    The report presents a summary of international perceptions and beliefs about US nuclear policy, focusing on four countries--China, Iran, Pakistan and Germany--chosen because they span the spectrum of states with which the United States has relationships. A paradox is pointed out: that although the goal of US nuclear policy is to make the United States and its allies safer through a policy of deterrence, international perceptions of US nuclear policy may actually be making the US less safe by eroding its soft power and global leadership position. Broadly held perceptions include a pattern of US hypocrisy and double standards--one set for the US and its allies, and another set for all others. Importantly, the US nuclear posture is not seen in a vacuum, but as one piece of the United States behavior on the world stage. Because of this, the potential direct side effects of any negative international perceptions of US nuclear policy can be somewhat mitigated, dependent on other US policies and actions. The more indirect and long term relation of US nuclear policy to US international reputation and soft power, however, matters immensely to successful multilateral and proactive engagement on other pressing global issues.

    The observation of multiple-quantum nuclear magnetic resonance transitions in isotropic or anisotropic liquids is shown to give readily interpretable information on molecular configurations, rates of motional processes, and intramolecular interactions. However, the observed intensity of high multiple-quantum transitions falls off dramatically as the number of coupled spins increases. The theory of multiple-quantum NMR is developed through the density matrix formalism, and exact intensities are derived for several cases (isotropic first-order systems and anisotropic systems with high symmetry) to shown that this intensity decrease is expected if standard multiple-quantum pulse sequences are used. New pulse sequences are developed which excite coherences and produce population inversions only between selected states, even though other transitions are simultaneously resonant. One type of selective excitation presented only allows molecules to absorb and emit photons in groups of n. Coherent averaging theory is extended to describe these selective sequences, and to design sequences which are selective to arbitrarily high order in the Magnus expansion. This theory and computer calculations both show that extremely good selectivity and large signal enhancements are possible.

    Since coming into office in 2001, the Bush administration has enacted a series of controversial policies designed to create a more robust and more usable nuclear arsenal. From requiring new nuclear strike capabilities (including against non-nuclear countries), to threatening preemptive attacks, to investing billions of dollars in rebuilding the nuclear weapons production complex, the administration is systematically strengthening the role nuclear weapons play in defending the United States and its interests around the world. This presentation examines those policies and the thinking that underlies them. It questions the effectiveness of the administration's approach and explores some of the unintended consequences vis-a-vis U.S. policy toward North Korea, Iraq, Pakistan, and others. Finally, it takes a detailed look at current efforts to develop a new low-yield earth-penetrating nuclear weapon to destroy hardened underground facilities, assessing the feasibility of such a device and the potential effects of its use.

    We analyze and compare findings from identical national surveys of the US general public on nuclear security and terrorism administered by telephone and Internet in mid-2007. Key areas of investigation include assessments of threats to US security; valuations of US nuclear weapons and nuclear deterrence; perspectives on nuclear proliferation, including the specific cases of North Korea and Iran; and support for investments in nuclear weapons capabilities. Our analysis of public views on terrorism include assessments of the current threat, progress in the struggle against terrorism, preferences for responding to terrorist attacks at different levels of assumed casualties, and support for domestic policies intended to reduce the threat of terrorism. Also we report findings from an Internet survey conducted in mid 2007 that investigates public views of US energy security, to include: energy supplies and reliability; energy vulnerabilities and threats, and relationships among security, costs, energy dependence, alternative sources, and research and investment priorities. We analyze public assessments of nuclear energy risks and benefits, nuclear materials management issues, and preferences for the future of nuclear energy in the US. Additionally, we investigate environmental issues as they relate to energy security, to include expected implications of global climate change, and relationships among environmental issues and potential policy options.

    The principles behind proton radiography including multiple Coulomb scattering are discussed for a purely imaginary square well nucleus in the eikonal approximation. It is found that a very crude model can reproduce the angular dependence of the cross sections measured at 24 GeV/c. The largest differences are ~3% for the 4.56 mrad data, and ~4% for the 6.68 mrad data. The prospect of understanding how to model deterministically high-energy proton radiography over a very large range of energies is promising, but it should be tested more thoroughly.

    US national energy policy recognizes that the continued development of commercial nuclear power in the United States is vital to US national security and energy stability since it is a significant domestic energy resource that is relatively free from international pressures. As of this writing (August 1989) the United States had 108 nuclear power reactors in commercial status. In January 1989 nuclear energy produced 46 billion KwH or 20% of total US electricity generated in contrast to 45 billion KwH (18.8%) produced in January 1988. The US Federal Government has been engaged in a variety of activities to ensure that nuclear energy remains a safe, economically competitive and environmentally acceptable option. Much of the federal effort in recent months has been devoted to developing initiatives designed to remove institutional and regulatory obstacles to the continued use of nuclear power as part of the US energy system. Within this context, the following paragraphs summarize the major features of the current status of the US nuclear energy program and policies.

