    The Resource Conservation and Recovery Act (RCRA) requires that hazardous waste management facilities operate in accordance with permits granted by the US Environmental Protection Agency (EPA) or a State authorized to carry out the RCRA Subtitle C program. Several categories of permits (including treatment, storage, and disposal permits; research, development, and demonstration permits; post-closure permits; emergency permits; permits-by-rule; and trial burn and land treatment demonstration permits) are issued under the RCRA Subtitle C program.     This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energy’s Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined.     Post combustion trials were conducted at Dofasco's 300 tonne KOBM furnace as part of the AISI Direct Steelmaking Program. The purpose of the project work was to measure the post combustion ratio (PCR) and heat transfer efficiency (HTE) of the post combustion reaction in a full size steelmaking vessel. A method of calculating PCR and HTE using off gas analysis and gas temperature was developed. The PCR and HTE were determined under normal operating conditions. Trials assessed the effect of lance height, vessel volume, foaming slag and pellet additions on PCR and HTE.

    Generator stator cores are constructed by stacking many layers of magnetic laminations. Ventilation ducts may be inserted between these layers by inserting spacers into the core stack. The ventilation ducts allow for the passage of cooling gas through the core during operation. The spacers or spacer posts are positioned between groups of the magnetic laminations to define the ventilation ducts. The spacer posts are secured with longitudinal axes thereof substantially parallel to the core axis. With this structure, core tightness can be assured while maximizing ventilation duct cross section for gas flow and minimizing magnetic loss in the spacers.

    To explore the capture dynamics of photoexcited carriers in semiconductor quantum posts, optical pump - THz probe and time-resolved photoluminescence spectroscopy were performed. The results of the THz experiment show that after ultrafast excitation, electrons relax within a few picoseconds into the quantum posts, which are acting as efficient traps. The saturation of the quantum post states, probed by photoluminescence, was reached approximately at ten times the quantum post density in the samples. The results imply that quantum posts are posts highly attractive nanostructures for future device applications.

    The post-irradiation examination (PIE) of the Advanced Gas Reactor (AGR)-1 experiment was a multi-year, collaborative effort between Idaho National Laboratory (INL) and Oak Ridge National Laboratory (ORNL) to study the performance of UCO (uranium carbide, uranium oxide) tristructural isotropic (TRISO) coated particle fuel fabricated in the U.S. and irradiated at the Advanced Test Reactor at INL to a peak burnup of 19.6% fissions per initial metal atom. This work involved a broad array of experiments and analyses to evaluate the level of fission product retention by the fuel particles and compacts (both during irradiation and during post-irradiation heating tests to simulate reactor accident conditions), investigate the kernel and coating layer morphology evolution and the causes of coating failure, and explore the migration of fission products through the coating layers. The results have generally confirmed the excellent performance of the AGR-1 fuel, first indicated during the irradiation by the observation of zero TRISO coated particle failures out of 298,000 particles in the experiment. Overall release of fission products was determined by PIE to have been relatively low during the irradiation. A significant finding was the extremely low levels of cesium released through intact coatings. This was true both during the irradiation and during post-irradiation heating tests to temperatures as high as 1800°C. Post-irradiation safety test fuel performance was generally excellent. Silver release from the particles and compacts during irradiation was often very high. Extensive microanalysis of fuel particles was performed after irradiation and after high-temperature safety testing. The results of particle microanalysis indicate that the UCO fuel is effective at controlling the oxygen partial pressure within the particle and limiting kernel migration.     The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

    Antiretroviral therapy (ART) for HIV is not a cure. However, recent studies suggest that ART, initiated early during primary infection, may induce post-treatment control (PTC) of HIV infection with HIV RNA maintained at <50 copies per mL. We investigate the hypothesis that ART initiated early during primary infection permits PTC by limiting the size of the latent reservoir, which, if small enough at treatment termination, may allow the adaptive immune response to prevent viral rebound (VR) and control infection. We use a mathematical model of within host HIV dynamics to capture interactions among target cells, productively infected cells, latently infected cells, virus, and cytotoxic T lymphocytes (CTLs). Analysis of our model reveals a range in CTL response strengths where a patient may show either VR or PTC, depending on the size of the latent reservoir at treatment termination. Below this range, patients will always rebound, whereas above this range, patients are predicted to behave like elite controllers. As a result, using data on latent reservoir sizes in patients treated during primary infection, we also predict population-level VR times for non-controllers consistent with observations.

