Savannas and in cases where fire was limited progressively made the transition to Oak Woodlands. Today patches of the forest are burned every few years as part of prescribed burning cycle to control stand density.

  18. Closed Crawl Space Performance: Proof of Concept in the Production Builder Marketplace

Researchers settled on two closed crawl space designs, one with insulation located in the framed floor structure above the crawl space and one with insulation on the crawl space perimeter wall, as the designs with the most widespread potential for application. Researchers based this assessment not only on the field performance, but also on input from residential builders, pest control professionals, code officials, installers, and building scientists active in the region. The key findings from the field demonstration were that (1) closed crawl spaces stay substantially drier than traditional wall-vented crawl spaces during humid climate conditions, and (2) the houses built on the closed crawl space foundations saved, on average, 15% or more on annual energy used for space heating and cooling. A comparison of the actual energy performance of the homes versus the performance predicted by a popular HERS software application showed that the software was unable to predict the demonstrated savings, in some cases predicting an energy penalty. Findings from the 2005 project were summarized in a publication titled Closed Crawl Spaces: An Introduction to Design, Construction and Performance. Since its release, the publication has received widespread use by builders, homeowners, installers and code officials concerned about crawl space construction. The findings were also used to create major revisions to the NC Residential Code, which were adopted in 2004 and immediately began to reduce the regulatory barriers to widespread commercialization of the technology in NC, particularly in new residential construction.     The Nuclear Materials Identification System (NMIS), developed by the Oak Ridge National Laboratory and Oak Ridge Y-12 Plant (Y-12), has been successfully used at Y-12 for nuclear material control and accountability (NMC&A). It is particularly useful in the high gamma-ray background of storage arrays and for shielded HEU. With three systems in use at Y-12, NMIS has enhanced the NMC&A capability for verification and for confirmation of materials in storage and for HEU receipts by providing capability not available or practical by other NDA methods for safeguards. It has recently cost-effectively quantified the HEU mass and enrichment of hundreds of HEU metal items to within a total spread of {+-} 5% (3 sigma) with and mean deviations for all HEU verified of + 0.2% for mass and {minus}0.2% for enrichment. Three cart portable systems are easily moved around with minimal impact on facility operations since no permanent dedicated floor space is required. The positive impact of NMIS at the Oak Ridge Y-12 Plant is improved and more cost effective NMC&A as well as the resolution of NMC&A findings. Its operation at the Y-12 Plant is essential for compliance with the NMC&A requirements of the US Department of Energy. NMIS portability has allowed one system to be moved temporarily to the former K-25 Gaseous Diffusion Plant for characterization of a large deposit of hydrated uranyl fluoride. The impact of this NMIS application was enhanced and verified nuclear criticality safety that led to the safe removal of a large deposit originally estimated by gamma-ray spectrometry and neutron counting to contain 1300 kg of 3.3 wt% {sup 235}U material. NMIS has also been operational at Los Alamos National Laboratory and Pantex.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

  3. Hurricane Katrina Wind Investigation Report

    This investigation of roof damage caused by Hurricane Katrina is a joint effort of the Roofing Industry Committee on Weather Issues, Inc. (RICOWI) and the Oak Ridge National Laboratory/U.S. Department of Energy (ORNL/DOE). The Wind Investigation Program (WIP) was initiated in 1996. Hurricane damage that met the criteria of a major windstorm event did not materialize until Hurricanes Charley and Ivan occurred in August 2004. Hurricane Katrina presented a third opportunity for a wind damage investigation in August 29, 2005. The major objectives of the WIP are as follows: (1) to investigate the field performance of roofing assemblies after major wind events; (2) to factually describe roofing assembly performance and modes of failure; and (3) to formally report results of the investigations and damage modes for substantial wind speeds The goal of the WIP is to perform unbiased, detailed investigations by credible personnel from the roofing industry, the insurance industry, and academia. Data from these investigations will, it is hoped, lead to overall improvement in roofing products, systems, roofing application, and durability and a reduction in losses, which may lead to lower overall costs to the public. This report documents the results of an extensive and well-planned investigative effort. The following program changes were implemented as a result of the lessons learned during the Hurricane Charley and Ivan investigations: (1) A logistics team was deployed to damage areas immediately following landfall; (2) Aerial surveillance--imperative to target wind damage areas--was conducted; (3) Investigation teams were in place within 8 days; (4) Teams collected more detailed data; and (5) Teams took improved photographs and completed more detailed photo logs. Participating associations reviewed the results and lessons learned from the previous investigations and many have taken the following actions: (1) Moved forward with recommendations for new installation procedures

    The goal of the Oak Ridge National Laboratory (ORNL) Waste Management Program is the protection of workers, the public, and the environment. A vital aspect of this goal is to comply with all applicable state, federal, and DOE requirements. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order. The requirements of this DOE order and other appropriate DOE orders, along with applicable Tennessee Department of Environment and Conservation (TDEC) and US Environmental Protection Agency (EPA) rules and regulations, provide the principal source of regulatory guidance for waste management operations at ORNL. The objective of the Oak Ridge National Laboratory Waste Management Plan is to compile and to consolidate information annually on how the ORNL Waste Management is to compile and to consolidate information annually on how the ORNL Waste Management Program is conducted, which waste management facilities are being used to manage wastes, what forces are acting to change current waste management systems, what activities are planned for the forthcoming fiscal year (FY), and how all of the activities are documented.