    Measurements were performed at the Joint Research Centre in Ispra, Italy to field test a fast-neutron multiplicity counter developed at the University of Michigan. The measurements allowed the illustration of the system’s photon discrimination abilities, efficiency when measuring neutron multiplicity, ability to characterize 240Pueff mass, and performance relative to a currently deployed neutron coincidence counter. This work is motivated by the need to replace and improve upon 3He neutron detection systems for nuclear safeguards applications.

    This study is concerned with the rise and fall of anti-nuclear activism in Great Britain. Although anti-nuclear activists do not represent the majority of British public views on defense, their very vocal and highly visible activity can have major disruptive effects of US foreign policy and the North Atlantic Treaty Organization. Moreover, insights into the anti-nuclear movement in Britain offer a standing point for a comparative assessment of analogous campaigns throughout Europe. In exploring this topic, the dissertation examines three key questions. We report the K0s multiplicity ratios for targets of C, Fe, and Pb relative to deuterium as a function of the fractional virtual photon energy z transferred to the K0sand the transverse momentum squared p2T of the K0s.   10. Technology, Safety and Costs of Decommissioning Nuclear Reactors At Multiple-Reactor Stations

    Safety and cost information is developed for the conceptual decommissioning of large (1175-MWe) pressurized water reactors (PWRs) and large (1155-MWe) boiling water reactors {BWRs) at multiple-reactor stations. Three decommissioning alternatives are studied: DECON (immediate decontamination), SAFSTOR (safe storage followed by deferred decontamination), and ENTOMB (entombment). Safety and costs of decommissioning are estimated by determining the impact of probable features of multiple-reactor-station operation that are considered to be unavailable at a single-reactor station, and applying these estimated impacts to the decommissioning costs and radiation doses estimated in previous PWR and BWR decommissioning studies. The multiple-reactor-station features analyzed are: the use of interim onsite nuclear waste storage with later removal to an offsite nuclear waste disposal facility, the use of permanent onsite nuclear waste disposal, the dedication of the site to nuclear power generation, and the provision of centralized services. Five scenarios for decommissioning reactors at a multiple-reactor station are investigated. The number of reactors on a site is assumed to be either four or ten; nuclear waste disposal is varied between immediate offsite disposal, interim onsite storage, and immediate onsite disposal. It is assumed that the decommissioned reactors are not replaced in one scenario but are replaced in the other scenarios. Centralized service facilities are provided in two scenarios but are not provided in the other three. Decommissioning of a PWR or a BWR at a multiple-reactor station probably will be less costly and result in lower radiation doses than decommissioning an identical reactor at a single-reactor station.     National policymakers are currently considering a dilemma of critical importance to the continued security of the United States: how can U.S. nuclear weapons policies be leveraged to benefit U.S. nuclear nonproliferation goals in the near-term, without sacrificing U.S. national security? In its role supporting U.S. nuclear weapons policy, Sandia National Laboratories has a responsibility to provide objective technical advice to support policy deliberations on this question. However, to best fulfill this duty Sandia must have a broader understanding of the context of the problem. To help develop this understanding, this paper analyzes the two predominant analytical perspectives of international relations theory to explore their prescriptions for how nuclear weapons and nonproliferation policies interact. As lenses with which to view and make sense of the world, theories of international relations must play a crucial role in framing the trade-offs at the intersection of the nuclear weapons and nonproliferation policy domains. An analysis of what these theories suggest as courses of action to leverage nuclear weapons policies to benefit nonproliferation goals is then offered, with particular emphasis on where the policy prescriptions resulting from the respective theories align to offer near-term policy changes with broad theoretical support. These policy prescriptions are then compared to the 2001 Nuclear Posture Review to understand what the theories indicate policymakers may have gotten right in their dealing with the nuclear dilemma, and where they may have gone wrong. Finally, a brief international relations research agenda is proposed to help address the dilemma between nuclear deterrence and nuclear nonproliferation policies, with particular emphasis on how such an agenda can best support the needs of the policy community and a potential 'all things nuclear' policy deliberation and decision-support framework.