Five parametrized post-Newtonian parameters in first post-Newtonian approximation are presented after a time transformation and they are identical with previous works, in which {gamma}=1, {beta}=1, and two preferred-frame parameters remain. Meanwhile, in second post-Newtonian approximation, a parameter, which represents third order nonlinearity for gravity, is zero--the same as in general relativity. For an application for future deep space laser ranging missions, we reduce the metric coefficients for light propagation in a case of N point masses as a simplified model of the Solar System. The resulting light deflection angle in second post-Newtonian approximation poses another constraint on the Einstein-aether theory.

    Categories of light water reactor transients and the departure from nucleate boiling (DNB) and boiling transition (BT) fuel design limits in light water reactors are reviewed. These fuel design limits for reactor licensing may be overly conservative because experiments have shown that fuel rods do not fail and may not experience damage as a result of momentary operation in film boiling or dryout conditions. Damage to the fuel rod is strongly dependent on the peak cladding temperature and the length of time at that temperature durng the transient. Testing of two potential licensing fuel design limits is suggested: (a) fuel rod functional capabilities are retained and fuel system dimensions remain within operational telerances; and (b) cladding deformation is permitted, but no significant oxidation is allowed. Damage mechanisms which may affect post-DNB or post-BT operation of fuel rods are permanent rod bowing and pellet-cladding interaction. The data necessary to support a fuel design limit and a means of obtaining these data are outlined.

    Post combustion trials were conducted at Dofasco`s 300 tonne KOBM furnace as part of the AISI Direct Steelmaking Program. The purpose of the project work was to measure the post combustion ratio (PCR) and heat transfer efficiency (HTE) of the post combustion reaction in a full size steelmaking vessel. A method of calculating PCR and HTE using off gas analysis and gas temperature was developed. The PCR and HTE were determined under normal operating conditions. Trials assessed the effect of lance height, vessel volume, foaming slag and pellet additions on PCR and HTE.

    A series of azobenzene funtionalized polymers has been synthesized by post polymerization azo coupling reaction. Photo-fabrication of surface relief gratings were studied on the polymer films. Epoxy based azo polymers were prepared by post azo coupling reaction to form polymers containing donor-acceptor type azo chromophores. The azo chromophores were designed to contain ionizable groups to impart self-assembling and photoprocessing capabilities to the polymers. The polymers containing 4-(4-(carboxylic acid)phenylazo)aniline chromophores can be directly photofabricated to form surface relief gratings with large surface modulations. Charge interactions had a strong influence on the details of the writing process. A new soluble polydiacetylene, post-functionalized with azobenzene groups was also prepared. Large amplitude surface gratings could be fabricated on this polydiacetylene film as well.

    Sodium iridium (V) oxide, NaIrO{sub 3}, was synthesized by a high pressure solid state method and recovered to ambient conditions. It is found to be isostructural with CaIrO{sub 3}, the much-studied structural analog of the high-pressure post-perovskite phase of MgSiO{sub 3}. Among the oxide post-perovskites, NaIrO{sub 3} is the first example with a pentavalent cation. The structure consists of layers of corner- and edge-sharing IrO{sub 6} octahedra separated by layers of NaO{sub 8} bicapped trigonal prisms. NaIrO{sub 3} shows no magnetic ordering and resistivity measurements show non-metallic behavior. The crystal structure, electrical and magnetic properties are discussed and compared to known post-perovskites and pentavalent perovskite metal oxides.

