    The ACS Summer Schools in Nuclear and Radiochemistry (herein called ďSummer SchoolsĒ) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the studentsí perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energyís Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    The Pacific Northwest National Laboratory (PNNL) hosted students from across the United States at the inaugural Radiation Detection for Nuclear Security Summer School from June 11 Ė 22, 2012. The summer school provided students with a unique understanding of nuclear security challenges faced in the field and exposed them to the technical foundations, analyses, and insight that will be required by future leaders in technology development and implementation. The course heavily emphasized laboratory and field demonstrations including direct measurements of special nuclear material. The first week of the summer school focused on the foundational knowledge required by technology practitioners; the second week focused on contemporary applications. Student evaluations and feedback from student advisors indicates that the summer school achieved its objectives of 1) exposing students to the range of nuclear security applications for which radiation detection is necessary, 2) articulating the relevance of student research into the broader context, and 3) exciting students about the possibility of future careers in nuclear security.

In fact, we are beginning to see previous students both enroll in graduate programs (former undergraduates) and complete internships at agencies like the National Nuclear Security Administration.

    Effective energy use is a main focus and concern in the world today because of the growing demand for energy. The nuclear hybrid energy system (NHES) is a valuable technical concept that can potentially diversify and leverage existing energy technologies. This report considers a particular NHES design that combines multiple energy systems including a nuclear reactor, energy storage system (ESS), variable renewable generator (VRG), and additional process heat applications. Energy storage is an essential component of this particular NHES because its design allows the system to produce peak power while the nuclear reactor operates at constant power output. Many energy storage options are available, but this study mainly focuses on a molten salt ESS. The primary purpose of the molten salt ESS is to enable the nuclear reactor to be a purely constant heat source by acting as a heat storage component for the reactor during times of low demand, and providing additional capacity for thermo-electric power generation during times of peak electricity demand. This report will describe the rationale behind using a molten salt ESS and identify an efficient molten salt ESS configuration that may be used in load following power applications. Several criteria are considered for effective energy storage and are used to identify the most effective ESS within the NHES. Different types of energy storage are briefly described with their advantages and disadvantages. The general analysis to determine the most efficient molten salt ESS involves two parts: thermodynamic, in which energetic and exergetic efficiencies are considered; and economic. Within the molten salt ESS, the two-part analysis covers three major system elements: molten salt ESS designs (two tank direct and thermocline), the molten salt choice, and the different power cycles coupled with the molten salt ESS. Analysis models are formulated and analyzed to determine the most effective ESS. The results show that the most efficient idealized energy storage system is the two tank direct molten salt ESS with an Air Brayton combined cycle using LiF-NaF-KF as the molten salt, and the most economical is the same design with KCl MgCl2 as the molten salt. With energy production being a major worldwide industry, understanding the most efficient molten salt ESS boosts development of an effective NHES with cheap, clean, and steady power.

    Indoor radon concentrations show a strong dependence on weather. winter tends to be associated with higher than average indoor radon, and summer with lower than average. However, in northern Virginia, the summer of 1988 was wetter than the summer of 1987. Consequently, the regional indoor radon during the summer of 1988 was about 30 % higher than during the summer of 1987, and indoor radon during the summer of 1988 actually exceeded the indoor radon level of the 1987-88 winter. Evidently care must be taken when attempting to estimate regional indoor radon concentrations, and homesite risk estimates should rely on long-term measurement intervals.     The nuclear power generation fits perfectly with the long duration load profile of the Finnish power system. The good performance of the Finnish nuclear power has yielded benefits also to the consumers through its contribution to decreasing the electricity price. Furthermore, the introduction of nuclear power has resulted in a clear drop in carbon dioxide emissions from electricity generation in the shift of 1970's and 1980's. In the year 2001 the four Finnish nuclear power units at Loviisa and Olkiluoto generated 22.8 TWh electricity, equivalent to 28 per cent of the total consumption. Loviisa power station has a net output capacity of 2 x 488 MW, and Olkiluoto 2 x 840 MW. The capacity factors of the four nuclear units have been above 90 per cent, which are among the highest in the world. The energy-intensive process industries in particular have strong belief in nuclear power. In November 2000, Teollisuuden Voima company (TVO) submitted to the Finnish Government an application for decision in principle concerning the construction of a new nuclear power plant unit. The arguments were among other things to guarantee for the Finnish industry the availability of cheap electric energy and to meet the future growth of electricity consumption in Finland. The carbon-free nuclear power also represents the most efficient means to meet the Greenhouse Gas abatement quota of Finland. Simultaneously, the energy policy of the Government includes intensive R and D and investment support for the renewable energy sources and energy conservation, and the objective is also to replace coal with natural gas as much as reasonably possible. The fifth nuclear unit would be located in one of the existing Finnish nuclear sites, i.e. Olkiluoto or Loviisa. The size of the new nuclear unit would be in the range of 1000 to 1600 MW electric. The ready infrastructure of the existing site could be utilised resulting in lower investment cost for the new unit. The Finnish Government accepted the application of TVO Company on January 17, 2002, but the final word will be said by the Parliament.     It is well known that, in nuclear collisions, a sizable fraction of the available energy is carried away by baryons. As the baryon number is conserved, the net-baryon $B-\\bar{B}$ retains information on the energy-momentum carried by the incoming nuclei. A simple but consistent model for net-baryon production in high energy hadron-hadron, hadron-nucleus and nucleus-nucleus collisions is presented. The basic ingredients of the model are valence string formation based on standard PDFs with QCD evolution and string fragmentation via the Schwinger mechanism. The results of the model are presented and compared with both data and existing models. These results show that a good description of the main features of net-baryon data is possible on the framework of a simplistic model, with the advantage of making the fundamental production mechanisms manifest.