Multiple product tobacco models can help assess the population health impacts associated with use of a wide range of tobacco products. Methods and Findings We present a multi-state, dynamical systems population structure model that can be used to assess the effects of tobacco product use behaviors on population health. The model incorporates transition behaviors, such as initiation, cessation, switching, and dual use, related to the use of multiple products. The model tracks product use prevalence and mortality attributable to tobacco use for the overall population and by sex and age group. The model can also be used to estimate differences in these outcomes between scenarios by varying input parameter values. We demonstrate model capabilities by projecting future cigarette smoking prevalence and smoking-attributable mortality and then simulating the effects of introduction of a hypothetical new lower-risk tobacco product under a variety of assumptions about product use. Sensitivity analyses were conducted to examine the range of population impacts that could occur due to differences in input values for product use and risk. We demonstrate that potential benefits from cigarette smokers switching to the lower-risk product can be offset over time through increased initiation of this product. Model results show that population health benefits are particularly sensitive to product risks and initiation, switching, and dual use behaviors. Conclusion Our model incorporates the variety of tobacco use behaviors and risks that occur with multiple products.     A reusable multiple lead seal assembly provides leak-free passage of stainless-steel-clad instrument leads through the cover on the primary tank of a liquid-metal-cooled fast-breeder nuclear reactor. The seal isolates radioactive argon cover gas and sodium vapor within the primary tank from the exterior atmosphere and permits reuse of the assembly and the stainless-steel-clad instrument leads. Leads are placed in flutes in a seal body, and a seal shell is then placed around the seal body. Circumferential channels in the body and inner surface of the shell are contiguous and together form a conduit which intersects each of the flutes, placing them in communication with a port through the wall of the seal shell. Liquid silicone rubber sealant is injected into the flutes through the port and conduit; the sealant fills the space in the flutes not occupied by the leads themselves and dries to a rubbery hardness. A nut, threaded onto a portion of the seal body not covered by the seal shell, jacks the body out of the shell and shears the sealant without damage to the body, shell, or leads. The leads may then be removed from the body. The sheared sealant is cleaned from the body, leads, and shell and the assembly may then be reused with the same or different leads.

    This book focuses on the lineage of America`s production reactors, those three at Hanford and their descendants, the reactors behind America`s nuclear weapons. The work will take only occasional sideways glances at the collateral lines of descent, the reactor cousins designed for experimental purposes, ship propulsion, and electric power generation. Over the decades from 1942 through 1992, fourteen American production reactors made enough plutonium to fuel a formidable arsenal of more than twenty thousand weapons. In the last years of that period, planners, nuclear engineers, and managers struggled over designs for the next generation of production reactors. The story of fourteen individual machines and of the planning effort to replace them might appear relatively narrow. Yet these machines lay at the heart of the nation`s nuclear weapons complex. This information is presented to permit a critical evaluation of planned site characterization activities. Chapter seven describes waste package components, emplacement environment, design, and status of research and development that support the Nevada Nuclear Waste Storage Investigation (NNWSI) Project. The site characterization plan (SCP) discussion of waste package components is contained entirely within this chapter. The discussion of emplacement environment in this chapter is limited to considerations of the environment that influence, or which may influence, if perturbed, the waste packages and their performance (particularly hydrogeology, geochemistry, and borehole stability).     This dissertation advances an analytical framework intended to account for the international strategies of semi-peripheral countries: those industrialized Third World countries able to manufacture and export industrial goods. The empirical validation of the proposed framework was assessed through five case studies of Brazil's conduct in the following issue areas: nuclear energy, trade, and hydroelectric development of the Parana River Basin. A free-rider strategy was observed in the case of the nonproliferation regime. The decision to attain nuclear self sufficiency through the 1975 agreement with West Germany conforms to what was defined as unilateral behavior. Brazil's activism on behalf of Third World demands in North South negotiations as they impinge upon trade matters was accounted for in terms of the existence of private gains accruing from participation in that collective endeavor. Compliance with a regime's rules resulting from the use or threat of use of coercion was observed in the case of multilateral trade negotiations. The last case study examines a pattern of behavior defined as a hegemonic. In the development of a regime for the utilization of the Parana River Basin's hydroelectric potential, Brazil provided positive incentives to its junior partner (Paraguay) and negative inducements to the uncooperative partner (Argentina).