To support this work, a two-dimensional turbulent mathematical model has been developed to describe gas flow, combustion reactions and heat transfer (radiation and convection) in converter-type steelmaking processes. Gaseous flow patterns, temperature and heat flux distributions in the furnace were calculated with this model. Key findings are: The post combustion ratio is determined from the rates of oxygen supply, oxygen used for decarburization and the remainder available for post combustion, i.e. deducible from a mass balance calculation, comparison between the heat transfer fluxes calculated based on the model and those measured industrially indicates that the conventionally defined heat transfer efficiency over-estimates the heat recovered by the bath by about 20%, and the location of the combustion zone can be controlled, to a certain extent, by adjusting the lance practice.

    In the electric arc furnace (EAF), and the basic oxygen furnace (BOF) for producing steel, the major off gas is carbon monoxide (CO). If the CO can be combusted to CO{sub 2}, and the energy transferred to the metal, this reaction will reduce the energy consumed in the EAF and allow for more scrap melting in the BOF which would significantly lower the energy required to produce steel. This reaction is referred to as post combustion. In order to optimize the post combustion process, computational fluid dynamic models (CFD) of the two steelmaking processes were developed. Before the models could be fully developed information on reactions affecting post combustion had to be obtained. The role of the reaction of CO{sub 2} with scrap (iron) was measured at the temperatures relevant to post combustion in laboratory experiments. The experiments were done to separate the effects of gas phase mass transfer, chemical kinetics, and solid state mass transfer through the iron oxide formed by the reaction. The first CFD model was for the EAF using the FIDAP-CFD{trademark} code. Whereas this model gave some useful results it was incomplete due to problems with the FIDAP program. In the second EAF model, the CFX{trademark} code was used and was much more successful. The full 3-D model included all forms of heat transfer and the back reactions of CO{sub 2} with the metal and scrap. The model for the EAF was a full 3-D model and consisted of a primary oxygen lance with side wall injectors for post combustion. The model could predict the degree of post combustion and heat transfer. The BOF model was a slice of the BOF for which there was symmetry. The model could predict post combustion, heat transfer, temperature profiles and the effect of operating variables such as oxygen flow rates and distribution. The present research developed several new models such as limited combustion and depostcombustion. These were all documented by MSA Pass as a sub-contract. Instruction manuals were

    A method and system for detecting the presence of subsurface objects within a medium is provided. In some embodiments, the imaging and detection system operates in a multistatic mode to collect radar return signals generated by an array of transceiver antenna pairs that is positioned across the surface and that travels down the surface. The imaging and detection system pre-processes the return signal to suppress certain undesirable effects. The imaging and detection system then generates synthetic aperture radar images from real aperture radar images generated from the pre-processed return signal. The imaging and detection system then post-processes the synthetic aperture radar images to improve detection of subsurface objects. The imaging and detection system identifies peaks in the energy levels of the post-processed image frame, which indicates the presence of a subsurface object.

    This paper develops a hedonic pricing model for post-extracted algae residue (PEAR), which can be used for assessing the economic feasibility of an algal production enterprise. Prices and nutritional characteristics of commonly employed livestock feed ingredients are used to estimate the value of PEAR based on its composition. We find that PEAR would have a value lower than that of soybean meal in recent years. The value of PEAR will vary substantially based on its characteristics. PEAR could have generated algal fuel co-product credits that in recent years would have ranged between $0.95 and $2.43 per gallon of fuel produced.

