    The portion of the $40 million Better Buildings award directly administered by the New York State Energy Research and Development Authority (NYSERDA) is fully integrated with Green Jobs-Green New York (GJGNY). NYSERDA has committed most of the Better Buildings funding that it is administering to a Loan Loss Reserve (LLR) for a Revolving Loan Fund (RLF) that is capitalized by GJGNY. In addition, the City of New York, which has received a sub-award through NYSERDA in the amount of $21.4 million, received NYSERDA approval on their Strategy Memo outlining NYC’s financing plan for implementation. Based upon NYSERDA’s approval of the Strategy Memo, approximately $17.8 million in ARRA funds were released to fund NYC’s Loan Loss Reserve and Revolving Loan Fund.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    High energy vibrational scattering in the binary systems UC and US is measured using time-of-flight inelastic neutron scattering. A clear set of well-defined peaks equally separated in energy is observed in UC, corresponding to harmonic oscillations of the light C atoms in a cage of heavy U atoms. The scattering is much weaker in US and only a few oscillator peaks are visible. We show how the difference between the materials can be understood by considering the neutron scattering lengths and masses of the lighter atoms. Monte Carlo ray tracing is used to simulate the scattering, with near quantitative agreementmore » with the data in UC, and some differences with US. The possibility of observing anharmonicity and anisotropy in the potentials of the light atoms is investigated in UC. Lastly, the observed data is well accounted for by considering each light atom as a single atom isotropic quantum harmonic oscillator.« less

    Purpose: Dedicated breast computed tomography (bCT) technology for the purpose of breast cancer screening has been a focus of research at UC Davis since the late 1990s. Previous studies have shown that improvement in spatial resolution characteristics of this modality correlates with greater microcalcification detection, a factor considered a potential limitation of bCT. The aim of this study is to improve spatial resolution as characterized by the modulation transfer function (MTF) via changes in the scanner hardware components and operational schema. Methods: Four prototypes of pendant-geometry, cone-beam breast CT scanners were designed and developed spanning three generations of design evolution. To improve the system MTF in each bCT generation, modifications were made to the imaging components (x-ray tube and flat-panel detector), system geometry (source-to-isocenter and detector distance), and image acquisition parameters (technique factors, number of projections, system synchronization scheme, and gantry rotational speed). Results: Characterization of different generations of bCT systems shows these modifications resulted in a 188% improvement of the limiting MTF properties from the first to second generation and an additional 110% from the second to third. The intrinsic resolution degradation in the azimuthal direction observed in the first generation was corrected by changing the acquisition from continuous to pulsed x-ray acquisition. Utilizing a high resolution detector in the third generation, along with modifications made in system geometry and scan protocol, resulted in a 125% improvement in limiting resolution. An additional 39% improvement was obtained by changing the detector binning mode from 2 2 to 1 1. Conclusions: These results underscore the advancement in spatial resolution characteristics of breast CT technology. The combined use of a pulsed x-ray system, higher resolution flat-panel detector and changing the scanner geometry and image acquisition logic resulted in a significant fourfold improvement in MTF.

    This is the final report of the UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence which spanned from 2005-2012. The U.S. Department of Energy (DOE) established the Graduate Automotive Technology Education (GATE) Program, to provide a new generation of engineers and scientists with knowledge and skills to create advanced automotive technologies. The UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence established in 2005 is focused on research, education, industrial collaboration and outreach within automotive technology. UC Davis has had two independent GATE centers with separate well-defined objectives and research programs from 1998. The Fuel Cell Center, administered by ITS-Davis, has focused on fuel cell technology. The Hybrid-Electric Vehicle Design Center (HEV Center), administered by the Department of Mechanical and Aeronautical Engineering, has focused on the development of plug-in hybrid technology using internal combustion engines. The merger of these two centers in 2005 has broadened the scope of research and lead to higher visibility of the activity. UC Davis’s existing GATE centers have become the campus’s research focal points on fuel cells and hybrid-electric vehicles, and the home for graduate students who are studying advanced automotive technologies. The centers have been highly successful in attracting, training, and placing top-notch students into fuel cell and hybrid programs in both industry and government.

    The U.S. Department of Transportation Federal Highway Administration (DOT) conducts motor carrier safety evaluations for the purpose of determining a motor carrier`s safety fitness rating. Because it was believed that DOT or the State of New Mexico may not recognize UC/LANL exempt status and desire to inspect its transportation system and evaluate compliance with applicable laws and regulations, the lab contracted Garrison Associates to conduct a simulated motor carrier safety evaluation. This report enumerates the goals of this evaluation relevant to the Hazardous Materials Transportation Uniform Safety Act (HMTUSA) of 1990. The report describes the methodology of the evaluation and lists observations in order of importance.