    Water scarcity conditions over the 21st century both globally and regionally are assessed in the context of climate change and climate mitigation policies, by estimating both water availability and water demand within the Global Change Assessment Model (GCAM), a leading community integrated assessment model of energy, agriculture, climate, and water. To quantify changes in future water availability, a new gridded water-balance global hydrologic model – namely, the Global Water Availability Model (GWAM) – is developed and evaluated. Global water demands for six major demand sectors (irrigation, livestock, domestic, electricity generation, primary energy production, and manufacturing) are modeled in GCAM at the regional scale (14 geopolitical regions, 151 sub-regions) and then spatially downscaled to 0.5 o x 0.5o resolution to match the scale of GWAM. Using a baseline scenario (i.e., no climate change mitigation policy) with radiative forcing reaching 8.8 W/m2 (equivalent to the SRES A1Fi emission scenario) and three climate policy scenarios with increasing mitigation stringency of 7.7, 5.5, and 4.2 W/m2 (equivalent to the SRES A2, B2, and B1 emission scenarios, respectively), we investigate the effects of emission mitigation policies on water scarcity. Two carbon tax regimes (a universal carbon tax (UCT) which includes land use change emissions, and a fossil fuel and industrial emissions carbon tax (FFICT) which excludes land use change emissions) are analyzed. The baseline scenario results in more than half of the world population living under extreme water scarcity by the end of the 21st century. Additionally, in years 2050 and 2095, 36% (28%) and 44% (39%) of the global population, respectively, is projected to live in grid cells (in basins) that will experience greater water demands than the amount of available water in a year (i.e., the water scarcity index (WSI) > 1.0).     A thorium-based fuel cycle system can effectively burn the currently accumulated commercial used nuclear fuel and move to a sustainable equilibrium where the actinide levels in the high level waste are low enough to yield a radiotoxicity after 300 years lower than that of the equivalent uranium ore. The second step of the Westinghouse approach to solving the waste 'problem' has been completed. The thorium fuel cycle has indeed the potential of burning the legacy TRU and achieve the waste objective proposed. Initial evaluations have been started for the third step, development and selection of appropriate reactors. Indications are that the probability of show-stoppers is rather remote. It is, therefore, believed that development of the thorium cycle and associated technologies will provide a permanent solution to the waste management. Westinghouse is open to the widest collaboration to make this a reality. (authors)

  12. Multiple hadron production by 14. 5 GeV electron and positron scattering from nuclear targets

    Multiple proton and pion electroproduction from nuclei are studied. Final states including at least two protons produced by the interaction of 14.5 GeV electrons and positrons with light nuclei (mainly [sup 12]C and [sup 16]O) have been measured, and compared with analogous data from [sup 40]Ar. Scattered electrons and positrons were detected in the energy transfer range from 0.2 to 12.5 GeV, and four-momentum transfer squared range from 0.1 to 5.0 GeV[sup 2]/[ital c][sup 2]. Phenomenological characteristics of the secondary hadron production cross sections such as temperature and velocity of the effective source of hadrons were found to be dependent on energy transfer to the nucleus and independent on the four-momentum transfer squared at energy transfers greater than 2 GeV.

    The Yucca Mountain site in Nevada is one of three candidate sites for the first geologic repository for radioactive waste. On May 28, 1986, it was recommended by the Secretary of Energy and approved by the President for detailed study in a program of site characterization. This site characterization plan (SCP) has been prepared by the US Department of Energy (DOE) in accordance with the requirements of the Nulcear Waste Policy Act to summarize the information collected to date about the geologic conditions at the site;to describe the conceptual designs for the repository and the waste package;and to present the plans for obtaining the geologic information necessary to demonstrate the suitability of the site for a repository, to design the repository and the waste package, to prepare an environmental impact statement, and to obtain from the US Nuclear Regulatory Commission (NRC) an authorization to construct the repository. This introduction begins with a brief section on the process for siting and developing a repository, followed by a discussion of the pertinent legislation and regulations. A description of site characterization is presented next;it describes the facilities to be constructed for the site characterization program and explains the principal activities to be conducted during the program. Finally, the purpose, content, organizing principles, and organization of the site characterization plan are oulined, and compliance with applicable regulations is discussed.

The canister may be subject to service-induced degradation when it is exposed to aggressive atmospheric environments during a possibly long-term storage period if the permanent repository is yet to be identified and readied. Because heat treatment for stress relief is not required for the construction of an MPC, stress corrosion cracking may be initiated on the canister surface in the welds or in the heat affected zone. An acceptance criteria methodology is being developed for flaw disposition should the crack-like defects be detected by periodic In-service Inspection. The first-order instability flaw sizes has been determined with bounding flaw configurations, that is, through-wall axial or circumferential cracks, and part-through-wall long axial flaw or 360° circumferential crack. The procedure recommended by the American Petroleum Institute (API) 579 Fitness-for-Service code (Second Edition) is used to estimate the instability crack length or depth by implementing the failure assessment diagram (FAD) methodology. The welding residual stresses are mostly unknown and are therefore estimated with the API 579 procedure. It is demonstrated in this paper that the residual stress has significant impact on the instability length or depth of the crack. The findings will limit the applicability of the flaw tolerance obtained from limit load approach where residual stress is ignored and only ligament yielding is considered.

    In a recent paper, a physical/mathematical model was developed for neutron coincidence counting, taking explicit account of neutron absorption and leakage, and using dual probability generating function to derive explicit formulae for the single and multiple count-rates in terms of the physical parameters of the system. The results of this modeling proved very successful in a number of cases in which the system parameters (neutron reaction cross-sections, detection probabilities, etc.) remained the same at the various stages of the process (i.e. from collision to collision). However, there are practical circumstances in which such system parameters change from collision to collision, and it is necessary to accommodate these, too, in a general theory, applicable to such situations. For instance, in the case of the neutron coincidence collar (NCC), the parameters for the initial, spontaneous fission neutrons, are not the same as those for the succeeding induced fission neutrons, and similar situations can be envisaged for certain other experimental configurations. This present document shows how the previous considerations can be elaborated to embrace these more general requirements.

