The National Utility Financial Statement (NUFS) model which takes the output for the electric utility sector from the Midterm Energy Forecasting System (MEFS) model and forecasts electric utility financial statements is described. NUFS forecasts separately for public and investor owned utilities, the following tables for each region on an annual basis: income statement; balance sheet; sources and uses of funds; development of revenue requirement on an annual basis; reconciliation of tax expenses, current taxes and income taxes at a 46% statutory rate; interest coverage; external financing as a percent of total uses of funds; AFUDC as a percentage of total uses of funds; book value and market to book rate; dividends per share; and actual return on equity. In addition, NUFS has been designed to supply inputs to the MEFS iterative solution process. The first such input is the fixed charge rates for each plant type. This quantity is used to form the objective function for the MEFS electric utility model. The second set of inputs are for the existing MEFS electricity price forecasting module. These inputs are referred to as pricing coefficients and old money revenue requirements.

Routine Urine Culture at the Time of Percutaneous Urinary Drainage: Does Every Patient Need One?

Purpose. To determine the clinical variables associated with bacteriuria in patients undergoing primary percutaneous antegrade urinary drainage procedures in order to predict the utility of routinely obtaining urine cultures at the time of the procedure. Methods. Between October 1995 and March 1998 urine cultures were prospectively obtained in all patients undergoing a primary percutaneous antegrade urinary drainage procedure. One hundred and eighty-seven patients underwent 264 procedures. Results were available in 252 cases. Culture results were correlated with clinical, laboratory, and demographic variables. Anaerobic cultures were not uniformly performed. Results. Urine cultures were positive in 24 of 252 (9.5%) cases. An indwelling or recently removed ipsilateral device (catheter or stent) and a history of previous cystectomy with urinary diversion were significant predictors of a positive culture. Patients without either of these predictors, and without clinical or laboratory evidence of infection, were rarely found to have positive cultures. Conclusion. The likelihood of a positive urine culture can be predicted on the basis of the aforementioned clinical variables. In the absence of these clinical indicators routine urine cultures are neither useful nor cost-effective.

The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

Electromagnetic design considerations for fast acting controllers in a power system is introduced and defined. A distinction is made in relation to the more commonly understood system control design necessary for damping electromechanical oscillations using stability programs and eigenanalysis. Electromagnetic eigenanalysis tools have limited availability and are consequently rarely used. Electromagnetic transients programs (emtp) on the other hand are widely used and a procedure for undertaking electromagnetic control design of fast acting controllers in a power system using emtp is presented.

90Sr liquid scintillation urine analysis utilizing different approaches for tracer recovery.