    The U.S. Department of Energy is considering a new nuclear fuel, which should be much more impervious during a loss of coolant accident. The fuel would consist of tristructural isotropic coated particles with dense uranium nitride (UN) kernels. The objectives of this effort are to make uranium oxide microspheres with adequately dispersed carbon nanoparticles and to convert these microspheres into UN kernels. Recent improvements to internal gelation process were successfully applied to the production of uranium gel spheres with different concentrations of carbon black. After the spheres were washed, a simple, two-step heat profile was used to produce kernels with a chemical composition of UC0.07 0.10N0.90 0.93. The first step involved heating the microspheres to 2023 K in a vacuum, and in the second step, the microspheres were held at 1873 K for 6 hrs in nitrogen.

  16. Monitoring Based Commissioning: Benchmarking Analysis of 24 UC/CSU/IOU Projects

    Buildings rarely perform as intended, resulting in energy use that is higher than anticipated. Building commissioning has emerged as a strategy for remedying this problem in non-residential buildings. Complementing traditional hardware-based energy savings strategies, commissioning is a 'soft' process of verifying performance and design intent and correcting deficiencies. Through an evaluation of a series of field projects, this report explores the efficacy of an emerging refinement of this practice, known as monitoring-based commissioning (MBCx). MBCx can also be thought of as monitoring-enhanced building operation that incorporates three components: (1) Permanent energy information systems (EIS) and diagnostic tools at the whole-building and sub-system level; (2) Retro-commissioning based on the information from these tools and savings accounting emphasizing measurement as opposed to estimation or assumptions; and (3) On-going commissioning to ensure efficient building operations and measurement-based savings accounting. MBCx is thus a measurement-based paradigm which affords improved risk-management by identifying problems and opportunities that are missed with periodic commissioning. The analysis presented in this report is based on in-depth benchmarking of a portfolio of MBCx energy savings for 24 buildings located throughout the University of California and California State University systems. In the course of the analysis, we developed a quality-control/quality-assurance process for gathering and evaluating raw data from project sites and then selected a number of metrics to use for project benchmarking and evaluation, including appropriate normalizations for weather and climate, accounting for variations in central plant performance, and consideration of differences in building types. We performed a cost-benefit analysis of the resulting dataset, and provided comparisons to projects from a larger commissioning 'Meta-analysis' database. A total of 1120 deficiency-intervention combinations were identified in the course of commissioning the projects described in this report. The most common location of deficiencies was in HVAC equipment (65% of sites), followed by air-handling and distributions systems (59%), cooling plant (29%), heating plants (24%), and terminal units (24%). The most common interventions were adjusting setpoints, modifying sequences of operations, calibration, and various mechanical fixes (each done in about two-thirds of the sites). The normalized rate of occurrence of deficiencies and corresponding interventions ranged from about 0.1/100ksf to 10/100ksf, depending on the issue. From these interventions flowed significant and highly cost-effective energy savings For the MBCx cohort, source energy savings of 22 kBTU/sf-year (10%) were achieved, with a range of 2% to 25%. Median electricity savings were 1.9 kWh/sf-year (9%), with a range of 1% to 17%. Peak electrical demand savings were 0.2 W/sf-year (4%), with a range of 3% to 11%. The aggregate commissioning cost for the 24 projects was $2.9 million. We observed a range of normalized costs from $0.37 to 1.62/sf, with a median value of $1.00/sf for buildings that implemented MBCx projects. Per the program design, monitoring costs as a percentage of total costs are significantly higher in MBCx projects (median value 40%) than typical commissioning projects included in the Meta-analysis (median value of 2% in the commissioning database). Half of the projects were in buildings containing complex and energy-intensive laboratory space, with higher associated costs. Median energy cost savings were $0.25/sf-year, for a median simple payback time of 2.5 years. Significant and cost-effective energy savings were thus obtained. The greatest absolute energy savings and shortest payback times were achieved in laboratory-type facilities. While impacts varied from project to project, on a portfolio basis we find MBCx to be a highly cost-effective means of obtaining significant program-level energy savings across a variety of building types.     We report the discovery of a low-mass planet orbiting Gl 15 A based on radial velocities from the Eta-Earth Survey using HIRES at Keck Observatory. Gl 15 Ab is a planet with minimum mass Msin i = 5.35 0.75 M {sub ?}, orbital period P = 11.4433 0.0016 days, and an orbit that is consistent with circular. We characterize the host star using a variety of techniques. Photometric observations at Fairborn Observatory show no evidence for rotational modulation of spots at the orbital period to a limit of ?0.1 mmag, thus supporting the existence of the planet. We detect a second RV signal with a period of 44 days that we attribute to rotational modulation of stellar surface features, as confirmed by optical photometry and the Ca II H and K activity indicator. Using infrared spectroscopy from Palomar-TripleSpec, we measure an M2 V spectral type and a sub-solar metallicity ([M/H] = 0.22, [Fe/H] = 0.32). We measure a stellar radius of 0.3863 0.0021 R {sub ?} based on interferometry from CHARA.