    The author suggests a low cost special AB-Net from artificial fiber, which may protect cities and important objects from rockets, artillery and mortar shells, projectiles, bullets, and strategic weapons. The idea is as follows: The offered AB-Net joins an incoming projectile to a small braking parachute and this incoming projectile loses speed by air braking after a drag distance of 50 - 150 meters. A following interception net after the first may serve to collect the slowed projectiles and their fragments or bomblets so that they do not reach the aimpoint. The author offers the design of AB-Net, a developed theory of snagging with a small braking parachute by AB-Net; and sample computations. These nets may be used for defense of a town, city, military base, battle-front line, road (from terrorists), or any important objects or installations (for example nuclear electric station, government buildings, etc.). Computed projects are: Net to counter small rockets (for example, from Qassam), net to counter artillery projectile (caliber 76 mm), net to counter bullets (caliber 7.6 mm). The offered method is cheaper by thousands of times than protection of a city by current anti-rocket systems. Discussion and results are at the end of the article.     Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

    New England is in the third summer of a protracted electricity supply shortage that began with the shutdown of a substantial quantity of nuclear generating capacity, particularly the 2,630 megawatts (MW) from the three Millstone units located in Connecticut and owned and operated by Northeast Utilities. This report was prepared in response to a request from Senator Christopher Dodd and Senator Joseph Lieberman, both of Connecticut, that the Department of Energy provide an update of its June 1997 report, New England Electricity Supply Outlook, Summer 1997--and Beyond, which examines measures that might be taken to ease the supply shortage, particularly measured to relieve transmission constraints that restrict the import of electricity into Connecticut. In the interval since the 1997 report, three changes have occurred in the region`s overall electric supply context that are particularly significant: the Millstone 3 nuclear unit (1,150 MW) has been put back into service at full capacity; electricity demand is higher, due primarily to regional economic growth. The region`s projected 1998 peak demand is 22,100 MW, 1,531 MW higher than the region`s 1997 peak; and many new additions to the region`s generating capacity have been announced, with projected completion dates varying between 1999 and 2002. If all of the announced projects were completed--which appears unlikely--the total additions would exceed 25,000 MW. A small number of new transmission projects have also been announced.

    This summer I worked at Lawrence Livermore National Laboratory in a bioforensics collection and extraction research group under David Camp. The group is involved with researching efficiencies of various methods for collecting bioforensic evidence from crime scenes. The different methods under examination are a wipe, swab, HVAC filter and a vacuum. The vacuum is something that has particularly gone uncharacterized. My time was spent mostly on modeling and calculations work, but at the end of the summer I completed my internship with a few experiments to supplement my calculations. I had two major projects this summer. My first major project this summer involved fluid mechanics modeling of collection and extraction situations. This work examines different fluid dynamic models for the case of a micron spore attached to a fiber. The second project I was involved with was a statistical analysis of the different sampling techniques.