    Water scarcity conditions over the 21st century both globally and regionally are assessed in the context of climate change, by estimating both water availability and water demand within the Global Change Assessment Model (GCAM), a leading community integrated assessment model of energy, agriculture, climate, and water. To quantify changes in future water availability, a new gridded water-balance global hydrologic model namely, the Global Water Availability Model (GWAM) is developed and evaluated. Global water demands for six major demand sectors (irrigation, livestock, domestic, electricity generation, primary energy production, and manufacturing) are modeled in GCAM at the regional scale (14 geopolitical regions, 151 sub-regions) and then spatially downscaled to 0.5 o x 0.5o resolution to match the scale of GWAM. Using a baseline scenario (i.e., no climate change mitigation policy) with radiative forcing reaching 8.8 W/m2 (equivalent to the SRES A1Fi emission scenario) and a global population of 14 billion by 2095, global annual water demand grows from about 9% of total annual renewable freshwater in 2005 to about 32% by 2095. This results in almost half of the world population living under extreme water scarcity by the end of the 21st century. Regionally, the demand for water exceeds the amount of water availability in two GCAM regions, the Middle East and India. Additionally, in years 2050 and 2095, 20% and 27% of the global population, respectively, is projected to live in areas (grid cells) that will experience greater water demands than the amount of available water in a year (i.e., the water scarcity index (WSI) > 1.0). This study implies an increasingly prominent role for water in future human decisions, and highlights the importance of including water in integrated assessment of global change.

    In Part 1, geometric clusters of the Ising model are studied as possible model clusters for nuclear multifragmentation. These clusters may not be considered as non-interacting (ideal gas) due to excluded volume effect which predominantly is the artifact of the cluster's finite size. Interaction significantly complicates the use of clusters in the analysis of thermodynamic systems. Stillinger's theory is used as a basis for the analysis, which within the RFL (Reiss, Frisch, Lebowitz) fluid-of-spheres approximation produces a prediction for cluster concentrations well obeyed by geometric clusters of the Ising model. If thermodynamic condition of phase coexistence is met, these concentrations can be incorporated into a differential equation procedure of moderate complexity to elucidate the liquid-vapor phase diagram of the system with cluster interaction included. The drawback of increased complexity is outweighted by the reward of greater accuracy of the phase diagram, as it is demonstrated by the Ising model. A novel nuclear-cluster analysis procedure is developed by modifying Fisher's model to contain cluster interaction and employing the differential equation procedure to obtain thermodynamic variables. With this procedure applied to geometric clusters, the guidelines are developed to look for excluded volume effect in nuclear multifragmentation. In part 2, an explanation is offered for the recently observed oscillations in the energy spectra of {alpha}-particles emitted from hot compound nuclei. Contrary to what was previously expected, the oscillations are assumed to be caused by the multiple-chance nature of {alpha}-evaporation. In a semi-empirical fashion this assumption is successfully confirmed by a technique of two-spectra decomposition which treats experimental {alpha}-spectra has having contributions from at least two independent emitters.     The gross neutron signal (GNS) is being considered as part of a fingerprinting or neutron balance approach to safeguards of spent nuclear fuel (SNF). Because the GNS is composed of many derivative components, understanding the time-dependent contribution of these derivative components is crucial to gauging the limitations of these approaches. The major components of the GNS are ({alpha}, n), spontaneous fission (SF), and multiplication neutrons. A methodology was developed to link MCNPX burnup output files to SOURCES4C input files for the purpose of automatically generating both the ({alpha}, n) and SF signals. Additional linking capabilities were developed to write MCNPX multiplication input files using the data obtained from the SOURCES4C output files. In this paper, the following are presented: (1) the relative contributions by source nuclide to the ({alpha}, n) signal as a function of initial enrichment/burnup/cooling time; (2) the relative contributions by source nuclide to the SF signal as a function of initial enrichment/burnup/cooling time; (3) the relative contributions by reaction type ({alpha},n vs. SF) to the GNS; and (4) the multiplication of the GNS as a function of initial enrichment/burnup/cooling time/counting environment. By developing these technologies to characterize the GNS, we can better evaluate the viability of the GNS fingerprint and neutron balance concepts for SNF.