    The objectives of this year`s work included an evaluation of the performance of fly ash/hydrated lime as well as hydrated cement sorbents for spray drying adsorption (SDA) of SO{sub 2} from a simulated high-sulfur flue gas. These sorbents were evaluated for several different hydration methods, and under different SDA operating conditions. In addition, the physical properties of surface area and porosity of the sorbents was determined. The most reactive fly ash/hydrated lime sorbent studied was prepared at room temperature with milled fly ash. Milling fly ash prior to hydration with lime did have a beneficial effect on calcium utilization. No benefit in utilization was experienced either by hydrating the slurries at a temperature of 90{degrees}C as compared to hydration at room temperature, or by increasing hydration time. While the surface areas varied greatly from sorbent to sorbent, the pore size distributions indicated ``ink bottle`` pores with surface porosity on the order of 0.5 microns. No correlation could be drawn between the surface area of the sorbents and calcium utilization. These results suggest that the composition of the resulting sorbent might be more important than its surface area. The most effective sorbent studied this year was produced by hydrating cement for 3 days at room temperature. This sorbent provided a removal efficiency and a calcium utilization over 25 percent higher than baseline results at an approach to saturation temperature of 30{degrees}F and a stoichiometric ratio of 0.9. A maximum SO{sub 2} removal efficiency of about 90 percent was experienced with this sorbent at an approach to saturation temperature of 20{degrees}F.

    The Cooperative Research Network (CRN) of the National Rural Electric Cooperative Association (NRECA) has identified GridLAB-D as a tool that would provide significant benefit to its member utilities. However, they have also noted that the complexity of the tool would be a significant barrier for adoption. As can often happen in complex simulation environments, as the available capabilities and flexibility increases, the usability of the software decreases except for a few power users; this is not unique to GridLAB-D. While GridLAB-D has expanded to a considerable user base, with a few notable exceptions (e.g., American Electric Power) most users are focused on research and development. As a result, NRECA/CRN has proposed an Open Modeling Framework (OMF) designed to make the capabilities of GridLAB-D, and other advanced grid tools, available via a web interface. This will allow utility users to access many of the capabilities of GridLAB-D, with little to no knowledge of the tool itself. Other components will be layered over the simulation engines to provide the user with business support functions, allowing full business case scenarios to be created from the technical data generated within the simulations. Because of the open availability and potential national benefit of the OMF, PNNL has been tasked with supporting NRECA/CRNs development of the tool, with a focus on incorporating GridLAB-D within the OMF structure and expanding GridLAB-D capabilities to support OMF functions. The GridLAB-D enhancements will be provided first to the OMF developers, but will also be delivered to the wider GridLAB-D community after validation via the community repository. This report is intended to provide a roadmap for the intended enhancements to be delivered by PNNL. Seven tasks were identified in cooperation with NRECA/CRN each is briefly discussed, including potential outcomes and deadlines.

    In 1997, the National Rural Electric Cooperative Association (NRECA) received a grant from the Department of Energy (DOE) to implement a program to promote the participation of NRECA members in the President`s Climate Challenge Action Plan. NRECA had been in discussions with Salt River Project (SRP) and the Arizona Electric Power Cooperative (AEPCO) to pursue the opportunity of supporting a small solar energy rural electrification project in Sonora prior to the signature of this agreement. When the Climate Challenge project was approved, an agreement between NRECA, SRP, and AEPCO was reached to implement the Sonora project with funding from DOE, SRP, and AEPCO. This periodic report will summarize the results of the Sonora solar electrification project. While other Climate Challenge activities were also underway during this reporting period, due to the impact of this project it was decided to provide an in-depth report of this single project. Information directly relevant to the actions taken on this project is provided in Annexes 1 and 2. The goals of the Sonora Solar Electrification project were the following: (1) demonstrate the willingness and ability of US electric utilities to undertake a climate challenge project using renewable energy technologies; (2) select one or more communities distant from the electric grid with sufficient interest and resources to accept and sustain rural electric service using solar photovoltaic energy; (3) organize a payment system that would provide for the long-term technical and institutional viability of the project; (4) train users to operate the solar home systems safely and within proper operating parameters; (5) train local technicians to maintain the solar home systems; (6) procure and install high quality equipment at affordable costs; and (7) ascertain market conditions for expansion of program in the future.