90Sr is one of the isotopes most commonly produced by nuclear fission. This medium lived isotope presents serious challenges to radiation workers, the environment, and following a nuclear event, the general public. Methods of identifying this nuclide have been in existence for a number of years (e.g. Horwitz, E.P. [1], Maxwell, S.L.[2], EPA 905.0 [3]) which are time consuming, requiring a month or more for full analysis. This time frame is unacceptable in the present security environment. It is therefore important to have a dependable and rapid method for the determination of Sr. The purposes of this study are to reduce analysis time to less than half a day by utilizing a single method of radiation measurement while continuing to yield precise results. This paper presents findings on three methods that can meet this criteria; (1) stable Sr carrier, (2) 85Sr by gamma spectroscopy, and (3) 85Sr by LSC. Two methods of analyzing and calculating the 85Sr tracer recovery were investigated (gamma spectroscopy and a low energy window-Sr85LEBAB by LSC) as well as the use of two different types of Sr tracer (85Sr and stable Sr carrier). Three separate stock blank urine samples were spiked with various activity levels of 239Pu, 137Cs, 90Sr /90Y to determine the effectiveness of the Eichrome Sr-spec%C2%AE resin 2mL extractive columns. The objective was to compare the recoveries of 85Sr versus a stable strontium carrier, attempt to compare the rate at which samples can be processed by evaluating evaporation, neutralization, and removing the use of another instrument (gamma spectrometer) by using the LSC spectrometer to obtain 85Sr recovery. It was found that when using a calibration curve comprised of a different cocktail and a non-optimum discriminator setting reasonable results (bias of %C2%B1 25%) were achieved. The results from spiked samples containing 85Sr demonstrated that a higher recovery is obtained when using gamma spectroscopy (89-95%) than when using the LEB window from LSC (120-470%). The high recovery for 85Sr by LSC analysis may be due to the interference/cross talk from the alpha region since alpha counts were observed in all sample sets. After further investigation it was determined that the alpha counts were due to 239Pu breakthrough on the Sr-spec%C2%AE column. This requires further development to purify the Sr before an accurate tracer recovery determination can be made. Sample preparation times varied and ranged from 4-6 hours depending on the specific sample preparation process. The results from the spiked samples containing stable strontium nitrate Sr(NO3)2 carrier demonstrate that gravimetric analysis yields the most consistent high recoveries (97-101%) when evaporation is carefully performed. Since this method did not have a variation on the tracer recovery method, the samples were counted in 1) LEB/Alpha/Beta mode optimized for Sr-90, 2) DPM for Sr-90, and 3) general LEB/Alpha/Beta mode. The results (from the known) ranged from 79-104%, 107-177%, and 85-89% for 1, 2, and 3 respectively. Counting the prepared samples in a generic low energy beta/alpha/beta protocol yielded more accurate and consistent results and also yielded the shortest sample preparation turn-around-time of 3.5 hours.

We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

RAPID DETERMINATION OF ACTINIDES IN URINE BY INDUCTIVELY-COUPLED PLASMA MASS SPECTROMETRY AND ALPHA SPECTROMETRY: A HYBRID APPROACH

A new rapid separation method that allows separation and preconcentration of actinides in urine samples was developed for the measurement of longer lived actinides by inductively coupled plasma mass spectrometry (ICP-MS) and short-lived actinides by alpha spectrometry; a hybrid approach. This method uses stacked extraction chromatography cartridges and vacuum box technology to facilitate rapid separations. Preconcentration, if required, is performed using a streamlined calcium phosphate precipitation. Similar technology has been applied to separate actinides prior to measurement by alpha spectrometry, but this new method has been developed with elution reagents now compatible with ICP-MS as well. Purified solutions are split between ICP-MS and alpha spectrometry so that long- and short-lived actinide isotopes can be measured successfully. The method allows for simultaneous extraction of 24 samples (including QC samples) in less than 3 h. Simultaneous sample preparation can offer significant time savings over sequential sample preparation. For example, sequential sample preparation of 24 samples taking just 15 min each requires 6 h to complete. The simplicity and speed of this new method makes it attractive for radiological emergency response. If preconcentration is applied, the method is applicable to larger sample aliquots for occupational exposures as well. The chemical recoveries are typically greater than 90%, in contrast to other reported methods using flow injection separation techniques for urine samples where plutonium yields were 70-80%. This method allows measurement of both long-lived and short-lived actinide isotopes. 239Pu, 242Pu, 237Np, 243Am, 234U, 235U and 238U were measured by ICP-MS, while 236Pu, 238Pu, 239Pu, 241Am, 243Am and 244Cm were measured by alpha spectrometry. The method can also be adapted so that the separation of uranium isotopes for assay is not required, if uranium assay by direct dilution of the urine sample is preferred instead. Multiple vacuum box locations may be set-up to supply several ICP-MS units with purified sample fractions such that a high sample throughput may be achieved, while still allowing for rapid measurement of short-lived actinides by alpha spectrometry.

New anticancer antibiotic acts through diradical rearrangement

This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

Fast-acting nuclear reactor control device

This invention consists of a fast-acting nuclear reactor control device for moving and positioning a safety control rod to desired elevations within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump motor, an electric gear motor, and a solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch, allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS. The US EPA publication Characterization of Hazardous Waste Sites'' has been liberally adapted for use in this RFI Program Plan.