    UOP LLC, a Honeywell Company, assembled a comprehensive team for a two-year project to demonstrate innovative methods for the stabilization of pyrolysis oil in accordance with DOE Funding Opportunity Announcement (FOA) DE-PS36-08GO98018, Biomass Fast Pyrolysis Oil (Bio-oil) Stabilization. In collaboration with NREL, PNNL, the USDA Agricultural Research Service (ARS), Pall Fuels and Chemicals, and Ensyn Corporation, UOP developed solutions to the key technical challenges outlined in the FOA. The UOP team proposed a multi-track technical approach for pyrolysis oil stabilization. Conceptually, methods for pyrolysis oil stabilization can be employed during one or both of two stages: (1) during the pyrolysis process (In Process); or (2) after condensation of the resulting vapor (Post-Process). Stabilization methods fall into two distinct classes: those that modify the chemical composition of the pyrolysis oil, making it less reactive; and those that remove destabilizing components from the pyrolysis oil. During the project, the team investigated methods from both classes that were suitable for application in each stage of the pyrolysis process. The post processing stabilization effort performed at PNNL is described in this report. The effort reported here was performed under a CRADA between PNNL and UOP, which was effective on March 13, 2009, for 2 years and was subsequently modified March 8, 2011, to extend the term to December 31, 2011.

    The U.S. Department of Energy (DOE), Office of Nuclear Energy (NE) oversees the efforts to ensure nuclear energy remains a viable option for the United States. A significant portion of these efforts are related to post-irradiation examinations (PIE) of highly activated fuel and materials that are subject to the extreme environment inside a nuclear reactor. As the lead national laboratory, Idaho National Laboratory (INL) has a rich history, experience, workforce and capabilities for performing PIE. However, new advances in tools and techniques for performing PIE now enable understanding the performance of fuels and materials at the nano-scale and smaller level. Examination at this level is critical since this is the scale at which irradiation damage occurs. The INL is on course to adopt these advanced tools and techniques to develop a comprehensive nuclear fuels and materials characterization capability that is unique in the world. Because INL has extensive PIE capabilities currently in place, a strong foundation exist to build upon as new capabilities are implemented and work load increases. In the recent past, INL has adopted significant capability to perform advanced PIE characterization. Looking forward, INL is planning for the addition of two facilities that will be built to meet the stringent demands of advanced tools and techniques for highly activated fuels and materials characterization. Dubbed the Irradiated Materials Characterization Laboratory (IMCL) and Advanced Post Irradiation Examination Capability , these facilities are next generation PIE laboratories designed to perform the work of PIE that cannot be performed in current DOE facilities. In addition to physical capabilities, INL has recently added two significant contributors to the Advanced Test Reactor-National Scientific User Facility (ATR-NSUF), Oak Ridge National Laboratory and University of California, Berkeley.

    The following report contains the results and conclusions for the post irradiation examinations performed on RERTR-12 Insertion 2 experiment plates. These exams include eddy-current testing to measure oxide growth; neutron radiography for evaluating the condition of the fuel prior to sectioning and determination of fuel relocation and geometry changes; gamma scanning to provide relative measurements for burnup and indication of fuel- and fission-product relocation; profilometry to measure dimensional changes of the fuel plate; analytical chemistry to benchmark the physics burnup calculations; metallography to examine the microstructural changes in the fuel, interlayer and cladding; and microhardness testing to determine the material-property changes of the fuel and cladding. These characterization activities are tailored specifically to define: • The mechanical response of fuel meat, cladding, and interlayers, including diffusion barrier integrity • Whether geometry is stable and predictable; that changes in channel gap do not compromise ability to cool fuel • That fuel performance is known and predictable • A limited set of physical properties that are important for the analysis of fuel burnup limits • Whether swelling is stable and predictable.

  4. Field test of a post-closure radiation monitor

    The DOE is conducting remedial actions at many sites contaminated with radioactive materials. After closure of these sites, long-term subsurface monitoring is typically required by law. This monitoring is generally labor intensive and expensive using conventional sampling and analysis techniques. The U.S. Department of Energy`s Morgantown Energy Technology Center (METC) has contracted with Babcock and Wilcox to develop a Long-Term Post-Closure Radiation Monitoring System (LPRMS) to reduce these monitoring costs. The system designed in Phase I of this development program monitors gamma radiation using a subsurface cesium iodide scintillator coupled to above-ground detection electronics using optical waveguide. The radiation probe can be installed to depths up to 50 meters using cone penetrometer techniques, and requires no downhole electrical power. Multiplexing, data logging and analysis are performed at a central location. A prototype LPRMS probe was built, and B&W and FERMCO field tested this monitoring probe at the Fernald Environmental Management Project in the fall of 1994 with funding from the DOE`s Office of Technology Development (EM-50) through METC. The system was used measure soil and water with known uranium contamination levels, both in drums and in situ depths up to 3 meters. For comparison purposes measurements were also performed using a more conventional survey probe with a sodium iodide scintillator directly butt-coupled to detection electronics.