    This simulation study shows how widely different model approaches can be adapted to model the evolution of the excavation disturbed zone (EDZ) around a heated nuclear waste emplacement drift in fractured rock. The study includes modeling of coupled thermal-hydrological-mechanical (THM) processes, with simplified consideration of chemical coupling in terms of time-dependent strength degradation or subcritical crack growth. The different model approaches applied in this study include boundary element, finite element, finite difference, particle mechanics, and elastoplastic cellular automata methods. The simulation results indicate that thermally induced differential stresses near the top of the emplacement drift may cause progressive failure and permeability changes during the first 100 years (i.e., after emplacement and drift closure). Moreover, the results indicate that time-dependent mechanical changes may play only a small role during the first 100 years of increasing temperature and thermal stress, whereas such time-dependency is insignificant after peak temperature, because decreasing thermal stress.

    For more than half a century, since nuclear science helped us win World War II and ring in the Atomic Age, scientists have known that !he Nation would need a secure, permanent facility in which to dispose of radioactive wastes. Twenty years ago, when Congress adopted the Nuclear Waste Policy Act of 1982 (NWPA or ''the Act''), it recognized the overwhelming consensus in the scientific community that the best option for such a facility would be a deep underground repository. Fifteen years ago, Congress directed the Secretary of Energy to investigate and recommend to the President whether such a repository could be located safely at Yucca Mountain, Nevada. Since then, our country has spent billions of dollars and millions of hours of research endeavoring to answer this question. I have carefully reviewed the product of this study. In my judgment, it constitutes sound science and shows that a safe repository can be sited there. I also believe that compelling national interests counsel in favor of proceeding with this project. Accordingly, consistent with my responsibilities under the NWPA, today I am recommending that Yucca Mountain be developed as the site for an underground repository for spent fuel and other radioactive wastes. The first consideration in my decision was whether the Yucca Mountain site will safeguard the health and safety of the people, in Nevada and across the country, and will be effective in containing at minimum risk the material it is designed to hold. Substantial evidence shows that it will. Yucca Mountain is far and away the most thoroughly researched site of its kind in the world. It is a geologically stable site, in a closed groundwater basin, isolated on thousands of acres of Federal land, and farther from any metropolitan area than the great majority of less secure, temporary nuclear waste storage sites that exist in the country today.     With an explosion equivalent of about 20kT of TNT, the Trinity test was the first demonstration of a nuclear weapon. Conducted on July 16, 1945 in Alamogordo, NM this site is now a Registered National Historic Landmark. The concept and applicability of nuclear power was demonstrated on December 20, 1951 with the Experimental Breeder Reactor Number One (EBR-1) lit four light bulbs. This reactor is now a Registered National Historic Landmark, located near Arco, ID. From that moment forward it had been clearly demonstrated that nuclear energy has both peaceful and military applications and that the civilian and military fuel cycles can overlap. For the more than fifty years since the Atoms for Peace program, a key objective of nuclear policy has been to enable the wider peaceful use of nuclear energy while preventing the spread of nuclear weapons. Volumes have been written on the impact of these two actions on the world by advocates and critics; pundits and practioners; politicians and technologists. The nations of the world have woven together a delicate balance of treaties, agreements, frameworks and handshakes that are representative of the timeframe in which they were constructed and how they have evolved in time. Collectively these vehicles attempt to keep political will, nuclear materials and technology in check. This paper captures only the briefest abstract of the more significant aspects on the Nonproliferation Regime. Of particular relevance to this discussion is the special nonproliferation sensitivity associated with the uranium isotope separation and spent fuel reprocessing aspects of the nuclear fuel cycle.

    This report provides a chronological history of policies and practices relating to the management of radioactive waste for which the US Atomic Energy Commission and its successor agencies, the Energy Research and Development Administration and the Department of Energy, have been responsible since the enactment of the Atomic Energy Act in 1946. The defense programs and capabilities that the Commission inherited in 1947 are briefly described. The Commission undertook a dramatic expansion nationwide of its physical facilities and program capabilities over the five years beginning in 1947. While the nuclear defense activities continued to be a major portion of the Atomic Energy Commission`s program, there was added in 1955 the Atoms for Peace program that spawned a multiplicity of peaceful use applications for nuclear energy, e.g., the civilian nuclear power program and its associated nuclear fuel cycle; a variety of industrial applications; and medical research, diagnostic, and therapeutic applications. All of these nuclear programs and activities generated large volumes of radioactive waste that had to be managed in a manner that was safe for the workers, the public, and the environment. The management of these materials, which varied significantly in their physical, chemical, and radiological characteristics, involved to varying degrees the following phases of the waste management system life cycle: waste characterization, storage, treatment, and disposal, with appropriate transportation linkages. One of the benefits of reviewing the history of the waste management program policies and practices if the opportunity it provides for identifying the lessons learned over the years. Examples are summarized at the end of the report and are listed in no particular order of importance.

    Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

    During the first half of fiscal year 1995, most activities at the Yucca Mountain Site Characterization Project were directed at implementing the Program Plan developed by the Office of Civilian Radioactive Waste Management. The Plan is designed to enable the Office to make measurable and significant progress toward key objectives over the next five years within the financial resources that can be realistically expected. Activities this period focused on the immediate goal of determining by 1998 whether Yucca Mountain, Nevada, is technically suitable as a possible site for a geologic repository for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Work on the Project advanced in several critical areas, including programmatic activities such as issuing the Program Plan, completing the first technical basis report to support the assessment of three 10 CFR 960 guidelines, developing the Notice of Intent for the Environmental Impact Statement, submitting the License Application Annotated Outline, and beginning a rebaselining effort to conform with the goals of the Program Plan. Scientific investigation and analysis of the site and design and construction activities to support the evaluation of the technical suitability of the site also advanced. Specific details relating to all Project activities and reports generated are presented in this report.

    Pre- and post-scission neutron multiplicities are measured for the three isotopes of Fr (217Fr, 215Fr, and 213Fr) in the excitation energy range of 48 91.8 MeV. Out of these three isotopes, 213Fr has shell closure (NC = 126) while the other two are non-closed-shell nuclei. Statistical model calculations using Kramers fission width are performed to investigate shell effects on the dissipation strength which fit the experimental data. It is observed that shell correction to the binding energies of the evaporated particles strongly affects the fitted values of the dissipation strength. However, the best-fit dissipation strength is only weakly influenced by the inclusion of shell correction in fission barrier.

    This study analyzes the domestic political, economic, and bureaucratic factors that affect the nuclear policymaking process in Great Britain. Its major conclusion is that, although there have been changes in that process in recent years (notably the current involvement of a segment of the British public in the debate about the deployment of intermediate-range nuclear forces), future British nuclear policymaking will remain much what it has been in the past. Three ideas are central to understanding British thinking on the subject: (1) Britain's long-standing resolve to have her own national nuclear force is largely traceable to her desire to maintain first-rank standing among the nations of the world in spite of loss of empire. (2) Financial considerations have always been important--so much so that they have usually dominated issues of nuclear policy. (3) The executive branch of government dominates the nuclear policymaking process but does not always present a united front. The United States heavily influences British nuclear policy through having supplied Britain since the late 1950s with nuclear data and components of nuclear weapon systems such as Polaris and Trident. The relationship works both ways since the U.S. depends on Britain as a base for deployment of both conventional and nuclear systems.

    This paper presents the approach taken to analyze the radiological consequences of a postulated main steam line break event, with one or more tube ruptures, for the Palo Verde Nuclear Generating Station. The analysis was required to support the restart of PVNGS Unit 2 following the steam generator tube rupture event on March 14, 1993 and to justify continued operation of Units 1 and 3. During the post-event evaluation, the NRC expressed concern that Unit 2 could have been operating with degraded tubes and that similar conditions could exist in Units 1 and 3. The NRC therefore directed that a safety assessment be performed to evaluate a worst case scenario in which a non-isolable main steam line break occurs inducing one or more tube failures in the faulted steam generator. This assessment was to use the generic approach described in NUREG 1477, Voltage-Based Interim Plugging Criteria for Steam Generator Tubes - Task Group Report. An analysis based on the NUREG approach was performed but produced unacceptable results for off-site and control room thyroid doses. The NUREG methodology, however, does not account for plant thermal-hydraulic transient effects, system performance, or operator actions which could be credited to mitigate dose consequences. To deal with these issues, a more detailed analysis methodology was developed using a modified version of the Combustion Engineering Plant Analysis Code, which examines the dose consequences for a main steam line break transient with induced tube failures for a spectrum equivalent to 1 to 4 double ended guillotine U-tube breaks. By incorporating transient plant system responses and operator actions, the analysis demonstrates that the off-site and control room does consequences for a MSLBGTR can be reduced to acceptable limits. This analysis, in combination with other corrective and recovery actions, provided sufficient justification for continued operation of PVNGS Units 1 and 3, and for the subsequent restart of Unit 2.

    Proponents of nuclear nonproliferation, such as the United States, seek to develop policies that address the root causes of nuclear proliferation. The discipline of international relations aids in this effort by providing theories that attempt to explain why states choose to build nuclear weapons. Most theories simplify the process of proliferation by using only one of three generally accepted explanations: security, domestic politics, or norms. The case of Indonesia, however, illustrates that proliferation is best explained by investigating all three dimensions as well as the role of technology. This thesis evaluates competing theories of nuclear proliferation using a historical case study of Indonesia's aspirations to acquire nuclear weapons during 1964--1965, and supports the view that multiple variables are necessary to explain the spread of nuclear weapons. As evidence, this thesis examines Indonesian President Sukamo's little-known nuclear aspirations in the mid-1960s. Although Sukamo was ultimately unsuccessful in his effort to acquire atomic weapons, his decision to seek them was influenced by a variety of factors that included Indonesia's security needs, domestic political considerations, norms, and available nuclear energy technology.