  5. White Oak Dam stability analysis. Volume I

    A parametric study was conducted to evaluate the stability of the White Oak Dam (WOD) embankment and foundation. Slope stability analyses were performed for the upper and lower bound soil properties at three sections of the dam using the PCSTABL4 computer program. Minimum safety factors were calculated for the applicable seismic and static loading conditions. Liquefaction potential of the dam embankment and foundation solid during the seismic event was assessed by using simplified procedures. The WOD is classified as a low hazard facility and the Evaluation Basis Earthquake (EBE) is defined as an earthquake with a magnitude of m{sub b} = 5.6 and a Peak Ground Accelerator (PGA) of 0.13 g. This event is approximately equivalent to a Modified Mercalli Intensity of VI-VIII. The EBE is used to perform the seismic evaluation for slope stability and liquefaction potential. Results of the stability analyses and the liquefaction assessment lead to the conclusion that the White Oak Dam is safe and stable for the static and the seismic events defined in this study. Ogden Environmental, at the request of MMES, has checked and verified the calculations for the critical loading conditions and performed a peer review of this report. Ogden has determined that the WOD is stable under the defined static and seismic loading conditions and the embankment materials are in general not susceptible to liquefaction.

    This document serves as a source document for Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and other types of documents developed for and pertaining to Environmental Restoration (ER) Program activities at Oak Ridge National Laboratory (ORNL). It contains descriptions of the (1) regulatory requirements for the ORR ER Program, (2) Oak Ridge Reservation (ORR) ER Program, (3) ORNL site history and characterization, and (4) history and characterization of Waste Area Groupings (WAGS) 1-20. This document was created to save time, effort, and money for persons and organizations drafting documents for the ER Program and to improve consistency in the documents prepared for the program. By eliminating the repetitious use of selected information about the program, this document will help reduce the time and costs associated with producing program documents. By serving as a benchmark for selected information about the ER Program, this reference will help ensure that information presented in future documents is accurate and complete.

    This report provides summary information on Oak Ridge National Laboratory (ORNL) Environmental Restoration (ER) sites as listed in the Oak Ridge Reservation Federal Facility Agreement (FFA), dated January 1, 1992, Appendix C. The Oak Ridge National Laboratory was built in 1943 as part of the World War II Manhattan Project. The original mission of ORNL was to produce and chemically separate the first gram-quantities of plutonium as part of the national effort to produce the atomic bomb. The current mission of ORNL is to provide applied research and development in support of the U.S. Department of Energy (DOE) programs in nuclear fusion and fission, energy conservation, fossil fuels, and other energy technologies and to perform basic scientific research in selected areas of the physical, life, and environmental sciences. ER is also tasked with clean up or mitigation of environmental impacts resulting from past waste management practices on portions of the approximately 37,000 acres within the Oak Ridge Reservation (ORR). Other installations located within the ORR are the Gaseous Diffusion Plant (K-25) and the Y-12 plant. The remedial action strategy currently integrates state and federal regulations for efficient compliance and approaches for both investigations and remediation efforts on a Waste Area Grouping (WAG) basis. As defined in the ORR FFA Quarterly Report July - September 1995, a WAG is a grouping of potentially contaminated sites based on drainage area and similar waste characteristics. These contaminated sites are further divided into four categories based on existing information concerning whether the data are generated for scoping or remedial investigation (RI) purposes. These areas are as follows: (1) Operable Units (OU); (2) Characterization Areas (CA); (3) Remedial Site Evaluation (RSE) Areas; and (4) Removal Site Evaluation (RmSE) Areas.

  8. Pulsed reactor experiments at Oak Ridge

    This paper describes dynamic experiments for 3 pulsed reactors. 1st reactor was pulsed from some average power by rotating a partial Be reflector past an unreflected core face; the other 2 reactors were pulsed by rapid insertion of a fuel rod into the unmoderated and unreflected reactor at essentially zero neutron level with no significant neutron source present. The first reactor was a mockup of an EURATOM design (never constructed) of the proposed SORA Reactor, and the other two were the Health Physics Research Reactor and the Army Pulse Radiation Facility Reactor (APRFR). This paper describes the experiments performed in initial testing of these systems, including destructive tests of APRFR, to set operating limits for this type of reactor in pulsed operation. All the experiments described were performed at the Oak Ridge Critical Experiments Facility.

With the measures described in this guide, builders in the marine climate (portions of Washington, Oregon, and California) can achieve homes that have whole house energy savings of 40% over the Building America benchmark (a home built to mid-1990s building practices roughly equivalent to the 1993 Model Energy Code) with no added overall costs for consumers. These best practices are based on the results of research and demonstration projects conducted by Building America’s research teams. The guide includes information for managers, designers, marketers, site supervisors, and subcontractors, as well as case studies of builders who are successfully building homes that cut energy use by 40% in the marine climate.