  5. Lysine carboxylation: unveiling a spontaneous post-translational modification

    A computational method for the prediction of lysine carboxylation (KCX) in protein structures is described. The method accurately identifies misreported KCXs and predicts previously unknown KCX sites. The carboxylation of lysine residues is a post-translational modification (PTM) that plays a critical role in the catalytic mechanisms of several important enzymes. It occurs spontaneously under certain physicochemical conditions, but is difficult to detect experimentally. Its full impact is unknown. In this work, the signature microenvironment of lysine-carboxylation sites has been characterized. In addition, a computational method called Predictor of Lysine Carboxylation (PreLysCar) for the detection of lysine carboxylation in proteins with available three-dimensional structures has been developed. The likely prevalence of lysine carboxylation in the proteome was assessed through large-scale computations. The results suggest that about 1.3% of large proteins may contain a carboxylated lysine residue. This unexpected prevalence of lysine carboxylation implies an enrichment of reactions in which it may play functional roles. The results also suggest that by switching enzymes on and off under appropriate physicochemical conditions spontaneous PTMs may serve as an important and widely used efficient biological machinery for regulation.

Fifty-two research and test reactors with associated facilities for performing fabrication and pre and post irradiation examinations were constructed at what is now Idaho National Laboratory (INL), another 14 at Oak Ridge National Laboratory (ORNL), and a few more at other national laboratory sites.     The workshop on ``Post-Accelerator Issues at the Isospin Laboratory`` was held at the Lawrence Berkeley Laboratory from October 27--29, 1993. It was sponsored by the Center for Beam Physics in the Accelerator and Fusion Research Division and the ISL Studies Group in the Nuclear Science Division. About forty scientists from around the world participated vigorously in this two and a half day workshop, (c.f. Agenda, Appendix D). Following various invited review talks from leading practitioners in the field on the first day, the workshop focussed around two working groups: (1) the Ion Source and Separators working group and (2) the Radio Frequency Quadrupoles and Linacs working group. The workshop closed with the two working groups summarizing and outlining the tasks for the future. This report documents the proceedings of the workshop and includes the invited review talks, the two summary talks from the working groups and individual contributions from the participants. It is a complete assemblage of state-of-the-art thinking on ion sources, low-{beta}, low(q/A) accelerating structures, e.g. linacs and RFQS, isobar separators, phase-space matching, cyclotrons, etc., as relevant to radioactive beam facilities and the IsoSpin Laboratory. We regret to say that while the fascinating topic of superconducting low-velocity accelerator structure was covered by Dr. K. Shepard during the workshop, we can only reproduce the copies of the transparencies of his talk in the Appendix, since no written manuscript was available at the time of publication of this report. The individual report have been catologed separately elsewhere.