The National Environmental Policy Act of 1969 (NEPA) sets forth national policy for the protection of the environment. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved. Lawrence Berkeley Laboratory (LBL), complies with the provisions of both NEPA and CEQA. This document defines the responsibilities and authorities for NEPA/CEQA compliance at LBL.

A fast-acting nuclear reactor control device is described for controlling a safety control rod within the core of a nuclear reactor, the reactor controlled by a reactor control system, the device comprising: a safety control rod drive shaft and an electromagnetic clutch co-axial with the drive shaft operatively connected to the safety control rod for driving and positioning the safety control rod within or without the reactor core during reactor operation, the safety rod being oriented in a substantially vertical position to allow the rod to fall into the reactor core under the influence of gravity during shutdown of the reactor; the safety control rod drive shaft further operatively connected to a hydraulic pump such that operation of the drive shaft simultaneously drives and positions the safety control rod and operates the hydraulic pump such that a hydraulic fluid is forced into an accumulator, filling the accumulator with oil for the storage and supply of primary potential energy for safety control rod insertion such that the release of potential energy in the accumulator causes hydraulic fluid to flow through the hydraulic pump, converting the hydraulic pump to a hydraulic motor having speed and power capable of full length insertion and high speed driving of the safety control rod into the reactor core; a solenoid valve interposed between the hydraulic pump and the accumulator, said solenoid valve being a normally open valve, actuated to close when the safety control rod is out of the reactor during reactor operation; and further wherein said solenoid opens in response to a signal from the reactor control system calling for shutdown of the reactor and rapid insertion of the safety control rod into the reactor core, such that the opening of the solenoid releases the potential energy in the accumulator to place the safety control rod in a safe shutdown position.

Investigation of magnetic nanoparticles for the rapid extraction and assay of alpha-emitting radionuclides from urine: Demonstration of a novel radiobioassay method

In the event of an accidental or intentional release of radionuclides into a populated area, three things must occur in a timely manner: food and drinking water supplies must be determined to be safe to eat / drink, civilians and/or military personnel must be surveyed to ensure that they do not have external contamination, and they must be screened to ensure that significant ingestion or inhalation of radionuclides has not occurred (this paper is concerned with the latter). In the event of such a disaster, the volume of radiobioassays to be performed would be tremendous. If the event released significant levels of ?- or ?-emitting radionuclides, in vivo assays would be ineffective. Therefore, highly efficient and rapid analytical methods for radionuclide detection from submitted spot urine samples (? 50 mL) would be required. At present, the quantitative determination of ?-emitting radionuclides from urine samples is highly labor intensive, and requires significant sample preparation and analysis time. Sorbent materials that provide effective collection and enable rapid assay could significantly streamline the radioanalytical process. We have demonstrated the use of paramagnetic nanoparticles as a novel class of extracting media for four ?-emitting radionuclides of concern (Po, Ra, Am, and U) from chemically unmodified and pH 2 human urine. Herein the initial experimental sorption results are presented along with a novel method that utilizes paramagnetic nanoparticles for the extraction of radionuclides from unmodified human urine followed by the magnetic field-induced collection of the particles for subsequent ?-counting-source preparation. Additionally, we construct a versatile human dose model that determines the detector count times required to estimate internal human dose at specific protective action thresholds. The model provides a means to assess a method’s detection capabilities and use fundamental health physics parameters and actual experimental data as core variables. The modeling shows that with effective sorbent materials, rapid screening for internalized ?-emitters is possible from a 50 mL spot urine sample volume collected within one week of exposure/intake.

Two laws governing activities in the marine environment are considered in this Reference Book. The Marine Protection, Research, and Sanctuaries Act (MPRSA, P.L. 92-532) regulates ocean dumping of waste, provides for a research program on ocean dumping, and provides for the designation and regulation of marine sanctuaries. The Marine Mammal Protection Act (MMPA, P.L. 92-522) establishes a federal program to protect and manage marine mammals. The Fishery Conservation and Management Act (FCMA, P.L. 94-265) establishes a program to regulate marine fisheries resources and commercial marine fishermen. Because the Department of Energy (DOE) is not engaged in any activities that could be classified as fishing under FCMA, this Act and its regulations have no implications for the DOE; therefore, no further consideration of this Act is given within this Reference Book. The requirements of the MPRSA and the MMPA are discussed in terms of their implications for the DOE.