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

The U.S. Department of Energy Building America team, IBACOS, in collaboration with GreenHomes America, Inc. (GHA), was contracted by NYSERDA to research exterior wall insulation solutions. In addition to exterior wall insulation, the strategies included energy upgrades where needed in the attic, mechanical and ventilation systems, basement, band joist, walls, and floors. Under Building America, IBACOS is studying the impact of a “thermal enclosure” DER on the sizing of the space conditioning system and the occupant comfort if the thermal capacity of the heating and cooling system is dramatically downsized without any change in the existing heating and cooling distribution system (e.g., size, tightness and supply outlet configurations).

    In 1990, New York State Governor Mario M. Cuomo created an interagency task force under the leadership of Lt. Governor Stan Lundine to investigate the potential of high speed ground transportation (HSGT) systems. Building on information from previous agency activities, including consultant efforts contracted by the New York State Energy Research and Development Authority (NYSERDA), the New York State Thruway Authority (NYSTA), and in-house analyses performed by New York State Department of Transportation (NYSDOT), the task force focused on the corridor between New York City and the Niagara Frontier. In December 1991, NYSERDA issued a contract for a study of high speed ground transportation options for New York State. The study`s objective was to assess potential rights-of-way, ridership, energy and environmental impacts, economic benefits, capital, operating, and maintenance costs, and financial viability of HSGT systems. This study builds upon and supplements previous and on-going HSGT activities conducted by the members of the interagency task force. These activities include: Maglev Technical and Economic Feasibility Study (NYSERDA); Maglev Demonstration Site Investigation (NYSTA); and New York/Massachusetts High Speed Ground Transportation Study (NYSDOT). This study is intended to verify and refine previous information and analyses and provide supplemental information and insights to be used in determining if additional investigation and activities involving HSGT are desirable for New York State. This study evaluates HSGT technologies capable of speeds significantly higher than those achieved with the present rail system. Three HSGT categories are used in this study: incremental rail improvement, very high-speed rail, and Maglev.

    Inter-individual variation in the metabolism of xenobiotics, caused by factors such as cigarette smoking or inorganic arsenic exposure, is hypothesized to be a susceptibility factor for urothelial carcinoma (UC). Therefore, our study aimed to evaluate the role of geneenvironment interaction in the carcinogenesis of UC. A hospital-based casecontrol study was conducted. Urinary arsenic profiles were measured using high-performance liquid chromatographyhydride generator-atomic absorption spectrometry. Genotyping was performed using a polymerase chain reaction-restriction fragment length polymorphism technique. Information about cigarette smoking exposure was acquired from a lifestyle questionnaire. Multivariate logistic regression was applied to estimate the UC risk associated with certain risk factors. We found that UC patients had higher urinary levels of total arsenic, higher percentages of inorganic arsenic (InAs%) and monomethylarsonic acid (MMA%) and lower percentages of dimethylarsinic acid (DMA%) compared to controls. Subjects carrying the GSTM1 null genotype had significantly increased UC risk. However, no association was observed between gene polymorphisms of CYP1A1, EPHX1, SULT1A1 and GSTT1 and UC risk after adjustment for age and sex. Significant geneenvironment interactions among urinary arsenic profile, cigarette smoking, and GSTM1 wild/null polymorphism and UC risk were observed after adjustment for potential risk factors. Overall, geneenvironment interactions simultaneously played an important role in UC carcinogenesis. In the future, large-scale studies should be conducted using tag-SNPs of xenobiotic-metabolism-related enzymes for gene determination. -- Highlights: ? Subjects with GSTM1 null genotype had significantly increased UC risk. ? UC patients had poor arsenic metabolic ability compared to controls. ? GSTM1 null genotype may modify arsenic related UC risk.

