    The management practices, procedures, and processes that are suited to managing Management and Operation (M&O) type of contracts at Department of Energy (DOE) sites, which were cost reimbursement with award fee, are not well suited to managing contracts where fee is determined by performance metrics. Thus a different style of management, requiring substantial revamping of the management process, is needed. This shift in philosophy also requires a dramatic shift in culture. This paper will describe how these changes are being managed at the River Protection Project (RPP), located at the DOE's Hanford Site in Washington State, one of DOE's largest and highest risk environmental clean-up project.

    The Interim Standard Offer Number Four Contracts (ISM), under which most of the geothermal industry is selling power (outside of The Geysers), has an initial ten year period of known fixed energy payments. In the eleventh year, the price goes to the Avoided Cost of the buying utility. The specific contract language is ''Seller will be paid at a rate equal to the utilities' published avoided cost of energy as updated and authorized by the Commission (CPUC)''. The first geothermal contract will reach the end of the initial 10 year period in early 1994, a few will end in 1995 and 1996, and the majority will end in the 1997-2000 period. This is beginning to be focused upon by the utilities, lenders and, of course, the operators themselves. The prime reason for focusing on the issue is that avoided costs of the utilities directly track the delivered cost of the natural gas, and most forecasts are showing that the price of gas in the eleventh year of the contracts will be significantly lower than the last year of the fixed period of energy payments. There are many forums in which the predication of natural gas prices are discussed. In the State of California, the agency responsible for the official forecast is the California Energy Commission. Every two years, the CEC holds hearings for input into its biennial Fuels Report (FR) which establishes the forecast of natural gas prices in addition to other parameters which are used in the planning process. The attached Exhibit I is an excerpt out of the 1991 Fuels Report (FR91). Figure 1 compares the forecast of FR89 and FR91 for the Utility Electric Generation (UEG) in PG&E's service area, and Figure 2, the forecast in the SOCAL service area. The FR91 SOCAL service area forecast indicates a bottoming of the gas price in 1994 at $2.50/mmbtu. Recent prices in 1992 are already at these levels. Converting this to an avoided energy cost brings about a price of 2 to 2-1/2 Cents/kWh. The 1992 energy price in the IS04 contract is 9

    We introduce a low Mach number equation set for the large-scale numerical simulation of carbon-oxygen white dwarfs experiencing a thermonuclear deflagration. Since most of the interesting physics in a Type Ia supernova transpires at Mach numbers from 0.01 to 0.1, such an approach enables both a considerable increase in accuracy and savings in computer time compared with frequently used compressible codes. Our equation set is derived from the fully compressible equations using low Mach number asymptotics, but without any restriction on the size of perturbations in density or temperature. Comparisons with simulations that use the fully compressible equations validate the low Mach number model in regimes where both are applicable. Comparisons to simulations based on the more traditional an elastic approximation also demonstrate the agreement of these models in the regime for which the anelastic approximation is valid. For low Mach number flows with potentially finite amplitude variations in density and temperature, the low Mach number model overcomes the limitations of each of the more traditional models and can serve as the basis for an accurate and efficient simulation tool.

    Here, we analyze different sunspot group (SG) behaviors from the points of view of both the sunspot counts (SSCs) and the number of SGs, in four categories, for the time period of 1982 January-2014 May. These categories include data from simple (A and B), medium (C), large (D, E, and F), and decaying (H) SGs. We investigate temporal variations of all data sets used in this study and find the following results. (1) There is a very significant decrease in the large groups' SSCs and the number of SGs in solar cycle 24 (cycle 24) compared to cycles 21-23. (2) There is no strong variation in the decaying groups' data sets for the entire investigated time interval. (3) Medium group data show a gradual decrease for the last three cycles. (4) A significant decrease occurred in the small groups during solar cycle 23, while no strong changes show in the current cycle (cycle 24) compared to the previous ones. We confirm that the temporal behavior of all categories is quite different from cycle to cycle and it is especially flagrant in solar cycle 24. Thus, we argue that the reduced absolute number of the large SGs is largely, if not solely, responsible for the weak cycle 24. These results might be important for long-term space weather predictions to understand the rate of formation of different groups of sunspots during a solar cycle and the possible consequences for the long-term geomagnetic activity.

    This CRADA will develop improved thin film organic solar cells using a new n-type semiconducting polymer. High efficiency photovoltaics (PVs) based on inorganic semiconductors have good efficiencies (up to 30%) but are extremely expensive to manufacture. Organic PV technology has the potential to overcome this problem through the use of high-throughput production methods like reel-to-reel printing on flexible substrates. Unfortunately, today's best organic PVs have only a few percent efficiency, a number that is insufficient for virtually all commercial applications. The limited choice of stable n-type (acceptor) organic semiconductor materials is one of the key factors that prevent the further improvement of organic PVs. TDA Research, Inc. (TDA) previously developed a new class of electron-deficient (n-type) conjugated polymers for use in organic light emitting diodes (OLEDs). During this project TDA in collaboration with the National Renewable Energy Laboratory (NREL) will incorporate these electron-deficient polymers into organic photovoltaics and investigate their performance. TDA Research, Inc. (TDA) is developing new materials and polymers to improve the performance of organic solar cells. Materials being developed at TDA include spin coated transparent conductors, charge injection layers, fullerene derivatives, electron-deficient polymers, and three-phase (fullerene/polythiophene/dye) active layer inks.