    This report presents the findings of the independent audit of the Lyons Ferry Hatchery (Summer Steelhead). Lyons Ferry Hatchery is located downstream of the confluence of the Palouse and Snake rivers, about 7 miles west of Starbuck, Washington. The hatchery is used for adult collection of fall chinook and summer steelhead, egg incubation of fall chinook, spring chinook, steelhead, and rainbow trout and rearing of fall chinook, spring chinook, summer steelhead, and rainbow trout. The audit was conducted in April 1996 as part of a two-year effort that will include 67 hatcheries and satellite facilities located on the Columbia and Snake River system in Idaho, Oregon, and Washington. The hatchery operating agencies include the US Fish and Wildlife Service, Idaho Department of Fish and Game, Oregon Department of Fish and Wildlife, and Washington Department of Fish and Wildlife.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    The Ventures in Science summer program is directed towards students who are from underrepresented minority groups in mathematics and science professions. The target group of 40 was drawn from eligible students who will be entering high school freshman in the fall of 1992. 450 students applied. The theme for the summer is Chicago as an Ecosystem. The students are instructed in integrated math and science (2 hours), English/ESL (1 1/2 hrs.), counseling (1 hr.) and, physical education (1 hr.) each day four days a week. Integrated math and science are team taught. Parents are invited to participate in two workshops that will be presented based on their input. Parents may also visit the program at any time and participate in any field trip.

    While atmospheric concentrations of cesium-137 have decreased since the nuclear testing era, resuspension of Cs-137 during biomass burning provides an ongoing emission source. The summer of 2010 was an intense biomass burning season in western Russia, with high levels of particulate matter impacting air quality and visibility. A radionuclide monitoring station in western Russia shows enhanced airborne Cs-137 concentrations during the wildfire period. Since Cs-137 binds to aerosols, satellite observations of aerosols and fire occurrences can provide a global-scale context for Cs-137 emissions and transport during biomass burning events.

    Nuclear power has been considered for space applications since the 1960s. Between 1955 and 1972 the US built and tested over twenty nuclear reactors/ rocket-engines in the Rover/NERVA programs. However, changes in environmental laws may make the redevelopment of the nuclear rocket more difficult. Recent advances in fuel fabrication and testing options indicate that a nuclear rocket with a fuel form significantly different from NERVA may be needed to ensure public support. The Center for Space Nuclear Research (CSNR) is pursuing development of tungsten based fuels for use in a NTR, for a surface power reactor, and to encapsulate radioisotope power sources. The CSNR Summer Fellows program has investigated the feasibility of several missions enabled by the NTR. The potential mission benefits of a nuclear rocket, historical achievements of the previous programs, and recent investigations into alternatives in design and materials for future systems will be discussed.

    This essay examines the debate over the climatic consequences of global nuclear war as related in the so-called Nuclear Winter hypothesis. This review examines the major components of the theory and traces development of the scientific knowledge leading to a second phase of the controversy two years after the first hypothesis. The conclusions of the essay are that the original nuclear winter findings have been altered by later scientific study and, therefore, the political conclusions drawn by Carl Sagan in 1983 can no longer be supported by theory or facts. Continued use of the Crutzen-Birks (Ambio, 1982) and TTAPS (Science, December 1983) studies worst-case evidence from NCAR (Foreign Affairs, Summer 86) represents selective science. Arguing for strategic policy changes based on nuclear winter risks constitutes anti-nuclear rhetoric and not scientific reasoning.

  12. Beam energy and centrality dependence of the statistical moments of the net-charge and net-kaon multiplicity distributions in Au+Au collisions at STAR

    In part to search for a possible critical point (CP) in the phase diagram of hot nuclear matter, a Beam Energy Scan was performed at the Relativistic Heavy-Ion Collider at Brookhaven National Laboratory. The STAR experiment collected significant Au+Au data sets at beam energies, $\\sqrt{{\\rm s}_{\\rm NN}}$, of 7.7, 11.5, 19.6, 27, 39, 62.4, and 200 GeV. Lattice and phenomenological calculations suggest that the presence of a CP might result in divergences of the thermodynamic susceptibilities and correlation length. The statistical moments of the multiplicity distributions of particles reflecting conserved quantities, such as net-charge and net-strangeness, are expected to depend sensitively on these correlation lengths, making them attractive tools in the search for a possible critical point. The centrality and beam-energy dependence of the statistical moments of the net-charge multiplicity distributions will be discussed. The observables studied include the lowest four statistical moments (mean, variance, skewness, kurtosis) and the products of these moments. The measured moments of the net-kaon multiplicity distributions will also be presented. These will be compared to the predictions from approaches lacking critical behavior, such as the Hadron Resonance Gas model and Poisson statistics.