The long-term environmental effects of the Uranium Mill Tailings Radiation Control Act of 1978 address the public health hazards of radioactive wastes and recognize the significance of this issue to public acceptance of nuclear energy. Title I of the Act deals with stabilizing and controlling mill tailings at inactive sites and classifies the sites by priority. It represents a major Federal commitment. Title II changes and strengthens Nuclear Regulatory Commission authority, but it will have little overall impact. 1.1 This test method covers the determination of the concentration of uranium-235 and uranium-238 in urine using Inductively Coupled Plasma-Mass Spectrometry. This test method can be used to support uranium facility bioassay programs. 1.2 This method detection limits for 235U and 238U are 6 ng/L. To meet the requirements of ANSI N13.30, the minimum detectable activity (MDA) of each radionuclide measured must be at least 0.1 pCi/L (0.0037 Bq/L). The MDA translates to 47 ng/L for 235U and 300 ng/L for 238U. Uranium– 234 cannot be determined at the MDA with this test method because of its low mass concentration level equivalent to 0.1 pCi/L. 1.3 The digestion and anion separation of urine may not be necessary when uranium concentrations of more than 100 ng/L are present. 1.4 Units—The values stated in picoCurie per liter units are to be regarded as standard. The values given in parentheses are mathematical conversions to SI units that are provided for information only and are not considered standard. 1....

In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

Making a Lasting Impression: Recovery Act Reporting At Hanford - 12528

The award of American Recovery and Reinvestment Act funding came with an unprecedented request for transparency to showcase to the American public how the stimulus funding was being put to work to achieve the goals put forth by the U.S. Government. At the U.S. Department of Energy Hanford Site, this request manifested in a contract requirement to provide weekly narrative, photos and video to highlight Recovery Act-funded projects. For DOE contractor CH2M HILL Plateau Remediation Company (CH2M HILL), the largest recipient of Hanford's funding, the reporting mechanism evolved into a communications tool for documenting the highly technical cleanup, then effectively sharing that story with the DOE and its varying stakeholder audiences. The report set the groundwork for building a streaming narrative of week-by-week progress. With the end of the Recovery Act, CH2M HILL is applying lessons learned from this stringent, transparent reporting process to its long-term reporting and communications of the progress being made in nuclear decommissioning at Hanford. This document describes the U.S. Department of Energy's (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many National Environmental Policy Act (NEPA) documents being prepared by DOE contractors. No statements of significance or environmental consequences are provided. This year's report is the thirteenth revision of the original document published in 1988 and is (until replaced by the fourteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (Weiss) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology, geology, hydrology, ecology, cultural, archaeological, and historical resources, socioeconomics, occupational safety, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities.

ReACT Methodology Proof of Concept Final Report

The Department of Energy’s Office of Electricity Delivery and Energy Reliability (DOE-OE) funded INL Researchers to evaluate a novel process for assessing and mitigating cyber security risks. The proof of concept level of the method was tested in an industry environment. This case study, plus additional case studies will support the further development of the method into a tool to assist industry in securing their critical networks. This report provides an understanding of the process developed in the Response Analysis and Characterization Tool (ReACT) project. This report concludes with lessons learned and a roadmap for final development of these tools for use by industry.

The U.S. House of Representatives passed H.R. 6 EH, the Energy Policy Act of 2005, on April 21, 2005, and the Senate passed H.R. 6 EAS on June 28, 2005. A conference committee was convened to resolve differences between the two bills, and a report was approved and issued on July 27, 2005. The House approved the conference report on July 28, 2005, and the Senate followed on July 29, 2005. EPACT2005 was signed into law by President Bush on August 8, 2005, and became Public Law 109-058.