    This Post-Closure Inspection Annual Report provides documentation of the semiannual inspections conducted at the following Corrective Action Units (CAU)s: CAU 400: Bomblet Pit and Five Points Landfill; CAU 404: Roller Coaster Lagoons and Trench; CAU 407: Roller Coaster RadSafe Area; CAU 424: Area 3 Landfill Complexes; CAU 426: Cactus Spring Waste Trenches; CAU 427: Septic Waste Systems 2, 6; and CAU 453: Area 9 UXO Landfill, all located at the Tonopah Test Range, Nevada. Post-closure inspections are not required at CAU 400 but are conducted to monitor vegetation and fencing at the site. Site inspections were conducted in May and November 2002. All site inspections were made after Nevada Division of Environmental Protection (NDEP) approval of the appropriate Closure Report (CR), excluding CAU 400 which did not require a CR, and were conducted in accordance with the Post-Closure Inspection Plans in the NDEP-approved CRs. Post-closure inspections conducted during 2002 identified several areas requiring maintenance/repairs. Maintenance work and proposed additional monitoring are included in the appropriate section for each CAU. This report includes copies of the Post-Closure Inspection Plans, Post-Closure Inspection Checklists, copies of the field notes, photographs, and the Post-Closure Vegetative Monitoring Report. The Post-Closure Inspection Plan for each CAU is located in Attachment A. Post-Closure Inspection Checklists are in Attachment B. Copies of the field notes from each inspection are included in Attachment C. Attachment D consists of the photographic logs and photographs of the sites. The post-closure vegetative monitoring report for calendar year 2002 is included in Attachment E.

    The Pre/Post-Strike Atmospheric Assessment System was proposed to show the importance of local meteorological conditions in the vicinity of a site suspected of storing or producing toxic agents and demonstrate a technology to measure these conditions, specifically wind fields. The ability to predict the collateral effects resulting from an attack on a facility containing hazardous materials is crucial to conducting effective military operations. Our study approach utilized a combination of field measurements with dispersion modeling to better understand which variables in terrain and weather were most important to collateral damage predictions. To develop the PAAS wind-sensing technology, we utilized a combination of emergent and available technology from micro-Doppler and highly coherent laser systems. The method used for wind sensing is to probe the atmosphere with a highly coherent laser beam. As the beam probes, light is back-scattered from particles entrained in the air to the lidar transceiver and detected by the instrument. Any motion of the aerosols with a component along the beam axis leads to a Doppler shift of the received light. Scanning in a conical fashion about the zenith results in a more accurate and two-dimensional measurement of the wind velocity. The major milestones in the benchtop system development were to verify the design by demonstrating the technique in the laboratory, then scale the design down to a size consistent with a demonstrator unit which could be built to take data in the field. The micro-Doppler heterodyne system we developed determines absolute motion by optically mixing a reference beam with the return signal and has shown motion sensitivity to better than 1 cm/s. This report describes the rationale, technical approach and laboratory testing undertaken to demonstrate the feasibility and utility of a system to provide local meteorological data and predict atmospheric particulate motion.     Sodium iridium (V) oxide, NaIrO{sub 3,} was synthesized by a high pressure solid state method and recovered to ambient conditions. It is found to be isostructural with CaIrO{sub 3}, the much-studied structural analog of the high-pressure post-perovskite phase of MgSiO{sub 3}. Among the oxide post-perovskites, NaIrO{sub 3} is the first example with a pentavalent cation. The structure consists of layers of corner- and edge-sharing IrO{sub 6} octahedra separated by layers of NaO{sub 8} bicapped trigonal prisms. NaIrO{sub 3} shows no magnetic ordering and resistivity measurements show non-metallic behavior. The crystal structure, electrical and magnetic properties are discussed and compared to known post-perovskites and pentavalent perovskite metal oxides. -- Graphical abstract: Sodium iridium(V) oxide, NaIrO{sub 3}, synthesized by a high pressure solid state method and recovered to ambient conditions is found to crystallize as the post-perovskite structure and is the first example of a pentavalent ABO{sub 3} post-perovskite. Although the present reentrant post design meets the structural and thermal requirements, its assembly requires precision and proficiency. The objective of the proposed alternate concept is to reduce the overall cost of the support post by means of simplifying and optimizing its component design and assembly process. The present shrink fitted tube assembly may potentially be replaced by injection molded parts.     A field test of desiccation is being conducted as an element of the deep vadose zone treatability test program. Desiccation technology relies on removal of water from a portion of the subsurface such that the resultant low moisture conditions inhibit downward movement of water and dissolved contaminants. Previously, a field test report (Truex et al. 2012a) was prepared describing the active desiccation portion of the test and initial post-desiccation monitoring data. Additional monitoring data have been collected at the field test site during the post-desiccation period and is reported herein along with interpretation with respect to desiccation performance. This is an interim report including about 2 years of post-desiccation monitoring data.