    The overarching goal of this project was to promote applications of small-angle scattering in structural molecular biology by providing model examples of cutting edge applications that demonstrate the unique capabilities and potential of the DOE national user facilities at Oak Ridge, especially the newly commissioned BioSANS. The approach taken was three-fold: (1) to engage in high impact collaborative research projects that would benefit from small-angle neutron scattering to both demonstrate the power of the technique while expanding the potential user community; (2) to provide access to scattering facilities established at the University of Utah to as broad a set of researchers as possible to increase the expertise in small-angle scattering generally; and (3) to develop new methods and tools for small-angle scattering. To these ends, three major research collaborations were pursued that resulted in a significant body of published work where neutron scattering and contrast variation played a major role. These major collaborations involved studies of protein complexes involved in (1) bacterial transcription regulation and adaptive response (a DOE/BER priority area); (2) regulation of cardiac muscle; and (3) neuronal disorders. In addition, to broaden the impact of the project, smaller collaborative efforts were supported that used either small-angle X-ray or neutron scattering. Finally, the DOE supported facilities at the University of Utah were made available to researchers on a service basis and a number of independent groups took advantage of this opportunity. In all of this work, there was an emphasis on the training of students and post docs in scattering techniques, and a set of publications (a book chapter, a review, and an encyclopedia article) were produced to guide the non-specialist potential user of scattering techniques in successful applications of the techniques. We also developed a suite of user friendly web-based computational tools currently

    The Department of Energy, the Savannah River National Laboratory, several manufacturers of specification drums, and the United States Department of Transportation (DOT) are collaborating in the development of a guidance document for DOE contractors and vendors who wish to qualify containers to DOT 7A Type A requirements. Currently, the effort is focused on DOT 7A Type A 208-liter (55-gallons) drums with a standard 12-gauge bolted closure ring. The U.S. requirements, contained in Title 49, Part 178.350 “Specification 7A; general packaging, Type A specifies a competent authority review of the packaging is not required for the transport of (Class 7) radioactive material containing less than Type A quantities of radioactive material. For Type AF drums, a 4 ft. regulatory free drop must be performed, such that the drum “suffers maximum damage.” Although the actual orientation is not defined by the specification, recent studies suggest that maximum damage would result from a shallow angle top impact, where kinetic energy is transferred to the lid, ultimately causing heavy damage to the lid, or even worse, causing the lid to come off. Since each vendor develops closure recommendations/procedures for the drums they manufacture, key parameters applied to drums during closing vary based on vendor. As part of the initial phase of the collaboration, the impact of the closure variants on the ability of the drum to suffer maximum damage is investigated. Specifically, closure testing is performed varying: 1) the amount of torque applied to the closure ring bolt; and, 2) stress relief protocol, including: a) weight of hammer; and, b) orientation that the hammer hits the closure ring. After closure, the amount of drum lid gasket contraction and the distance that the closure bolt moves through the closure ring is measured.

    In automated negotiation systems consisting of self-interested agents, contracts have traditionally been binding. Such contracts do not allow agents to efficiently accommodate future events. Game theory has proposed contingency contracts to solve this problem. Among computational agents, contingency contracts are often impractical due to large numbers of interdependent and unanticipated future events to be conditioned on, and because some events are not mutually observable. This paper proposes a leveled commitment contracting protocol that allows self-interested agents to efficiently accommodate future events by having the possibility of unilaterally decommitting from a contract based on local reasoning. A decommitment penalty is assigned to both agents in a contract: to be freed from the contract, an agent only pays this penalty to the other party. It is shown through formal analysis of several contracting settings that this leveled commitment feature in a contracting protocol increases Pareto efficiency of deals and can make contracts individually rational when no full commitment contract can. This advantage holds even if the agents decommit manipulatively.

    This report covers activities in the Univesity of Illinois Department of Nulcear, Plasma and Radiological Engineering Matching Grant Program for the period form 30 September 1995 to 30 March 2003. The funds for this program include industrial partner funds which were matched, or nearly matched by DOE-NE. The industrial partner was Commonwealth Edison, which changed its corporate structure and name to Exelon during the course of the contract. The funds from the contract were used to support nuclear engineering educational needs, including undergraduate and graduate students support, purchase of laboratory equipment, support for seminar speakers and conferences, and support for new faculty members. The funds were instrumental in maintaining a first quality nuclear engineering educational program at the University of Illinois.