    This Corrective Action Plan provides methods for implementing the approved corrective action alternative as provided in the Corrective Action Decision Document for the Central Nevada Test Area (CNTA), Corrective Action Unit (CAU) 417 (DOE/NV, 1999). The CNTA is located in the Hot Creek Valley in Nye County, Nevada, approximately 137 kilometers (85 miles) northeast of Tonopah, Nevada. The CNTA consists of three separate land withdrawal areas commonly referred to as UC-1, UC-3, and UC-4, all of which are accessible to the public. CAU 417 consists of 34 Corrective Action Sites (CASs). Results of the investigation activities completed in 1998 are presented in Appendix D of the Corrective Action Decision Document (DOE/NV, 1999). According to the results, the only Constituent of Concern at the CNTA is total petroleum hydrocarbons (TPH). Of the 34 CASs, corrective action was proposed for 16 sites in 13 CASs. In fiscal year 1999, a Phase I Work Plan was prepared for the construction of a cover on the UC-4 Mud Pit C to gather information on cover constructibility and to perform site management activities. With Nevada Division of Environmental Protection concurrence, the Phase I field activities began in August 1999. A multi-layered cover using a Geosynthetic Clay Liner as an infiltration barrier was constructed over the UC-4 Mud Pit. Some TPH impacted material was relocated, concrete monuments were installed at nine sites, signs warning of site conditions were posted at seven sites, and subsidence markers were installed on the UC-4 Mud Pit C cover. Results from the field activities indicated that the UC-4 Mud Pit C cover design was constructable and could be used at the UC-1 Central Mud Pit (CMP). However, because of the size of the UC-1 CMP this design would be extremely costly. An alternative cover design, a vegetated cover, is proposed for the UC-1 CMP.

    This report summarizes data on low-level radioactive waste (LLRW) generated in New York State: it is based on reports from generators that must be filed annually with the New York State Energy Research and Development Authority (NYSERDA) and on data from the US Department of Energy (US DOE). The New York State Low-Level Radioactive Waste Management Act (State Act) requires LLRW generators in the State to submit annual reports detailing the classes and quantities of waste generated. This is the 13th year generators have been required to submit these reports to NYSERDA. The data are summarized in a series of tables and figures. There are four sections in the report. Section 1 covers volume, activity, and other characteristics of waste shipped for disposal in 1998. Activity is the measure of a material`s radioactivity, or the number of radiation-emitting events occurring each second. Section 2 summarizes volume, activity, and other characteristics of waste held for storage as of December 31, 1998. Section 3 shows historical LLRW generation and includes generators` projections for the next five years. Section 4 provides a list, by county, of all facilities from which 1998 LLRW reports were received. 2 figs., 23 tabs.

  16. Smart Grid Demonstration Project

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies. Each of these reports has already been submitted to DOE, distributed to co-ops, and posted for universal access at www.nreca.coop/smartgrid. This research is available for widespread distribution to both cooperative members and non-members. These reports are listed in Table 1.2. Interoperability: The deliverable in this area was the advancement of the MultiSpeak™ interoperability standard from version 4.0 to version 5.0, and improvement in the MultiSpeak™ documentation to include more than 100 use cases. This deliverable substantially expanded the scope and usability of MultiSpeak, ™ the most widely deployed utility interoperability standard, now in use by more than 900 utilities. MultiSpeak™ documentation can be accessed only at www.multispeak.org. Cyber Security: NRECA’s starting point was to develop cyber security tools that incorporated succinct guidance on best practices. The deliverables were: cyber security extensions to MultiSpeak,™ which allow more security message exchanges; a Guide to Developing a Cyber Security and Risk Mitigation Plan; a Cyber Security Risk Mitigation Checklist; a Cyber Security Plan Template that co-ops can use to create their own cyber security plans; and Security Questions for Smart Grid Vendors.

  17. Post-Closure Inspection and Monitoring Report for Corrective Action Unit 417: Central Nevada Test Area Surface, Hot Creek Valley, Nevada

    This report presents data collected during the annual post-closure site inspection conducted at the Central Nevada Test Area Surface Corrective Action Unit (CAU) 417 in May of 2008. The annual post-closure site inspection included inspections of the UC-1, UC-3, and UC-4 sites in accordance with the Post-Closure Monitoring Plan provided in the CAU 417 Closure Report (NNSA/NV 2001). The annual inspection conducted at the UC-1 Central Mud Pit (CMP) indicated that the site and soil cover were in good condition. Three new cracks or fractures were observed in the soil cover during the annual inspection and were immediately filled with bentonite chips. The vegetation on the soil cover was adequate, but showed signs of the area's ongoing drought. No issues were identified with the CMP fence, gate, or subsidence monuments. No issues were identified with the warning signs and monuments at the other two UC-1 locations. The annual subsidence survey was conducted at UC-1 CMP and UC-4 Mud Pit C in August 2008. The results of the subsidence surveys indicate that the covers are performing as expected, and no unusual subsidence was observed.