    Laser welding and post weld laser treatment of modified 9Cr-1MoVNb steels (Grade P91) were performed in this preliminary study to investigate the feasibility of using laser welding process as a potential alternative to arc welding methods for solving the Type IV cracking problem in P91 steel welds. The mechanical and metallurgical testing of the pulsed Nd:YAG laser-welded samples shows the following conclusions: (1) both bead-on-plate and circumferential butt welds made by a pulsed Nd:YAG laser show good welds that are free of microcracks and porosity. The narrow heat affected zone has a homogeneous grain structure without conventional soft hardness zone where the Type IV cracking occurs in conventional arc welds. (2) The laser weld tests also show that the same laser welder has the potential to be used as a multi-function tool for weld surface remelting, glazing or post weld tempering to reduce the weld surface defects and to increase the cracking resistance and toughness of the welds. (3) The Vicker hardness of laser welds in the weld and heat affected zone was 420-500 HV with peak hardness in the HAZ compared to 240 HV of base metal. Post weld laser treatment was able to slightly reduce the peak hardness and smooth the hardness profile, but failed to bring the hardness down to below 300 HV due to insufficient time at temperature and too fast cooling rate after the time. Though optimal hardness of weld made by laser is to be determined for best weld strength, methods to achieve the post weld laser treatment temperature, time at the temperature and slow cooling rate need to be developed. (4) Mechanical testing of the laser weld and post weld laser treated samples need to be performed to evaluate the effects of laser post treatments such as surface remelting, glazing, re-hardening, or tempering on the strength of the welds.

All inspections were conducted according to the post-closure plans in the approved Closure Reports. The post-closure inspection plan for each CAU is included in Attachment B, with the exception of CAU 400. CAU 400 does not require post-closure inspections, but inspections of the vegetation and fencing are conducted as a best management practice. The inspection checklists for each site inspection are included in Attachment C, the field notes are included in Attachment D, and the site photographs are included in Attachment E.     The D'' region that lies just above the core mantle boundary exhibits complex anisotropy that this is likely due to preferred orientation (texturing) of the constituent minerals. (Mg,Fe)SiO{sub 3} post-perovskite is widely thought to be the major mineral phase of the D''. Texture development has been studied in various post-perovskite phases (MgSiO{sub 3}, MgGeO{sub 3}, and CaIrO{sub 3}), and different results were obtained. To clarify this controversy, we report on transformation and deformation textures in MgGeO{sub 3} post-perovskite synthesized and deformed at room temperature in the diamond anvil cell. Transformed from the enstatite phase, MgGeO{sub 3} post-perovskite exhibits a transformation texture characterized by (100) planes at high angles to the direction of compression. Upon subsequent deformation, this texture changes and (001) lattice planes become oriented nearly perpendicular to compression, consistent with dominant (001)[100] slip. When MgGeO{sub 3} post-perovskite is synthesized from the perovskite phase, a different transformation texture is observed. This texture has (001) planes at high angle to compression and becomes slightly stronger upon compression. We also find that the yield strength of MgGeO{sub 3} post-perovskite is dependent on grain size and texture. Finer-grained samples exhibit higher yield strength and are harder to induce plastic deformation. Strong textures also affect the yield strength and can result in higher differential stresses. The inferred dominant (001) slip for pPv is significant for geophysics, because, when applied to geodynamic convection models, it predicts the observed anisotropies of S-waves as well as an anti-correlation between P- and S-waves.