    Nuclear forensics and nuclear attribution have become increasingly important tools in the fight against illegal trafficking in nuclear and radiological materials. This technical report documents the field of nuclear forensics and nuclear attribution in a comprehensive manner, summarizing tools and procedures that have heretofore been described independently in the scientific literature. This report also provides national policy-makers, decision-makers, and technical managers with guidance for responding to incidents involving the interdiction of nuclear and radiological materials. However, due to the significant capital costs of the equipment and the specialized expertise of the personnel, work in the field of nuclear forensics has been restricted so far to a handful of national and international laboratories. In fact, there are a limited number of specialists who have experience working with interdicted nuclear materials and affiliated evidence. Most of the laboratories that have the requisite equipment, personnel, and experience to perform nuclear forensic analysis are participants in the Nuclear Smuggling International Technical Working Group or ITWG (see Section 1.8). Consequently, there is a need to disseminate information on an appropriate response to incidents of nuclear smuggling, including a comprehensive approach to gathering evidence that meets appropriate legal standards and to developing insights into the source and routes of nuclear and radiological contraband. Appendix A presents a ''Menu of Options'' for other Member States to request assistance from the ITWG Nuclear Forensics Laboratories (INFL) on nuclear forensic cases.

    A joint report by the Nuclear Energy Agency (of the OECD) and the International Energy Agency, nuclear energy prospects to 2000 surveys the factors shaping the future of nuclear power in the 24-country OECD grouping, 13 of whom were operating nuclear power plants as of the end of 1981. Among the factors reviewed are the long-term economic outlook and its effect on total energy consumption, the role of electricity within aggregate energy use, and the economic and policy determinants governing nuclear's future contribution to electric power capacity and generation. The way in which public confidence bears on the nuclear outlook is mentioned as one of the considerations in the policy process, but this is given rather short shrift for an issue which many feel to be at the heart of the present-day nuclear power dilemma. The report describes areas in which nuclear power could offer notable advantages: 1) competitive electricity costs; 2) resource adequacy; 3) security of supply; and 4) environmental integrity. (JMT)

    This report summarizes the activities undertaken by EWI while under contract from the Department of Energy (DOE) – Office of Nuclear Energy (NE) for the management and operation of the Nuclear Fabrication Consortium (NFC). The NFC was established by EWI to independently develop, evaluate, and deploy fabrication approaches and data that support the re-establishment of the U.S. nuclear industry: ensuring that the supply chain will be competitive on a global stage, enabling more cost-effective and reliable nuclear power in a carbon constrained environment. The NFC provided a forum for member original equipment manufactures (OEM), fabricators, manufacturers, and materials suppliers to effectively engage with each other and rebuild the capacity of this supply chain by : • Identifying and removing impediments to the implementation of new construction and fabrication techniques and approaches for nuclear equipment, including system components and nuclear plants. • Providing and facilitating detailed scientific-based studies on new approaches and technologies that will have positive impacts on the cost of building of nuclear plants. • Analyzing and disseminating information about future nuclear fabrication technologies and how they could impact the North American and the International Nuclear Marketplace. • Facilitating dialog and initiate alignment among fabricators, owners, trade associations, and government agencies. • Supporting industry in helping to create a larger qualified nuclear supplier network. • Acting as an unbiased technology resource to evaluate, develop, and demonstrate new manufacturing technologies. • Creating welder and inspector training programs to help enable the necessary workforce for the upcoming construction work. • Serving as a focal point for technology, policy, and politically interested parties to share ideas and concepts associated with

    On February 16, 1992, the Government of the Czech Republic sanctioned, by its Decree No. 112/82, its first Energy Policy. Since that time, a number of conditions have changed: first of all, there was the partition of the former Federal Czechoslovak Republic, then the privatization of most of energy producing corporations, the deregulation of a significant proportion of power and energy commodities, the decision to bring to an end the construction of the Temelin nuclear power station, the creation of conditions for the construction of the Ingoldstadt oil pipeline, etc. These steps, on which the final decisions have been made, have brought about the necessity of updating the existing general Energy Policy. The updated Energy Policy is based on the Programme Statement by the Government of the Czech Republic of July 1992, as well as on other materials associated with energy and power generation, either approved or negotiated by the Government, in particular the State Environmental Policy the Rules of the State Raw Materials Policy, the European Association Agreement, the European Energy Charter, the results of the Uruguayan Round of GATT, the Convention on Climate Changes, the Ecological Action Programme for central and East-European countries, and other international documents that have either been, or are likely to be sanctioned by the Czech Government (especially the European Energy Charter Treaty, and the protocol on Trans-boundary Air Pollution and on Further Reduction of Sulphur Oxide Emissions).