    There were two major components in the Jet Propulsion Laboratory (JPL) Summer Teacher Enhancement Project (STEP). First, the Summer Institute was structured as a four-week, 4-credit-unit University course for middle school science teachers, and consisted of workshops, lectures, labs, and tours as activities. The second component consists of follow-up activities related to the summer institute's contents, and again is structured as a University credit-bearing course for participants to reinforce their summer training.     We calculate ratios of higher-order susceptibilities quantifying fluctuations in the number of net protons and in the net-electric charge using the Hadron Resonance Gas (HRG) model. We take into account the effect of resonance decays, the kinematic acceptance cuts in rapidity, pseudo-rapidity and transverse momentum used in the experimental analysis, as well as a randomization of the isospin of nucleons in the hadronic phase. By comparing these results to the latest experimental data from the STAR collaboration, we determine the freeze-out conditions from net-electric charge and net-proton distributions and discuss their consistency.

    NetMOD (Network Monitoring for Optimal Detection) is a Java-based software package for conducting simulation of seismic networks. Specifically, NetMOD simulates the detection capabilities of seismic monitoring networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This manual describes how to configure and operate NetMOD to perform seismic detection simulations. In addition, NetMOD is distributed with a simulation dataset for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) International Monitoring System (IMS) seismic network for the purpose of demonstrating NetMOD's capabilities and providing user training. The tutorial sections of this manual use this dataset when describing how to perform the steps involved when running a simulation.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    Conformal nets provides a mathematical model for conformal field theory. We define a notion of defect between conformal nets, formalizing the idea of an interaction between two conformal field theories. We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

    In 1995, the National Marine Fisheries Service (NMFS), in cooperation with the Idaho Department of Fish and Game (IDFG), the Oregon Department of Fish and Wildlife (ODFW), and the Bonneville Power Administration (BPA) established captive broodstock programs to aid in the recovery of Snake River spring/summer chinook salmon (Oncorhynchus tshawytscha) listed as endangered under the U.S. Endangered Species Act (ESA). These programs were intended to provide safety nets for Salmon and Grande Ronde River Basins spring/summer chinook salmon stocks. They also provide a basis of examining the efficacy of captive rearing and captive breeding programs as tools for recovering listed salmonid populations. In years when no or few naturally produced fish return from the sea, captive fish and their progeny can be used to maintain populations in these two Snake River Basin tributaries. The NMFS facility at Manchester, WA, provides the crucial seawater environment needed to culture anadromous salmonids during the marine phase of their life cycle. At the Manchester Research Station, the fish are cultured in 6.1m diameter circular tanks housed in a fully enclosed and secure building. The tanks are supplied with seawater that has been processed to eliminate most marine pathogens. The fish are fed a commercially prepared diet and held at densities and loading rates designed to maximize fish quality. When fish begin to mature, they are transferred to ODFW or IDFG freshwater facilities in Oregon and Idaho for final maturation. The states then release the mature fish (Idaho) or their progeny (Oregon) back into their native Snake River tributary waters in restoration efforts. In FY 2002, NMFS cultured 1996, 1997, 1998, 1999, and 2000 broodyear fish at its Manchester Facility. This report addresses program activities from September 1, 2001 to August 31, 2002.

    This readiness evaluation considers hole selection and characterization, verification, containment issues, nuclear explosive safety studies, test authorities, event operations planning, canister-rack preparation, site preparation, diagnostic equipment setup, device assembly facilities and processes, device delivery and insertion, emplacement, stemming, control room activities, readiness briefing, arming and firing, test execution, emergency response and reentry, and post event analysis to include device diagnostics, nuclear chemistry, and containment. This survey concludes that the LLNL program and its supporting contractors could execute an event within six months of notification, and a second event within the following six months, given the NET group`s evaluation and the following three restraints: (1) FY94 (and subsequent year) funding is essentially constant with FY93, (2) Preliminary work for the initial event is completed to the historical sic months status, (3) Critical personnel, currently working in dual use technologies, would be recallable as needed.

    This report documents the work performed by the University of New Mexico Principal Investigators and Research Assistants while hosting the highly successful Summer 1994 Computational Sciences Workshop in Albuquerque on August 6--11, 1994.     The World Nuclear University Summer Institute was established by the World Nuclear Association in 2005 as a program for future leaders in the nuclear field. Since the Summer Institute s inception in 2005, a total of some 800 fellows from more than 70 countries have participated in the program. In 2012, the World Nuclear University held its first ever alumni event at the IAEA in Vienna, Austria, and at that time, the precedent was set that the reunion would be held biennially. The 2014 alumni assembly was held at Oak Ridge National Laboratory from March 31 April 4, 2014. The event offered three separate areas of opportunities for the participating alumni: professional development, leadership, and peer-to-peer engagement. The professional development consisted of training groups, while the leadership will involve discussions with invited leaders, including members of the Blue Ribbon Commission. The peer-to-peer engagement not only give past fellows a chance to reconnect with their own classmates, but it allowed for further international engagement, between the speakers and alumni, as well as between the classes themselves.