    We analyze the observational and theoretical constraints on ''Einstein-aether theory,'' a generally covariant theory of gravity coupled to a dynamical, unit, timelike vector field that breaks local Lorentz symmetry. The results of a computation of the remaining post-Newtonian parameters are reported. These are combined with other results to determine the joint post-Newtonian, vacuum-Cerenkov, nucleosynthesis, stability, and positive-energy constraints. All of these constraints are satisfied by parameters in a large two-dimensional region in the four-dimensional parameter space defining the theory.

    We examine effects of the Generalized Uncertainty Principle, predicted by various theories of quantum gravity to replace the Heisenberg's uncertainty principle near the Planck scale, on post inflation preheating in cosmology, and show that it can predict either an increase or a decrease in parametric resonance and a corresponding change in particle production. Possible implications are considered.

    The paramyxovirus F protein is a class I viral membrane fusion protein which undergoes a significant refolding transition during virus entry. Previous studies of the Newcastle disease virus, human parainfluenza virus 3 and parainfluenza virus 5 F proteins revealed differences in the pre- and post-fusion structures. The NDV Queensland (Q) F structure lacked structural elements observed in the other two structures, which are key to the refolding and fusogenic activity of F. Here we present the NDV Australia-Victoria (AV) F protein post-fusion structure and provide EM evidence for its folding to a pre-fusion form. The NDV AV F structure contains heptad repeat elements missing in the previous NDV Q F structure, forming a post-fusion six-helix bundle (6HB) similar to the post-fusion hPIV3 F structure. Electrostatic and temperature factor analysis of the F structures points to regions of these proteins that may be functionally important in their membrane fusion activity.

  8. From starburst to quiescence: testing active galactic nucleus feedback in rapidly quenching post-starburst galaxies

    Post-starbursts are galaxies in transition from the blue cloud to the red sequence. Although they are rare today, integrated over time they may be an important pathway to the red sequence. This work uses Sloan Digital Sky Survey, the Galaxy Evolution Explorer, and Wide-field Infrared Survey Explorer observations to identify the evolutionary sequence from starbursts to fully quenched post-starbursts (QPSBs) in the narrow mass range log M(M {sub ☉}) = 10.3-10.7, and identifies 'transiting' post-starbursts (TPSBs) which are intermediate between these two populations. In this mass range, ∼0.3% of galaxies are starbursts, ∼0.1% are QPSBs, and ∼0.5% are the transiting types in between. The TPSBs have stellar properties that are predicted for fast-quenching starbursts and morphological characteristics that are already typical of early-type galaxies. The active galactic nucleus (AGN) fraction, as estimated from optical line ratios, of these post-starbursts is about three times higher (≳ 36% ± 8%) than that of normal star forming galaxies of the same mass, but there is a significant delay between the starburst phase and the peak of nuclear optical AGN activity (median age difference of ≳ 200 ± 100 Myr), in agreement with previous studies. The time delay is inferred by comparing the broadband near-NUV-to-optical photometry with stellar population synthesis models. We also find that starbursts and post-starbursts are significantly more dust obscured than normal star forming galaxies in the same mass range. About 20% of the starbursts and 15% of the TPSBs can be classified as 'dust-obscured galaxies' (DOGs), with a near-UV-to-mid-IR flux ratio of ≳ 900, while only 0.8% of normal galaxies are DOGs. The time delay between the starburst phase and AGN activity suggests that AGNs do not play a primary role in the original quenching of starbursts but may be responsible for quenching later low-level star formation by removing gas and dust during the post

    A method and system for detecting the presence of subsurface objects within a medium is provided. In some embodiments, the imaging and detection system operates in a multistatic mode to collect radar return signals generated by an array of transceiver antenna pairs that is positioned across the surface and that travels down the surface. The imaging and detection system pre-processes the return signal to suppress certain undesirable effects. The imaging and detection system then generates synthetic aperture radar images from real aperture radar images generated from the pre-processed return signal. The imaging and detection system then post-processes the synthetic aperture radar images to improve detection of subsurface objects. The imaging and detection system identifies peaks in the energy levels of the post-processed image frame, which indicates the presence of a subsurface object.
